It’s time to break out the red, white and blue as the United States of America once again celebrates its independence.

Welcome to the Kern River Valley this weekend, visitors. And for all of us who live here, don’t even think about going someplace else. There is so much going on Saturday you will be amazed! First of all, Saturday July 2 is a free fishing day in California, so if you haven’t bought your license yet, here’s a good opportunity to fish for free or to teach someone else how to fish.

It’s been seven years in the making, with public meetings all along the line. Finally, it has been adopted by the Kern County Board of Supervisors. It’s the Kern River Valley Specific Plan, which sets forth guidelines and restrictions for any future commercial development that may happen in the valley over the next 20 years. The plan will take precedence over the Kern County General Plan in the Kern River Valley. In their motion to approve, the Board of Supervisors deleted the section which would have prohibited “big box” stores of over 50,000 square feet with more than 5% of the sales floor area devoted to grocery items. They also instructed Planning

Department staff to modify the text about acquiring land to encourage conservation easements and acquisition of development rights before full acquisition by a governmental agency (which would take property off the tax rolls). The KRV Specific Plan Area encompasses approximately 110,510 acres (173 square miles) including the communities of Alta Sierra, Bodfish, Kernville, Lake Isabella, Mountain Mesa, Onyx, Riverkern, South Lake, Squirrel Valley, Weldon and Wofford Heights. It does not include Havilah, Walker Basin or the Kelso Valley area south of where Kelso Valley and Kelso Creek Roads come together. The KRV Specific Plan takes effect immediately. Rules to remember: • Personal fireworks are illegal in the entire Kern River Valley area, not just the forest. • Don’t try to float down a whitewater river on a cheap raft or an innertube. • If you plan to have a fire, get a campfire permit and follow the rules carefully. • Put lifejackets on all your kids if you’re near the water, even if you tell them not to go in. • Pack it in, pack it out.

It’s the Fourth of July weekend and it’s a biggie for all of us. There’s a lot of fun to be had up here in the Kern River Valley, but there’s also a lot of danger if you’re not thinking. First of all, if you brought personal fireworks into the valley, don’t even think of using them. If you are considering getting in the Kern River to have fun or cool off, it’s not a good idea when the water is high. The water is stronger than you think. If you must go in, go with a professional rafting outfit. If you are going to use fire, use it responsibly. OK, those are the main points. Fires and drownings are both highly preventable, and all you have to do to avoid them is be aware and be careful. Many people are loath to follow a lot of rules and regulations when they’re on vacation and all they want to do is have fun, but following rules may mean the difference between a fun weekend and one that ends in tragedy. We care about our visitors and we want you to come back, so don’t take unnecessary risks. Be safe.

Typically, a plan such as this takes effect after 30 days after approval, because that is the period in which the EIR can be challenged by a lawsuit. Planning staff assured the Board of Supervisors that they felt the EIR was adequate. The EIR was prepared by Northcutt & Associates of Lake Isabella. The plan's proposed architectural guidelines have to be further developed and adopted later as a zone change. As proposed, they will only apply to commercial and industrial zoned parcels (not residential). And where they apply will

Forest Service waives entry fees during fireworks show Kern River Courier

The U.S. Forest Service invites everyone to another patriotic celebration at Isabella Lake this Independence Day weekend. The Forest Service controls the camping areas around the lake. The fireworks display organized by the Kern River Valley Chamber of Commerce will take off as planned Saturday July 2. Fees at Auxiliary Dam, Old Isabella, and South Fork Recreation Areas will be waived for spectators on Saturday from 6 p.m. until the end of the fireworks show (around 10 p.m. FS, Kern County Fire Department and Bureau of Land Management firefighters will be on standby during the fireworks event. The agencies look forward to helping the public attend a wonderful show while minimizing the risk of wildfires. To aid in this task, fire officials ask residents and visitors to acquire a campfire permit and follow regulations if they plan to build a fire, barbeque, or operate a camp stove. No one should bring fireworks of any

kind, as they are illegal to discharge or possess in the Kern River Valley and FS land; and law enforcement will issue fines for any violations. “Although we started this summer season a little later than usual we have already seen escaped campfires and other fires spread quickly and consume acres of tall grass and brush. It is extremely important that forest visitors don’t bring fireworks into the Forest,” said Western Divide District Ranger Priscilla Summers. More camping areas opened Due to the lake’s high water level (reducing the square footage of camping areas), District Ranger Rick Larson is allowing overnight camping at Kissack Cove and Boulder Gulch day use areas for the weekend (effective 6 a.m. Friday July 1 through 6 p.m. Monday July 4). Portable toilets and Dumpsters will be available at these sites. Public pastures will be closed during the holiday weekend due to the marshy condition of the land.

State free fishing day July 2 Kern River Courier

The California Department of Fish and Game invites anglers to celebrate Independence Day by fishing in California’s spectacular waters. Saturday, July 2 is the first of California’s two 2011 Free Fishing Days (the other will be Sept. 3), when people can try their hand at fishing without having to buy a sport fishing license. All fishing regulations, such as bag and size limits, gear restrictions, report card requirements, fishing hours and stream closures remain in effect. Anglers should check the rules and regulations at www.dfg.ca.gov/regula-

tions/ for the waters they plan to fish. Wardens will be on duty to enforce them. For more information on Free Fishing Days, please visit www.dfg.ca.gov/licensing/fishing/freef ishdays.html. DFG offers two Free Fishing Days each year – usually in conjunction with the Fourth of July and Labor Day weekend – when it’s legal to fish without a sport fishing license. This year, the Free Fishing Days were set for the Saturdays preceding Independence Day and Labor Day (July 2 and Sept. 3) because they fall on holiday weekends, when it’s likely to be the most convenient for the public.

Bodfish Bob's Passion Potion 2 cups cubed peeled ripe mango 1 cup cubed pineapple 1 1/2 cups orange juice, chilled 1/2 cup passion fruit nectar, chilled Place the mango cubes and pineapple cubes into freezer, and Freeze until Firm (about 1 hour). Remove from freezer; let stand 10 minutes.

Combine mango, juice, and nectar in a blender, and process until smooth. With blender on, add pineapple; process until smooth. Serve immediately. Makes 4 servings. Bodfish Bob's Sloppy Jose's 1 lb of ground beef 1 8 oz. Can of tomato sauce 2 tablespoons of mustard (yellow)

Brown beef in a skillet. Once done, drain off any fat from the meat. Add meat back into the skillet and add the tomato sauce. Once heated through, add the mustard, brown sugar, salt and pepper. At this point you can adjust the ingredients to meet your particular taste. Some might like this tangier or sweeter. Previews of new DVDs by Sam Struckhoff New DVDs reviewed in this column will be available in stores the week of July 12. PICKS OF THE WEEK "Rango" (PG) -- One of the wonderful things to take shape since the rise of computer-animated kids movies is the notion that adults often must sit through and appear to enjoy the show as well. "Rango" takes control of this idea in an interesting way. Not many kids movies work in references to "Fear and Loathing in Las Vegas" or "Chinatown." Rango "Rango" tells the story of a neurotic pet chameleon dropped into the Wild West. Johnny Depp does a good job giving voice to the scrawny green hero, and actually gives some depth to the lizard's shaky bravado. In fact, all of the characters look and sound interesting -- something I didn't think possible considering the steady cascade of talking CG animals that's been coming out of Hollywood year after year. The action, visuals, jokes and scruffy little animals rank high among what the genre has to offer. Like the little town housing the characters, the whole movie seems crafted out of little pieces of other, more recognizable efforts. This also might be the movie's largest drawback. While grownups

can appreciate the little homages, many of Rango's quips could go right over the heads of younger viewers. The movie's attention to detail makes for a well-crafted animated adventure that nobody is too big to enjoy. "Brazil" (R) [Blu-ray] -- This 1985 absurdist science-fiction film is one of those movies the creator fought for, and watching it shows why. Set in a dismal future ruled by heartless bureaucracy and inefficiency, a government worker starts to see through the elaborate mess of the world around him. Directed by Terry Gilliam, the movie shows a world so dystopian and ridiculous, it's George Orwell as read by Monty Python. "Brazil" is easily a Blu-ray worthy movie; you wouldn't want to miss how the pointless complexity and overbearing absurdity of future society is shown through carefully placed visual nuances. With the lake level around 360,000 acre-feet the North Fork from the cemetery to the airport must be producing some crappie, as I saw quite a few float tubes and boats sitting on the flooded willows and cottonwoods. I also spotted several boats at Rabbit Island (which, by the way, is truly surrounded by water now. DEAR DR. DONOHUE: After an endoscopy, the doctor told me I have a hiatal hernia. He said nothing could be done for it and that I will have to live with it the rest of my life. He gave me no medicines or advice. I am anxious about this and would appreciate any info you can give me. -- Anon. ANSWER: The swallowing tube -- the esophagus -- begins at the throat, travels down the chest and finally ends by attaching to the stomach. To reach the stomach, it must go through an opening in the diaphragm, the muscle that separates the chest from the abdominal cavity. That opening is the hiatus. A hiatal hernia is a bulging of part of the stomach through the hiatus and into the chest cavity. Many times, a hiatal hernia causes no symptoms and needs no treatment. At other times, a hiatal hernia produces GERD -- gastroesophageal reflux -- an upward spurting of acid and digestive juices from the stomach into the esophagus. That brings on heartburn, a common problem with many treatments. People without such a hernia also develop GERD. Here are some tips to handle heartburn. Lose weight, if need be. Don't eat within three hours of going to bed. Elevate the head of your bed using blocks that are 6 to 8 inches tall and placed under the bedposts. This keeps stomach juices in the stomach while you sleep. Sleep on your left side for the same reason. Don't wear constricting garments around the abdomen or

And they heard the sound of the LORD God walking in the garden in the cool of the day, and Adam and his wife hid themselves from the presence of the LORD God among Duitsman the trees of the garden. - Genesis 3:8 The Genesis account provides the blueprint for humanity's Divinely created order, and gives record of what transpired in the fall from that created order. The remainder of Scripture is redemptions story, the commitment of God and the capacity of God to draw fallen humanity back into the possibility of relationship with Him. I say possibility because of the need for a faith filled response to His gracious gift through Jesus the Lord on Calvary's cross. That God has procured this gift and freely offers it to all is apparent. That there is not universal acceptance of this gift is also painfully apparent - thanks be to God that you and I have been graciously saved! Therefore, a re-read of the Genesis account points the way for us to understand where the transforming work of God is taking us. We will never again know the wonders of Eden's garden, but

on a slow and steady journey of faith we will re-experience measures of what Adam and Eve knew to be the wonders of life lived in perfection. Yes, your experience and mine may seem to be Eden's complete antithesis, but the hope of the redeemed is that there is a perfect work begun in us that will continue to be worked until Jesus Christ comes to take us as His own. In this hope is the realization that perfectly created, humanity had a capacity to walk and talk with the Eternal God that has largely been lost - the capacity remains, but without the ongoing transformative work by the Holy Spirit, it remains largely unused. What Adam & Eve enjoyed as a matter of course - walking and talking with God in the cool of the evening - you and I must relearn through the working of the Holy Spirit. Notice the difference between Adam and Eve's experience, and the Apostle Paul's confession that at present "we see through a glass darkly" in issues of the Spirit. What is at stake in embracing what God has clearly offered is the commitment to being set free at any and every level of His choosing that will bring us back His original design. The remarkable description of Genesis 3 that was lost at the fall, is available to those who set their hearts on being "filled with the Holy Spirit." Let's stick with this for a few more weeks - I'll meet you here next week and we can continue to seek the Father's outpouring together.

Among the most wearisome changes of this world is the result of human efforts to ensure freedom to dissent. Allowing another to voice disagreement without fear of retribution is consistent with Romans 12:18: “If possible, so far as it depends on you, live peaceably with Semonious all.” Unfortunately, those with little understanding claim that giving up my right to free speech and freedom of religion is required to allow freedom for the dissenter. God and the U. S. Constitution permit me to post public notices announcing Christian worship. These same authorities also permit non-Christians the same freedom. (I am deliberately avoiding the errors made by modern Supreme Courts. They have power to force and their oppression is not advancing freedom.) The will of God is that, “You shall do no injustice in court. You shall not be partial to the poor or defer to the great, but in righteousness shall you

judge your neighbor.” Leviticus 19:15. Honest efforts to ensure freedoms have failed because those with the power to make policy turned backs to God’s word. So I turned to James for advice. What am I to do? “Be patient, therefore, brothers, until the coming of the Lord. See how the farmer waits for the precious fruit of the earth, being patient about it, until it receives the early and the late rains." James 5:7. And, “You also, be patient. Establish your hearts, for the coming of the Lord is at hand. Do not grumble against one another, brothers, so that you may not be judged; behold, the Judge is standing at the door.” James 5:8-9. Therefore, “As an example of suffering and patience, brothers, take the prophets who spoke in the name of the Lord.” James 5:10. And, “they who wait for the LORD shall renew their strength.” Isaiah 40:31.

KRV Specific Plan will guide valley’s commercial construction

have to be worked out after future public hearings involving the Kern Valley community. Nine residents of the Kern Valley spoke at the public hearing but many others sent in comments, which were considered by the Board of Supervisors prior to their action. Many more valley residents also participated previously in more than a half-dozen public meetings held by the Planning Department. At the May 2 meeting, the most recent one, as many as 100 residents participated. Some residents spoke from the Kern River Valley via teleconference. Erie Johnson, Jon Ream and this writer spoke in favor of adopting the plan, citing economic development among other reasons. The KRV Specific Plan is the first in the county to have an Economic Development Element and Dark Sky protection. The six individuals who spoke in Bakersfield at the Board of Supervisors meeting were not in favor of adopting the plan at this point, instead wanting further revisions to the plan and EIR. Most were opposed to the Weldon solar project, which is being considered in a separate approval process and was not addressed in the KRV Specific Plan. They included Bakersfield residents Marjorie and Evan Bell and Weldon residents Bimmy Keene and Jody Steel. Both in extensive written comments and testimony, Sequoia ForestKeeper's Ara Marderosian questioned the adequacy of the EIR related to Global Warming and commented on the Weldon Solar project as well. This vision is intended to balance the natural character of the Valley with future growth, and promote a rural lifestyle while protecting the solitude and privacy of residents living in this mountain community. The following objectives identify general concepts and ideas, which provided the guidance for the development of this plan.

• Ensure that development is managed to conserve the scenic, biological, watershed and other features of the natural environment. • Manage future growth responsibly, and encourage an appropriate balance among private property rights, community development, the natural environment, and social objectives. • Maintain and enhance the health of the Specific Plan Area's natural systems and resources. • Retain the rural character of the Specific Plan Area. • Improve visual qualities of the built environment. • Increase and improve accessibility to natural, historical and cultural amenities for all users. • Enhance the Specific Plan Area's tourism and hospitality markets. • Encourage economic diversity and stability. • Maintain the long-term economic viability of ranching and farming operations.

In this current real estate market when considering selling or purchasing a home it is extremely important to consider all forms of financing. Even though there has been some easing of credit restrictions on mortgages during the past year or so it still remains quite tough to get a mortgage these Matt Freeman days without substantial money down and good credit. Things have kind of gone back to the way they used to be – you either had 20% down to buy a house or you got an FHA or VA loan which both require little or no down. I talked a couple of weeks ago about USDA, or Rural Housing loans; they are a great option as well but just like any other loan program they have income and credit guidelines. There is one other option concerning financing that is important to think about, and that is asking the owner of a property to carry a Note and Deed of Trust. In the real estate industry this is commonly called "Seller Financing" and it is a great option both for the buyer and the seller. The buyer does not have to worry about lender fees and credit issues that would commonly cause problems for a regular mortgage, and the seller makes

money in the long run because of interest on the note and ultimately sells their property, which in this market can be somewhat hard to do. I personally carry a Note and Deed of Trust and am very happy with it. You get a monthly income from the property but you do not have to be a landlord; you are the bank and that is it. You make sure the property is properly insured, the taxes are paid, and of course the payments are made. Taxes, insurance, interest and principal are all paid by the buyer. The buyer is the registered owner, and the seller is the legal owner just like with a regular mortgage. Seller financing is a great option for buyers who have some money down. Usually sellers like to see at least 20% down and good credit, although oftentimes a seller is open to a buyer's individual situation – for example if they have had a foreclosure and are unable to get a new mortgage but have good credit otherwise. Each seller financing situation is different. So if you are a buyer who has a large chunk of money to put down but for some reason can't get financing think about asking for Seller Financing. At 16, Charles Marion Russell (1864-1926) announced boldly that he would have no more schooling. He wanted to be a cowboy. His first real job was as a night wrangler, overseeing a couple of hundred horses and whatever else happened to be on the hoof. He spent California Joe his working hours under a million stars that shone over a very wild country. When relief came at dawn, Charley Russell would sleep a few hours, and then spend the rest of the daylight drawing and painting. Russell’s cowboying lasted 11 years. During that time, he saw a changing West and he recorded every detail – if not on paper, at least in his memory. He experienced firsthand the twilight of the era, as the last roundups drew nearer and nearer. By 1895, Charley figured out that he might be able to earn a living from his art. Saloon owners and others had commissioned work from him. He had received as much as $50 for a painting. That year he visited Ben Roberts in Cascade, Mont. Staying with the family was a lovely young girl named Nancy Cooper. Charley was

Russell’s artistic output was steady and always improving. “Roundup on the Musselshell” showed a cowboy coming off his horse to rope a stray, framed by a prairie rainbow in the late afternoon light. “The Buffalo Hunter” shows a young brave astride a galloping horse, slightly obscured by the great buffalo he is about to send an arrow into. In his later years, Charley Russell’s palette grew more colorful, and his production remained steady. When he died of a heart attack in 1926, he was widely mourned. The Fourth of July comes every year on July 4th. (No argument there!) But lately I've noticed that because it doesn't always fall on a day that's convenient, the “powers that be” ask us to watch the fireworks displays on another day. It somehow doesn't feel right to watch a fireworks show Middleworth on the Second of July. In fact, it almost seems unAmerican. Looking back, the Fourth of July celebrations when I was a youngster were always held on July fourth and not some other day. As a matter of history, lots of things were different back then. We could buy firecrackers and rockets and sparklers. We could buy Piccolo Petes that would dart around the ground, whistle, and end their existence with a loud bang. When we had the money we would buy the loudest and most potent of firecrackers, the Cherry Bomb. It was the size of a large cherry (hence the name) and was loaded with power and “bangability.” Properly attached you could blow a wooden mailbox to smithereens. And several mailboxes each year did fall prey to a few

future ordnance soldiers. We had carbide cannons that used water and carbide which, when mixed properly and lit, would make one heck of a boom. But better yet, if mixed in a little spice can and lit through a small hole, the can could rise in the air 20 feet and disappear with a bang (to be found later in someone’s rosebushes). One of the most potent of the small firecrackers was the Black Panther. It had twice the power and twice the bang, and of course, cost twice as much as other firecrackers. We would build miniature roads and bridges in an empty lot and then destroy them with the Panthers. In my time and in my neighborhood no one got hurt, except when we tried to play catch with sparklers. It took a brave kid to catch a whirling sparkler without grabbing the burning end. Yes, things were different and not as safe as things are today. And that’s to the good. But even so, I look back with nostalgia on some of the old days. Anybody got a Cherry Bomb and an old mailbox you want to get rid of? And by the way, Happy Birthday, Uncle Sam! Wofford Heights resident Rod Middleworth, a retired security manager for Pacific Bell, is an instructor for the local AARP Driver Safety Program.
