The final designs also incorporate embankment modifications to avoid the relocation of Highway 155 and 178, resulting in reduced project impacts. The final designs will begin internal USACE reviews in January 2016 for a targeted 2017 construction start. The Lakeside Village Mobile Home Park property has been acquired and all residents have been relocated. The Corps is securing vacated trailers until they are removed. Trailer removal contract award is scheduled for Tuesday, Aug. 11. Work is anticipated to begin in September and conclude in November.
The U.S. Army Corps of Engineers - Sacramento District is currently working on final design efforts for the Dams and Spillways construction contract. This is the major construction contract to mitigate dam safety issues. The designs include embankment modifications to the Main and Auxiliary Dams, modifications to the Service Spillway and construction of an Emergency Spillway to address the Dam Safety deficiencies identified in the 2012 Environmental Impact Statement.

Pruitt believed the issue had been discussed but it is not known if a decision has been made. Pruitt advised that there are numerous mines, caves, over 100 empty structures that they have had to search. He also notedas to road closures at the junction of Kelso Creek and Kelso Valley Roads, those who can prove residency or legitimate business in the area are being allowed to pass through. There are 15 to 20 organizations now involved in this incident. One is the Salvation Army Emergency Services. "Salvation Army has been on hand for two weeks, both local units and units from Bakersfield, Ridgecrest and Mojave who stepped in when it when it became bigger than our local unit could handle," said John McKnight, director from San Francisco. The first week the Salvation Army assisted by the Red Cross served 2500 meals. The Salvation Army now is expecting to serve at least 2700 more meals.

Close to total containment USFS release Courier 4-1-1 The Cabin Fire that started on July 19, was 96 percent contained by 9 a.m. Monday. The fire affected 5,871 acres and was caused by lightning. Total personnel assigned was 176, three of those were injured during the fire. No structures were destroyed. The strategic action for the Cabin Fire is to hold it at its current perimeter. Crews will patrol and monitor for hot areas. Areas that pose a threat to the line will be extinguished utilizing minimum Impact tactics. The northern perimeter uses the Lion Fire (2011) as the confinement line. No active ground suppression is needed along this perimeter as firefighters use natural barriers such as rock outcroppings, open areas of sparse fuels, and water courses where available to confine the fire. These activities are consistent with direction provided in the Wilderness Act. All contingency planning with affected agencies has been completed. The western portion of the Golden Trout Wilderness west of Trail 33E01 is closed but Trail 33E01 is open from Lewis Camp to Kern Canyon Station.

A turtle named Myrtle Until one night when I forgot to bring Myrtle inside and she froze to death in Big Bear’s 7000-foot altiOn television tude. I was devastated! Elks to hold annual Kids Back to School Carnival Kern River Valley Elks’ 9th annual Kids Back-to-School Carnival is Saturday, Aug. 15 from 11 a.m. to 2 p.m. Children ages 5 to 13 (kindergarten through 8th grade), will get free backpacks loaded with school supplies. Up to 100 hooded sweatshirts and T-shirts will be given away and there will be a drawing for 50 pairs of shoes. There will be games: balloon dart toss, cake walk, face painting, dime toss, bounce house and more. Free lunches of hot dogs and hamburgers for the kids (adults can buy a hot dog for $2 or a hamburger for $4, chips included). You will be able to sign your children up with the child identification registry. Bring the kids out for a fun day and get them prepared for school at the same time. It’s free!
World War II 70th Anniversary Commemoration Bakersfield National Cemetery will host a public wreath laying ceremony as part of the World War II 70th Anniversary Commemorative Weekend sponsored by the Bakersfield National Cemetery Support Committee and in coordination with the “Keep the Spirit of ’45 Alive” organization on Saturday, Aug. 15 at 9 a.m. at the Administration Building breezeway. Veterans and the general public are invited. A wreath will be laid to honor those members of the Greatest Generation who are interred at the cemetery. “Keep the Spirit of ’45 Alive” is an initiative that recognizes the achievements of the men and women who endured the Great Depression, fought and won World War II and then laid the foundations for a better world. Animal Services summer adoption promotion Kern County Animal Services has reduced adoption fees during the month of August to encourage adoptions of homeless and neglected animals from each of their three shelters. The third annual “Dog and Cat Days of Summer” adoption promotion runs through Mon. Aug. 31 and available dogs are just $15 to adopt; available cats are just $5. Kern County Animal Services’ shelters in Bakersfield, Lake Isabella and Mojave will be participating in the promotion. Adoption fees include spay or neuter surgery, first set of vaccinations, a microchip, rabies vaccinations for qualifying pets and a one year dog license for residents living in unincorporated Kern County. Dan Schlensker, Courier Columnist If the headline read, “13-year-old Youth Shot,” what would you think? The article begins by describing how the youngster “was pronounced D.O.A. at a local hospital Schlensker after having been shot while riding his bicycle down the street in his own neighborhood.” Now what are you thinking? You would likely be initially appalled! But could what you read next possibly change your attitude? Would it make any difference to you whether the boy was on an errand for his mother, riding to the local market to get some milk and bread for lunch, or was delivering heroine or methamphetamine for a local drug dealer? Would it make any difference whether the boy was happily on his way home from school, or was fleeing the store, where he had just done some significant shop-lifting? Those attending circumstances might have some bearing on how we emotionally respond to the news. It might determine whether we react with “Good grief! What a tragedy! Somebody’s gotta pay for this atrocity!” or with “Right on! He got what he deserved! A lawless kid like that had it coming!” We humans tend to evaluate other people on the basis of what they have
done or have not done. We consider people, who’ve made large contributions to our culture, society, country, military, entertainment industry, or business world or even to our churches, as having more value than the people, who are in prison, who take advantage of other people, who beg on street corners, who in any way abuse the members of their family, or who in some way shirk their responsibilities. Who, from either of these two groups (the worth it people or the worthless folks) would you rather invite to your house for dinner? Who’s more worth it? Although we humans often make conclusions about the value of other people using such a behavioral yardstick, God has a different standard, a very different standard. God values every person! To God anyone, who was conceived on this earth, is worth it! And God wants every person to be blessed on this earth and to enjoy eternal life in His glorious mansion. He demonstrated that when He, according to the apostle Paul, “did not spare His own Son, but delivered Him up for us all” (Romans 8:32). Jesus acted and made the ultimate sacrifice on our behalf in spite of all our disobedience and rebelliousness; Paul asserts that, “God demonstrates His own love toward us, in that while we were yet sinners, Christ died for us” (Romans 5:8). Hostler-Carmesin voted against it. The decision today completely bans bobcat trapping in California, with the exception of depredation trapping. The ban will become effective after approval by the state Office of Administrative Law and submission to the Secretary of State. Find ‘Happiness’ at concert series The Happiness Jazz Band with Bobby Pierce, has been a popular band in California for many years. They love to perform for people who love great music. Their classic, authentic sound appeals to audiences of all backgrounds and ages. Simply put, The Happiness Jazz Band specializes in playing the greatest music ever written, that is easy to listen to and easy to dance to. In addition to the great jazz classics, they also do authentic Latin music, Dixieland, pop and rock music on request. PICKS OF THE WEEK “Two Days, One Night” (PG13) -- After taking a medical leave from her job manufacturing solar panels, Sandra (Marion Cotillard) returns to find that her job is up for a vote: her co-workers must decide whether Sandra is let go or if they keep their 1,000 euro annual bonus. Actually, they already decided to let Sandra go, but she pleads for a redo, giving her one weekend to convince enough co-workers to change their vote. Cotillard brings an amazing performance that has already stirred up awards both abroad and in the U.S. “Aloha” (PG-13) -- Defense contractor Brian (Bradley Cooper) has to close an important deal, face his past mistakes, fall in love, reconcile with his ex-wife, learn about Hawaiian culture and stand up to the military-industrial complex in this jumbled joyfest from Cameron Crowe (“Jerry MaGuire,” “Almost Famous”) While on business in Hawaii -- his former home -- Brian is paired up with a perky Air Force liaison (Emma Stone). They are soon in love, but there are a bunch more subplots in the way, including ones with Alec Baldwin, Bill Murray, Rachel McAdams and John Krasinski. It’s always a wonderful sign when a famous director publicly apologizes to a star for casting her in his movie. The film already had a pall over it on its premiere, since leaked
Marion Cotillard in “Two Days, One Night” Sony emails showed the studio was none too pleased with early looks at the movie. “Where Hope Grows” (PG13) -- Calvin (Kristoffer Polaha) had his chance in the majors, then choked under pressure and left the league in disgrace. Now he’s a washed-up alcoholic whose boozy antics have wrecked every relationship in his life, and his daughter (McKaley Miller) has taken the brunt of it. On his way to rock bottom, Calvin finds friendship with a grocery store worker nicknamed Produce (David DeSanctis, a young man with Down Syndrome in his first acting role). Polaha and DeSanctis develop a real screen chemistry, never seeming wooden or forced. While the movie has this interesting dynamic, the trajectory of Calvin’s soul is made clear pretty early on when it’s shown that Produce is a devout churchgoer and carries a Bible with him everywhere he goes. © 2015 King Features Synd., Inc.

Recipes go peanutty Bodfish Bob’s Peanut Soup 4 T margarine 3 T minced onion 1 clove garlic, minced 1 T all-purpose flour 1 cup heavy whipping cream 1 cup peanut butter 1/2 cup ground peanuts 4 cups chicken broth salt and pepper to taste
Bodfish Bob Bodfish Bob’s Thai Peanut Sauce This easy no-cook peanut sauce has a terrific authentic Thai taste. It is spicy and peanutty, and is perfect as a dipping sauce for chicken, shrimp, and beef...or even to use tossed with warm cooked noodles 1 1/2 cups creamy peanut butter 1/2 cup coconut milk 3 T water 3 T fresh lime juice 3 T soy sauce 1 T fish sauce 1 T hot sauce 1 T minced fresh ginger root 3 cloves garlic, minced 1/4 cup chopped fresh cilantro In a bowl, mix the peanut butter, coconut milk, water, lime juice, soy sauce, fish sauce, hot sauce, ginger, and garlic. Mix in the cilantro just before serving.
In a heavy soup pot, melt the butter. Add the onion, garlic, flour and peanut butter. Stir until very smooth. Beat in the stock and season with salt and pepper. Simmer over low heat until thick, about 20 minutes. Stir in the cream and heat through. Serve warm with ground peanuts. Bodfish Bob’s Peanut Dipping Sauce 5 T peanut butter 3 T warm water 2 1/2 T Chinese rice vinegar 1 1/2 T dark soy sauce 3 tsp white granulated sugar Whisk together all the ingredients in a bowl. Store in a sealed container in the refrigerator until use. For best results, refrigerate for two hours to allow the flavors to blend. Before serving, thin the sauce with a bit warm water if needed. ‘Keepers’ join forces downtown Barbara Hinkey Courier Community The Kernville Chamber of Commerce joined forces with members of Keepers of the Kern Wednesday morning and delivered trash cans to members of the chamber in the Circle Park area of Kernville as part of “let’s keep our town clean” program. Keepers was delighted to be supported by the Forest Service as well. “There are no trash containers in our downtown area, and we thought this would be a great thing to do for our chamber members and the visiting public,” said Kernville Chamber president, Cheryl Borthick. “Generally folks will look for a trash can before throwing their trash on the sidewalk or street, now we have them.” Since Keepers of the Kern are the “get rid of trash folks” they hand delivered each container to the businesses. “We are hoping this will help encourage folks to be responsible and use these great additions to our downtown area to make it trash free and show the pride we all have for this community,” said Bobbie Edwards, secretary/treasurer for Keepers.
Each container has a decorative plaque with the name of the business on the front and donated by Kernville Chamber of Commerce. The plaque was printed and affixed by Kern River Corp and designed by Lily Mason. “This is one of the many perks of being a chamber member by showing your support for our community,” said Borthick. There are extra trash bags in each container donated by the Forest Service for the convenience of the business owner. Keepers of the Kern have volunteered to monitor the containers and assist the business owners in keeping them emptied so the trash doesn’t blow all over the streets and sidewalks. Their motto “one person can make a difference, together we can make it happen” is fitting for this occasion. The Kernville Chamber of Commerce continues to find ways to improve and enhance the community and get everyone involved in that process. By being a member of the chamber you have the opportunity to take an active part in community events, promotions and ways to enhance your hometown.

Students will also hear about why it’s important to take rigorous courses in high school and how to prepare for tests like the SAT and ACT. More than 100 colleges and universities will be in attendance to answer questions and provide literature. Along with Kern County colleges and universities such as Bakersfield College, Taft College and California State University, Bakersfield, dozens of other public and private institutions from around the country will be represented. California-based universities include UC Merced, UCLA, UC Davis, UC Santa Barbara and Cal Poly San Luis Obispo. A long list of out-of-state schools will also be on hand, including Notre Dame, Arizona State University, Colorado School of Mines, and Missouri University of Science & Technology, among others. The first breakout sessions for parents and students begin promptly at 5:30 p.m. with the second session starting at 6:30 p.m. Sessions will be presented in both English and Spanish. Counselors from throughout the Kern High School District will also be on hand to answer questions and help students and parents figure out which workshops fit their needs the best.
