Kern County Fire Courier Just in The Kern County Fire Department received a call for a structure fire at 2925 McCray Rd. in Lake Isabella at approximately 3:02 p.m. January 29. A reinforced alarm was started for more equipment to assist in the fire. When fire-

fighters arrived on scene they reported a 2,000 sq. ft. single-family dwelling with heavy smoke coming from the rear of the structure. Firefighters made an aggressive attack utilizing multiple hose lines. They also used a power fan to horizontally ventilate the structure. Winds of 15 to 20 mph caused flying embers to ignite a small grass fire

near the structure. One fire engine was assigned to handle the fire and it was extinguished within minutes. The structure fire was extinguished within 20 minutes and although approximately $100,000 worth of property was destroyed, approximately $200,000 worth of property and contents were saved. No

injuries were reported and the cause of the fire is under investigation. The Kern County Fire Department was assisted by the California Highway Patrol, the Kern County Sheriff and Edison. The Fire Department utilized five engines, four overhead and a total of 19 personnel fighting this fire.

Happy Birthday to us! In 2004, then Kern Valley residents Dolly Ogawa and Allyn Amsk started the Kern River Courier and founded KRV Publishing. The very first paper produced was the Whiskey Flat Claim Jumper. The Claim Jumper was followed by the very first Kern River Courier, which staff and volunteers handed out in the 2004 Whiskey Flat Days parade. Back in 2004, today's publisher, Michael Batelaan, was the Production Manager for the newly formed publication. Other papers had come and gone in the Kern River Valley, so they said that this one would not last either. But here it is, ten years later. In 2009, Michael Batelaan and Mike Devich purchased KRV publications and all its specialty publication from Ogawa and Amsk, who had decided to leave the Kern Valley for other pursuits. Kern River Courier publications have included Whiskey Flat Claim Jumper, Green Living and the Kern Angler. Both Batelaan and Devich were experienced newspaper people and they relished the idea of promoting the Kern River Valley and all of its virtues. Then in 2011, Devich decided to retire, leaving Batelaan as owner publisher to keep the dream alive. Batelaan's goal is to continue to highlight the advantages of living in and visiting the Kern River Valley.

The Soda Fire, burning in the Golden Trout Wilderness in Sequoia National Forest, continued its spread towards the west over the weekend and grew to 1,132 acres. Fire behavior continues to be of low-to-moderate intensity and largely confined to surface and ground fuels. No tree torching has been observed. Available internet dosen’t work worth a darn I agree with the article stating that high speed internet is not available in the Valley. I’ve had both AT&T wireless 3G and now have Verizon LTE and neither works worth a darn. The LTE is constantly going ‘dormant” and Verizon tells me that’s because the signal is poor. Ms Wilson is correct, that there is fast internet access available through her business. But she fails to tell you that her service is at a higher cost than Mediacom’s, and worst of all, has data caps. I hope the important points that the reader will take away from this discussion is that everyone should have complete and unfettered high speed access to the internet, that right now literally thousands in the KRV do not, and to help right that wrong, everyone not serviced by Kern River Wireless should take the CPUC survey. April 2, 1921 - January 28, 2014 Frances was born in St. Louis, MO on April 2, 1921. She passed into Eternal Rest on January 28, 2014. In 1925, Fran and her parents moved to Hammond, Indiana. She received her schooling there and graduated from Hammond High in 1938. After that she worked in Indiana, Colorado, Illinois, California, Texas and Arizona then in 1949 she moved to Bakersfield, CA. She flipped a coin: Bakersfield or Brownsville, TX. Bakersfield won. In 1952 she met and married Floyd Manbeck. When Floyd retired in 1980, they moved to Lake Isabella. Floyd died in 2003. She belonged to and was active in the Women of the Moose, VFW 7665 Auxiliary, Eagles 3156 Auxiliary, Beamers, Grandmothers #94 and Kern Valley Hospital Pink Ladies. Although not a member, she was a long time attendee at Highland Chapel. Fran’s other activities included supporting the local animal shelter on a regular basis, making candy for the Skilled Nursing patients at the local hospital, her church and her other friends. She was also the No. 1 fan of the Rubber Ducky Races which she attended every year she was able. Her constant companion in her final years was a doggie she retrieved from the animal shelter which she named Miller (MGD for My Good Dog). Viewing will be at Sierra Valley Mortuary on Friday, Jan. 31 from 1 to 4 p.m. Funeral services will be at Highland Chapel on Saturday, Feb. 1 at 10 a.m. followed by internment at the Kern Valley Cemetery. There will be a spaghetti lunch, courtesy of Grouch at the Moose Lodge immediately after the family returns from the cemetery.

Jack Duitsman Courier Columnist “He disciplines us for our good, that we may share His holiness.” - Hebrews 12:10 What a tedious work discipline is. Duitsman Bit by bit, day by day, the process can seem both arduous and pointless all at the same time. Certainly those in the Philippines who watched super typhoon Haiyan devastate a lifetime of effort in but a few short hours would understand the overwhelming task of sifting as they continue to work their way back to a sense of normalcy that may be as elusive as it is difficult. As in any disaster, the upheaval to ordered life is shocking to the point where a place to begin can be difficult to find, and noticeable progress can be slow to the point where discouragement is a constant companion. The sifting process may indeed be greater than any has the power to move through, but there is One Who is able to strengthen hearts and hands for all that is ahead. A bit closer to heart, yet using the same train of thought, I wonder if you and I ever tire of the sifting processes worked in us by the Holy Spirit? Perhaps the duration of process for those who have walked with the Lord for any length of time

becomes seemingly never ending and as a result can grow wearisome. How many times is the Lord going to work on bringing attitudes into more perfect alignment with what is described in the Word as the way a believer ought to think? Or perhaps the sense of enough being enough, or this is as good as it's ever going to get has brought us to a point where we have stopped the continued sifting by the Holy Spirit through the Word, in worship, or by the gathering together with other believers. While veritable mountains of sin induced rubble may still lay around the landscape of our hearts just waiting for the focus of the Father’s attention, perhaps you and I have grown accustomed to living with such unsightly personal shortcomings so as to resist any effort at bringing more order or sifting. After all, the process is tiring, and if grace is really grace, then what does it matter anyway? As we pick up a few pieces of broken lives there in an effort to bring encouragement and hope, may we believe anew for similar work to take place in our hearts and lives. The good work of the Lord continues, and the beauty of holiness can shine brighter and brighter in our lives. Jesus bless the work . . . in the Philippines and in us! Restoration workdays scheduled Sean Rowe, Kern River Preserve Land Steward Courier Outdoors Join Audubon Kern River Preserve staff and volunteers on many Saturdays at 8 a.m. for their Habitat Restoration Workdays. Kern River Preserve will be implementing the first phase of a three year restoration project funded by the NRCS Wetland Reserve Program and USFWS Partners for Wildlife Program. They will be planting native shrubs, grasses and trees on 24 acres of formerly cultivated floodplain along the South Fork Kern River. The goal is to enhance habitat for a variety of wildlife species including San Emigdio Blue butterfly, Loggerhead Shrike, Summer Tanager and Southwestern Pond Turtle. Preserve exploration hike planned Saturday This KV Hiking Club hike is about 5 miles round trip with an elevation gain of approximately 1,200 feet. It is broken up into a series of explorations all over the Kern River Preserve. Cast reunited for comedy By Sam Struckhoff Pick of the Week “The Best Man Holiday” (R) — This sequel to the late’90s comedy hit “The Best Man” reunites the original cast for a feel (mostly) good romantic-comedy/drama/ holiday movie. In the prequel, struggling writer Harper (Taye Diggs) dropped quite a bomb by publishing some private stories about his friends around the time of Lance and Mia’s (Morris Chestnut and Monica Calhoun) wedding. Nine years later, the whole group of college friends come together to celebrate the holidays at Lance and Mia’s mansion. The whole story goes down much easier thanks to the more comic Quentin (Terrence Howard) and Shelby (Melissa Desouza). The chemistry between the cast works quite well, even when the script gets sappy. Director Malcolm D. Health Insurance Matters

In the hospital? Harry P. Thal Courier Columnist There are two levels of care when a person is in the hospital under Medicare. You are either an “Inpatient” or an Thal “Outpatient” under observation. To the consumer (patient), there is no notable difference. You are in a hospital bed and receiving medical and nursing care, diagnostic tests, treatments, medication and food. Medicare pays benefits for an “inpatient stay” under Part A of Medicare and “Outpatient (Observation)” under Part B. For the hospital, the difference is that under “Inpatient,” the patient has a Part A deductible to satisfy -- $1,216 in 2014 -- then costs are covered by Part A for the next 60 days. Part A pays a specific flat amount to the hospital for the diagnosis. Part B, on the other hand, pays for each individual service, so there would be a charge for each laboratory test (or group) and each radiology procedure, as an example. Frequently, the hospital may benefit for the Part B billing. For most patients, the difference is undetected and does not pose any problems. However, under Medicare rules, a person

entering a Skilled Nursing Facility (SNF) must have had a three-day stay in a hospital as an “inpatient.” Under Medicare, the first 20 days in a skilled nursing facility are at no cost. However, if the hospital stay is “outpatient,” then the burden of the skilled nursing facility is significant. Medicare Supplement policies do not pay if Medicare hasn’t paid. They are a supplement to Medicare, and as a “secondary” payer, can’t pay. Many HMO plans will cover a stay in a Skilled Nursing Facility without a prior three-day inpatient stay. The issue is with Medicare being the primary. Legislation has been written, H.R. 1179 by Joe Courtney [D-CT] Improving Access to Medicare Coverage Act of 2013 and SB 569 by Sherrod Brown [D-OH] to amend the law. This law, was introduced in March, 2013 and apparently has been stalled in Committee. It would count a period of time of outpatient observation services in a hospital toward satisfying the three-day inpatient hospital requirement for coverage of skilled nursing facility services under Medicare. We’re managing the payments, but where should Ramsey these debts be placed in the debt snowball plan? Olivia Dear Olivia, I don’t usually cheat on the smallest to largest progression of the debt snowball, but I’d recommend moving these debts to the top of the list. Both state and federal taxes come with ridiculous penalties and interest rates, and the authorities at either level have virtually unlimited power at their disposal to screw with your life if something bad happens. The IRS can actually take your money without suing you. So, you don’t want to become a blip on their radar screen by being late with payments. Get it cleaned up as quickly as possible, Olivia. Plus, if you need a co-signer to buy a house, car or anything else, it means you’re not financially ready for that purchase. Take some time, maybe two or three years, to get your business up and running. Go find a decent, inexpensive place to rent then pay off any debt you have while saving up as much money as possible. I want you to have a nice house one day, Peter. But you’re just not ready now. Forest Service Law Enforcement has already issued tickets to several individuals who have been caught repeatedly transporting and depositing their household trash into Forest Service dumpsters. Dumping of any refuse, debris, trash or litter brought as such from private property is a violation of 36 Code of Federal Regulations 261.11(e). Law enforcement will continue to enforce this policy, and violators will be fined $325 each time caught. Show and sell - District Ranger Al Watson presents the issues regarding the upper Kern River trash problem.

The Kern River Ranger District presented a plan last Thursday night to a little over 50 concerned residents. The Forest Service presented slides that showed the conditions of piles of trash bags and human waste in heavily used areas of the Upper Kern River. “The Kern River is being loved to death,” said District Ranger Al Watson, addressing the audience. Tricia Maki, District Recreation Officer, then outlined the proposed plan which consists of three components of partnerships, management changes and information and enforcement. The Forest Service hopes to create community partnerships, to change the types of camping allowed in the area. Right now they are designated, designated disbursed and disbursed of which the disbursed would be eliminated. An information kiosk and additional signs are planned to be enforced with additional personnel with law enforcement authority. The hope is to eliminate those that camp just anywhere, to a more controlled sector. “We don’t want to be heavy handed but we want to have a presence on the river,” Watson said. The Forest Service hopes to have a new plan in effect by the Memorial Day holiday weekend.
