Cerro Coso accreditation status reaffirmed Natalie Dorrell Courier Release Cerro Coso Community College's reputation for delivering high-quality education has been reinforced with the reaffirmation of accreditation by the A c c re d i t i n g Commission for Community and Junior Colleges. Reaffirmation is granted when an institution is found to substantially meet or exceed the eligibility requirements, accreditation standards, and commission policies. In Oct-ober 2012, a team of Community College professionals from the Western Asso-ciation of Schools and Colleges came to Cerro Coso campuses for on-site evaluations. All three colleges in the Kern Community College District received reaffirmation based on comprehensive evaluations. The process starts on each campus with many hours of hard work by faculty, staff and administration to ensure that ACCJC's standards are well represented by district wide practices. "Our reaffirmation without qualification is a testament to the quality of our programs, faculty, staff, and students," stated Cerro Coso President Jill Board. The College's Institutional Self Evaluation Report, the External Evaluation Team Report, and the Commission action letter will be made available to students and the public on the College website in the very near future. Reaffirmation is an indication of Cerro Coso's commitment to the highest levels of learning and to excellence and continuous improvements in teaching. people

Michael Batelaan Courier Cover Story For a century and a half the descendants of the Lightner, Prewett, Whisman, Cross and Rankin families have been providing high-quality beef while preserving open space and the ranching heritage. In 1863, during the Civil War, the Quarter U was founded by Walker Rankin. He was a Pittsburgh farm boy whose imagination was fired by the lure of the West. He left his home at the age 22, sailing into San Francisco. He was fairly successful in the gold fields of northern California and eventually settled in Walker Basin where he became a cattle rancher. He married Lavinia Lightner in 1868. She had come to California with her family by covered wagon from Missouri. They had six sons and one daughter and built a home from a plan in Ladies Godeys Book in the mid 1870’s. Family members still live in this home today. Walker is credited with importing the first purebred Hereford cattle to this area. Fourth, fifth and sixth generation members of the Rankin family work each day on the ranch to continue the family tradition that started 150 years ago with Lavinia and Walker Rankin, Sr. The Circle U Rankin Ranch is a California beef and guest ranch nestled in the nine mile long Walker Basin of rural Kern County between State Highway 58 on the

south and the Kern River Valley to the north. “The westward movement brought our ancestors to California as early as 1846,” Bill Rankin said. “Their reasons for making the journey varied, but the stage was set long ago for the drama which followed. For a century and a half, this land has been worked and protected. The history of the Rankin Ranch was created by a cast of characters as ‘American’ as our founding fathers and our ancestors’ efforts are remembered by loyal

descendants eager to follow in their footsteps. We are proud of our family, our ranch, and our country and we thank the Lord each day for our many blessings.” In the 1870s and up until 1905, the Rankin Ranch became a stage stop for the overland mail route. Travelers stopped at the ranch on their way to Havilah, Keysville and Kernville. The old barn used for tending the horses still stands today. Amanda Rankin Barrett named CattleWoman of the Year Michael Batelaan Courier Just In Amanda Rankin Barrett is following in the tradition of Rankin family women by being named 2013 Kern County Cattle-Woman of the Year. Barrett is a fifth generation family member who chose to return to work and live on the Rankin Ranch. Barrett is not alone. She inherited it from the generations before her. Being Cattle-Woman of the Year is in her blood as she follows in the family ranching linage of her grandmother, Helen Rankin 1988; mother, Glenda Hill Rankin, 2008 and sister, Rebecca Rankin

eventually became partners in the family business. He passed away at 86 and his wife, Lavinia, continued to run the Ranch. Their son Lee and his wife came and helped her, but 11 years later, in 1929, were killed in an automobile accident. Lavinia raised her grandsons, who went to high school in Bakersfield and off to college and returned to the Ranch forming the Rankin Brother Cattle Company. Leroy and his wife, Helen Cross Rankin, are the parents of Bill Rankin and his sisters. Leroy was very involved with the Kern County and California Cattlemen’s Associations. His father, Lee, had been a charter member of the California organization when it was formed in 1917. Leroy was president for two terms at the state level. In 1947, when the organization celebrated its 100th year in the cattle industry, Leroy and Helen were both very involved in the event. In 1948, Helen was a charter member of the Kern County Cowbelles, and served as president in 1950. Leroy died in 1954 and Helen decided to learn the cattle business and keep the ranch. By 1965 she was doing well, but realized she needed something to help with the ups and downs of cattle ranching. So she decided to open a guest

The money raised at the Fiesta Luncheon will allow the Elks Lodge to award a scholarship to a 2013 graduate of Kern Valley High School. The ladies are serving tostadas. The program will consist of an awards ceremony for the local winners of the Americanism Essay Contest. And our local scholarship winner will be introduced. Bike Park improvement day February 23 Come help build jumps all day at the Kernville Bike Park on Saturday, Feb. 23. Lots of help is needed removing rocks and shaping the jumps and riders to test flow. If anyone has experience with jumps and berms, your help is needed. Come with bikes, shovels and McLeods. The Kernville Bike Park is a community park open to public and owned by the Kernville Chamber of Commerce. Its 100 percent built with the help of volunteers and donations. Habitat restoration workdays February 23 Join Audubon Kern River Preserve staff and volunteers for a Habitat Restoration workday on Saturday, Feb. 23. This week is site preparation and planting. Volunteers of all levels of ability are welcome. Bring food and water, and gloves. Wear long sleeves and pants, work shoes or boots. The preserve will supply the tools. Women’s and Girls’ Fund accepting nominations The Women’s and Girls’ Fund, a leadership initiative of Kern Community Foundation, has announced it is now accepting nominations for the 2013 Woman Defining Philanthropy Award and 2013 Young Woman Defining Philanthropy Award. All nominations must be received no later than Friday, March 1. The nominated woman or young woman must demonstrate a philanthropic spirit through personal giving and/or inspiring others to support charitable organizations. A commitment to and a passion for bettering the lives of Kern County residents should also be exhibited. She should have a focus on seeking solutions to a problem rather than easing the symptoms. Forest service seeks input The Kern River Ranger District of the Sequoia National Forest is asking the public to identify any issues that may affect temporary special use permits on the KRRD in 2013. Each year the KRRD receives numerous applications for temporary SUPs for recreation events and other commercial and non-commercial activities on National Forest System lands. Civic groups, schools, individuals, and companies submit these applications. The activities are minor and short term (one time and/or less than one year) in nature. Scoping is required for all Forest Service proposed actions including those that would be categorically excluded under the National Environmental Policy Act. Please help us identify potential impacts to resource conditions such as threatened or endangered species, critical habitat, wetlands, cultural or archaeological sites, or special designation areas including Wilderness and Wild and Scenic River corridors. The responsible official, the District Ranger, will determine if impacts exist that warrant a higher level of environmental review for each activity. The FS seeks to identify any unforeseen circumstances that may affect these activities. If no extraordinary circumstances are

identified for these proposals, they may be categorically excluded from documentation in an environmental assessment under 36 CFR 220.6(d)(8) - Approval, modification, or continuation of minor, short-term (1 year or less) special uses of NFS lands. Examples of SUP's issued by the KRRD over the years include: filming and photography; bass tournaments and other water based recreation events on Lake Isabella and the Kern River; a variety of gathering, guided backpacking, rock climbing, snowmobiling, cross-country skiing, mountain biking, and non-wilderness pack and saddle stock trips; weddings; research studies Often, the permits for these events develop under short notice, and the FS is responsible for processing in a timely manner. This is why it is important for the FS to gather public input in advance of these requests. The KRRD is considering approving applications for these activities during the 2013 season. If you know of any extraordinary circumstances, have any questions, or need additional information regarding the issuance of these SUPs, please e-mail Special Use Officer Artie Colson at acolson@fs.fed.us or contact him at 661-3032914. Cemetery solar project The Kern River Valley Cemetery District is very close to bringing alternative energy into place. The District is accepting bids for the solar project during the month of February. They will also be accepting tax deductible donations to help pay for the solar system. The installation target date is March of this year when the electric bills increase due to running the water delivery system of the cemetery. The monies saved due to the installation of a solar system will allow the District to redirect the monies spent on electric bills to operation expenses and beautification of the cemetery. Wreck-It Ralph (John C. Riley) is a loveable, misunderstood giant who wants to get out from the shadow of his game’s titular good guy, Fix-It Felix. Along the way, he teams up with annoying little girl from a racing game (Sarah Silverman). Every shot is packed with nostalgic nuances and rewarding visuals for the watchful. Characters from every generation of video games make clever appearances. The script is fast-paced enough to keep the kids involved in its story about a supposed bad guy who only wants to be kind and be accepted. “Red Dawn” (PG-13) — A handful of well-armed American teens wage war against North Korean invaders in Spokane, WA For some convoluted reasons, North Korea 1.) has the resources for a land invasion of America, and 2.) actually does that. Bodfish Bob’s Smoked Eggs 8 eggs 1 tsp salt 1 tsp sugar 4 T dark soy sauce 2 tsp liquid smoke Hard boil eggs. Cool them completely, then shell them. Pierce each egg once with a sharp knife. Combine with salt, sugar and soy sauce with one cup warm water and stir to dissolve the salt and sugar. Place eggs in a quart jar and pour the warm liquid over them. Leave the eggs at room temperature for one hour. Then refrigerate them for 24 to 36 hours. Pour liquid smoke into the jar 2 to 4 hours before serving. Drain the eggs and cut each one in half. Serve cold.

Place eggs into a saucepan in a single layer and fill with water to cover the eggs. Cover the saucepan and bring the water to a boil over high heat. Remove from the heat and let the eggs stand in the hot water for 15 minutes. Drain. Cool the eggs under cold running water. Peel once cold. Halve the eggs lengthwise and scoop the yolks into a bowl. Gently mash the yolks with a fork. Melt butter in a skillet over medium heat; cook and stir the shrimp, green onion, and garlic powder in the melted butter (about 4 minutes). Transfer the shrimp to a cutting board and mince. Stir 3/4 cup of the minced shrimp and any remaining liquid from the skillet into the egg yolks; reserve remaining shrimp for garnish. Add the mayonnaise, mustard, pickle relish, and hot sauce. Mix well. Scoop the mixture into a resealable plastic bag, seal the bag, and snip a corner off the bag with scissors to make a piping bag. Gently squeeze about 1 1/2 tablespoon of filling into each egg white half. Garnish with reserved shrimp.

ranch operation. She had always entertained large groups and she felt that this would ensure future generations the opportunity to continue to ranch. She was a forerunner in the field of agritourism. She was named Cowbelle of the Year in 1988. Her daughter-in-law, Glenda Hill Rankin was named Kern County CattleWoman of the year in 2008 and granddaughter Rebecca in 2011. This year her granddaughter Amanda has been awarded that honor. Jason Rankin and his wife Taira are raising their sons on the ranch and teaching them to know the cattle industry. Rebecca and her husband, Allen Ben, and their sons live on the ranch and help out when they can. Rebecca is a fulltime teacher and Allen is an agronomist. Rebecca and Allen also publish the Fencepost monthly newspaper.

Sarah and her husband, Clint Wilder, are involved in the management of cattle, farming and guest ranch operations, and teaching their daughters about ranching. Amanda and her husband, Brian Barrett, are also instrumental in both family businesses. Brian is a full-time Kern County fireman, but enjoys helping on his days off. Graduating from Kern Valley High School in 2004 in the top of her class, Barrett went on to continue her education in Agricultural Business at Cal Poly San Luis Obispo before returning to the family ranch in Walker Basin. She married Brian Barrett in 2009. He works for the Kern County Fire Depart-ment and on the ranch in his off hours. The Barretts live in the first home on the ranch built in the 1870’s. Barrett will not be fenced in. She works with future generations of young people through the local elementary school, Piute Mountain 4H and has mentored Beef Ambassador candidates for the past five years. Barrett will be honored at the CattleWomen’s Dinner in March.
