A California Highway Patrol officer, whose name was withheld, was shot Sunday night on Highway 178 at Borel Road. The SUV slowed, made a U-turn and drove toward the officer.. and a passenger opened fire from the open left rear window, hitting the car multiple times. The officer immediately ducked down, pulling his weapon. When the officer came back up; he was hit by the gunfire in the hand and in his chest, but he was wearing his vest. The CHP officer was able to return fire, hitting the SUV several times. It's believed his shots may have shattered the rear driver side window of the SUV that continued east toward Lake Isabella. The officer tried to chase it, but couldn't because one of the patrol car tires had been shot out. The officer was treated and released from a hospital. By Monday, dozens of officers from a number of local agencies were working to find the people that were in that SUV. A command post was set up in the CHP office in Lake Isabella. Officers from police departments of Delano, Shafter and Arvin and the Kern County Sheriff's Office were part of the search. California Fish and Game, Bakersfield Police and the FBI are also assisting. Sheriff's helicopters have been seen all week by Valley residents. The Sheriff's Office is leading the criminal investigation. The vehicle was described as a dark blue Chevrolet Tahoe or GMC Yukon with 24-inch chrome rims and lowprofile tires. The SUV's driver is described as a Hispanic man in his 20s who was wearing a white cowboy hat and button-up shirt. The suspect is described as a Hispanic man in his mid-20's, muscular build, wearing a light colored tank top. At least one other person was in the SUV, but the officer wasn't able to give additional descriptions. The public's help is being asked for in the case. Authorities warn that the suspects are considered armed and extremely dangerous and should not be approached. Customers who want to save both energy and money may opt to have Edison SmartConnect meters installed. Southern California Edison residential customers have the option to choose an Edison SmartConnect meter or a traditional electric meter, following a final decision by the California Public Utilities Commission. SCE supports the CPUC's decision and will respond quickly to customers who choose to opt out of the Edison SmartConnect program. Starting May 9, customers may opt out by calling 1-800-8102369. For customers already on the delay list, calling the number will enable them to enroll in the opt-out program and keep their current meters. Customers who have a smart meter, but would like to opt out, can have their meter exchanged for the type (i.e., electro-mechanical analog meter or non-analog, non-smart digital meter) that was previously in place. "Meter technology worldwide is transitioning from analog to digital technology, but our customers come first," said Erwin Furukawa, senior vice president of Customer Service at SCE. "Customer choice is something that is important to us, and we're glad that the CPUC was able to come to a timely decision to accommodate all our customers." Edison SmartConnect meters are digital, secure, two-way communicating devices, replacing traditional electric meters and providing a key step in transforming the electric system to a smart grid. Customers with smart meters will have access to their daily energy usage data through SCE.com. By signing up to receive email, voice or text messages, customers can track usage against a monthly budget target of their choice. SCE began introducing these programs last year and more than 2.3 million customers now have access to them. More customers will be able to make better-informed decisions about energy use by enrolling in the

smart meter-enabled programs throughout this year. Once advanced features are fully activated, SCE's smart meters will be able to communicate with the next generation of smart thermos t a t s , applia n c e s and other devices. T h e CPUC's final decision requires customers who opt out of the program to pay a $75 onetime set-up fee and a $10 recurring monthly charge. The cost covers manual meter-reading and associated operational and billing activities. Income-qualified customers pay $10 for the initial set-up fee and $5 a month. The first smart meter in the Edison SmartConnect program was installed in September 2009 in Downey. Installations will continue through 2012 to a total of nearly 5 million SCE residential and small-business customers in the utility's 50,000-square-mile service territory. 1st public meeting of Dam Task Force announced The Lake Isabella Dam Task Force is a citizens committee jointly formed by Kern River Valley Revitalization and both Kernville and Kern River Valley Chambers of Commerce to help local citizens understand and effectively participate in the public process related to the U.S. Army Corps of Engineer's Lake Isabella Dam Safety Modification Project. The first meeting will held be from 6 to 8:30 p.m., Wednesday, May 16 in the Kernville Odd Fellows Hall, 50 Tobias St, Kernville. The public is welcome to attend. The main purpose of the meeting is to urge people to comment on the draft Environmental Impact Statement by the deadline of Tuesday, May 22. Originally the comment deadline was Monday, May 7. KRVR requested more time from the U.S. Army Corps of Engineers which was granted with the assistance of Congressman McCarthy's office. At the May 16 meeting Assembly District 34 Director Justin Stoner will offer insights on working with the Army Corps of Engineers on a dam remediation project. He was a key player in the Army Corps' Lake Success project up near Porterville when he was district director for Congressman Devin Nunes (R-Visalia). The Success Dam Seismic Remediation Project is ahead of our local project and has gone through the EIS hurdle, but has had difficulty getting necessary federal funding. Lake Success is not as old or as large as Lake Isabella (82,000 vs. 578,000 acre feet of water). The Lake Success project is estimated to cost nearly $480 million. President Barack Obama's fiscal 2012 budget request included $18 million for the Success Dam seismic remediation project. Of that, $15 million would be allocated for the purchase of needed property for the project and $3 million to begin the design. The Lake Isabella Dam Task Force is led by the presidents of all three organizations: Kernville Chamber of Commerce's Cheryl Borthick; Kern River Valley Chamber of Commerce's Fred Roach; and Kern River Valley Revitalization's Richard Rowe. Rod Middleworth Kern River Courier Columnist One thing I’ve noticed is that almost everyone loves a garage sale. There is something about the lure of finding and buying that something you just can’t do without. Over Middleworth the years, I have attended many backlot sales, and I always come home with some item that, at the time, seemed like an ideal purchase. But the next day I wonder why I bought whatever it is setting there on my workbench. I’ll admit that I go to yard sales to collect cups. I have more than 150. All different. All unique. But why? They sit in cupboards in my garage gathering dust and will never in my lifetime be used. Many of them commemorate some outdated event and seemed collectable at the time. I usually pay the vast sum of 25 cents or less for each cup. You can collect a lot of cups on the cheap, mostly ones you don’t need but at the tune seemed like such a deal. My Grandma collected salt shakers and had them setting everywhere. I used to wonder why she collected them, because I figured she would never use them. And now I guess it’s the same with my cups. My heirs will have to fight to see who gets the cups. The loser has to haul them away!

Garage sales happen everywhere. One year we were driving on a highway along the Mississippi River and discovered a Saturday sale that stretched for more than 50 miles. It seemed that every third or fourth house had a sale going. I understand this happens every year in October and is attended by thousands of Deep South bargain hunters. In Hawaii, we were driving past a community in which every house was selling something. We even stopped and bought an item we didn’t need and wouldn’t pass the X-ray machine test at the airport while boarding to go home. This nostalgia about garage sales was brought about because of the recent annual Sirretta Street Sale (cleverly held on Sirretta Street every year). This community sale is more than a mile long and it seems that every other house along Sirretta is selling something. Much of it is certified junk and normally would/should be thrown away. But often, items of junk become someone else’s treasure. And of course, hidden among the stuff sometimes there is a real treasure and the search goes on. So I ask “where can you have so much fun for so little money and meet all your friends wandering up and down Sirretta Street looking for that something they just gotta have?” Wofford Heights resident Rod Middleworth, a retired security manager for Pacific Bell, is an instructor for the local AARP Driver Safety Program.

Rotary car show and pet parade The 13th annual car show, "Down by the Riverside," hosted by the Rotary Club of the Kern Valley took place last Saturday, May 5. This is the kind of chiller that takes its time, relies on tried-and-true techniques, and builds an atmosphere of fear and uncertainty. Lawyer Arthur Kipps (Daniel Radcliffe) must sort through the estate of a small town’s recently deceased crazy lady. When Arthur starts seeing a woman in black and hearing voices, the villagers have nothing to say to him. This is Radcliffe’s first leading role without a magic wand, and he does well enough to prove that he can stay alive post-Potter. He pulls it off as the grief and anxiety-stricken man trapped in a 1960s-style scary movie. “This Means War” (PG-13) — Chris Pine and Tom Hardy play two CIA agents who are super-cool, deadly, handsome and super best bros for life. When they both fall for Reese Witherspoon, they decide to put their invaluable skills to work sabotaging each other’s dates. 3 large Maui onions, finely chopped 1 cup sugar 1/2 cup white wine vinegar 1 cup water 1/2 cup mayonnaise 1/2 tsp celery seed Bodfish Bob’s Aloha Chicken 1 1/2 pounds boneless, skinless chicken breast halves 18 (10-inch) bamboo skewers 1/2 cup Lowry’s Teriyaki Marinade 2 T honey 1/4 cup pineapple juice 2 tsp. minced fresh ginger root 1 1/2 tsp. sesame oil 1 clove garlic, pressed 2 T toasted sesame seeds Soak bamboo skewers in water 30 minutes to prevent burning. Cut chicken into strips about 1 inch wide. Thread chicken onto skewers. In a bowl combine the teriyaki marinade, honey, pineapple juice, ginger, sesame oil and garlic. Brush this mixture onto all sides of the chicken. Grill skewers 4 to 5 inches from hot coals or on gas grill, 8 to 10 minutes or until chicken is no longer pink in center,

In a saucepan, mix the sugar, vinegar and water. Bring to a boil. Remove from the stove and allow to cool. You are creating a marinade. Place finely chopped onions in a bowl and pour the sugar/vinegar/water marinade over the onions. Stir. Refrigerate this mixture overnight. Remove from the refrigerator and drain the liquid from the onions. Discard the liquid. Mix the onions, mayonnaise and celery seed to create your dip. Refrigerate until needed. You may choose to use your food processor to blend the dip to a creamier consistency before refrigerating or keep it as is for a chunky dip. Dogs succumb from eating raw lake fish Michael Batelaan Kern River Courier Recently, a dog being walked on the beach at Isabella Lake found and ate some dead fish, or intestines from a fish that had been cleaned on the shore. The dog reportedly died. Later that week, a local veterinarian reported that another dog passed away under similar circumstances. The cause was Salmon Poisoning Disease, which according to the Washington State University’s College of Veterinary Medicine, is a potentially fatal condition seen in dogs that eat certain types of raw fish. Salmon and other anadromous fish (fish that swim upstream to breed) can be infected with a parasite called Nanophyetus salmincola. Overall, the parasite is relatively harmless. The danger occurs when the parasite itself is infected with a rickettsial organism called Neorickettsia helminthoeca. It is this microorganism that causes salmon poisoning. "Salmon poisoning occurs most commonly west of the Cascade Mountain range," says Dr. Bill Foreyt, a veterinary parasitologist at Washington State University's College of Veterinary Medicine. He adds, "Canids (dogs) are the only species susceptible to salmon poisoning. That's why cats, raccoons

and bears eat raw fish regularly without consequence." It was suggested that because some of the Fishing Derby fish were purchased from the Mt. Lassen Hatchery, that those are the fish that may be infected in our lake. The purchase was made under permit from the California Department of Fish and Game, who recommended the Hatchery, according to Fred Roach, Derby chairman. Roach does not believe that the Derby is the cause of the infection in Isabella Lake. Roach also stressed that the fish do not give this to each other, so once the infected fish are caught, the problem will be over. Isabella Lake does not have the habitat for the parasite or the organism that infects it to affect local fish. Symptoms of salmon poisoning include vomiting, lack of appetite, fever, diarrhea, weakness, and dehydration. Untreated dogs usually die within fourteen days of eating the infected fish. But it is treatable if caught in time. The treatment is simple. Your veterinarian will prescribe an antibiotic a "wormer". The antibiotic kills the organisms that cause the illness, and the wormer kills the parasite. Once treatment is started, most dogs show improvement in about two days. You will save your dog some suffering and save on a veterinary bill by keeping them away from fish.

This is the best time of year Mike Mencarini Kern River Courier Columnist In the last two weeks, I have had a virtual ball. Springtime is a great time of the year. It is he season for renewal for most of the animal kingdom, specifically those that inhabit our Mencarini lake. When we have a normal to dry spring, the shoreline becomes a fisherman's paradise. With the spawning of the crappie and the bass, the shore is a great place to spend your fishing time. I certainly have spent my share this year and the results have been absolutely wonderful. Several columns ago I wrote that if we didn't have some crazy weather fiasco the shore bite would be excellent. That is only the second time I have been right, I'm on a roll. For those who remember last year, the lake was nearly full by January and that made certain spawning area's much harder to fish. The pattern for bass and crappie is to return to the area of the lake and spawn in the area that they are familiar with. With the low water level and the already peaked flow of the Upper Kern River the lake level should raise slowly, which will make fishing

from the bank a win-win for us boat less folks. The crappie are in full spawn right now and are fairly easy to catch. I realize that the bite has slowed a bit. Probably due to the special moon we just experienced. The silver lining in this is the crappie bite at night is as good as or better than the day bite. The night time bite for crappie should continue all the way into at least July. This will depend on the water level of the lake, of course, and that will be determined by the river flow, which probably won't last past May. The technique for catching night time crappie, for me anyway, is pretty simple. I like to use a 4ft. 6 in. ultra light rod, an ultra light reel, a red and white mini jig with a single white crappie nibble, capped off with a bobber. For night fishing a good lantern is a must and two are better. The prime locations for night fishing are rocky shores, willow trees, habitat cages. These structure types can be found at Joughin's Cove, Brown's Cove, Oreck Cove, and Wofford Heights Park. Parents don't forget to make time for the Kids' Fishing Derby Saturday June 2. For He has done marvelous things; His right hand and His holy arm have gained Him the victory. - Psalm 98:1 A bird sits out- Duitsman side my window every morning and runs through her repertoire of singing and chirping and has captured my imagination. With the approach of the new day comes a similar rendition that is both varied and new (at least to my untrained ear), in what can best be described as calmingly beautiful. About as quickly as it begins, it also concludes, leaving me, the listener, wishing for more. The nudge from the Holy Spirit to pay attention to eternal principles on display through the simple chirpings of a bird adds to the remarkable interrelating of life. The bird is simply using God-given gifts in obedient ways, and by doing so is loudly testifying about the One from whom all life flows. Perhaps taking a lesson from it, you and I might be encouraged and invited to sing our own new song to the Father of love. There has never been, nor will there ever be, another person exactly

like you or me. Just possibly then, the differences we can identify are exactly what the Father lovingly wove into the fabric of our being, and ought to be celebrated by each of our hearts. It should not be seen as coincidence that our adversary sets compliance as his goal, using jealousy and the never-ending quest to change ourselves into the likeness of another more desirable than ourselves as his tools to mar the image of the Father deeply placed in each of us. While there is always the need to be perfected by the working of the Holy Spirit within us, it is certainly never to be measured by how exactly we can become like each other. Assembly line replicas have never been the Father’s aim, and in walking among us, Jesus certainly proclaimed Himself and His disciples unique examples of those who would be recipients of the Father's great love. Part of the “new song” is a tune only we can sing. Like the bird outside the window, our circumstances become a chance for us to do the same. We can embrace the Word as all the Spirit of God desires for us, and respond in newness as life unfolds. If there is temptation to discouragement, revisit the above verse and call to mind the marvelous works of the Lord that have made us who we are, and then let us raise our voices in a song -- a song of praise and thanksgiving from your heart and mine will prove even more melodic and beautiful than the small bird outside my window.
