Southern Califoria Edison Courier Release S o u t h e r n California Edison wants customers to enjoy Valentine's Day, but would like them to keep in mind that metallic balloons can easily float away into power lines causing short-circuits and outages. That's because helium-filled metallic balloons, often given as gifts during this special day, can float into power lines and cause outages that could last from a few minutes to hours at a time. In the last several years, SCE has experienced close to 2,000 power outages caused by balloons. In 2012, there were 583 balloon-related outages, with a 110 percent increase in outages in February compared to January. The number of outages in 2012 was the highest since 2007. SCE recommends some simple safety tips for handling metallic balloons: ■ Keep metallic balloons indoors, and never release them outside. ■ Metallic balloons can drift and come in contact with highvoltage lines and cause power outages, so be sure to attach a weight heavy enough to prevent them from floating away. ■ If you buy and fill your own balloons with helium, be sure to tie them securely to a weight. ■ Do not attempt to retrieve a balloon or any foreign object tangled in power lines. Instead, call SCE at 800-611-1911 and report the problem. More information on metallic balloon safety can be found at sce.com/metallicballoons.

Cody Norris, USFS Courier Just In Your National Forests are working forests, providing goods and services on a sustainable basis to the American people. The US Forest Service motto is, "Caring for the Land, and Serving the People." To accomplish this motto, the FS has been given authority to regulate the flow of goods and services from National Forests. To remove anything of value from the National Forests will require some kind of permit or authorization. This is the only way the Forest Service can manage your National Forests for healthy, sustainable ecosystems and provide the natural beauty for

which they are known. The Forest Service needs your help in caring for the land. It is important for each of us to understand how to be good stewards of the National Forests. Two issues have been brought to our attention in the Kern River Valley. First, despite extraordinary efforts of Kern Valley residents to participate in organized trash cleanups, the trash on National Forests is a growing problem. Some purposely dump trash on the forest. Please be mindful to "pack it in, and pack it out," and let us know instances when this does not occur. Second, some natural resources must be protected from any removal: endangered species and

historic artifacts fall into this category. Removing natural or archaeological resources from the National Forests without authorization violates federal law and is punishable by both fine and imprisonment. The FS prefers to educate people, but at times the fines and imprisonment are necessary. Before engaging in any activity that will disturb archaeological resources or remove natural resources from public land, please ask if an authorization is needed or available. Please check with a local FS office if you have questions. District Ranger Jeff Ulrich asks the public to please contact the FS whenever they see any-

one dumping trash, spray-painting rocks, taking artifacts, or any other illegal activity on the National Forest; but please do not confront them yourselves. By leaving history where it lies and taking trash with us when we leave public lands, we can substantially contribute to maintaining our National Forests for all to enjoy. Tips of abuse or misuse of FS land in the Kern River Ranger District can be phoned into one of the local offices at 760-3763781 or 760-379-5646 (8 a.m. to 4:30 p.m., Monday through Friday). Forest Plan Revision Workshop Scheduled The Sequoia National Forest is one of three national forests in the Pacific Southwest Region of the Forest Service to begin the process of revising its 1988 Land and Resource Management Plan, implementing the new 2012 National Forest System Planning Rule. Forest Plans will seek to deliver stronger protections for forests, water, and wildlife while supporting the economic vitality of our rural communities. This planning effort will provide opportunities for public involvement and collaboration throughout all stages of the planning process, as well as opportunities for Tribal consultation and coordination, dialogue with state and local governments and other federal agencies. Forest supervisor Kevin B. Elliott invites anyone interested in learning more, to attend the workshop on Friday, February 8, at the Oddfellows Hall, Kernville, from 6 to 8 p.m. The workshop will consist of presentations and opportunities for questions and answers regarding the Forest Plan Revision process. An initial orientation will address the Forest Plan Revision process followed by a presentation on the Collaboration and Communication Plan for the Plan Revision effort. The second half of the workshop will be an interactive format during which participants will have an opportunity to work with members of the planning team. The workshop will be facilitated by Laura Kaplan, Center for Collaborative Policy. The Forest Plan revision process involves three phases: 1.) an assessment of forest resource condition and trends, 2.) the development of a revised plan and 3.) monitoring the implementation and effectiveness of plan direction. The Kern River Valley Cemetery District is very close to bringing alternative energy into place. The District is accepting bids for the solar project during the month of February. They will also be accepting tax deductible donations to help pay for the solar system. The installation target date is March of this year when the electric bills increase due to running the water delivery system of the cemetery. The monies saved due to the installation of a solar system will allow the District to redirect the monies spent on electric bills to operation expenses and beautification of the cemetery. Schlensker, and his wife Carol, moved into the Kern River Valley at the start of the new year from Crescent City after he accepted the call from Shepherd of the Hills to serve them on a part time basis. Schlensker has served congregations in Crescent City and Davis. Prior to becoming a pastor, Schlensker was a high school physics teacher in the Lutheran School system, serving schools in Florida, Michigan, Hong Kong and California. Show Me Your Glory Jack Duitsman, Pastor Father’s Heart Foursquare Church, Kernville Then Moses said, ‘I pray You, show me Your glory!’ - Exodus 33:18 In Greek mythology, we are told of King Sisyphus, who was given the endless task of rolling Duitsman a huge boulder up a steep mountain, only to have it roll back down Over and again in a maddening cycle, this task was tried, and always with the same result. Just as the King was nearing the pinnacle, the boulder would slip from his grasp and hurtle to the bottom of the mountain where it awaited his next attempt. If this seems reminiscent of life as it is lived out from time to time, then we can picture ourselves next to King Sisyphus as we attempt to shoulder a load of life circumstance that is endlessly unwilling to cooperate with our desires. Little doubt Sisyphus deserved his eternal sentence of continued futility, but as soon as we make this judgment, we are faced with our own desperate need for grace as a result of falling short of the call to Divine perfection. What precedes the above recorded cry of Moses’ heart found in Exodus 33 is the dreadful narrative of Israel at Mount Sinai

fashioning the golden calf as a substitute object of their worship. Coming down from the mountain, Moses’ heart was so grieved over what he saw as the people bowed down before this idol, he responded unthinkably by destroying the stone tablets containing the 10 Commandments. These tablets contained the pathway to sinless perfection and restored relationship with the Holy God, and the writing they contained was etched by the very finger of God. Perhaps Moses came face to face with the understanding that humanity would forever be chasing these commandments around in a futile quest for perfection much like King Sisyphus’ futile attempt to accomplish his given task. Moses cried out in this circumstance: “Show me Your glory.” Not: “Help us be better,” or “Let us try harder,” but a prayer that went to the crux of the problem/solution where the human condition is concerned: “We need you!” Herein lies the answer to the quandary contained in life’s very essence: the undeniable need to reflect the image of our Heavenly Father’s perfection, anchored to our complete and utter inability to see it come to pass in any way shape or form. Indeed, this heart’s cry of Moses was a foreshadowing of the unfolding of salvation’s plan in the coming of our Lord Jesus to be the visible image of the Father, and in His coming the restoration of relationship between the human and Divine.

Trout are finally hungry Mike Mencarini Kern River Courier Columnist There is good news for all of you who have been waiting for the trout bite. My best information is the trout are finally hungry. What’s different is where they are being caught. With Mencarini the lake being so low the trout are being caught ...it will be between the main boat launch whack-a-mole. and all along the main dam. Those who have been fishing this part of the lake have been getting reeling in their limits. If the trout follow the same program as the crappie it will be like playing whack-a-mole. They’ll bite one day in the morning and not bite at all the next day then the bite will be in the afternoon the day after that.

I have noticed that most of the fishermen in boats have been fishing from Engineers Point to the main boat launch and the main dam. Most likely they are fishing in the main channel. That’s where the shad are congregating due to fact that’s where the water is the deepest. If you fish the Upper Kern, let me remind you that Whiskey Flats Days is just a few days away. The hatchery usually stocks a very healthy load of trout in Kernville for the occasion. This year should be no different. Thanks, hatchery guys! Let’s not get complacent with like playing the nice weather we’re having. - Mencarini There is more winter coming, so take advantage and fish on the good days. We can always do what we have to do on the bad days.

Bodfish Bob’s Mini Burger Slides Bodfish Bob’s Tex-Mex Sliders 2 T salsa 1/3 cup dried bread crumbs 1 1/4 lbs. lean ground beef more salsa pepper jack cheese mini buns In medium bowl, combine salsa and bread crumbs. Add beef and mix gently but thoroughly until combined. Form into 8-10 small patties. When ready to eat, prepare and preheat grill. Grill the mini beef burgers until no longer pink on the inside, or until a meat thermometer registers 165 degrees, about six to eight minutes. Top with pepper jack cheese and close grill for 20-30 seconds until cheese melts. Cover a baking sheet with aluminum foil and spray with cooking spray. Mix together the ground beef and onion soup mix in a large skillet. Cook and stir over medium-high heat until the beef is crumbly, evenly browned, and no longer pink. Drain and discard any excess grease. Remove from heat. Stir the mayonnaise and cheddar cheese into the ground beef mixture. Lay the bottoms of the dinner rolls on the prepared baking sheet. Spread the cheese and beef mixture on the bottom half of each roll. Replace the tops. Cover with another sheet of aluminum foil sprayed with cooking spray. Bake in the preheated oven until the burgers are heated through and cheese melts, about 30 minutes. Serve with sliced pickles. Talking About Real Estate

It’s a great time to refinance Matt Freeman Kern River Courier Columnist Mortgage interest rates have remained very low for the last year or so. Late last year they hit their alltime lows at slightly more than three percent for a 30year fixed rate note. They are not Freeman much higher than that now. Now is a great time to refinance your existing mortgage to take advantage of this trend. Most economists are expecting the economy to stabilize in the short term and start to grow in the near future at a slow but steady rate. With that growth will come a corresponding rise in interest rates, a slow but steady return to around a five percent. Of course this is all guesswork to a certain extent because you can look at all the data you want to and nobody can predict the future. However if the trends and estimates hold true, rates will start to climb a bit later this year. There are still many mortgages that are currently “under water,” meaning they are more than what the home is currently worth in today’s market. If you are not in that situation and you have equity in your home, then seriously think about a rate reduction refinance. You will save big bucks. Many

lenders are even doing them with reduced closing costs and some banks with none at all. If you do find yourself in the situation that many of us are in right now and your mortgage is more than your home’s current value, there are a couple of options. One is something called HARP, which is a federal program that can help you re-finance to reduce your existing principal and avoid foreclosure or a Short Sale. Another option is an FHA Short-Refinance. This is a great option for those who do not have the greatest credit. If you qualify, the FHA will refinance your home down to the home’s current market value and get you a better interest rate at the same time. Not all homeowners qualify for these programs but if you are currently debt loaded in your home, now is a great time to refinance. A refinance does not affect your property taxes and if you are looking to save money on interest, they are a great way to go. Better yet, if you are in danger of losing your home, a refinance may just save the day for you and enable you to stay in your existing residence despite having financial difficulty. Americanism/Scholarship Luncheon Fiesta On Saturday, Feb. 23 the Ladies of the Elks will host a luncheon to benefit the Elks’ Scholarship Account. The money raised at the Fiesta Luncheon will allow the Kern River Valley Elks Lodge to award a scholarship to a 2013 graduate of Kern Valley High School. The ladies are serving tostadas for lunch. The program will consist of an Awards Ceremony for the local winners of the Americanism Essay Contest as well as introductions of local participants in the Essay Contest. In addition, the winner of the local scholarship will be introduced.

Income Tax services AARP, in conjunction with the IRS and Franchise Tax Board, are offering free tax service and e-filing by certified tax counselors beginning Monday, Feb. 4, at the Kern Valley Library in Lake Isabella on Mondays, Tuesdays and Thursdays from 9 a.m. to 3 p.m. For more information, call Judy Rowley at 760-793-0405.

Boat permits available online Kern County Parks and Recreation Department has announced that Kern County annual “All Lakes” and “Lake Isabella only” boat permits are now available for sale online at kerncountyparks.org/reservations/ pass_sales.asp.
