For one weekend each spring, Lake Isabella becomes a fishing Mecca for competitive anglers. The Isabella Lake Fishing Derby, April 8-10, has become a long-standing tradition, bringing thousands of visitors to the Kern River Valley. The Kern River Ranger District of the Sequoia National Forest ensures that the Kern River Valley Chamber of Commerce, who oversees the event, has a Forest Service Special Use Permit in place. The SUP provides guidance to ensure this large event has limited negative impacts on the environment or other users. The SUP also ensures that the Sequoia National Forest is prepared for the influx of fun-seeking, fishing enthusiasts; and we are! ■ Developed campgrounds There are many camping options on the Kern River Ranger District for the 28th Annual Isabella Lake Fishing Derby. Pioneer Point, Paradise Cove, Boulder Gulch and Tillie Creek campgrounds are open and have first-come, first served sites available at $25 per night. Group sites at Tillie Creek, French Gulch and Camp 9 are also available. Campground reservations for these sites can be made by calling 1877-444-6777 or through www.recre-

they arrived fed and raised in four netted cages at Reds Marina now average about a pound plus. Those fish coupled with 5,000 lbs of trophy sized Nebraska Tail Walkers that were delivered this week should make for one exciting Derby. Nebraska Tail Walkers are farm raised to become well muscled Rainbow Trout. They are called "tail walkers" because they have their own unique dance as you reel them in. They give a fight while an angler is trying to reel them in, giving the angler an adrenaline rush never experienced with other

trout. The 24 Derby commitee volunteers along with five pontoon boats shuttled the excited rainbows raised here locally around the lake making sure to distribute them evenly. The total prize money up for grabs has been set at $32,800 in cash prizes and giveaways. The Fishing Derby moved from being from being a tagged trout derby to one of a blind bogey format due to changes in fishing regulations that no longer allow fish being tagged and to make more money available to more people fishing the derby. Although the Derby

Solicitation is anticipated in summer 2017. ■ The Corps is drafting Supplemental Environmental Assessment #6 (SEA #6) addressing cultural concerns at the SR155 turn lane. We expect to release SEA #6 for public review in April 2017, with public meetings at the following dates and locations: Tuesday, April 25: 6 to 8 p.m. at Kern Valley Veterans Center, Lake Isabella. Wednesday, April 26: 6 to 8 p.m. at Kernville Elementary School, Kernville. ■ The pre-construction engineering and design is now complete. ■ Construction of USFS facilities began fall 2016. ■ Dams and spillways construction 2017-2022.

Archaeology, rock art and linguistic data support the premise that the Tubatulabal cultural tradition is of long standing in the South Fork Valley of the Kern River and the interior Kern Plateau. McCarthy Announces High School Art Competition Congressman McCarthy announced today that he is inviting all high school students in the 23rd Congressional District to compete in the 2017 Annual "An Artistic Discovery" Congressional Art Competition for high school students. High school students from Kern, Tulare, and Los Angeles counties who reside in the 23rd Congressional District can submit artwork on a wide variety of subjects and mediums. The deadline for submission is Friday, April 21. Entries will be accepted at McCarthy's Bakersfield office. The winning entry from Congressman Kevin McCarthy's 23rd Congressional District will be displayed in a corridor leading to the United States Capitol for one year. The artwork must be an original concept, two dimensional and no larger than 26" x 26" (the measurement should allow for framing) and 4" in depth. Paintings (oil, watercolor, acrylic, etc.), computer generated art, photography, drawings, collages and prints (lithographs, silk screens, monotypes, woodcuts and intaglio methods) are acceptable. The winner of the overall competition will receive roundtrip airline tickets to travel to the exhibit opening in Washington, D.C. in June. Isabella Visitor Center Farewell Event In 1991, the Sequoia National Forest made a land transfer with the U.S. Army Corps of Engineers. Following the land transfer, the employees of the Greenhorn Ranger District moved from their office at the mouth of the Lower Kern River Canyon into the vacated USACE building. The office space and work center will be demolished later this year to make way for the new spillway at Isabella Lake. In celebration and remembrance of the Isabella Visitor Center, the Forest Service will be holding a farewell event for past and present employees to gather and reminisce. All my life (at least since I was 5 or 6) I have loved to fish. From my first fish caught when I was 5 to last week when I was a lot older and caught a Middleworth limit of trout, I have been smitten with the fishing bug. There is absolutely no better cure for mind problems than throwing a fishing line in the water, kicking back and waiting for some piscatorial action. There are all kinds of fishing methods that a person can use, but my favorite is the one where a minimum of effort is expended. Here's my recipe. I go to Paradise Cove in my Ford Ranger. I park with my windshield facing the water about 15 feet away. I put my two rods out on special holders, bait my hooks, cast my lines and set the special gizmo that tells me when I get a bite. And here is the important part. If it's warm but not too warm, I sit on a folding chair. If it's too hot or too cold, I sit in the cab of the truck. Then I whip out one of my paperback novels, hoping that I don't start catching fish and ruin my reading. In the background my radio is playing. In a sack next to me is an apple or a food bar and a couple of bottles of water. Occasionally I look up to see if I have gotten or am getting a bite. If I'm lucky and fish haven't disturbed my line, I go back to my novel.

This is totally relaxing and fun to do. You're killing several birds with one stone. You're fishing, you're resting, you're getting some sun and you're catching up on your reading and you're listening to music. A real win-win situation. (And occasionally I catch a fish!) If I am full of vim and vigor and it's warm, I get out my float tube, my special rod and reel, my bait, my swim fins, my life jacket and my portable radio, and usually enter the water next to one of the marinas. To get into the water with a float tube around your waist, you must walk backwards into the water. The water temperature is always a shock but if the day is warm, you forget about the cold and the fishing begins. Catching a big catfish from a float tube is really fun. If the cat is big enough and your line holds, you can get a free ride around the marina. Once again, the key is to enjoy the day, the sun, the scenery and to put your mind on zero, with only the bite of a fish to spoil your reverie. Be sure your fishing pole and your radio are securely fastened onto your float tube. If not, you could end up like me one exciting day. That's when I dropped my pole into the water, never to be seen again. Earlier that same day I lost a perfectly good radio. In spite of my "don't care" fishing efforts, when I'm sitting in my chair at Paradise Cove I usually do catch a few. And sometimes I keep one or two for dinner.

Partake of communion on Good Friday

The light in your world Chris Wenzel Courier Columnist On the very first day of creation in the book of Genesis, the first recorded words of God were, "Let there be light." From that moment, the Wenzel earth and all of humanity has literally become dependent on light. We simply cannot function without it! Studies have been done over the years to determine just how much light affects a person. What they learned was enlightening. Light has the ability to affect our moods. The less light there is and the longer we live without it, the more likely we are to become depressed. They also discovered that light affects our concentration, our productivity, and it even affects our decision-making. Light is absolutely important to us. In Scripture, it isn't any different when you consider the spiritual aspect. The Word of God is a light and a lamp, giving us understanding and direction. The birth of Christ is likened to a great light shining upon people living in darkness. And the Bible declares that God is light. In John 8:12 Jesus says, "I am the light of the world. Whoever follows me will never walk in darkness, but will have the light of life." In order to really understand the impact of these words, we have to look at the circumstance that took place just prior to this statement. Most of us are familiar with the story of the woman caught in adul-

tery. Pharisees and teachers of the law bring a woman before Jesus, looking for a way to trap Him. After the leaders point to the what the Law of Moses declared, they ask Jesus what He would do. With words that made a greater impact than any of their stones could, He tells them, "Let any one of you who is without sin be the first to throw a stone at her." With that statement, everyone of her accusers slowly drop their stones and one-by-one leave convicted. What I find ironic about the religious leaders actions and what I think they never considered, was that they brought this woman to the right person. Looking at the woman Jesus tells her, "Go now and leave your life of sin." Those words revealed two things: the sinfulness of the woman, and the graciousness of God. Being the one person who could have stoned her, Jesus instead demonstrates grace and mercy. He didn't excuse her sin, but she didn't receive the just punishment that He could have carried out. Rather He gave her the opportunity to walk away from her life of sin. Where condemnation and shame would be expected, the Light of the world revealed His hope. At that moment, He became the light in her world. In the same way, God sheds His grace on you when you leave your life of sin and put your faith in the Son of God. Health Insurance Matters

The Doctor Club Harry P. Thal Courier Columnist Until recently, I have had a problem explaining to people the physician networks and how they relate to the various types of insurance plans. Then I got it. Thal Look at it this way. In Kern County, there are basically four clubs that a physician's office can belong to. The clubs that are active are known as a PMG or Primary Medical Group or an IPA, Independent Practice Association. They work similarly. The clubs we have here in the Valley are Bakersfield Family Medical Group, BFMC (aka Heritage), QualCare IPA and the Independence Medical Group. For some of the employer plans, you may also see GemCare. The way these "clubs" function is that your family doctor joins one or more of these clubs. Once the doctor is in the club, his/her name is printed in the club roster. In addition to your doctor, various specialists are also in this club. They too may be in one or more clubs. Many specialists elect not to be in any of the clubs. Insurance companies need doctors. It would be impractical for them to recruit doctors individually, so, they insurance plan contracts with one or more of the clubs. The financial arrangements vary, but basically, the insurance plan pays the club a fee for each customer (patient) who enrolls in their plan and elects a primary care doctor in that club. So, if your primary

care physician is in the club, you will also have access to the specialists as well. If you are in an HMO type plan, the club's administrator might have the right to "second guess" the primary care doctor's referral and not authorize the procedure, test or consultation. In other type plans, such as a Participating Provider Organization there is no approval needed by the administrator. You may go to any provider in the club and pay an established co-pay. You may also go to a provider outside the club in many PPO plans, but will have a higher co-pay. Many PPO plans do require that routine wellness checks only be covered with a "member" physician. Insurance companies have various arrangements with these clubs, and sometimes the insurance company may have several clubs for you to choose from. While your primary doctor might be in the club, are the specialists you seek members? They all must be in the same club to get the most value from your health plan. Since the advent of the Affordable Care Act (ObamaCare), there may be different contracts within a club. For example, the roster of club member physicians and specialists might be fairly extensive for your employer sponsored group medical plan, but the same insurance company may only have a limited number of doctors available in their individual or HMO. What to do while they're out fishin' There's plenty to do, see and enjoy in the Kern River Valley for every degree of energy, from the strenuous to the laid back. The Valley's most noteworthy attraction is the Kern River, which originates about 165 miles upstream at Mount Whitney. The combination of near-record rains and ongoing snowmelt makes the river very fast, very high and dangerous to uninformed riverside waders. For your own safety, do not dip even a toe in it. But there is plenty of on-the-water adventure for kayakers and rafters. Check out providers on Kernville Road, on either side of the road for day trips. Hikers can find information on trails at the Kernville Ranger Station at 105 Whitney at the corner of Burlando. While the station is closed weekends, they do provide brochures on local trails at their front door. Wise counsel recommends sturdy, brokenin boots, water, first-aid kit, compass, map and snacks. For a more relaxed time in Kernville, enjoy Riverside and Circle Parks. Picnic, stroll, and take in the sights. For shoppers who enjoy antiques and collectibles, visit shops around Circle Park and up Big Blue Road, which is also home to the Kern Valley Museum of local history. Open Thursday through Sunday, the Museum covers from pre-historic times to the present day, including the indigenous native Americans, the Gold Rush era and the ranchers.

Docents are happy to answer questions or give a guided tour. Admission is free. Continuing east on Kernville Road, you will shortly come to a T-intersection, which is Mountain Hwy 99. Turn left and drive about a mile, stopping at the Fish Hatchery and natural history museum, which is filled with local birds, mammals and displays. Outside are plants indigenous to the area, and hatchery ponds, where you may feed the hatchlings. The Hatchery is open daily 10 a.m. to 4 p.m., and the natural history museum on Saturdays and Sundays. Back in Kernville, take the road west towards Lake Isabella (Hwy 155). About eight miles down the road, stop at the Nuui Cunni Native American Intertribal Center. Watch for the sign on your left. If you cross the bridge, you've gone too far. The interesting octagonal-sided building houses Native American artifacts, arts and crafts (some for sale). The outside area features native plant exhibits, artifacts and a sweat lodge. This Saturday is the Spring Gathering, which includes cultural demonstrations, silent auctions, native plants, and Indian Tacos. It is open from 10 a.m. to 3 p.m. Service dogs only; please no pets. If you had your sights set on going to the Kern River Preserve, it is closed due to flooding. Also temporarily closed is the bridge area on Sierra Way, the back route from Kernville to Weldon, is also flooded. Have a fun and enriching time in the Valley, and have a tasty fish dinner later.

PICKS OF THE WEEK “The Founder” (PG-13) Michael Keaton stars as Ray Kroc, the man who took the template for a successful fast-food burger joint from some brothers named McDonald, then cooked it into a globe-spanning franchise. Dick and Mac McDonald (Nick Offerman and John Carroll Lynch) had their own formula for speedily prepared sandwiches in a welcoming, vibrant and casual setting. Kroc sees huge potential in expanding the brand, and builds an empire while cutting corners and cutting out the brothers the original was named for. Keaton is great as a highly effective huckster working capitalist magic, turning cheap beef patties into sizzling Americana. Offerman -- here without the distinguished mustache he had on TV's "Parks and Recreation" -- is a fantastic foil to the fanatical franchiser. Turns out, in the beginning, McDonald's really did mean quality. “Split” (PG-13) - Kevin (James McAvoy) has 23 distinct personalities in his head, and three teenage girls in a basement. In this plucky horror-suspense thriller, the surprise revelation of multiple personalities is given at the beginning, so the director can pull off a different, less cliched twist at the end. When "Kevin" is not Kevin, he could be an excitable young boy, a pervy kidnapper or a kindly older woman, among others. Through sessions with his therapist (Betty Butler)

we get the sense that Kevin's condition is worse and a new, more dangerous personality could be on the way. Director M. Night Shyamalan couldn't resist another plot twist near the end, but it's not the kind of groanproducing twist delivered with "The Village" and "The Happening." 1/2 teaspoon oregano 1/2 teaspoon dry English mustard 1/2 teaspoon sugar 1/2 teaspoon salt 1/4 teaspoon freshly ground black pepper 1 cup olive oil 1/3 cup white wine vinegar 2 tablespoons water 2 teaspoons fresh lemon juice 2 cloves garlic, peeled & crushed 1 teaspoon Worcestershire sauce

Bodfish Bob Bodfish Bob’s Wilted Salad Bacon Dressing 5 slices bacon 1/2 teaspoon salt 1/2 teaspoon paprika 1/4 teaspoon pepper 1/4 teaspoon dry mustard 3 tablespoon cider vinegar 1/3 cup water 1 teaspoon sugar Chop bacon and fry until it begins to brown. Stir in salt, pepper, paprika and mustard. Mix vinegar, water and sugar; add to bacon. Cook over low heat, stirring frequently 3 minutes. Toss over desired salad greens.

Place the dry ingredients in food blender or in a medium sized food processor. Grind for a few moments. Add the liquids and whip to an emulsion, or until it is thick. Store in refrigerator for at least 1 1/2 hours before using. Makes 1 1/2 cups dressing. Will keep for several days in refrigerator. Bodfish Bob’s Russian Salad Dressing 1/2 cup mayonnaise 1 hard cooked egg, chopped 2 tablespoons chili sauce 2 tablespoons minced green pepper Combine all ingredients and chill before serving. Makes 1 cup.

Lake Isabella is known for its huge bass, with many fish hitting the teens on the scales. With an abundance of shad, crappie, bluegill and the periodic stocking of trout, Isabella bass have plenty of food to grow them big. Some say that Isabella could produce the next California record bass. Whether fishing from shore or from

a boat, Isabella trout are easily caught. The lake has a great fishery for trout, as the Department of Fish and Wildlife and the Chamber of Commerce annually stock thousands of pounds of beautiful rainbows in Isabella. Trout in the 4 to 6 pound class are not uncommon. Isabella features a year round crappie bite with both white and black species in the lake. In the spring when the lake water level begins to raise, large schools of crappie can be found in the lake.

Be aware of loose sand as you drive through areas that are traditionally lake-bottom. Please stay on the designated routes, and four-wheel drive is recommended. ■ Special Derby limited use The Forest Service will allow overnight camping with limited stays in several additional areas for the Derby. Isabella Lake boating information Kern Angler If you brought your boat to Isabella Lake, you’ll need a permit for it. ■ Boat permits must be purchased, according to the Kern County Parks and Recreation Department, which licenses boats on the lake and patrols the surface of the lake with a Boat Patrol vessel. ■ Regulations must be strictly followed. Citations may be issued to those violating boating regulations. ■ Permits are available at any marina and at several convenience stores in the area including Isabella Supermarket and Crossroads Shell in Lake Isabella, James Sierra

Gateway Markets in Southlake and Kernville. ■ Unmarked underwater hazards, such as submerged fencing (particularly near and around canals), tree snags, rock outcroppings, sand bars and rock islands appear and disappear with Isabella's everchanging water level. ■ Be aware that Isabella Lake has sudden winds that come up that can gust to 60 mph. When in doubt, get off the lake! ■ Keep in mind that the law limits boating to the daytime: one hour before sunrise to one hour after sunset.

Boating Regulations ■ Speed Limit is 5 mph (no wake) within 200 feet of shore, within 100 feet of swimmers (other than waterskiers), near docks, marinas or within South Fork Wildlife Area. ■ Alcohol or drug use is illegal while operating a boat and is a felony if such use causes death or serious injury. Conviction may bring a $1,000 fine and six months in jail. ■ Boat operators must be at least 16 years old. Each person aboard must have US Coast Guard approved Personal Flotation Device; water skiers and personal watercraft riders must wear PFDs at all times. ■ A tow boat must qualify to hold at least 3 people, including an observer at least 12 years old, capable of rescuing an injured

waterskier. The observer must raise a red flag whenever a line is out or a skier is preparing to ski or a skier is down. ■ The Right-of-Way rules apply to everyone on the water, including windsurfers. As with driving a car, passing is on the right, yielding at a crossing gives the go-ahead to the vessel on the right and overtaking another vessel requires a wide berth. Anchored and sailing vessels usually have the right-ofway. ■ Waterskiers, personal watercraft riders and windsurfers often seek the calmer waters near the Auxiliary Dam. They may reach speeds from 35-70 mph, posing a hazard to each other as well as to boaters. It is best to simply avoid congestion.
