History on Exhibit
According to Remy Melina on livescience.com, the timehonored “I Love Mom” tattoo is deeply ingrained in our culture. It seems the iconic bright red heart, encircled in a banner ribbon emblazed with “Mom,” has been around “forever,” and according to tattoo artists, it isn’t going anywhere. ■ The “I Love Mom” tattoo first became popular during World War II. As U.S. Navy sailors traveled the world, they got tattoos to document their memories. Tattoo parlors popped up near military bases and tattoos came into vogue, according to John Gray’s book “I Love Mom: An Irreverent History of the Tattoo.” Aside from wanting to express their patriotism, the homesick sailors started to request “mom” or “mother” tattoos as a sentimental reminder of home. ■ “The tattoo is definitely more popular this time of year,” said David Beadle, a tattoo artist at Mom’s Tattoos in Austin, Texas. “Anytime mom is remembered, the tattoo’s popularity picks up.” ■ Men and women of all ages get them, tattoo artists say. “We get at least one person every month coming in to get that tattoo,” Beadle said. “‘Mom’ will never go out of style,” Aviva Yael, coauthor of “No Regrets: The Best, Worst, & Most #$%*ing Ridiculous Tattoos Ever,” “Everybody loves their mom.” dining

Animal Services announces $5 adoption in May Are you looking for that special furry someone to share your life with? Then make plans to head over to Kern County Animal Services this Friday, and every Friday in May for Kern County Animal Services “$5 Feline Friday,” adoption event. Every Friday in May, adopters can meet the cat love of their life! All three Kern County Animal Services shelters in Bakersfield, Mojave and Lake Isabella will be participating in this special adoption event. “We have some wonderful cats waiting for forever homes and we encourage anyone that has been thinking about adopting a pet to take advantage of our ‘$5 Feline Friday’ adoption event,” said Maggie Kalar, public information officer with Kern County Animal Services. The $5 Feline Friday event hopes to encourage the adoption of the many wonderful cats waiting for a second chance at a new home. “We have a large number of cats entering the shelter due to the warmer weather and we would love to be able to find wonderful families for them all,” Kalar said. “What could be more wonderful than finding a special cat to call your own and knowing that you helped save a life too?” During these special days, all cats available for adoption, regardless of age will be $5 to adopt. Typical adoption fees for cats are normally $40 and $50. All fees include spay/neuter surgery, first set of vaccinations, a microchip and more. For information on adopting a pet, call 661-868-7100.
Eagles host chili cook off
Early in my adult life I met a fellow named Ray with whom I’ve been friends for the past 54 years. We are now both a little long in the Middleworth tooth. Last year we met at the Death Valley Encampment and talked about old times. Our get together was interrupted when a fellow camper came by and told Ray that the jam session was going to happen in about an hour. I asked Ray, “Jam? On Toast?” Ray said, “No, it’s a group of us who get together and play music.” So we accompanied Ray and his wife, Jan, and lo and behold, one of the star performers was Ray, who played an instrument called a dobro. It’s like a guitar, played flat, and very pleasant to listen to. I found out later that Ray also played a ukulele and a guitar. He was pretty good on all of them. I watched him close and I said “I think I could play the ukulele, it doesn’t look that hard to me.” After the jam session, Ray showed me some simple chords and had me strum his ukulele. I was hooked, and I let it be known that when Christmas rolled around I wanted a ukulele. When Christmas came, my oldest
daughter and her husband, gave me one as my present. It was a beauty and even if I never learn to play it, it would make a nice piece of furniture. With the uke I got a book of instructions, and three DVDs. I called and told Ray that he and I could jam when we next got together (in about 6 months). The first thing I did was learn to strum, which is not easy. You don’t just pick at the strings haphazardly but instead, move your fingers lightly across all the strings making a very pleasant strumming sound. At least that’s what the DVDs said would happen. It took some time for my strumming to sound less like a cat in heat and more like a professionally sounding cord. The second song I attempted to learn was, “He’s Got The Whole World In His Hands.” The third was “When The Saints Come Marching In.” Neither one of those are sounding very good and need a lot of practice. But I’ve been working on the first song and its sounding pretty fine. When Ray and I meet this next time I will have it ready to “jam” with him. He will ask, “What's the name of your song?” and I will reply, “I Don’t Look Good Naked Anymore.” Vicki is not too happy about that song choice, but it’s too late to unlearn what I’ve learned. I think Ray will be impressed. Wofford Heights resident Rod Middleworth is a retired security manager for Pacific Bell.

Academic Scholarship Awards, ‘Signing Party’
May is Foster Care Awareness month
On Monday, May 11, at 5:15 p.m. in the Kern Valley High School library, the California Scholarship Federation is holding their annual “Signing Party,” honoring all CSF Gold Seal Bearers attending a four-year university or college in the Fall of 2015. Each honoree will share their future plans and “sign” letters of intent for their college. Refreshments will be served at the conclusion. Following the CSF signing party, Kern Valley High School will hold their annual academic achievement and scholarship awards night in the Fine Arts Building at 6 p.m. Scholarship awards are the culmination of years of successful participation in school and in extra-curricular activities. Community organizations, businesses and individuals will express their confidence in the potential of our youth with more than 100 scholarships and grants to help support their educational future. We invite students, parents and all community members to attend so we can all express our sincere congratulations to this dedicated group of students.
The Kern County Department of Human Services, along with all of our community and professional partners serving the needs of Kern County’s foster children, is celebrating May as National Foster Care Awareness Month. This month allows us the opportunity to celebrate foster children and the dedicated individuals and professionals who open their hearts and homes to care for the nearly 2000 children placed in out-of-home care in Kern County.

showing this year, coming in at No. 16, with a GPA of 3.31. Both the Boys’ and Girls’ Track teams at KVHS were ranked high in the CIF standings. The Boys’ team, with a GPA of 3.05, earned a No. 12 spot "KVHS athletes epitomize the true sense of being dedicated to sportsmanship and academics," added Brian Christianson, Boys' Track Coach at KVHS. "I am equally proud of our athletes' commitment in the classroom as well as on the field of competition." The Girls’ Track team came in at No. 25 in the rankings, with a GPA of 3.1. “They work hard to keep their grades up,” said coach Brent Mixon. “They get home late from games, events and meets, and they are at school the next day when the bell rings. They are amazing, and my hat is off to them.”

Gut-wrenching true story Sam Struckhoff Courier Contributor
PICKS OF THE WEEK “American Sniper” (R) -- Chris Kyle (Bradley Cooper) was the most lethal sniper in American history, serving four tours in Iraq and earning himself the nickname “Legend.” This Clint Eastwood project draws on Kyle’s autobiography to show how war takes its toll, even on those who seem untouchable. The larger political context of the war is kept to the margins, keeping the focus tight on the film’s protagonist. It’s a work of gut-wrenching fiction crafted from an incredible true story. The film has worked as a political Rorschach test -- drawing criticism from both ends of the spectrum for perceived propaganda. As a story about a man in an extraordinary situation, Eastwood’s direction clenches tight around the heart and hands over a satisfying drama with sledgehammer action sequences. “Leviathan” (R) -- This tragedy of modern-day suffering paints a harsh picture of life in Russia and the institutions there. Kolya is a struggling mechanic who lives on a bit of coast in a remote, blue-gray fishing village. The mayor is an oldfashioned bully who wants Kolya’s land, and he has a posse of vodkasoaked cops who have no problem pushing around their countrymen. Kolya calls in his friend Dmitri, a lawyer from Moscow, to help him stand up to the powers that be. The human suffering and melan-
Bradley Cooper in “American Sniper” choly are so rich, that they could only come from a Russian-made film indicting corruption in Russian institutions. “Leviathan” kicked up quite a bit of controversy in the Motherland, where officials are putting out new policies to make sure that there isn”t fodder for another film that hits this hard. “Hot Tub Time Machine 2” (R) -- With a we’re-barely-even-trying kind of attitude, the first “Hot Tub Time Machine” produced some easy laughs, as a bunch of misfit dudes get sent back to 1986, cycling through crass, nostalgic and random jokes. This time around, the one-dimensional characters are wearing thin, and now there’s a plot we’re supposed to somehow care about. After starting over in 1986, the guys use their knowledge of future trends, hits and gadgets to make themselves rich. Lou (Rob Corddry) gets shot in the crotch, initiating a chase through time. Instead of rapid-fire random jokes, we get a few juvenile gags stretched to capacity. © 2015 King Features Synd., Inc.

Obituary
May 2, 1919- May 4, 2015 Joyce (Marsh) Easton passed away on May 4, 2015 at the age of 96 in San Luis Obispo, Calif., surrounded by family. Joyce was born to Alice and George Rachel in 1919 in Elysian, Minnesota. It was there that she met John Marsh, whom she married in 1937. They moved to California in 1941, and lived in Northridge before settling in Wofford Heights in 1978. They were happily married for 63 years until his death in 2001. Joyce was known as a fun-loving woman with a wicked sense of humor. She believed that being ornery was the key to her longevity. She was a member of the Wofford Heights’ Art Association, Friends of the Libraries, Death Valley ’49ers and Historical Society. Her hobbies were painting, quilting, and knitting. Joyce loved to sing and to serve up fresh pie. Joyce is preceded in death by her parents and three sisters: Helen, Grace and June; and by her second husband, Robert Easton. Her daughter, Barbara Marsh Spann; grandchildren Lauren Lajoie Frye, Michelle Busby, Travis Spann, and Jared Spann; and nine great-grand children survive her. The family would like to express their many thanks to her caregivers for giving so much of themselves in helping to make her last days with us peaceful and comfortable. Joyce will be laid to rest at the side of John Marsh in the Kern River Valley Cemetery. Death notices and obituaries with or without a picture are available for purchase in the Courier by calling 760-376-2860 during office hours weekdays from 9 a.m. to 1 p.m., or can be requested through your local mortuay.

Dan Schlensker, Courier Columnist Since April 12, I have had a good dose of humiliation! On that day I mishandled a quad ATV on a really steep bank, and the 4-wheeler and I did Schlensker an unceremonious roll down the hill. In that mishap, my left clavicle was badly broken, and I received lots of abrasions and lacerations on my head, since I wasn’t wearing a helmet. Gee, when I ride my motorcycle, I wear a full-face helmet and body armor, but this little Kawasaki 90 was a toy for my grandkids! What harm could it bring me? In any case, I was shown to be inept as a driver and stupid with respect to safety precautions. I was humiliated! Then up to and following the surgical repair of my clavicle, my arm was in a sling and the whole upper left section of my body was in acute pain. Thank God for Motrin! In those days of incapacitation, I became very needy. I needed help with buttoning buttons, getting my socks on, feeding a belt through the loops and even opening my painkiller pill bottle. Since I am a devout do-it-yourselfer, that was humiliating. The surgery, itself, was a lesson in ineptness. The pieces of my broken clavicle were more than 2 cm. apart, which, I was told by my doctor, was farther than the body could manage
with respect to some reasonable semblance of healing … if it would even heal at all. It took a piece of titanium and 10 screws to put me back together again. I - my body - was unable to deal with the situation. Humiliating! Having been duly humbled physically, I am reminded of, and respond with thanksgiving for, my having been helped in a much higher spiritual sense. In and of myself, I am totally inept in pleasing - or being acceptable to - God. In fact, we read in Ecclesiastes 7:20, “there is not a righteous man on earth who continually does good and who never sins.” In the area of righteousness, I need help; I need it done for me! But that’s what Jesus accomplished on my behalf! He lived the perfect life I needed; He died the death I deserved; He suffered the hell I had coming, so I could be right with God through faith in Him. Like the apostle Paul explains in Philippians 2, Jesus experienced the epitome of humiliation, “Jesus, … although He existed in the form of God, did not regard equality with God a thing to be grasped, but emptied Himself, taking the form of a bond-servant, and being made in the likeness of men. And being found in appearance as a man, He humbled Himself by becoming obedient to the point of death, even death on a cross.” Because Jesus humbled Himself, we, who believe in Him, share in His glory! Dan Schlensker is pastor of Shepherd of the Hills Lutheran Church Lake Isabella.

NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off before you can receive clear title to the property. You are encouraged to investigate the existence, priority and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on this property. Note: Because the Beneficiary reserves the right to bid less than the total debt owed, it is possible that at the time of the sale, the opening bid may be less than the total debt. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee or a court, pursuant to Section 2924g of the California Civil code. The law requires that information about trustee sale postponements be made available to you and to the public as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed and if applicable, the rescheduled time and date for the sale of this property, you may call (866) 960-8299 or visit this Internet Website http://www.altisource.com/MortgageSer vices/DefaultManagement/TrusteeServic es.laspx using the file number assigned to this case: 2014-07236-CA. right, title and interest conveyed to and now held by the Trustee in the hereinafter described property under and pursuant to a Deed of Trust described as: Street Address or other common designation of real property: 308 B Street, Arvin, California 93203, A.P.N.: 190-110-16-00. The undersigned Trustee disclaims any liability for any incorrectness of the street address or other common designation, if any, shown above. Upon arrival, crews from Southlake found a grass fire threatening four homes. Neighbors were attempting to cut a line around the fire. Crews made an aggressive attack on the fire and were able to stop it before any homes were damaged. The fire was contained in 10 minutes and held at 0.64 acres. This fire was started by a resident attempting to complete hazard reduction around his home using a tractor lawn mower with metal cutting blades. The Kern County Fire Department encourages residents to use extreme caution when completing their hazard reduction. Remember that Hazard Reduction Clearances in Kern County are due by Monday, June 15. For more information on Hazard Reduction Guidelines, visit www.kerncountyfire.org. Lawn mowers are designed to mow lawns, not weeds or dry grass. ■ Metal blades striking rocks can create sparks and start fires. Use caution. Spark Arresters In wildland areas, spark arresters are required on all portable gasolinepowered equipment. This includes tractors, harvesters, chainsaws, weedeaters and mowers. ■ Keep the exhaust system, spark arresters and mower in proper working order and free of carbon buildup. ■ Use the recommended grade of fuel and don’t top it off. Equipment Use ■ In wildland areas, grinding and welding operations require a permit and 10 feet of clearance. Keep a shovel and a fire extinguisher ready to use. ■ Don’t drive your vehicle onto dry grass or brush. Hot exhaust pipes and mufflers can start fires that you won’t even see- until it’s too late! ■ Keep a cell phone nearby and call 911 immediately in case of fire. Environment ■ To protect water quality, do not clear vegetation near waterways to bare soil. Vegetation removal can cause soil erosion especially on slopes.

Health Insurance Matters
Congress changing Medicare Harry P. Thal Courier Columnist A few weeks ago, I discussed the “Doc Fix” Bill before Congress, and how the Senate went on Spring Break without addressing this Thal time-sensitive bill. Well, the Senate passed the bill in the nick of time, as payments to doctors and other health care providers would have been reduced by 21 percent. The problem arose from a flawed formula used for calculating the monies paid to doctors. It was based on economic growth known as the “sustainable growth rate” (SGR). But, the economy didn’t grow as the 1997 law predicted. In 2002, doctors were furious when their payments were reduced by 4.8 percent. Every year since, Congress has staved off the scheduled cuts. But each deferral just increased the size of the fix needed the next time. So, each year, Congress applied a Band-Aid and passed temporary legislation postponing implementation of the SGR. This new legislation will give doctors a 0.5 percent payment each year for the next five years while an “alternative payment model” is developed to emphasize patient quality of care. This year, Congress finally passed a permanent fix. However, other bills that they had been putting temporary fixes on weren’t as fortunate. These other health measures, called “extenders” that Congress renewed during the SGR debate included funding for therapy services (there’s a cap on a
patient’s benefits), ambulance services and rural hospitals. Low income beneficiaries had a permanent fix to the “Qualified Individual” program which helps seniors pay the Medicare premiums. There was considerable lobbying to extend the Children’s Health Insurance Program funding for four more years, but they had to settle on two. To offset these expenses to the government, Medicare recipients who have “higher incomes” (earning over $70,000 as an individual or $140,000 as a couple will have higher Medicare Part B premiums to pay. Long Term Care and rehabilitation hospitals will see a cut in their payments. This is not the end of the “extender’s” part of the story. The main thing is that virtually all of these programs are funded through fiscal or calendar year 2017, which means they expire on September 30 or December 31 of that year. That includes disposition of the Children’s Health Insurance Program (CHIP), so expect a fairly robust Medicare, Medicaid and CHIP legislation package to move mid-2017. From what I have heard, this might include elimination of Medicare Supplements that have first dollar coverage, combining the Medicare Part A and B deductible, and not allowing supplemental coverage to cover a $500 deductible, and other ridiculous ideas which will not foster good health. There will be more to come…stay tuned Harry P. Thal, MA, is a licensed insurance broker in California (0621106) Thal is on the National Association of Health Underwriters Medicare Advisory Board. Anyone who has lived in California for just a little while knows the state has some of the highest housing costs in Freeman the country. Some areas of California are top 10 for highest housing costs in the world, such as San Francisco, parts of Orange County, San Diego, San Jose and Marin County. There housing is so expensive that a million bucks does not buy a home. Other areas a million may get you a nice condo or maybe a major rehab. There are many reasons for this and many factors play in to why housing in these areas is so expensive. Location, economic conditions, proximity to the ocean, a lack of available housing in the area. Real Estate is ultimately about two phrases, five words in total: “Location, Location, Location” and “Supply and Demand.” It’s pretty easy to understand why location plays a factor into real estate values. Obviously something in a very desirable area, say overlooking the ocean or on very usable land with water, is going to have more value than high desert arid land or areas of extreme remoteness with lack of services. However the ultimate driver of value in the real estate market is supply and demand. Put simply, if there is an abundance of housing in relation to demand, prices will either remain stable or
drop. Correspondingly if there is shortage of supply, and demand is high, then prices go up Here in the Kern River Valley, these truths have exactly the same impacts on our local market. We are fortunate because we have some of the most affordable housing in the state. There are not many areas of California left where a buyer can find a nice home for $100K or sometimes less. Even our luxury properties, the stuff on the Kern River, for example, are very affordable. Here you can buy a home , on the river, for less than $750,000. Try doing that up north! The reasons the Kern River Valley has these market conditions is myriad but some of it is because we are relatively rural compared to the big metro areas, and we also have two lane mountain roads coming into the valley which preclude large development. Yeah, I know there is good and bad in all that and sometimes I sit on both sides of the fence both as a life time resident and a real estate agent. I want to see development, but I don’t want to see our valley lose its character and heritage either. Good steady growth is what we need in the local real estate market. Good steady demand and steady price appreciation. Because those things mean our local economy is stable and steady and can weather a storm, and we can continue to have some of the most affordable housing in a state with a lack of affordable housing.
