Santa Sightings Courier Extra Santa will be making appearances all around the Kern Valley this year.

You can see Santa at the Eagles Lodge in Mtn. Mesa on Sunday December 16 between 1 and 3 p.m. by registering at 760-379-3394.

He will be at Circle Park in Kernville between the hours of 5 and 9 p.m. on Saturday December 15 and Saturday December 22.

He plans to be at the "Bright Lights & Santa" event on Scovern Street in Lake Isabella on December 15, 21 and 22 between 5 and 8 p.m.

On Christmas Eve December 24 Santa will be handing out presents to children at the annual Valley Thrift Christmas party 9 a.m. to 2 p.m.

The spirit of Christmas is about giving and there are plenty of opportunities to help meet those needs around the Valley by supporting our local organizations.

The United States Marine Corps KRV Toys for Tots 2012 campaign always needs new, unwrapped toys. All local donations are used locally. The goal is to enhance the Christmas experience of the children of

the KRV, not to take away from any other toy giveaway. The quest is to bring the community together to bring hope, joy, and love to children.

Gary Charlon State Farm is collecting gently used or new coats and sweaters for those in need for the KRV. There

is a drop off box at the Lake Isabella State Farm office at 6047 Lake Isabella Blvd.

Optimal Hospice has an annual holiday food drive. Each year they identify families under their care who can use a little extra support to provide holiday meals for their loved ones. Food bags are donated at the

holidays and Optimal needs your help. From now until the end of the year, they are accepting donations of non-perishable food items, and grocery store gift cards.

Chamber samples size of meth problem Michael Batelaan Courier Extra Ray Pruitt, Kern County Sheriff Public Information Officer and Prevention Services Coordinator and Adrienne Buckle from Kern County Mental Health, educators for the Kern Stop Meth Now Task Force, gave a short training to local businesses at the December general meeting. The mission of the Task Force is to create a road map to reduce and prevent methamphetamine use and its impact in Kern County.

77% of current adult illicit drug users work and an estimated 6.5% of full-time and 8.6% of part-time workers are current illicit drug users.

They are working at 67% of their ability and have 300% higher medical costs and benefits use.

About one in ten workers has a drinking problem and about one in 20

Pruitt a n d Buckle explained the signs and symptoms to look for in the use of alcohol, marijuana, heroin, cocaine and methamphetamine including such symptoms as slowed motor skills, teeth grinding, sweating, sores, hallucinations, paranoia and violent behavior.

A drug free workplace has many benefits, Pruitt and Buckle explained, including making work environment healthy and safe, protecting other workers, the general nature

public and the user from accidents and injuries that drug users may cause, and creating cost savings.

Substance abusing workers are 306 times more likely to be involved in a workplace accident and five times more likely to file a worker's comp claim.

Everyone in attendance agreed that the Task Force should return at another meeting to give their training on setting up a drug-free workplace program.

Who determines releases from lake? Can you provide us with a release schedule so we know how much flow to expect on the river??

We cannot predict with certainty the downstream irrigation demands, weather, rainfall, river flows, or the rate of snowmelt, so a guaranteed release schedule is impossible to provide. The Corps is maintaining the restricted pool for dam safety purposes, and we have been doing this since 2007. This interim pool restriction will not change until the project is completed. Outside of the dam safety operation restrictions, the Watermaster determines releases from the lake, based on the needs of the users downstream. Rain and snowmelt will determine the releases needed to maintain the restricted pool.

Living in Delano Rod Middleworth Kern River Courier Columnist For the past 20 years I've lived in Wofford Heights, one in a series of small unincorporated townships around Lake Isabella. It's been easy and rewarding. But I was Middleworth ready for this kind of atmosphere long before I arrived here because in my corporate life I spent many years as telephone manager of several small towns (Delano, Wasco, Shafter, Earlimart).

Yesterday I was ruminating about what it was like when I lived there in the 60's and 70's.

Here are some of the things I did, was a part of, or party to, over those years. In my office I got a call one day from the fire chief that my house was on fire, but not to worry they were putting it out. It was a minor blaze but where else would you get a call from the fire chief about your house on fire! At lunch one day I was walking back from the local taco stand and someone grabbed my arm (the judge of the municipal court). He said that he needed an extra juror and I was it! As I was hustled into the Jury room I asked the court reporter to call my office and tell them where I was (they didn't believe her!)

One day I was playing golf with the Delano City Manager. It was very hot so we decided to wade into one of the water hazards and see how many golf balls we could collect in 5 minutes. We snagged 18 and gave them to the golf shop. Unfortunately (for us) the editor of the local paper saw us and wrote a story about our hazard dip. At our Rotary club meeting the next week we each got fined 20 bucks for conduct unbecoming a city official and telephone manager. We paid!

One afternoon I accompanied our cashier, to the bank. We rode there on a motorcycle, thru the bank doors and up to one of the teller's cages. It was costume day for Delano's Harvest Holiday celebration and we were dressed as the Hells Angels complete with vests, gang helmets, boots and dark glasses. I sat there revving the engine while my cashier made the Telephone Co. deposit. She finished, got back on our Honda and we roared out of the bank. I got a call from my corporate headquarters not to do that again.

How they found out I don't know!

Here's one last item. I learned to cook Chicken Cacciatore for 200 members at a Delano Chamber of Commerce dinner.

My wife has since asked me several times to cook Cacciatore for us at home, but all I know is how to cook it for 200 people, and I think that's way too much food for two people no matter how hungry they are!

The Salvation Army's, "Stuff A Truck", Christmas food drive kicked off in September and is collecting food because during the Christmas season many families do not have enough food, especially during the week between Christmas and New Years Day. They are collecting food to feed at least one hundred families with up to four individuals per family, during this lean week. If you missed the truck, food donations may be taken to WEB Recycling Monday through Saturday between 9 a.m. and 3 p.m. All donations are tax deductable and will be distributed to needy families here in our valley. Matthew 1:21 That Jesus is Duitsman the Savior of the world is without dispute. It has and always will be argued, but the truth of His being the Savior come from heaven for all humanity (past, present, and future) has nothing to with human assent, and everything to do with Divine proclamation.

Whether you or I or anyone else from any time receives His salvation would not influence the angelic declaration of the Father's heart contained in the above verse: ". . . He will save His people . . . " No doubt such fact cuts deeply across our human pride and desperate need to be counted as important in salvation's process, but as the universal laws exist just the same with or without our agreement, so too the eternal principles set deeply within the very being of the Eternal God continue true in spite of human consent.

All of the above being so and

being said, the Father is always looking for partnering hearts in whom and through whom He can work. This pronouncement to Joseph regarding the spiritual reality of the circumstance surrounding the and his soon-to-be bride Mary was assuredly a proclamation of an eternal truth, but it was also a grand invitation to personally embrace this truth and partner with the Father in sending His Savior into the world.

We often hear the Father's heart as though a command or edict has come forth that must be followed or else, when in reality He actually is inviting us to embrace truth that will be both personally transforming, and powerful in the living out what is truth for all to see and experience.

It can be no other way, for in bringing salvation to humanity one heart at a time, the Spirit of God will never violate the freedom of choice given to us as the highest of His creation. Coercion, trickery, guilt, force of will as the stronger upon the weaker - there will be none who find entrance into heaven who have been so manipulated, and the Lover of our souls has given His pledge as such.

In giving Joseph instruction as to the Savior's name and the reason for this name to be given, Joseph was being invited to participate in the fulfillment of a plan that had been wrought before the world ever existed . . . yet Joseph still had a choice as certainly as you and I have choice in embracing the promise of God as our own today.

Proposed Hunter Education Instructor Incentive Program

DFG seeks public comment Department of Fish and Game Courier Special The Department of Fish and Game is proposing new regulations to support an increase in the number of hunter education instructors in the state. Currently, there are not enough instructors to keep up with the public's demand for mandatory hunter education classes. The regulations would create an incentive program to help recruit new instructors and to retain current ones.

The proposed regulations establish specific criteria to participate in the hunter education instructor incentive program.

The proposal rewards long-term

service as a hunter educator.

The proposed regulations are available for comment from Dec. 10, until Dec. 26 and regulations are available on the DFG website at www.dfg.ca.gov/HunterEd/Instructor_I ncentive and all comments must be received by DFG no later than 5 p.m. on Dec. 26. Short, subtle and satisfying

By Sam Struckhoff PICKS OF THE WEEK "Looper" (R) -- Joe (Joseph Gordon-Levitt) has a good job as one of the hit men who hang out in the year 2044, waiting for the future-mob to send victims back in time for execution. It all changes the day his future-self (Bruce Willis) is sent back. Young Joe hesitates on the trigger, and old Joe escapes. Now the young Joe has to murder himself from 30 years in the future, or be murdered as a young man by his angry boss.

This is an action thriller with enough sense to keep things moving at a brisk and tense pace.

Although super-nerds may be let down by the lack of meticulous exposition about time travel, "Looper" keeps the rest of us reeled in and skillfully plays on the deeper themes in the story.

"Something Better Somewhere Else" (R) -- This collection of four short films shows just how much storytelling can be done in a small amount of time with relatively little said aloud. The four shorts have a similar theme of "things about to change." One follows a man leaving a job he hates, and the subtle developments that turn up during a farewell round of drinks. Each one has great strength in the details. The stories

"The Well Digger's Daughter" (NR) -- This remake of a French melodrama has the look and feel of a dear family antique -- pretty, old-fashioned and a bit stuffy. The titular daughter, Patricia (Astrid Berges-Frisbey, looking like an idyllic painting come to life), is gorgeous and cultured, despite her working-class background. She apparently does a lot of strolling through fields of flowers near dusty country roads.

Bodfish Bob’s Raspberry Divinity Bodfish Bob’s Three Minute Fudge 2/3 cup evaporated milk 1-2/3 cups sugar 1/2 teaspoon salt 2 cups miniature marshmallows 1-1/2 cups semi-sweet chocolate chips 1 teaspoon vanilla 1/2 cup chopped nuts Mix milk, sugar and salt in a saucepan. Heat to boiling over low heat. Boil and stir for 3 minutes.

Remove from heat. Add chocolate chips and marshmallows. Stir until both are melted. Pour into a buttered square pan 9x9x2". Chill until firm. Cut into squares.

Bodfish Bob’s Divinity Fudge 1/2 c. white corn syrup or honey

3 c. sugar 3 oz. pkg. raspberry gelatin 1/2 c. flaked coconut 2 egg whites, stiffly beaten 3/4 c. light corn syrup 1 c. chopped nuts 3/4 c. water Combine sugar, corn syrup, and water. Bring to a boil, stirring constantly. Reduce heat and cook to hard ball stage. Combine beaten egg whites and gelatin - beat until mixture forms stiff peaks. Pour hot syrup slowly into egg whites, beating until candy loses gloss and holds shape. Fold in coconut and nuts (optional). Pour into greased 9 inch square pan. Top with rows of chopped nuts and coconut.

Health Insurance Matters

Premiums on the rise Harry P. Thal Kern River Courier Columnist I received a voice mail from a client in Newport Beach. The essence of the message is that he is disturbed that his health insurance premiums are going up. He expected it to go down because he Thal was turning 75.

Why would anybody think their costs would go down, when the risk of a heart attack, stroke, cancer, or most other dreaded possibilities increase with age. I understood his thinking, as for people on Medicare with a Medicare supplement, California law allows a person to change plans without medical questions each year for 30 days following a birthday.

The larger issue, which affects all people, is that the cost of health insurance is on the rise. The President's "Affordable Health Act" has, and will continue to drive costs up. I do believe it will ultimately stabilize costs to some extent, but this will be off in the future, probably 5 years or more.

I don't believe there will ever be a major reduction in costs, until there is less need to utilize the system. As

Americans continue to have greater incidents of obesity, continue to smoke and drink in excess, and all the other societal no-no's, I don't see that day coming soon.

In my e-mail response to Mr. Newport Beach, I said to him, "If you would like to see the cost of insurance decrease, tell your doctor to hire cheaper, less qualified help. Tell him to sell off his high tech equipment and move to a lower rent area of town.

Tell your radiologist you are willing to drive to Santa Ana for an x-ray, and therefore the convenience of high tech equipment isn't needed in your community.

Insurance is a financial vehicle and is designed to reflect and keep pace with the rising costs of technology.

Oh, and while you are at it, tell your representatives in Washington and Sacramento, that you don't need preventative health care, which is now required on health plans, with no additional deductible or co-pay.

Personally, I don't mind paying more for my insurance, so I can remain healthy.
