It was reported on several different web sites last week that Southern California Edison has signed 21 contracts with solar and wind companies for power to be provided to them – but the interesting part is that one of them is for another solar plant apparently being planned for Weldon. The new plant, which is scheduled to be online by September 2013, appears to be different from the one already in the works for Weldon. The new one is a 20-megawatt plant called the “Nicolis, LLC” project, planned by Foresight Renewables with headquarters in San Francisco. Requests for information from Foresight Renewables went unanswered by press time. The plant is the same kind (photovoltaic panels) as a bigger one being planned for Weldon by Renewable Resources Group of Los Angeles. The site for RRG’s proposed plant would be close to homes in Weldon and would be on both sides of Highway 178 adjacent to and behind the Weldon Methodist Church. The other contracts signed with Southern California Edison recently were for installations located in Lancaster, Victorville, Blythe, North Palm Springs, Lucerne Valley, Rosamond and Mojave. The contracts would provide nearly 259 megawatts, enough for more than 168,000 average homes. SCE says that the contracts are a result of their 2010 Renewables Standard Contracts Request for Offers, a voluntary renewable procurement program for small projects that SCE has held for several years. The funds raised were to purchase toys for our community. The breakfast was Nathan Eddy’s idea, and he was helped by a crew of volunteers. The Marine Corps’ Toys for Tots program is being assisted by the local Salvation Army, headed by Pastor Bill Blanton.

The 11th annual Christmas Parade of Giving takes place in Kernville on Saturday, Dec. 11 at 4 p.m. The parade will start at Circle Park, which has been transformed once again into Santa’s Village with thousands of lights and hundreds of holiday decorations. We’re very thankful there was no rain and no snow and hardly any wind at the Lake Isabella Christmas Parade last Saturday. The sun even came out of hiding and it warmed up! We had 65 entries this year. Only three could not make it due to weather and one car would not start. The opening song to kick off the parade was performed by Anna Duvall from Wofford Heights. Those honored as Grand Marshals were very overwhelmed

as they received the recognition they deserved. Just wish we had more time to honor them. Those honored were Smokey Bear and friends: District Ranger Rick Larson of Kern River Ranger District, Sequoia National Forest; Deputy Chief Heidi Dinkler of the Kern County Fire Department; Fire Management Officer Dave Brinsfield of the Bakersfield Bureau of Land Management; and many firefighters. Roads closed for season Kern River Courier
If you plan on traveling into the higher elevations on the outskirts of the Kern River Valley, you need to read this press release from the Forest Service. Forest Service officials will implement seasonal road closures for high elevation areas of the Kern River Ranger District due to recent storm activity. Gates will be closed and locked on several roads for public safety and resource protection. Although most roads will remain closed for the duration of the winter season, depending on weather conditions and road surfaces, forest officials may reopen some of these roads at a later date. As a reminder, forest visitors should be pre-
pared for winter conditions. Watch out for icy road conditions in and around the Kern River Valley and the Sequoia National Forest. Keep your vehicle stocked with simple emergency equipment. At a minimum, carry tire chains, warm clothes, blankets, water, snacks, candle with matches and a flashlight. Keep informed of weather reports. Forest visitors are advised to contact Forest Service offices in Lake Isabella (760-379-5636) or Kernville (760-376-3781) for the latest information on road conditions. If you have issues or concerns regarding the seasonal road closures, please call Cheryl Bauer, Recreation Manager, at (760) 376-3781, extension 630.

Things I Have Noticed...

This weekend my daughter, Esther, her daughter Sarah, and daughter-in-law Nicole, were here for a girls getaway. Their children were left in Bakersfield under care of husbands who were overjoyed with the prospect of handling three kid- Middleworth dies (my greatgrandchildren), all under 5 years ... alone. The gals came up here to veg out and shop in the valley at our vast array of emporiums, but mostly to sleep late, eat Mom’s cooking and visit. Late breakfasts, pajamas, games ‘til midnight, selected DVD movies and good food were all compressed into two days. It rained, but no one cared. They just had fun without the kids around. Of course, there were several calls back and forth to answer husband questions and to say hello or whatever to the youngsters who missed their mommies. This reminded me of the early days when our three children were very young and the many times we drove in and around California visiting, camping, going to boat races, and taking Sunday drives to anywhere. Lots of time was spent in the car,
which included fights to see which one of the three was forced to sit in the middle. We played all kinds of games to keep them occupied, but it was rarely enough to defray the boredom that little kids face on drives of any length. When they were old enough we played the alphabet game, where we looked for signs with alphabet letters starting from A and going to Z. (First one through the alphabet was the winner). At first we let them win and later they would beat the pants off us. We were always asked, "Are we there yet?" And we'd say "Soon!" We always had fun, but there were a few special times when someone watched our kids for a weekend while we would get away to a hotel or motel in some special hideaway. We loved the solitude and the absence of responsibility, but deep inside was the knowledge that we would be home with the kids soon and how much we loved and missed them. And that was the way it was with the recent girls getaway. It was fun, but what did they talk about more than occasionally? Right – the kids! Today the gals left, anxious to get home to their families, and to be with the kids. Things don't change when there is love. Wofford Heights resident Rod Middleworth, a retired security manager for Pacific Bell, is an instructor for the local AARP Driver Safety Program.

‘Inception’ comes to DVD

PICKS OF THE WEEK "Inception" (PG-13) -- Director Christopher Nolan ("Memento," "The Dark Knight") has crafted one of the most original and talked about films of year -- if not the decade. Leonardo DiCaprio stars as Dom Cobb, an industrial spy who can enter the dreams of his clients' competitors and steal their ideas. A Japanese magnate named Saito (Ken Watanabe) hires Cobb to do something different: Instead of extracting ideas, he wants Cobb to implant an idea into the subconscious of a rival businessman (Cillian Murphy) -- a process called "inception." With the aid of his partner (Joseph Gordon-Levitt), an architecture Leonardo DiCaprio student (Ellen Page), a chemist (Dileep Rao) and a forger (Tom Hardy), Cobb enters a series of dreams and dreams-withindreams to pull off the caper. A series of spectacular special-effects sequences will simply take your breath away. "Inception" is one of those rare science-fiction films like "2001" -- one that is not only visually compelling, but smartly written and intellectually stimulating. "Despicable Me" (PG) -- The best animated film of the year is, hands-down, "Toy Story 3," but coming in a very close second is "Despicable Me," a rollicking slapstick comedy starring the voices of Steve Carell, Jason Segel, Russell Brand and Julie Andrews. Gru (Carell) is the world's greatest supervillain -- until a young upstart named Vector (Segal) steals the Great Pyramid of Giza, dropping Gru to No. 2 on the list. To regain the top spot, Gru must steal Vector's shrink ray so that he can shrink the moon. To do that,

Ferrell plays a clueless police accountant with a hot wife (Eva Mendes) whose beauty he is totally oblivious to. Wahlberg is a super-cop wannabe who is banished to desk duty after accidentally shooting a member of the New York Yankees. After the city's famous duo of super cops (Samuel L. Jackson & Dwayne "The Rock" Johnson) die in the line of duty, Ferrell and Wahlberg use the opportunity to take on a case involving a billionaire Wall Street crook (Steve Coogan). The gags in this film come at you so fast and furious, you'll be out of breath from laughing. "The Other Guys" is definitely worth a watch. I am not sure what this means for "Outsourced," but I don't really care. Make Medicare decisions now Harry P. Thal Kern River Courier Columnist
There is only a little less than a month left for people on Medicare to make their decisions for 2011. The annual enrollment period for Medicare Advantage and the Part D prescription program will soon come to a close. Once the ball drops in Times Square in New York (of course tape delayed for our time zone) Harry Thal what you have is what you have for the next twelve months. This is called "Lock-In", and there are only very specific circumstances which will allow changes. Many people tend to wait until the last minute. Just think of the lines on April 15 at the Post Office with last minute tax filers. With the Medicare program, it really isn't over when the envelope hits the mail. The law requires the application be at the insurance company on Dec. 31, not in a mailbox. Furthermore, the benefits are effective Jan. 1. Obviously, you will not have your ID cards the following day. The key to dealing with the Medicare program is to act sooner, rather than later. People with applications processed by Dec. 7 have a good change of actually having their
2011 ID cards by January 1. I have noticed that many people just assume that the plan they are on will be the same in the new year, and therefore choose to do nothing. While the plan may have the same name, there is a very strong chance that there have been changes other than the monthly premium. I researched a woman's AARP Preferred Part D (prescription plan) the other day. She takes three medications. None of her medications will be on the plan formulary in 2011. She would basically be paying for insurance with no financial benefit. I recommended changing to a plan thatt covered all of her medication. Each year, by law, the insurance companies are required to produce and distribute an "Annual Notice of Change" and distribute it to each current policy holder. While voluminous, this is a document well worth the time to read. If you are in a Medicare HMO or Medicare PPO it will outline your benefits for the next year. It also contains the plan's formulary. This is the list of covered medication. Just having your drug listed doesn't necessarily mean it will be covered. Harry P. Thal, MA, is a licensed insurance broker. Bodfish Bob’s Rum Balls 6 oz. Semisweet chocolate bits 3 Tbsp. Light corn syrup ½ cup rum, brandy or bourbon 2 cups vanilla wafers (finely ground) 1 cup powdered sugar (sifted) 1 cup nuts (any kind, chopped fine)
Melt chocolate bits over simmering water or in microwave. After chocolate has melted, remove from heat and blend in corn syrup and liquor. Stir in cookie crumbs, powdered sugar and nuts. Mix until well blended. If too dry to roll –add more liquor. If to moist to roll- add more nuts or cookies. Let stand in a covered container for 15 minutes or more. If still too dry to form into balls – add liquor. If too moist to form into balls - add nuts or cookie crumbs. Put powdered sugar on cookie sheet or counter so that youcan powder your hands (with powdered sugar, as you roll the mixture into ¾” balls (or into desired size). Store in a tightly sealed container. Store, covered, for at least a couple of weeks. (You can roll cookies into

Wash and peel potatoes; slice thin about ¼ to ½ inch rounds. In medium pot, add potatoes, water, butter, sugar, cinnamon and nutmeg. Stir. Cook uncovered until potatoes start to boil. Reduce heat; cover and continue cooking over low heat until done. Potatoes should be fork tender.

It was early 1939 and my father the scrap dealer thought it might be good for publicity. So he bought a Japanese battleship. The old tub wound up in our scrapyard in Alexandria, La. The onceproud warship was more or less reassemCalifornia Joe bled there. Parts of it were missing, but no one knew which ones. Meanwhile, my Uncle Willie was customarily sitting in his old office chair in the furniture store near the front door. Uncle Willie was a small, rotund, half bald fellow in his 50s who loved to sit in his rocking chair on his front porch every Sunday morning and read the Sunday comics. He really wasn’t cut out to be an owner of anything, especially anything to do with war or fighting. He would sell folks an old table or a chair with the pillow missing and wait for them to leave so he could get back to his daily newspaper or old magazine. And now suddenly he had a battleship on his hands! He had a son named Marvin and a daughter named Shirley and a wife named Jeanette. I went over to their little house on 13th Street all the time to play with Marvin, and Uncle Willie would always give me cookies and a big hug. One Sunday morning I was
over there when my father pulled up in his new red Buick convertible. He was coming over to show Uncle Willie his new car. We were sitting on the front porch, me and Marvin. My dad got out of the car and came over to the bottom step and said, ”Hey, William, I want to show you my new car. Just got it yesterday.” Uncle Willie looked up briefly from his Sunday newspaper. ”I can see it pretty good from right here,” he said. And he went back to reading his Sunday paper. Well, this was probably the first red convertible Alexandria had ever seen, and my father Jack wasn’t going to have his morning spoiled by this wimp of a furniture store manager in his rocking chair. Just then my aunt Jeanette came out on the front porch and wanted to know whose new car that was. “It’s mine,” said Dad proudly. He opened up the car door and said, ”Get in, and you can drive,” and off they went down the street. My cousin Marvin stopped picking his nose long enough to say, ”Hey, that’s a neat looking red buggy.”And even Uncle Willie looked up briefly again from his Sunday newspaper. He quit the next day. Turned out he had an offer of a better job with a leading department store. He would be in charge of the furniture section. And he wouldn’t have to show folks half of a beatup used Japanese battleship! California Joe is the storyteller persona of Stevenson Phillips, an actor and singer living in Kernville.
