Dam engineers reach tentative plan U.S. Army Corps of Engineers Special to the Courier A team from the U.S. Army Corps of Engineers reached agreement on a tentative plan for risk reduction that includes major modifications to both dams and the spillway and a crest raise of both dams. The proposed dam modifications need additional detailed evaluation prior to finalization. The team plans to submit a Draft DSM report for agency technical review by April 20. The draft Environmental Impact Statement for the Isabella Lake Dam Safety Modification Project is now available for public review. This dam safety modification project involves the remediation of seismic, seepage, and hydrologic dam safety concerns at the Isabella Lake Main and Auxiliary Dams. The draft EIS also provides the opportunity for public and agency information, involvement, and comment. During the 45-day public review period, the Corps will host three public hearings to discuss the status of the remediation project, present the results of the draft EIS, and encourage public questions and comments on the proj-
ect from 6 to 8 p.m. each on April 17, Odd Fellows Hall, 50 Tobias Street, Kernville, April 18, Lake Isabella Senior Center, 6405 Lake Isabella Boulevard, and April 19, Kern County Board of Supervisors, 1115 Truxtun Avenue, 1st floor, Bakersfield. Copies of the draft EIS are now available at the website www.spk.usace.army.mil; and for viewing at the Lake Isabella Public Library, 7054 Lake Isabella Blvd., U.S. Forest Service, Kernville Office, 105 Whitney Road, U.S. Forest Service, Lake Isabella Office, 4875 Ponderosa Drive. The public review period for this draft EIS extends from March 23 to May 7. All comments received on this draft document will be considered and incorporated into the final EIS, as appropriate. Specific responses to the comments will be included in a Comments and Responses appendix in the final EIS. Enthusiastic anglers ready for derby With the appeal of over $250,000 in prizes, the 23rd Annual Isabella Lake Fishing Derby is on track to be one of the best ever. There will be ten $10,000 tagged trout for this event and some great additions to this year will make this year's event fun for all involved. Also, the Kern River Chamber of Commerce is sponsoring a trout worth $20,000. Adding even more to the prize payout, if the $20,000 Chamber of Commerce fish is caught while the lucky angler is wearing an "official" 2012 Isabella Lake Fishing Derby T-shirt or Hoodie, the prize will be doubled to $40,000. Last week, the California Department of Fish and Game came out to check the derby trout. Part of the process is to weigh the fish, provide fish rearing expertise and pathology services in case of disease outbreaks or other problems associated with the trout in the derby net pens. The fish were given a clean bill of health, and the weight of the trout was surprising. The fish at time of the weigh-in came in at an average of 1 ½ lbs, with a good number tipping the scale at over 2 ½ lbs. Countless participants look forward to this

There were many displays to see, food to eat and information to gather on energy saving, gardening, conserving resources and recycling. Star Party, March 24 The Kern Valley Astronomy Club invites you to join them at the Fairview Heliport, 12 miles north of Kernville to view a rare occurrence in astronomy. This is your chance to see five planets through telescopes in one night. You will be able to see Mercury, Venus, Mars, Jupiter, and Saturn all on the same night. Mercury can be seen early in the evening right after dusk. Saturn, rings and all, will come up late around 11 p.m. However, Venus, Mars, and, Jupiter, with its bands of clouds and its moons, can be seen most of the night. It is not often that the planets align themselves so we can view this many planets in one night. Counting our Earth, we can account for six out of the nine planets in our solar system. Watch for the red cones right before the turn off to the heliport. If you have a telescope, bring it. If not, you can view through Astronomy Club telescopes. Dress warmly and bring a lounge chair, snacks, and something warm to drink. If you have questions call Rich at 760-3766290. Hatchery seeking Trout Festival volunteers Kern River Hatchery in Kernville is seeking volunteers to help staff Trout Fest. This free educational event introduces people to the sport of fishing and responsible angling. Coinciding with the statewide trout opener, Trout Fest takes place on Saturday, April 28 - the 13th year this event is being held. The success of Trout Fest is thanks in large part to the volunteers who staff the various activity stations and help with set-up and tear-down. No knowledge of fishing is required. Hands-on activities at the event include the ABCs of fishing, casting, rigging, various art projects, how to clean and cook a fish, and educational demonstrations. Board of Trade launches 'Wildflower Hotline' After a long and dry winter, the recent rains are leading to high hopes for the 2012 Kern County wildflower season. With the anticipation of colorful growth comes the annual launch of the Kern County Board of Trade's Wildflower Hotline. The hotline, a telephone number and web site offering updates on wildflower growth and locations, began operation this week and will continue throughout the season. Wildflower information is available around-the-clock for callers at 661-322-WILD (9453) or for internet users visiting the Board of Trade's tourism web site at www.VisitKern.com. "People come from all over to see what Kern County has to offer," noted Dave Hook, Interim Executive Director of the Kern County Board of Trade and narrator of the hotline. Things I have noticed...
Payment due by due date Rod Middleworth Kern River Courier Columnist I’ve noticed there are a lot of strange labels and instructions that we see, read and hear on products we buy or that companies want us to buy. It seems that Middleworth some labels are written by little men wearing visors and sleeve garters in candlelight behind a curtain. For instance, because of truth in advertising, most drug companies -- after they tell you all of the good points about a product -- tell you the bad and why you should beware. Often, telling you about the bad things takes longer than the good, as it warns you about the grim and horrible reactions that could happen when you ingest their product. I’ve also noticed that many product labels we see from day to day are odd and strangely written. So I cruised our pantry and the internet to find some examples. These are real and only a sample of what’s out there. • On a small jar of floating fish bait, it says, “Not for human consumption.” • On a bottle of window cleaner, it says, “Don’t spray in eyes.” • A deoderant soap wrapper declares, “Use like regular soap.”
• A label on a can of frozen orange juice says, “100 percent pure, all-natural, fresh-squeezed orange juice from concentrate.” • One brand of TV dinner boxes state, “This product must be cooked before eating.” • On a bag of corn chips is the claim that, “You can be a winner. No purchase necessary. Details inside.” • The wrapper on a fruit rollup snack says, “Remove plastic wrapping before eating.” • A Japanese food processor’s directions read: “This appliance is turned on by setting the on/off switch to the ‘on’ position.” • Prominent on a can of selfdefense pepper spray is “May irritate eyes.” • Written on the label of a box containing a VCR is the helpful advice, “Instructional video for hooking up VCR included.” Think about that one for a minute. • A caution on a shipping box for a 22 caliber rifle: “Warning. Misuse may cause injury or death.” • And finally, on a box of bread pudding is the warning that “Product will be hot after heating.” Wrapping up this week, I have a label for you: “Caution, you might have a pantry full of fun and useless instructions that could cause choking during laugh spells!” Wofford Heights resident Rod Middleworth, a retired security manager for Pacific Bell, is an instructor for the local AARP Driver Safety Program.

‘War Horse’ has classic style By Sam Struckhoff PICKS OF THE WEEK “War Horse” (PG-13) — This latest offering from Steven Spielberg has all of the visual splendor and classic-style sentimentality expected from the veteran film maker. It starts with an English farm boy named Albert (Jeremy Irvine) being tasked with raising and training a colt racing stallion called Joey. When the two are separated by World War I, the horse braves an odyssey through ravaged Europe, making an impact in the lives of humans wherever he goes. The bulk of the story stays with the horse. While the majestic creature makes its way through the horrors of war, everything has that classic-movie sheen to it. While we’re supposed to feel for the horse, it seems like the mountains of human suffering are being glossed over. “We Bought a Zoo” (PG) — Sometimes, you just have to take a big, crazy leap and give it your all. That seems to be the syrupy message at the heart of this based-on-a-true story. Benjamin (Matt Damon) is a let-go newspaper reporter who recently lost his wife. While looking for a new home where he can take his young daughter and teen son, he finds a run-down country estate that also happens to be a rundown zoo in need of new, dedicated owners.

This story of a wild risk that paid off for one troubled family can be a joyful experience, just make sure any children watching don’t get their hopes up. “London River” — In the aftermath of the London Underground bombings in 2005, two people cross paths while sorting through the terror and the tragedy. Elisabeth is a white Christian woman searching for her daughter. After putting up posters, she comes in contact with Ousmane, a black Muslim man from France who found a photograph of his son with her daughter. The two try to use each other to get to the bottom of what happened. The story and the performances make the film worthwhile, even if the message can seem a bit blunt. © 2012 King Features Synd., Inc.
Recipes for Dummies by Bodfish Bob Bodfish Bob's Bread & Butter Pickles 12 large cucumbers 6 small onions 1/2 quart vinegar 6 small onions 1 cup sugar 1 T celery seed 1 T ginger root 1 T mustard seed ¼ cup salt Slice pickles and onions. Add salt. Let stand for one hour. Add the balance of ingredients and boil for 5 minutes. Can and seal while hot.
Bodfish Bob's Chili 29 oz. can tomato sauce 29 oz. can kidney beans 29 oz. can pinto beans 1 medium onion, chopped 1/2 cup green pepper 1/4 cup celery 3 medium tomatoes, chopped 2 tsp ground cumin 1 1/2 tsp black pepper 2 cups water 1 lb., 95 percent lean ground beef Brown beef in skillet. Drain off fat. Crumble into pea-size pieces. In a large pot, combine meat and all remaining ingredients and bring to simmer. Cook stirring every 15 minutes for two to three hours.
Bodfish Bob's Catfish Fry 1 egg 1 1/2 tsp salt 1 1/2 cups of milk 2 cups of cornmeal 1/2 tsp Cayenne pepper 1/4 tsp black pepper catfish filets Mix egg and milk well in a bowl. Shake dry ingredients into paper bag. Dip catfish filets in milk mixture, then add to bag and shake well. Fry in hot grease until golden brown. Derby dos and don’ts Mike Mencarini Kern River Courier Columnist Here are some dos and don'ts that might help your Derby experience. Do make sure that you are properly registered prior to the morning of the opening. Do follow all of the Mencarini Derby regulations. Do follow all of the California fishing regulations. Do follow the Forest Service regulations, and last but not least, do follow the regulations of the Lake Patrol. That covers the Derby, the state, the feds, and the county: That's a big to do list. Well, I have a few of my own dos and don'ts. These are merely suggestions and are my thoughts only. First, don't let your dog use your neighbor's property to mark its territory. Next, don't let your children go unsupervised because there are dangers around the lake shore. Also, don't play your music louder than is necessary; being able to hear it in your camp area only is perfect. Don't leave unattended fishing gear cast in the lake for long periods of time, reel them up and leave them in the holders to save your spot, unattended lines could cause someone to lose a tagged fish in a tangle of lines. Don't park your vehicle in a way that would prevent someone's ability to access their vehicle because emer-
gencies do occur. Don't get intoxicated, it may change your attitude, or worse, it could get you arrested. Don't leave any trash lying around your camp as the wind will move it, and when you are packing to leave please take all your trash to a dumpster (they will be provided for this purpose) or take it home, your effort will be greatly appreciated. These are my dos': do have a great time and I do wish everyone good luck and do have a safe drive home. The bass bite is on the up- swing; The "Fishing Father" caught and released successfully another bass in the 8 pound class that's 2 in a week, nice catching James. Due to the inclement weather no other report is available. I would like to take a moment to acknowledge "Bo" the resident Rottweiler who for the last 7 years protected the historic Bow Keyesville homestead. Camping areas open for Fishing Derby According to Forest Service officials there will be plenty of room for campers and anglers looking for overnight accommodations. Pioneer Point, Paradise Cove, Hungry Gulch and Boulder Gulch campgrounds are on first-come, first-served basis at $20 per night. Camp 9 is also available at $17 per night. In addition, overnight camping is allowed at Auxiliary Dam, Old Isabella Road and the South Fork Recreation Areas, with a daily fee of $10 (or $50 for an annual pass). Stine Cove and Hanning Flat are available for camping free of charge. For the Fishing Derby weekend only, the Forest Service has agreed to open up additional areas for overnight camping. These areas include Engineer Point; along the beach area west of Paradise Cove campground, Kissack Cove; the north and south shoreline of Boulder Gulch and the shoreline between French Gulch Group Area and Boulder Gulch. For these areas, visitors can begin to set up campsites on Thursday, March 29 at 6 a.m. If visitors set up their campsites earlier they may be cited. The special camping areas will remain open until Monday, April 2 at 6 p.m. Tillie Creek, Tillie Creek Group, Live Oak North, and South will remain closed during the derby due to water system repairs in progress. As a reminder, camping is limited to a 14 day stay and visitors must occupy the site and may not leave a vehicle or trailer unoccupied for more than 24 hours. Extra dumpsters and portable toilets will be placed around the lake for the Derby.

Unfortunately, in today’s culture that’s part of becoming an adult. When you hand them car keys there’s no way to put a block on how they drive. And when they turn 21, there’s no way to put a block on what they ingest. About the only thing you can do is to teach your kids, to the best of your ability, and be a good parent and good example. Teach them why debt is dumb, and show them how it eats away at their ability to save money and build wealth. And for goodness sake, don’t use credit cards yourself. Kids can smell a hypocrite a mile away! --Dave Dear Dave, I’m a new doctor, and I drive a car that has more than 200,000 miles on it, is 10 years old and a few dings in the
doors. I’ve heard image is everything when you’re a doctor, but I like not having a car payment. Should I just get over being self-conscious about my old car? -- Mario Dear Mario, I like not having a car note, too. I’d walk, ride a bike or drive your car with a great big smile on your face before picking up a car payment! As new, young doctor you’ve probably got six figures in student loans hanging over your head right now. So you need to get out from under all that before you start thinking about driving something fancy. If this car is truly on its last legs, then I’d say save up for a few months then upgrade to a good, reasonably-priced, used car. Just remember, a Mercedes or BMW doesn’t prove you’re a doctor, and it doesn’t mean you’re a good doctor, either. Jack Duitsman, Pastor Father’s Heart Foursquare Church, Kernville “Now in the first year of Cyrus, king of Persia, in order to fulfill the word of the Lord by the mouth Duitsman of Jeremiah, the Lord stirred up the spirit of Cyrus king of Persia...” -- Ezra 1:1 There are many moving parts in the Kingdom of God unfolding as we live our lives, not the least of which is the place that timing holds. I tend to doubt the adage that says “timing is everything,” but only because absolutes are rarely correct, and to say anything is everything is probably not so. Critical to the above opening verse of Ezra is the prophetic word of Jeremiah the prophet which proclaimed that 70 years of captivity would be fulfilled before a return to Palestine would be brought about (Jeremiah 29:10). What Ezra and the returning Jews experienced at their moment in time was a move of God that joined their lives together in a corporate task, even while the Spirit of God continued to work in them as individuals. The duality between individual and congregational is magnificent if we are willing to come to peace with it, and maddening as all get out if we attempt to
fight it. This is where “peace that passes understanding” finds its roots, for while our moment in time may literally be when all hell is breaking loose in terms of human events, you and I can continue to tread the path of the righteous in our personal experience. Alternately, our moment in time may be when a glorious move of God is encompassing the Church, while we may be experiencing something less glorious personally. How are we to know exactly what kinds of times we are living in? Simply put, retrospect will help in the understanding of where we have been, and faith and hope will move us through the present and future. Ezra and his counterparts knew they had been invited to spend their lives in the pursuit of something larger than themselves in the rebuilding of the Jerusalem temple, and their personal response was to embrace such an opportunity. Some 70,000 individuals took up this journey and became part of a remarkable move of God at that moment in time. The work of the Spirit in each of them personally was interwoven with what God was doing in His kingdom collectively. We can rejoice as each day brings a fresh sense of the Lord’s mercies in our personal experience, and we can shout hallelujah to Him who sits on the throne of human affairs over which He is in perfect control. In the Father’s timing let us rest, in the Father’s power let us hope and for the Father’s purpose let us continually contend in faith.

On February 25, the Kern River Valley Elks Lodge #2358 held a luncheon to honor four local students. Jenna Criswell, senior at Kern Valley High School, was selected to receive a $500.00 recurring scholarship. Lindsay Miller, a student at Woodrow Wallace Middle School, wrote the winning paper in the Grand Lodge Americanism Essay Contest. She received a $50.00 gift card. Kassy Opferman and Trevor Hurley (not shown) won local honors in the Grand Lodge Drug Awareness Poster Contest and they each received $25 gift cards. Trevor Hurley's poster rated a 1st place finish in the Elks Inland District judging and rated a 4th place finish at the California-Hawaii State judging.
