Scores of painted ladies (Vanessa cardui) are now migrating north from their wintering sites near the U.S.-Mexico border. Butterfly expert, Art Shapiro, professor of evolution and ecology at the University of California, has monitored the butterfly population of California’s Central Valley for 43 years. The painted ladies spend the winter in the desert where, in the late winter, they breed on desert annual plants, Shapiro says. The adults emerge in the spring and immediately migrate into the Central Valley and foothills where they breed. Around May, in the Central Valley, you’ll see the caterpillar offspring munching on borage, thistles, fiddleneck and mallows. Then the adults head toward the Pacific Northwest. “The painted lady moves northward in a generational wave as the season progresses,” Shapiro says. Thousands have been sighted in Kern Valley. Painted ladies are fairly large with a wingspan of two to three inches. Their coloration is striking and handsome, with burnt orange wing surfaces leading to a frilled edge of black with white accents, either in the form of dots or curving bars. Painted ladies possess powerful flight capabilities as they search for rich sources of nectar-producing flowers. The butterfly can fly 20 or 30 miles in a day, usually on a straight course that takes them over obstacles like trees and hills. people

Michael Batelaan Courier Spotlight There has been a recent resurgence of capital investment in the Kern Valley both improving the community and the visitor experience. The Courier plans to bring more of these uplifting stories about improvements to the Kern Valley this year.

One business in the Kern Valley that has upgraded and improved its property and services is Camp James. Owners Joe and Cathy Cunningham recently added five cabins to exist-

ing campsites that will rent for $150 to $165 per night. The cabins are outfitted with a kitchen that includes a crockpot, microwave, electric skillet, pots and pans, refrigerator, two TVs, tub/shower, heating and air conditioning, dinette area, private bedroom with a king bed, and bedroom with two bunk beds. The small living area also has a sofa bed making each cabin able to sleep six. Four of the cabins have decks overlooking the park. Each has an outdoor charcoal grill, a fire pit and picnic table. "Camp

James is set up for a hassle-free stay," Cathy said. The cabins are actually small RVs, with wheels and a hitch, but you would not know it just looking. The couple has planted about 20 trees each of the ten years they have owned the property with fall color in mind in the species of trees selected. "I don't know who the fool was; the guy who sold the park, or the guy who bought it," Cathy said. "It's like a nine-acre garden to work on." They have invested about $256,000 into the

improvement of the campground. The Cunninghams also own Sequoia Lodge. Camp James offers river and creek side campsites and provides clean, well maintained bathrooms, hot showers, electrical, water, cable TV and Wi-Fi, firewood, ice, sodas, snacks, ATM, fish cleaning station and is frequently a site for fish planting. As a component of the tiered National Environmental Protection Act process that was described in the Project Environmental Impact Study and Record of Decision in 2012, supplemental NEPA documents would be developed to assess the impacts resulting from US Forest Service relocations (including recreation facilities), resident relocations, and real estate acquisitions necessary as a result of implementing

the Isabella Dam safety Modification Project (the highway relocations were also included as an issue for further analyses, but the highway relocations have since been eliminated). A Finding Of No Significant Impact was issued in August 2014 for an Environmental Assessment for the acqusition of and relocation of residents from two affected properties: the farmhouse and Lakeside Village Trailer Park, both

of which are below the Auxiliary Dam. For this issue, it was determined that public comment on a draft EA was not required. For the recreation mitigation and remaining real estate issues, two separate draft EAs will be circulated for public review and comment: All remaining private land acquisitions, demolition of all affected structures, and

Not long ago, my brother, Bud, who was one year younger than I, passed away. He had asked that when he “kicked the bucket” he wanted to be cre- Middleworth mated. So it was arranged and he will soon be buried in our National Cemetery near Arvin. Last week in the mail we received his ashes in a Mahogany box. Postage was $13 for mailing. Bud would have gotten a big kick out of the trip from Vegas to Wofford Heights for only $13. During the last few years we talked by telephone at least twice a month. Most of the time our conversations were childhood reminiscence. Which brings me to the story in this column. As youngsters we decided we would build a race car. So we mowed enough lawns to pay for the wheels and decided to make it big enough for us both to ride. We got the wood from a near by box factory. Brakes for the contraption consisted of our feet dragging on the asphalt. There was room on our craft for a driver and a rider who was closely tucked in behind the hood of our racer. The pilot steered with his feet on a moveable bar that could change the direction of the front wheels. Now you have to understand we had gone down

“Deadman’s Curve” lots of times in our Red Racer wagon, but never on a craft with two people in it. We figured the extra person would add to the speed....and it did. We had started down the hill and after about 50 feet realized we had made a major mistake. We were going too fast and dragging our feet wasn’t working. We couldn’t stop. Picking up speed, we started around Deadman’s Curve and realized we wern't going to make it. We rolled the rubber off the wheels and were running steel wheels on asphalt. In a shower of sparks we careened off the corner, through a chicken wire fence, destroying some guy’s chicken coop and killed a chicken. We had cuts and abrasions and we were crying as the owner of the coop was blathering about the mass destruction we had caused. He called our mother who was at work and she promised that we would pay for the damage, including the dead chicken. We were lucky and he never billed us. Our race car never went down another hill and neither did we. There were scores of other stories like this and we would laugh as we remembered them. I’m going to end this column with a favorite saying that Bud always tacked on at the end of our conversations. He would say “See you later. October 6, 1933 - March 30, 2015 Roger was born in Storm Lake, Iowa and moved to Long Beach, California in 1944. He worked for Douglas Aircraft before and after serving in the Army in Korea. He worked for Atlantic Richfield/BP for 25 years, retiring in 1985. Roger met his wife Ruth while they were both in their teens. They were married on June 4, 1955. They had two children; daughter Kay and son Matthew. Roger was an excellent father and provider. After retiring the couple sold their home in Orange County and built a new house in Bodfish, where they spent many vacations camping and fishing with their family in Lake Isabella. Roger is survived by his wife of 59 years, Ruth, daughter Kay Thayer, son Matthew Frantz (Mary), and three grandsons, Mitchell Frantz (Nikki), Aaron Frantz and Ochal Caudill III, all of whom he was so proud. As Roger wished, he was cremated and will be placed at the Bakersfield National Cemetery. Marijuana holds negative effect on the environment Andrew Hughan, CDFW Courier Report Environmental scientists with the California Department of Fish & Wildlife recently published a first-of-its-kind study clearly showing that water used for growing marijuana has a devastating effect on fish in the state. The study showed that during drought conditions, water demand for marijuana cultivation exceeded stream flow in three of four study watersheds. The resulting paper, entitled “Impacts of Surface Water Diversions for Marijuana Cultivation on Aquatic Habitat in Four Northwestern California Watersheds,” concludes that diminished stream flow from this water-intensive activity is likely to have lethal to sub-lethal effects on state and federally listed salmon and steelhead trout and will cause further decline of sensitive amphibian species. The study was published online in the scientific journal PLOS One. By using online tools to count marijuana plants and measure greenhouses, and conducting inspections of marijuana cultivation sites with state wildlife officers and local law enforcement, CDFW scientists quantified plant numbers and water use. Utilizing stream flow data provided by staff at the National Oceanic and Atmospheric Administration, CDFW determined water demand for cultivation could use more than 100 percent of stream flow during the summer dry season in three of four study watersheds. Stream flow monitoring conducted by CDFW in the summer of 2014 appeared to verify these

results. “All the streams we monitored in watersheds with large scale marijuana cultivation went dry,” said CDFW senior environmental scientist Scott Bauer, lead author of the research paper. “The only stream we monitored that didn’t go dry contained no observed marijuana cultivation.” CDFW’s Law Enforcement Division works closely with dozens of other state and federal agencies to eradicate illegal marijuana grows on public, tribal and private lands as well as protect the state’s natural resources. “This research paper demonstrates the importance of greater regulatory efforts by state agencies to prevent the extinction of imperiled fisheries resources,” said CDFW assistant chief Brian Naslund. “CDFW’s new Watershed Enforcement Team (WET) was created with just that in mind.” The WET program works with agency partners to protect public trust resources from the negative effects of marijuana cultivation, which include both excessive water use and pollution. CDFW will continue to monitor the effects of water diversion for marijuana cultivation on stream flow through the summer of 2015. Some medical marijuana cultivation is legal in California on private lands. Growers must submit a CDFW lake and streambed alteration notification and comply with other applicable laws and regulations. Responsible growers help conserve the state’s natural resources and are less likely to be subject to enforcement action.

PICKS OF THE WEEK “Taken 3” (PG-13) -- Former special agent Bryan Mills (Liam Neeson) kicks more butt in his retirement than most spies do during their busy season. When Mills is framed for the murder of his exwife, he must go on a very “Fugitive”-esque adventure to clear his name and catch the killer. On his tail is a ruthless lawman (Forest Whitaker), who doesn’t seem too interested in the job. It’s the final installment of this trilogy, although it feels like we’ve seen at least 50 of these movies since the first bullet-riddled car drove through the box office. There’s a lot of movies like this, and this one just doesn’t have the trilogy-ending caliber fans want. You could blame the move to PG-13 for watering down the violence, but that doesn’t account for the poor pacing or the overall laziness of the production. “Like Sunday, Like Rain” (R) - Living in a Manhattan palace that easily could be mistaken for a museum, 12-year-old cello prodigy Reggie (Julian Shatkin) is the picture-perfect precocious child in need of human contact. Eleanor (Leighton Meester) is a doe-eyed, 23-year-old ex-waitress beset by drama from a no-good rocker boyfriend (Billie Joe Armstrong, of the band Green Day) and her folks upstate. Reggie’s mom (Debra Messing) hires Eleanor to be Reggie’s new nanny, then promptly

Liam Neeson in “Taken 3” disappears, leaving the sheltered Reggie in the hands of barely mature Eleanor. This is one of those slow, somewhat comedic dramas that has to pick and choose which cliches to favor. Reggie, for one, is too precocious, too snippy and stiffly formal -but he can learn to mellow out from the down-to-earth charms of Eleanor. It’s a heartwarming little tale, assuming the leads don’t annoy you too much before the credits. “Cake” (R) -- Claire (Jennifer Aniston) has been in constant pain since a car accident more than a year ago, and it’s taken its toll on her love life, her career and her personality. Spiraling into prescription abuse and a general feeling of nothingness, Claire can’t get over the suicide of one of the women in her chronic pain support group (Anna Kendrick). Clearly, this is heavy drama and a bit of a departure for Aniston, who has been stuck in goofball comedy purgatory. Bodfish Bob’s Tomato and Cheese Pie 2 cups fresh bread cubes 1/4 cup margarine or butter, melted 1 cup shredded cheddar cheese 1 pint canned tomatoes 1 T cornstarch 2 tsp chopped onions 1 tsp salt 1 tsp sugar 2 eggs, beaten 3/4 cup milk Combine bread, margarine and 1/4 cup cheese. Press into a 9-inch pie plate, bake at 400 degrees for 10 minutes or until lightly browned. Cool. Drain liquid from tomatoes into saucepan, blend in cornstarch. Add onion, salt and sugar. Cook, stirring constantly until thickened. Add tomatoes, milk and remaining cheese, blend well. Pour over top of baked bread. Bake at 375 degrees for 40 minutes. Cool 10 minutes before slicing.

In one quart saucepan, combine soup, Worcestershire sauce, vinegar, sugar and onion over medium heat. Heat to boiling. Reduce heat to low. Cook 10 minutes. Use to baste beef or chicken during broiling or grilling. Makes 1 3/4 cups sauce. Bodfish Bob’s Bacon and Tomato Dip 6 slices bacon 1 (8 oz.) pkg. softened cream cheese 2 tsp prepared mustard 1/2 tsp celery salt 1 med. tomato, peeled, seeded and finely chopped 1/4 cup finely chopped green pepper (optional) In a skillet, cook the bacon until crisp. Remove, drain on paper towels and crumble. In a mixing bowl, combine the cream cheese, mustard and celery salt. Stir in the crumbled bacon, tomato and green pepper. Cover and chill. Makes two cups. But honestly, I tend to self-insure through savings for these kinds of things. I've probably used, or had need of, a tow truck twice in the last 20 years. When it comes to this kind of product, I always look at it from the perspective of, "Where does it leave me if I don't sign up for their service?" Again, I don't think AAA is a big rip-off or anything like that. It's just a type of insurance, if you will, for which I have no need. I guess it could be a handy thing to have if you were in a situation where you were using their services a lot. Dear Crystal, In many ways, this would depend on your particular pension. Some pension funds are very well-run, very solvent and are in great shape. Others are poorly managed and not the type of programs in which you'd want to invest any of your money. The biggest problem with a pension is that it's the property of the organization. If it's a union pension, it's not yours-it's theirs. All they do is pay you out of the fund. So if they go broke, you lose everything you had in there. If it's a business that has the pension, that makes them the owner-not you. That's the beauty of the 401(k). You're the actual owner. If the company you work for goes broke or the union does a poor job of managing things, it doesn't harm your investment. Don't misunderstand what I'm saying. There are good pensions and bad pensions, just like there are great managers and lousy managers. Abuse, Continued from page 1 National “Wear Blue Day� on Friday, April 10 to show commitment to preventing child abuse, and support strong families and healthy children in Kern County. Community Connection for Child Care will use April 12 to 18 to observe the “Week of the Young Child,� with activities for children, families and child care providers hosted. On Thursday, April 16, the community is invited to a child abuse prevention discussion panel, hosted by the Kern County Network for Children from 8:30 to 10:30 a.m. This discussion will be moderated by Department of Human Services assistant director Antanette Reed, and will include representatives from Child Protective Services, Differential Response and the Henrietta

(dates TBD). The draft EA for USFS relocations (including recreation facilities) will be released for public review and comment in June/July 2015 (dates TBD), followed by public meetings within 30 days. The Corps will be conducting geotechnical investigations at several locations in the project area, including along Highway 155 at the right abutment of the Main Dam. Delays caused by single lane closures and/or reduced lane widths may be experienced by motorists traveling along Highway 155 in this area, but total closure of the road will not be necessary. The Corps and its testing contractor are coordinating these activities with Caltrans. The Lakeside Village Mobile Home Park property has been acquired and all residents have been relocated. The Corps is securing vacated trailers until they are removed. Trailer removal is expected to begin in May/June 2015.

Weill Memorial Child Guidance Clinic. DHS will join the Child Welfare League of America and social service agencies across our Nation in calling for the immediate cessation of violence against children in America. On Friday, April 24, a memorial flag will be raised to remember the thousands of children lost nationwide, and in the last year, to child abuse. The flag will be raised at 8:30 a.m. on Friday, April 24 in front of the Human Services Building at 100 East California Avenue, Bakersfield. The community is invited to join in this ceremony. The month of activities will conclude as Kern County churches are called on to take time to recognize “Blue Sunday� - a day of prayer for the victims of child abuse and for those who rescue them. Blue Sunday is recognized nationally on the final Sunday in April.
