Spring Festival held Saturday Kern River Preserve Courier Release Spring is here and the birds are moving from their winter grounds in South America to the breeding grounds in North America. As birds fly north, they need places like the Kern River Preserve to rest and replenish on their way. A wonderful diversity of migrating birds comes through the Kern Valley on their way to the Sierra Nevada. If we are lucky, we will see colorful spring migrants like Yellow Warblers, Black-headed Grosbeaks, Lawrence’s Goldfinches and Summer Tanagers during the Kern River Preserve’s Spring Festival on Saturday, April 25. This is a great time of year to get out and enjoy the Kern River Preserve. Schedule of events ■ 7 a.m. Bird Walk The nature trails at the Kern River Preserve are beautiful in the spring. Take this walk with a knowledgeable guide to visit the river forest and to see a wide variety of birds.

As the nation celebrates Arbor Day on April 24, let’s reflect on the value of trees, and highlight the important ability of trees to restore hope, bring healing, and lift spirits following natural disasters. Trees are vital to successful, long-term recovery efforts - from a critical conservation recovery perspective, and also when considering the emotional healing and recovery of people and the fabric of a community. ■ Trees serve many purposes. They are very much a part of the fabric of life and of the community. Trees provide both physical and emotional landmarks marking childhood adventures, romantic walks, and lazy Saturday afternoon picnics, among others. Trees evoke memories and help to establish a sense of place, meaning and belonging. Putting trees into people’s hands following loss serves to lift spirits, restore hope and help to begin the healing process. On this Arbor Day, it is important that we recognize that trees are vital infrastructure just like our roads and our bridges. ■ Disasters such as wildfires, tornadoes, windstorms and floods wreak havoc upon both our physical and emotional landscapes. The comfort and security - the sense of place provided by our trees - is dramatically altered and sometimes even erased. New trees

Burn survivors visiting valley Kern County Fire Courier 4-1-1 The annual burn survivor’s campout takes place this weekend in Kernville. About 250 burn survivors, along with family and volunteers, will be participating. The group plans to attend the areas local events and hear entertainment by local band, Out of the Blue . Facing the world after surviving a burn injury presents unique challenges. with physical differences and disabilities, community re-entry often evokes great anxiety and they are often not prepared for the reactions of others to their appearance. So be friendly, and welcome them this weekend to our area.

Corps to host public scoping meetings Tyler Stalker, USACE Courier Just in The U.S. Army Corps of Engineers Sacramento District will host two public meetings May 4 and 5 to discuss and seek input about real estate actions associated with future safety improvements at the Isabella Dam facility. Real estate actions to be discussed at the meeting, and assessed within a draft supplemental environmental assessment to be made available for public review and comment, include the acquisition of affected lands and the demolition and removal of all structures acquired by the Corps to construct necessary upgrades to Isabella Dam. The draft SEA will also describe and assess the relocation of a Corps maintenance and operations facility affected by the dam safety modifications. An additional SEA will be released this summer to discuss measures proposed to off-set impacts to recreation, as well as the relocation of the Lake Isabella Office and fire station of the U.S. Forest Service Kern River Ranger District. Additional public meetings will be held and notices will be distributed once the report is released. The draft SEA is scheduled to be published April 28, 2015, on the project web

page at http://bit.ly/IsabellaDam. Public comments will be accepted until May 13. Public meetings will provide an opportunity for individuals to learn more about the environmental impacts associated with real estate actions, ask questions to Corps team members and submit comments. Probation Volunteers of the Year nominated Friday Night Friends is a program designed to provide an outlet for our youth committed to Camp Erwin Owen and whose parents or family cannot visit. The program offers a chance for wards to build relationships with adults in a setting designed to let the young men know they matter. The volunteers listen to the minors and relationship build in a healthy and fun atmosphere. They play games, offer counsel and provide snacks such as ice cream sundaes or pizza, much of the time at their own expense. These mentors take time out of their own busy schedules to enrich others. Bev Newman has been volunteering with Dick Reid and others in ensuring two Friday's each month our young men get a "visit." Both started in the program, established by Jeanette Rogers-Erickson, in 1999.

Our high risk population has become more and more sophisticated over the years. However, to watch the interaction between Newman and Reid with these young men, one can see in their response that the boys are respectful and genuine, without any stigma of gang loyalties or behavioral defiance. It is amazing to watch these youth forget their problems and have normal relationships with adults. In addition to the FNF program, Reid and Newman volunteer in other capacities: sponsoring trophies for basketball tournaments and providing mentoring at Erwin Owen High School. Their ongoing support and dedication to the youth at CEO has benefited many. To estimate the amount of time these "nominees" have been volunteering in the past year, one would have to guess high. Between the two, they average 150 hours each month, equating to 1800 hours annually.

On this Arbor Day, let’s appreciate the trees for their important role in helping to establish a sense of place, meaning and belonging; for serving as both physical and emotional landmarks that define important milestones along life’s journey; and for being so seamlessly, intricately woven deeply into the rich fabric of our life and our community. Please join me and thousands of others as we continue to work directly with our state forestry leaders on the ground to put trees into people’s hands following the loss caused by natural disasters, so that we may lift spirits, restore hope, and help to begin the healing process.

Drama focuses on pivotal moment Sam Struckhoff PICKS OF THE WEEK “Selma” (PG-13) -- This stirring drama focuses on the pivotal moment in 1965 when a series of protests -- beset by stubborn opposition and violence -- led by Dr. Martin Luther King Jr. helped catalyze the movement to change racist voting policies. King (David Oyelowo) is shown not as the shining figure projecting powerful rhetoric, but a man driven by urgency and stung with doubt. While the march from Selma to Montgomery, Alabama, is the focal point, the action also includes King’s discussions with President Lyndon Johnson (Tom Wilkinson) and the struggles of other activists. Director Ava DuVernay impressively integrates the many personal and public factors driving the action. Refreshingly, “Selma” avoids that glossy look that so many historical movies fall into, making them look like videos you’d see at a memorial or museum. The movie feels important without beating you over the head with it. “Black or White” (R) -Kevin Costner stars in this melodrama that bellies up to big issues of race -- fumbles, and then retreats. Elliott (Costner) has charge of his biracial granddaughter, Eloise (Jillian Estelle),

Mix mayo, sour cream, cheese and dressing mix until blended. Add peppers and two tablespoons onions; mix well. Refrigerate several hours or until chilled. Sprinkle with remaining onions. Bodfish Bob’s Onion Gravy 6 T butter 3 medium onions, thinly sliced 1 T all-purpose flour 1/2 cup red wine 1 (14.5 ounce) can chicken stock 2 tsp Dijon mustard 1 tsp Worcestershire sauce Salt and ground black pepper to taste Melt butter in a heavy-bottomed pan over medium heat. Cook and stir onion in the melted butter until softened, about 10 minutes. Reduce heat to low. Cover the pan and cook until onions are caramelized, stirring occasionally, about 20 minutes. Stir flour into the caramelized onions and cook for one minute. Pour red wine, chicken stock ,Dijon mustard and Worcestershire sauce into the onion mixture; simmer until sauce is thickened, stirring frequently, about 15 minutes. Season with salt and black pepper.

Bodfish Bob’s Caramelized Onions 6 slices bacon, chopped 2 sweet onions, cut into thin strips 2 T molasses 1/4 tsp salt 1/4 tsp pepper Place bacon in a heavy skillet. Cook over medium-high heat until crisp. Remove bacon, reserving one tablespoon drippings in skillet. Crumble bacon, and set aside. Cook onions in reserved drippings for 15 minutes, or until onion is soft and caramel colored. Stir in molasses, salt and pepper. Place in a serving dish, and sprinkle with crumbled bacon.

Truths about tax day Dan Schlensker, Courier Columnist Here we are past the middle of April, and last week was that infamous Tax Day. Some dread that day; others, who might have been looking forSchlensker ward to it for a tax refund, have probably filed much earlier to get their money back ASAP. In any case, tax day makes us mindful of a number of realities. We are mindful of the political, social and cultural context in which we live. I’d guess there isn’t a high percentage of U. S. citizens who’d rather live in another country than ours. On the other hand, consider the number of people who’ve chosen to move to the U.S. from other nations of the world. We live in a great country! As we relate that truth to Tax Day, we are reminded of that old adage, “You get what you pay for.” That might make us feel a little better about our contribution to the cost of running our country … even if there is still an awfully lot of waste. When it comes to paying taxes though, I doubt if there are many of us, who wish our income were less, so our tax bill would be smaller! Then there’s that Biblical principle Jesus stated in Matt. 22:21, Mark 12:17 and Luke 20:25, “render to Caesar the things that are Caesar’s;

and to God the things that are God’s.” That must be important, since all three synoptic gospel writers included it! Taxes rightfully belong to “Caesar,” the government. Paralleling that thought and concerning our responsibilities as citizens to our country, the words of John F. Kennedy admonish us, “Ask not what your country can do for you; ask what you can do for your country.” And paying taxes is one of the easiest of those things. So that brings us to “rendering to God the things that are God’s.” What we render to God is our praise and thanksgiving for the country in which we live and for all its history and all the people, ideas, precepts, sacrifices and endeavors that have made it great. We are truly blessed to live in the United States of America! The apostle Paul in Romans 13 says, “There is no authority except from God, and those which exist are established by God. … For rulers are not a cause of fear for good behavior, but for evil. Do you want to have no fear of authority? Do what is good and you will have praise from the same; … Wherefore it is necessary to be in subjection, not only because of wrath, but also for conscience’ sake. For because of this you also pay taxes, for rulers are servants of God, devoting themselves to this very thing.” That’Ss our prayer on a continuing basis. The California Hatchery system Kern River Hatchery The Kern River Hatchery was established in 1928 in response to angling pressure in the Southern Sierra Nevada and Central Valley region. The hatchery raises and releases approximately 220,000 rainbow trout into the rivers, lakes and streams of Tulare and Kern counties each year.

California Department of Fish and Wildlife Hatchery System Kern River Hatchery is one of 21 hatchery facilities operated by the state. Hatcheries stock more than 11 million trout and 36 million salmon and steelhead in more than 90 locations annually. Various trout strains are stocked in high mountain lakes, low-elevation reservoirs and in numerous lakes, rivers and streams. Salmon and steelhead are released in rivers and direct tributaries to the Pacific Ocean, with the exception of Kokanee salmon, which are planted in inland reservoirs.

California Hatchery System-Supported Trout Programs

■ Put and Take Program The Hatchery’s Catchable Trout Program raises fish to an average weight of 1/2 pound or 10-12 inches in total length. Trout are stocked in waters that are heavily fished and provide easy access for anglers. Small roadside lakes and streams are often included in this stocking effort. These waters normally lack the natural production to support angler demand. ■ Put and Grow Program Department of Fish and Wildlife’s Put and Grow Program raises trout and salmon from three to six inches in length to stock in watersheds that support growth and survival, but where spawning habitat may be inadequate or predation threatens their survival. These smaller fish are planted in native waters, aerial planted in high mountain lakes and used for inland salmon stocking programs.

■ Wild and Heritage Trout Program The hatchery system supports the Heritage and Wild Trout Program statewide by remotely spawning and raising native strains. These strains include Eagle Lake, Lahontan Cutthroat, California Golden, and soon, the Kern River Rainbow trout. ■ Classroom Aquarium Education Program or CAEP CDFW hatcheries support the CAEP statewide education program by providing salmon, steelhead and trout eggs to teachers and classrooms that raise and release the fish in designated waters. This program fosters awareness of the life stages and needs of salmonids among school-aged children and illustrates how our actions can affect aquatic ecosystems. ■ Fishing in the City Urban fishing is no urban myth with the Department’s Fishing in the City Program. CDFW began this program in 1993 to promote fishing in Sacramento, Los Angeles and San Francisco’s metropolitan areas. Hatcheries stock trout and catfish prior to fishing clinics and instruction is available for everyone, beginners and advanced alike. This program promotes fishing and outdoor activity as well as awareness of the effects of pollution on the aquatic environment. ■ Trout Fest The newest addition to hatcherysupported programs, Trout Fest is modeled after the long-running Kern River Hatchery Trout Fest in Kernville. Participants learn the basics of fishing and responsible angling at these fun-filled events for all ages. Friends of the Hatchery

With a little help from our friends Saul McGarity, president Friends of the Hatchery Friends of the Hatchery was formed in 1995 by a small group of like-minded individuals and businesses dedicated to preventing the closure of the Kern River Hatchery. Today the FOH continues to support and promote the hatchery with its efforts to provide the best possible recreational fishery in the Kern River watershed. Members freely give their time and financial support to maintain the Hatchery grounds, staff the Fishing and Natural History Museum and host public awareness events at the Hatchery. Those events that the FOH hosts are: Trout Fest, Cartwright-Hays Day,

Whiskey Flat Days, picnicking, clean facilities and are ADA accessible. Guided group tours are available by contacting the Friends of the Hatchery for scheduling and more information. The museum is open Saturday and Sunday from 10 a.m. to 4 p.m. The Kern River Hatchery is open to the public seven days a week from 8 a.m. to 4 p.m. Admission is free to both the hatchery and museum. On behalf of many volunteers, we are proud to bring the fishing experience to the many children who visit from the local schools in Kern County. We have recently seen the group tours from the schools grow to more than 650. Come by and experience the hatchery and museum as well as feeding the fish.
