The California Department of Insurance is hosting a new Web site, seniors. ca.gov, to educate seniors and their advocates and provide helpful information about how to avoid becoming victims of personal or financial abuse.

The Web site, called "Senior Gateway," is important because seniors, including older veterans, are disproportionately at risk of being preyed upon financially and subjected to neglect and abuse.

"The goal of this collaborative effort is to assemble, in one convenient location, valuable information not only for seniors, but their families and caregivers," said I n s u r a n c e Commissioner Dave Jones.

The site offers seniors valuable tips and resources in the following areas, and more: Avoiding and reporting abuse and neglect by in-home caregivers or in facilities; learn about different types of abuse and the warning signs; preventing and reporting financial fraud, abuse and scams targeting seniors; understanding health care, insurance, Medicare and long-term care; know what long-term care includes; locating services and programs available to assist older adults; knowing your rights before buying insurance; what seniors need to know about annuities; investing wisely and understanding the ins and outs of reverse mortgages The Senior Gateway Web site includes information about governmental and nonprofit agency resources.

The U.S. Department of the Treasury is making changes to the way Social Security and other federal benefits payments are distributed. By March 1, 2013, all recipients must switch to an electronic payment method; options include direct deposit or "Direct Express Debit MasterCard." This new

program is called "Go Direct."

According to the U.S. Department of the Treasury, Financial Management Service, everyone who receives a paper check for Social Security or other federal benefit payments is required by law to switch to an electronic payment by March 1.

It's fast, free and easy for federal benefit check recipients to sign up for direct deposit or the

Direct Express® Debit MasterCard® card by calling the U.S. Treasury Electronic Payment Solution Center at 800333-1795 Monday through Friday from 8 a.m. to 8 p.m. EST. Wait times are usually minimal. Senior citizens, people with disabilities and other federal benefit check recipients are urged to call now to avoid delays near the deadline. For direct deposit, one can

also sign up online at www.GoDirect.org or by visiting their local bank or credit union.

Two men and a woman of the year honored Michael Batelaan Courier Just In Rex Emerson and Gerald Wenstrand shared the title of Kern River Valley Chamber's Man of the Year and CJ Bundy was named Woman of the Year at the Chamber's recent honorary dinner.

Bundy is a successful business owner and devoted wife, mother and grandmother and has always made it a priority to be actively involved in her community and to be a comfort to those in need. Bundy has enthusiastically volunteered for numerous Valley events such as the Fishing Derby, Rubber Ducky Races, Valley Fest, Casino Night, and Heart Walk.

Wenstrand is fondly known to hundreds of Kern Valley High School students and their parents as "G. Dub." He is the retired Agriculture teacher from Kern Valley High School and is still an inspiration to the youth of the Valley. He led by example from the helm of Future Farmers of America, and the Kern Valley chapter became one of the most prestigious chapters statewide.

Busy in retirement, Wenstrand serves on an advisory panel for the Kern County Superintendent of Schools, leads within the local 4H group, and will soon be serving on the Kern Valley Cemetery District board.

Forest service to begin Land and Resource Management Plan Kevin B. Elliott U.S.F.S. Forest Supervisor The Sequoia National Forest is one of three national forests in the Pacific Southwest Region of the Forest Service to begin the process of revising its 1988 Land and Resource Management Plan, or Forest Plan, implementing the new 2012 National Forest System Planning Rule. The Planning Rule directs that Forest Plans will be science-based and developed collaboratively with stakeholders who are interested in the management of national forests. Forest Plans will seek to deliver stronger protections for forests, water and wildlife, while supporting the economic vitality of our rural communities. It will provide opportunities for public involvement and collaboration through all stages of the planning process, as well as Tribal consultation and coordination with state and local governments and other federal agencies.

Two workshops will be held for anyone interested in learning more about the Forest Plan Revision Process: ■ Thursday, February 7, Forest Supervisor's Office, Porterville, 6 to 8 p.m.

Our New Year's resolution Each workshop will consist of presentations and opportunities for questions regarding the Forest Plan revision process.

An initial orientation will discuss what a Elliott Forest Plan is and what it is not, and will introduce the Collaboration and Communication Plan. The second part of the workshop will give participants opportunities to interact with members of the planning team. These workshops will be facilitated by Laura Kaplan of the Center for Collaborative Policy.

CALM announces rewarding volunteer opportunities The California Living Museum is seeking dedicated volunteers to assist the zoo with two programs - its Wildlife Rehabilitation and Docent programs. To register for either program, call Curator Don Richardson at 661-872-2428.

The Wildlife Rehabilitation Program receives more than 600 birds, mammals and reptiles through its state-permitted Wildlife Rehabilitation Center. Animals received are injured, orphaned or otherwise unable to survive without assistance before being released. A free training series has been scheduled for February 2, 9, and 16 from 3 p.m. to 5 p.m. at CALM. Volunteers must attend all three sessions to qualify.

Volunteers will learn how to care for young and injured animals in CALM's Wildlife Rehabilitation Center. Training will include nutrition, feeding and basic animal husbandry. Training materials will be provided; however, participants are encouraged to bring notebooks. Participation in the rehabilitation course will require either approved home care for a minimum of three nights each month and/or assist at CALM for a minimum of two, four-hour days each month through the active season (April through September).

CALM docents are volunteer "teachers" who educate school children and visitors about California wildlife and their habitats. Not only will volunteers learn about wildlife in a classroom setting, they will be trained to handle CALM's ambassador animals. The first session of the seven week course is scheduled Saturday, February 2, from 9 a.m. to 1 p.m., at CALM. Classes will be held each Saturday through March 16. Minimum time requirement for docents is four hours per month for two years after training. Minimum age requirement is 18 years.

In an effort to get his students accustomed to our work environment, my high school photography teacher (why do I still remember his name!) turned off the light in the darkroom where we would be learning to manipulate the film from our camera into a winding spool for development. With my hand pressing against my nose, I could not see the shape of my fingers, so utter was the darkness in that room! The frustration caused by this necessity in the development of film was immense as I struggled with film that could not be touched (a fingerprint would ruin the picture), and could not touch itself as it wound into the spool as this too would ruin the picture for developing. I recall thinking how much easier the entire process would be if I could just see!

ble difficulty experienced by the above described servant of the prophet Elisha as he was confronted by a group of hostile soldiers bent on the violent capture of Elisha. Terror and helplessness were his first responses, yet Elisha's response was quite different . . . and for good reason. Elisha could see a spiritual solution to the physical circumstance that his servant could not, and as such prayed for his companion to be enlightened and awakened to this spiritual reality. Once able to see, the servant watched the unfolding of the situation with a far greater appreciation for what was happening. The narrative goes on to describe the miraculous intervention of God, the temporary blindness that took the physical sight away from the hostile soldiers, and the capture of the many by the few! What a difference seeing something can make.

Having focused our attention at the outset of the calendar year 2013 as a year of awakening, our hearts can be encouraged by what is recorded in 2 Kings 6. The reality of an unseen spiritual realm is an invitation to each of us to live life far different than comes naturally to us. There is not a moment of our lives that is free from the affect of what is taking place invisibly around us, and while perfect vision into this spiritual realm will never be achieved while we are cumbered in this physical body, still we who have believed in Jesus as Savior have been indwelled by the Holy Spirit who invites us to a growing sense of awakening by His power.

Forest Service posts fee-free-days in 2013 US Forest Service Courier Release The U.S. Forest Service joins other federal agencies in offering fee-free days on public lands in 2013, beginning Jan. 21 in conjunction with Martin Luther King Jr. Day. That day marks the first of four feefree days the Forest Service is offering the public in 2013.

"Your national forests and grasslands are a bargain any day of the year, but even more so on fee-free days," said U.S. Forest Service Chief Tom Tidwell. "Whether you stay for a few hours or a few days, your public lands are some of the best travel bargains in the nation."

Traditionally, fees are not charged on 98 percent of national forests and grasslands, and approximately two-thirds of developed recreation sites in national forests can be used for free.

The Forest Service operates approximately 17,000 developed recreation sites nationwide. Of those, approximately 6,000 require recreation fees, which are used to provide visitor services, repairs and replacements, and facilities maintenance.

"Fee-free days are an ideal time to recapture your youth by taking your family to the outdoors," said Robin Morgan, deputy director of the agency's Recreation, Heritage and Volunteer

Resources. "More importantly, it's an ideal time to introduce the young people in your life to an exceptional experience they'll remember forever."

The participation in fee-free days supports the efforts of President Obama's America's Great Outdoors initiative that aims to establish a 21st Century conservation and recreation agenda. In discussions across the nation, Americans made it clear that they want to reconnect or connect for the first time with the great outdoors - and they want the government's help.

Forest Service lands, which include 155 national forests and 20 national grasslands, offer something for everyone, from the casual hiker to the thrill-seeking recreationist. There also are opportunities and programs for children.

The 2013 fee-free days the Forest Service will participate in are: Jan. 21, Martin Luther King Jr. Day June 8, National Get Outdoors Day Sept. 28, National Public Lands Day Nov. 9-11, Veterans Day Weekend Concessionaires who operate campgrounds and other amenities may choose whether to participate in the fee-free days.

The mission of the Forest Service is to sustain the health, diversity and productivity of the nation's forests and grasslands to meet the needs of present and future generations.

“Awakening” satisfyingly creepy

By Sam Struckhoff PICKS OF THE WEEK "Hotel Transylvania" (PG)" -In this animated feature, Dracula (Adam Sandler) hosts a luxury resort for old-school movie monsters. Humans are kept away, accommodations are made for the undead, and even the bellboys are zombies. For the birthday of his daughter (Mavis, voiced by Selena Gomez), Dracula invites the monster A-list, including the Mummy, the Frankensteins and werewolves (all voiced by stars from Cee-Lo Green to Steve Buscemi.)

Big-release kids movies are supposed to be more grownup-friendly these days. Where parents could get a few laughs and thrills out of "Ice Age" or "Rango," "Hotel Transylvania" plays it safe.

"Seven Psychopaths" (R) -This is one of those funny, a little hard-to-follow movies with a bunch of characters and even more plot twists. Marty (Collin Farrell) is trying to finish his screenplay, so he sticks with his wacko friend, Billy (Sam Rockwell), for inspiration. Billy and his even weirder friend, Hans (Christopher Walken), steal the beloved dog of a violent gangster (Woody Harrelson). Jokes, confrontation and confusion ensue.

The screenplay is rather self-aware -- it starts with two bantering hit men -- as many of these Tarantinoesque movies do -- and then these guys are never seen again.

It's a good line of work, because she lives in early 20th century England, where there is no shortage of creepy old estates surrounded only by leagues of open country and twisting fog. She goes with World War I veteran Robert Mallory (Dominic West) because he works at an allegedly haunted, mostly abandoned, creepy boarding school in the country surrounded by twisting fog. Bodfish Bob’s Ham and Cheese Stuffed Chicken Breasts Four 8- to 10-ounce boneless skinless chicken breast halves 2 tablespoons Dijon mustard 4 slices deli ham, each slice halved (about 3 ounces) 4 thin slices provolone (about 2 1/2 ounces) 1 tablespoon olive oil 1/2 teaspoon kosher salt 1/4 teaspoon freshly ground black pepper 2/3 cup chicken broth 1 tablespoon unsalted butter 1 tablespoon chopped fresh herbs, such as pars ley, chives or dill Insert a paring knife into the thickest part of each chicken breast to make a 3-inch-long pocket down the side, cutting in about halfway. Rub the insides of the pockets with 1 tablespoon of the mustard for all 4 breasts. Stuff each breast with 2 half slices of ham and 1 slice of provolone, folding them to fit.

Rub both sides of the chicken breasts with the olive oil and sprinkle with the salt and pepper.

Heat a nonstick skillet over mediumhigh heat until very hot, 3 to 5 minutes.

Add the chicken breasts and cook until

golden brown and just cooked through, 6 to 8 minutes per side depending on the thickness of the chicken; reduce the heat to medium if the chicken becomes too dark. Cover the skillet with a lid or a piece of aluminum foil during the last 3 minutes of cooking time to finish cooking the chicken through to an internal temperature of 160 degrees F. Check the temperature at the thickest part of the breast without stuffing.

Transfer the chicken to 4 plates or a cutting board and add the chicken broth and remaining 1 tablespoon mustard to the skillet. Cook, whisking, over medium-high heat until the sauce has reduced by about half, 3 to 4 minutes. Remove from the heat and swirl in the butter and chopped herbs.

Depending on the size of the breasts, either put 1chicken breast on each of 4 plates or slice all the breasts and divide among 6 plates. Spoon the sauce over the chicken.

Drizzle the chicken breast with 1/2 of the oil, and then season the breast with a good crust of salt and pepper. Put chicken in the pan skin side down, then add the herbs, and garlic. When the skin has a nice golden color turn it over, and put in a preheated oven for 8 minutes or until juice runs clear.

Health Insurance Matters

Know the coverage you are buying Harry P. Thal Kern River Courier Columnist I was very saddened to have learned of our Shell Station's fire January 1 and to learn that it is suspected arson, makes matters worse. As quoted in the Courier last week, owner Tony Talbot said, "My Thal insurance company's response so far has been very good".

This leads me to an attitude the public has about insurance. Personally, I have never had a claims problem, simply because I knew what benefits I purchased, and therefore my expectations where exactly what my benefits should pay. Insurance companies are not about to cut corners nor screw people willingly. Bad public relations can kill them.

More than once, I have had people call me and want to buy health insurance. Now, for those who have gone into a new business, lost a job, or retired, I have no problems. They typically had insurance, and due to a change in their situation, need to change. Then there are the calls which I question. The caller hasn't had insurance in many years, and all of a sudden wants to buy a plan. On further discussion, I learn they don't feel well, and

believe there may be a major problem in the near future. They are not looking to buy insurance for a unknown event that may or may not happen in the distant future, but are looking for someone else to foot the bills. This is wrong, and not the purpose of insurance.

This is why, when President Obama pushed for a "guaranteed issue to anyone seeking to buy health insurance", the industry pushed for "everyone needs to buy". If health insurance were only for the sickly, the cost of the plans would be equal to the cost of treatment. How would it be if you were able to go out and buy a fire policy after the fire?

Lastly, the consumer needs to be aware of what they are buying. People complain that they have a high deductible on their health insurance, or they have a co-pay when they get tests or need to see a physician. Was that healthy person last year willing to pay the higher premiums for a lower deductible? Most people shop for the monthly cost, not the benefits they will get from the plan when it is needed.

Where the business could have gone forever without a fire, there isn't a person alive who won't get sick or injured.

How to sell a home that is in default Matt Freeman Kern River Courier Columnist Unfortunately, this is a situation that more and more Americans are finding themselves in. There really are several reasons; fraudulent loan officers, buyers who constantly re-financed Freeman to get as much money out of their home as they could, adjustable-rate mortgages.

Often, just the loss of a job or a family tragedy is the cause.

Whatever the reasoning for being in default on your mortgage payments, there is a way out that can save your credit.

Consider doing a short-sale. The last time real estate agents were really familiar with short-sales was back in the early 90's, which was the last time that there was a big turn down of real estate prices. A short-sale is when a seller who is in default asks their lender to take less than what is owed on the home in order to sell the home before it goes to the auction. Short Sales have been a great option for seller's the last few years, and recently the government came out with new guidelines making them easier to do.

If you are a seller in this situation and are interested in selling your house and saving your credit,

there are a couple of things to remember. First, time is of the essence concerning your bank. You only have so much time before your home goes on the auction block. Find a real estate agent who is familiar with short-sales and get them to negotiate with your lender as soon as possible. You will have to do an application and provide valid reason for missing your payments and written permission for your real estate agent to access your account. Make sure you get a real estate agent that has short sale listing experience. Many have sold short sale properties, but most have not listed them.

And remember, price the listing to sell! If you are missing the payments but still price the listing to make a mega profit, that is the same thing as letting the home go to auction. You are wasting everyone's time, most importantly your own. Price the listing at market value or a bit below, if you owe 200K, price it at 175K and advertise it as a short-sale foreclosure. That brings a lot of people in because there is the perception of a good deal. Then upon receipt of an offer, even a low offer, let your real estate agent and your bank slug it out.

More often than not, the bank will come to terms that are agreeable and save your credit.
