Michael Batelaan Courier Cover Story Kern River Valley residents will soon no longer have the luxury of going to court in Lake Isabella. Right now, the Regional Court located in Lake Isabella, 7046 Lake Isabella Blvd, has been reduced to one court day per week. Budget reductions do not allow continued operation of this part time court location. The Kern River Branch Court will be closed effective June 10. Then the cases currently heard in Kern River will be transferred as follows: All misdemeanor matters, in-custody and out-of-custody, will be heard in the Ridgecrest Branch, located at 132 E.

Coso Ave, Ridgecrest; all Limited Civil matters up to $25,000, small claims, and unlawful detainer matters will be heard in the Ridgecrest Brach, located at 132 E. Coso Ave., Ridgecrest; all traffic infractions will be heard at the Metropolitan Traffic Division, 3131 Arrow Street, Bakersfield. A drop box will not be available in Lake Isabella. Documents must be filed in the appropriate location for the specific case type. The Kern County Courts have issued notice per Government Code that the Superior Court,

County of Kern, has realized significant, permanent budget reductions of $9.7 million or 27% of base funding since 2008. While the Court has implemented a number of cost savings measures such as reductions in staff, increased pass through of pension and health care benefits to court employees, reduction of controllable expenses in excess of $3 million, the Court will have a structural deficit of $3.7 million in the upcoming 2013-2014 budget year. In the past, the Court has been able to utilize savings from local cost

cutting measures to balance the annual budget deficits to date. However, these savings are required to be depleted by the end of the fiscal year; therefore, permanent service reductions are required to balance the Court's budget. "The Kern Superior Court Judges believe court access is a fundamental component of fair and equitable justice and have approved these reductions reluctantly in the face of severe budget cuts over the past five years," said Judge Colette M. Humphrey, Presiding Judge. "It is our hope that if future funding is restored to adequate levels, we can reinstate the

As law enforcement we can testify to the effectiveness of seatbelts when they are used properly. We know they save lives. We've witnessed first-hand how after an awful traffic collision nobody has been hurt because all the occupants were properly using their safety belts. However, we have also witnessed the tragic results of those people who were not using their seatbelts or not using them properly. Law enforcement in the Kern River Valley will be focusing on drivers and passengers not wearing their seatbelts or not wearing them correctly and we will likely be issuing citations to all violators. We advise all drivers and passengers to use the shoulder strap as designed, placing it over your shoulder and across your chest. If the shoulder strap is used in any other way it is a violation of the seatbelt law in California and you will most likely be issued a citation. We ask you to be safe and buckle up.

The seven deadly sins, 6 Janet Kutzner, Lay Eucharistic Minister St. Peter’s Anglican Church, Kernville So far we’ve examined Pride, Envy, Covetousness, Wrath and Lust. Today we look at the sin that has become part and parcel with Western Culture, but is, like all sins, not unique to the West - Kutzner Gluttony. The Catholic Encyclopedia defines Gluttony as “…the excessive indulgence in food and drink. The moral deformity discernible in this vice lies in its defiance of the order postulated by reason, which prescribes necessity as the measure of indulgence in eating and drinking.” This definition will not be surprising to anyone. What is surprising is the way that we’ve come to accept this sin and promote it. I am the first to admit that this is a major thorn in my flesh. I’ve learned from my childhood to eat when I’m happy, eat when I’m sad, eat when I’m angry, and eat when I’m bored... Well, you get the picture. The result of this sin is poor health or at least poorer-than-desired by God. Why is Gluttony a sin? Unlike what our mothers told us about starving children in Africa; it is because we take what is good and pleasant that God has given us and go beyond being satisfied and filled, to being stuffed. We tend to indulge in the sin of Gluttony in an attempt to fill the void

in our lives that only the Holy Spirit can satisfy. Instead of addressing a particular issue, we avoid the matter and reach for food. For many it is a combination of sitting in front of the TV watching something mindless, and going through the motion of eating, whatever, out of habit and instinct. St. Augustine’s Prayer Book takes it one step further, arguing that Gluttony can go beyond food to other behaviors, such as: “Fastidiousness, fussiness, demanding, excessively high standards, or dilettantism.” These are behaviors that often become compulsive in an attempt to control or to comfort. Sadly, this is one of those sins that the world around us both promotes and detests at the same time. Go to any restaurant and you will most likely receive portions much larger than is necessary or healthy. At the same time the images that are promoted of people who are attractive are those who do not consume those whole portions. It is just the opposite. The images of thinness and athleticism are those that are mostly unattainable for the average person who is not able to dedicate large segments of their day to exercise, appropriate food preparation and consumption. Ultimately, the answer to the sin of gluttony, and essentially all sin, is to seek the indwelling of the Holy Spirit. Only God can fill that hole in our souls that we try to fill with food, sex and alcohol. I pray to each of you a truly blessed Holy Week! The mother of James and John came to Jesus with a request captured in the above verse. She, too, was convinced the trajectory of Jesus’ life and ministry would imminently land Him in a position of power where He was sure to need her two sons as capable deputies of power. Absent from her thinking was the sense of the Holy Spirit’s leading that in a few short days would take Jesus to an ignoble death of a criminal, and the left-fordead burial in a tomb not His own. In a remarkable display of cheek, she assigned Jesus a place of tradi-

tional authority and foresaw her boys as His right hand and left hand men. It is easy from our vantage point to see just how far James’ and John’s mother missed what was actually taking place in the passion of our Lord, and also easy for us to shake our heads in incredulity at what appears to be spiritual daftness of the very first order. Until we look in the mirror of our own inability to perceive what the Father’s heart of love is working in our lives through the circumstances we face. We are tempted to equate such circumstance with spiritual blessing and or maturity. Conversely, struggling through setback and difficulty might bring us to ponder exactly where blessing has gone. With cries of “Hosanna,” or “Lord, set us on your right hand and left hand,” we long for fulfillment to spiritual promises that can be measured in physical ways. Health, finance, happiness, position - these become imitations and substitutes for the profoundly more powerful spiritual byproducts of faith, hopeS and love. Our physical life will always be included in the life Jesus works within us, but it is not primary to this work, and must always be subjected to the more important work of the Holy Spirit to make us look more like Jesus. He is more determined to work deep within our hearts those things that will produce faith in His great love in spite of whatever we are walking through. By the way, the kingdom has already gotten started in the hearts of all who believe - see Philippians 1:6.

California Duck Stamp Art Contest Department of Fish and Wildlife Courier Release Artists are invited to submit their original artwork to the 2013 California Duck Stamp Art Contest. The California Department of Fish and Wildlife will accept submissions from April 30 through May 30. The contest is open to U.S. residents who are 18 years of age or older on March 8. Entrants need not reside in California. The winning artwork will be reproduced on the 2013 California Duck Stamp. The top submissions will also be showcased at the Pacific Flyway Decoy Assoc.'s art show in July. The artwork must depict the species selected by the California Fish and Game Commission, the American wigeon. The design is to be in full color and in the medium (or combination of mediums) of the artist's choosing, except that no photographic process, digital art, metallic paints or fluorescent paints may be used in the finished design. Photographs, computer-generated art, art produced from a computer printer or

other computer/mechanical output device (air brush method excepted) are not eligible to be entered into the contest and will be disqualified. The design must be the contestant's original hand-drawn creation. The entry design may not be copied or duplicated from previously published art, including photographs, or from images in any format published on the Internet. All entries must be accompanied by a completed participation agreement and entry form. These forms and the official rules are available online at dfg.ca.gov/duckstamp. Entries will be judged at a public event to be held in June. The judges' panel, which will consist of experts in the fields of ornithology, conservation, and art and printing, will choose first-, second- and thirdplace winners and an honorable mention. Since 1971, CSDF's annual contest has attracted top wildlife artists from around the country. All proceeds generated from stamp sales go directly to waterfowl conservation projects throughout California.

Lake access barred by flume Mike Mencarini Kern River Courier Columnist Over the past couple of months, Courier publisher Michael Batelaan and I hiked the flume from one end to the other. In doing so, we both realized Mencarini something: that without Divine intervention the lake isn’t going to reach a level that will cover the flume. The dilemna is that when the water level doesn’t reach a specific storage mark, the flume becomes an obstacle. It’s positioned between us and the lake. With very few lake access points, it will cause some frustration amongst Fishing Derby anglers next month. Earlier this week I decided to see if there was something, anything, I could do to remedy the access problem. I decided to contact a very decent Forest Service employee, who, in the past has, at the very least, listened to and acted on some of my suggestions. As always he reminded me that there are no guarantees. With that said, I pitched my proposal. My idea is to use a small tractor with a front blade and push the sand and silt that

has accumulated in the flume into piles at several locations along the flume. These piles or berms would be about six to eight feet wide and piled almost to the height of the flume. These would allow at least one option to accessing the lake. At best, these would be walkways of a primitive kind but I believe they might work. The flume, being an Edison entity, must have the approval from the man in charge. Having worked as a volunteer on several fish rescues No. 3 powerhouse, I believe they would rally behind this idea and find some way to make it work. I don’t want to make it sound like there are no other ways to breach the flume, but this seems to be the safest for the majority. Maybe someone at Edison or the Forest Service will have a better plan. We need to start somewhere. Hopefully, I planted a seed. So for now, I’ll sit back and have faith in those who can and I will keep you informed on any progress made. This movie peels open this intriguing bit of history and seeks to make it as bland and boring as possible. The story comes from the perspective of Daisy (Laura Linney), a distant cousin of FDR (Bill Murray) -- and apparently one of his girlfriends. Daisy is an unassuming American gal surrounded by power -- and she’s utterly insufferable as a POV character. I would say it’s not anybody’s fault that this movie is so lame. None of the characters are fully realized. Murray tries to bring FDR to life, but the script won’t allow it. Something about the pacing left little time for interesting drama. In a film about history, culture clash and big personalities, they somehow forgot the personality. “The Sorcerer and the White Snake” (PG-13) — This Chinese fantasy-romance sheds a new light on human-demon relationships. Xu (Raymond Lam) is a humble herbalist who is saved from drowning by the gorgeous Susu (Eva Huang), and quickly falls in love. Too bad she’s a snake demon in human form -- although she’s a nice demon and her love for Xu is real. Their happy home is threatened by Fahai (Jet Li), a white-robed monk

Bill Murray in “Hyde Park on Hudson” who sniffs out and banishes demons. This is not a bone-crunching kung-fu-on-wires movie like American Li fans are used to seeing. While martial arts and flight play a big role, it’s more of a bigscreen folk tale. The computer graphics are amazing, but maybe not put to the best use. The action and magic sequences are so overwhelming that it’s hard to feel involved. “Orchestra of Exiles” (NR) — As Nazism took hold of Germany, renowned violinist Bronislaw Huberman began a courageous mission to get Jewish musicians away from their persecutors. This documentary tells the story of how Huberman formed the Palestine Philharmonic orchestra by helping musicians and their families leave Germany, saving the lives of about 1,000 people along the way. It’s not the most gripping film, but it’s an interesting story brought to life with intricate detail. © 2013 King Features Synd., Inc.

Bodfish Bob’s Fried Dill Pickles Bodfish Bob’s Deviled Egg Potato Salad 9 hard boiled eggs, peeled 1/2 cup chopped onions 1/4 cup shredded pimentos 1/4 cup shredded green pepper 1/2 cup mustard 1 T salt 6 cup boiled potatoes, cubed 1/2 cup shredded dill pickles 1/4 cup shredded celery 1 cup mayonnaise 1 T paprika Cut six boiled eggs in half. Remove yolk. Place yolks in bowl and mix with one teaspoon pickles, one teaspoon mustard, one tablespoon mayonnaise and dash of salt. Stiff eggs with the yolk mixture. Set eggs aside. Mix potatoes with remaining ingredients. Add eggs (flaked with fork) last. Top with paprika and arrange deviled eggs around top of

Thal Kern River Courier Columnist As a health insurance expert and a Medicare Specialist, I receive many calls and emails each week Thal from all over California requesting information. My response to one of the e-mails was so well detailed, I thought I would share it with my Courier readers as I recognize many are also in a similar situation. “Medicare Supplement plans are based on your zip code and attained age. They also are adjusted annually for inflation. By law, a supplement plan does not cover prescription drugs. These are covered under Medicare Part D, which is only sold through insurance companies. In California there are 32 plans to select from. As each covers a specific list of medications, I request a list of your current medications to start you out on the lowest costing plan. The range of Part D plans is between $20 and $118. “The Medicare supplement plan I recommend is called Plan F. This is the most comprehensive and allows you to go to any doctor and any hospital in the Medicare program. This is the plan I have. Plan F is the most popular benefit design and available from many different insurance companies. From Kern County and north, rates for age 65 start at $129.68 for you and for your husband at age 70, $157.97. If two people are

on a percentage discount from this company for each and if you pay by automatic bank draft (recommended), save an additional $2 per month per person. “Dental and Vision plans are available as separate plans. Most dental plans have a waiting period of up to two years before coverage is available for major stuff. A six month wait for minor stuff like fillings, and no wait for cleaning and exams. Most plans have very specific lists of dentists that are participating on their plan, so I get a list of your dentists and optometrists and try to select a plan that allows you to use your current practitioners. “So, as you can see, there is no “black and white” answer. That’s why I represent most of the plans available in the state, so the proper coverage can be selected to suit your needs and budget. “The Medicare Supplement plans are only available without medical questions under certain circumstances. The prescription plans are only available at certain times of the year. There are certain exceptions, such as turning age 65 or leaving an employer sponsored group plan. “To take proper action, you should contact me about three months before the planned retirement date. Most plans start on the first of a given month. Even your Medicare will start on the first of your birth month, even though you may still be 64 for a few more days.” Harry P. Couples with young chilRamsey dren sometimes consider creating a trust in the event that they both die unexpectedly. In these situations, a family trust would be managed for the care of minor children. Some people also create trusts for the purpose of avoiding estate taxes. These trusts aren’t as common, because you don’t have to worry about estate tax problems unless you have assets in excess of $5 million. But to be honest, I can’’t think of a situation where you’d want to create a family trust to manage money while you’re alive. They may even be willing to foot the bill. You’ve got a bunch of debt and not a lot of income right now. On top of it all, you’ve had this trip dropped in your lap. But start out by telling your dad that you’re willing to try and pay for this, and ask him, too, if there’s any way you can make some extra money at your job. The operating hours for the Taft/Maricopa Regional Court will be reduced effective September 9. A drop box will be available at the Taft Regional Court Facility. The provision of court reporters for family law and unlimited civil matters will be terminated. Court reporter services provided by the Court for family law matters and unlimited civil matters will be discontinued with the exception of contempts, domestic violence and abandonments effective June 10. Per the Government Code, parties may provide their own court reporters for those hearings in which court provided reporting services are no longer available. A protocol for the use of contract reporters is under development and will be posted by June 1.
