The Kern Press Club honored the best in local journalism, by professionals and students, and in public relations at its annual awards dinner June 21. Michael Batelaan, Publisher, Kern River Courier, won two of the 16 professional awards that were given in the areas of television, print media and public relations in Kern County. The Courier awards were for best page layout/design and for best feature photo. The contest raises money for college scholarships awarded to local students studying careers in media. The 2012 award recipients were recognized at the event, held at the Bakersfield Museum of Art. Also three Bakersfield College students were each awarded a $1,000 scholarship.

Michael Batelaan Kern River Courier A regular bus ride took a direction of a different course for Glen Ouhier of Mtn Mesa, a bus driver for Kern Regional Transit. Each week the Dial-a-Ride driver picked up a small, quiet, but well spoken Bryan Bhouin age 14, from school and took him home to Southlake every day for about a year. One day, about three months ago, Bhouin asked the bus driver about the weekend golf tournament on TV, asking if the bus driver had seen it. Ouhier asked, "Do you play golf?" Bhouin responded that he was into bike riding, XBox games and watched TV but had never played golf. "If you want to play golf, we are going to play golf," Ouhier told the boy. Ouhier invited Bhouin out to the Kern Valley Golf Course and introduced the young man to the game of golf. Bhouin, from a broken home, is being raised by a grandmother. The wonderful staff at the golf course showed an interest in Bhouin and took time to show the youngster the basics of the game. Bhouin is working

hard learning golf and is advancing in his skill. He was given a set of clubs and a bag and has just received a set of hardwoods from one of the men at the golf course. Bhouin is showing that he can accept a challenge and is aggressive and competitive at the game. Golf has become a way for the once shy young man to blossom. The members at the Golf Course feel that there is a tremendous lack of parenting here in the Kern Valley and would like the opportunity to do more sponsorships of young people in the community. For an adult the sport of golf can bring business opportunities and future success. Ouhier and the other Golf Course members have a primary interest in young people learning the sport of golf. They hold Junior Golfing lessons on Tuesdays and Thursdays once a month at the Golf Course. Bhouin plans to go into the military after high school and plans to take his golf clubs with him. Ouhier has no children of his own. “What is exciting for me is, I can't play golf as much as I want to any more,

This new facility will help to minimize injuries, loss of life, and reduce property damage in the community it will serve. I don’t know if you’ve noticed our ever disappering Isabella Lake. The lake is being drawn down faster than a bathtub and may soon be reduced to nothing more than a Batelaan large puddle. Now at 165,315 acre-feet, our lake is almost half full, or half empty, depending on one’s perspective. Another story. My concern for the past 20 plus years has been phenomnon of the repeated dipping of water from Isabella Lake each night. Every night in the wee hours of the mornining I could see from my home in Bodfish the big dipper droping into the horizon and the lake to ladle out water all summer long like anunauthorized water right claim from outer space. The Big Dipper is an asterism of seven stars that has been recognized as a distinct grouping in many cultures from time immemorial. The component stars are the seven brightest of the formal constellation Ursa Major. In Hindu astronomy, it is referred to as Sapta Rishi, meaning the "The Seven Great Sages".
Throughout eastern Asia, the stars compose the Northern Dipper. They are colloquially known as the "Seven Stars of the Northern Dipper." In both Ireland and Great Britain, this pattern is known as the Plough. It is also occasionally referred to as the Butcher's Cleaver in northern England. In Ireland the figure is sometimes called the Starry Plough; the symbol of the Starry Plough has been used as a political symbol by Irish Republican and left wing movements. The Bible refers to it as "the seven stars" (Amos 5:8). If there were a leak in the ladle of the Big Dipper the water would fall onto Leo's back. The truth is there is no classical mythology for Leo Minor, because this constellation was not created until the 1600s. Their are many mythological stories that suround the big dipper, but a water thief in the night it is not. Oh alas, while camping at the Lake this past weekend, I gazed at the heavens only to see the Big Dipper still to the north in the sky. So much for my mythological story. Rod Middleworth Kern River Courier Columnist Today in the mail, I received an advertisement for a five-day vacation in Kauai. For a nominal fee, we can bask in the sun, climb a crater, kayak strange rivers, eat exotic cuisine, ride Middleworth a bicycle down a supposedly inactive volcano and float in a rickety helicopter over Kauai’s mini Grand Canyon. I noticed that all this is waiting for us and the cost would be nominal. Then I did some math. The ticket for the two of us would be $900. But there was free stuff that would negate a lot of that cost. For instance, there was a free breakfast each day (50 bucks). Then there was a free dinner one night (another 50 bucks). Also included was a five-day car rental ($150). The further I read, the more excited I became. At this rate they would soon owe me money if I would just claim the vacation. By now, I am digging through my closet for my Aloha shirts and later in the day, I plan to wax my surfboard and polish my golf clubs. Then I got to thinking and reality started to sink in. First off, I hate flying and taking a boat to Kauai would take too long, cost too much and I would probably get seasick. So that was

out. If I flew I know the following would happen. During the flight I would have to go potty and there would be a line in front of the door of the one working toilet. I would get an outside seat and the stewardess would always be banging my arm with her food and drink cart. When I went to drink my coffee the plane would hit an air pocket and spill it all over my lap. Weather on the whole trip would probably be bumpy and I would have to keep my seat belt buckled. In the seat behind would be a fouryear- old, who would constantly kick the seat interrupting the one thing I could do during the 10-hour flight, which would be to nap. I couldn’t read because I would have left my reading glasses in my suitcase where it was safe in the cargo hold of the plane. But wait! Forget the trip. Think only of the five-day stay in paradise. The first day I could sunburn bad enough to spoil each of the next four days. The pool at our condo would be empty and closed for repair. Our car would probably be a lemon and require repair. And to top it off, we would hear word of a Tsunami soon to arrive. I could go on, but I won’t. Suffice it to say, home is where the heart is and it’s a heck of a lot cheaper, not to mention safer! Romcom fish story catchy By Sam Struckhoff PICKS OF THE WEEK “Salmon Fishing in the Yemen” (PG-13) — This quaint and uplifting romantic comedy swims upstream against overplotting and lands safely in the waters of happy endings and charming interpersonal chemistry. The two lovely people caught in a peculiar situation are Alfred (Ewan McGregor), a British fisheries expert, and Harriet (Emily Blunt), a representative for a sheik who wants to bring fly fishing to the Middle East. A hilariously snippy UK press secretary (Kristin Scott Thomas) decides it would make a nice news story to indulge the ludicrous idea of introducing Scottish fish to a desert stream. The movie gets bogged down in the middle, when the obstacles to romance have to be addressed (Alfred’s cold wife, Harriet’s boyfriend, terrorists). However, the performances from Blunt and McGregor hit the romcom bullseye, keeping things breezy and fun. “Casa de Mi Padre” (R) — It must have been a fun idea to work with: Will Ferrell with a straight face playing the hero in a Mexican gangster melodrama. The result has a limited appeal. Even for people who “get it,” the schtick can only hold up for so long. Fans of Ferrell in “Anchorman” will be disappointed that this movie

Bodfish Bob’s Rattlesnake eggs 1 8-oz. cream cheese, softened 1 4-oz. diced green chilies 1 lb. sausage, cooked & crumbled ( your choice of medium, spicy or hot) 1 8-oz. package crescent rolls Preheat oven according to crescent rolls packaging. In mixing bowl, combine softened cream cheese, cooked sausage and chopped green chilies. Mix well. Open crescent rolls and unroll dough, place heaping tablespoon on each triangle on the widest end. Roll up and tuck ends under shaping into large oval. Place on lightly greased (cooking spray works well) baking sheet and bake according to crescent roll package.

Lake angling smorgasbord Mike Mencarini Kern River Courier Columnist If you haven’t been fishing the lake the last couple of months, you’ve missed out on some really great fishing. It has been a smorgasbord of angling pleasures and best of all, Mencarini the shore has been the place to be. There have been salmon and rainbows, crappie and bass and now it’s the bluegill and catfish turning up to keep the bank fishermen excited. While fishing for crappie, I caught quite a few of those toughfighting pink-meat Kokanee salmon. These fish were very strong and tortured my light tackle. They showed no real preference in bait as I caught them on live minnows and red and white jigs capped with a white crappie nibble. Although the crappie have moved to deeper water, the bite was wide open for almost a month. This year the crappie was the best quality as far as size and health I’ve seen in more than a couple of years. According to just about everyone I talked with, the bass bite was, and still is, very good with
some bass still holding eggs. The bass bite is very good with top water baits tossed around daybreak. I managed to net a half a dozen shad last week and the bass couldn’t get to them fast enough. The catfish are spawning now and some big ones have already been caught. Moe of Wofford Heights Liquor caught six cats with a total weight of 80-plus pounds. Shad, shrimp, specialty baits all will catch them. A surface chop caused by a slight breeze is ideal for catching the cats. I don’t remember a bluegill bite as good as what is going on right now. I have been catching bluegill for the past two weeks. There are lots of small ones but there are just as many keepers, if you choose to do so. Meal worms, pieces of night crawlers (and here’s a new twist to the bait game: try a white crappie nibble and a salmon egg on a single egg trout hook) or just a white crappie nibble by its self work well so change them up. Try one for a while then the other, this gives you three options. If you think the wind might have an adverse affect on the bite, it hasn’t so far. The fish tend to move a little but not far. ACA upheld, part 1
Keep the yard clean

Thal Kern River Courier Columnist This past week, the U.S. Supreme Court upheld the “Patient Protection and Affordable Care Act.” This law is usually identified as ACA or “ObamaCare.” I have had Thal mixed feelings about this law from the outset. It has many good benefits and others that depend on where you stand both politically and ideology-wise. But, now that the Court has ruled, we must press on. This law will affect almost every American. Here in the Valley, you can expect the cost of a hamburger to go up, as well as most services. If there is an employee/worker involved in the running of the business, ACA will affect that business. The key question upheld by the Supreme Court is the mandate. This means that, by law, almost all U.S. citizens and legal aliens will be required to have health insurance. Individual (family) health insurance will be available in the same fashion it is presently, through licensed health insurance agents and also through a newly established outlet called an “exchange.” The “exchange” will also use the services of licensed agents and will also be accessible via the Internet and through trained, unlicensed “navigators.” The cost of coverage will be the same regardless of who assists. The cost of plans available is yet to be determined. Each state will be different. In Califoinia, a committee will establish the “essential benefits” and then offer four levels of coverage. These plans will be available in and outside the exchange, with other plans also available as presently. The cost of the plans will vary, depending
on the benefits selected. However, as some people of lower income would find this new mandate cost prohibitive, the Federal government will provide “cost sharing credits” to lower-income workers to make insurance obtainable. For those who choose not to follow the law, a penalty tax will be assessed and administered through the IRS. Individuals in 2014, when this part of ACA starts, will pay a penalty of the greater of $695 per family member up to a household maximum of $2,085 (three-member maximum for 2014). The penalty increases to an additional $95 in 2015, $325 in 2016 and $695 in 2017. If your income is greater, you will pay one percent of your 2014 income, two percent in 2015 and 2.5 percent in 2016. Thereafter the penalty will increase. Now for the good news. Effective Jan. 1, 2014, insurance companies can no longer refuse to offer you coverage, and can't charge you more for pre-existing conditions. This is “Guaranteed Issue,” and available on applications beginning October, 2013. So, here is a thought. You pay the $695 penalty and when you get sick or injured; you exercise your “right” to guaranteed issue and get all your medical expenses covered. Not! There will only be limited enrollment periods when you can enroll (probably October through December each year). Miss the opportunity, and you go uninsured for the year. If you require medical attention, beware, you could lose the farm. Cost of hamburger? Read next week when I discuss the employer mandate. Harry P. Oftenwhen a seller lists a property, they pay close attention to what the home looks like on the inside. They make sure the paint is in good shape, that the carpets are Freeman clean, dishes are put away and on and on. However, what some people fail to realize is the importance of curb appeal. Trust me, it is very important. We all know the old adage “looks can be deceiving” is true. However, when it comes to selling a property, looks are very important. Looks lead to perception. Several times I have shown homes to clients in nice areas that the clients pass on because of how the home looks. Specifically, the feel of the home is very important and it does not matter how nice a home is on the inside if people don’t want to walk through the front door in the first place because of how the home looks from the outside. One thing I really like about living up here in the Kern River Valley is the fact that this area is unincorporated, meaning we are not a city. We are under county jurisdiction only. So we do not have many Homeowners’
Associations or specific city rules to regulate how our homes have to look. If you have ever lived in a condo complex or an HOA, trust me, I know you understand what I am talking about. Your home can only be painted certain colors, trees must be trimmed a certain way, grass mowed or else, only one car in the driveway, stuff like that. We don’t have that in the Valley, and it’s great. However, the flip side is that often people abuse the privilege. We all have had the neighbor with the messy yard that they refuse to clean, and it reflects on the street, and the neighborhood, and in extreme circumstances, it can even make it difficult for a seller to sell their home. It is even worse when the seller is the one with the messy yard. So, as I have advised so many times before, if you are selling your home, walk through the property inside and out like you were a buyer. Pretend you are buying the place. What stands out to you? What you do not like about your home? Ask yourself those questions, and clean up what you, as a buyer, would not like. Trust me. You will be that much closer to selling your home. At the golf course’s first 4th of July golf tournament Bhouin was awarded the Owen Wright golf scholarship, a one year membership, which includes access to the course. This scholarship is awarded to a young golfer each year normally through an application process, but Bhouin was awarded through nomination by the membership because of his high enthusiasm for the game. Bhouin was excited and surprised that he is the recipient. "I am happy because if it wasn't for Glen, I wouldn't be here," Bhouin said. Bhouin plays golf at the Course at least twice a week this summer, or more often if he can get a Dial-a-Ride to drop him off. "Golf is really fun, I enjoy playing, it really mellows me out," Bhouin said. Bhouin is now looking forward to playing on the high school golf team.

According to the Department of Agriculture, on average, federal and state agencies respond to more than 70,000 wildfires per year. "Throughout their mission, we hope to highlight many of the advances benefitting public lands, made not only in wildland fire protection and mitigation, but in forest health and predictive modeling, as a result of space exploration and our partnership with NASA," added Pendleton. Another exciting aspect of the mission may be the involvement of America's national symbol for wildfire prevention-Smokey Bear. Smokey is the center of one of the longest running and most effective public service campaigns in U.S. history. Smokey will turn 68 on August 9. "NASA has a very important schedule for Joe while at the ISS," noted Pendleton, "but if all goes well, he may be able to interact with Smokey Bear through Facebook, Twitter and other social media to describe the wildfires he observes from space."

This will be the 47th Fire Station for the Kern County Fire Department which covers over 8,000 square miles and protects over 515,000 residents. The new station will be staffed with one full time firefighter, two seasonal firefighters, and one type three engine. Prior to the opening of this new station, the closest fire stations to this community were over eleven miles away in Kernville and over sixteen miles away in Glennville.
