Well, the Kern County Roads Department achieved what they were trying to do, and that’s reopen Sierra Way by Memorial Day Weekend. They did it, but just barely. Sierra Way, the so-called “back way” along the northern edge of Isabella Lake, was reopened the day before Memorial Day Weekend, on Friday May 27 at 1 p.m. – just in time to be closed again briefly as a brush fire headed towards the southern part of the road. It came in handy, though, to have it open again soon, because during the same fire it became an alternate route when Highway 178 was also closed for a while.

The road is back open again, to the relief of residents of Robinson Cove and also the residents of Weldon or Kernville who regularly travel between the two points. Those residents have had to take a long detour around the lake ever since the road was closed due to a massive washout during the storms of mid-Demember. In those storms, more than three inches of rain fell per day, destroying the Kern River Preserve’s road system and creating a huge lake for a while at the intersection of Highway 178 and Kelso Valley Road. Predictions right after the road was shut down were that the road would not be open until July or August, which would have seriously impacted Kernville’s summer season.

Summertime starts in only 10 days. It better! That’s when the Kern Valley Aquatics Program at South Fork Middle School kicks off its summer swimming programs. Winter has kept a strong grip on us this year, with only a couple of flashes of hot weather. So few of us have been thinking about swimming. But KVAP has been busily planning its summer season, and this year they are adding a swim team– the valley’s first. The Swim Team will practice Tuesday, Wednesday and Thursday evenings from 6 to 7:30 p.m. They will be led by Amy Watts, who has competitive swimming and teaching experience. The team will have two home meets and one in Ridgecrest. All of KVAP’s programs begin June 13 at the pool at South Fork Middle School in Weldon. For a

Three scoping meetings were held recently in order to seek public input for the Isabella Dam Modification Study’s draft Environmental Impact Statement (EIS). At the meeting the U.S. Army Corps of Engineers presented for comment three alternate plans to address what they call seismic and hydrologic deficiencies at the Isabella main dam and auxiliary dam. The public scoping meeting was intended to provide the public and other interested parties an opportunity to comment on the proposed solutions affecting the dams. Alternatives presented will be evaluated further in the draft EIS process and ongoing environmental studies outlined at the meetings. Three alternatives remain of six or more that were considered by Corps Engineers. The Robust Alternative: This plan would attempt to remediate all identified deficiencies found with the dam structures. The plan

would raise the main dam by 4 feet with added fill and would make improvements to dam outlets. Improvements would also be made to the existing spillway as well as constructing an additional 300-foot wide narrow option spillway that would accommodate for large flood events. The Auxiliary Dam would receive a 4-foot addition of material at the dam’s crest and a 100-foot upstream and downstream rock buttress added. Under the robust plan, the Borel Canal outlet would also be relocated from the Auxiliary Dam to the Main Dam by way of a tunnel. Optimized Alternative A.: Under this plan no modification or crest rise would be made to the Main Dam. A additional 600-foot wide option spillway would be added to accommodate large flood events with no improvements made to the existing spillway. An 80-foot upstream and down stream rock buttress would be added to the Auxiliary Dam with the Borel Canal realigned to the dam’s right side and partial

Like books? Like animals? You’ll be glad to hear about a grant given to the Kern County Libraries. Recently the Kern River Valley branch in Lake Isabella received 60 books in connection with this grant, which totaled $75,000 for the system. The grant is called “Save Your Animals: Family Outreach for Animal/Pet Awareness and Welfare.” It came from the California

State Library with state and federal funds from the Library Services and Technology Act. The new books in the library concern all kinds of animals, from your household pets to barnyard animals. The books are for every age, and include books about animal care, training, and veterinarian medical guides. There are also storybooks. The Kern River Valley Branch received 60 books, the Wofford Heights branch got 10, and the Kernville branch

received. Peggy Hickey of the Kern River Valley branch said, “Some of the staff's favorites are “Animals at Work,” “For Horse-Crazy Girls Only,” “The 50+ Dog Owner: Complete Dog Parenting for Baby Boomers and Beyond,” “Keeping Bees” (includes 10 honey recipes), “Llamas and Alpacas,” “The Cat Behavior Answer Book,” “SkippyJon Jones,” “A Pet for Petunia” and “Fleabag.” Each branch has a special display for the new books.

Dear Kern River Courier, Thank you all and our God for watching over us last Friday. When the Cove Fire came across Joughin Hill and moved toward our home and other homes on the west end of our tract, we were converged on by the above with hoses, shovels, determined spirits and loving hearts. The result was a victory over the blast of fire and smoke that engulfed the area for about three hours. The neighbors from all corners of the tract, without hesitation, pitched in to save several homes at our end. Thanks again to the firemen from several agencies (who continued to look for hot spots three days later) and to our neighbors: the Newsoms, the Hines, the Embrees, the Gilberts, the Yates, the Saterbos, and others whom I could not identify due to the smoke and my own busy hands. with God loves a cheerful giver and the this ad receiver loves you, too.

13 Night ‘Ghost Tour’ of haunted ghost town Friday, June 3 Called one of the most haunted sites in America, Silver City Ghost Town in Bodfish will host a public walking Lantern Light Ghost Tour and paranormal investigation Friday, June 3 at 8:30 p.m. The historic Ghost Town has been featured on Biography Channel’s “My Ghost Story”, web based series “Xtreme Hauntings Live” and (slated to air soon) “Haunted Discoveries”. General jerky method: All recipes use 1 lb lean meat, thinly sliced. (3/16-1/4 in thick) In a small glass bowl, combine all ingredients except meat. Stir to mix well. Place meat 3-4 layers deep in a container, spooning sauce mixture over each layer. Cover tightly and marinate 6-12 hours in the ‘fridge, stirring occasionally and keeping the mixture covered. Lay out on trays, 24 to 36 hours in dehydrator. I used a

Kids’ fishing derby Saturday

Dam construction might hurt

(Ed. note: Mike is under the weather this week, so I’m pinchhitting for him. Thanks to Kids Derby chair Elaine Johnson for much of this.) This Saturday is the 24th annual Kids Fishing Derby. This annual free event (this is the 24th year!) is put on by the Fish Mencarini and Game Habitat Club’s volunteers, with the help of a lot of local merchants and service organizations and also agencies like the DFG. Registration, and this is very important: All contestants MUST register at the derby headquarters in Wofford Heights Park PRIOR to fishing. It’s free, but you have to register first. The derby headquarters will be open for registration from 3 to 6 p.m. today, Friday June 3, and tomorrow, Saturday, June 4 from 6 to 9 a.m. The derby is open to all kids; however, awards will only be given to kids 4 to 15 years old. The derby starts Saturday at 6 a.m., and weigh-in will close at 3 p.m.

There will be trophies for the biggest fish caught in these age groups – 4-6, 7-9, 10-12 and 1315. Along with the fishing contest there will be many activities at the Derby Headquarters until 3 p.m. There will be contests, games, and the kids will get a free lunch of hot dogs and sodas. Adults are expected to make a donation for theirs. Special drawings for other prizes will be held after the awards presentation at 3 p.m. Tickets for this drawing will be given away at registration. You must be present to win, so be there! Children may fish in the lake or the river, but fish must be brought to derby headquarters by 3 p.m. for weigh-in. There will be no late weigh-ins and only the biggest fish k ids bring in will be weighed. Bass are not allowed. All fishing regulations are in effect. The limit for trout is 5, and for crappie, 25. Dam scary! or dam good? I'm not referring to the impending 'Big One' (earthquake). Or one dam overtopping, or both dams failing at the same time under the pressure of a full to capacity reservoir. Health Insurance Matters

A look into the health care past Harry P. Thal Kern River Courier Columnist

As many readers know, I am celebrating my 65th birthday by traveling with my wife Stephanie. I am writing this from historic Colonial Williamsburg, Va. There are many buildings here from the early 1700s still standing, which have Harry Thal been painstakingly restored. Other buildings have been built on the foundations of the original. These have been built using homemade nails, bricks and lumber. One such building is the first mental hospital built in what would eventually be the United States. The recreated building showed the cells that the court-ordered insane were housed in. It looked much like a prison, with only a straw mattress and a chamber pot in each cell. Bars were on the windows, and the floor and walls were brick; very uninviting, but probably a better outcome then the gallows. The next cell was more modern, showing an example from the early 1900s. The brick walls were plastered over, and there was now a sturdy iron cot. The bars were now on the outer wall, making the room a bit less prison-looking. Displayed in another area were the "tools" used to treat the insane. A wooden chair with restraints had

a block to restrain the head as well as tie-downs for the arms and legs. I recognized how far we have come as a society. Now we use drugs for the same effect. Medicine really has come a long way, as I grab some Advil to ease the ache in my back from too much walking. From only 50 years ago, when the surgeon’s knife was the only way to identify many problems inside, to today having various MRI's, CT scans as well as X-rays, many of today's ills can be corrected with medication rather than the scalpel. We have come a long way in other ways too. Today we need health insurance to pay for our care. Few people have the resources and savings to "selfinsure" a major catastrophic medical event. With state and federal governments in financial crisis throughout the United States, government-supported health care will become decreased as the belt is tightened on social programs. Middle-income people who think these programs will be a 100% answer will soon learn that the definition of poverty will be a much lower number than it is today. Harry P. DEAR DR. DONOHUE: For several years I have had spasms in my left leg at night while asleep. Now I get them in my right leg. They are intense and painful. My calcium is normal. I have taken magnesium and leg-cramp pills without results. I have put soap in the bed, used mustard and tried many other home remedies without any luck. I would be indebted for any other suggestions you might offer. -- S.G. ANSWER: Nighttime leg muscle cramps are another one of the joys of aging. Why? I don't know. A cramp is a sustained, painful muscle contraction. In a very small number of people, low blood calcium or magnesium, an underactive thyroid gland and dysfunctions of the kidney or liver might be the cause. For most, a cause cannot be found. Quinine was a favorite remedy. Now quinine has a limited use -- only for malaria. It has potentially dangerous side effects that make it unwarranted for muscle cramps. Some find that tonic water stops their cramps. That's fine that they do; the amount of quinine in tonic water is quite small. There is evidence that the heart and blood pressure drug diltiazem can be useful. Vitamin B complex -- a mixture of the B vitamins, including B-6 -- also has

some support for its use. Stretching the leg muscles three times a day and again before going to bed might prevent cramps. One exercise is standing on the lowest step of a stair with heels projecting off the edge of that stair. Raise high on your toes and then slowly lower yourself until the heels are well below the level of the stair. Hold that position for 10 seconds and repeat the exercise 10 times. Some have found that a warm bath taken before heading to bed stops their cramps. The booklet on restless leg syndrome and nighttime cramps offers a more lengthy treatment of this annoying problem. On Memorial Day last Monday it was time for reflection about our loved ones. Remember another Memorial Day. It is held on September 30th this year on the Hebrew calendar. The similarity to these two days is that on both these days God speaks peace to his people. “…In Semonious the seventh month, on the first day of the month, you shall observe a day of solemn rest, a memorial proclaimed with blast of trumpets, a holy convocation.” Leviticus 23:24b. My prayer is that you find comfort with this: When my son left home and got off the bus at boot camp he was a boy. As a mother named “Sybil” said when she wrote to MyMarine, “The man that I met on Thursday for Parents Day is AWESOME. There is no way I can describe to you all the difference. He looks different, he walks different, he talks different, he has such a sense of bearing and pride, all I could do was

look at him in AWE.” That’s how I feel too. After the service, he became a firefighter for the city of Fresno, Calif. Today his rank is Battalion Chief. His surprise and mine came from classmates who were not surprised by his promotion. They confessed that from the first week at the academy he had been called “chief” behind his back. His values, morals and manners were above the acceptable behavior he had displayed at home. He is a true gentleman. I see patience in him that I had not seen. I could never express my gratitude enough to the service for what they have given my son. If your child did not live to return home, Memorial Day is holy as well as solemn. Had your child lived… but I do not know that… that is why it is such a comfort to know you will meet again where there is no tears, no sorrow – only joy.

Take stock of your property and consider removing fire-prone species of trees, shrubs and other plants. Think about replacing them with fire-resistant plants. Review the density of vegetation around your house, and the overall health of the vegetation. Is it too much or too dry? Some types of vegetation are more fire-prone than others. Pine forests, palmetto, scrub oaks, and species with a lot of resins or oils are of concern. Broad-leaf (deciduous) trees are more fire-resistant, but also consider the

SCE donates truck to Search and Rescue Kern River Courier

The Kern Valley Search and Rescue team now has new wheels to help in its work after receiving a Ford 550 truck from Southern California Edison last week. The presentation took place at SCE’s Kern River 3 Hydro Electric Plant on Sierra Way in Kernville. The truck is a welcome addition to the Search and Rescue team. The crew has been using a flatbed truck that was donated by SCE about 21 years ago. The truck received last week will be used to help in rescue efforts, assisting stranded people, hauling river rafts and other gear. Brian Baskin, Captain of the Kern Valley Search and Rescue team is grateful for the donation and said “This truck will allow us to decrease response times and increase our level of service.” Kermit Atkinson, an electric crew foreman at the KR3 Hydro Electric Plant, helped organize the donation. He also serves as a volunteer member of the Kern Valley Search and Rescue team and knew

The Kern County Fair in Bakersfield is inviting youth group leaders and teachers to attend a workshop this month about a special free program being offered this summer called “Garden In A Wheelbarrow.” Participating groups will be provided with all materials, plants, wheelbarrow and lesson plans to do the project. The free gardening program will give participating groups an opportunity to teach youth about the source of food and how food is grown.

SCE purchased a new truck, and rather than salvage the old truck, which has 87,000 miles, elected to donate it to the search and rescue team. The truck is in good condition and is well suited for the type of work done by the rescue team.

On Saturday June 4th the Children of the American Revolution are having a yard sale to raise money for their national project "Books for Soldiers". Books for Soldiers is a program wherein books are bought and sent to our soldiers in the Middle East theatre and the books are read by the soldiers and recorded. The soldiers are then able to send the recorded books to their children who then can listen to a book read to them by the missing parent. Samantha Jellitech, president of the local chapter of the CAR, feels this program demonstrates patriotism and support for our soldiers overseas and their loved one left behind. The yard sale will be at 3508 Cook Peak Rd. in Squirrel Valley on June 4th from 8 a.m. to 2 p.m. All the proceeds from this sale will be donated to the CAR program to benefit our soldiers and their families.

The other day I was thinking about various scrapes and mishaps I'd had while growing up. Times were different then. My brother and I were watched over during the day (in the summertime) by my grandma, but she pretty much let us alone most of the time as long as Middleworth we checked in from time to time. Our only big chore was to help her with the washing. She used a tub with a washboard, and then a wringer to squeeze the water out of the clothes. It involved cranking the rollers by hand, and she thought that strong young boys would do a better job than a weak old grandma. It was our only big chore, so we really didn't mind. One day when it was my turn to wring out the wash, Grandma asked me to go next door and borrow some bleach from our neighbor. So I walked over and asked the neighbor for some. She said sure, and left me standing on the porch while she went inside. While she was gone I was thinking that I sure would like something cool to drink because it was hot there in the sun.

When the neighbor came out, she had a small glass with what looked like lemonade in it and said to me, "Here, drink this." So I grabbed the glass and took a big swig. "Oh, my God!" said the neighbor as I gagged with a mouth full of bleach. (What she'd really said was, "DON’T drink this!") Well, it was too late. I had swallowed some, and the rest was burning inside my mouth. The neighbor jerked me inside into her kitchen and made me drink some soapy water from the sink. I upchucked most of the bleach, and I rinsed my mouth over and over trying to get that taste and burning out. Evidently I hadn't swallowed much because I survived. I noticed, though, that no one took me to a doctor. In addition to the taste, which took days to get rid of, I had to listen to the neighbor telling me to clean out my ears, and my grandma, over and over again, wanting to know where my brains were. I'm a pretty old codger now and this experience was long ago, but I still can't stand the smell of bleach. I'll have nothing to do with washing clothes. And I always check my lemonade very carefully. What will happen to water quality and fishing at the Auxiliary Dam if water no longer is allowed to flow directly into the Borel Canal but is instead routed from the Main Dam to the canal? What people, buildings, government or private property will be affected, displaced or have to be relocated when an additional 300 to 600-foot spillway is built between where the two dams are located now? Will we lose access, or lose altogether our lake's best boat launch ramp? Take a close look at these plans and you may find some big surprises. Can the new proposed spillway (it will be 1 to 2 football fields wide) be designed so that it is something other than an unsightly haven for taggers and massive graffiti site for sore eyes? Where will construction workers be housed for this extended period of time? The few motels and campgrounds where our tourists stay

now? Or build a temporary tent city? Also required will be locations for construction and equipment yards, area for material sorting (sand and gravel), and a temporary rock crushing plant. What traffic impacts will be experienced during this time? Will we have long delays due to blasting and the movement of heavy equipment and materials? Will we experience delayed response times for emergency calls? Right now there are more questions than answers. There are many questions that could have some very scary answers that need to be addressed in the coming environmental impact statement. Now is the time for our concerns and comments to be submitted.
