Felony and repeat misdemeanor DUI offenders are over represented in traffic crashes involving alcohol and other drugs, often with tragic results. A grant from the California Office of Traffic Safety to the Kern County Probation Department will be making sure that these dangerous offenders are complying with all court orders. Driving under the influence (DUI) continues to be a major traffic safety concern for the Kern County law enforcement agencies.

The Kern County Probation Department places a high priority on lowering deaths and injury due to DUI related vehicle collisions within Kern County. Repeat felony DUI probationers are among the most serious offenders and require intensive supervision. Direct link offered for water rate disputes Pat Connell, field representative for Kern County First District Supervisor Mick Gleason, has fielded several complaints from water company customers regarding their bills. This is not a County matter. The County has no jurisdiction over water rates. The California Public Utilities Commission is responsible for water rates. They have a Consumer Affairs Branch that handles disputes from customers. The link to that branch is: cpuc.ca.gov/puc/aboutus/Divisions/CSID/Consumer +Affairs/. The Supervisor’s office believes that if more people called directly to the CPUC, it would get their attention focused on this Valley.

An older couple was sitting on a bench in Riverside Park in Kernville talking and watching the river go by. This couple was us: me and my Middleworth wife reminiscing about earlier days. The days when she was my 'motorcycle mama' and I was her 'motorcycle pop.' For a dozen years we crisscrossed the western United States. At first in a Honda 90 and then on a Honda 350 and then to a Honda 500 and finally a Honda Gold Wing 1000. It all started when I agreed to keep a neighbor's Honda 90 Christmas present in my garage. I rode it around the block and decided I had to have one. Two months later I did! With helmet and jacket, my wife and I rode that Honda in the hills east of Delano. It was only a while until the Honda wasn't big enough and we bought the 350. With that and my son's 175, he and I toured California and Oregon. Not long after that we traded the 350 for a Honda 500. With the new Honda I toured Baja California clear to the tip with two friends. Later on in that year, we joined a group of 500 riders on a 1000 mile trek of California over a three-day weekend. With a sore fanny and vibrating handlebars I decided to upgrade again this tine to

Convenient way to make child support payments Parents can now pay their child support in cash at thousands of MoneyGram locations throughout California. Previously, parents paying cash could only do so by visiting the Bakersfield child support branch. Those who stand to benefit the most by paying cash through MoneyGram are the self-employed, seasonal workers and those who don’t engage in traditional banking. There are approximately 6,200 MoneyGram locations in California that provide bill payment services. To make a payment through Moneygram, parents will need their personal Participant ID Number and the group “Receive Code 14630.” MoneyGram charges child support customers a $1.99 convenience fee. the 1000 cc Gold Wing. By now my wife was used to motorcycles and accompanied me for 25 of the 35 thousand miles we put on the Gold Wing in the next three years. For the reader who is not familiar with motorcycles, a Honda Gold Wing was a plush, smooth riding, fast accelerating bike of awesome speed. That bike had saddlebags and a trunk with a backrest. With these additions my wife could ride in comfort. In the last year we added a trailer pulled by the bike with a special hitch that made this an easy pull. During the last year we rode, we made a trip of 3000 miles in three weeks stopping at campgrounds and motels. With the trailer we had all our camping gear, extra clothes, a tent, pillows and food. On this trip in August we went to Yellowstone staying in a rustic cabin. That first night it snowed and we were marooned for the next three days. After the melt, we rode all through Yellowstone stopping in awe of the magnificent sights we saw. Including Wyoming, we spent time in Idaho, Utah, Colorado, Arizona and back to California. Shortly after that and in advancing years, we decided it was time to hang up our helmets and leave two wheeling to the younger generation. The days of Motorcycle Mama and Pop are over but the memories linger on.

Green: God’s forgivness of life Dan Schlensker, Courier Columnist In my last column, I asserted the wrongness of using euthanasia, abortion or assisted suicide as a solution to human suffering, problems or incon- Schlensker veniences. This week I think about the people who have experienced or participated in these practices. Now the "victims" of euthanasia or assisted suicide can certainly have no regrets, since they are gone. Nonetheless, the administrators of euthanasia or those that assist in suicide might have some feelings of guilt or remorse. However, the mothers and fathers, who have resorted to the solution of abortion (whether or not the mother's life was at stake) are often stricken with profound shame and guilt over the taking of their child. There can be no doubt in anybody's mind that the fertilized egg in the womb of an impregnated woman will turn out to be a human baby. In the history of the world, there has never been anything but human babies born of human women! These mothers and fathers know that what they have taken was in reality a little human person ... and of their own flesh and blood! One unwantedly pregnant woman thought there'd be only relief over the removal of her womb's content, but after her abortion she was over-

come with grief and pierced with guilt. On the day her baby was to have been born, she was too sick to go to work! The somewhat surprised father of an unintended baby had decided and was prepared to support its mother and their child. When the mother announced to him that she'd had an abortion, he was filled with anger and resentment, because the baby who had been taken was his own blood and he'd already felt his responsibility toward that baby. Abortion leaves in its wake a trail of guilt, shame and regret. There's good news for such folks, though! That good news is that God's forgiveness applies to such mistakes and their accomplices, they can be forgiven! Jesus, the innocent, sinless Savior, spoke from the cross to His Father about His executioners, "Father, forgive them; for they do not know what they are doing" (Luke 23:34). That same forgiveness applies to anyone and everyone, who trusts Jesus for the forgiveness of all their misbehaviors. There is no unforgivable sin, except the one that rejects the forgiveness that Jesus won on the cross and offers freely to whomever will trust Him. And that's yet another facet of God's rich and gracious providence of which we might be reminded as we see the greening around us! Tournament to save real lives Robert Blanton KVSAR Courier Event The 2nd Annual "Killing Fake Birds and Saving Real Lives" Sporting Clay Tournament is being hosted by Kern Valley Search and Rescue at 5 Dog's Shooting Range on April 4. 100 percent of the proceeds will go towards the ongoing rescue operations and equipment maintenance for Kern Valley Search and Rescue. KVSAR is seeking shooters and sponsors for this family friendly event. There are various sponsorship levels as well as options for nonsponsored teams and single shooters who are looking for an afternoon of fun while supporting a great cause. Fishing still good despite drought Matt Freeman Courier Columnist It's another beautiful week here in the Kern River Valley! As you all know, we currently are in drought conditions for the area Freeman and I wanted to touch on a couple of ways to actually take advantage of that when doing outdoor activities like hunting and fishing. Animals have patterns that are predictable a lot of the time and there are ways to know how they will react to certain environmental changes. Locally, the fishing is still quite good despite the water conditions but the fishing is different from what it usually is this time of year and that is the key. Due to warm temps, the largemouth bass are already in their pre-spawn mode, which is not usually until a bit later in the year. The same is true for the crappie and trout. In years past, the trout always have staged at the mouth of the river in the spring. This year that may still be the case. It depends on how much water we end up getting. The key factor is, they are going to try and stage no matter what and that is what you can take advantage of. The way to take advantage of these factors as a fisherman is to basically fish a couple months ahead of what you usually would.

Trout are up shallow right now because of the water being cool, so target them from shore or from a boat with trolling gear. The bass and crappie are deep on structure and getting ready to move shallower. There have been some recent catches of nice largemouth bass around the big trees and stumps in the lake and also along submerged structures in 10 to 15 feet of water. Once again, an early spring pattern that we are seeing right now, because normally largemouth bass would be stacked up deep in large schools and hunting shad and trout. The crappie are doing the same thing. You need a sonar to find them right now but they are in large schools and they are shallower than they usually are this time of year. Find 'em, and you are going to find a huge concentration of them and it will be game on! Fish can't tell time, but the weather tells them the time and when the weather is different from normal, their instincts make them adjust accordingly. This pattern may unwind and I hope it does. Hopefully, we get a long February and March full of rain and snow but for now...next time you go fish, do what you would do if it was already April or even May. Trust me, you will catch some fish! PICKS OF THE WEEK “The Theory of Everything” (PG-13) -- Renowned scientist Stephen Hawking is best known as the man who revolutionized the way we think about time and space, even as a debilitating disease left him unable to move or speak on his own. This biopic spans many decades, but focuses primarily on the romance between two brilliant Cambridge students -- Hawking (Eddie Redmayne) and his first wife, Jane (Felicity Jones) -- and their struggle as Hawking's health starts to rob him of life's simplest things. By keeping the film centered on this story of young love and the hardships that assail it, "The Theory of Everything" has more to say about human emotion than it does about black holes or quantum mechanics. The performances by Redmayne and Jones elevate the film. “The Interview” (R) -- James Franco plays a charismatically stupid celebrity interviewer, and Seth Rogen is his best friend/producer who grows concerned that they'll never be taken seriously. It just turns out that Kim Jong-Un, the supreme leader of North Korea, is a huge fan of Franco's show and wants an interview. The U.S. government (represented here by Lizzy Kaplan) presses the two stooges into using the interview to covertly kill the dictator.

Eddie Redmayne in "The Theory of Everything" This goofball comedy was the spark that sent threats flying between nations and arguments raging over free speech. Even with all the hoopla, the movie is more "Pineapple Express" than "Dr. Strangelove." You'll laugh, but this isn't the movie that breaks the mold with profundity or global awareness. “St. Vincent” (PG-13) -- Vincent (Bill Murray) is an anti-social old man who might have a heart of gold buried under his nasty rejoinders, laziness, perpetual hangover and scary gambling debts. He's thrown into babysitting for his new neighbors, a sweet single mom (Melissa McCarthy, not as an over-the-top screwball) and her picked-upon young son (Jaeden Lieberher). Vincent lets the boy into his world of racetrack gambling, strippers and dive bars, which somehow helps both of them grow as people. Murray fits into this role like it was meant for him (shockingly, it wasn't), keeping things even with the movie's super-sappy sentimental side. © 2015 King Features Synd., Inc.

1 beef tri-tip (approximately 3 pounds) 2 tsp. beef bouillon powder Marinade: 1 tbsp. crushed red pepper flakes 1 tsp. minced garlic 1½ cups apple juice 1½ tsp. Accent flavor enhancer (optional) 2 tsp.Worcestershire sauce 2½ tbsp. lime juice 3 tbsp. dark corn syrup 3 tbsp. seasoned salt ¼ cup soy sauce ¼ tsp. cayenne (red) pepper ¼ tsp. ground ginger Evenly coat bouillon powder over entire tri-tip. Build a charcoal fire to one side of grill, leaving the other side void. This will create indirect cooking away from the coals. Grill tri-tip directly over coals for 4-5 minutes on each side. Transfer away from coals and cook with indirect heat till internal temperature of tritip reaches 140-145?F medium rare (approx. 30min). Health Insurance Matters

Health insurance availability, Part 2 Harry P. Thal Courier Columnist Last week I discussed the availability of Individual health insurance plans, and with noted exceptions, that the deadline for purchasing individual and Thal family plans is just two weeks from now. Most individuals without insurance will be charged a penalty, payable when they file their 2014 tax returns this April. Medicare is an exception. For enrollment purposes, Medicare works very differently than individual plans for those under 65. Not all people qualify for this Federal health program. The first group are those under age 65 who have been disabled under Social Security for two years. They are eligible in the 25th month of disability, with enrollment normally automatic. Their card arrives in the mail in the 22nd month. Certain other conditions, such as end stage renal disease or Lou Gehrig's Disease do not have a waiting period. For most people, Medicare will start when they turn 65. The current retirement age for people receiving Social Security benefits is age 66. However, for a reduced amount, people can elect to receive Social Security at age 62. So, those who are receiving Social Security retirement checks will automatically receive their Medicare Card in the mail about 3 months before their birth month. My birthday in May 29. So, May is my birth month

and my Medicare started May 1. As I did not sign up for early Social Security benefits, I had to enroll manually. If I had been receiving Social Security benefits, my Medicare ID card would have been mailed to me by February 1, 90 days before Medicare would have started. As I needed to enroll manually, I had three options. I could go to my local Social Security office, I could have called Social Security 1-800-7721213 (this is the Federal agency responsible for Medicare enrollments) or I could enroll online at SocialSecurity.Gov/medicareonly. Local people in the valley can also call or come in to my office to enroll; a free service we provide. By design, Medicare does not provide "full coverage". There are many intentional holes in the program. Originally designed to be affordable, the costs of health care have risen dramatically since the plan's inception in 1966. Today a $1,260 deductible to go into the hospital is beyond many people's reach, and a 20 percent copay can add up to hundreds of dollars. There is no "maximum out of pocket" on this program. As the costs of having Medicare only can be a financial hardship, there are several programs available to help the consumer. These programs also have their own time table, which I shall discuss next week. Harry P.
