Michael Batelaan Courier Release The Kern County Sheriff's Office is excited to announce its participation in the Secure the Call 911 cell phone drive.

Secure the Call is a nonprofit organization that collects and prepares used cell phones to distribute free to citizens who need a cell phone for the purpose of calling 911 in the event of an emergency.

Secure the Call is a coalition of over 300 partners including police and sheriff departments, battered women's shelters, domestic violence organizations, senior citizens groups, school crossing guards, school bus drivers, and other groups that demonstrate a need for emergency only 911 cell phones.

Secure the Call never charges its partners for the cell phones it provides and counts on citizens to supply the used cell phones needed to make the program a success.

The Sheriff's Office is hosting a collection site for used, unwanted cell phones to be donated to Secure the Call for distribution.

Once phones are donated the Sheriff's office will ship the phones to Secure the Call. Secure the Call collects the phones, cleans them, electronically removes all the information in the phone, resets them for 911 use only, and then distributes them through partnerships throughout the country.

Citizens interested in donating used, unwanted cell phones can donate them at the Sheriff's Office collection site at the Kern County Sheriff Headquarters facility, 1350 Norris Road, Bakersfield.

The collection site is in the lobby of Building A.

Water releases improve sediment build-up So. California Edison Courier Extra The release of naturally occurring sediment behind Democrat Dam has begun to help the flow of sediment from the reservoir downstream into the lower Kern River.

The project is aimed at managing naturally occurring sand and sediment at Southern California Edison's Kern River No. 1 diversion dam, which is located about 25 miles northeast

of Bakersfield. The Democrat Dam diverts river water into the Kern River No. 1 water conduit that transports water to SCE's Kern River No. 1 hydroelectric generation plant.

The project is ongoing, with a goal of conducting a full pond drain once a year when river conditions are appropriate. During the full pond drain, sediment laden water will be visible in the lower river for several days during the week of February 4.

Moving the sediment through the reservoir helps restore the natural conditions by allowing the sand and gravel to bypass the dam, and settle along the banks of the river where it will replenish beaches and sand bars. Moving the sediment also increases storage capacity in Democrat Pond, which improves control of water flow to the power plant Since 2002, SCE has met annually with state and federal agencies and downstream water users

to review sediment conditions and forecasted flows in the Kern River to determine if a full pond drain is necessary. SCE has implemented three previous pond drains in 2007, 2009 and 2012.

SCE owns and manages three hydroelectric projects on the Kern River: Kern River No. 3, Borel and Kern River No. 1 hydroelectric projects.

Built in 1907, the Kern River No. 1 power plant has four generating units capable of generating 25 megawatts.

The $1.7 million project will include construction of sidewalk and crosswalk improvements in Kernville and a walking path through Riverside Park that will also make the park more handicapped accessible.

Mark Evans, P.E. the Design Division Manager for Kern County Roads, was careful to point out what the County would and would not be doing in each area as the group walked with him from Circle Park and across the street to Riverside Park, allowing as many questions as the group wanted to ask.

Annual Polar Plunge fundraiser February 1 Kern Valley Aquatics Program will host its annual polar plunge fundraiser at the South Fork Middle School pool on Friday, Feb. 1 at 4 p.m. Take Highway 178 to Weldon, turn right on Kelso Valley Road. Continue for about 2 miles. South Fork Middle School is on the right at 5225 Kelso Valley Road. The pool is located behind the community center, right of the gym. Habitat restoration workdays February 2 Join Audubon Kern River Preserve staff and volunteers for Habitat Restoration workday on Saturday, Feb. 2 to install irrigation system and site preparation. Under the lake without a paddle

An overdue ‘thank you’ With all the hustle during our holiday season, some of the important things often slip into the background. I’d like to correct one such slip now.

I am on the board of a local 501(c)(3) organization called REVA, Inc. (Responsible, Ethical Volunteers for Animals) and this is about our latest Christmas Parade. This year we had a wonderful float and were fortunate to win the first place blue ribbon for our category. However, we didn’t do it all on our own, and this is where the "”thank you” needs to be extended.

We worked in partnership with the Cerro Coso student body organization, but their participation was somehow overlooked when credit was handed out.

It was the students who did most of the decorations and who generously gave out children’s books to parade route children to encourage literacy. The Cerro Coso student body has also helped REVA, Inc. with fundraising events and plans to continue their relationship with us as we move forward to get our mobile spay/neuter clinic up and running by the end of 2013. Currently, they are helping us with the sale of our 2013 Scenic Animal Calendars, and will also be participating with us again during Whiskey Flat weekend. We are very fortunate to have this educational resource in our community.

Library book discussion group The Kern River Valley Branch Library in Lake Isabella is hosting “Mysterious California,” a new book discussion group that will meet for four sessions on the first Monday of each month beginning Feb. 4, at 6 p.m. at the Lake Isabella branch.

This film and discussion program is being conducted in conjunction with the California Center for the Book, which is supported by the U.S. Institute of Museum and Library Services under the provisions of the Library Services and Technology Act, administered in California by the State Librarian.

A 40-minute documentary will be presented at the first session, featuring intimate interviews with the authors of four crime novels set within our state: “The Art of Detection” by Laurie R. King, “Southland” by Nina Revoyr, “Shell Games”

The program was developed as a way to care for the frail elderly and persons with a memory loss who shouldn’t be left unattended or who enjoy stimulating activities. ADAKC offers a meaningful and safe situation outside of the home for participants and needed relief time for their care givers. The program includes limited physical exercise, fellowship, community involvement, arts and crafts, music, reminiscing, guest entertainers, support services and meals. Jack Duitsman, Pastor Father’s Heart Foursquare Church, Kernville I turned around to see . . . And when I turned I saw . . . Revelation 1:12 Of all the canonized books contained within the Scriptures, it Duitsman would be safe to say that the book of Revelation has been the most misunderstood, misinterpreted, and miscommunicated.

This book is synonymous with an end of time instruction manual of sorts, and is treated like some ancient cipher containing code needing to be cracked in order to reveal all ancient mysteries regarding things that will herald the end of the world. Talk about a heavy burden to bear, and it becomes clear why certain parts of the Church of Jesus Christ steer clear of this book altogether, while other parts of the Church can concentrate on little else. Too bad, for contained in this book are glimpses of what is to come as seen through the prophetic awakening of John the beloved as he resided in exile on the tiny Mediterranean island of Patmos.

John’s writings are not intended to contain all that will take place if only they could be understood properly, but rather contain glimpses into the

days ahead of when John penned the words.

Remember, Revelation is not a complete look of all things apocalyptical, but rather is the revealing of the Lord’s heart to one who is seeking Him. As those who have been given a spirit of wisdom and revelation in the knowledge of Him (Ephesians 1:17), we too can expect that as we seek the Father’s heart, He will reveal to us according to our seeking.

In John’s case, the accompanying Revelation comprised the 66th book of the Scriptures, whereas in our case such an occurrence will never take place. What will take place, however, is an increased awakening of the Holy Spirit’s heart that will shape who we are even as it lines up with Scriptural teaching.

The essential element in this look at the book of Revelation was the seeking heart of the Apostle John. Simply spending time in the Lord’s presence, and offering a heart that longed to know more of the One who had become everything to him.

Oh my, but is this not an invitation from the Father God to each of us His children to do the same, to spend time in His presence longing for yet another glimpse of His glory and grace?

When all is said and done, the book of Revelation will be found to be completely in line with the unfolding of the end of the age, but again, for our encouragement, let us embrace the same heart as John possessed that brought about this fantastic vision of what will yet come.

CDFW offers one-day

turkey hunting clinic The California Department of Fish and Wildlife’s Advanced Hunter Education Program is now registering participants for a turkey hunting clinic to be held Saturday, Feb. 23 in Kern County.

The clinic is co-sponsored by the Hunter Education Instructor Association of Southern California and Tejon Ranch, and is geared to hunters of all skill levels who want to learn to hunt wild turkey successfully.

Experienced instructor Alex Van will lead the clinic, which will cover such topics as decoy placement, blind design, ballistics, calling, equipment, game care and cleaning, cooking tips and safety.

The clinic runs from 9 a.m. to 5 p.m. and the cost is $45 for adults. Hunters 16 years and younger are free but must be accompanied by a parent or guardian. CDFW’s Advanced Hunter Education Program will provide all necessary class equipment. Space is limited, so early registration is recom-

By Sam Struckhoff PICKS OF THE WEEK “The Perks of Being a Wallflower” (PG-13) — Charlie (Logan Lerman) is a lonely 10thgrader just hoping to make it through the school year. He has no close friends, and no hopes of finding any joy in his teen years.

Charlie’s perspective changes after he gets swooped up by two seniors (Emma Watson and Ezra Miller) who show him that life is bigger than our insecurities.

The film is based on a novel by Stephen Chbosky, who adapted it for the screen — and directed it himself. And it totally works. The movie is funny, heartfelt and sensitive.

Anybody who has been or still is a teenager can find something in this story that speaks to them.

“The Sessions” (R) — Mark (John Hawkes) is a writer who can’t write. Since he caught polio as a child, he’s spent most of his time in an iron lung (a giant tube that helps him breath), and the rest of his time on his back, hardly able to move.

He’s also 34 and a virgin. After talking it over with his caregiver and his priest (William H. Macy), Mark gets the blessing to see a sex therapist (Helen Hunt), a licensed professional

who can walk him through his first few times. It’s a heartwarming, grownup movie about sex. The experience is funny, relatively Ezra Miller, easygoing and Emma Watson in rather uplifting.

“The Perks of Being a “Bully” (PG-13) Wallflower” — This documentary explores what bullying does and has done to the youth of America. Immediately, the stakes are set high. Documen-tarian Lee Hirsch finds two families who have lost children to suicide after being bullied. The movie also follows Alex, a boy who is bullied every day because of the way he looks. The filmmaker goes up close with kids, parents and administrators to see how bullying is handled.

The message at the core of the movie is that not enough is being done. Rather than explore the causes of bully behavior, the film focuses on how school officials, legislators and communities have shrug-ged off the effects of bullying, while children still endure senseless cruelty every day. © 2013 King Features Synd., Inc.

Bodfish Bob’s Bacon Burger Cheese Dog 2 lbs. ground beef 1/2 lb. thin sliced bacon 4 ounces cheddar cheese (cut into sticks 3 inches long) 1 tsp Cajun seasoning Mix ground and Cajun seasoning.

Shape into eight square patties. Place one stick of cheese in center of each patty,sealing well. Wrap bacon around each ,using a toothpick to hold each end of bacon. You should have eight

1 lb. ground beef (80 percent lean) salt, freshly ground black pepper to taste 2 slices Cheddar cheese 2 extra-long hot dog buns 4 tsp mayonnaise 2 T ketchup 1 T mustard Place half the ground beef on a sheet of plastic wrap. Pat it into a rectangular shape, about 1/2 inch thick and 8 1/2 inches long and 4 inches wide. Season with salt and pepper. Roll the beef into a log, using plastic wrap as a guide. Season with more salt and pepper.

Wrap the plastic tightly around the log and twist both ends tight. Pat gently to slightly flatten.

Repeat with remaining ground beef.

Preheat an outdoor grill for mediumhigh heat and lightly oil the grate.

Remove the burger dogs from the plastic wrap and place on the grill, perpendicular to the grates. Cook until burgers are browned but still pink inside, from four to five minutes, flip, and cook another two to three minutes. Place a slice of cheese on each burger dog and grill to medium doneness Remove and rest three to four minutes.

Toast hot dog buns on the grill and spread each with two teaspoons mayonnaise. Place burger dog on each bun and squirt one tablespoon of ketchup, and mustard on top.

Should we buy a house?

Harry P. Thal Kern River Courier Columnist One mistake most of us have made is assuming just because we have insurance, the bill will be paid at the time of a claim.

This is not always the case.

As we are now Thal early in the new calendar year, when using a medical insurance plan, there is a good chance you will experience a larger bill than you had in December. The reason is, you must again satisfy your deductible. The lower your monthly premium, the higher your deductible probably is.

Most people now-a-days has a $3,500 or higher deductible.

Some plans do allow for office visits, with the deductible waived. In these cases, you will only have a copay. Spend these visits wisely, as many policies permit only two or three before you get nailed. If you are seeking a “well physical,” be sure you state this when you make your appointment, and don’t start complaining about anything that ails you.

Otherwise, your visit becomes “diagnostic” in nature, and may not be covered as a well annual check-up.

A colleague of mine reports that he has a client who was in the hospital for five nights and then went into a Skilled Nursing Facility for rehabilitation. She was initially treated in the Emergency Room as she fell and was in much pain.

She was then kept in the hospital for “observation” before being sent to the nursing facility. The problem was, she was never “admitted” to the hospital, but was there on an outpatient basis. She has Medicare, and I assume the bill was taken care of between Medicare and her supplement. But, then she went to the Nursing Facility. Medicare only covers a Skilled Nursing stay after a three-day hospitalization (really four days as discharge day does not count). However, as she was never formally admitted to the hospital, she did not qualify as having been hospitalized, and therefore, she had a $6,900 bill which will not be covered.

Another area of concern, particularly with people with a PPO and age 65 or under are the various specialists you may encounter within the hospital setting: the radiologist, the pathologist, the laboratory and even the emergency room physician may be working within a hospital that is on your insurance plan, but they themselves may not be covered by your plan. You may incur expense.

So, be sure that the people taking care of you are “participating providers” on your particular individual or employer sponsored plan.

Bottom line: Don’t assume. Ask questions.

Great time for 1st time buyers Matt Freeman Kern River Courier Columnist There is a certain type of buyer out there who can really benefit from the current trends in the real estate market that we have been seeing the last couple years.

It is a buyer’s Freeman market in general right now but a first time buyer has a lot of additional advantages.

Yes, the news can be bleak sometimes when it comes to mortgages and housing and we are in the middle of a pretty sharp economic downturn but that has produced this strong buyer’s market that we currently have. The economy is showing signs of improvement as well.

First time buyers have even more advantages. Whether married, single or even an investor - a first time buyer who is buying a residence as their primary home has many programs available hat the vast majority of buyers do not have.

For example, first time buyers have access to FHA loans, which have relaxed credit guidelines and

require only a 3.5 percent down payment.

Another great program available for first time buyers is mortgage financing through the USDA Rural Housing Program. They require no down payment at all. All a buyer has to pay is closing costs.

That is a great program. It is one of the only zero down programs out there still and it is only available in rural areas, which, of course, the Kern River Valley just happens to be.

Another great program is a Veterans Association loan, also with no money down required.

There are many flexible programs out there for first time buyers, and with the price of houses, the amount of houses on the market and the opportunity to buy a place at market lows or close to it is hard to pass up.

Interest rates are also at near all time lows for mortgages. If you are renting now and think you can’t buy, think again. Give it a try. Your mortgage might be less than your rent!

Dear Janelle, In most cases like this it doesn’t make sense to buy a house, especially if the real estate market in your area is lethargic. Some markets have bounced back and are doing very well, while some are worse than slow. It all depends on where you’re moving.

Here’s the big question: Can you get the place sold quickly the next time you have to move? Another thing to consider is whether or not you can sell it for more than it cost when the time comes. If not, you’ll be writing a check for home ownership, and that’s not a good plan.

As a general rule, a two- to threeyear window is not enough time to own a home. There are rare exceptions to this rule, places where you have a hot, escalating price market.

Marcy Dear Marcy, No way! You never cash out a 401(k) or IRA to pay off debt, unless it's to avoid a foreclosure or bankruptcy. Let’s say you take $50,000 out of your 401(k). Do you know what happens next? They’re going to charge you a 10 percent penalty, plus your tax rate. If you make $75,000 a year, that puts you in a 25 percent tax rate, plus the penalty. That’s a 35 percent hit, and that’s how much of your money is going straight down the toilet.

Look at it this way. You wouldn’t ask me if it's okay to borrow money at a 35 percent interest rate to pay off your school loans, right?

There are no shortcuts when it comes to getting out of debt. Roll up your sleeves and get on a beans and rice budget. This will enable you to save money and pay off that debt.

The focus of the project is to better connect vital parts of the town, the parks, the business district and the elementary school.

Residents and visitors will travel more safely. Crosswalks will be embellished with colored concrete stamped with a wood pattern and overhead lighting to make pedestrians more visible, but adhering to the dark sky requirements with hooded shades. Sidewalks will all connect and stairs and inclines will have ramps and handrails, compliant with the Americans with Disabilities Act. Ironically, the scam doesn't use a computer at all, at least, not initially. Instead, it starts with a phone call from someone who claims to be affiliated with Microsoft or another legitimate company or government agency.

Online con artists are targeting PC users worldwide in a brazen scam. It starts with a phone call from a "tech support specialist" who warns that your computer is infected with a virus. To fix things, all you have to do is give the caller remote access to your PC. Here's what happens next.

The caller asks for the primary computer user in the house, who is told: "Your computer has downloaded a virus."

And, of course, the caller is ready and willing to fix the problem. All you have to do is navigate to a web site, click a link to install some remote-control software, and allow the "technician" to get to work.

The perpetrators are using legitimate remote-assistance software to access your computer. They have access to your saved website, passwords and personal files and can wreak havoc on your bank accounts as well as credit cards if this information is stored on it. They can also install keylogger programs that track all of your key strokes and use this against you in the future.
