The Whitewater Slalom competition will be held at the Olympic Whitewater Stadium in Deodoro Olympic Park. Deodoro Olympic Park will serve as the second largest area of competition venues. petition athletes must negotiate a series of gates through challenging whitewater rapids with their final score being a combination of their running time and any penalties they incur if they touch or incorrectly navigate through a gate. ers in the same area by the end of 2016. The Corps is also working with SCE and Verizon to move utility poles on government land out of the way for construction. Isabella Lake Dam (consisting of a Main Dam, Auxiliary Dam and service spillway) is located about 32 miles northeast of Bakersfield in Kern County, California, and became fully operational in 1953. The Main Dam is located near the confluence of the north and south forks of the Kern River and the Auxiliary Dam is located about half a mile east of the Main Dam. The Main Dam is a 185-foot-high earth-fill dam, and the Auxiliary Dam is a 100-foot-high earth-fill dam. The service spillway is located between the two dams. The reservoir (Isabella Lake) has a gross storage capacity of 568,075 acre feet.

Concerts down by the riverside
The Kern River Valley Education and Cultural Foundation's 2016 River Rhythms is each Friday this August in Kernville's Riverside Park. This is the fifth year of the series, and it is always free and open to the public. The Kern Valley Healthcare District and the Kern River Valley Education and Cultural Foundation sponsor these fundraising events so that the Foundation can raise money to support local efforts such as High School and Middle School music programs, academic scholarships and awards, the C o m m u n i t y Orchestra, and many other worthwhile endeavors that benefit the Kern River Valley. Each concert begins at 6:30 p.m. ■ August 5 Opens the series with some homegrown music from Out of the Blue. Corps awards a second construction contract The U.S. Army Corps of Engineers Sacramento District awarded an $8.58 million construction contract July 28 to Macro-Z Technology Company of Santa Ana for the relocation and construction of a U.S. Forest Service administrative building and warehouse in Kernville. The contract includes construction of a 5,500-square-foot administrative office building and 2,700 square feet of warehouse space. The existing USFS facilities currently sit in

Mobile homes may become available You may have heard media reports that Mobile Home Units, or MHU, may become available for homeowners who were uninsured and whose homes were destroyed by the Erskine Fire. The media report came out early because this would be a complicated project and many issues have yet to be resolved. Please be aware the County is working closely with the State and is moving as quickly as possible to work out the details to see what assistance might become available. We don't yet know exactly how many MHUs might actually come to Kern, or the level of interest in the community. So the first step is for the County to gather data on the number of uninsured homeowners who lost their home in the Erskine Fire and want to be included in a potential MHU project. The County may use multiple ways to reach out to gauge interest, including mailing letters and posting information to the County website (both of which are in process). To get this out quickly and widely within the community, I am posting this information to your Facebook group, Kern Valley News & Info. I have been designated as the point of contact to receive calls from uninsured homeowners who have been displaced by the Erskine Fire and are interested in an MHU. There will be face painting, musical chairs, dime toss, darts and more. There will be a free lunch of hot dogs, hamburgers and drinks. To my vast readership I must apologize. It became apparent after hundreds of calls that I had left you in limbo on one phase of my colMiddleworth umn. A question not answered was: Did I get hurt when I became a saw user and a wood chopper? The answer was: NO I did not get hurt, but I did get slivers in my finger because I wore no gloves. It was the same kind of slivers that you got in the old days when you sat on a one seater outdoor toilet. At the age of 5, I was plunked into Nonna's lap with no warning. My dad who had custody of me found that working twelve hours a day left no time to take care of a 5 year old. So Nonna and Dodda became a mom and dad for me. Last week we talked about Dodda and this week we'll talk about Nonna. For me it was a constant learning process. One day she said, "Let's look for some Pinion Trees and collect the nuts that are sure to have fallen during the last freeze." She took me up a small mountain thru a copse of trees to a place where no other Pinion gatherers had found. There were nuts all over the ground, easy to pick up and quickly fill a bag. If the nuts got scarce you could take a Pinion pine cone, smash it against a rock and end up with 10 or 15 easy to find and pick up nuts.
She took me skiing in early mornings and showed me the crystal beauty of early morning snow both in the trees and on the iced over lake. During the summer we would gather wild flowers and she would show me how to dry and press them. As months went by I would pick the pressed and dried flowers and put them in a special scrapbook with information on what they were. Besides being just a gramma during World War II she joined the WADCA, the Women's Ambulance Defense Corp of America, she was also an Air Raid Warden. She was a plane spotter for several hours a week. (Unfortunately in the two years she did this she never spotted a single airplane because few if any flew over Big Bear Lake). She was responsible to rent and clean 5 cabins that were used as rentals. They were always full. Many of the renters would sit on our porch just to shoot the breeze and hear her descriptions of what Big Bear Lake had to offer. She was an outstanding seamstress and was a whizz with a Singer sewing machine, making dresses and pinafores for shut-ins around the lake. Never afraid to get her hands dirty she would help me dig for worms whenever I wanted to go fishing with her. Oh yes, she was a great fisherman and was without peer at Big Bear Lake. She did it all and still had time to show me love and attention and the world and its beauty. Nonna was the greatest. Museum launches into space Showing in the Kern Valley Museum art room for the month of August are the colorful paintings of Chris Quinnert titled "Spacescapes and Earthscapes". His fascination with the sky started when as a young boy he was given a small telescope. This gift launched his lifelong interest into the heavens and the beauty it holds. While working and hiking in the Kern River Valley he studied the creeks and meadows, at the same time inspired by the Hudson School painters, and the introduction to oil paint, he blossomed into his own imagined scenes using the simplest colors and forms. Message of faith James Eddins
March 1, 1938 to July 15, 2016 James Eddins known as "Mack," "Jim," and "Papa," was born on March 1, 1938 and went home to be with Our Lord Jesus Christ on July 15, 2016. Jim was born in North Carolina to loving parents Mary Virl and Harry Lorenzo Eddins and raised in Jacksonville Florida with his two sisters Clyde Marie and Mary Elizabeth. Having had a grandfather that fathered 25 children, Jim also leaves behind many nieces, nephews, and cousins back east. Jim was in the Air Force as a Medic where he delivered babies and after he completed his tour of duty he came out to California on a two week vacation and stayed. Jim lived in Lake Isabella California since the mid 80's. His hobbies were bowling and fishing. He was well known as the assistant manager for Isabella market, left there for management position at Save-U-Foods, then transferred to Tehachapi to manage his own Save-a-lot store. Before long, Jim and his wife moved back to the Valley and he worked at Isabella carpet, and Lake Isabella Valley Mortuary. Jim has been in the Knights Of Columbus at his local church and lest we forget, Jim has been a longtime entertainer in the Valley in the well known family karaoke group "Music to Go" with his daughter, his wife, and grandchildren, Trina, Mary, Jen and sometimes Emilio, respectively. Jim was a beloved husband to Mary Ella Eddins, loving father to Trina Brown, loving grandfather to Jennifer M. Guerra and Emilio Guerra IV, loving grandfather-in-law to Jennifer L. Guerra, and loving great grandfather to Dominic (15), Jayden (12), Alyssa (9) and Kaydence (3). Please join us in celebrating Jim Eddins life. He was a Good man loved by many and we would be honored if you would join us Saturday August 6, at Saint Jude's Catholic Church in Wofford Heights California. The Rosary is at 9:30 a.m., a requiem mass is at 10 a.m., and the reception is to follow in the reception hall. Interment will be on August 8, 2016 at the National Cemetery in Bakersfield California at 9:15 a.m. All are welcome to all services. Faithful wounds Ben Richey, Courier Columnist We live in a world of "yes men," someone who will only ever tell you what you want to hear. They are people who see a lack of conflict as the Richey highest good, and will agree with everything you say or do, and never challenge your views, your perspectives, or even your inconsistencies. In our world, people don't want to be told they're wrong, so they surround themselves with "yes men," and ignore the "haters." The problem is, sometimes we're just plain wrong. Sometimes we do things, say things, and act in ways that can be very damaging to ourselves and others. And if we've surrounded ourselves with "yes men" who will simply affirm the rightness of our behavior, we'll never be challenged to aspire to something more. In Proverbs 27:5-6 it says "Better is open rebuke than hidden love. Faithful are the wounds of a friend; profuse are the kisses of an enemy." What a counter-cultural idea; that the one who disagrees with you, and will actually say something, is the one who actually loves you most! Several years ago, my daughter came home from school and told me her friend was in the Guinness Book of World Records for something like hula-hooping or jumping rope. Naturally, I was skeptical of an 8-year-old
being the world record holder in anything. So I looked it up and showed my daughter who really held that record. And what surprised me was that she actually got mad at me for challenging her story. "Well that's what she told me, and I believe my friend." Taking that moment to parent, I explained how real friends don't deceive, and don't allow us to believe things that are false. Real friends tell us the truth and don't just say "yes" all the time. I encouraged my daughter to be gentle, but respectfully challenge her friend when she told outlandish stories, because a real friend rejoices in the truth. Taken at face value, Proverbs 27:6 is telling us that the way you can tell your true friends is they're the ones who will actually say something when you're wrong, the ones that will call you out when you're being inconsistent, hypocritical, or unloving. And the reason they'll do it because they love you too much to let you settle for less than what God intended for you. In our world people want to say a real friend accepts us as we are and doesn't put demands on us to change. But according to scripture, a real friend is the one who loves us enough to remind us of who God made us to be, and how he made us to live. While confrontation is not fun, it helps us to grow. The one who will willingly trade their own comfort to see us grow loves us, and their wounds are a sign of faithfulness. Ben Richey is the lead pastor of Kernville First Baptist Church.

Health Insurance Matters
Ouch - the cost Harry P. Thal Courier Columnist While it did not directly affect those of us in Kern County, one of the nation's largest health insurance companies, United HealthCare, announced that they Thal were no longer going to participate in the national exchange plans. In California that is "Covered California." They didn't offer a plan to us. The New York Times did an analysis that examined "how brutally tough it is to keep a business above water in the state marketplaces created under the Affordable Care Act," and questions whether insurance companies can "run a viable business in the individual market." The Times says that while companies "were initially attracted by the potential of millions of new customers added to the individual market by the health law," the market "has turned out to be smaller than they hoped" and "most insurers are still trying to develop a successful business model." Many of the 2017 forecasts I have seen in the professional press over the last few weeks follow this analysis. Those plans remaining on the state exchanges have filed their 2017 rates, most in the double digits. Perhaps there are way more people opting to pay the tax penalties than the monthly cost of the health insurance. Even employers who offer good health plans tend to create a problem. Most
of the smaller employers I know may offer coverage to the dependents of the workers, but don't offer to pay the cost. Once the plan is available to the employee's dependents, they are banned from the exchange, so locally, if there is group coverage available in the workplace then there is no tax credit available through Covered California. The only exception is if the cost is a hardship. If the cost is greater than 8 per cent of the employees' income, then the dependents can access the exchange. The bottom line will be learned in a few more months when we have the next Open Enrollment. The 2017 rates are still a closely guarded secret. Also, rates aren't the only thing to concern ourselves with. While very important, the other question will be what does that premium dollar buy? I suspect the out of pocket cost of prescription drugs will be a very big issue, as their cost is escalating. Even the cost of generic medications is taking a turn upward, so we may have not heard the last of the complaints. There will still be penalties if you don't have insurance, and those penalties will increase annually. And, then I ask, if you had no insurance AND a major illness or accident, who the heck is going to pay your medical bills? Harry P. Driver Safety Program Scheduled The Next AARP Driver Safety Program will be held Wednesday Aug. 24, (an all day class) from 8 a.m. to 5 p.m. at the Faith Community Church, 20 Panorama Dr. Wofford Heights. Participants must attend the entire day. The course does not involve driving, but does emphasize safe driving procedures for older drivers. In California, a certificate of course completion usually entitles the participant to a reduction in their auto insurance for three years following the date of the class. National shortage means Kern must care for its own blood needs Carola Enriquez, Houchin Blood Bank Courier Heaith Houchin Community Blood Bank is issuing an urgent call for O+ and Odonors to replenish supplies for patients in need this summer. O+ and O- blood use has been higher than usual for trauma patients by about 6.2 percent, and overall collections are down nine percent. "My biggest fear has always been to tell a hospital that we don't have the products they are looking for. Today might be that day. We are currently in critical need of O+ and O- whole blood donors to rise to this challenge so that I will not have to tell a hospital 'no'. So many people are depending on us!" said Pat Clary, Manager of Blood Inventory at Houchin. Having enough O+ and O- blood on the shelves is a matter of life and death, as O+, and O- patients can only take O blood. In addition, O blood is universally accepted by all patients, so are the first units of red cells provided to trauma patients before their own blood can
be typed. 38 percent of the population has O+ blood, and only 7 percent has Oblood. Hospitals request O+ blood more than any other type. Blood supplies are pinched across the United States. The nation's largest blood banks have issued urgent calls for blood donations, citing "unprecedented need" due in part to lower than usual summer collections, higher demand, and Zika virus deferrals. The national shortage means that needed blood products cannot be imported from other blood banks. We have to collect what is needed right here at home. Blood donors must be in good health, weigh 110 pounds, and be 17 years of age or older, or 16 with parental consent. A photo ID with date of birth is all that is needed to start saving lives, at either Bakersfield donor center: 5901 Truxtun Avenue or 11515 Bolthouse Drive. PICKS OF THE WEEK “The Angry Birds Movie” (PG) - Audiences finally are getting what we've been clamoring for with such fervor: It's a CG movie based on a phone game that was pretty big a few years ago. Jason Sudeikis voices "Red," a wry red bird sentenced to anger-management classes for running afoul of the peaceful bird-island society. Pigs arrive on a big ship, and only Red is suspicious of them at first. Of course, when the pigs take over, Red and his anger-management class fling themselves into the counterattack. So it's a big silly overt cash-grab with cartoon humor. At least it features a good cast of voice actors -Danny McBride, Peter Dinklage, Josh Gad -- and that does make a difference in laughs and watchability. In an age where Disney and Pixar have consistently shown that kids' entertainment need not be thoughtless, we got a movie based on a game meant to be thoughtless -- you know what you're in for. “Sky” (R) - Against the multicolored skies of the American West, a French woman sets out a journey of self-discovery, to mixed results. Romy (Diane Kruger) was on a tour of the U.S. with her husband, Richard (Giles Lellouche), but he crosses a line and she's on the run - believing she may have killed him. Comfort zone or until tender. Let stand for 10 minutes before slicing. Makes 6 servings. Bodfish Bob’s Dutch Corn Fritters 2 eggs 2 cups grated corn 2 heaping tablespoons flour 1/2 teasp salt Dash black pepper
Bodfish Bob Bodfish Bob’s Meatloaf 1/4 cup finely chopped onion 1/4 cup finely chopped green peppers 1 clove garlic, minced 3/4 lb. ground beef 3/4 lb. bulk mild pork sausage 1/2 c. unseasoned dry bread crumbs 1/2 c. tomato juice 2 eggs Toppings 3 tbsp. taco sauce 1 tbsp. packed dark brown sugar 1/2 tsp. prepared mustard Preheat oven to 350 degrees. In medium mixing bowl, combine onion, green pepper and garlic. Microwave at high for 2 to 2 1/2 minutes, or until vegetables are tender. Add remaining meatloaf ingredients. Mix well. Shape into an 8 x 4 inch loaf pan. In small dish combine all topping ingredients, spoon evenly over top of meatloaf, bake for 1 hour to 1 hour 10 minutes
Beat eggs separately, the whites first and then the yolks. Add the yolks, seasonings and flour to the corn. Lightly fold in the egg whites. Put 2 tablesp of butter into frying pan. When hot, drop corn batter from a tablespoon into it. When fritters are brown on one side, turn & brown on other. Serve at once with syrup. Bodfish Bob’s Bean Soup 1 lb. dried soup beans 1 ham bone 1 cup left-over ham 2 teasp salt 1/4 teasp Pepper 4 potatoes, diced 1/4 cup chopped onion 1 tablesp parsley Soak beans in water overnight. Drain in morning. Cook w/ham bone several hours in 2 qts. water. When beans are soft, add meat, seasonings, potatoes, onion and parsley. Simmer until potatoes are soft. CDFW opens reserve for apprentice deer hunters Steve Gonzalez, CDFW Courier Access The California Department of Fish and Wildlife (CDFW) will be holding a draw for an apprentice deer hunt on the Chimineas Unit of the Carrizo Plains Ecological Reserve. The two-day hunt, which is being offered in cooperation with the California Deer Association , will be held on Sept. 17-18 on the 30,000-acre reserve in San Luis Obispo County. Mandatory hunter orientation will be held in the evening on Sept. 16. Overnight lodging will be available at the main ranch house on the ecological reserve on Sept. 16 and 17. Three apprentice hunters will be chosen by lottery. Selected apprentice hunters must be accompanied by an adult. Participants will receive classroom, range and field training in gun handling techniques and safety, deer
hunting and game care. Hunts will be led by CDA volunteers. CDA will also provide breakfast, lunch and dinner on Sept. 17, as well as breakfast and lunch on Sept. 18. Applicants must submit a postcard with the hunter's name, address, telephone number and 2016-2017 junior hunting license number to: Chimineas Apprentice Deer Hunt, Department of Fish and Wildlife, 3196 South Higuera St., Suite A, San Luis Obispo, 93401. Only one postcard may be submitted for each applicant. Applications must be received in the office by 5 p.m. on Aug. 12. Late or incomplete applications will not be entered in the drawing. Successful applicants will be notified by phone and will receive additional information, including maps and special regulations, prior to the hunt. Successful applicants will need to possess a valid A zone deer tag at the time of the hunt.

so hunters should plan accordingly. Hunters are encouraged to practice shooting nonlead ammunition to make sure firearms are sighted-in properly and shoot accurately with nonlead ammunition. In October 2013, Assembly Bill 711 was signed into law requiring the phase-out of lead ammunition for hunting anywhere in the state by July 1, 2019. The law also required an implementation plan designed to impose the least burden on California's hunters while adhering to the intent of the law. In order to determine what was least disruptive to hunters, CDFW coordinated question and answer sessions at sportsmen's shows, held meetings with hunting organizations, and hosted a series of eight public workshops throughout the state. Incorporating the public input from these workshops, CDFW then presented draft regulations. More information on the phase-out of lead ammunition in California can be found at wildlife.ca.gov/hunting/ nonlead-ammunition.
Starting July 1, nonlead shot is now required when taking upland game birds with a shotgun in California, except for any game birds taken at licensed game bird clubs. In addition, nonlead shot will be required when using a shotgun to take resident small game mammals, nongame mammals, nongame birds and any wildlife for depredation purposes. Existing restrictions on the use of lead ammunition in the California condor range, when taking Nelson bighorn sheep and when hunting on all California Department of Fish and Wildlife wildlife areas and ecological reserves remain in effect. The next phase of the implementation goes into effect July 1, 2019, when hunters must use nonlead ammunition when taking any animal anywhere in the state for any purpose. There are no restrictions on the use of lead ammunition for target shooting purposes. Nonlead ammunition for some firearm calibers may be in short supply

SBA Low interest federal disaster loans made available Small Business Administration Courier Release In response to the Erskine Fire, the Small Business Administration has opened an office in the Kern River Valley Courts building at 7046 Lake Isabella Blvd., Suite 2180, Lake Isabella. It is located between the Library and the Sheriff office. The office will be open Monday through Friday from 9 a.m. to 6 p.m. No appointment is necessary. "Low interest federal disaster loans are available to businesses of all sizes, most private non-profit organizations, homeowners and renters whose property was damaged or destroyed by this disaster," said SBA's Fresno District Director Carlos Mendoza. SBA is offering Business Physical Disaster loans, Economic Injury Disaster loans, and Home Disaster loans with interest rates ranging from 6.2 percent to 1.625 percent with terms up to 30 years. Sheriff's Office launches virtual Neighborhood Watch Ray Pruitt, KCSO Courier Release The Kern County Sheriff's Office announced today a partnership with Nextdoor, at nextdoor.com, the private social network for neighborhoods, to improve countywide communications and virtual Neighborhood Watch. Led by Sheriff Donny Youngblood, this partnership with Nextdoor will enable the Kern County Sheriff's Office to use Nextdoor to communicate directly with residents to build stronger, safer communities. The Kern County Sheriff's Office Crime Prevention Unit will manage the Nextdoor account to enhance community safety and use it as a tool for existing Neighborhood Watch groups throughout the county. Also, the patrol and detectives divisions will be able to utilize Nextdoor to inform residents of current crime trends or to advise them they are looking for a specific vehicle or suspect. The Kern County Sheriff's Office believes that in this day and age it is vital for neighbors to come together and look out for one another. Nextdoor makes it easy for neighbors to establish virtual Neighborhood Watch and help combat crime. By using Nextdoor, we hope to create stronger and safer communities throughout Kern County. With Nextdoor, Kern County residents can create private neighborhood websites to share information, including neighborhood public safety issues, community events and activities, local services, and even photos and information about lost pets. The Sheriff's Office will be able to post information, such as important news, services, pro-
grams, and emergency notifications to Nextdoor sites within the county. More than 235 neighborhoods, representing 69 percent of Kern County, have launched Nextdoor neighborhoods. Nextdoor is free for residents and the Sheriff's Office. Each Kern County neighborhood has its own private Nextdoor neighborhood website, accessible only to residents of that neighborhood. Neighborhoods establish and self-manage their own Nextdoor website and the Sheriff's Office will not be able to access residents' websites, contact information, or content. All members must verify that they live within the neighborhood before joining Nextdoor. Information shared on Nextdoor is password protected and cannot be accessed by search engines. The Kern County Sheriff's Office would like to remind our residents of Kern County that Nextdoor is a tool for our agency to provide neighborhoods useful information and we cannot accept reports of any type through our social media accounts.
