timeanddate.com Courier Celebration People across the United States celebrate Flag Day on June 14 each year to honor the United States flag and to commemorate the flag's adoption. On the same day, the United States Army celebrates its birthday. On June 14, 1777, the Continental Congress replaced the British symbols of the Grand Union flag with a new design featuring 13 white stars in a circle on a field of blue and 13 red and white stripes - one for each state. Although it is not certain, this flag may have been made by the Philadelphia seamstress Betsy Ross, who was an official flag maker for the Pennsylvania Navy. The number of stars increased as the new states entered the Union, but the number of stripes stopped at 15 and was later returned to 13. In June 1886 Bernard Cigrand wrote an article titled "The Fourteenth of June" in the old Chicago Argus newspaper. Cigrand's effort to ensure national observance of Flag Day finally came when President Woodrow Wilson issued a proclamation calling for a nationwide observance of the event on June 14, 1916. However, Flag Day did not become official until August 1949, when President Harry Truman signed the legislation and proclaimed June 14 as Flag Day. In 1966, Congress also requested that the President issue annually a proclamation designating the week in which June 14 occurs as National Flag Week.

Starting on June 16, of each year, properties in the SRA will be inspected by the Kern County Fire Department. Properties that are in violation will have pictures taken as evidence, and will be issued a $250 Administrative Citation. If the cited property has still not been brought into compliance within 30 days of the mailing and issuance of the citation, the property owner may have an additional penalty of $500 applied to their property taxes. In accordance with California State Public Resource Code 4291 and Kern County Ordinance Codes 17.34.010,

Kern County Fire Department urges all citizens to check out how to be prepared with Ready, Set, Go! The 12 page pamphlet is available as a pdf on the kerncountyfire.org website under the Hazard Info tab. Here are some tips: Knowing your fire risk ■ Know the history of wildfire in your area. ■ Are roads leading to your property clearly marked? ■ Is your house number clearly visible from the roadside? ■ Create a safety zone at least 100 feet around the home. Protect your home ■ Remove debris from under porches and decks.

Safety tip of the month: ■ As the weather warms up, it is important to make sure your vehicle is properly maintained and it is a good idea to carry a few additional items in your vehicle. ■ Air pressure in your vehicle's tires will change as the weather warms up. Make sure your tires have the recommended air pressure and it is a good idea to carry extra water for your vehicle. ■ It is also a good idea to carry drinking water and food in the event that your vehicle breaks down or you get stopped in a road closure for an extended period of time. Having a few basic supplies when needed can make a big difference.
In the Kern River Valley when you think of 'trash' or 'treasure', you immediately see in your mind's eye, a garage or yard Middleworth sale. During the year we are fortunate or unfortunate to have two massive yard sales within 30 days of each other. Imagine, if you will, 40 or 50 separate places for you to seek a treasure that at one time was someone's trash. Let me give you an example of a series of yard sales that boggle the mind. What it was, was a gigantic yard sale along the Mississippi River stretching for miles and miles on our trip to Indiana. There was something for everyone, a cornucopia of treasures. My wife had looked at me, could see the gleam in my eyes as she grabbed my shoulder and said, "Don't you dare! We haven't got room for anything else anywhere, no matter how exotic or how badly you need it!" So nothing was bought and I will always wonder what treasure I must have bypassed. Now back to the yard and garage sales here in the valley. One is on Sirretta St. in Kernville and it stretches for 1/2 a mile. The other is the Squirrel Valley sale in Mt. Mesa and stretches for almost a mile in every direction. Here are a couple of purchases I
made. At Sirretta I bought a miter and saw which bought new costs $60 or $70 which I bought for $10. A rare bargain, but when I got home I realized that the two miters I already had were better and easier to work. So this week I put it in the Squirrel Valley yard sale for my wife's sorority and they sold it for $9 and we were lucky to get that. People who buy stuff at yard/garage sales are a different breed of cat. They swoop into the yard and perhaps grab one thing, pay a nickel for it and are out the gate and gone in a heartbeat. Many people who attend yard sales feel obliged to buy something whether they need it or not and when they get home wonder why they bought it. I found a purple wig that enhanced my sartorial splendor and folks said that it was definitely me, but I passed it by. Some guy up the street bought a kayak for $30 even though it had a hole in it and was scraped up almost beyond repair. He said, "I can fix that." It looked beyond fixing to me! He could see treasure but I saw trash. And so it goes. If you are early enough you can do better at finding good stuff. A word to warning here, there are dealers who buy stuff strictly for resale and are experts at wheedling down your asking price. Be strong because if he doesn't buy it the next dealer will and if he doesn't I'll probably buy it around lunchtime and I probably won't even need it! Historical Society awarded $20,000 grant The Bakersfield Californian Foundation has awarded the Kern Valley Historical Society $20,000 towards the construction of the annex. This chunk of money will enable the Society to finish the building debt free. They have also applied for a USDA Rural Development grant to pay for the furnishings and fixtures. They will still need matching funds for the USDA grant, but fundraising efforts are not done yet. The Historical Society thanks the Bakersfield Californian Foundation for their support. They also thank Chris Burdge and Margie Clack for writing this grant. They worked long and hard to get this grant, which was not an easy task. The public is invited on Saturday June 18 at 10 a.m. for the presentation, at the annex building site.
Read for the win The Kern County Library launched its Read-For the Win! Summer Reading Challenge on June 3. During the next two months, the Kern River Valley Branch in Lake Isabella will host a range of free activities for children, teens, and adults that encourage and support a love of reading. Participants also can win prizes for reaching their reading goals. This year that there will once again be a reading program for adults. Yes, adults will earn prizes for reading! Themed events at KRV will include Magician Christopher Lopez on Friday, June 17 at 11 a.m. and in July some great programs such as E&M Reptiles on July 23 and Jim Cogan storyteller on July 26. The glory and the grandeur Ben Richey, Courier Columnist As I write this, I am in a hotel room in Flagstaff, AZ. As is our tradition each summer, our family has packed up the van and headed out on vacation. This Richey year we ended up at the Grand Canyon. Anyone who has been knows that the "Grand" in the name is a pretty big understatement. Grand is a mansion in Beverly Hills. Grand is a 4th of July fireworks show over New York harbor. When you stand on the rim of the Canyon looking more than a mile down to the river below there really aren't a whole of words that come to mind, aside from "wow." Staring out at a 6000-foot-deep, 277-mile-long gash in the earth makes you feel pretty small, insignificant, really. And maybe that's not a bad thing. I think we could all use a healthy dose of perspective and humility from time to time. We sometimes live like we're the biggest thing is the cosmos, and standing on the edge of God's creative handiwork can do wonders for remedying that. Several months ago, I looked out the window to see my two oldest children digging in the dirt in front of our apartment. Curious, I walked down to find them with some action figures posed in a ditch they had dug, surrounded by several mounds. When I inquired about it my daughter explained, "We made the Kern River Valley. When it rains, the water will
run right down here between the mountains and fill the lake." In just a few moments, with very little effort, they had approximated our home pretty well. To think for a moment of a being that is so far beyond our comprehension that carving the Grand Canyon was no more of a chore than my kids digging in the dirt puts a lot of things into perspective. It's humbling to look out at God's handiwork and think about how big He must be to have made it all. As I stared out at the Canyon from the Desert Tower today, I noticed a placard stuck to the wall. The placard simply said "All the earth worships Thee; they sing praises to Thee, sing praises to Thy name. Psalm 66:4." Juxtapose that simple verse with the incredible sights I was beholding, and it was a potent reminder that all we see declares His majesty. All we see exists to reveal the glory of God. As Paul says in Romans 1:19-20, "...what may be known about God is plain to them, because God has made it plain to them. For since the creation of the world God's invisible qualities- His eternal power and divine naturehave been clearly seen, being understood from what has been made, so that people are without excuse." Today, as you go about your routine, set aside a moment to take in the beauty that surrounds you and thank the Lord for revealing Himself though the majesty of His creation. Talking About Real Estate
Improvements that add value Matt Freeman Courier Columnist It's important to know as a homeowner what home improvements actually add to the home's value and what does not. If its Freeman maintenance related and not an upgrade, it is not going to add much in the way of value. For example, if your house is in need of paint and you pay to have a nice new paint job done before you put it on the market. It will add value, in that it will make the home easier to sell, but it will not actually add to the overall value. Why? Because the seller is simply replacing what is existing and doing maintenance. Instead say the seller installs new concrete board plank siding which is pre-colored and fire resistant. That is an upgrade, that takes care of the paint issue but also upgrades the home, thus raising its potential value. As another example, the kitchen is officially America's most upgraded room. But there is a way to upgrade a kitchen where it will add value to a home, or to maintain a kitchen and replace existing fixtures which will keep the home nice but not add value. If you replace the floors, cabinets, sinks and counters in a dated house for example, you are adding value. Do the same in a newer home, and you could be adding less value because the kitchen is already relatively modern. Same with appliances, if
you upgrade by adding a dishwasher or a larger fridge, then that upgrade adds value. However replacing appliance for appliance simply because they are old helps a house sell, but does not add value to the home. Remodeling can be a great way to add value, but sometimes people go too far with them and then get surprised when they have not added as much value as they thought they did. I will never forget the 60's singlewide mobile home with Italian stone marble showers and marble floors. It was over-improved and it added value for the seller themselves because they got to enjoy it. There was not much value added to the actual home though for that upgrade. Even though it was beautiful and really nice, it's like putting a $10,000 paint job on a $1,000 car; no matter what you do the car is the car is the car. So think of a home remodel and upgrade differently based on your needs and goals as a seller. If it is your forever home, by all means go to town then on the upgrades and enjoy them for your own personal use. However if you are intending on just living in a home for a few years, or selling the home as a flip property, or keeping it as a rental, make sure that the line between necessary maintenance and a true property upgrade is only crossed with some thought. Museum to Focus on Local Photographer The Kern Valley Museum in collaboration with the Kern River Valley Art Association is delighted to present the work of local photographer Casey Christie. Casey, a longtime resident of the Valley will be displaying some of his most interesting wildlife pictures. His offerings will be at the museum in Kernville the entire month of June. The new art display location in the museum has become a favorite of both visitors and artists alike. Veterans Services offering appointments The Kern County Veterans Service Department is pleased to announce that it expanded its hours at its Lake Isabella office and is offering scheduled appointments for its clients. Veterans will now be able to schedule an appointment to see a Veterans Service Representative. Appointments will be available the first and third Thursday of each month, in both the morning and afternoon. The primary goals of expanding the hours and moving to appointment are to increase the availability of a Veterans Service Representative in the Kern River Valley and to reduce the wait times for clients. The office hopes this will improve the overall experience for veterans and their families when applying for the benefits the veteran has earned as a result of his or her honorable service. The department can help veterans apply for many federal and state benefits including compensation for service-connected disabilities, pension for war-era veterans (to include pension with aid and attendance), residency in a California Veterans Home, issuance of military records and awards, just to name a few. PICKS OF THE WEEK “Embrace of the Serpent” (R) Deep in the heart of the rain forest, a shaman named Karamakate finds himself at odds with what to do with the encroaching white men of the outside world. First, when he is a powerful young man, Karamakate encounters a German researcher in dire need of a specific healing plant. Later, as a wizened elder, Karamakate comes in contact with another outsider searching for the same plant. Tense, unflinching and intriguing, this drama -- done completely in black and white -- reaches deep into the heart of darkness. “Midnight Special” (PG) - Roy (Michael Shannon) has just kidnapped his own son, Alton (Jaeden Lieberher), from a Southern cult (led by Sam Shepherd) that wanted to use the boy for his supernatural abilities -- he sees and hears things we don't, and otherworldly lights emanate from his eyes and hands. Of course, the government wants control over the boy, and it has a quick-thinking NSA specialist (Adam Driver) trying to unravel the mystery while the manhunt unfolds. Joel Edgerton and Kirsten Dunst also are there to assist getting Alton to his destination, but what awaits him there remains shrouded in intrigue. Director Jeff Nichols lets the special effects (though admirable) take a backseat to the suspense and powerful performances, notably from Shannon -an intense actor who is great at depicting men with thunderstorms hiding behind stoic faces. It also turns out that Toula's parents were never technically married because the priest back in Greece never signed the marriage certificate, so there's another overblown wedding to plan as a centerpiece for the family comedy. Those who were pleasantly surprised by the charming nature of the original will sadly see anything unique and surprising washed away -- it's strictly formula and gags-by-numbers this time around. Much of the cast returns for this sequel, but many of them seems at a loss when it comes to reproducing that initial charm.

Our local forest has lots to offer United States Forest Service Courier Release The Kern River Ranger District offers something for every recreationist. The district covers 663,000 acres and offers 25 campgrounds and 10 developed day use areas, Over 578 miles of trails along rivers, and through the forest, 68 miles of which run through designated wilderness. It's a great place to explore. Even though no giant sequoia groves are on the Kern River Ranger District, the Trail of 100 Giants is just up the road on the Western Divide Ranger District and offers a paved interpretive trail to view and learn about these majestic trees. The Pacific Crest Trail crosses the District in two locations; at Walker Pass and near Kennedy Meadows. You can
find out more at pcta.org, official site for the Pacific Crest Trail Association. There are many unique Recreation Opportunities on the Kern River Ranger District. OHV enthusiasts can explore the forest using single-track trails, or have some fun at the Cyrus Canyon OHV Park. Lake Isabella has three marinas in operation during the summer that rent boats, kayaks, and other gear. Commercial whitewater outfitter guides are available to provide trips on the mighty Kern River. Kernville has a private airport operating on FS land. Sportsman can hone their rifle, shotgun, and bow skills at the Cyrus Canyon shooting area. Visitors can learn about native culture at the Nuii Cunni Native American Culture Center. There is so much to do and see. Get out and explore!
