Keep on keepin’ on... Keepers of the Kern Courier Trash talk The Keepers of the Kern have had a very impressive record since they began in Oct. 2013. Not quite two years old yet and they have helped to make a very large difference in the amount of trash, garbage and human waste being left at campgrounds. “Last year at this time, we were still loading up pickups with trash bags collected in the campgrounds, this year it is a few bags at a time.” said Barbara Hinkey recently at a presentation given to members of the Kern River Valley Revitalization. “We are thrilled and

amazed at the reduction.” According to Hinkey, there are many factors that come into play with this turn-around in what is being carelessly left by visitors to the river and lake. “The fact that the U.S. Forest Service and Bureau of Land Management have increased their law enforcement patrol, and just the visibility of our many volunteers have made this happen in just one year.” She went on to say the Adopt-A-Campground program is once again a huge success in reducing the amount of litter being discarded by visitors. Sponsorship for this project is up over last year’s figures. Last season there

were 11 trash bins and 13 portable toilets sponsored, this season the goal of 15 each was met through the generosity of so many businesses, individuals, organizations and foundations. “The support shown for this project has us totally overwhelmed,” Hinkey said. The sponsored facilities are over and above what the U.S. Forest Service supply and place in the upper river undeveloped camping areas. Keepers report their financial situation is still secure, however they are diligently seeking grant funding, donations and hold fundraising events in order to maintain needed

As the warm weather returns, humans are not the only species coming out to enjoy the sun. Snakes, too, can be found basking in the sun’s rays. Although most Rattle snakes in the state are harmless, the California Department of Fish & Wildlife (CDFW) reminds the public to steer clear of the rattlesnakes and know what to do if one strikes. All of California, from the marshlands to the mountains, is snake country. You don’t even have to be in the great outdoors to discover a snake. Snakes play an important role in the ecosystem, including keeping the rodent population under control. Rattlesnakes are gen-

Snake erally not aggressive and usually strike only when threatened or provoked. Given room, they will retreat. Most snake bites occur when a rattlesnake is handled or accidentally touched by someone walking or climbing. The majority of snakebites occur on the hands, feet and ankles. On rare occasions, rattlesnakes can cause serious injury. The California Poison Control Center notes that rattlesnakes account

for more than 800 bites each year in the U.S., with one or two deaths. Most bites occur between the Apr. and Oct. when snakes and humans are most active outdoors. The potential of running into a rattlesnake should not deter anyone from venturing outdoors, as there are precautions that can be taken to lessen the chance of being bitten. Rattlesnakes are not confined to rural areas. They have been found in urban areas, on riverbanks, parks and at golf courses. Safety precautions: ■ Wear hiking boots and long pants. Never go barefoot or wear sandals in wild areas. ■ When hiking, stick to wellused trails. Avoid grass, and heavy underbrush. ■ Do not step or put your hands

where you cannot see. ■ Step on logs and rocks, never over them. ■ Check out stumps or logs before sitting down, and shake out sleeping bags before use. ■ Be careful when stepping over doorsteps as well. ■ Never hike alone. ■ Do not handle a freshly killed snake, it can still inject venom. ■ Teach children early to respect snakes and to leave them alone. What to do in the event of a snake bite: ■ Stay calm. ■ Remove watches, rings, etc, which may constrict swelling. ■ Immobilize the affected area. ■ Transport safely to the nearest medical facility. What you should NOT do after a bite: ■ Don’t apply a tourniquet. ■ Don’t pack in ice. ■ Don’t cut the wound ■ Don’t use your mouth to suck out the venom. ■ Don’t let victim drink alcohol.

They are working from grant monies received last year from Edison International Community Cash Grant and a RAC funding program, sponsored by the U.S. Forest Service, plus private donations and fundraisers. “Maybe what we need more than anything to continue to be successful are volunteers" Hinkey added. She continued to say that in order for Keepers to keep going forward, an increased volunteer base is a must. Keepers of the Kern have a motto: “One person can make a difference. Together we can make it right.”

Things I have noticed...

Teeter without the totter

Cemetery theft leaves reader in shock I am absolutely shocked that someone would steal benches from the cemetery (June 12 Courier). It obviously took more than one person as the mosaic tile bench was very heavy. It was right beside where we recently placed our Mother's ashes. It was a wonderful place to sit and talk to her. Taking the personalized bench is even more troublesome. This bench had names on it. Who could use it? I hope you creeps that stole the benches are proud of yourselves. You cannot use the benches in the open as they are identifiable. Like stolen art, you will have to enjoy the benches in private. Karene R. First ever Veterans Packing Party Saturday The KRV American Legion Auxiliary Post 711 is asking for donations from the valley for any items that can be sent to our active duty currently overseas. Non-perishable items, travel size toiletries, calling cards, and small snacks are some of the most requested items. BLM Keyesville RMZ workshop On Saturday, June 27, the BLM will hold a workshop to synthesize findings from previous individual Recreation Management Zone meetings, give a final opportunity for public input prior to plan development, and discuss next steps in both the planning effort and in the incremental improvements we hope to make on the ground in Keyesville in the short term. The workshop will be held from 9 a.m. to 1:30 p.m. at the Kern River Veterans/Senior Center at 6405 Lake Isabella Blvd, Lake Isabella. Unlike previous workshops, this one will be entirely indoors. It will include a review of key decisions to be made in the plan and summary of user and stakeholder comments received so far. BLM also hopes that the workshop will also provide a forum for additional input into the plan for those who have not yet become involved.

IRS-Impersonation scam revisiting Valley There is an aggressive and sophisticated phone scam targeting taxpayers making the rounds throughout the country. Callers claim to be employees of the IRS, but are not. These con artists can sound convincing when they call. They use fake names and bogus IRS identification badge numbers. They may know a lot about their targets and they usually alter the caller ID to make it look like the IRS is calling. Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, or victims may be told they have a refund due to try to trick them into sharing private information. If the phone isn’t answered, the scammers often leave an “urgent” callback request. Note that the IRS will never: 1. call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you; 2. demand that you pay taxes without giving you the opportunity to question or appeal the amount; 3. require you to use a specific payment method for your taxes; 4. ask for credit or debit card numbers over the phone; or 5. threaten to to have you arrested for not paying.

Crime & punishment Dan Schlensker, Courier Columnist Painesville, Ohio, Municipal Court Judge Michael A. Cicconetti is known for his unusual sentences; he tries to make the punishment fit the crime. Schlensker He sentenced an18-year-old woman to walk 30 miles in the next 48 hours for her refusal to pay her $100 Cleveland-to-Painesville cab fare (as an alternative to jail-time but still had to pay the fare). Similarly, he gave a 19-year-old lady the option, after she assaulted a man with pepper spray, to allow the victim to spray her with pepper spray to see how it felt. She was actually sprayed with a saline solution. Judge Cicconetti once ordered a suspect caught speeding in a school zone to be a crossing guard for a shift, made a man who called cops "pigs" stand on a street corner with a real pig and a sign that states, "This is not a police officer," ordered a man who sped past a school bus' flashing red lights to ride a school bus for a day, and offered a 26-year-old housewife the option (in return for a reduced prison sentence) to spend a night in the woods for abandoning 35 kittens in a forest at wintertime. Some other such sentences included ordering a man who shot a dog to donate 40 lbs of dog food to the local animal shelter each holiday, assigning

teenagers, who scrawled 666 on a nativity figure of Jesus, to lead a donkey through the streets, with a sign saying: "Sorry for the jackass offense, but he is soooo cute!" Then there were the teenagers who flattened tires on school buses, who were ordered to throw a picnic for the primary school children whose outing was cancelled due to the prank, and the 18 year old male who stole pornography from an adult book store and was ordered to sit outside the store wearing a blindfold and holding a sign that read "See no evil." Judge Cicconetti believes the punishment should fit the crime. Does God buy into that? As far as God is concerned there's only one fitting punishment for all disobedience before-and rebellion against-Him. He says, "The wages of sin is death" (Romans 6:23). The one consequence for all sin is death. However, that passage concludes, "but the free gift of God is eternal life in Christ Jesus our Lord." That's because as the prophet Isaiah said even though we deserve punishment for our sins, "the LORD has caused the iniquity of us all to fall on Him" (Isaiah 53:6). Paul put it this way in 2 Corinthians 5:21, "God made him who had no sin to be sin for us, so that in him we might become the righteousness of God." Because Jesus took the fitting punishment for our sin, believers, through trusting Him, have no punishment in God's system of justice to fear! BLM seeks nominations to advisory councils The Bureau of Land Management today announced that it is seeking public nominations for open positions on 15 Resource Advisory Councils, including Central California , which advise the BLM on public land issues. Sequoia National Forest welcomes your exploration The Sequoia National Forest received its name for the 33 groves of giant sequoia, located within its boundaries in 1847 by German botanist, Stephen Endlicher. Endlicher named the coastal redwood trees Sequoia sempervirens. In 1854 a French botanist, Joseph Decaisne, applied the name to the giant sequoias, which are closely related to the coastal redwoods. People have been living, working, and playing in the Sequoia National Forest and Giant Sequoia National Monument for more than 9,000 years. Evidence of Native Americans, explorers, miners, loggers and herders remain at the thousands of prehistoric and historic archaeological sites and historic buildings and structures scattered throughout the Sequoia. Buck Rock Lookout, in the northern portion of the monument in the Hume Lake Ranger District, is one of the oldest fire lookout buildings still in use. Enjoy the spectacular 360-degree view from Buck Rock. Built in 1923, the tower is constructed on a 300-foot granite dome. Interpretive programs are posted online at buckrock.org.

Careful angling can help prevent closures Clark Blanchard, CDFW Courier Advisory The California Fish and Game Commission recently adopted emergency regulations that grant the California Department of Fish and Wildlife authority to temporarily close fisheries experiencing degraded environmental conditions that may affect fish populations. CDFW's temporary authority will commence and remain in effect for 180 days. As the effects of the current drought on California's wildlife continue to mount, CDFW will be using a suite of criteria and associated triggers to guide fishing closure and reopening decisions. Criteria used in any evaluation include water temperature, dissolved oxygen levels, fish passage, water levels and fish population size. Although the Commission adopted the regulations, the department's decision to close or open a fishery is discretionary and will be based on the most current information collected during site-specific monitoring efforts. Prior to any closure, CDFW will solicit input from local stakeholders and provide information on the approach. CDFW will consider fishing closures as a last resort and urges all those who fish

California's waters to adopt good preventative practices now. Aquatic wildlife is especially vulnerable as stream flows decrease and instream water temperatures increase. These conditions cause added stress and can affect growth and survival. In waters open to angling which may experience elevated daytime water temperatures (greater than 70 degrees Fahrenheit) the best opportunity for anglers to fish would be during the early morning hours after the warm water has cooled overnight and before the heat of the day increases water temperatures. "Please pay attention to water conditions when you are fishing and when planning your fishing trips," said CDFW Inland Fisheries Program Manager Roger Bloom. "Afternoon and evening water temperatures may be too warm to ensure fish being released will survive the added stress caused by warmer water that builds up during hot days in summer and fall." Many of California's anglers have adopted catch-and-release fishing methods. Careful handling of a trout and proper catch-and-release techniques can ensure fish don't experience serious exhaustion or injury.

Bodfish Bob’s Grilled Corn Salad 6 ears fresh corn, husked 2 tbsp. corn oil 1 red bell pepper, diced 2/3 c. diced red onion 1/4 c. red wine vinegar 1 tbsp. minced fresh thyme or 1 tsp., dried 2 tsp. minced fresh chives 2 shallots, minced 1/2 tsp. salt 1/4 tsp. fresh ground pepper 1/2 c. olive oil

Brown ground beef and chopped onion, drain off grease. Put all ingredients in crock pot except Dorito chips. Mix and cook low 5 to 6 hours. Last 15 minutes before you are ready to eat, add Dorito chips and stir. Bodfish Bob’s Crock Pot Pork Chops 4 pork chops in crock-pot 1 jar mushrooms 1 pkg. dry Lipton onion soup 1/4 c. white wine (or use water) Just cook on low 4 to 6 hours.

Cook corn in boiling water until barely tender, about 3 minutes, drain and rub with oil; put on grill over hot fire until lightly browned all over; cut kernels off corn and mix with red pepper and onion. In separate bowl, combine other ingredients, except olive oil. Gradually whisk in olive oil and pour over salad and toss.

New laws..but wait there’s more Harry P. Thal Courier Columnist The folks in Washington often pass a law that is for the betterment of most, and then tack on to it legislation which is not so desirThal able. This was true with what is called the "SGR Repeal Bill". The repeal of the SGR is very necessary, as the legislation was based on an antiquated way physicians were being paid by Medicare, and it was cutting so deep into their incomes, that many doctors stoped taking any Medicare patients. So, repeal was a good thing. Tacked on to this bill were some things that were not so good. One area of concern is that in 2020, the most popular Medicare Supplement will be discontinued from future sale. "Plan F", which covers 100% of everything allowed by Medicare without a deductible or co-pay will no longer be available. As this Medicare Supplement and your Parts A&B combined to provide first dollar coverage, I was able to tell my clients they could leave their wallet at home. While the new law will prevent people beyond 2020 to purchase this policy, it is available now and there is speculation that the plan will be grandfathered for those with the coverage. Another piece of legislation tacked on to the SGR bill was little reported in the media. This is actually a landmark bill. Medicare will stop using Social Security numbers. Today, most

people have their Social Security number or a spouse's Social Security number as their Medicare number with a letter following it. Identity theft of social security numbers is rampant, and the idea of helping to correct this is a major step forward since many authorities had been calling for the change for over a decade. The price tag of $320 million bothers me, as it is to be paid from Medicare trust fund monies. The legislation calls for implementation over eight years. The first four years will be development of a system and the issuing of cards to new enrollees. This will number about 4 million new people a year over the next 15 years as the "baby boomers" reach Medicare eligibility. I suspect most of these people will be on the old system, getting the current Social Security based cards. Then, in four to eight years , existing Medicare recipients will be receiving new cards to replace their current numbers. This should keep the doctor's offices busy, as there will be no payments on the old numbers after an "adjustment" period. As a footnote, CMS, the regulatory agency of Medicare, forbid the HMO companies from using Social Security numbers as part of a policy number many years ago. So, why didn't they begin implementation then? It would have cost much less money and not have required an act of Congress. Harry P.
