County gets down to specifics about KRV Michael Batelaan Kern River Courier

The County of Kern returns to the valley this Monday to present to the community the most specific Kern River Valley Specific Plan to date. After almost six years of the county Planning Department and local communities working together, a plan for the Kern River Valley is finally close to completion. The public is encouraged to attend the Kern County Planning and Community Development Department public meeting to be held Monday May 2, from 6:30 to 8:30 p.m. at the Kern River Veteran's/Senior Center, 6405 Lake Isabella Boulevard, Lake Isabella. Upon completion the Kern River Valley Specific Plan text will present planned land use, circulation maps and a statement of development polices and implementation programs

that will guide future development and land use decision making for the next 20 years. The plan also updates and amends land use, addresses the conservation element of open space, architectural design standards, sewer treatment policy, future signing and the preservation of dark skies. The plan encompasses more than 172 square miles, 110,500 acres of the unincorporated county area of the Kern River Valley, Supervisory District 1. The plan area includes the communities and general vicinities of Alta Sierra, Bodfish, Kelso Valley, Kernville, Lake Isabella, Mountain Mesa, Onyx, Riverkern, Southlake/Longview, Squirrel Valley, Wofford Heights and Weldon. Final public hearings are tentatively set for a May 10 Planning Commission hearing and a June 28 Board of Supervisors hearing to con-

The Kern River Hatchery in Kernville will host its annual Trout Fest on Saturday, April 30 from 10 a.m. to 2 p.m. Coinciding with the statewide trout opener, the free event will provide hands-on learning experiences and demonstrations for people of all ages. "We encourage kids to bring their parents out to this year's Trout Fest," said Saul McGarity, president of Friends of the Kern River Hatchery. "Trout Fest is a kid-friendly event that gives younger anglers the opportunity to learn firsthand from the experts."

American Legion honors local officers of the year Michael Batelaan Kern River Courier

A dinner was held Wednesday to honor the American Legion Post 711 Officers of the Year. The honorees were Sheriff's Deputy Erick Levig and Fireman Engineer Fred Clifton. Their family and friends in attendance were guests of American Legion Post 711 at the Kern River Veteran's Building in Lake Isabella. Framed certificates were presented to both men by Commander Ed Ryan and Jim Ash following a summary of their exemplary service to the community. Deputy Erick Levig has been a member of the Kern County Sheriff's Department since October 2005 and has been assigned to the Kern Valley Substation since January 2007. Deputy Levig has served as School Resource Officer for the Kernville Union and South Fork Union School Districts and also coordinator for the Kern River Valley Sheriff's Activities League. Serving students after school, in bullying prevention, relationship/behavior classes, chess and dodge ball programs. Levig's duties have included that of patrol duty, the substation's registered sex offender compliance officer, Parole and Probation compliance checks and Terrorism Liaison Officer.

Here are some great ones – Kern Valley Museum in Kernville, Silver City Ghost Town in Bodfish, nice parks such as Riverside and Circle Park in Kernville, Wofford Heights Park and Lake Isabella Park, Reel Cinema in Wofford Heights, the delightful Old Onyx Store (built in 1861), the Nuui Cunni Indian Cultural Center at French Gulch, and the big sequoias at the Trail of 100 Giants (summer only). Or just take your camera and photograph the old buildings or the fabulous scenery.

If you’re looking for a realistic nature park in a controlled environment, what we have is better – real nature. It doesn’t get any realer than that. If you haven’t noticed yet, the valley is a mecca for water lovers. Fishing is a given. Where can you get a fishing license? At just about every convenience store, marina and even some of the supermarkets. Boating licenses? Same thing. River rafting? Best to go with a professional service, in season. There are many in the valley. Welcome and enjoy yourself. Please leave our wilderness areas and camgrounds as you found them.

The Courier Calendar Trout Fest at Hatchery Saturday, April 30 is all free The Friends of the Hatchery, the Kernville Hatchery and the Dept of Fish and Game are holding the 2011 Trout Festival on April 30, from 10 am to 2pm. Events include Fly Casting, a Trout fishing Clinic, fish printing, Face Painting by Denise, greased fish catching, fly trying as well as Trout Tasting. A hot dog lunch will be served. A contest for the three largest trout caught that day in the lake or river brought to the hatchery by 1pm will be awarded prizes. There is no fishing allowed on hatchery property. This is a free event and donations are greatly appreciated. The Hatchery is located at 14591 Sierra Way. For more info, call Saul at 760549-3017. Pregnancy Resource Center’s Baked Potato Bar April 30 The Pregnancy Resource Center will be holding a Baked Potato Bar on Saturday, April 30 from 4 to 7 p.m. at the Senior Center in Lake Isabella. Star Party explores heavens April 30 This Saturday night, April 30, at dusk, the Kern River Valley Astronomy Club invites all those interested in seeing planets, seasonal constellations, distant galaxies and more to join them to for their monthly club field trip to their dark sky observing site. There will be lots of telescopes set up for viewing. The observing site is easily located 12 miles north of Kernville (Fairview Heliport). Look for the orange cones marking the entrance. Dress warm.

Recipes for Dummies by Bodfish Bob flakes 1 tablespoon brown sugar

In a small bowl, combine the vinegar, salt, cayenne pepper, crushed red pepper flakes and brown sugar. Mix well and allow ingredients to mesh for about 4 to 8 hours before using. Bodfish Bob's Mustardbased BBQ Sauce 1 cup prepared yellow mustard 1/2 cup balsamic vinegar 1/3 cup brown sugar 2 tablespoons butter 1 tablespoon Worcestershire sauce 1 tablespoon lemon juice 1 teaspoon cayenne

Bodfish Bob's Pot Luck Beans 1 lb. Hamburger meat 1 sm. Onion, chopped 6 slices bacon 1 16-oz. Can pork & beans 1 16-oz. Can butter beans, drained 1 16-oz. Can kidney beans, drained 2/3 C. Brown sugar 1/4 C. Molasses 1/2 C. Catsup 2 tsp. Prepared mustard

Brown hamburger, onion, and bacon. Add remaining ingredients, stir well. Pour into a 3 qt. casserole dish and bake at 350 degrees for 1 hour. Bodfish Bob's Vinegarbased BBQ Sauce 1 cup cider vinegar 1 tablespoon salt 1/2 teaspoon cayenne pepper 1 teaspoon crushed red pepper

Mix all ingredients together and simmer over a low heat for 30 minutes. Bodfish Bob’s Hawaiian BBQ Sauce 1 c. Pineapple juice 1/2 c. Soy sauce 1/4 c. Red wine vinegar 1/4 c. Wesson oil 1/2 tsp. Ginger 1 tbsp. Brown sugar 1 tsp. Garlic powder 1 tsp. salt

Courier Fishing Report

Derby is a fair contest for all Mike Mencarini Kern River Courier columnist

The 22nd Annual Isabella Lake Fishing Derby has come and gone, but there seem to be some who are unhapphy with their results. This has led to the cultivation of a negative atmosphere. There have been Mike Mencarini several remarks or questions that have been floated about which I believe should be addressed. Some say the tagged fish should be placed in the lake at an earlier time. For those of us who live here, did you notice that for two weeks or more before the start of the derby that the south side of the lake practically had a “No Vacancy” sign hung around its neck? It was packed. And those people were fishing. That alone could have depleted an early placement, not to mention serving up disoriented trout to the pelicans and cormorants (and hungry bass, as that 13.5 bass caught with a tagged trout in its belly attests.) Another question with lots of play is why not place the tagged fish where the people can see you putting them in their area? With personnel from Fish & Game as observers on board with the tagging crews, every effort was made to place the fish in an appropriate manner as to best give these fish every chance to be catchable. Here is the rub – with the lake’s high water level a large amount of shoreline was inaccessible for fishing. Limited parking was the culprit here. Also, obviously the fish have fins and they swim, direction unknown. I was part of a tagging crew and it was captained by an official Coast Guard Auxiliary member. We made every effort to place tagged fish in the vicinity of every group on shore, where possible in our section of the lake. I am positive that the other crews followed the same program. Everyone involved in this huge undertaking wanted nothing more than for everyone to have a great time. Looking back on all the intangibles – the weather, crea-

tures that swim, creatures that eat creatures that swim and the fact that we are only humans, I am amazed that 7,000 people on one weekend on one lake against the odds still managed to have a good time. So if your results weren’t what you expected – yell at the trout. *** Those willing to brave the persistent winds of late have been rewarded with some nice fish, myself included. Wes Mercer of Riverkern, fishing the Tillie Creek area, landed and released two largemouth bass in the 7 pound class. Wes is a dedicated shore angler. I had a little break between projects this week and put the time to good use with 15 very nice crappie, some of them tipping the scales at 2 pounds. *** Let’s not forget about the opening of trout season for the Sierras and some of our local creeks and streams on the Greenhorn and in the higher elevations of Lloyd Meadow. But there is still lots of snow in the higher areas. Upper Peppermint is more than likely still closed, and access to the creeks in Lloyd Meadow may also be restricted. Please check with the Forest Service for all road closures. *** The Hatchery in Kernville will be the venue for its annual Trout Festival on Saturday April 30, with lots of fun and games for kids of all ages. Admission is free, so gather the family and go check it out. It’s a great way to spend some quality time. *** Watch those high stream flows as the snow up higher begins to melt. Letters to the Courier (Editor’s note: Steve Merlo, a columnist with the Bakersfield Californian, wrote an extremely nasty column about the Isabella Lake Fishing Derby, claiming that the Kern River Valley Chamber of Commerce wanted to keep more of the money! Here are two responses to the column, one by a derby volunteer and the other from the chairman of the derby. The Courier is completely on their side. We know the derby is fair and square, and that the chamber wants lots of money fish to be won. This promotes the Kern River Valley, which is the intention of the derby. My wife and I were involved in this Derby from loading the trout into the feeding pens to tagging and planting the trout, also participating in the Derby itself. I also note that we were among the unlucky anglers who DIDN’T CATCH BUT ONE TROUT ALL WEEKEND. (NO TAG.) We take OFFENSE to the MISINFORMATION and downright LIES reported in your column Friday April 22, 2011. First of all, when we received the trout, they were three and four to the pound. These trout were received in November, and 22 volunteers fed the fish twice a day, 7 days a week, until April 10, the last day they were fed. This was done through all kinds of weather without fail. Thursday and Friday before the Derby we planted the fish, Friday being the day the tagged fish went into the Lake. The weather this year was excellent so we were able to plant the fish all over Isabella Lake, from South Fork to the Aux Dam to North Fork to Main Dam and all areas in between. You are correct in saying that you are NO FISHERIES EXPERT, because anyone with HALF of a brain would know that fish do not stay in one spot in the lake. We had the best planting and fishing weather that we have had in years for the Derby, except to the afternoon winds, so if you were there, you must have been ASLEEP OR DRUNK THE WHOLE WEEKEND. What you have written in this column is a slam to all of the volunteers who put on the Derby and the many hours they put in. You should be ASHAMED of calling yourself an outdoor columnist and it is our OPINION that you owe all of those involved and the whole KERN RIVER VALLEY an APOLOGY for the DAMNING column that you wrote. Maybe next time you write something, YOU WILL GET YOUR FACTS CORRECT. Lester J Johnson Wofford Heights RESPONSE TO STEVE MERLO I would like to comment on Mr. Merlo's misinformed article on the Isabella Lake Fishing Derby. If Mr. Merlo would have contacted me, I would have been happy to answer any question he had about our operation. I was available at Derby Headquarters every hour it was open for him to talk to me. So, I am now "coming forward" to give Mr. Merlo FACTS about the Derby. The Derby has been operated exactly the same way for the past four years I have been the chairman. We purchase approximately 13 thousand trout each year in November that are 3 to 5 per pound. Volunteers then feed them twice per day until Derby time. At Derby time the fish have grown to 12 to 16 inches in length and weigh between 1 and 2 pounds. On Thursday before the derby a flotilla of boats (8 total) plant the fish (untagged) all over the lake. I can guarantee that if Mr. Merlo talked to anyone on the shore anywhere on the lake on Thursday they would tell him they saw us planting. On Friday this same group of boats plants the tagged fish again all over the lake. There are a total of 700 tagged Derby money fish. The possible grand prize money fish totaling 300 are planted under the supervision of the DFG in the middle of the lake. This is per the requirements of the insurance contracts. This year's weather was perfect for planting and the fish were dispersed evenly around the lake compared to last year when the weather prevented us from getting to the far reaches. For Mr. Merlo to state that "maybe the volunteers got cold and were in a hurry to get back to the Moose Lodge" is very insulting to everyone and deserves an apology. As you recall, Mr. Merlo, last year there were 6 $10,000 fish caught under worse weather conditions for planting. Now I would like to address the "country boys way of thinking". First you admit

Over the past 5 weeks I have discussed my soon turning 65 (May 29) and the Medicare process. Today, I will talk about a letter I received a few weeks after my Medicare card arrived in the mail. It was a letter Harry Thal from CMS, the Centers for Medicare and Medicaid (called "Medi-Cal" in California) Services. CMS is the regulatory body, under the Federal Department of Health and Human Services, which oversees and regulates the Medicare program. The letter provided me with a website address, www.MyMedicare.Gov. (I have heard of this site since its inception a few years back, but since I was not 65 and on Medicare, I had no access.) This is a website that all people on Medicare need to be signed up on. (If you don't have a letter, you can still sign up for this great service.) Once I registered, it was time to explore. I authorized Medicare to discuss my PHI, personal health information, with them. After all, if I was disabled and my family was having claims issues, now the Medicare people have permission set up so they can

Now, my Medicare doesn't start for a few more weeks, but when it does, the website has advised me that on May 1 I am eligible for a list of preventative services including Abdominal Aortic Aneurysm, Cardiovascular exam, Colorectal Exam (really looking forward to that one), Diabetes exam as well as a physical. When I complete these, my web page will be updated to the next date I am eligible for these preventative services. Each has its own schedule of frequency. Other places on the website identify my insurance plans. I'll be able to check to make sure nobody is using my information to scam or cheat Medicare. The website also provides me with the resources to download Medicare publications and provide access to Medicare forms. Turning 65 will be an adventure. I am looking forward to the better insurance coverage I will have with Medicare and my Medicare Supplement Plan F. I also will see significant savings each month. Thank you America. Harry P. ANSWER: Lactose is milk sugar. In our digestive tracts is an enzyme -- lactase -- that digests milk sugar. People with too little of the lactase enzyme have trouble when they drink or eat dairy products. Milk sugar doesn't break down. The undigested sugar leads to gas production, stomach cramps and diarrhea. Medical tests can confirm the dearth of the lactase enzyme. Standard treatment of lactose intolerance (also called lactase deficiency) is avoidance of dairy products. Most cheeses have little lactose, so they can be eaten. Yogurt made from live cultures is usually tolerated. Furthermore, many dairy products can be pretreated with lactase, and people with the intolerance are not bothered by such products. The lactase enzyme comes in pill and liquid forms. It can be added to milk or taken by mouth before eating or drinking dairy products. *** DEAR DR. DONOHUE: How do I get a doctor to correct or change his written report? Twice in my 77 years I have pointed out incorrect statements in their records. Each time I was told they could not change anything once it appears in

their written report. There must be a way to correct an error, especially before sending the report to other doctors. Do you have any suggestions? -- G.J. ANSWER: I do have a suggestion. The doctors are afraid of changing information because such changes can be damaging to them if the records are required in any legal proceedings. However, they can make a current note in the chart, explaining how previous information in the record was not correct. That's not going to get them into any trouble. It seems to me that not doing so would get them into trouble. If the doctors balk at this, ask them to talk to a lawyer. Tell them you are preparing a document that states what the correction should be and that you will send it to any doctor to whom your current doctor sends your records. That should motivate your doctor to act. *** Dr. Donohue regrets that he is unable to answer individual letters, but he will incorporate them in his column whenever possible. I am pleased to have you meet a friend of mine. He has had a rough couple of millennia. Every one of Jesus’ disciples lost faith and fled from Him, even though He had warned them: “Then Jesus said to them, ‘You will all fall away because of me this night. For it Semonious is written, 'I will strike the shepherd, and the sheep of the flock will be scattered.’” Matthew 26:31, from Zechariah 13:7. Peter so disowned Jesus that Jesus obtained a declaration of loyalty from him. The next time my friend Tommy saw Jesus, he declared, “My Lord and my God!” John 20:28. Now, everyone who believes that Jesus saved him by His suffering, death and resurrection would do well to say with Tommy, “My Lord and my God!” Friends, we are a heartless bunch when we allow a Christian to carry the shame of human frailty beyond repentance. Are you able to

say, “And thank God,” when you read Zechariah 13:6? (“And if one asks him, ‘What are these wounds on your back?’ he will say, ‘The wounds I received in the house of my friends.’”) I can say from watching the reaction of associates who have suffered from tongue wagging friends that such hardness of heart is devastating. In the afterglow of Easter, resolve to live a new commandment. “A new commandment I give to you, that you love one another: just as I have loved you, you also are to love one another.” John 13 34. The reason is that Jesus said, “By this all people will know that you are my disciples, if you have love for one another.” John 13:35. Love in action includes seeking the best for those ridiculed, belittled and humiliated. The best of being a Christian is you loving other people.

Tillie Creek, French Gulch, and the main & auxiliary dams are the most popular and accessible areas at the lake where a majority of the anglers go. Don't you think that most of the fish were caught where most of the fishermen are? I would like you to clarify when you state that "someone screwed up" because that is where a lot of fish were caught. You also state that "a lot of tagged fish never made it close enough to the shoreline to be caught because they were too small" and that "these tiny trout were probably stressed from handling and did not survive." Are you suggesting that the fish were too small to swim that far? Did you see the trout we were tagging? Did you in fact ask for the records that show where the prize fish were planted and the size and weight of each fish that we have to document? I can definitely agree with you on your statement that you are no fisheries expert because to make these types of statements is preposterous! Finally, I want to congratulate you for volunteering to become part of the Isabella Lake Fishing Derby team of volunteers. First, let us know what day of the week you would like to feed the fish from November to April so you can watch them grow. Next, please be at the French Gulch Marina at 6:30 am on March 29, 2012 to go out on one of our volunteer boats and see exactly where we plant. On March 30, 2012 we expect to see you again at 6:30 am at French Gulch to go out on the barge to personally help tag and plant the fish. After you plant on Friday, please show up at the Derby Headquarters to work every hour until we close at 6:00 pm on Monday so you can see all of the fish being brought in. Geologic column defined Ron Bolyard Kern River Courier Columnist

The picture below demonstrates the accumulation of millions of years of sedimentary layers from various depositional environments. This cross-section, for example, is typical of those that Ron Bolyard could be seen exposed, by erosion, within Arizona's Grand

Canyon. The various "Facies", their rock types, relationships and creation processes are shown. This is what is known as a "Geologic Column" which geologists develop from month's of field work in an attempt to develop a "best guess" hypothesis of understanding of how it was formed. Once drawn, a geologic time line must be placed on the entire section to complete the analysis. For the next two weeks, I will give the reader a short course on how an "inferred geologic time line" is established to complete the picture.

Ron Bolyard is a retired geologist and has developed an “acute interest” in the geology of the southern Sierra Nevada since he moved here in 1999.

TROUT continued from page 1 Art activities will run continuously, including gyotaku, the traditional Japanese art of fish printing. Event-goers can also watch graduate artist Kyle Hailey paint a mural of the Rainbow trout life cycle. Pan-frying and grilling demonstrations featuring free recipes and samples will be held throughout the day. Fly-fishing clinics for varying skill levels and all-ages basic fishing clinics will be held throughout the day. Kids can try their hand at catching a trout in the greased trout pond, and a Trout Derby will award prizes to the anglers who catch the three largest trout (measured by weight). "Local merchants have donated some really great prizes for the derby," said Marvin Waters, manager of Kern River Hatchery. "We also want to remind folks to catch your fish before you come to the Trout Fest, as there is no fishing on hatchery grounds other than the demonstrations that day." The Fishing and Natural History Museum, sponsored by the Friends of the Hatchery, will be open all day for guests to peruse the many collections of native plants and animals in the area as well as an exhibit featuring fishing tackle used by early anglers. Kern River Hatchery is located at 14415 Sierra Highway in Kernville, one mile north of the James Store and across from Camp Owen.

Gunman turns newspaperman California Joe Kern River Courier Columnist

It was a gunfight in a bar over a girl. The girl died. The bullet passed through her and into William California Joe Masterson’s pelvis. He killed the jealous assailant, but he walked with a cane for the rest of his life. He was a dashing fellow. He was 5 foot 9 inches tall with broad shoulders, a carefully-trimmed mustache and greyish-blue eyes. He created a reputation with his guns, but he earned his nickname “Bat” as a frontier policeman in Dodge City by wielding his cane when quelling disturbances instead of using his Colt. The citizens of Dodge finally bought him a goldheaded version, which became his trademark. In 1877 he ran for sheriff and won. But he came to losing his taste for the profession after his brother Ed, the marshal of Dodge City, was killed by a drunken cowboy. He moved on to Leadville, Colorado for some serious faro playing. In 1881 he joined his friends Luke Short and Wyatt Earp in Tombstone, Arizona, to manage their gambling tables. He left hurriedly to go back to Tombstone when his brother Jim was threatened. They both ended up going to Trinidad, Colorado.

After a one-year stint as the town’s marshal, Bat moved to Denver. In 1891, while managing Ed Chase’s Palace Theater and gambling house in Denver, Bat fell in love and married blonde singerdancer Emma Walters. In 1902 when a new mayor actively campaigned against gambling, the Mastersons were told their type was no longer welcome in Denver. The West was changing. He and Emma moved to New York City. Upon their arrival Bat was made Deputy U.S. Marshal for the southern district of New York City by President Theodore Roosevelt. In 1912 President William Howard Taft removed Masterson from the position during Taft's purge of Roosevelt supporters from government jobs. But Bat cashed in on a lifetime interest in sports. He had been a sportswriter and promoted boxing events in Denver. He became a sports writer for New York’s Morning Telegraph. He rose to became their sports editor. It was a long career, but in 1921 at the age of 67 Masterson was found slumped over his typewriter, dead of a heart attack. He was buried in The Bronx. His epitaph reads, "Loved by Everyone." A few years back my family and I lived in Delano. It was still a small town then. We knew many of the townfolks because I was the telephone manager and we were involved in everything – PTA, Chamber of Commerce, citizen committees, Middleworth Rotary, Toastmasters, and countless other organizations, including my wife’s sorority. One year it was almost Halloween and her sorority (Sigma Beta something or other – their husbands irreverently called them the Beta Broads) decided to build a haunted cellar, charge admission and make a lot of money for their community projects. They obtained permission to use the cellar of the Delano Theatre. Black plastic sheeting was used to create six rooms housing all kinds of scary stuff. Guests were guided through the haunted cellar in groups of six, assisted by husbands and boyfriends (who were roped into participation.) One section had a doctor operating on a patient without anesthesia. The patient was screaming and the doctor was pulling out chicken guts, blood dripping from his hands (an eerie red light made it look real). In another room was a coffin.

When the guide had all her guests inside and next to the coffin, the lid would fly open and Count Dracula would sit up and shout, "I vant tooo byte your necks!” (I was Dracula.) One room had two king size water beds on the floor covered with sawdust (three pickup loads from a sawmill in Strathmore) and guests had to walk across it with strobe lights flashing while shrieking sounds were piped in. This worked great until one of the waterbeds sprang a leak. After that, guests were coming out covered with wet sawdust. (Fortunately this happened at the end of the last day.) One room required crawling through dangling threads, which was supposed to feel like a web that had come from a huge foam spider stationed at the other end. Another area had a monster who jumped out and yelled, “Boo!” Yes, it was corny but it worked. It scared one group so bad that they went sideways and ran right through the plastic wall of the room. Took a while to fix it (and even longer to gather the runaway group!) Unfortunately, the sorority didn't make much money. Not only that, the guys had to do all the cleanup including three pickup loads of wet sawmud, which no one wanted. The next year the Beta Broads sold Christmas trees. Wofford Heights resident Rod Middleworth, a retired security manager for Pacific Bell, is an instructor for the local AARP Driver Safety Program.
