Bakersfield’s Kern County Fair has announced the contests and categories for community exhibits to be displayed at this year's event, which will run Sept. 21-Oct. 2. Entry catalogs are now available at the Kern County Fair, 1142 South P Street, and also online at kerncountyfair.com. Most contests have closing dates in August. Whether you're an amateur photographer or a gourmet cook, you'll find a way to share your interests with visitors to the fair. Some of the contests evolve around this year's theme, "It's Magic!" Smoky conditions in the valley may cause breathing problems for the sensitive over the next few days. The smoke is coming from lightning-caused fires north of the valley, and weather conditions are making the smoke enter the valley itself. Six small fires were ignited last week when thunderstorms went through the region. On Monday, July 4,
the Sherman, Beach and Ridge fires were reported in the Kern Plateau area, north and east of Kernville, within the old McNally Fire burn area. The fires were all less than 1/10th of an acre and confined to one or two snags (dead trees) and are being managed by the Forest Service rather than being put out. (The Forest Service calls this “managed for resource benefits.”)

Roads, trails still being cleared up after winter Kern River Courier
Anxious recreationists keep the phone lines busy at most Forest Service offices this time of year. The long winter has disappeared, and the snowpack, at almost twice the yearly average, is melting swiftly under the current warm weather. Forest users can get ready to camp, hike, fish, and dust off their motorcycles. Local trail crews on the Kern River Ranger District, under the direction of Assistant Recreation Officer Bob Frenes, are working hard and putting in long days to open roads and trails across the southern end of the Sequoia National Forest to accommodate those recreationists. And, it is no small task. About 600 miles of off-highway vehicle (OHV) trails and many miles of forest roads throughout the
mountains surrounding the Kern River Valley are presently being worked on. Roads and trails are also being cleared for administrative use as Forest Service employees require access to seasonal high country work stations and fire lookouts. Frenes said, “Heavy winter snowfall has put us close to six weeks behind schedule. We are (still) experiencing a significant amount of downed trees, rock slides and erosion." Trails and roads were littered with trees affected by winter conditions. Chainsaws have been getting a workout for days on end as the crews work to cut and remove trees. As part of road maintenance, backhoes are also used on roads to fill in the ruts left from the winter rains, clean out clogged culverts

Redistricting commission decides to not issue maps Richard Cayia Rowe Kern River Courier columnist
Last week the California Citizens Redistricting Commission decided that, in order to produce the best district maps possible, it would not release a second round of draft maps. Previously the commission stated it would release its second round of maps on July 14. Their first draft maps proposed moving the Kern River Valley from Assembly District 32 (Shannon Grove, R-Bakersfield) to Assembly District 34 (Connie Conway, RVisalia). (See map at http://goo.gl/9wmPW.) The commission will release more details next week on how the public can easily obtain information and submit com-
ment on the redistricting map proposals, and also how they can follow each step of the process for drawing the lines. The commission will be posting maps of proposed districts to www.wedrawthelines.ca.gov. The final district maps are slated to be released July 28 and adopted by the commission on August 15. The commission is also accepting public comments by e-mail at votersfirstact@crc.ca.gov, by FAX (916) 651-5711, and by mail to: Citizens Redistricting Commission, STE 154A, Sacramento, CA 95814-6424. Every 10 years, following the Census, district boundaries are redrawn. It used to be done behind doors by the majority party in Sacramento. That has changed. California's
first Citizens Redistricting Commission is a new 14-member body charged with redrawing California's Senate, Assembly, State Board of Equalization and Congressional districts based on information gathered during the 2010 census. California voters authorized the creation of the Citizens Redistricting Commission when they passed Proposition 11 in the November 2008 general election. The commission is attempting to redraw the State Senate, Assembly, State Board of Equalization and Congressional districts in conformity with strict, nonpartisan rules designed to create districts of relatively equal population that are meant to provide fair representation for all Californians. – Richard Cayia Rowe is the “Living Green” columnist for the Courier.

As many folks know, we are currently engaged in redistricting from the federal arena down to the local level. Many of you have been following the federal and state process, and I am finding out most of us haven’t paid close enough attention to our local supervisorial district. I have attended meetings where there are only two people in attendance. It seems that we are comfortable with the knowledge that our boundaries won’t change in East Kern. The concern I want to stress is what can change on the west side will affect us. We have been successful in having Map 5 taken off the table. For those of you who may not know, that map placed all of East Kern into 1 district. There is another map that has been introduced that will drastically change District 1. There were several folks that attended this past Tuesday’s meeting that spoke in favor of this option, now being called “option 6.” It removes Shafter, McFarland and Delano out of District 1 and moves territory which is currently in District 3 east of Highway 99 and Highway 65 including Oildale, Northeast Bakersfield and East Bakersfield into District 1. That is about 116,000 eligible voters to East Kern’s 48,000. I urge you to please go to http://www.kern.ca.us/redistrict and review the various options which have been proposed. Sitting on the sidelines assuming there is are plenty of other folks looking out for our welfare is not an option. Please take a few minutes to write a letter to our supervisor, Jon McQuiston, with your comments and concerns. Review the options which are being proposed and decide which option is best for East Kern. My preference is “option 1” which has the minimal impact with the desired results, what is yours? Bodfish Bob's Buttermilk Fried Chicken Cut-up frying chicken Buttermilk (as required) Flour (as required) Vegetable oil (about 2 c.) Salt White pepper Garlic salt
Need a covered frying pan. Add 2 to 2 1/2-inches oil to frying pan. Heat oil in frying pan to mediumhigh setting. Dip cut-up chicken pieces in buttermilk, coating completely. Coat chicken pieces with flour, coating completely. Place chicken in hot oil, adding 1 piece at a time, skin side down, until pan is full. Lightly sprinkle chicken with salt, white pepper and garlic salt, on the top side only. Place lid on pan, but do not cover tightly; tilt lid so as to leave a side gap of about 3/4-inch. Fry chicken until done on

Valley history: Hanning Flat Hanning Flat, the big empty bald spot that can be seen on the north side of the lake near Robinson Cove, has a history that many current Kern River Valley residents may not be aware of. Hanning Flat is now the site of the KMAK model airplane flying field and the Junior Pheasant Hunt, but it has an earlier history that involves bootlegging liquor, and that is how it got its name. The king of the local moonshiners during Prohibition was Don Hanning. The success of a moonshine operation depended on a lot of things, but one of the most important was not being discovered, and Don Hanning had a genius for picking remote sites for his stills. His main operation in the valley was hidden away at the upper end of the canyon now known as Hanning Flat. Don chose the location because anyone approaching had to travel across the open canyon floor for almost a mile, which gave the lookouts plenty of time to give a warning. Another reason that Don chose the site at that location was because everything necessary for a moonshine operation was right there. A nearby spring provided plenty of good water, there was a healthy stand of oak to fire the boilers, and many large cottonwood trees that kept the still hidden from all sides. The most important ingredient in making moonshine whiskey was fresh, white corn. A bushel of white corn produced about three quarts of whiskey. Legend has it that the A. Brown flour mill in Weldon, which was just over the hill from Hanning's Flat, was used at night to grind the corn for Don's stills. Don Hanning's Flat produced about 2,000 gallons of whiskey a month. He sold some to small distributors like Dave Yarbrough, who bottled it in halfpints and pints for resale. Dave cut the fine whiskey even further, using distilled water, and sometimes a little tobacco juice to add a little extra zing. He sold his product at the local dances on Saturday nights for as much as $1 for a half-pint. – Kern River Courier (adapted from the writings of the late Bob Powers)

Frenes said, "Crews have already removed and cleared over 800 trees from the (local) trails and roads and we will most likely be removing close to 1,300 by the time we are done." The record high numbers of downed trees this year are due to the wet winter with heavy snowfall saturating the ground coupled with windy conditions. Forest visitors should take care, as trees could still fall.
By the Fourth of July holiday, Frenes' crews, with assistance from firefighting personnel, were able to open only 50% of the OHV trails in the mountains. Some trails are still inaccessible to clear at higher elevations due to snow. The Breckenridge, Fulton and Los Padres Hotshot crews, along with Helicopter 523, took suppression action on the remaining two fires, the Bloom fire (20 acres) within the Domeland Wilderness area and the Taylor fire (1/10th acre) in the southern area of the West Plateau, just west of the Domeland Wilderness boundary. Smoky conditions in the valley may continue if the weather pattern remains the same. (The Forest Service’s Cindy Thill wrote much of this story.)

The White Fire, discovered July 7 (now at three acres) is located within the Domeland Wilderness area and is being managed as well. Forest Service District Fire Management Officer Mike Ryan said, "The fires are monitored closely; if they begin to pose problems, they are treated as wildland fires and suppression work begins immediately.” Firefighters from Kernville are monitoring the fires. The potential for spread remains low due to the location of the fires and wet fuels.

Health Insurance Matters
‘Guaranteed issue’ has problems Harry P. Thal Kern River Courier Columnist
This is a great concept. Just go online, pick up the phone or drop by your local insurance office and buy health insurance. There will be no medical questions on the application. I wonder what the cost of this type of pie-inthe-sky policy would cost? Probably over a thousand dollars a month for a 25Harry Thal year-old, as it is currently in many East Coast states where there are no health questions. However, the Obama health care law doesn't take effect until January 2014. And how would this law keep the cost of insurance reasonable? Simple, they would require everyone to buy insurance now, while they are healthy (or not). Jim and Judy just moved to the Kern River Valley from Washington State. The have bought a business. They have some medical issues and their application for individual medical insurance was declined. Their former employer's Washington State COBRA health plan wasn't portable, so they are will be out of coverage soon. As business owners, they are eligible to secure an employer sponsored group health plan, providing they offer benefits to all their employees. As they are presently the only two employees,
this is not a problem. The new group insurance company must accept them under AB 1672, legislation passed several years ago. Because they will have uninterrupted coverage, all pre-existing conditions will be covered on the new health plan. Richard, age 25, has tried to buy health insurance for almost a year. All the insurance companies have turned him down due to his health problems. His employer doesn't offer insurance as a benefit, and Richard fears that he may someday need health care which he can't afford. Through federal funding, part Obama’s health care plan, Richard can apply for the California PCIP (Pre-Existing Condition Insurance Plan). When approved, he will have benefits which will provide care as well as prescription drugs. So, Virginia, there really is a Santa Claus. There is no need to take risks and run around without health insurance today, as there are options available until the new laws take effect on Jan. 1, 2014. Hospital lists accomplishments Kern River Courier
Kern Valley Hospital recently released a list of some of its accomplishments in 2010-2011. • A donation of $135,000 from the Auxiliary was used to install Medication Adminstration cabinets in the Emergency Department and Acute Care areas. • The Auxiliary provided funds for a fiber-optic laryngoscope for surgery and the Emergency Department. • A brand new 16-slice CAT Scanner from Siemens Medical was installed. • An electronic Medicare MSP billing program was installed to expedite payments for submitted claims. • The Treatment Authorization Request process was streamlined. • The retail pharmacy installed a new server and upgraded the workstations for the installation and implementation of OpusTouch. • Improvements were made in the laundry department with a new front-load washer and in the
housekeeping department with a new carpet extractor. • The Skilled Nursing Facility introduced the Dakim Computer system for residents to assist in cognitive retention. • A Telemedicine system was implemented with the delivery of psychiatric evaluation and consultation for Skilled Nursing Facility residents in need. • A Telepsych program was developed for the Rural Health Clinic to improve access for patients to speak with the psychiatric team. • A training program for SNF staff in restorative nursing care was completed. • All Registered Nurses in the facility are now qualified for Advanced Cardiac Life Support. • A dedicated Triage Nurse has decreased waiting times in the Emergency Department. • Active participation in the county-wide STEMI and Stroke Center initiatives has improved transfer times. • Non-Violent Crisis Intervention training was started for all Emergency Department staff and all first responders.

I don't know how or when my angst towards lines started. But I noticed that it really flared up when I joined the Navy. From the day I enlisted until the day I was discharged, I had to stand in a line for everything. I stood in line to get my uniform, I stood in Middleworth line to go to the head, to go to the mess hall, to go to the base movies, to go on liberty, to get a haircut, to see the paymaster, and so much more. After four years of standing in untold thousands of lines, I walked away with my discharge papers in hand (for which I also stood in line) and I said to myself, "Self, never stand in a line again." Self admitted to self that it would be hard to keep that promise but self would try. The day after separation, my first encounter with a civilian line was waiting to get into a theater showing a really great movie called "River of No Return" starring Marilyn Monroe and Robert Mitchum. As my wife and I stood there I realized that I was in a long line and there I was, waiting. I told wife, forget it, so we pulled out of

line and went somewhere else. (Even Marilyn couldn't get me to stand in a line!) From that time on, I was at war with lines. Lines in banks are high on my list of no-no's. A line into a restaurant, no matter how great the food and atmosphere are, is time for me to say “sayonara.” A line to pay a bill is verboten, and if you really want to rile me, take me to Disneyland where everyone stands in a line for everything. After five minutes there, I would probably zone out and have to be carted away. My wife helps me much of the time by standing in line for me when there is no other recourse. To compensate I do windows, keep the car mechanically safe, mow the lawn and things like that. The rare, rare times I have been forced to stand in a line with no other option available, I have grumbled and griped and have not been nice to be around! Occasionally, I imagine walking to the head of a long line and offering the guy in front a five dollar bill to let me in first. To date I haven't done that, but it is an option (which I am saving for a really long long long line). Lange gets award at Bishop Mule Days Mike Devich Kern River Courier
Valley resident Ann Lange won a special honor when she attended the Bishop Mule Days celebration recently. Lange was chosen as "Best Friend of the Packers." One big thing at Bishop Mule Days is to show off a person’s ability to pack a mule. Big points are awarded for knowing how to properly set a pack and get everything battened down correctly. Lange definitely has the skills for that. She has been active on the local trails for many years as a menber of the Backcountry Horsemen of America, along with her husband, veterinarian Detlev Lange. They have logged many hours on the local trails, clearing and documenting them. Ann Charlton Lange and twin brother Andy "Biff" Charlton were raised on Rankin Ranch in Walker Basin. They were introduced to horses and
mules at a very early age. By the time they were six or seven years old, they regularly participated in ranching activities of gathering and sorting cattle and branding calves. After college, she convinced her husband to move to Southlake. There they established a veterinary practice 46 years ago and still own and operate Kern Valley Veterinary Clinic in Southlake. Now in their 70s, they continue to work as a team packing in supplies for summer trail crews and maintaining trails. Ann Lange said, "Nothing is more rewarding than watching a string of five or six mules working together as they are trained to do. It is an expression of our American heritage, representing our historic and cultural past, and deserves protection as living history.
