Michael Batelaan Kern River Courier The weather for this Labor Day weekend will be warm, but still good for river and lake recreation and for joining in area events. Silver City Ghost Town in Bodfish will be hosting lantern light tours and ghost hunts on Friday and Saturday nights. The Nuui Cunni on Highway 155 between Lake Isabella and Wofford Heights and the Lakeshore Wofford Heights farmer's markets are the place to go for fun and nutrition. Be sure to visit the Kern Valley History Museum in Kernville Thursday through Sunday, for a look into the area's western heritage, and see the natural history museum at the Kern River Fish Hatchery, just north of Kernville. The museum is open even though the Hatchery grounds are closed for reconstruction. Kern River Valley Veterans of Foreign Wars will hold a breakfast on Sunday from 9 a.m. to noon at the VFW Post 7665, 2881 Nugget Ave., Lake Isabella. Labor Day weekend in the Kern River Valley is an arts and crafts and collectibles weekend. The swap meet in downtown Lake Isabella is on Saturday and Sunday. Saving our schools is taxing Michael Batelaan Kern River Courier On Thursday, August 23, the Kernville Union School District hosted a "Save Our Schools" town hall meeting at the Wallace Middle School Gymnasium. The meeting was moderated by Superintendent of the Kernville Union School District Robin Shive, and Superintendent of the Southfork School District Sherry Nichols, and John Meyer, Principal of Kern High School also spoke on behalf of their schools. The educators invited Romeo Agbalog from State Senator Jean Fuller's office to speak. There were only about 40 people in attendance at the meeting, representing the approximately 1200 children of the Kern River Valley. The focus of the meeting was Proposition 30, which will appear on November's ballot. This is an initiative that would raise California's sales tax to 7.5% from 7.25%. It also creates three new high-income tax brackets for taxpayers with taxable incomes exceeding $250,000, $300,000, and $500,000. This increased tax will be in effect for 7 years. The three educators explained to the participants that there have already been major cuts

Concerned parents and educators meet at Woodrow Wallace Middle school to discuss looming budget crisis. to California education. They believe that if Proposition 30 does not pass, there will be more severe cuts. But they also explained that the sales tax increase is only a band-aid, that stops the bleeding, not a fix for the budget problems. Principal Meyer noted that Kern High School has the advantage of being backed by the Kern High School District, which is responsible for 37,000 students countywide. He explained that Bakersfield High School carries the rest of the district with its large average daily attendance. The High School District has been making cuts for the last three years, with the local number of math teachers decreasing from five to two, English teachers from six to four, three clerical jobs eliminated, and no more field trips.

86% of the high school budget goes to salaries. Nichols explained that Southfork School district has decreased to twelve teachers from the previous 22. Cuts have been due to declining enrollment and to budget cuts. School transportation provided by the District has become "minimal." Nichols also noted that it affects the Kern Valley economy as a whole when teachers and staff members are laid off. Shive presented information about how the governor has a huge debt to the schools due to deferral of payments. The tax initiative would pay down this debt. Right now the schools are planning a budget, without the cash to support it because of the deferred payments. All the educators agreed that less money would mean largnature

er classes, fewer teachers, fewer school days, fewer programs, fewer bus stops or possible elimination of school transportation entirely. Agbalog advised the crowd that Senator Fuller is not in support of Proposition 30. Senator Fuller, who was an educator for over 30 years, and was Superintendent of the Bakersfield City School District prior to her election, believes that increasing taxes is not the right way to go about solving California's problem. She believes that the Governor is "holding education hostage" using threats to California's children to incite their parents to support his Proposition. The Governor has "trigger cuts" that he says will be made if the Proposition does not pass. Agbalog explained that education is 50% of the state budget but has 90% of the trigger cuts. He advised the crowd that the cuts cannot be made automatically, that each cut would have to be approved by the California legislature prior to going into effect. Nichols summed up the educators appeal by reminding the participants that as Margaret Mead said, "Never underestimate the power of a small group of people."

How will recreation be impacted?
Evaluation of all environmental impacts, including recreation, is part of the public involvement process. We encourage the users of the lake to contribute to the conversation on the proposals in the draft EIS. Specific impacts, and proposed solutions, will be captured in the final EIS this fall. Recreation impacts will depend on the plan that is selected. We are working with the Forest Service and the Kern River Valley communities to explore ways we can minimize impacts; for example, by following the typical lake drawdown season whenever possible, by scheduling construction in the winter rather than the peak of the recreation season, and by posting information for visitors on closures. Because of the construction and staging areas, some camping areas and boat ramps near the dam would be affected, but the lake will still be open for recreation.

Despite low levels there’s still plenty of water to play Every year we can expect the beaches around Lake Isabella to become larger as the water levels fall, and this year is no exception. Due to the lack of rain and snowfall this past winter, causing this being a drought year, Lake Isabella is falling sooner and faster than normal. As of Wednesday, August 22nd, the Lake contained about 101,942 acre-feet of water, - over 80,000 acre-feet shy of normal, and nowhere near the 335,000 acre-feet reported around this time last year. Even with the low numbers, jet-skis, paddle-boarding, kayaking and great fishing are all still available to the public on the lake. The normally windy conditions on the lake are still perfect for sailing, and families have been spotted on the beaches flying kites. Fishing boats, pontoon boats, and wave runners are all still available to rent from the local marinas, and rafting companies are renting paddle-boards and kayaks. According to the weekly fishing report by Matt Freeman of the Kern Valley Sun, crappie, very large catfish, and even bass are being caught in the lake from Rocky Point, all the way to Boulder Gulch. Despite the lower-than-desired water levels, there is still plenty of water for fun and still so much to do and see in the Kern River Valley. The temperatures are expected to hit the triple digits again for this weekend and Lake Isabella is still the ideal spot to beat the heat while enjoying the beautiful surroundings. “Snow White” broods By Sam Struckhoff PICKS OF THE WEEK “Snow White and the Huntsman” (PG-13) — This is the Snow White adaptation that looks like it swallowed a whole piece of “Lord of the Rings” and leftover bits of “Batman Begins.” It’s bleak, stylish and as gritty as PG-13 will allow. The soul-sucking queen, Ravenna (Charlize Theron), sends out a huntsman (Chris Hemsworth) to bring back the heart of the recently escaped Snow White (Kristen Stewart). Bodfish Bob’s Pickled Garlic 1/2 pound garlic, peeled 1 large red bell pepper, chopped 2 cups distilled white vinegar 2/3 cup white sugar 1/2 teaspoon ground dry mustard 1/2 teaspoon celery seed Place garlic cloves in a medium bowl, first cutting the large cloves in half. Mix in the red bell pepper. In a large saucepan over medium high heat, place the distilled white vinegar and white sugar. Wrap ground dry mustard and celery seed in a spice bag, and place in the liquid mixture. Bring to a boil. Stir in garlic and pepper. Continue boiling 5 minutes. Remove from heat and discard spice bag. Place garlic and peppers in sterile containers to 1”of the top. Fill with remaining liquid to within 1/4” inch from the top. Seal and store in the refrigerator approximately three weeks before serving.

Business dries up with the lake Mike Mencarini Kern River Courier Columnist I seldom use this space for a soap box, but maybe it's time. We as a community are in a tough time right now with the lake at a critical low level and decreasing further. When does it stop? Over Mencarini 50 years ago it seems that those who had the gold made the rules. Maybe it's time our community leaders and those in "higher places" review these negotiations. Yes, 50 odd years ago we did not recognize the recreational value of Isabella Lake that we now experi-
ence. Yes the lake was originally designed as an agricultural lake, flood control, and a source of electricity. But things have changed; we are now a vibrant community that depends on those who spend their recreational dollars here. In 2012 and in the future we need to use the lake with a dual purpose in mind. That is to keep those who have invested in our community a means of maintaining a profit to continue to provide services that we have become used to and to those the lake was designed for. In these days of high technology word gets around fast and my best info is that Isabella Lake is extremely low and dangerous. Does this mean that there are a lot of recreational dollars that won't be coming to our community? If they continue to drain the lake to these critical low levels, our local businesses could dry up just like the lake. Mike Mencarini is a Wofford Heights resident and a avid fisherman. Simple Trust Jack Duitsman, Pastor Father’s Heart Foursquare Church, Kernville Trust in the Lord with all your heart . . . Proverbs 3:5 It is a quiet place of repose where trust calls us to live, not out of the way, but certainly off the beaten track. Duitsman Others have found this place of surrender and rest in the goodness and purpose of the Father which is quite obvious, for the evidence of faith filled living by saints in every age is undeniable. That all is well in this place called trust is remarkably so, but also belies the pressures that have attended the lives of those who have dwelt securely here. All forms of life's maladies have bitterly and urgently coaxed every resident away from these hallowed halls of rest in the goodness of the Lord. Over and again a place is made and peaceful board is set for any and all who would turn and return here to this place where the human soul can sincerely rest. "Come to me all who are weary and heavy laden and you will find rest for your souls" is the inscription above the doorframe, but it could just as easily read "Welcome Home." For upon entering this place of quiet confidence in the Word and welcome of
Jesus who calls our hearts to this place, we find the sense that we have found the place where we were created to live and thrive. Alas, worry and anxiety feel foolish in the confident assurance that He who loves us and has "plans for good and not for evil" has also spoken a myriad of other equally magnificent promises over us. While the awareness of outside influences are ever but a glimpse away, the cold blasts of life's winters and the zephyr winds of summer heat seem to have no affect on us when we find our way to this place called trust. The voices calling to us to abandon this place are loud and boisterous, and some would even say that we have found no place at all, but rather are living in a pretend place of our own making. A thousand circumstances would bid us go from here at once, and were our own lives not fraught enough with difficulty and sinful choices, we could but look in any direction for that which is troubled and decayed, and hereto we would find ample reason to leave our place called trust. How precious is the patience and grace of the Holy Spirit within us to reach to us with reminding promises from the Word of God that we are always loved and ever welcome to enjoy the blessings of life in this most wonderful place. And for a moment, be reminded that what we have found to be a rich place of blessing and welcome, is indeed the place that we will occupy for all of eternity, for this place called trust is none other than the place where our Father lives.

Sharon (Queenie) Gale Joyner July 23, 1937 - August 22, 2012 Sharon (Queenie) Gale Joyner, 75-years-old, died peacefully on Wednesday, August 22, 2012, at her home in Kernville, California. Sharon's battle with Stage 4 Lung Cancer began in Fall 2010. Her strong will to live, and the love and prayers of family, friends, and many supporters carried her through the last 18 months. Sharon was born on July 23, 1937 in Los Angeles, California to Marie and Orville Marsee. The youngest of 3 children, Sharon in her childhood years was known for her spunk, adventurous personality, and adversity to conventional rules. She possessed a contagious smile and an entertaining sense of humor. Her signature gift of friendliness, shown through her constant smiling, laughter, and joking around, will never be forgotten. During her years at Franklin High School, she met her Sweetheart, Larry B. Joyner, Sr., through the church baseball team. The couple was married on June 28, 1954 at Highland Park Church of God in Highland Park, California. Married for 46 years, Sharon and Larry raised their 2 children, Lynne and Larry Jr. over the years in Pasadena, California, and finally in Alta Sierra, California. Sharon and Larry supported their family and assisted their friends through many business ventures - including, raising homing pigeons for competitions, and the establishment of long-standing, family-owned plumbing and portable shower companies. With a real zest for life, Sharon loved to travel, write, play cards - especially with her children and grandchildren, chat with friends and family, and gamble…just to name a few. Never one to be left behind, Sharon would be the first to join the fun, never needing an occasion to get together and enjoy family and friends. Sharon was preceded in death by her parents, her brother, and husband, Larry B. Joyner Sr. Sharon is survived by her sister Bonnie Trapp; children: Lynne and Tom Sandlin and Larry and Mary Joyner Jr.; grandchildren: Krystal and Cody Plank, Laurel and Keith Parsons, Landon and Dallas Joyner; great-grandchildren: Abigail, Blake, and Kinley; and many beloved family and friends. A Memorial Celebration of Life will be held at the Wofford Heights Elks Lodge at 11:00am on Thursday, August 30, 2012. Sharon always lived by the Golden Rule: Treat others the way you would like to be treated. Do a loving act of kindness, make someone laugh, send a card, give a hug, or say "I love you" to a special friend in her memory. The family is deeply grateful for the outpouring of love, prayers, and support in many heart-felt forms from too many people to name individually, including: Dr. Nguyen, Hospice, family, and friends.

Buck Rock celebrates Denise Alonzo US Forest Service The Buck Rock Foundation is hosting a Labor Day Weekend Celebration and Open House at Buck Rock Lookout in the Giant Sequoia National Monument. The event will take place on Sunday, September 2 from 10 a.m. to 3 p.m. at the base of the lookout. Local Wuksachi -Wukchumni elder Eddie Tupishna Sartuche will kick-off the event at 10:30 with a traditional Native American "Blessing of the Rock". A barbeque will be fired up with hotdogs, hot links, BBQ beef sandwiches, coleslaw, along with drinks and other goodies, available for a small donation. Booths featuring local history and wildlife, children's activities, and lookout memorabilia will be on display and a variety of local vendors will be onsite selling their crafts. Smokey Bear is scheduled to appear throughout the day while fire watchers will be on hand to explain the workings of this active and historic fire lookout. This special event is free; though the entrance fee will be charged at park entrance stations. Located in the Big Meadows area of the Hume Lake Ranger District at the cooler elevation of 8,500 feet, Buck Rock Lookout is a popular destination for people from all over the
world. Perched 300 feet above the ground on a granite dome, visitors have grand views of the High Sierra featuring the Great Western Divide, Kings Canyon and surrounding beauty. Eagles, falcons and other magnificent birds of prey are often spotted soaring the skies around the lookout. After many years of being shuttered, Buck Rock reopened in 2000, and this annual celebration marks that event. Stay on the Generals Highway to Big Meadows turn off (FS Road 14S11). Drive 3 miles to Horse Camp and turn left onto 13S04; follow the signs driving 2 ½ miles to the lookout. From Fresno: Take Highway 180 into Kings Canyon National Park. At the "Y" turn right onto the General's Highway and drive about 8 miles to the Big Meadow turn off (FS Road 14S11). Turn left and drive 3 miles to Horse Camp; turn left onto FS Road 13S04 and drive 2 ½ miles to the lookout. Parking is available, about 300 yards from the lookout. Special needs transportation will be available in the parking lot at Buck Rock.
At Isabella Lake, there are several campsites available on a first-come, first-served basis. Camp 9 Recreation Area, located off Sierra Way along the northeast shoreline of Isabella, offers several individual and group campsites for overnight and day use camping. Camp 9 has potable water in spigots, a dump station, and a fish cleaning station. Hanning Flat and Stine Cove are open for shoreline camping with no fees; these are dispersed campgrounds with no potable water. Lakeshore camping is permitted at Auxiliary Dam, Old Isabella Road and South Fork Recreation Area with the purchase of a Southern Sierra Pass. Visitors can obtain their pass at Golden State Surplus, Red's Kern Valley Marina, Riverside One Stop and both Sierra Gateway Markets. Cost is $10 per vehicle for overnight and day use or visitors can purchase a $50 annual pass. The California Land Management managed campsites can be reserved at www.recreation.gov or by calling 877-444-6777. These sites around Lake Isabella include Tillie Creek, Live Oak North and South, Boulder Gulch, Hungry Gulch, French Gulch, Pioneer Point, and Paradise Cove. Along the Upper Kern River are Headquarters, Camp 3, Hospital Flat, Goldledge, and Fairview. Limestone is a first-come, first served campground, and has no potable water. On the Lower River, Hobo Campground is first, come first served; while Sandy Flat can be reserved through the CLM Reservation system. Several "undeveloped" camping areas along the Upper Kern River are available free of charge. Campsites and campfire rings need to be back at least 25 feet from the river's edge; this maintains the ecology of this congressionally designated Wild and Scenic River's riparian corridor and protects water quality in the Kern River. Visitors need to keep the area free of litter and are encouraged to use existing sanitation facilities. On the Kern Plateau, Kennedy Meadows, Fish Creek, and Troy Meadow are open for the season. These campgrounds are $17 per night. No potable water is available at these campgrounds at this time. Please bring your own water or be prepared to treat water when visiting these campgrounds. On the west side of the Plateau, Horse Meadow Campground is open, but also has no potable water at this time. These campgrounds also operate on a firstcome, first-served basis. Kern River Courier The correct name for the Kernville Fish Hatchery is the Kern River Trout Planting Base, because it no longer hatches trout. However, renovations are in process to enable the Hatchery to once again raise Kern River Rainbow Trout to restore that trout to its natural habitat. Whatever you call it (most people around here still call it the Hatchery), it has been a focal point of the Kern Valley since it was built in 1928. It is run by the California Department of Fish and Game. Originally it was built by the Kern County Fish and Protective Game Association, but in 1929 the DF&G took over the operation. In the 1940s the Wildlife Conservation Board provided funds to expand the hatchery to the third largest in the state. In 1979 the DF&G changed the Kern River Hatchery to a Planting Base. At that time they decided to raise trout in a few central hatcheries in the state and then ship them to the planting bases.

In 1994 after further budget cuts the base was about to be closed completely. But happily it is still raising and planting trout for the enjoyment of the many anglers that come here to the Kern River Valley to fish. The hatchery grounds include a recently built natural history museum, which features displays of angling artifacts and local wildlife. Included is a display of two stuffed California brown bears perched atop rocks. Low water conditions in the Kern River, high air temperatures and reconstruction occurring at the Hatchery have made conditions not habitable for trout. Therefore, there will be no more stocking of trout this season. It is estimated that the activity on the Hatchery grounds will resume in late September or early October. The hatchery museum is open even though the rest of the hatchery is closed. It is open Saturday and Sunday from 10 a.m. to 4 p.m. The fish hatchery is located at 14400 Sierra Way, just opposite Camp Owen, and is free to visit. For more information, call 760-376-2846.

Breckenridge Campground is open in the Breckenridge Mountains, with one vault toilet and is free of charge. Trash receptacles are not provided at this campground. Visitors must "Pack-it-out!"

Getting the real estate loan
A personal story, part 2
This week I would like to touch on the best way to get a real estate loan, and what the lender will need to facilitate that for clients. I have talked before about how the lending enviFreeman ronment has changed in the past few years. I have noticed monumental changes in lending practices and underwriting guidelines with all of the loans that banks and mortgage brokers originate, FHA\VA\Conforming, everything has changed and is changing. More money down is needed, better credit is needed, and typically escrows are taking longer because banks are doing more investigation. However, interest rates are incredibly low! Rates right now for the week came up just a tad from our nation's all time low interest rate of around 3.5% for a fixed rate 30 year mortgage with 20% down. We are way below 4% right now and 15 year mortgage notes are absolutely incredible right now, under 3%! Rates change daily of course and there are many factors that go into what determines the rates, but with good credit and equity or a large
down those great rates are available on either a purchase or a refinance. So here are the basics you need to gather for a lender in order to do a mortgage loan: ■ 3 months checking and savings statements, all pages ■ 2 forms of ID to comply with the Patriot Act ■ Latest retirement account statements, all pages. ■ 2 years W-2's ■ 2 years tax returns. ■ 2 latest paycheck stubs There can be many other forms of documentation required as well depending on the loan and the individual buyer's circumstances. Finalized recorded divorce settlements, proof of residency, recorded well share agreements, well test documentation, DNA, Blood Samples, etc... Just kidding! Trust me though when you are doing a loan the banks really investigate these days, more than ever before because of new government regulations. Even-though it can be frustrating with the extra guidelines and more patience is required, for sure the payoff is a great loan at a great rate in one of the greatest buyer's markets this nation has ever seen.
