County Fair opens Wednesday Michael Batelaan Courier Buzz This year's Great Kern County Fair opens its gates to fairgoers on September 17 and runs through September 28 at the fairgrounds in Bakers-field. ■ Fair admission is $10 for adults and $5 for children ages 6 through 12. But if you purchase advance tickets on line at kerncountyfair.com, they are only $8 for adults and $4 for children. Carnival wristbands are $30, but only $25 on line. There is always free admission for active and retired military. Just show your military ID throughout the twelve days of the Fair. Seniors age 55 and up receive a $1 discount off the regular admission so admission is $9. Children age 5 and under are free. Children who have participated in Kern County's Reading Round-Up qualify for a free Fair ticket. ■ Fair hours are Monday through Thursday from 3 to 10 p.m. Friday Sept. 19 from 10:30 a.m. to 11 p.m., Friday Sept. 26 from 3 to 11 p.m.,

The second in a series of 3 BLM meeting/field trips, took place last Saturday, with one more coming in October. The main focus of this field trip was to get feedback on some of the decisions that will affect the area of Keyesville South from the entrance of Keyesville to Pearl Harbor Drive to just across the lower Kern River. The area currently is most popular for camping, water play, recreational mining, and boating. This is all part of the Dam Recreational Zone project or RMZ for short. Steve Larsen, BLM Supervisor and Natural Resources Specialist from the Bakersfield office, stated at the meeting opener that "There is a need to

more diligently manage camping and recreational pursuits". The new restrictions announced by BLM include; restricted camping to designated sites along the Lower Kern on the west side of the river in order to reduce the over use of the natural resources. Fees will be charged for the use of these sites. The exact amount has not yet been set but should fall between $16 and $30 dollars per night. Free dispersed camping will be allowed in other areas away from the river. Also new to Keyesville are the prospecting permits for the mining areas not legally claimed and registered. These permits will be in place to insure that the recreational prospector understands

the laws and only prospect in the designated areas. The cost of these permits has not yet been fixed. The thinking here is to put the local merchants, or online, in charge of selling the permits instead of procuring them in Bakersfield. Both the camping and mining restrictions are already mandated under the BLM Recreational Management Plan which will be signed next month. The only things that have to be figured out now, is where the fees will be implemented, how many sites there will be, and where to locate the sites. Leadership program graduates two Donna Moreno Courier Community Graduation ceremony was held for the 35 participants in the 2014 Leadership Development Training Program facilitated by the Kern County Network for Children. Kern River Valley Revitalization sponsored local residents and community activists, Lisa Smith and Camille Halliwill, in completing the 6 month program. Smith is the Program Coordinator for Family Resource Center and Halliwell works for Kern High School District. The focus of the program is to offer skillstraining to build the strength of local organizations and nurture natural leaders in communities

House bill to allow fees on all Federal lands Western Slope No-fee Coalition Courier Just in Just before the House adjourned for their August recess, a bill that would drastically change federal recreation fee policy was introduced by U.S. Representative Rob Bishop (R-UT) and pushed through the House Resources Committee, without a hearing, by its Chairman, U.S. Representative Doc Hastings (R-WA). The bill, known as HR 5204 The Federal Lands Recreation Enhancement Modernization Act of 2014, could result in having to pay a fee for access to every place and for every activity, both at highly developed recreation sites and those that are completely undeveloped like Wilderness Areas. Opposition to HR 5204 is being led by the Colorado-based Western Slope No Fee Coalition. According

Jr. Friends of the Library to begin A junior Friends of the Library for children from six to eighteen years old is starting, sponsored by the Friends of the Library. There will be no charge for membership. There will be a fun activity periodically throughout the year. The mission is to promote the value of the library to children, with the hope of encouraging parents and grandparents to join the Friends of the Library and promote the same values. Calling all Kern Valley girls for pageant The Lil' Miss Corn Stalk and Lil' Miss Kernel Pageant will be held on Oct. 26 at Frandy Park at 1 p.m. during the Whiskey Flat Fall Festival and is for girls 4 to 10 years old. There will be two age groups. Lil' Miss Kernel Ages 4 to 6. Lil' Miss Corn Stalk Ages 7 to 10. The girl with the highest total points in each age group wins the crown. A second place and a 'Lil Miss Congeniality will also be awarded. This is free to all - there is no entry fee. This is not a formal pageant. The intent is for the girls to have some fun and be part of this community fundraising event. Girls will be judged in the following categories: Best Personality, Best Theme Attire/Costume, Most Talented and Most Money Raised. Judges will score each girl on a scale from 1 to 10 in each separate category. The most money raised category will be based on sponsorship ticket sales. This category will count as 15 percent of their total score. Participants must sell $1 tickets. Funds raised will go towards the Kernville Community Events and Projects fund-a 501c3 non-profit. Girls can start selling tickets on Oct. 1st. Tickets will be distributed during our first practice. Pageant Rehearsals will be held at the Kernville Chamber Hall on Wednesdays from 5 to 7 p.m. starting Oct. 1. Message of faith

Pillar and support of the truth Which is the Church of the living God, the pillar and support of the truth. - 1 Tim 3:15 When you look into the mirror of Duitsman your soul, are you convinced that you embody the only hope for the survival of truth on this planet at this time? Quite a large question, and perhaps not one we often ponder as we go about the day to day affairs of our lives which most often have more to do with simple survival than it does with being a preserver of truth on earth. Oddly, that sounds more like the stuff of action figures and superheroes, yet a re-read of the above verse may just nudge us toward a different view of ourselves. The following quote is from Christian theologian Albert Barnes regarding the meaning of the above verse: "The meaning then is, that the stability of the truth on earth is dependent on the church. It is owing to the fact that the church is itself founded on a rock, that the gates of hell cannot prevail against it, that no storms of persecution can overthrow it, that the truth is preserved from age to age. Other systems of religion are swept away; other opinions change; other forms of doctrine vanish; but the knowledge of the great system of

redemption is preserved on earth unshaken, because the church is preserved, and because its foundations cannot be moved. This does not refer, I suppose, to creeds and confessions, or to the decisions of synods and councils; but to the living spirit of truth and piety "in" the church itself. As certainly as the church continues to live, so certain it will be that the truth of God will be perpetuated among people." Barnes Notes On The New Testament (Parsons Electronic edition - copyright 1999) The above verse proclaims in a glorious way is that as a part of the Church, you and I have been given the truth, and as those who would seek to be shaped and transformed by the truth as declared in the eternal Word of God, our lives literally become the protectors and preservers of that truth in our generation. Maybe another read of the above verse and the Barnes quote would serve well at this point. There are no caveats included that would give wiggle room for the necessity of theological training or special notice given for good behavior. Just a simple statement regarding those whose lives have been powerfully touched by the life and love of Jesus Christ as being the pillar to cause a person or a thing to keep his or its place and support (immovable:-settled, steadfast) of the truth. Picks of the Week “Neighbors” (R) — A young couple with a bouncing baby daughter (Seth Rogen and Rose Byrne) lose their suburban serenity when a rowdy fraternity -- led by maniacal, shirtless party-boy Zac Efron -- takes over the house next door. At first, the hip mom and dad try to be cool and party with the frat boys, but then quickly realize that they can't possibly keep up with the non-stop party machine. Logical forms of mediation soon fly out the window, pitting the parents against the partiers in an escalating prank-war. Rogen fits perfectly into his role, as audiences have seen him transition from shiftless slacker to reformed-but-still-casual adulthood. Byrne is the real surprise in the film, displaying comedic chops not seen since "Bridesmaids." There are flashes of clever humor, but most of the gags are the shocking and gross-out kind. “The Rover” (R) — Bandits steal a man's car, leaving him stranded in a scorching wasteland. The victim, Eric (Guy Pearce), now has a bandit leader's younger brother (Robert Pattinson) and a plan to get his car back. It's 10 years after the collapse of society, and the Australian outback isn't a good place to wander around ... and an even worse place to make friends.

Details about the fall of society are scarce, leaving a lot of that storytelling to the barren setting and the desperation on the faces of the characters. Pattinson delivers a strong performance as a lost, dimwitted young man carrying a lot of loss behind his eyes. “The Signal” (PG-13) — Three college kids on a road trip to California receive a message from NOMAD, a mysterious hacker who challenges them to come find him. Nic, Jonah and Hailey (Brenton Thwaites, Beau Knapp, Olivia Cooke) follow the trail to a dusty corner of Nevada, and then everything changes. How to keep good credit Matt Freeman Courier Columnist Credit is important in today's society. It is very crucial if you are going to be purchasing anything. This week I want to give out some tips Freeman on how to keep good credit so if you do ever need to buy a home, you will be ready to go. First of all, pay your bills! That is the biggest tip I can give, and it is not really a tip. It is just plain old common sense. If you have a bill, pay it. People that are owed money, especially banks, utility companies and the landlord don't care about personal circumstances, just about getting paid. They will not hesitate to slap you with a late notice and correspondingly, a bad mark on your credit. Don't let that happen, keep that stuff paid up on time. The second biggest tip I can give is to not let yourself get too much debt in the first place. Just because you are pre-approved for a mortgage of 400K does not mean you should take advantage of that if there is cheaper housing available that still meets your needs. If you have too much debt and you are making too many minimum payments on debts that you cannot seem to catch up on, your credit scores will suffer. If you are what we call in the industry "debt loaded", it is mighty hard to get pre-approved for a mortgage. Make sure that you do not

spend more than 50 percent of your monthly income; lenders like to see that you are good at saving these days. Thirdly, make sure you have some kind of debt, sounds weird but it is true. If you pay cash for everything you but and don't at least get a loan every now and then even if you pay it off in a few months, you will not have any credit history. No credit history often means no mortgage approval, so make sure you have two to five credit lines open. Usually if you pay within 30 days there is no interest and you will be building credit history at the same time. Finally, make sure that you check your credit from time to time and manage your accounts. I use a great service from experian.com Costs $17.95 per month but I can check my credit anytime without the credit inquiry showing on my report. I can see if my accounts are all paid up on time and find errors and omissions that are on my credit report that need repair. You can file a complaint right on the website and they will investigate and correct the error. You can also see if you have been a victim of identity theft and can adversely affect your credit very quickly. Most mortgage products these days require a minimum credit score of 640 for a stick built home and 680 for a manufactured home, so to save yourself some heartache, make sure your credit is good to go. Health Insurance Matters

The Four Faces of Health Insurance Harry P. Thal Courier Columnist Part 4 The last discussion of the Four Faces of Health Insurance was the Individual plan. Today I shall discuss Medicare. Thal This is a Federal program designed to provide health insurance for people over age 65 not covered by an employer plan as well as certain people who have been covered by Social Security Disability for at least 24 months. For the disabled on Social Security, the enrollment is automatic and the ID card arrives typically a month before the effective date. For those age 65 there are several enrollment opportunities. If a person has already taken early Social Security benefits, their card will arrive about 90 days before the month they turn 65. Many people will wait until they are 66 to get the larger retirement check, and they will have to enroll directly with Social Security, by phone, go in to a local Social Security office, online or call my office. We can assist and do it for you on the phone or in person. This should be done 90 days before your 65th birthday. If a person is still covered by an employer plan, check to see if enrollment in Medicare Part B is needed for your group plan. Small employer plans often assume a secondary position to Medicare, and require you to enroll. In other situations, Part B

enrollment can be deferred until you retire. WARNING: If your group plan does not provide "Creditable" Prescription Coverage, you will need to enroll in a Medicare Part D plan for age 65, or will be paying a penalty later in life when you need the coverage. When the Medicare card arrives in the mail, it is time to make several decisions. There are many holes in the plan, called deductibles and copays. These can be filled by purchasing a "Medicare Supplement" or you may want to assign your Medicare privileges to a Medicare HMO. There are several Medicare HMO plans serving the Kern River Valley, and they have no monthly premium. There is a charge when you use services, and those services are limited to specific doctors and hospitals as well as other medical providers. Generally, your physician will need the HMO's permission to refer you to specialists. This is a good alternative to Medicare by itself, and typically attractive to people of modest income in relatively good health. Medicare Supplements do have monthly premiums, but most plans have first dollar, 100 percent coverage with Medicare and free choice of any medical provider who participates in the Medicare program. Jeanette Rogers-Erickson Featured at Museum The Kern River Valley Historical Society is delighted to share the artwork of longtime valley resident Jeanette Rogers-Erickson. For the next two months Rogers-Erickson will be sharing her collection of original sketches and paintings. Her enjoyable work may have been first discovered on the early "Whiskey Flats Days" posters. She was also the contributing artist for the collection of Bob Powers' well-known local folklore books. Rogers-Erickson's love and caring is very evident with the family and natural expressions of her colorful works. Her display will be in the museum's art room for all to enjoy. Some wonderful gift ideas can be found there or in the museum's own "Country Store." Fees, Continued from page 1 to coalition president Kitty Benzar, "Mr. Bishop's bill lacks any over-arching vision or framework of our public lands being spaces where we all are welcome and have access. It would be a major change in policy, accomplished without public hearings or debate." According to Benzar, it's likely that Bishop and Hastings are planning to get HR 5204 attached as a rider to the FY2015 appropriations bill. Although HR 5204 has attracted no sponsor in the Senate so far, it's likely that if attached as an appropriations rider it will pass both chambers without scrutiny or public debate, because appropriations bills are considered "must pass" in order to avoid a government shutdown. Bishop's bill would allow the kind of fees that have not been controversial to continue, such as fees for developed campgrounds and National Park entrance fees. But in addition to those

fees, it would allow general access fees for any federal recreational lands and waters. It would accomplish this by two types of fee: day use fees and permit fees. The only meaningful requirement for a day use fee would be that where your vehicle is parked there is a toilet of some kind or porta-potty within a half mile. The only meaningful requirement for a permit fee would be that where your vehicle is parked provides access to a "special area." Neither "special" nor "area" is defined. The land agencies would have complete discretion to claim that a place has a "special area." The result is that there would not be any place where a fee is not allowed. Other provisions in HR 5204 include eliminating the requirement that the agencies offer fee-free days, imposing a citizenship check before an annual interagency pass can be purchased, and an increase in allowable overhead costs from 15 to 25 percent.
