The National Oceanic and Atmospheric Administration defines autumn as the season of the year that is the transition period from summer to winter, occurring as the sun approaches the winter solstice. Meteorological autumn (different from standard/astronomical autumn) begins September 1 and ends November 30. Known as fall in North America, autumn astronomically begins on the autumnal equinox (when the tilt of the Earth's axis is oriented neither from nor to the Sun causing the Sun to be located vertically above a point on the equator) and ends on the winter solstice (when the tilt of the Earth's axis is most oriented away from the Sun), according to seasons.com. The autumnal equinox occurs between
September 22 or 23 in the Northern Hemisphere. The winter solstice ending autumn occurs on December 21 or 22 in the Northern. NOAA advises that weather factors such as temperature, sunlight, precipitation and soil moisture influence fall color arrival, duration and vibrancy. According to United States National Arboretum, a wet growing season followed by a dry autumn filled with sunny days and cool, frostless nights results in the brightest palette of fall colors. Changes in weather can speed up, slow down or change the arrival time of fall's colorful foliage. ■ Drought conditions during late summer and early fall can trigger an early "shutdown" of trees as they prepare for winter. This causes leaves to fall early without reaching their full color potential.

■ Freezing temperatures and hard frosts can kill the processes within a leaf and lead to poor fall color and an early separation from a tree. ■ The four primary pigments that produce color within a leaf are: chlorophyll (green); xanthophylls (yellow); carotenoids (orange); and anthocyanins (reds and purples). During the warmer growing seasons, leaves produce chlorophyll to help plants create energy from light. ■ Trees must replenish the chlorophyll because sunlight causes it to fade over time. As days get shorter and nights become longer, trees prepare for winter and the next growing season by blocking off flow to and from a leaf's stem. ■ The fading green allows a leaf's true colors to emerge, producing the dazzling array of orange, yellow, red and purple pigments as fall foliage.

Continuing Natalie J. Dorrell, CCCC Courier Education Cerro Coso Community College is offering a number of continuing education classes this fall. These classes don't award college credit and are available to anyone interested in professional development, skills improvement, cultural enrichment, or recreational enjoyment. Bruce Brady is instructing Community Orchestra on Monday evenings from 5 to 9 p.m. for those 18 years old and up. The class begins August 31 and will continue to take enrollments.

All play and no work Labor Day weekend The weather during Labor Day weekend will be warm, but still good for joining in area events. ■ Saturday is one of two days when Californians can try their hand at fishing without having to buy a sport fishing license. Free Fishing Days are also a great opportunity for licensed anglers to introduce non-angling friends to fishing and the outdoors. ■ The Kern River Valley Art Association is bringing Fine Art and Crafts over Labor Day weekend for their annual Sierra Arts and Crafts Festival in Circle Park Kernville. The Festival runs Saturday September 5 and Sunday September 6 from 9 a.m. to 5 p.m. and then Monday September 7 from 9 a.m. to 2 p.m. There will be lots of vendors, children's crafts and a raffle for lots of goodies. ■ During the Labor Day weekend in Kernville, the Kern River Valley Elks Tri Tip trailer will be in front of Mountain & River Adventures offering their famous BBQ Tri Tip sandwiches and hotdogs. ■ On Saturday from 11 a.m. to 3 p.m. have lunch at the Masonic Annual BBQ at Kern River Valley Masonic Lodge #827, 562 James St. Kernville. The Driver's Education class will present a practical and realistic guide to the fundamentals of driving and the rules of the road for a fee of $50. This class does not offer behind the wheel instruction, but it does meet requirements of the Department of Motor Vehicles for Provisional Permit and License. Annual Kern County College Night to be held The Kern County Superintendent of Schools will hold its 16th annual Kern County College Night on Monday, Sept. 14 from 5 to 8 p.m. at the Rabobank Convention Center. The event annually attracts thousands of students and parents to explore higher education options. College Night is sponsored by PG&E and Chevron and is free and reservations/tickets are not required. Representatives from public and private colleges and universities will be on hand to speak with attendees, while breakout sessions will be available on a variety of topics such as how to obtain financial aid, how to prepare if you want to be a college student athlete, how to write a personal statement and how to decide which college is right for you. Students will also hear about why it's important to take rigorous courses in high school and how to prepare for tests like the SAT and ACT. Are You Ready? Dan Schlensker, Courier Columnist Here I sit near the Atlantic coast of south FL in Port St. Lucie waiting for tropical storm Erika to arrive. A couple of days ago she was potentially a hurricane expected to Schlensker barrel up through the center of FL with destruction in her wake. A state of emergency has been declared by Gov. Rick Scott, which activates the National Guard, enables FL to receive assistance from other states, allows citizens to get extra prescription medications, and waives fees on FL's toll roads so emergency crews and vehicles can more easily move through the state. The retirement community where we are staying has instructed its residents to ensure there's nothing on their property not "tied down" and has closed its swimming pool, golf course, tennis courts and activities center. Folks here in FL are serious about getting ready! Although the forecast provides hope that Erika will simmer down to a tropical depression by later today, the strong emphasis on readiness and preparedness has been prominent. It looks like we won't have to pull the hurricane shutters closed on our hosts' house, but they are there nonetheless … just in case. There's another momentous event with potentially catastrophic effects, which is also coming. Are you ready? The forecasts about the nature and
severity of this event are neither vague nor questionable. They are spelled out in the Bible. The gospel writer Mark reports that Jesus said of that event that "men will see the Son of Man coming in clouds with great power and glory. And he will send his angels and gather his elect from the four winds, from the ends of the earth to the ends of the heavens" (Mark 13:26-27). As for those who are not "elect" we hear Jesus say to them in Matthew 25, "Depart from me, you who are cursed, into the eternal fire prepared for the devil and his angels." Although the occurrence of this ultimately culminating event is quite certain (if one trusts the word of the almighty God), the time of this event is uncertain. It behooves the people of the earth to be ready. So how does one get ready? How is one prepared for this crowning event? Actually people don't have to do anything! We hear in Ephesians 2:8-9 that, "it is by grace you have been saved, through faith--and this not from yourselves, it is the gift of God--not by works, so that no one can boast." Readiness is described by the apostle Paul in Romans 10:9, "That if you confess with your mouth, 'Jesus is Lord,' and believe in your heart that God raised him from the dead, you will be saved." And Jesus, Himself, said in Mark 16:16, "Whoever believes and is baptized will be saved, but whoever does not believe will be condemned." So, if you trust Jesus, you are as ready as you can be! HMO Annual Enrollment Harry P. Thal Courier Columnist Part 1: Last week I discussed the Open Enrollment Period for individual health insurance plans under Obama Care. If you are under age 65, this is Thal an important read. For those on Medicare due to either disability or attaining age 65, the time table is very different. There are various elements to the Medicare Program and each has its own unique schedule; confusing to the consumer, and common knowledge to the health insurance specialist. First is the Medicare program itself. You join automatically after 24 months of Social Security disability or when turning age 65 and already receiving (early) Social Security or Railroad retirement benefits. Full Social Security benefits are not paid until age 66, so many people wait to get the greater benefit. For those, Medicare enrollment is not automatic. You must apply. There is a 7 month window which opens three months before your birth month, your birth month and three months after your birth month. You can apply by calling Social Security (they are the government agency that enrolls Medicare); you can enroll online, (socialsecurity.gov/medicareonly) or drop into my office or call. We do it free as a community service. Now you have Medicare. For people who are continuing to work and
are covered under an employer plan, there will be decisions as to cost and coverage. Very often, Medicare and supplemental insurance provides better benefits at a lower cost than an employer plan. Other times, the employer plan beats Medicare. Any qualified health insurance agent can assist you without cost or obligation. The Medicare Advantage and Medicare Part D Prescription Drug Plan has an annual enrollment from October 15 to December 7 with coverage beginning January 1. Medicare Advantage in Kern County has prescription coverage built in and the only type of plan available in the county is a Medicare HMO for which there are several to choose from. Which plan is best for you is determined by what primary care provider (doctor) you wish to see, and what "Network" your PCP is a member of. The network will determine the availability of specialists as well as participating hospitals. The benefits of the plans may be different in 2016 than what you experienced in 2015, as most plans will continue to have a $0 monthly premium in 2016. The Federal government pays these insurance companies to take care of you when you join them, as you are assigning your Medicare benefits and privileges to that private company. Harry P. Labor Day is annually held on the first Monday of September. It was originally organized to celebrate various labor associations’ strengths of and contributions to the United States economy. Many people mark Labor Day as the end of the summer season and a last chance to make trips or hold outdoor events. The first Labor Day was held in 1882. Its origins stem from the desire of the Central Labor Union to create a holiday for workers. It became a federal holiday in 1894. It was originally intended that the day would be filled with a street parade to allow the public to appreciate the work of the trade and labor organizations. After the parade, a festival was to be held to amuse local workers and their families. One of the reasons for choosing to celebrate this on the first Monday in September was to add a holiday in the long gap between Independence Day and Thanksgiving. - timeanddate.com

Camping opportunities abound this Labor Day weekend at both public and private campgrounds throughout the Kern River Valley.
Kern River Ranger District ready for holiday visitors Cody S. Norris, USFS Courier Holiday Labor Day is the last holiday of the summer and is a great time to get out and enjoy your National Forests. The Kern River Ranger District provides a variety of options for camping, hiking, bicycling, and off-highway vehicle use. Whatever your outdoor passion, you can find an outlet in the Sequoia National Forest. Discover sites by recreation type on our website's recreation page at fs.usda.gov/remain/sequoia/recreation. ■ Most campgrounds can be reserved by visiting recreation.gov; but there are many first-come, firstserved options as well (call or visit our website for more information). Camping along the Upper Kern River is only permitted in developed (fee) campgrounds and designated dispersed (free) camping areas. Day-use activities such as fishing and picnicking are still allowed within the entire corridor. ■ In 2014, Halfway and Thunderbird were converted into group campgrounds and can now be reserved through Recreation.gov. These changes have already significantly reduced the negative impacts caused by previous overcrowding (such as extreme littering, improper disposal of human waste, and damage to vegetation). An Upper Kern River map showing these sites is available online, and can be picked up at any Forest office. ■ All visitors are reminded that proper disposal of trash is their responsibility-use one of the many
dumpsters positioned throughout the Forest, or pack it out. Volunteers have spent many hours this year keeping the Kern clean. Be a "Trash Warrior" and help it stay clean for everyone. ■ District Ranger Al Watson has waived day-use and overnightcamping fees at Auxiliary Dam, Old Isabella, and South Fork Recreation through October 1, in response to continued drought conditions. Also due to drought, all coin-operated showers on the Kern River Ranger District will be inoperable for the summer to conserve water for drinking and flush toilets. Live Oak North, Live Oak South, and Live Oak Group Campgrounds will remain closed for the duration of 2015, unless needed for overflow camping. ■ Fire Restrictions: Campfires and charcoal grills are NOT ALLOWED within the Sequoia National Forest at this time. Gas stoves are allowed; but a California Campfire permit is still required. ■ The Blackrock Visitor Center is ready for visitors to the high country. It is open Thursday through Monday (closed Tuesday and Wednesday). The Lake Isabella Office is open Monday through Friday; and the Kernville Office is open seven daysper-week through the holiday weekend. At Isabella Lake, there are several campsites available on a firstcome, first-served basis. ■ Camp 9 Recreation Area, located off Sierra Way along the northeast shoreline of Isabella Lake, offers several individual and group campsites for overnight and day use camping. Camp 9 has potable water in spigots, a dump station and a fish cleaning station. Hanning Flat and Stine Cove are open for shoreline camping with no fees. These are dispersed campgrounds with no potable water. ■ The California Land Management managed campsites can be reserved at recreation.gov or by calling 877-444-6777. These sites around Isabella Lake include Tillie Creek, Live Oak North and South, Boulder Gulch, Hungry Gulch, French Gulch, Pioneer Point and Paradise Cove. Along the Upper Kern River are Headquarters, Camp 3, Hospital Flat, Goldledge and Fairview. Limestone is a first-come, firstserved campground, and has no potable water. On the lower river, Hobo Campground is first-come first- served; while Sandy Flat can be reserved through the CLM Reservation system. ■ Several “undeveloped” camping areas along the Upper Kern River are available free of charge. Campsites and campfire rings need to be back at least 25 feet from the river’s edge. This maintains the ecology of this congressionally-designated Wild and Scenic River’s riparian corridor and protects water quality in the Kern River. Visitors need to keep the area free of litter and are encouraged to use existing sanitation facilities. ■ On the Kern Plateau, Kennedy Meadows, Fish Creek and Troy Meadow are open for the season. These campgrounds are $17 per night. No potable water is available at these campgrounds at this time. Please bring your own water or be prepared to treat water when visiting these campgrounds. On the west side of the Plateau, Horse Meadow Campground is open, but also has no potable water at this time. These campgrounds also operate on a firstcome, first-served basis. Cherry Hill Road and Sherman Pass Road are now open. ■ In the Greenhorn Mountains, Evans Flat, Cedar Creek and Alder Creek Campgrounds are open, free of charge. These campgrounds offer vault toilets. There is no potable water at these sites, so visitors should bring their own water and also pack out their trash. ■ Breckenridge Campground is open in the Breckenridge Mountains, with one vault toilet and is free of charge. Trash receptacles are not provided at this campground.

Red Rock Canyon State Park is nearby, only 25 miles northeast of Mojave on Highway 14. It offers day use from sunrise to sunset for only $6 and camping at Ricardo Campground for only $25. The Park features scenic desert cliffs, buttes and spectacular rock formations. Each tributary canyon is unique, with dramatic shapes and vivid colors. .
State parks and national forest: There are an abundance of national forests and a state park within a fifty mile radius of the Kern Valley. Pack a picnic lunch, drive to the park, and explore what's on offer there. Different parks offer vastly different things: lakes, forests, prairie land, fishing, hiking, canoeing… they're all on offer at different parks. The best part is that most forests an state parks are free for day trips. Bicycle rides: If you have an hour or two to kill, go on a bike ride near your house. If you have several hours to kill, load up our bikes and take them to a bike trail elsewhere. Park in one place, ride the trail a bit in one direction, then ride back. Stop for a while at this point and have a picnic lunch, ride in the other direction for a while, then ride back. The rides are leisurely and there's a lot of nature observation involved in the process. Don't ride like Lance Armstrong, but just as a family leisurely enjoying the day together. Volunteer experiences: This is something that's limited depending on the youth of your children, but find ways to do it. Spend a day or a part of a day involved in a volunteer activity of some sort. Not only is it a very inexpensive way to spend a day, it also gives your children a chance to see how our actions can positively affect other people. Community festivals and fairs: They can be expensive if you don't go to them with a little bit of advance planning. First, try to hit them during the day so you can see the free activities, demonstrations, and parades that are going on. To

Outdoor games: All you need for this is a park with some open space and maybe a bit of simple equipment, such as a Frisbee. Just take over some space and play some games with your family, like simply tossing a Frisbee around, playing ultimate Frisbee, playing touch football, or anything else that you can think up. Potlucks and round-robins: If you have other parents in the area that you're friends with, engage in some meal exchanges with them, either one-on-one or as a larger group. You can either have one family "host" and provide the meal and the location each week, or do it "potluck" so that each family brings something each week. If you plan this with families that have children your age, not only do you get some time to socialize with people with overlapping life experiences (being a parent in that area), but the children have a chance to play with their peers, too. Cultural events: Always check the community calendar in the Courier for free cultural events, which may be happening without your notice. Try to enjoy a diversity of such events, from going to a free classical concert in the park to watching a chess tournament. There are all kinds of things happening in your community. Just take the time to look for them, and almost all of them are perfect for a rich, new experience for you and your children. There are more opportunities to do low-cost things than there is time to do them in.

Picks of the Week “Cinderella” (PG) — Disney revives its highest-profile princess in this live-action retelling that stays true to the essence of (their version of) the original fairytale. The story is familiar, but helped along by stunning visual effects, costumes and set pieces, as well as a fine performance from Lily James (TV's "Downton Abbey") as the hardest-working princess. Cate Blanchett, of course, has total control over her role as the evil stepmother, and Helena Bonham Carter makes a cool fairy godmother. While Snow White and others have had their warrior-princess makeovers in the past few years, Disney's lavish live-action fairy tale doesn't try to re-write the book on princesses. Disney made an effort to be appealing to boy audiences with its recent successful princess-fable "Frozen," but this Cinderella doesn't shy from her DNA: She's the prettiest proto-princess around. Director Kenneth Branagh focused on getting the classic elements right -- resetting the standard for super-pretty, enchanting romanticism and virtue. “Furious 7” (R) — These guys have been pulling "one last job" for about four movies now, but the whole crew of temperamental street racers (Paul Walker, Vin Deisel, Michelle Rodriguez, Tyrese Gibson, et al.) gets back into high-speed hijinks when a crazy badass (Jason Statham) pulls some evil plot that requires really
good driving to foil. Dwayne Johnson returns as agent Luke Hobbs, and has fun body-slamming people and ad-libbing intimidating lines. I got what I wanted from it -ridiculous and awesome stunts delivered completely without irony, though it's packaged in some silly stuff about characters I lost track of awhile ago. The movie does its duty in giving a good send-off to characters that some audiences must have grown fond of. “Love & Mercy” (PG-13) — Brian Wilson co-founded the Beach Boys, hit the top of the charts, made a beautiful mark on rock history with his album "Pet Sounds," and then lost himself to mental illness and drugs. This biopic doesn't try to tell his whole life story, but focuses on two time-periods: His ascension and creative peak in the '60s (played by Paul Dano at this age), and then jumping to the '80s, when a middle-aged Wilson (John Cusack), medicated and manipulated by a psychiatrist (Paul Giamatti), falls in love (Elizabeth Banks) and tries to reclaim his life. Even for non-fans, the movie works its drama and romance without smelling like another music history hero lesson. © 2014 King Features Synd., Inc.

Greenhorn Mountain Fun Matt Freeman Courier Columnist Here locally when it gets hot in the summers we like to do two things, get wet and get up in the mountains! Freeman One place to go that is absolutely beautiful, close and has a lot to do is the Greenhorn Mountains, the center of which is the small community of Alta Sierra. Technically part of Wofford Heights, you can reach Alta Sierra simply by taking Highway 155, known as Evans Road locally, approximately 8 miles up to the summit of Black Mountain. As you rise in elevation the whole countryside turns from scrub oak and digger pines to live oaks, aspens and cedars and at the very top there are large groves of Douglas fir, sugar pine, red cedar and even some small Sequoias here and there. The summit sits at about 7200 feet in elevation which gets you nice cool temps even on the hottest of days in the valley. Better yet, there is a great restaurant and sports bar up there called the Greenhorn Mountain Grill which is right in the center of Alta Sierra. The entire community consists of eclectic weekend homes rang-
ing from the large to the small along with several areas of tidy mountain cabins that are leased by the Forest Service to the occupants. There are weekend rentals available and a couple of nice campgrounds that are all shaded under the big trees. There are OHV trails just off of the Summit area and down Rancheria Road by the ski slopes. Two creeks, Alder Creek and Cedar Creek provide some water and camping areas and fishing in the spring when the DFW stocks them occasionally. There is also great bear, deer and quail hunting to be had in season in the Greenhorn Mountain Range, with plenty of access roads, old logging roads and trails to explore. The nice thing is, it's close to the center of the Kern River Valley as well, very close! It takes about 30 minutes to get from downtown Lake Isabella to the summit in Alta Sierra. So if you are looking for a lovely place to go beat the heat in the summers, or enjoy the snow in the winters or the beautiful fall colors that the area has to offer, give Alta Sierra and the Greenhorn Mountains a try. Free fishing day Saturday Andrew Hughan, CDFW Courier Nature Watch The California Department of Fish and Wildlife invites all Californians to celebrate the end of summer by going fishing. Sept. 5 is the second of two Free Fishing Days in 2015, when people can try their hand at fishing without having to buy a sport fishing license. Free Fishing Days are also a great opportunity for licensed anglers to introduce non-angling friends and children to fishing. All fishing regulations, such as bag and size limits, gear restrictions, report card requirements, fishing hours and stream closures remain in effect. CDFW offers two Free Fishing Days each year - usually around the Fourth of
July and Labor Day weekend, when it's legal to fish without a sport fishing license. This year, the Free Fishing Days were set for the Saturdays near Independence Day and Labor Day (this year, July 4 and Sept. 5). Free Fishing Days provide a lowcost way to give fishing a try and are designed to educate novice anglers about fishing ethics, fish habits, effective methods for catching fish and fishing tackle. Anglers should check the rules and regulations for the waters they plan to fish because wildlife officers will be on duty to enforce them. The Kern River Valley Art Association is bringing Fine Art and Crafts to over Labor Day weekend for their annual Sierra Arts and Crafts Festival in Circle Park. The Festival runs Saturday September 5 and Sunday September 6 from 9 a.m. to 5 p.m. and then Monday September 7 from 9 a.m. to 2 p.m. There will be lots of vendors, children's crafts and a raffle. Also, this year the Kern River Art Association has something special planned, an exhibit of designs submitted for the CREATiVE Bus
Shelter Project. This is the result of a partnership with Kern Transit and the County of Kern. KRVAA is inviting artists, designers and architects to submit designs for unique bus shelters that represent the history of Kern River Valley. This is part of the KRVAA Public Art Program which is aimed at developing and promoting the local art and culture scene. KRVAA started over 53 years ago and has provided many artists and craftspeople with numerous opportunities to showcase and sell their work. They help provide funding and support art education and workshops for thecommunity.

All natural - Visitors enjoy the natural history exhibits at the Kernville Hatchery Museum.
Hatchery museum open to visitors Courier Feature The correct name for the Kernville Fish Hatchery is the Kern River Trout Planting Base, because it no longer hatches trout. However, renovations are in process to enable the Hatchery to once again raise Kern River Rainbow Trout to restore that trout to its natural habitat. Whatever you call it (most people around here still call it the Hatchery), it has been a focal point of the Kern Valley since it was built in 1928. It is run by the California Department of Fish and Wildlife. Originally it was built by the Kern County Fish and Protective Game Association, but in 1929 the DFW took over the operation. In 1994, after budget cuts the base was about to be closed completely. But happily it is still raising and
planting trout for the enjoyment of the many anglers that come here to the Kern River Valley to fish. The hatchery grounds include a natural history museum, which features displays of angling artifacts and local wildlife. Low water conditions in the Kern River, high air temperatures occurring at the Hatchery have made conditions not habitable for trout. Therefore, there will be no more stocking of trout this season. It is estimated that the activity on the Hatchery grounds will resume in late October. The hatchery museum is open even though the rest of the hatchery is closed. It is open Saturday and Sunday from 10 a.m. to 4 p.m. The fish hatchery is located at 14400 Sierra Way, just opposite Camp Owen, and is free to visit. For more information, call 760-376-2846.
