BLM seeks nominations to Advisory Council Bureau of Land Management Special to the Courier The Bureau of Land Management in is seeking public nominations for three open positions on its Central California District Resource Advisory Council, which advises the BLM on public land issues. The BLM will consider the nominations until March 12. The Central California RAC advises BLM officials for the Hollister, Mother Lode, Bakersfield and Bishop field offices. The three RAC positions open in the Central California District are in the following categories: Category Two (one position) Representatives of nationally or regionally recognized environmental organizations, archaeological and historical organizations, dispersed recreation activities, and wild horse and burro organizations. Category Three (two positions) Representatives of state, county, or local elected office; representatives and employees of a state agency responsible for the management of natural resources; representatives of Indian Tribes within or adjacent to the area for which the RAC is organized; representatives and employees of academic institutions who are involved in natural sciences; and the public-at-large. Eastern Star members deliver comfort items Members of Eastern Star Chapter 643 delivered comfort items to the Burlington and Kern Village Senior Homes, the extended care section of Kern Valley Hospital and to God’s Storehouse as well as to CBCC cancer center in Bakersfield. Items included 269 handmade gifts which the Cancer Sewing Group of the Chapter had made. They also delivered items to the Eastern Star Senior Living Community in Yorba Linda. This group meets the third Tuesday of each month at the Masonic Lodge in Kernville and everyone is invited to join them. Donations of fabric, yarn, thread and stuffing or batting are always appreciated. Chapter 643 is a member of the Order of the Eastern Star. SCE proposes improvements on roads The Sequoia National Forest is in the process of reviewing proposals submitted by Southern California Edison to make improvements to several access roads within the Kern River No. 1, Borel and Kern River No. 3, Hydroelectric Projects located off Highway 178, near Kernville in Kern and Tulare Counties. Improvements to the KR1, Borel and KR3 access road facilities will include the following projects: the Borel and KR1 Roads and Culverts Project which proposes standard maintenance of existing road and culvert structures within the Borel and KR1 Hydroelectric Projects; the Forebay Road Geotechnical Investigation involving excavation and/or coring along the KR3 Forebay Road; and the KR3 Flowline Roads Improvement Project involving excavation, rock blasting and/or installation of retaining structures in select locations along five flowline access roads. The Borel and KR1 Roads and Culverts Project will begin as soon as possible during the dry season. The Forebay Road Geotechnical Investigation will take approximately two weeks, and will also begin as soon as possible. The KR3 Flowline Roads Improvement Project is scheduled to begin in the fall of 2012, and is expected to take approximately nine months. All projects are contingent upon contractor availability and necessary permits and approvals. REVA Calendar Starting Wednesday, Feb. 1, REVA’s 2012 “Pets of The Kern River Valley” 12month calendar will be available to the public for $15; however, a bulk business discount is available. Included in this professional photographic work of art are local pets’ pictures and their stories, along with 12 unique seasonal scenes of The Kern River Valley. This fund raiser is to raise funds to equip a 32-foot non-profit, low-cost spay and neuter mobile veterinary clinic for the Valley. REVA, Inc. Serve accompanied with celery sticks cut into 4 inch lengths and filled with a mixture of half blue cheese and half cream cheese, with a pinch of celery seed (optional). 6. A bowl of the remaining hot sauce mixture can be provided to each guest for dipping.

Prepare sauce: melt butter, add minced garlic. Simmer over very low heat for 3-5 minutes. Stir in hot sauce. Keep warm. 2. Wash and dry wings (thaw first, if frozen). ‘Take Shelter’ hard to forget By Sam Struckhoff PICKS OF THE WEEK “Take Shelter” (R) — This chilling drama about a man and his fears is quiet, slow, gripping and hard to forget. Curtis (Michael Shannon) is a husband and father in small-town Ohio who starts having apocalyptic nightmares. The sense of dread seeps into his waking life as he quietly becomes obsessed with rebuilding an old tornado shelter in the backyard. Turmoil surfaces as his wife, his friends and his community start to doubt his sanity and his ability to care for his daughter. Shannon knocks it out of the park, playing a good man with a quiet demeanor who is unable to cope with what’s inside. The audience is pulled into his uneasiness as the man who is acting on intuition and compulsion goes further down the rabbit hole. “The Rum Diary” (R) — Adapted from an early novel by madman journalist Hunter S. Thompson, this romp doesn’t seem to live up to the absurdity of its story and characters. Johnny Depp plays Paul Kemp, an American writer who dives into the lush paradise of 1960s Puerto Rico with the intention of becoming a respected newsman at a local paper. An American big shot (Aaron Eckhart) picks Kemp to polish the story of his shady land deal. Things (are supposed to) kick off when Eckhart’s blond bombshell of a fiancee takes a keen interest in the journalist, who already has his own ideas about how to portray the hungry capitalists circling the island. What was shaping up to be a wild ride of debauchery and righteous anti-imperialism never hits

full speed. The plot plods along as even the most outrageous acts of Kemp and his fellow burnout journalists seem tamed by lazy film-
making. “Paranormal Activity 3” (R) — The franchise jumps into prequel mode and takes the found-footage poltergeist story back to 1988. Like the previous films, this one takes the angle of homemade tapes made by a family trying to catch a glimpse the thing that goes bump in the night. Though there’s only so much gas left in the tank at this point in the series, “Paranormal Activity 3” produces the startling jumps and creepy chills that audiences come for. “American Teacher” (NR) — Through the lives of four different teachers, each encountering a career milestone, this documentary examines the American education system as it stands today. Interviews with students, teachers and experts are supplemented with statistics and charts to paint a broad picture rooted in human stories. The view isn’t a rosy one; fundamental issues dog the system and leave some students tragically underserved. I would like to apologize for no article the last two weeks. I guess I am no different than anyone else. I had some health problems, actually I had double pneumonia. I also had three deaths within a hundred Mencarini yards of my home, and to add insult to injury the state of California raided my bank account by mistake and left me with a mere 33 dollars for the first month of the year. So I learned some things and made a promise to myself to live by the lessons learned. In our lifetime we deal with people and situations differently as we mature, but some times things fall between the cracks, and we tend to just let them stay there. Case in point, I have given un-countable hours of my time to the hatchery over the past 10 years. The best times were when Greg Kollenborn and Ted Panos who were the previous staff of this beloved institution. This is not a case of sour grapes, but a reply to the many questions I have been asked over the last couple of months. At this point in my life, I see no need in pursuing a volunteer
position with any group that does not respect someone who is willing to give more for free than those who are paid to perform the same tasks. Sometimes in life we are asked to do a bit more than is required, and these are the times that our character grows or it reveals our true character. I have been a dedicated supporter of anything the hatchery has done or proposed to do. I also have done anything that was asked of me when possible. So a recent situation has me perplexed. The details are not necessary. I can not say what happened to me will or has happened to anyone else, but make sure in any endeavor in which you give your time freely that you are respected and treated with dignity. It is time out of your daily life that you are giving and your time is worth a lot. Please let me reiterate. I have a special love for the K.R.F.H. and hope that one day things will be different. The local trout bite is in high gear with reports of fish at all of the usual spots: Boulder Gulch, Paradise Cove, B.S. Beach, Kissack Cove, etc. Power Bait is the bait of choice. Obituary
Kern River Faith Brenda L. (Johnson) McGowen January 8, 1967 - January 21, 2012
Brenda was born in Bakersfield, California and passed away in Southlake at the home of her brother Jack, from pancreatic cancer. Brenda went to be with our Lord on January 21, 2012. Brenda is survived by her parents Michael and Judy Deems; her brother Jack and Kelly Johnson, all of Southlake; her sister Michelle Deems and nephew Logan, of Bakersfield. Brenda is also survived by her four children: Jessica, Ralph, Sarah and Joshua McGowen, all of Ridgecrest and a special grandson, Jaden. She is also survived by lots of wonderful aunts, uncles, nephews, nieces and cousins. Brenda spent most of her time at Cerro Coso College in Lake Isabella where she had many special friends and was due to graduate this May in Human Services. Brenda was a very special person who always found happiness and joy in the simple things and was one to always see the rainbow and never the falling rain. We will miss her very much. A special potluck memorial is planned for Saturday, Feb. 4 at 2 p.m. at the home of her brother Jack Johnson, 8933 Main St. Southlake (down the street from the swap meet) off Highway 178. Donations are being accepted on Brenda’s behalf to help her family pay the funeral costs. A special thanks is extended to Odyssey Hospice for their care and compassion with her care. Forever loved and never forgotten.
Glenford J. Smith February 15, 1937 - January 12, 2012 Glenford J. Smith, owner of the Pinewood Mobile Home Park, left our world for eternity with Jesus on January 12, 2012. He had several serious health issues this past year, the last being complications from double pneumonia. Born in Long Beach, Glen attended Inglewood High School and then began the first of many careers. Hiring on with an aircraft interiors company in El Segundo, he lead the structural remodeling and maintenance crews as the company grew to more than 1,500 employees. From that company, Glen started his self-employment phase of producing exceptionally creative solutions remodeling homes in Southern California. During those years, Glen became aware of a musical talent that launched a 25-year career of singing, and his band, “Glen Smith’s Country Conspiracy,” but he still “kept his day job.” His musical talent brought enjoyment and friends wherever he went. Glen’s amazing combination of talents working creatively with his hands and his enthusiasm for life and accomplishment, showed in all he did. From working on his classic cars, shooting the breeze with other “rodders,” riding his motorcycle, or driving his motor home. No matter how long the trip, or where, his heart and life were looking towards the next horizon, or project. Glen is survived by his wife of about one year, Josanne. He is also survived by daughter Glenna Egan; grandchildren Lisa and Mark Egan of Pleasanton; son David Tirello of Lake Elsinore; sister Susie Smith of Orange; and stepdaughters Caryn Yeager of Eagle, CO and Cindy Jacobs of Bakersfield. Services are scheduled for Saturday, Feb. 11, at 2 p.m. at the First Baptist Church of Lake Isabella. As we are willing to do so, we will see within our own experience what we are really up against, and what can work remarkable change within us What Gideon was faced with may indeed have looked like the sociopolitical happenings of the day, but this was just not the case as the invading Midianites marauded around and wreaked havoc on Israel’s landscape. While the miraculous deliverance promised and worked by the hand of the Almighty may have been just what the doctor ordered for these oppressed people, they, like us so many years later, were tempted then to overlook the primary, and be captivated by the secondary. Talk about a movie where the plot is given away within the first 30 seconds, there is simply no suspense when wondering if the people of God would mess everything up, yet the power of God would work His purpose in spite of the attending unbelief. Might it not have struck them as odd that the God of all wonders would include them in the process of deliverance, when He could have so much more easily have accomplished the same thing in a much easier fashion by circumventing their hard and unbelieving hearts? Of a course the answer is yes, but that would miss the primary point that the Holy Spirit is committed to teach His children through a lifetime of loving lessons.

Grants for bicycle facilities, advocacy The Bikes Belong Coalition is offering grants in two categories: facilities and advocacy. The facilities category is bicycle- and/or trail-specific, while the other category is primarily for large-scale bicycle advocacy initiatives. Eligible facility projects include paved bike paths, lanes, trails and bridges; end-of-trip facilities such as bike racks, parking and storage; mountain bike facilities; bike parks and BMX facilities. Eligible entities: nonprofit organizations whose missions are bicycle- and/or trail-specific, as well as public agencies and departments at the national, state, regional and local levels, are eligible for the facility category. Only organizations whose primary mission is bicycle advocacy are eligible for the advocacy category. The deadline is Wednesday, Feb. 29. Maximum grant award is $10,000 and no information is provided on total available funding. Bikes Belong funding should not constitute 50 percent or more of a project’s budget. Continued from page 1 The BLM's Resource Advisory Councils (RACs), composed of citizens chosen for their expertise in natural resource issues, help the Bureau carry out its stewardship of 245 million acres of public lands. The diverse membership of each RAC is aimed at achieving a balanced outlook that the BLM needs for its mission, which is to manage the public lands for multiple uses. "I value the advice given to the BLM by these citizen-based Resource Advisory Committees, and I know that Interior Secretary Ken Salazar shares my view of their importance," said BLM Director Bob Abbey. "The people who live, work, and recreate near or on BLM-managed lands deserve a formal voice on public land issues, and their
input will enhance our agency's ability to manage the public lands for multiple uses while conserving resources for future generations." Individuals may nominate themselves or others to serve on an advisory council. Nominees, who must be residents of the state or states where the RAC has jurisdiction, will be judged on the basis of their training, education, and knowledge of the council's geographical area. Nominees should also demonstrate a commitment to consensus building and collaborative decision making. All nominations must be accompanied by letters of reference from any represented interests or organizations; a completed background information nomination form; and any other information that speaks to the nominee's qualifications.
