Serving the Kern River & Isabella Lake Communities
With the start of school next week, it is a good time to consider the hazards that children face on their way to and from school. According to the Automobile Club of Southern California, incidents with cars are still a leading cause of death and serious injury for schoolage children, whether they are walking, riding bikes, being driven, or driving themselves to school. There are a number of simple things we can do to make things safer. The most important is to slow down and pay attention when driving near schools. Recent studies indicate that as many as two-thirds of drivers speed in school zones. Also, follow basic safety rules, such as be sure everyone in the car has on their seat belt, or are in a car seat or booster seat as appropriate. Remember to yield to pedestrians when entering a school driveway, and don't jaywalk across a busy street with your children in tow. It is important to talk with school-age children about traffic safety. Teach them to cross the street at corners and in crosswalks, so drivers can see them more easily. Tell them to be sure to stop their bikes at street corners and stop signs. Walk with young children to school for the first few days to familiarize them with the route and to point out potential traffic hazards. Teen drivers need parents to take an active role in helping them learn to drive responsibly and to coach them on the school-zone safety basics. Teens need parents to be good role models, since teens tend to model their parents' driving habits. Please do your part to ensure our children's safety on their way to and from school. One thousand miles or more a day. That’s what local motorcycle endurance rider Wendy Crockett will once again ride, competing in the Motorcycle Endurance Riders Association 10 'n 10 Challenge. In this competition, riders are given a list of bonus destinations all across North America, including National Parks. Each has a different point value. Riders then plot their own course, within their riding ability, to capture the most points possible. On Friday August 10 at approximately 1:25 p.m., the Kern County Fire Department received reports of numerous fires that were started due to a fast movin weahter cell that produced lightning strikes in the areas of Lake Isabella and Jawbone Canyon. The two fires that make up the Jawbone Complex are located 20 miles North of Mojave near the Sierra Crest and about 10 miles West of Highway 14. Fire burned in the Jawbone Recreation Area, approximately ten miles west of the Jawbone Visitor Center. By Wednesday, the current acreage was 12,191 with 45% containment. Resources included hand crews, 62 engines, three helicopters, three air tankers, 19 dozers, and ten water tenders. The total personnel assigned to the fire were 1,105. Containment is estimated to be on Saturday, August 18 at approximately 12 a.m. Southern California Interagency Incident Command Team #2, John Truett Incident Commander, assumed command of the Jawbone Complex at 6 a.m. Saturday morning. number of isolated cabins and properties that were potentially in the path of the fire. An additional concern was a wind energy farm. There was confirmed loss to three windmills. Nighttime temperatures on the fire line never dropped below 80 degrees. Temperatures over 95 degrees and humidity levels of 25% made fire conditions and behavior very intense at times. The Jawbone Complex will continue to put up large columns of smoke into the air especially in the afternoon hours as things heat up. Residents who live downwind from the fire may see ash falling. The fire is now burning into an area with no recorded fire history and the brush and trees are very receptive to the introduction of fire. There was a soft closure of Jawbone Canyon Road, which is the access point to the Jawbone Recreational area, that continued for a few days. The Pacific Crest Trail has been closed from Hwy 58 north to the Sequoia National Forest boundary. Significant resource requests remain outstanding as statewide demand remains high due to several new fires across the state.

How will recreation be impacted?
Evaluation of all environmental impacts, including recreation, is part of the public involvement process. We encourage the users of the lake to contribute to the conversation on the proposals in the draft EIS. Specific impacts, and proposed solutions, will be captured in the final EIS this fall. Recreation impacts will depend on the plan that is selected. We are working with the Forest Service and the Kern River Valley communities to explore ways we can minimize impacts; for example, by following the typical lake drawdown season whenever possible, by scheduling construction in the winter rather than the peak of the recreation season, and by posting information for visitors on closures. Because of the construction and staging areas, some camping areas and boat ramps near the dam would be affected, but the lake will still be open for recreation.

Defensible space does work To all the people out there who just don’t get it: Defensible space IS what saved Hayward’s Outback in the Vally View community. We want to thank all 1,600 people assigned to the fire. We were told that all the clearing and trimming up that we did on our property is what gave the fire fighters a defensible space to protect it. Firefighters train hard and make countless preparations to be ready for a wildfire and residents need to do the same. Fire is, and always has been, a natural part of the beautiful area in which we have chosen to live. Wildfires fueled by a build-up of dry vegetation and driven by hot, dry winds, are extremely dangerous and almost impossible to control. Search and Rescue Unit needs help The all-volunteer non-profit Kern Valley Search and Rescue will be having a fundraiser dinner at El Rio Mexican and American Food in Kernville on Riverside Drive. El Rio will be donating a portion of the proceeds from dinners sold on Sept 7. They are open from 11 a.m. to 8 p.m. Members of Kern Valley Search and Rescue will be on hand to answer questions, take donations and sign up anyone who wants to join. Salvation Army Stuff a Truck, Food Drive With the cost of food on the increase, the drought causing shortages and incomes not keeping up with cost, The Salvation Army is planning this Christmas to provide 100 needy families in our community with enough food to feed a family of four for one week. The week between Christmas and New Year’s Day is when there is a need. Families right here in our Valley need help. Starting September and every month through New Year’s Day, you can help. The goal is to stuff a truck with food every second Saturday, beginning Sept. 8. The “Stuff a Truck” truck will start in Weldon near James Sierra Gateway Market. Look for the “Stuff a Truck” banner. The truck will be there from 9 a.m. to 9:45 a.m. to collect food donations. The truck will then relocate to Lake Isabella and be at the Dam Korner from 10 a.m. to 10:45 a.m. It will then move on to Kernville and be there from 11:15 a.m. to 12:15 p.m. Bring non-perishable foods (in boxes or sacks) to any one of the locations during the appointed time. More sappy than ‘Lucky’ By Sam Struckhoff MOVIES OF THE WEEK “The Lucky One” (PG-13) — This one fits squarely in the “Another Nicholas Sparks Adaptation” category. Zac Efron’s character was a Marine in Iraq who became fixated on a found-photo of some woman, and believes it kept him alive. He seeks out the girl from the photo when he returns to the states, and finds Beth (Taylor Schilling), a single mother who runs a dog kennel. When he finds her, instead of professing his love (or whatever), he accepts a job helping out around the place. Other Sparks books have been handled better, but this is no “The Notebook.” Efron and Schilling have no discernible chemistry. If you want to hear the sappiest dialog ever uttered with sunbeams and tree boughs framing every shot, you could do better with the Hallmark Channel. “Think Like a Man” (PG-13) — It may be somewhat standard romantic-comedy fare, but it’s non-toxic and kinda sweet. Drawing from Steve Harvey’s book “Act Like a Lady, Think Like a Man,” the story follows a group of men and women with different issues in their different relationships. The cast is a likable assembly of attractive people. The spread-

out story is handled well enough that nothing feels lost. All in all, for an ensemble romcom that doesn’t get weighed down in details or depression, this movie has the right mindset. “Darling Companion” (PG-13) — Kevin Kline and Diane Keaton are a married couple with a fading spark. Keaton’s character forms a strong bond with a dog she finds on the side of the road, nurses him back to health and names him “Freeway.” In a beautiful vacation home in the mountains, the dog runs off, and the affluent middle-aged people must find their dog and probably fix their marriage in the process. It’s about as tedious and slow as it sounds, but maybe inoffensive and accessible if you’re not wholly paying attention.

Bodfish Bob’s Rocky Mountain Oysters 2 pounds calf testicles 2 cups beer 2 eggs, beaten 1 ½ cups all-purpose flour ¼ cup yellow cornmea1 Salt and ground black pepper to taste Vegetable oil 1 tablespoon hot pepper sauce With a very sharp knife, split the tough skin-like muscle that surrounds each testicle. Remove the skin (you can remove the skin easily if the testicles are frozen, then peel while thawing). Slice each testicle into approximately 1/4- to 1/2-inch-thick ovals. Place slices in a large pan or blow with enough beer to cover them. Cover and let sit two hours. In a shallow bowl, combine eggs, flour, cornmeal, salt and pepper. Remove testicles from beer. Drain and dredge thoroughly in the flour mixture. In a large, deep pot, heat oil to 375

Place over hot coals, shaking constantly until corn is thoroughly popped. Makes 4 servings. Season with butter and salt, if desired.

DFG wilderness land navigation clinic for hunters The California Department of Fish & Game is now accepting registrations for its upcoming land navigation clinic. The two-day course will be held at Camp Whitsett north of Kernville on Saturday and Sunday, Sept. 15 and 16. This weekend clinic is part of DFG’s Advanced Hunter Education Program. The course is designed to help students learn and practice basic navigation skills using a map, compass and GPS. Participants will learn about magnetic declination, the workings of a baseplate compass, map reading, how to stay oriented naturally and how to use magnetic bearings, map coordinate systems and GPS. All course materials and equipment will be provided. The course is limited to 25 participants, so register early. Registration forms are available online at www.dfg.ca.gov/huntered/advanced/index.aspx. The cost is $65 for adults. Students 16 years and younger are free but must be accompanied by a parent or guardian. DFG’s Advanced Hunter Education Program will provide all necessary class equipment, but meals are not included. Participants will camp overnight as part of the course.
DFG Waterfowl Clinic for new, advanced hunters “The Central Valley has some of the best waterfowl hunting opportunities in the state,” says Department of Fish & Game’s Lt. Shawn Olague, who teaches the oneday clinic. “This clinic is a great opportunity to acquire new skills, learn more about the terrain and get into the right mindset so you’re prepared in October.” Hunters of all skill levels will benefit from DFG’s annual waterfowl hunting clinic, which will be held at the Los Banos Wildlife Area on Saturday, Sept. 8 from 9 a.m. to 5 p.m. The clinic, jointly sponsored by the DFG’s Advanced Hunter Education program and the California Waterfowl Association, will teach tried-and-true techniques for successfully hunting waterfowl in the grasslands of California’s Central Valley. Topics to be covered include decoy placement, blind design, waterfowl calling, duck identification, hunting gear, game care, cooking tips and safety. The cost of the clinic is $45 for adults. Students 16 years and younger are free, but must be accompanied by an adult. Space is limited and participants must register in advance at www.dfg.ca.gov/huntered/advanced. After registering, participants will receive an e-mail with directions to the Wildlife Area and a list of items to bring.

What’s up, dock? Mike Mencarini Kern River Courier Columnist I recently had a conversation with the person in charge of the maintenance of the docks around the lake. The information that I gathered from him is that there are six Mencarini docks around the lake that will be totally rebuilt in the coming months. This means that the concrete at each ramp will be demolished and new rebar and concrete will take its place. I'm sure that these new upgrades will satisfy the launching problems. We can expect the work to start anytime. No more specifics are available at this time. Even though the lake level continues to decrease, the fish are still active albeit they are in deep water. The bass bite is still very good with limits to those who fish for them. The crappie bite has been very good, but you should look for them in deeper water. I've been fishing the French Gulch Marina area and the catfish bite has been excellent. My latest cat weighed in at 13.64 pounds on the scale at Charlie's Market in Wofford Heights. If you catch a

Keith James Unmack 1942 - 2012 Keith James Unmack, 70, entered into eternal rest on July 28, 2012 in Bodfish, CA. He is survived by his wife, Gera Unmack; daughter Sherry; two grandsons, Maxwell and Kadyn; as well as his Aunt Phyllis Megna. A memorial was held on Friday, Aug. 3, 2012 at Lake Isabella’s 1st Baptist Church, officiated by Pastor Gerald Goodman. Do’s, don’ts of land transactions
Does payment to collectors end the debt?
Vacant land transactions are a significant part of the market up here in the Kern River Valley. Why is that? Well, we have a lot of vacant land! That is why we all Freeman love living up here and that is why folks love buying up here -- wide open spaces and some peace and quiet. However, buying a piece of plain dirt may not seem challenging, but there are some pitfalls to be avoided when you do. Land purchases can be significantly different than buying a home. Of course the differences depend on what type of land, the zoning, and the location. Here is a rundown: ■ Zoning. Depending on what you want to do with the land, zoning is a huge issue. Don’t buy any piece of dirt with just a dream and a shovel, or you may find after the close of escrow that the County Building Department does not share your dream. Know the zoning and know what is allowed in that zoning. If you have a specific plan for land, get a hold of the County’s Planning Department and ask them about zoning and what is allowed and
what is not. ■ Utilities. If you are buying a plot in a neighborhood typically utilities are close or already on the property. If buying vacant acreage, utilities may be an issue. Once again, do your research. Don’t assume anything. Use a competent real estate agent who knows how to get the answers to your questions. Make sure you know where and how much for the utility hookups. ■ Flood and fire zones. A lot of land in this area is either one or both. Know if you are buying something in any of these areas. Pay attention to the Natural Hazard Disclosure that will be provided to you. Very important stuff on there. ■ Financing. Banks have tightened the reins on loans and getting a loan on raw land was hard in the first place. Cash is king when buying land. If you need financing, it is out there, but make sure it is lined up before you write a contract offer or chances are the seller will just decline to answer until they know you have the means to purchase. A lot of sellers will also consider carrying paper on land with a sizable down payment. Seller financing is great option in today's market. David Ramsey Kern River Courier Columnist Dear Dave, One of my husband's credit card bills was turned over to a collection agency. They've offered three Ramsey different payment options. If we accept one of the options, does this mean the original creditor accepts the agreement as well? Cheryl Dear Cheryl, In a situation like this, the collection agency either owns the debt outright or they're directly representing the credit card company. This is pretty much standard operating procedure when someone has defaulted on a loan. I'd go ahead with the deal they've offered that makes the most sense for you guys. You'll have a ding on your credit report, showing settlement on a defaulted credit card, but it's really no big deal since you've already got a mark against you for having it turned over to collections. Want another piece of advice? Never use credit cards again! -Dave
