Danny Elam's Dachsund, Breezy, was the big winner at the Ladies of the Elks 4th annual Dog Show, held in Wofford Heights on Saturday. Breezy also won "Most Obedient," among other categories, collecting the most ribbons among the dogs entered. See story and results on page 8.

Conditions for the Memorial Day weekend are expected to be great. The road to the Trail of 100 Giants is open, as is the attraction itself. It is a stand of Giant Sequoias that has been turned into an interpretive walk. Campgrounds were reportedly filling up by Wednesday, and lots of boat permits and fishing licenses were being sold. Be careful of the water, though, as winter just ended here last week (we had rain just a few days ago). The river is very high and the lake is very cold. One other main thing this year is that the Kernville Forest Service office is not open on weekends any more. Kernville visitors may, however, visit the Kernville Chamber of Commerce office at Kernville Road and Sierra Way (east of the bridge) on weekends for campfire and wilderness permits, as well as information of all kinds. Visitors are required to have a California campfire permit to use a portable gas stove, barbecue, lantern, or campfire outside a developed campground or recreation area. You can get one also at the Forest Service

Social Security and Veterans Services no longer in valley Kern River Courier

Veterans and seniors are not going to be able to obtain Social Security assistance or other information locally. The Kern County Veterans Services Department is temporarily providing assistance only at their Bakersfield office, 1120 Golden State Avenue, from 8 am to 5 pm. They can be contacted by telephone at 1-866-218-5367 or 1-661-868-7300. Social Security has announced that they will no longer be sending a representative to the Kern River Valley. They can be visited at 2575 Haley Street, Bakersfield from 9 am to 4 pm. Their phone number is 1-661-8732140.

General Social Security information can be obtained at 1-800-772-1213, which is a national phone number. www.ssa.gov is the web address for Social Security. On the website, you can apply for benefits, apply for help with prescription drugs, and most other Social Security business. Health Insurance Counseling and Advocacy Program (HICAP) counselors are available Monday through Friday at 1-800-434-0222 or 1-661-8681000 to assist with any and all Medicare related questions or other medical billing questions by Medicare recipients. The local HICAP volunteer is available at the Lake Isabella Senior Center on Wednesdays from 9 am to noon. He can be reached at 1-760-3794992.

Produce coupons for seniors available now The long-awaited coupons for seniors to get produce at the Lakeshore Farmer’s Market are now available at the Senior Center, according to Lakeshore spokesman David Dills. Dills posted the following on the Courier’s Facebook Wall: “The Senior Center will continue passing out the $20 Senior Nutrition checks each weekday until they are gone. They will do this 12 noon to 12:30 in the dining hall. “These checks are for purchasing fresh locally grown vegetables at the Lakeshore Farmers Market in Wofford Heights. “You must be 60 or older, and you don't need to bring proof, just answer their questions. Please tell your friends!”

A Kern County Planning Department workshop was held Monday at the Senior Center in Lake Isabella to hear concerns, pro and con, regarding short-term vacation rentals in residential areas. The county agency has been charged by the Board of Supervisors to make recommendations regarding potential zoning and ordinance changes regarding transient rentals, commonly called vacation rentals. Transient rentals are defined as any dwelling unit, including either a singlefamily detached or multi-family attached unit, owned, leased or rented on a less than 30 day basis. Whatever the definition, the

Kern River Valley and surrounding areas have numerous vacation homes that will be affected by the recommendations and ultimate decision of the supervisors. There are currently three options being considered for R-1 and R-2 districts – not allow; require a Conditional Use Permit; or require an Administrative Permit. There are numerous standards and conditions that could also be applied to options two and three. To address specific concerns in the Alta Sierra/Greenhorn residential area, supervisors arrived at a currently held definition that short-term vacation home owners may rent to six people or less. Bodfish Bob's Salmon Cakes Two 7- to 8-ounce cans pink salmon Salt 2 tablespoons mayonnaise 2 teaspoons whole-grain mustard Pinch of ground mace 1/4 cup panko (Japanese-style bread crumbs) or fine dried bread crumbs 1 tablespoon chopped fresh dill 2 tablespoons butter Lemon wedges

Heat a Dutch oven over high heat. Add sausage, onion and pepper; cook 5 minutes, until onion begins to brown. Add tomatoes, water, rice, garlic and Cajun seasoning; stir until combined. Bring to a boil; reduce heat and simmer, covered, 15 minutes, until rice is tender. Stir in shrimp. Return to a boil; reduce heat and simmer, covered, 2 to 3 minutes

Preheat the oven to 400 degrees. Drain the salmon. Flake the fish into a bowl, being careful to remove any small bones or skin that may be mixed in. Season with salt and add the mayonnaise, mustard, mace, bread crumbs, and dill. Mix gently with your fingers until it is well combined. Form into four even patties about 1 inch thick and allow to sit for about 5 minutes to allow the bread crumbs to absorb the flavor. In a large sauté pan over medium-high heat, heat the butter until foaming. Add the salmon cakes and cook until they begin to turn golden on the edges, about 5 minutes. Don't touch them while they're browning. Once the edges have browned, transfer the pan to the oven and bake for 5 minutes to heat through. Flip the cakes onto plates and serve with lemon wedges. Truck broke, no fishing now Although the Upper and Lower Kern have been stocked regularly for several months the fishing has been slow. Lloyd Meadow in the high country has some creeks stocked but some are still not accessible due to the abundance of precipitation we have been having so far this year. Most of the creeks in Tulare County including the Tule River have also been stocked. Although my truck is not well, and the wind has been blowing like someone has made it mad (here it is the end of May and it’s been feeling like March), we are very luck to have what we have. My heart and prayers go to those who live in our Heartland who have lost everything.

This is one of those weeks I shoulda stayed in bed. I wish I could give you a better handle on what is going on in the fishing world here at Isabella Lake, but my Mike Mencarini truck has a virus of some sort and without a code on the computer to give me a clue, I’m guessing and that gets expensive. All the hassle about the Kernville Bike Park and whether to go with the ABA or the NBL is about to be become a thing of the past, because the news is out that the two BMX organizations are going to merge. BMXNews.com conducted a Webinar recently. During the Webinar, NBL CEO Gary Aragon announced that the NBL board of directors has approved a letter of intent on a proposal made by the ABA for the two organizations to “merge operations.” Both “league brands” will remain in place (meaning there will still be an ABA and an NBL, racing their own style of BMX, but under the proposal, a new, umbrella organization, USA BMX, will be created to manage the operations of both league brands and handle support services to tracks, fulfill memberships, etc. Details are being finalized, and the agreement, while approved by the NBL board, is not yet final. Health Insurance Matters

Enrollment regulations changed Harry P. Thal Kern River Courier Columnist

. I had a call from a client who asked why am I away from my office so often. Last time I returned his call from my hotel room in Washington, D.C. This week, the call was returned from Sacramento. I don’t just sell Harry Thal health insurance and act as a liaison between the customer and the insurance companies. About 25% of my time is spent in education. I spend a lot of time keeping abreast of the news in an industry that is constantly changing, along with new legislation affecting it. A good part of my education time is spent in teaching other agents. I instruct other agents in the Medicare regulations and work to keep them compliant and keep their customers safe. Another area of education is in keeping our political leaders informed. It is amazing how much information a legislator needs to absorb when making decisions of future laws that come before the House and Senate in Washington, D.C. and in the Assembly and State Senate in Sacramento. It is health insurance specialists, such as myself, who meet with these legislators to educate them.

I also look to the "unintended consequences" that some regulations create. When the Medicare Advantage regulations were created six years ago, the Annual Enrollment Period to sign up for or change a plan was November 15 to December 31. The unintended consequence was no holiday for the advisors, no Christmas with family, and clients on January 1 not having an ID card, as they enrolled at the end of the enrollment period. Through several trips to Washington, DC, many phone calls with legislators and regulators, professional association alliances with other stakeholders, the regulations were changed. This year, seniors can change their Medicare Advantage HMO or PPO plans or Medicare Part D prescription drug plans October 15 to December 7. They will have an extra week to enroll, and the insurance companies will have three weeks to get the ID cards into the seniors’ hands. The remainder of my work day is spent doing bookkeeping and occasionally selling health insurance to people who need this financial protection from future medical problems. Harry P. The Kern River Ranger District (which covers areas immediately surrounding the Kern River Valley) reports there are several campsites available on a first-come, first-served basis at Camp 9 Recreation Area, Hanning Flat and Stine Cove (enter by way of Kernville and head south. Sierra Way is still closed at the South Fork bridge due to a huge washout a few months ago.) Lakeshore camping is permitted at Auxiliary Dam, Old Isabella Road and South Fork Recreation Area with the purchase of a Southern Sierra Pass. Visitors can obtain their pass at Golden State Surplus, Red’s Kern Valley Marina, Riverside One Stop and both Sierra Gateway Markets or at the Forest Service office in Lake Isabella (which is still open on weekends). Cost is $10 per vehicle for overnight and day use or visitors can purchase a $50 annual pass. Several “undeveloped” camping areas along the Upper Kern River are available free of charge. Campsites and campfire rings need to be back at least 25 feet from the river’s edge. The setback is necessary to protect water quality in the Kern River. Visitors need to keep the area free of litter and are encouraged to use existing sanitation facilities. On the Kern Plateau, Kennedy Meadows, Fish Creek and Troy Meadow are open for the season.

These campgrounds are $17 per night. On the west side of the Plateau, Horse Meadow Campground is still closed at this time due to snow. These campgrounds also operate on a first-come, first-served basis. Blackrock Visitor Information Station located on the Kern Plateau is open for the season. Office hours are 5 days a week, Thursday through Monday from 8:00 a.m. to 4:30 p.m. In the Greenhorn Mountains, Evans Flat, Cedar Creek, and Alder Creek Campgrounds are open, free of charge. These campgrounds offer vault toilets and visitors should expect to pack out their trash. The Western Divide Ranger District north of us headquartered in Springville reports that snowy conditions are still around, and as a result, there will be fewer roads and campgrounds open this weekend. Campgrounds that are expected to be open are Wishon, Leavis Flat, Coy Flat, Belknap, Redwood Meadow and White River. Roads expected to be open include Lloyd Meadow Road (FS 22S82), Capinero Road (FS 23S05) and Jack Ranch Road (FS 24S05). Golden Trout Wilderness trailheads accessible for the holiday weekend are Jerkey Meadow Trailhead, and Forks of the Kern Trailhead. Rivers are at peak flows and visitors are advised to use extreme caution in the vicinity of swift flowing water. High spring run-off will make stream crossings hazardous or impossible.

ANGLICAN DIOCESE SELECTS BISHOP The Rev. Dr. Eric Menees was elected new Bishop of the Anglican Diocese of San Joaquin on May 14 by clergy and lay delegates at a special convention at St. James Cathedral in Fresno. Rev. Menees, rector of the Anglican Church of the Resurrection in San Marcos in Southern California, will replace Bishop John-David Schofield, who retires in October. Bishop-elect Menees is a graduate of General Theological Seminary. He received a doctorate of ministry from Seabury Western Theological Seminary in 2006. He was ordained in the Episcopal Diocese of Los Angeles. He was rector of Grace Episcopal Church in San Marcos before founding the Anglican Church of the Resurrection in 2006. Rev. Menees and his wife, Florence Mira-Menees, have two sons, ages 10 and 17. Rev. Meet the KRV Pastors Association Michael Batelaan Kern River Courier

In the Kern River Valley there are many pastors, and the Kern River Valley Pastors Association provides a common ground where the many pastors of various denominations can meet in fellowship and discussion with one another here in our valley. This was evident the evening of May 19th at the Kern River Valley Pastors Association open house hosted by The Salvation Army Lake Isabella Extension and held at Lake Isabella First Baptist Church. The pastors, family and community members were invited together to become more acquainted with each other and with the Pastors Association. There is hope that the open house and dinner will be the first of many to be held each year. As pastors, they share in the work of ministry to the Kern River Valley. Each year the pastors host several community religious holiday events, a Good Friday Service, Easter Sunrise Service and Thanksgiving Service, events that are open to the public at large for the furtherance of Christ's work in our community. The keynote speaker for the evening was Kern Valley resident and retired Foursquare Reverend Ron Williams, a former missionary to China. Williams emphasized unity and not division, having a Kingdom mentality, not just a church mentality. This statement taken from the evening's program may best describe their association: "The Kern River Valley Pastors Association is made up of Bible believing Church pastors, retired pastors and ministers of the gospel joining together to further the work of our Jesus Christ".

Ladies of Elks annual dog show won by true ‘long’ shot Pam Stewart Special to the Courier

From Papillion to Brussels Griffon to Bichon Frisé to a pair of rare Coton de Tulears, Saturday's fourth annual Ladies of the Elks Dog Show hosted a plethora of dog breeds along with an assortment of dogs of multiple breeds. But when the judges “paws'd” to evaluate the record number of entrants, it was a Dachshund who captured this year's Best of Show trophy, sponsored by Kernville Animal Hospital. Four-year-old Breezy Baby, a red piebald Dachshund with a natural mohawk, was not only the most obedient dog at the show, she was the one with the most spots and the shortest legs. She is also possibly the most spoiled. Breezy's four little legs rarely touch the ground. Scampering up owner

Danny Elam's leg to his shoulders, Breezy views the world from her favorite perch – wrapped around Elam's neck. "Breezy's conformation, obedience and congeniality were head and shoulders above the competition," quipped show co-chair Laurie Ashley. Elam gave Breezy to his girlfriend, Lori, as a Christmas gift. When Lori left town for a week, Elam began taking Breezy to work with him at Atchison Propane. "Now she goes everywhere with me," he said. "Including under houses, on rooftops, in trenches and even up ladders, while riding on my shoulders. She and I are inseparable. She was even the ring bearer in our wedding." Proceeds from the annual dog show go to support the Elks Lodge No. 2358 scholarship fund. In the United States, the Elks Lodges award more scholarships than any other entity except the federal government, according to cochair Pat Terrell. The Ladies of the Elks, according to Ashley and Terrell, are grateful to their sponsors for helping to make this year's show the biggest and the best yet. In addition to the Kernville Animal Hospital, they include the Kern River Courier, That's Italian restaurant of Kernville, The Feed Barn in Lake Isabella and PaWS Prints pet photography in Wofford Heights. Although the recommendations and decision will apply to the entire 8,000 square miles of Kern County due to "fair process," the county seemed to be concentrating on Alta Sierra communities. There is division among those property owners, and both sides had legitimate concerns regarding their property. The most vocal in attendance, at this session anyway, were the full-time residents who did not want vacation rentals in their community for a wide variety of valid reasons. Many of the property owners who rent to visitors were unable to attend this session after the workshop was postponed from a week earlier. All seem to want what's best for the community, but differ on the definition of property ownership rights and use. When differences cannot be resolved by parties sitting down and working out compromises, the government will usually step in and make the decisions for us. Multiple-jurisdiction decisions

that affect our living standards, made by distant federal, state and county agencies, have not always been the most beneficial to local interests. This issue and its outcome will affect numerous other communities and businesses throughout the Kern River Valley. With extremely limited rooms and properties available to visitors and tourists for lodging, the ultimate decision will impact the already fragile economy of tourism dollars the valley relies on. Recommendations and public comments are scheduled for the Board of Supervisors’ afternoon session, June 14 at 2 p.m. Contact the county offices for any changes in the schedule. A truly fishy story Rod Middleworth Kern River Courier Columnist

A few years ago when we used to camp at June Lake, fishing was our main reason for being there. That lake is a treasure trove of big trout, both rainbow and German Brown. Best fishing time is 6 am to noon. Trolling at the east end of the Middleworth lake is always productive. This day we were trolling, three of us in the boat and three lines in the water. Because fishing was good, one of our party was designated to put the fish on the stringers. It was also his job to keep track of whose fish were on what stringer and where the stringers were. We had fished for about two hours, had almost three limits and considered going home. But we met a fellow boater who told us that they were pulling out some big lunkers at the west end of the lake. The word “lunkers” gave us a reason to keep fishing, and we decided to go there. It was about a mile to the spot pointed out, so we fired up our 20horse Johnson and headed to the other end of the lake. We had been going full speed for about 10 minutes when one of our group yelled, "Stop the boat, stop the boat!"

So I kicked the motor into neutral and shut it off. In silence we all looked where he was pointing, and there we could see, for about a quarter of a mile behind us, a path of dead fish. Sea gulls were having a party and the fish were disappearing fast. We then realized those were our fish, which had been torn off the stringers by force of the water. It wasn't funny, but it was. We were chagrined realizing “someone” had forgotten to put the fish inside the boat before we took off. We did fish at the west end, but didn't catch any lunkers. In fact we caught only one puny rascal, which we released. At camp, as part of the daily ritual, our wives came out smiling, asking how we did. No one wanted to tell them what really happened, so we told them about a masked boater who robbed us at gunpoint and put all our fish in his getaway boat and disappeared into the fog. (Not bad for an off-the-cuff explanation, right?) One thing I have noticed. For some reason, wives don't always believe what you tell them. Wofford Heights resident Rod Middleworth, a retired security manager for Pacific Bell, is an instructor for the local AARP Driver Safety Program.
