A meeting July 1 in Lake Isabella about proposed revisions to the Kern County Zoning Ordinance brought some very important information about a chief concern here and elsewhere in California – water. The meeting, put on July 1 in the Veterans Hall in Lake Isabella by the Kern County Planning and Community Development Department, covered many of the topics concerning proposed revisions in the county’s zoning ordinance. One was dark skies, which many valley residents have been wanting. Another was the topic of new landscaping and irrigation requirements. Because Kern County did not have a plan for this in place by Jan. 1 of this year, the state’s Model Water Efficient Landscape Ordinance became the county’s rules. The new state model ordinance applies to landscapes proposed for rehabiliation related to developer-installed public and private projects with a landscape area of 2,500 square feet or greater, as well as to homeowner-installed landscape areas measuring 5,000 square feet or
larger. The model ordinance adopted by the state is quite complicated, and will result in the need to hire landscaping design professionals, such as licensed landscape architects and licensed landscaping contractors, to prepare, certify and submit plans whenever building permits are applied for or when existing landscaping areas are fundamentally redeveloped. However, Kern County is deviating from the state’s model ordinance in one substantial way. According to papers distributed at the meeting, “The state emphasized that all locally adopted ordinances must be determined to be at least as effective” as the state’s ordinance. However, “while county staff believe the proposed (county) ordinance changes are as effective... the recommended provisions deviate from the state model ordinance in several respects.” One is that the regulations would not apply to an individually-owned lot developed with a single-family residence. The proposed revisions to the county’s ordinance are available at www.co.kern.ca.us/planning.
Kern Valley Museum looking for junior docents Special to the Kern River Courier
The Kern Valley Museum is in the process of adopting a Jr. Docent program and needs your help to spread the word. During History Days it was evident there was a real interest by the young people visiting the museum to become docents. Many of those kids had participated in a program sponsored by the
Historical Society by submitting local history projects to be judged. Out of this has come the idea for a Jr. Docent program. Peg Greenberg, Docent Coordinator for the museum, recently said, "This is a wonderful opportunity for the kids to learn and talk about the history of our valley in an enjoyable way; plus they have the bonus of meeting our visitors who come from all over the world! It's only a
three hour commitment and so well worth it. Our valley is packed full of history and the kids need to be a part of it." The museum is located on Big Blue Road in Kernville, next to the Post Office, and is open Thursday through Sunday from 10 a.m. to 4 p.m. Admission is free. Things I Have Noticed...

Since I have become part of the Now Generation and mostly use e-mail instead of Uncle Sam's postal service, I've noticed that my mail box at the Post Office has had so little use that spider webs crisscrossed inside of it. Then along Middleworth came the primary political campaign. Much to my surprise, I started to get mail, a plethora of mail! Much of it from a woman named Meg. Last month we were getting 6 and 8 pieces of mail from her every week. She knew my first name and used it in all my mail. She told me how smart I was and that she knew I would vote for her because she was going to save California. Sandwiched in the mail from Meg, I got a letter from Arnold Swartzenberger. (Our Kalifornya Guvner.) Arnold must have met me somewhere because he knew my name, my wife's name and the name of our cat. He wrote to me about California's problems and had several suggestions that would fix everything. But he said he needed money for his political party and would I mind sending him a few bucks so's he could fight those pesky Democrats.
Before I even got a chance to reply he called me on the phone one evening and told me lots more stuff. Evidentally the phone wasn't working right because I couldn't talk to him; all I could do was listen. I was impressed! Imagine Arnold calling me. When he hung up he said, "Awl be Bahk!" Not too long after that, former President Bush also called me and explained his view of the issues. And he said, "By the way, would you send a few bucks to the Grand Old Party?" His phone wasn't working right either because I couldn't talk, only listen. Sort of like a recording. Along with the mail and calls from the above folks, I started getting long lists of people and initiatives telling me who I should vote for and what to vote against. I really felt important receiving the attention of so many people and wondered when they had met me and found out so much about my life. Finally the primary battle is over and for a few weeks there has been no political mail. Until today. I received a letter from Meg asking me to remember her in November. Not that I'm likely to forget, but I am considering a larger mailbox! Kissing bugs make presence known Kern River Courier
Some of those who have lived here in the Kern River Valley a long time habitually shake out their sheets before retiring every night. But newcomers may not know the reason why. Those experienced folks are looking for a small bloodsucking creature known as the kissing bug. Its technical name is Triatoma protracta. It is also known as the Western Conenose bug or beetle. In California it is found mainly here in the Sierra foothills. It gets its nickname “kissing bug” from its tendency to bite a sleeper’s lips at night. It then gorges itself on the sleeping victim’s blood. The kissing bug’s bite is not limited to the lip area, but occurs elsewhere. In many cases, humans react adversely to the saliva of the kissing bug. This can happen in various ways, from swelling and itching to chills and dizziness. For those sensitive to such things, the bug’s kiss can even result in anaphylactic shock. The results of a kissing bug bite
can be pretty serious, so if you think you may have been bitten by one of the bugs, better get checked out by your physician just to be safe. The bug is usually black and is only about a half-inch to 3/4 inch long. They look like a watermelon seed with legs. Summertime and fall are prime times for the bug. They can get into homes because, although they are nocturnal, they are attracted to bright lights. And summer is often when we leave the porch light on. The bug’s entrance into homes can be reduced by using nonwhite lights outdoors. Also, get your screens fixed because kissing bugs are not the only bugs out there. Mosquitos can carry the sometimes deadly West Nile virus. So if you wake up some morning and find several bites in a line about 1/4 inch apart, don’t confuse them with spider bites-- you may have been visited by the kissing bug. It’s yet another good reason to make your home Fire Safe by removing wood piles and other debris, because kissing bugs often live in those places.
Preserve The Kern River Valley PKRV Our Valley is vulnerable to exploitative development. PKRV can help alert, inform, and participate in valley growth issues. We are citizens advocating for community supportive development that preserves our valley's rural, historical, cultural, scenic, and natural habitat values. PKRV's focus is at present: 1. For home solar or wind energy, not large grid producing energy 2. Protecting and advocating for healthy recreational waters 3. Establishing HWY 178 as a Scenic Route 4. Promoting traditional native, historical, uses of the land and eco-friendly tourism. 5. Participating in creating a specific plan for the KRV. PKRV formed in May of 2010 after The Notice of Preparation for the Weldon solar project was placed by a private citizen on the windshields and doors of the Weldon Women's Club, The South Fork School, and the Weldon Methodist Church. The county planning department never sent this notification to these entities. Three community organized meetings were held with citizens from around the Kern River Valley attending. It was evident that people were concerned by the potential of exploitative development by private as well as corporate interests in the future and what this could do to the character of the valley. We are citizens from all over the Kern River Valley, and from communities as far away as Los Angeles. We are volunteers educating ourselves on rural development issues. We are people from many cultures and backgrounds, drawn together by our common concern for our rural nature. We are NOT politically or religiously affiliated. PKRV's present focus of concern is the Weldon Solar PLANT, owned by Renewable Resource Group on the former Onyx Ranch property. Renewable Resource Group has conveniently named this a solar ranch.

On June 12, the Forest Service in cooperation with Sequoia Recreation and Kern River Outfitters, held its 6th annual Upper Kern Clean Up Day. Members of the FS, Sequoia Recreation, and the community picked up trash from the FS dispersed areas along the upper Kern River in conjunction with National Get Outdoors Day. The group cleaned enough trash to fill up 68 bags. Their successful efforts were followed with lunch and a raffle. The FS and Sequoia Recreation would like to thank all of those who came to participate and help clean the river. Community partnerships provide a vital asset to the agency and support the health of the valley’s natural resources and the local economy tied to them. The FS extends a special thanks to True Value, Car Quest, Bling Bling Nails, Son Rise, Valley Office Supplies, Charlie’s Market, Paul’s Place, Mt Mesa Market, Sierra Gateway Market, Archie’s Hardware, Riverside One Stop, McNally’s, and Kern River Outfitters for donating raffle prizes and helping to make this year’s clean up day a great success.

Valley history: town of Weldon Those looking for Weldon might drive right past it trying to find a town. However, Weldon, known officially as a CDP (a census-designated place), is actually very large – you literally can’t miss it. Roughly, the entire area where the South Fork Valley area meets Kelso Valley is Weldon. According to the United States Census Bureau, Weldon has a total area of 26.7 square miles. Its population is 2,387. Driving through it on Highway 178, some might say there is not much there. But the area known as Weldon has a long and important history in the South Fork part of the Kern River Valley. The South Fork area is the land of the Tubatulabal tribe, and later the big cattle ranches of the late 1800s. The sprawling place called Weldon was named after William B. Weldon. He and another man, J. V. Roberts, were among the first settlers in nearby Walker Basin. They came in the early 1850s, and made a good living supplying the miners of Keyesville with beef, bringing the supplies from Los Angeles by pack train until 1857 or 1858. In 1859, business partners Weldon and Roberts sold out in Havilah and both moved to the South Fork. They brought a few head of their cattle and soon were selling beef to the miners in Whiskey Flat (later called Kernville). Roberts and Weldon butchered several times a week and loaded the meat on pack horses for delivery to the mining camp. Weldon and Roberts both married local Native American women and settled down to their lives with their families in the South Fork. Roberts was the first on the South Fork to take water from the river to irrigate, in 1860. His ranch later became part of the Bloomfield Ranch. ‘Runaways’ flick a bust

Released the week of July 19: FROM THE DISCOUNT BIN "The Runaways" (R) -- Dakota Fanning and Kristen Stewart star as Cherie Currie and Joan Jett in this uneven biopic about The Runaways, the all-girl prefab rock band from the '70s that was marketed more for its Lolita sex appeal than its music. The film is based on the memoirs of Cherie Currie, so naturally the film focuses mostly on her and her relationship with Joan Jett. Unfortunately, this leaves the rest of the band members (especially Lita Ford) relegated to virtually non-existent roles. I thought Fanning -although an interesting choice -was sorely miscast in the role. On the other hand, Kristen Stewart did a pretty good job as Joan Jett -- and considering how much I hate "Twilight," that's quite a compliment. If you're looking to see a good movie about The Runaways, I recommend picking up a copy of "Edgeplay," the gritty and brutally honest documentary about the band, and leave the Fanning/Stewart flick in the cutout bin where it belongs.
PICKS OF THE WEEK "Look Around You" Season One" (Unrated) -- Co-written and starring comedian Peter Serafinowicz, "Look Around You" is one of the funniest and most surreal television programs I've seen since "Wonder Showzen." Originally broadcast on the BBC in 2002, this cult classic finally made its American run last year on Adult Swim. "Look Around You" is a spoof of educational television shows from the 1970s and '80s. The episodes (or "modules" as they're called) are meticulously shot to look like worn, scratched, dated film from the era, with washed-out colors and fake scientific appa- Peter Serafinowicz ratus bedecked with DYMO labels, vintage LED readouts and faux-wood trim. What makes the show so surreal is that even though it's made to look like it was shot in the 1970s, the era in question must exist in another universe, as things such as ghosts are scientifically proven to be real (and in one module it is explained why they can't sneeze), and ants apparently have An Agenda. The DVD not only contains the entire first season, but also features several commentary tracks along with a slew of cool special features. "Black Narcissus" [Criterion Collection] (Unrated) -- Deborah Kerr, Jean Simmons and David Farrar star in this lushly photographed, Academy Award-winning melodrama of a group of nuns' attempt to start a convent in the Himalayas. Battling the unforgiving elements and the temptations of the flesh, characters are driven to the brink of madness and murder most foul. Kent Nerburn may not be familiar to you, but he wrote what could be called the story forming part of a modern parable. He has a spiritual focus, but the meanings are for the reader to supply. On http://kentnerburn.com, a website that carries his copyright, he said that, “Someone once called me a ‘guerilla theoloSemonious gian’ and I think that is fairly accurate.” But remember, Jeremiah wrote that the Lord said, in chapter 27:6, “Now I have given all these lands into the hand of Nebuchadnezzar, the king of Babylon, my servant, and I have given him also the beasts of the field to serve him.” One need not be a believer to accomplish that which is God’s will. Consider this quote from his website: “Helping a child or an elder or someone in need will do more for one's spiritual focus than closing any deal or building any building or achieving any position of fame or celebrity.” Then compare Psalm 146:9, “The LORD watches over the sojourners; he upholds the widow and the fatherless, but the way of the wicked he brings to ruin.” Or Malachi 3:5, “I will be a swift witness against the sorcerers, against the adulterers, against those who swear falsely, against those who oppress the hired worker in his wages, the widow and the fatherless, against those who thrust aside the sojourner, and do not fear me, says the LORD of hosts.”
This man wrote “The Cab Ride I’ll Never Forget” from the perspective of the driver. I spent a little time between churches as a cab driver in the Oakland area, so there was a natural interest just from the title. The driver meets a passenger who is on her way to live at a new address. Along the way, she asks to visit places she expects to never see again. Many would not realize or care about such a side-trip, but the driver came to realize that this was a special fare. Such a story could be a parable for the prayer many Christians will pray this Sunday, “Teach us to love You above all things and to love our neighbors as ourselves….” Loving God and blessing others is not a new idea. “When you reap the harvest of your land, you shall not reap your field right up to its edge, neither shall you gather the gleanings after your harvest. And you shall not strip your vineyard bare; neither shall you gather the fallen grapes of your vineyard. You shall leave them for the poor and for the sojourner: I am the LORD your God.” Leviticus 19:9-10. But many of us can relate more easily to a cab ride than a harvest and so be called to connect with our brothers and sisters. “Do not neglect to show hospitality to strangers, for thereby some have entertained angels unawares.” Hebrews 13:2. “Show hospitality to one another without grumbling. …in order that in everything God may be glorified through Jesus Christ. 1 Peter 4:9, 11.

NEW BEGINNINGS Parenting Classes to start NEW BEGINNINGS parenting classes will begin on Thursday, July 15. Classes will be two hours in length, 10:00 a.m. to 12:00 p.m., and will run weekly for 10 weeks. All classes will be held at the KRV Family Resource Center in Lake Isabella (next to NAPA). Participants will learn about controlling anger, seeking new behavior methods, talking to your children about problems, and how to provide a safe and loving home. The new law requires everyone to have health insurance. However, this part of the law does not take effect until 2014. Even if you don't get insurance at that time, the penalty will be financial, not a jail term. The government does not sell insurance. The Harry Thal actual insurance will be sold by insurance agents. Each state will also provide access to coverage, again through licensed insurance agents, through a new entity which is called an "exchange". The exchanges are not in operation at this time, as legislation and regulations still need to be written. People are terribly confused and frightened about the new law, and therefore there are scam artists who are soliciting business from these individuals. While health insurance is advisable for most people, it is not necessary for everyone to purchase on their own. Many people with low income may qualify for MediCal, which is provided by the state for certain low income people with children or with disability. Even if a family can't qualify for this free benefit, California has Healthy Families, a program that provides excellent coverage for children at a very nom-
inal cost. Employers are probably the ones who should be the most concerned over the rules for 2014. They will be required to offer insurance for their workers, which may include parttime as well as full time. Final rules have yet to be published, but it looks like many employers who have minimum wage employees will be seeing a great increase in their payroll expenses. The Kern Association of Health Underwriters is currently working on a workshop for business owners and Human Resources personnel for October. At this event, a timeline will be provided for business owners to help prepare for the new law. 2014 sounds far off, but in reality, it is close. Some of the regulations will affect the business sooner than 2014. Individuals apparently are receiving e-mails, phone calls and even approached door-to-door being told they must buy the new insurance or go to jail. Oklahoma's Insurance Commissioner Kim Holland states, "…that's something a scammer is going to look for-the opportunity to take advantage of someone who doesn't know better." Harry P. A thank-you note validated Nichols’ statement. “Everyone liked it,” the student wrote, “and we ALL hope that you can come again to our cool school. Thank you for serving our country.” For one young audience member, it took only two words to express his opinion of CDR Ian Anderson, naval aviator: “You rock!”

Put chopped onion in the bottom of slow cooker; layer with browned ground beef, sliced potatoes, and beans. Spread tomatoes or soup over all. Sprinkle with seasonings as desired. Cover and cook on low 7 to 9 hours. Bodfish Bob's Slow Cooker Beef Roast 1 2-3 lb. Beef roast 1 can Cream of mushroom soup 1 can French onion soup Salt and pepper
Bodfish Bob's Bacon Breakfast Casserole 4 slices bread 6 eggs, beaten 1 pound bacon 2 cups milk 2 cups shredded cheddar cheese 1 teaspoon dry mustard
Grease the bottom of a 9"x13" pan. Tear up 4 slices of bread and place in the bottom of the pan. Cook bacon, drain and sprinkle over bread pieces. Sprinkle cheddar cheese over meat. Mix eggs, milk & mustard and pour over casserole. Bake at 350 degrees F for 35-40 minutes. Bodfish Bob's Slow Cooker Cowboy Casserole 1 onion, chopped 1-1/2 lbs. Ground chuck, browned and drained 6 med. Potatoes, sliced 1 can red beans
Salt and pepper roast and place in slow cooker. Empty both cans of soup over roast. Cook slow for 6-8 hours depending on size of roast. This can also be made in a Dutch oven or a deep skillet with a heavy lid.

Sheriff’s Citizen Service Unit needs volunteers The Citizen Service Unit is made up of civilian volunteers over the age of 21. We go through a background check and attend a 32-hour academy. After the academy, we go through a field training session and then we are approved to work with other members of the unit. Our main reason for being out there is that we are the eyes and the ears of the Sheriff's Department. We do not take any kind of law enforcement action on things that we might see; we use our radios to notify our control center or any thing we see that might be suspicious or wrong. We are not law enforcement personnel. We also do many things in the valley that allow the deputies of the Kern River Valley to be able to spend more time in the valley to take care of calls in the valley that they would not be able to do. We also have a Neighborhood Watch program that assists communities in the valley to help watch and make their neighborhoods more secure. Join the CSU.
