We’ve all heard the mantra, “Reduce, reuse and recycle.” You may wonder how to incorporate these principles into your daily life. It’s not as complicated as you may think -- the “three Rs” all complement each other and together a system that can shrink your carbon footprint.
The most essential way to reduce waste is to avoid creating it in the first place. Unfortunately, current consumer behavior is trending in the wrong direction. According to the U.S. Environmental Protection Agency, each person created 2.7 pounds of waste each day in 1960. To d a y that number is 4.3

pounds. Some companies, however, are getting more efficient with their product packaging to save resources. Plastic 2liter soft drink bottles are one example. Manufacturers have reduced the weight of the plastic used in these bottles by 0.6 ounces over the last 30 years. While this may seem insignificant, it keeps 250 million pounds
of plastic from becoming part of the waste stream. Likewise, consumers can reduce simply by cutting back. Cutting back on water and energy use at home is a good place to start. When making a purchase, look for durable products that will last a long time, rather than something that might need to be replaced quickly.
Investing in items that can be repurposed
Reuse refers to several things. It can mean investing in items that can be reused --- for example, using cloth tote bags when you shop instead of asking for plastic bags, or
buying reusable food containers, such as a thermal coffee mug or a reusable water bottle. It also means looking for ways to repurpose discarded items, especially

those that cannot be recycled and will end up in a landfill. Consider repairing an item rather than throwing it out. If upgrading an appliance or gadget, see if you can donate
the old one to someone who can use it. If a product has served its purpose, look for alternative uses. For example, used jars can be used to store odds and ends.
Recycling keeps objects that might be considered waste turned back into raw materials that can be used in the manufacture of other items. Recycling consists of three basic steps. The first step is collection and processing. Some communities handle this using curbside recycling, while here in the Kern Valley central drop-off facilities are used. The recyclables are lodging

then sorted, cleaned and turned into marketable raw materials -- for example, paper is turned into pulp and plastics are melted down. Step two consists of manufacturing the recycled materials into new products. Step three occurs when consumers purchase recycled products. As a consumer, you can participate by properly recycling as much waste as possible, and by inquir-

Celebrate Earth Day every day According to timeanddate.com, the April 22 Earth Day is typically observed with activities including planting trees, picking up roadside trash, conducting various recycling and conservation programs, using recyclable containers for snacks and lunches. Some people are encouraged to sign petitions to governments, calling for stronger or immediate action to stop global warming and to reverse environmental destruction. Television stations frequently air programs dealing with environmental issues. Earth Day will be celebrated in the Kern Valley, too. ■ Keepers of the Kern and the Kern River Conservancy, in commemoration of Earth Day, will remove graffiti on Sunday, April 19, and also clean fire pits and do some trash pick-up. Members of the Forest Service will be joining in as will Channel 23 News. ■ 2nd Annual Forest Service District Work Day Tuesday, On April 21, meet at the Forest Service Work Center on Kernville Road across from the Kernville Chamber of Commerce in Kernvilleat 9 a.m. Keepers of the Kern will be assisting them in brush cutting, fire pits, line painting, signage and any other chore that needs to be done. Sometimes when I can’t sleep, I think back to earlier years and changes that have happened. Some of them are good and some aren’t, Middleworth but the operative word, is “change.” Let me give you a few examples of the changes I’ve noticed. For instance, one evening in 1955, I was next door at my neighbor’s house, sitting in their living room watching the Texaco Star Theater on a five-inch black and white television screen. We were awed that we could see a picture beamed to the TV antenna sitting on the coffee table. Last night, I watched an auto race in color, beamed from Bristol, Tennessee shown on a 60-inch high definition wide screen television set. The biggest change is from 1 channel in 1955 to 130 channels in 2015. Here are some other examples: In years past, food was kept in a box with ice delivered to our door. Today we have a 14 cubic foot refrigerator freezer operated by electricity and always cold. If you like coffee, in the old days you used a percolator or boiled coffee in a pan on top of the stove. Today we can brew individual cups of several different brews all done on a small electric coffee maker called a Keurig. Speaking of food, dinner by

mom was always a major production and my brother and I had to wash the dishes afterwards. Today we can yank a complete TV dinner from the freezer and I don’t have dishes to wash. Instead of a wood stove, we now have an electric or gas stove, and a microwave that cooks a meal in 90 seconds. When I was in the Navy, my duty station was aboard a fleet type submarine. It had limited power to stay underwater very long and was not very fast. Today the submarines are nuclear powered and able to stay underwater for months at a time and they are extremely fast. As a boy offive, we camped using a tent. Today when I camp, I have a 26-foot trailer complete with shower, refrigerator, heater, air conditioner, generator and all the comforts of home away from home. It’s a really tough life. Music which used to be played on a vinyl record with one song to a side is now played on a CD, a small plastic disc which holds 25 songs or more. In 1943 gas was rationed and a gallon cost 17 cents. Today that gallon costs over $3 and can be bought almost anywhere. Not everything changes. For instance when I was five, I was often awakened by a rooster in our neighbor’s chicken yard. Yesterday I was awakened at 6 a.m. by the crow of some nearby rooster. Yep, I noticed too, that some things stay the same. Wofford Heights resident Rod Middleworth is a retired security manager for Pacific Bell.

Volunteer(s) of the Quarter: The Kern Valley Team During the first quarter of 2015, the number of patients under care of Optimal Hospice in Kern Valley rose to an all time high. With the combination of Hoffmann Hospice pulling out of the area, and the excellent customer service and support given by our Lake Isabella team, Optimal has grown by leaps and bounds. It is a wonderful thing that Optimal is caring for more hospice families, but it has created a need for the Kern Valley volunteers to take on a lot more responsibility. This quarter, Optimal decided to honor every member of this very small, very capable, very compassionate volunteer team because each of them have taken on double, even triple their usual assignment load, without complaint, to help cover all the volunteer needs for our patients. Optimal wants to thank the following Optimal Hospice volunteers. PICKS OF THE WEEK “Paddington” (PG) -- Alone in London, wandering about with a big floppy hat and raincoat over his fuzzy fur, a talking bear fails to grab much attention, even though he’s the incarnation of everything adorable. The bear is taken in by the Brown family, who name him Paddington after the station where they found him. Stern-but-loving dad (Hugh Bonneville) and open-hearted mom (Sally Hawkins) give Paddington a temporary home while finding him permanent residence and avoiding a conniving taxidermist (Nicole Kidman). Those who have read the books -- or had the books read to them -- will be relieved to find that this actually is a decent, charming movie. It’s not stupid, it has great visual style, tons of puns and a love for the character. “The Wedding Ringer” (R) -- An awkward, sweaty, fidgety guy, Doug (Josh Gad), is about to marry way out of his league (Kaley Cuoco-Sweeting), but he’s got no best man, and no groomsmen at all to match his bride’s side. In comes Jimmy (Kevin Hart), who sells best-man services. For the right price, he’ll be your best man, the life of the party, and make you look good. Hart and Gad are both real comedic talents, feeding into
Paddington characters, each within their comfort zones -- but the chemistry isn’t happening. You’ll laugh, certainly, but this isn’t the new must-see wedding-related guy comedy. “The Gambler” (R) -- An English professor and hardcore gambler, Jim Bennett (Mark Wahlberg), is an expert at putting it all on the line. Jim is in trouble with Bank of Mom (Jessica Lange) after he runs up huge debts with the boss (Alvin Ing) of the local gambling den. Not getting the message, Jim takes a huge loan from the kind of guy you don’t borrow money from (Michael K. Williams), and then wades deeper into the gambling underworld. As a remake of the James Caan original from the ’70s, Wahlberg’s turn just doesn’t match up in style. He commits to his macho man on a mission, but what’s the mission? Bodfish Bob’s Mustard Marinade for Country Style Ribs 1/3 cup Dijon mustard 2 T red wine vinegar 1/4 cup olive oil or salad oil 1 clove garlic, minced 1/2 tsp thyme 1/2 tsp Worcestershire sauce 1/4 tsp pepper In a small bowl, combine mustard and vinegar. Beating constantly with a wire whisk, add oil, a few drops at a time. Then beat in garlic, thyme, Worcestershire sauce and pepper. Pour over country-style beef ribs in a shallow pan. Let stand for about two hours. Lift ribs from marinade and grill four to six inches above hot coals, 20 to 25 minutes.

Roger Lyle Frantz October 6, 1933 - March 30, 2015 Roger was born in Storm Lake, Iowa and moved to Long Beach, California in 1944. He worked for Douglas Aircraft before and after serving in the Army in Korea. He worked for Atlantic Richfield/BP for 25 years, retiring in 1985. Roger met his wife, Ruth, while they were both in their teens. They were married on June 4, 1955. They had two children; daughter Kay and son Matthew. Roger was an excellent father and provider. After retiring the couple sold their home in Orange County and built a new house in Bodfish, where they spent many vacations camping and fishing with their family in Lake Isabella. Roger is survived by his wife of 59 years, Ruth, daughter Kay Thayer, son Matthew Frantz (Mary), and three grandsons, Mitchell Frantz (Nikki), Aaron Frantz and Ochal Caudill III, all of whom he was so proud. Health Insurance Matters
Doc Fix Harry P. Thal Courier Columnist There has been a Medicare problem for many years. In 1997 Congress passed the Balanced Budget Act of 1997 which contained the Sustainable Growth Thal Rate formula for payment to doctors for Medicare patients. This payment scheme was thought to keep the lid on Medicare spending and initially worked, but it did not consider the rising cost of medical services and the fluctuations in the economy. It was based on the idea that the economy would continue to grow each year. Beginning in 2002, Congress has come up with “band-aid” fixes each year to maintain the fee schedule for physicians and has failed over the past 12 years to fix the problem, while spending more than $150 billion in crafting makeshift provisions. There have been 17 “fixes” enacted since 2003 to keep physicians paid. Without a permanent fix to the problem, physicians will see a 22 percent cut in their Medicare reimbursements. How many physicians would stay in the program if they were to have their incomes so drastically cut? The House of Representatives, in a truly bi-partisan vote of 392-37 created a bill that will permanently remove the SGR. The bill went to the Senate, who has tabled it until Congress returns. There are concerns with the bill which will be facing the Senate.
Where is the money to come from? It appears that in its current form, the bill will cost $210 billion over the next 10 years. About a third of this will come from wealthier Medicare beneficiaries who pay more for their coverage. There will also be cuts to hospitals. The liberal Democrats will be appeased by extending for another two years the CHIP program, which services low income children as well as programs that subsidizes ambulance systems. The plan will also keep community clinics open and provide additional revenue for rural hospitals. At issueare other programs that have ridden on the coat tails of the doc-fix bill over the past decade. Is there enough pressure to bring a permanent fix to the CHIP and other programs? There is a good chance that Congress may overlook these programs when the current law sunsets for them in 2017. There is great pressure on the Senate to add language to fix this now, and force a compromise bill between the two Houses. Other areas of concern are that there is talk to change the structure of Medicare. This might greatly affect people joining the Medicare program beginning in 2020. Medicare supplement plans may not be legally allowed to cover all expenses, requiring beneficiaries to have greater out of pocket expenses. I’ll keep you posted. Harry P. Roads opened on the Western Divide District Denise Alonzo, USFS Courier Backyard Many roads accessing recreation sites on the Western Divide Ranger District in Giant Sequoia National Monument, Sequoia National Forest opened early this year. Late last week Tulare County cleared and opened the Western Divide Highway and Parker Pass, which provide road access through the mountains between Porterville, California Hot Springs and Johnsondale. ■ Trail of 100 Giants is now open, but restrooms and trash pickup are not available until Forest Service concessionaire, California Land Management, is fully operational. ■ All campgrounds are expected to be open by Memorial Day. The following campgrounds on the Western Divide Ranger District have sites reservable as of May 22: Coy Flat, Belknap, Quaking Aspen, Redwood Meadow, Holey Meadow, Long Meadow Group Camp, White River and Wishon (open year-round). ■ Lower Peppermint, a developed campground along the Lloyd Meadow Road and Leavis Flat Campground, located near California Hot Springs, are expected to be open in time for holiday visitors, first-come first-served. Dispersed camping is available any-

where on the National Forest unless otherwise posted. Upper Peppermint is a popular site for dispersed camping, and is currently open with no services. Visitors are expected to “pack it in, pack it out” when dispersed camping and are limited to 14 nights. ■ The North Road (21S50) and Lloyd Meadow Roads (22S82) are both open, providing backpackers access to the Golden Trout Wilderness from Lewis Camp or Jerky Meadow Trailheads. Other Forest Roads on the District will be open when they have dried out enough to prevent resource damage from tires. After last week’s storm, visitors should expect snow covered trails at the higher elevations. ■ With continued dry weather, campfire restrictions will be in effect early this summer. Plan your trip accordingly by picking up a campfire permit, free of charge, at any Forest Service, CALFIRE, or Bureau of Land Management office or by visiting the Sequoia National Forest website and downloading a copy of the permit at fs.fed.us/r5/sequoia. Off-highway vehicle use is restricted to roads within the Giant Sequoia National Monument. Mountain-bike use is restricted to trails and roads. Trails where mountain-bike use is prohibited are signed. ■ The Western Divide Ranger District office in Springville is open Monday through Friday, 8 a.m. to 4:30 p.m. This office will be closed on Monday, May 25. Kern River Preserve Spring Festival announced Kern River Preserve Courier Release Spring is here and the birds are moving from their winter grounds in South America to the breeding grounds in North America. As birds fly north they need places like the Kern River Preserve to rest and replenish on their way. A wonderful diversity of migrating birds comes through the Kern Valley on their way to the Sierra Nevada. If we are lucky, we will see colorful spring migrants like Yellow Warblers, Black-headed Grosbeaks, Lawrence’s Goldfinches and Summer Tanagers. during the Kern River Preserve’s Spring Festival on Saturday, April 25.
