Richard Cayia Rowe Courier Special On October 18, the Kern Council of Governments, better known as KernCOG, adopted a new Bike Plan for Kern County the first since October 2001. The Bike Plan focuses on Kern's unincorporated areas, including communities adjacent to Bakersfield, the Greater Tehachapi area, Indian Wells Valley, Tejon Mountain Village and the Kern River Valley. All told, the master plan proposes over 664 miles of improvements - more than a twelve-fold increase over the county's 55 miles of existing bicycle infrastructure. If fully built, the projects listed in the document would cost more than $26 million. Largely due to dogged participation by a number of KRV concerned citizens, the new bike plan does a lot better for the Kern Valley. The 2001 Kern County Bicycle Plan had less than one mile of bike lane for the KRV. The new Bike Plan includes more than 90 miles of bike facilities within the Kern Valley and about 60 miles along State Highway's connecting the KRV to Bakersfield and Ridgecrest. Class I Bike Path is a paved right-of-way for exclusive use by bicyclists, pedestrians, and those using non-motorized modes of travel. Class II Bike Lane is a portion of a roadway for exclusive or preferential bicycle travel, and Class III Bike Routes are bike routes sharing use with motor vehicle traf-

KRV Bike Plan Summary: ■ Class I Bike Paths: 4.29 miles parallel to the roadway between Kernville and Wofford Heights, representing about 12% of the possible 34 mile Class I Lake Isabella Bikeway supported by many over the years. ■ Class II Bike Lanes: 10.78 miles, including bike lanes along Bodfish Canyon Road, Erskine Creek Road, Kelso Valley Road, Lake Isabella Blvd, McCray Road, and Wofford Heights Boulevard. ■ Class III Bike Routes: 28.59 miles, including a scenic bike route along Kelso Valley and Kelso Valley Creek Roads, Sierra Way and Hwy 155/Wofford Heights Boulevard. roads or residential streets enhanced with signage, traffic calming, and other treatments to prioritize bicycle travel Thanks to Supervisor McQuiston, I serve on KernCOG's Regional Planning Advisory Committee as KRVR President and due to my interest in advancing the concept of a bikeway around Lake Isabella; I volunteered to serve on the Steering

move the Lake Isabella Bikeway forward too. The Bike Plan states that there is interest in the Kern River Valley community for the development of a Class I bike path around Lake Isabella. The development of this facility would require multijurisdictional coordination with Federal agencies such as the USDA Forest Service, Bureau of Land Management, nature

and State agencies such as Caltrans and the Department of Fish and Game, and County agencies such as Kern County Planning and the Parks and R e c r e a t i o n Department, and a separate planning process outside of the scope of this plan. KernCOG's new Bike Plan is especially important in that it makes State and Federal transportation money available. The Bike Plan makes the county eligible for state Bicycle Transportation Account grants, which total about $7 million a year. In 2011-12 programmed more than $658,000 for new, nonmotorized transportation projects, including new bicycle lanes, sidewalks and safety programs. Funding for the projects comes from C a l i f o r n i a ' s Tr a n s p o r t a t i o n Development Act Article 3 Program, which uses a fraction of state sales tax dollars to pay for bicycle- and pedestrian-related improvements. Even the U.S. Army Corps of Engineers will take note of the new Bike Plan; page A-29 of the Final Environmental Impact Statement on the Isabella Lake Dam Safety Modification Project states: "A Recreation Plan will be prepared after the Record of Decision on the Preferred Alternative and would include Kern County's bicycle master plan."

Rod Middleworth Kern River Courier Columnist For those out there who have been around, you will probably remember riding in a car and noticing a series of signs that told a story of somebody who should Middleworth take heed of Burma Shave Cream, a brushless soap used by men. As you sped down the highway you would see six signs that said this as you drove by..."The bearded lad/ tried a jar/ she's now/ a famous movie star/Burma Shave." Started in 1925 by Alan Odell, this owner of a little known Brushless Shaving Cream called “Burma Shave" borrowed $200 and had a series of six advertising signs made up and placed along several roadside edges. Each had a rhyming story made to sell 'Burma Shave Cream. For example:"She eyed his beard/and said no dice/the wedding's off/,I'll cook the rice/ Burma Shave!" or this one: "Past/ schoolhouses/ take it slow/ let the little/ shavers grow/ Burma Shave!" Or this one warning of forest fires: "Many a forest/ used to stand/ where a/ lighted match/ got out of hand/ Burma Shave!" The signs were an instant suc-

Supporting our community Several months ago, traveling through Wofford Heights, I stopped at the Texaco Gas Station and Minimart, finding that the price of gas was close to $.30 cents per gallon less expensive than what was being charged in Lake Isabella and around the lake. When I thanked the woman at the register for having such a low price, I was informed that new owners had taken over the business and were keeping the prices, and profits, low to serve this community which had many financially struggling members. She expanded that the minimart, everything inside and out, was being offered at the lowest possible price and profit as a community service. Wow! Loyalty was inspired and it has been my pleasure to consistently support these kind individuals by driving from Lake Isabella to Wofford Heights to get my gas and to impart this knowledge to everyone I can. All but one time over the following months, they have without fail had lower prices for gas than any other provider I have found throughout the valley and sometimes they actually beat the prices in Bakersfield. A couple times I have seen the local competition in their attempt to meet their challenge but not regularly. Could we have our own little gas war, born out of goodness, here in our own valley? The thing that boggles my mind is that the place does not have lines in waiting. This past week, fuel prices were over 20 cents higher at the less pricey stations and 32 cents at name brand locales. Even on my trip to Bakersfield a few days ago, the lowest cost was met by our Texaco. Therefore, I challenge this community to support those who are going way out to support us. In those days roads were usually two lane and the signs easy to see and read at 45 miles per hour. Many children learned to read by sounding out those ditties. Here are a few more of those funny, nostalgic signs: "Is he lonesome/ or just blind/ the guy who/ drives/ so close behind/ Burma Shave?" I like this one: "If daisies/ are your favorite flower/ keep pushing up those/ milesper-hour/Burma Shave!" and this: "If your peach/ keeps out of reach/ better practice/ what we preach/ Burma Shave! As roads improved and became freeways the signs were hard to read and getting permission from property owners and local government officials became more difficult Odell decided to sell the business and in 1963 sold it to Phillip Morris who made a corporate decision to end and remove the over 7000 signs scattered over the country. A few have escaped and are claimed as seen by a few motorists, but by and large these clever and entertaining signs have disappeared. So the chances are as you drive across the desert you will not see six signs that might say, "The whale/ put Jonah/ down the hatch/ but coughed him up/ because he scratched/ Burma Shave!"

Believe in the Lord Jesus Jack Duitsman, Pastor Father’s Heart Foursquare Church, Kernville They said, "Believe in the Lord Jesus, and you will be saved, you and your household."Acts 16:31 If time was taken to read through the nar- Duitsman rative in which the above verse is located in the book of Acts, the unusual events that surrounded Paul and Silas winding up in a jail in the Macedonian city of Philippi provide a curious backdrop. The Holy Spirit's leading in the lives of these early missionaries brought them to this place that surely was so removed from the nation of Israel both by geography as well as limitations in methods of communication, that the name of Jesus would never have been heard as linked to God's saving plan for humanity. From what is read, there was little time between arrival and imprisonment for such grand news to be widespread within this community, and even if there was enough time, a stretch in the inner stockade for Paul and Silas as reward for their preaching might have served to curb any enthusiastic response to such a

message. Yet upon the proclamation of the above verse, the Philippian jailer responded in faith, gathered his household to hear this message of salvation, and before any time passed were all baptized as converts to Christianity. If there is salvation residing in our hearts today (we base our confidence upon the Word of God which declares this to be so through personal faith in Jesus), we understand that we were not born in this favored state. God be thanked for the privilege we enjoy in a culture not closed to the proclamation of the love of Jesus, but our nation of origin does not equate to our being believers in the Lord Jesus Christ. Personal heritage may indeed be a blessing to celebrate (I celebrate being a 4th generation pastor!), or it may not be, but our family of origin neither qualifies or disqualifies us as those who can find eternal life through the saving work of Jesus Christ on Calvary. What magnificent truth, what life changing truth, what eternity securing truth is contained in the simple words of the above passage. From the beginning of life's journey, to the end of our days, we are being guided by the love of the Father to embrace this truth, and as we continually proclaim this to others, we can do so with the firm conviction that the pronouncement may be ours to make, but the transformation of the human heart by such truth is always the Father’s to apply.

John L. (Big John) Davis March 6, 1939 - November 2, 2012 John Davis of Kernville, who passed away on November 2, 2012, got the name "Big John" when he was the owner of the Peacock Inn from 1984 to 1999. He is survived by his wife of 35 years, Mei, sons John Davis IV and Eric Davis, and grandchildren Ashley, Ericka and Hunter Davis. John was born in Columbus Ohio. He retired from the Air Force after 21 years of military service. He served as Santa Claus in the military and then in numerous Kern Valley Christmas parades and annually at Christmas in Kernville. A memorial service will be held on Saturday November 17, 2012 at the Odd Fellows Hall, 50 Tobias, Kernville at 11 a.m. John will be greatly missed.

Katharine (Katie) Gallagher July 15, 1922 - October 27, 2012 Katie - a loving mother, grandmother, great-grandmother and sister - went to be with her Lord and Savior, on October 27, 2012, nine days after being diagnosed with Acute Leukemia. She died peacefully in her home surrounded by her family. Katie was born Katharine Anne Isaacs in Monrovia, CA, to Victor and Myra Isaacs. Katie was the fourth of five children. Katie attended grammar school in Covina, CA, and graduated from Compton High School in 1939 and Compton Junior College in 1941. Katie met her future husband, Dick Gallagher, when Dick's brother Ed was dating Katie's sister Virginia. Dick and Katie were married in 1941. Dick played the piano throughout the United States and Katie stayed home with her four children in Paramount, CA. Katie sewed beautiful dresses for herself and her three daughters and taught them how to sew. After the youngest (Michael) started school, Katie worked as a window decorator at Dunlap's Department Store in Compton. She and Dick became licensed Realtors and worked together in Lynwood, CA. They bought a small motel in Lake Isabella and moved there with son Michael in 1964. Katie became the first female deputy Sheriff in the Kern River Valley in 1967, and in 1976 became a Nurse Supervisor in the Kern County Health Department, retiring in 1989. She remained a reserve deputy until 1986. Katie joined the South Fork Woman's Club and the First Baptist Church of Lake Isabella in 1964 and remained active in both until her death. She joined the Kawaiisu Chapter of DAR in 2010. Katie enjoyed many types of crafts but her specialty was building and decorating miniature doll houses. She loved to work in her garden; and loved all the flowers, especially California poppies. Katie was a friend to all, and was greatly loved. Her greatest joy was time spent with her family. Dick preceded her in death in 2001 shortly after they celebrated 60 years of marriage. Katie is survived by her children, Judy Smyth, Pam (Brian) Hermansader, Wendy (Doug) Quine and son Michael (Pat) Gallagher, three grandchildren, three great-grandchildren, her sister Jane Vivian, and many nieces and nephews. Her family and friends will miss this beautiful, precious loving lady. A Memorial Service will be held at the First Baptist Church of Lake Isabella on Saturday, November 17 at 1:00 PM. In lieu of flowers, the family will appreciate donations made in Katie's memory to the First Baptist Church of Lake Isabella, the South Fork Woman's Club, or the Kern River Valley Historical Society.

Veterans Day weekend fees waved The Kern River Ranger District will waive fees for its standard amenity fee sites at Auxiliary Dam, South Fork Recreation Area, and Old Isabella from Saturday Nov. 10 to Monday Nov. 12 in honor of Veterans Day. Fees will also be waived for Camp 9 Day Use Area and Upper Richbar for these same days. Normal fees at all other locations on the Kern River Ranger District of the Sequoia National Forest will apply.

Wild Turkeys make fall debut As the season changes, so do the habits of wildlife. Bears stock up on calories for winter hibernation, birds migrate to warmer climates and wild turkeys seem to come out in droves. While these wild game birds may seem harmless and approachable, they can cause problems. Many homeowners can't resist feeding them. What starts out as innocent fun can become a nuisance if the birds start destroying flower and vegetable gardens, leaving their droppings on patios and decks or roosting on cars where they may scratch the paint. This time of year, the Department of Fish and Game typically sees an increase in complaints about nuisance wild turkeys. DFG recommends the following: Never feed wild turkeys; if turkeys are causing problems in your yard, remove all sources of food such as bird feeders and/or pet food, and consider motion-detecting sprinklers to discourage visits. Know that wild turkeys typically will not enter yards with dogs. If confronted by a wild turkey behaving aggressively, slowly back away. Turkeys often strut and gobble at people, but very rarely actually come into contact with them. If you find an injured turkey, report it to your nearest DFG regional office. Depredation permits can be issued if wild turkeys are causing excessive property damage. For more information on wild turkeys, visit: dfg.ca.gov/keepmewild/turkey.html. Earlier this year, the Fish and Game Commission (FGC) expanded wild turkey hunting from 16 to 30 days, marking the fall season from Nov. 10 - Dec. 9, 2012. In addition, the FGC also increased the season limit from one to two turkeys. Hunters may take one turkey (either-sex) per day and two per person. It also means less time for our more favorite activities like fishMencarini ing and hunting. Don’t give up so easily, the lake is still very healthy and she is giving up some of her treasures like this very nice largemouth bass (see picture)

caught by my good friend and local angler Jack Bonham of Wofford Heights. This beauty tipped the scales at 10 pounds 14 ounces. Don't worry she went back to bass land to fight another day. It's becoming apparent Mr. Bonham has the right stuff for catching the big ones. The lake bite has been the victim of those passing weather fronts which affect us during the fall and winter seasons. The guys that are crappie fishing around the standing timber tell me the crappie is out there but you

have to find a school that is hungry. The bass guys are saying pretty much the same thing, "we see'em but no catch'em." The catfish bite is still strong with nice fish being taken from all around the lake. This time of year the trout start to cruise those sandy beaches. Just look for areas where the fishermen have bunched together which should indicate the trout bite has started. Please remember to be courteous and use good judgment when accessing these groups.

A lighthearted bullet-fest By Sam Struckhoff PICKS OF THE WEEK "The Expendables 2" (PG-13) -The mean, pulpy-looking action heroes of yesteryear are back for another lighthearted bullet-fest. Sylvester Stallone, Bruce Willis, Ah-nuld, Jet Li, Dolph Lundgren and some other dudes join up with Chuck Norris to defeat the evil Jean Villain, (JeanClaude Van Damme, and yes the bad guy of the movie is really named "Villain.") This is not a revival of the toughguys, huge-guns action genre of the '80s, but more of a self-mocking reunion special. Schwarzenegger and Willis have to cram into a tiny car. They trade dozens of one-liners referencing more famous one-liners. Things explode quite frequently. It's a lot of fun, depending on how much you enjoy jokes about Predator and Terminator. "Grave of the Fireflies" [Bluray] -- Originally released in 1988, this classic work of dramatic animation is coming to Blu-ray. Set in the final days of World-War II, Seita and Setsuko are children from a small town on the mainland of Japan. The children are torn from their home by bombing raids and must find their way to safety as more of the countryside is engulfed in flames.

Milla Jovovich Spencer Ghibli Studio produces amazing animated films. This movie is more serious than its usual work, but keeps the same artistic standard. It's a tremendously sad story, filled with glimpses of intense beauty. "Bringing Up Bobby" (PG-13) -Olive (Milla Jovovich of "Resident Evil") is a Ukranian-born con artist and single mother. Her precocious 10-yearold boy, Bobby (Spencer List), has a bowl cut and a million lines of adoration for his mother. The two are partners in crime, scamming their way across the American Midwest. Things turn from overtly cute to ham-handed melodrama when an accident gets Bobby in trouble and Olive has to become a lawful, non-scheming person. The whole affair has an awkward, first-time director feel to it. A good choice if you want to catch a nap during a movie and not feel too left out. © 2012 King Features Synd., Inc.

Recipes for Dummies by Bodfish Bob 4 slices bacon Rinse livers, pat dry and place in a resealable plastic bag. In a small bowl mix the flour, garlic powder, salt and pepper and add mixture to chicken livers. Seal bag and shake bag to coat. Set aside. Place bacon in a large, deep skillet. Cook over medium high heat until evenly brown. Remove bacon, leaving bacon fat in skillet, and set aside. Cook coated chicken livers in bacon fat covered over medium high heat until almost done, about 17 to 20 minutes. Add bacon strips and cook together until chicken is cooked through and juices run clear.

Wash, trim and dry the Chicken Livers. DRY fry them, NO OIL, in a frying pan, for three or four minutes until cooked through. Whilst still on the cooker add the oil, lemon juice and salt to taste. Stir once gently to mix. Serve immediately into a single portion dish and sprinkle liberally with chopped garlic, the more the better. The dry fry technique prevents the liver from browning and keeps it tender enough to melt in your mouth. Bodfish Bob’s Chicken Livers with bacon 1 pound fresh chicken livers 1 cup all-purpose flour 1 teaspoon garlic powder salt and pepper to taste

Bodfish Bob’s Chicken Liver Pate 1/2 lb. Chicken livers (1 cup) 1 cup water 6 slices lean bacon, cooked 4 cloves garlic, pressed or finely minced 2 hard boiled eggs 1/2 cup real mayonnaise 1 large onion 1 stack Ritz Crackers Cover livers with water and bring to a boil; reduce heat and simmer for 10 to 15 minutes, or until tender. Drain. Meanwhile, sauté bacon until crisp. In a food processor, combine all ingredients and process until smooth, scraping down sides of bowl if necessary. Taste and adjust seasonings; garlic powder, onion powder, salt, and pepper may be added to taste if needed. Shape mixture into a round and refrigerate. Garnish with sliced hard boiled eggs. Prescription shopping Shopping for a Medicare Part D Prescription Plan is a theme I have been mentioning in this column on several occasions over the past few months. Today I opened the AARP Bulletin to read Thal their cover story which also emphasizes shopping. They provide some statistics which are striking. Of the top 10 plans sold in 2012, seven of those plans will be hiking their rates from 11 to 23 percent. Yet, when you read statistics from the government, they tell you that monthly premiums will be about the same. How can they do that? There are many new plans form established companies who have come out with lower costing plans. Personally, my plan when down in cost from $29.90 to $24.40 for 2013. But I am changing plans for the New Year. My plan provides my generic drugs for a $0 co-pay if purchased from some of the larger chains like Walmart, Walgreen's, Target, and Ralphs. However, I am not going to drive the canyon just to save a few bucks. The plan allows me to fill my prescriptions locally at any of the three pharmacies here in the Valley for $7 or less.

Then why change, you might ask? The reason is simple. There will be a new plan this year where I can use The Drug Store in Kernville, or those in Lake Isabella or Mt. Mesa, and my generic medications will be $0. The monthly premiums are a little higher, but with the $0 co-pay locally, why would you choose drive the canyon? Now, admittedly, this plan is not for everyone. Like all Medicare Part D plans, it does have a formulary, so all drugs are not available; but all drugs are not available on all the plans. It takes shopping. There are plans where the brand name drugs may cost less, and there are some plans that even cover some costs in the coverage gap (donut hole). You will pay more a month for this benefit, and often the savings does not offset the higher monthly cost. You probably will be hearing form me again on this topic. I have already researched plans for over 900 people this year, and expect several more hundred to ask for this free service over the coming weeks. Harry P.
