Three fires bring quick start to ‘11 fire season Mike Devich Kern River Courier
Three big fires in the Kern River Valley in the past couple of weeks should be a big wake-up call that this year’s fire season will be severe. The Key Fire near Keyesville was 100% contained on Tuesday, with full control expected by this evening. That fire was in steep terrain and was extremely hard to fight. About 50 firefighters remain inside the fire lines for the mopup. At least 150 acres were blackened. The Key Fire started Sunday afternoon west of Keyesville (an historic site which is just over a ridge from the town of Lake Isabella.)
Although the cause has not yet been determined, Kern County Fire is asking for the public’s help in identifying a small white pickup truck carrying two dirt bikes, an orange KTM and a blue Yamaha. The pickup was seen leaving the area at around the time the fire was reported. Anyone with information should contact 1-877 FIRETIP. Information can be left anonymously. Another fire, dubbed the Laurel Fire, also occurred on Sunday afternoon. The location was in Bodfish, and was reportedly started by weed-eating equipment. That fire was kept to only one acre after quick action
County supervisors agreed Tuesday to postpone a final decision about reducing the Parks and Recreation Department’s budget until August, keeping the Senior Center in Lake Isabella’s hours as is at least until then. Bob Lerude, director of the Parks and Recreation Department, addressed the board of Supervisors during its weekly session Tuesday. Lerude presented a recommendation to permit deletion of nine authorized permanent positions within his department. The recommendation comes amid even more budget restrictions and agonizing about the effects this will have on recreation facilities and parks throughout the 8,000 square miles of Kern County. The loss of some of those positions would directly affect the Lake I s a b e l l a S e n i o r Center’s hours of operation. Use for the center's nutrition programs, the Veterans Room, and some day use hours would continue. But, afternoon, evening, and Michael Batelaan/Kern River Courier weekend events would A dozen citizens turned out Tuesday to be jeopard- address the Board of Supervisors (via videoized, con- conference) about the Senior Center’s hours. c e r n i n g groups like the Historical Society, Art Association, Dam Dancers, and various community workshops, to name just a few. A live video feed Tuesday from Supervisor Jon McQuiston's office in Lake Isabella allowed the board to hear public comments from concerned citizens and various groups that use the local center. Volunteer services to help keep the building available and operating as is were offered. An average of 60,000 people use the local Senior Center's rooms annually with a budget of $131,000. The high volume of activity makes it the most-used recreation building in Kern County.

Tubatulabal members go to Washington, D.C. Kern River Courier
Tübatulabal Tribal Council members and Pakanapul Language Team members are in Washington, D.C. to visit the U.S. Bureau of Indian Affairs Federal Acknowledgement Office, the Natural History Smithsonian Museum and the Native American Smithsonian Museum, and they will meet with Congressman Kevin McCarthy. Tribal Chairwoman Donna MirandaBegay, Tribal Council member and Pakanapul Language Team member Betsy Johnson, Tribal Council member Louise Miranda-Akers, and Pakanapul Language Team member Sherry Click
traveled to Washington, D.C. on June 8 and will be there until June 26. “This is a very historic trip for the Tübatulabal tribe,” said a spokesperson in a statement. The main focus of the trip will be to meet with Lee Fleming of the BIA, research a mummified Native American child who was found in 1903 (estimated date of death is 1300 A.D. and may be of Tübatulabal ancestry), and to attend a two-week “Breath of Life” indigenous language conference sponsored by UC Berkeley and Yale University. The Tübatulabal tribe’s Pakanapul language is one of 63 aboriginal languages of California. Digital recordings of Steban Miranda
(Ancestor Chief) and other Tübatulabal ancestors have been located in the National Anthropological Archives. Lindsay Marean, the Pakanapul Program’s linguist will be joining the Tübatulabal tribal representatives during the “Breath of Life” conference as mentor. Federal recognition can take several years to complete and must be approved by the U.S. Congress, State Senate on Indian Affairs, and the U.S. BIA Federal Acknowledgement Office. Currently there are 167 Tübatulabal Tribal Members who are scheduled to be included in the federal recognition process and will be eligible for tribal membership cards.

Derby hooked kids on fishing
Here’s the dam good part
Mike Mencarini Kern River Courier columnist
The Kids Fishing Derby was a smashing success with at least 165 kids under the age of 15 participating. Dick Miller’s idea to extend a net from bank to bank at the boat launch at Tillie Creek was a masterpiece, and with the help of the Fish Hatchery in Mencarini Kernville (with special thanks to Marvin Waters and Danny Zide, who brought a truckload of hungry rainbows with a few trophy size as a bonus), it made a lot of wonderful memories for a lot of kids catching their very first fish. The Fish & Game Habitat Club (who sponsored the event) and Elaine and Les Johnson in their first attempt at putting on the event did an absolutely wonderful job and if I had a vote, they should coordinate the event in the future. I was on hand for most of the day, and I can honestly say that I did not see one unhappy child. I believe that every kid caught a fish, got a new rod and reel and more than a few mosquito bites.
With the extremely generous merchants, every kid landed a nice prize just for registering. With trophies awarded for first, second and third place in four different age groups there were 12 winners. And with a first, second and third place grand prize winner, there was a totally rad bike as the grand prize. And a free lunch for the kids was also given. Except for those annoying mosquitoes, it was a near perfect day for the kids and parents alike. It wasn’t so bad for all the volunteers who worked their hearts out for the kids, either – everyone ended the day with a huge smile. A very special thanks to all the volunteers, the merchants, the hatchery, the Department of Fish & Gamne, the kids and the parents who took time to be parents. One final note – this whole event was free to every kid who registered. This, in fact, is the mission statement of the Fish & Game Habitat Club – “Dedicated to the Youth of Today.” (Ed. note – for a color photo of the winners, see page 8.) Mike Mencarini is a Wofford Heights resident and a volunteer at the Kern River Fish Hatchery. For questions or comments you can reach him through the Kern River Courier, office@kernrivercourier.com.

Last week I talked about the scary part of “Dam Scary or Dam Good?” This week it's all about the good that could be realized for local tourism and the community from the proposed work the Army Corps Batelaan of Engineers plans to do. Besides the obvious dam improvements and the added protection of life and property for years to come, what could the Corps do for us during the construction period and leave with us with three years from now, long after the workers and jobs are gone? Provide local jobs. Offer as many project-related jobs locally as possible. Contract with the local area businesses for needed goods and services. Use local contractors whenever possible and encourage outside contractors to hire from our local work force. Leave us with more lodging options than we presently have.
Could economy-to-midrange lodging to house the influx of construction workers be started now in Lake Isabella and completed before additional housing is needed? Could investors or motel chains be convinced to build two 50-to80-plus room motels (Motel 6, Best Western or the like)? The Army Corps and related contractors could guarantee 100% occupancy for the first three years of the facility’s life. The much-needed area rooms would then remain as an asset to the community. Is it conceivable that the properties could even pay for themselves in three years? With a very low maximum lake pool during construction there are great opportunities to improve our fishery. What if we could convince the Army Corps, DFG and/or Fish and Wildlife to install habitat that would provide fish additional cover and enhance reproduction? Many of these types of features were planned and built into California's newest reservoir, Diamond Valley Lake. Another item that has been floated in the past that could be easily included at the same time would be a fishing pier or platform providing access to those

Health Insurance Matters

Live from New York
New day for RA treatment
Harry P. Thal Kern River Courier Columnist
I am on the last leg of our vacation. I’m a New Yorker born and raised, and love going to live theater (went to four Broadway shows in three days). The last leg of this trip is to return to the best city in the world, New York City. Harry Thal However, there were many cigarette butts blowing along the streets and sidewalks. It seems like most everybody smokes in New York City. With all these smokers, you can imagine the number of people who must have respiratory, cardiac and other medical problems linked to smoking and secondhand smoke. Just as in California, there is a ban on smoking in public buildings. This month, New York went one step further. It is now illegal to smoke in the public parks as well. As the parks are the playgrounds for many children and the remainder of the city is either buildings or paved streets and sidewalks, I was pleased to see this initiative. While vacationing I was doing my best to maintain accessibility for my clients. One person had moved to New York City and needed health insurance. I referred her to an agent in New York who can handle the referral, and I learned that the identical Medicare supple-

ment policy I am paying $116 for in Kern County is $250 a month in New York! Younger persons are paying about three times more for similar policies in New York than a California counterpart. When I hear people complaining about the high cost of health insurance in the future, I will refer them to the people on the East Coast. (New Jersey and Massachusetts have similar rates.) Part of the reason is that there are many more medical claims. Some of the costs are from poor laws and part due to health care costs and people's health in general. There is only one way to lower health insurance costs. It is not to legislate premiums, but to regulate costs. The best way to control costs is to have more dollars available for education and wellness and encourage people to get and stay healthy. Yes, I had my share of corned beef on rye sandwiches, matzo ball soup, brisket and pasta, but I’m on vacation. If Americans don't slim down, the cost of our healthcare will impact our government's ability to provide other necessities. Harry P. Thal, MA, is a licensed insurance broker. DEAR DR. DONOHUE: My daughter, 37, has rheumatoid arthritis. Is it genetic or a diet/lifestyle illness? What can be done to alleviate her discomfort? I read somewhere that cod liver oil brings relief. -H.B. ANSWER: Arthritis comes in many guises. Osteoarthritis is the most common kind. Nearly everyone has a touch of it before death. Rheumatoid arthritis affects about 1 percent of adults, with two women afflicted for every man. It makes its appearance most often in the 40s and 50s. The lower two knuckles of the fingers, the wrist, elbows, ankles and foot joints are the ones most often attacked, but any joint can be affected, including the shoulders and hips. It's a symmetrical arthritis, meaning that the same joint on the right is stricken as the one on the left. It's also a systemic illness. The body as a whole suffers. Fever, weight loss and fatigue are common in many stages of this illness. The eyes can become inflamed, as can blood vessels. Changes in the lungs are possible. It's not a diet/lifestyle illness. Genes play a role, but not the entire role. The immune system is involved. Cod liver oil is no longer used for treatment. A new dawn has broken for the treatment of this often-disabling affliction. Formerly, antiinflammatory drugs like Motrin and aspirin were the initial

treatment. Now treatment most often begins with drugs called disease-modifying anti-rheumatic drugs, DMARD. These medicines have the potential to stop the progression of the illness. Methotrexate is one example. A brand-new class of rheumatoid arthritis drugs, the biologicals, neutralizes body chemicals that lead to joint inflammation and deformity. They can halt the arthritis process in its tracks -- not always, but enough of the time to call them amazing. Some names are Humira, Kineret, Actemra, Enbrel and Remicade. They also have powerful side effects that have to be quickly attended to. Your daughter lives at a time that is a good one for people with this illness. The booklet on arthritis describes the various kinds and their treatments. Readers can order a copy by writing: Dr. Donohue -- No. 301W, Box 536475, Orlando, FL 32853-6475. Phingstfest is a beginning Clarence Semonious, pastor Prince of Peace Lutheran Fellowship, Kernville
Phingstfest is translated variously as Whitsun Day or Pentecost. Whitsun Day was when white garments were worn by those being baptized. Without detailing the pagan celebrations held to mark the summer portion of the year, and the occasion reported in Acts 2, the two Semonious became blurred. The Holy Spirit may be the shy member of the Trinity. Possibly, then, it is a blessing that, “The wind blows where it wishes, and you hear its sound, but you do not know where it comes from or where it goes. So it is with everyone who is born of the Spirit.” John 3:8. Whether it is called in Whitsun Day, Phingstfest, or Pentecost, it’s a day to be celebrated by Jews and Christians. Many refer to it as the birthday of the Church. Birthday or not, Pentecost is about the beginning of an individual’s new life as a clay vessel in which the Spirit of God dwells,
regardless of the date. Although Phingstfest, Whitsun Day and Pentecost appear to be different, yet all speak of the gift that Jesus promised to send. So also denominations who teach that scripture reveals a God who is one; three persons, Father, Son and Holy Spirit – yet one and not to be divided, ought also speak with Paul, “There is one body and one Spirit--just as you were called to the one hope that belongs to your call – one Lord, one faith, one baptism, one God and Father of all, who is over all and through all and in all.” Ephesians 4:46. And “For as many of you as were baptized into Christ have put on Christ. There is neither Jew nor Greek, there is neither slave nor free, there is no male and female, for you are all one in Christ Jesus.” Galatians 3:27-28.

Islands of the earth Ron Bolyard Kern River Courier Columnist
ISLANDS, by definition, are: [a] tracts of land smaller than a continent, surrounded by the water of an ocean, sea, lake or stream; OR, [b] an elevated piece of land surrounded by a swamp, marsh, or alluvial land, or isolated at high water or during floods; OR, [c] any isolated and distinctive tract of Ron Bolyard land surrounded by terrain with other characteristics, e.g. a woodland surrounded by prairie or flat open country. Some of these are called: Island Arcs, Island Hills, Island Mesas, Island Mountains, Island Shelfs, slopes, volcanoes, types, isles, atolls, Guyots, islets and the Islets of Langerhans! The list is almost endless. But why do I go through this vigorous nonsense? Because it is important to me to explain of which island type I will be specifically discussing so that my readers will not be confused. My guess is that you have already decided that I will be discussing those that are located in oceanic environment! And you will be correct! I could not embark upon a discussion of all, as it would take a number of years just to give you the basics and take centuries to research all the literature for me to understand the basics to give you. So here we go
with a cursory discussion of islands located in the oceans of the earth. The study of the formation of islands, in the oceanic environment, is a detailed treatise of very complex plate tectonic geologic processes that the readers have been introduced to, via numerous Courier articles of the past. Remember? I hope so! But a brief review is in order. The theories of continental drift and plate tectonics provide a framework that becomes stronger as each new fact is riveted into place. Widespread observations can be quantitatively related by plate tectonics. The plates are rigid, so all points on a plate remain in the same configuration as the plate drifts about. Thus, if the speed and direction of drift off a few points or islands can be established, the drift of all others on the same plate can be calculated. A very few careful observations, although scattered, are enough to add a new accuracy and unity to geologic history. During the development of my discussion, I may, at times, have to veer away from your knowledge base, but I will explain those diversions when they become apparent. So, let's begin our study of iIslands with an introduction of the three basic oceanic basins that will be defined within this study – namely, the Pacific, the Atlantic and the Asian Basins. Ron Bolyard is a retired geologist and has developed an “acute interest” in the geology of the southern Sierra Nevada since he moved here in 1999.

Befire fireSafe Property clearance for fuels reduction work must be completed by June 15th.
Wildfires can be damaging.
It's a clear choice, "Be Fire Wise!!!" State law requires property owners to clear a minimum of 100 feet from any structure.
Homeowners fire checklist Mike Devich Kern River Courier
Be fully prepared for a possible wildfire this year. For more tips in these categories, visit www.firesafecouncil.org. The main categories you have to worry about are: 1. Design/Construction: For tips on building a fire-resistant home, visit the web site. You can also retrofit your home. Enclose the underside of eaves, balconies and above-ground decks with fire resistant materials. 2. Access: Make sure your house number is clear and visible. Make sure dead-end roads, and long driveways have turn-around areas wide enough for emergency vehicles. 3. Roof: Remove dead branches overhanging your roof. 4. Landscape: Create defensible space, landscape with fire-resistant plants. 5. Yard: Stack woodpiles at least 30 feet from all structures and remove vegetation within 10 feet of woodpiles. 6. Emergency water supply: If your water comes from a well, consider an emergency generator to operate the pump during a power failure.
These professionals can help you with making your property Fire Safe!

Salome’s Stars ARIES (March 21 to April 19) Family and friends rally around as you confront an unexpected challenge. Some plans will have to be changed until all the fuss and fluster settle down. TAURUS (April 20 to May 20) Your creative gifts find new outlets for expression this week. Someone (a Libra, perhaps) has ideas that you might find surprisingly appealing. Pay attention. GEMINI (May 21 to June 20) You'll soon be able to restart those delayed travel plans. A financial matter you thought was closed could suddenly reopen. Be prepared to take swift, decisive action. CANCER (June 21 to July 22) A romantic relationship takes an unexpected turn. You might be confused about how to react. It's best not to be rushed into a decision that you're not ready to make. LEO (July 23 to August 22) Don't let your pride stand in the way of resolving an emotionally painful situation. This is a good time to deal with it and let the healing finally begin. VIRGO (August 23 to September 22) A workplace problem that you've been handling so well suddenly spins out of control. Don't panic. You can rely on your good sense to help you restore order. LIBRA (September 23 to October 22) Wearing

rose-colored glasses won't solve a thorny personal situation. You need to take a hard look at what's happening and then act according to the facts. SCORPIO (October 23 to November 21) Weigh all your options carefully before making any decisions you've been putting off. Then go ahead and plan a weekend of family fun. SAGITTARIUS (November 22 to December 21) While personal and financial situations continue to improve, some setbacks might occur. But they're only temporary, so hang in there. CAPRICORN (December 22 to January 19) Family matters dominate the week. Health problems raise concern but soon prove to be less serious than you had feared. Things start easing up by the weekend. AQUARIUS (January 20 to February 18) Most situations are calmer now, both at home and on the job. But there's still a chance that a co-worker will set off another round of unpleasantness. PISCES (February 19 to March 20) There's no need to fish for compliments from an admirer who can't say enough nice things about you. The upcoming holiday bodes well for family gatherings. BORN THIS WEEK: You love to compete, both on a personal and a sporting level, and you hate to settle for anything less than excellence. c) 2011King Features Synd., Inc.

DAM GOOD continued from page 8 with disabilities. Would the Army Corps build and complete a walking, running, biking and equestrian multi-use trail (non-motorized) around the lake into the dam project? Or provide a significant part of such a trail by building access from one side to the other across both dams and spillways? What if the new massive concrete spillway walls being constructed were more than just a possible eyesore? What if there was a recreational area of multiple uses that included an aquatic and swim park called “The Spillway” with water slides, play pools and fountains including a much-needed swimming beach on the lake? As part of “The Spillway” walls you build into them a beginningto-expert climbing wall facility. Or by simply adding curves, ripples and bowls to otherwise 90degree walls we could have a
much-needed community stateof-the-art skateboard park. A spillway might even double as a boat launch ramp. Just envision the possibilities. Replace camping and recreational facilities that may have to be removed or relocated during reconstruction with those that surpass what we once had. Last of all, promise to go about your business with minimum disruption of our lives, local tourism and leave us when the construction finished with a healthy economy. Complete the project on budget and on time. Do your absolute best to anticipate and be prepared for the worst-case scenarios that could come during such a project in order to prevent delay. Michael Batelaan is publisher of the Kern River Courier. He can be reached at office@kernrivercourier.com
FIRES continued from page 1 by about 20 firefighters with helicopter support. The Kern County Fire Department said that hazard reduction efforts from nearby homeowners helped in getting the fire out quickly. The deadline for getting your weeds cleared this year is next Wednesday. After that, escalating fines will be issued. The biggest fire so far of the season took place on May 27, the Cove Fire in Southlake, with 1,122 acres
burned. That fire occurred in a fierce wind, which drove the flames from near the Joughin Ranch eastward over the ridge toward about 100 homes on the other side. Highway 178 in the area was closed for a time, with traffic rerouted onto the newly reopened Sierra Way. No homes were lost. The cause is still undetermined. (Courier Mencarini report.)

California Joe’s Storytelling Corner
Murietta may have been in valley California Joe Kern River Courier Columnist
At 18, Joaquin Murietta of Mexico married a muleskinner’s daughter, Rosita Feliz, and took her to California. They California Joe moved to a cabin at Salt River Flat, upriver from the town of Sonora, and began mining for gold. But an 1850 state law prohibited anyone of Mexican ancestry from sharing in the wealth of the California gold fields. That law provided the motive for Joaquin Muriettta’s entry into a life of crime. Two events triggered Joaquin’s criminal tendencies. First his brother Jesus was beaten and lynched by an angry mob who mistook him for a horse thief. Then a dozen crazed American miners broke into the Murietta cabin in the middle of the night, beat Joaquin senseless, and raped Rosita. Joaquin swore a blood oath of revenge. Disappearing into the wilds, he formed a band of disgruntled Mexicans and Yankee desperadoes. His chief lieutenant was the brutal Manuel Garcia, also known as Three-Fingered Jack. From 1850 to 1853,Murietta was blamed for stagecoach robberies, saloon holdups, assay office assaults, and raids on gold camps
such as Poverty Flat and Whiskey Slide. A terror to gold interests, a Robin Hood to Mexicans, the Ghost Of Sonora was a bona fide sensation. There is a story that he and his gang took part in a South Fork holdup here in the Kern Valley but that was never proved. In May 1853, the California Assembly declared war on Murietta and Captain Harry Love was assigned to form a company to get Joaquin dead or alive. The men were to be paid $150 a month for three months. Governor Bigler tacked on an extra $1,000 incentive just to fan the Joaquin hysteria. The three months were almost up on July 25, 1853 when Captain Love and his boys fell upon a group of six suspicious men near Panoche Pass, west of Tulare Lake. Two escaped, two were captured, two died and Love marched into San Francisco to claim the reward. As proof he showed two large pickling jars containing the hand of Garcia and the head of Joaquin. Exactly what happened is anyone’s guess. He was reportedly back in his home country as late as the 1870s, ranching peacefully. Indian legend says he is buried in a Jesuit cemetery near the village of Cucurpe in the Sierra Madre. California Joe is the storyteller persona of Stevenson Phillips, an actor and singer living in Kernville. You may reach him at sscaljoe@aol.com.
CENTER continued from page 1 After lengthy discussion and to comply with mandatory notice requirements, McQuiston made a motion to approve the recommendation, but with an amendment to hold the actual "trigger date" until 15 days after the budget deadline in August. The amendment would allow for a contingency that other funds might be identified and used to mit-
igate the recommendation. It would also allow time for Lerude to pursue potential partnerships with local nonprofit groups, to explore alternatives and investigate possible cost reductions by privatizing maintenance services for county parks and recreation facilities. The motion was adopted unanimously by the Board of Supervisors.

Things I Have Noticed...
Daze of wine and messes Rod Middleworth Kern River Courier Columnist
Years ago when I lived in Fresno I worked in a supermarket. On this particular day as I was up front checking groceries, I noticed that a wine salesman had come in and set up 40 cases into a huge display. To do that he made a colorful Middleworth pyramid of gallon bottles, which could easily be seen from anywhere in the store. From the checkstand, I looked toward the back and could see the bottles as they reached into the air some 8 feet. I had to admit it was pretty impressive and one of the largest displays we'd ever had. It was getting close to closing time when I heard a bottle crash. The box boy ran back to see what had happened. He came back and said that a customer had dropped and broken one of the gallon bottles on the floor next to the display. He said he would get a mop and clean it up. About that time, as I looked back, I could see the pyramid of bottles starting to tilt. I excused myself from my customer and ran to the display. Just as I got there the whole pyramid toppled and came crashing to the floor. It seems that when the salesman built the display, he set
the bottom row up with just empty boxes, using the bottles from them as part of the pyramid. When the customer dropped and broke the gallon of wine, the liquid ran back and under that row of empty boxes and soaked them. Several collapsed, pulling the whole display down, breaking at least 20 of the gallon bottles. Wine was everywhere and the whole store now had a brewery smell. During the entire debacle the customer who'd dropped the bottle stood there aghast at what she had caused, mumbling something about her heart. We brought her a chair and told her not to worry, everything was all right. Next, I called the outfit that cleaned the store nightly, and told them that tonight was going to be special and to set aside extra time for cleaning and to bring several mops, buckets and sponges – and to hurry! The traumatized customer took a gallon of the unbroken wine home, and said she planned on drinking most of it that night. We called the wine salesman the next day and told him that he could expect a bill for the cleanup and that we were replacing his display with a pyramid of saltine crackers. Wofford Heights resident Rod Middleworth, a retired security manager for Pacific Bell, is an instructor for the local AARP Driver Safety Program.
