There will be lots of chrome, flames, music, food, and street rods to enjoy. ■ St. Jude Fall Festival On Friday through Sunday the St. Jude Catholic Church is having its Fall Festival. There is no admission charge and all are welcome. There will be a yard sale, food pantry, baked goods, craft and religious items, and a raffle. ■ Farmers Markets Saturday brings fresh produce to the Lakeshore and Nuui Cunni Farmers' Markets. ■ Valley Fest But even "bedder" yet is the second annual bed races at the Kern River Valley Chamber of Commerce

On Saturday October 20 Kern Valley residents will have the opportunity to meet with the Kern Co. Methamphetamine Reduction Task Force, which has been operational since 2009. The task force is a cohesive unit made up of local law enforcement, fire department personnel, business owners, educators and community members. It is lead by Dr. Dixie King. In a 2008 study commissioned by Kern County Mental Health
data was gathered throughout Kern County on the impact and use of methamphetamine. As a result of that study, KCMH contracted with Dr. King of Transforming Local Communities to organize the task force. The goal of the task force is to help equip communities with the tools they need to develop strategic plans, unique to their areas, to reduce the effects of meth. The task force established a community outreach plan and will speak on Oct. 20 at 6:30 p.m. at the Reel Cinema in
Wofford Heights. They will present data and other facts from the 2008 study and give a synopsis of the situation in the Kern Valley. They will help in developing a strategy to combat the effects meth has on the community, businesses and families. Per capita, Lake Isabella and the KRV ranked in the top three as the worst offenders in the rural communities along with Mojave and Shafter. 1 in 6 felonies committed in the county during a May 2008 "snapshot study" involved meth. The Oct. 20 meeting
will include the toll meth has on the family unit, schools, and that we as a community can do to help prevent our young people from becoming meth users. Parents are urged to bring their children to this meeting. The research showed that many of those addicted to meth said that they would probably not have taken the drug in the first place if they had been more involved with their family. Suit seeks to extinguish fire ‘fee’ Howard Jarvis Taxpayers Association Special to the Courier On October 3, the Howard Jarvis Taxpayers Association filed a class action lawsuit to provide relief to nearly one million California property owners who received bills from the State for a new "fire prevention fee" which the lawsuit claims is illegal. The class action complaint seeks to overturn the fire fee, which costs property owners an additional $150 per year for each habitable structure on their property. The class action names plaintiffs from Kern County, Mendocino County, Calaveras County, Butte County, San Bernardino

County, Solano County, San Luis Obispo County, El Dorado County, and Lassen County, who together represent a cross-section of the roughly 825,000 property owners subject to the new fee. As the state's largest taxpayers' association, HJTA is challenging the constitutionality of the fee on the grounds it is really a tax that needed a two-thirds vote in the Legislature to pass, but garnered only a bare majority and therefore never became law. If the class action suit is successful, approximately 825,000 homeowners could be eligible for refunds. "This tax was dreamed up by politicians in Sacramento who are so desperate for revenue that they were willing to ram this through the Legislature without the proper two-thirds vote," said Jon Coupal, President of the Howard Jarvis Taxpayers Association. is a direct violation of Prop. 13. It is our goal to overturn this tax, prevent the politicians from taking more money from hardworking people for a program they were already paying for, and help taxpayers to get a refund from the government." To be eligible for a refund, property owners must first pay their bill, then file a protest with the State. HJTA has established a website that shows how to protest the fee and provides the necessary forms. Proud of Pride Day Each year, we see individuals, organizations, and families take time from busy schedules to lend a hand in the clean-up of their public lands and local communities on the third Saturday of September. I would like to express my personal thanks and gratitude to all those who participate in the annual Kern Valley Pride Day event. I would also like to thank the various sponsors who join in partnership with the U.S.D.A. Forest Service to make this event possible: Kern River Valley Chamber of Commerce, California Land Management, Alta Sierra Broadcasting, Kern Valley Sun, The Ice Company and Thomas Refuse Service, Inc. Thanks to all of the Forest Service personnel who, along with the Camp Owens’ crew, unloaded the trash brought into French Gulch Day Use Area by the participants plus compiled the statistics of how much was collected. Engine 43 and 44 modules, Patrols 43 and 44 and Rhonda Roy participated. A special note of thanks goes to Sherry Montgomery, who takes the lead on behalf of the Forest Service for this event and always does a terrific job! Other Forest Service employees, retirees and families who participated this year included: Steve Anderson, Jim Bauer and Pat Dauwalder families, acting district Ranger Al Watson plus two special guests Smokey Bear and Woodsy Owl! Another annual clean-up event community members participate in each year is the Upper Kern River Clean-up event held in June and sponsored by California Land Management and the Forest Service. This event focuses its efforts on the heavily used river corridor north of Kernville, CA. CLM hosts a barbecue that follows. Thanks again to all who support either the Upper Kern River Clean-up Day, Kern Valley Pride Day or both! Carefully review your ANOC Last week I discussed the ANOC, the annual notice of change, which by law all people on a Medicare HMO or a prescription plan must receive. This is delivered by your mailman, and should be Thal reviewed carefully. Unfortunately, it is over whelming in size, and most people discard it unopened. This is a problem, as this document tells you how your plan is changing for the new year. Many people will learn that there prescription drug plan is ending, and they must select another, Other people will learn that the medication they have been taking for years, may not be covered next year. The real issue is, there might be another plan which will cover your needs, and cheaper, but you failed to do the research. People on Medicare and on health insurance under age 65 receive regularly in the mail another document which typically goes unopened. It is the "Explanation of Benefits" (EOB). This document tells you what your insurance paid out, and what is your responsibility to pay. For people under age 65 with either an individual policy or an employer group plan

will see that they have met so many dollars towards their deductible or that the deductible has been satisfied and now you are responsible for the co-pay, typically 20 to 30% of the "approved amount". On this document you also see what the "regular" price is and the "negotiated" price is. Looking at an EOB of my own, I see the pathology report after my colon cancer surgery had a cost of $450.00. Since Medicare is my "Primary" insurance, the EOB tells me that they paid $89.78. My cost is $22.45. Medicare had a "negotiated rate" and the lab discounted my report by $337.77. My Medicare Supplement policy paid the $22.45 so my out of pocket was $0.00. My hospital bill had similar information, but with more zeros. The total bill was $75,367.00, I was responsible for $11,500 and the hospital wrote off $56,769.52. If I didn't have insurance, I would have been responsible for the full $76,000! Health insurance isn't cheap, but when you use it for anything major, it is worth it. I would have to pay a monthly premium of $200.00 for 31.66 years to equal this one hospital bill. Harry P. Isaiah 11:6 Duitsman The recurring themes of Scripture dealing with children are amazing. The fallenness of humanity, the redemptive plan of God in sending His only begotten son to pay the ransom for sin, and the heaven and hell seriousness of eternity ought to steer us clear of anyone under legal age. To put any stock in children or youthful purity would by all appearances cheapen what is being offered by the Father. Yet over and again, children are brought into the spotlight of Scripture, and rather than being denigrated for what they do not know, instead are lauded for what they can teach even the most aged among us. In the above passage, the prophet Isaiah, sees children featured prominently in the goings on. Their lack of knowledge and experience works favorably on their behalf, but so does their simple willingness to trust the inherent goodness in circum-
stances in which they have been placed by God! Imagine the lunacy of wolves, leopards, and lions all dwelling peacefully together, yet in a child’s understanding such a reality is not too farfetched to embrace. Follow this thought with Jesus’ words of receiving the kingdom of God as a child or not at all, and there is serious need for pause. I was with a 7-year-old boy this past week who again taught me what simple childlike faith looks like. Reunited with his father for what appears to be the last time on this earth, I thought I might offer prayer with the family, yet it was this young boy who seized the moment as he folded his hands and closed his eyes, and prayed the Father’s blessing on daddy and mommy and all standing there. God’s presence was there! Children are willing to be embraced by the Father’s love. Certainly life and faith will teach these youngsters lessons we have all had to learn, but in seeing the heart of Jesus that strongly points us back to such purity of response and understanding, those more mature of us ought indeed to be thrilled by what we see happening in our children where their faith is concerned. Whenever possible we too should be encouraged by their response to that love by responding in like manner. Truly I say to you, unless you are converted and become like children, you will not enter the kingdom of heaven. Matthew 18:3.

Tatum tantalizing in ‘Mike’ By Sam Struckhoff PICKS OF THE WEEK “Magic Mike” (R) — The male-stripper drama genre apparently has arrived. Channing Tatum plays Mike, a nice guy who lives in Tampa, Fla., and dances for money. Mike works at an all-dude strip club run by Matthew McConaughy; he makes good money, and he’s never at a loss for company. Mike also is aware that he won’t be young and chiseled forever, and this is where the drama comes in. Beyond the indulgence, Mike knows he has other dreams to follow. The movie straddles the line between bachelorette party and mainstream character drama. Just when you get used to the story moving forward a bit, there’s a break for some more dancing. The story is drawn from Tatum’s own story; the Hollywood actor paid his bills by stripping before he hit it big. “Seeking a Friend for the End of the World” (R) — A meteor is headed for the Earth and mankind’s destruction is assured. Dodge (Steve Carell) wants to see a long-lost love one more time. His neighbor, Penny (Keira Knightley), wants to get on a plane to see her family in the UK. That’s the premise for this heartwarming come-
dy about two people who meet and go on a road trip together just before the end of the world. There’s all kinds of odd and funny characters to meet Channing Tatum when the apocalypse looms. While some of jokes seem obligatory, the relationship between the two main characters is rather unique. Maybe Carell wallows too much, and Knightley might be too cute, but the story that brings their characters together is less predictable. “Tyler Perry’s Madea’s Witness Protection” (PG-13) — Eugene Levy is a Wall Street CFO who discovers that his company is actually a Ponzi scheme set up by the mob, and that he’s the fall guy. The prosecutor for the case, Brian (Tyler Perry), puts the quirky mogul and his overprivileged family where he thinks they’ll be safest — his aunt Madea’s house (Madea being Perry’s best-known character). Bodfish Bob’s Buffalo Wings 12 whole chicken wings 3 ounces unsalted butter 1 small clove garlic, minced 1/4 cup hot sauce 1/2 tsp kosher salt Place a 6-quart saucepan with a steamer basket and 1-inch of water in the bottom, over high heat, cover and bring to a boil. Remove the tips of the wings and discard or save for making stock. Using kitchen shears, or a knife, separate the wings at the joint. Place the wings into the steamer basket, cover, reduce the heat to medium and steam for 10 minutes. Remove the wings from the basket and carefully pat dry. Lay the wings out on a cooling rack set in a half sheet pan lined with paper towels and place in the refrigerator for one hour. Preheat the oven to 425 degrees. Replace the paper towels with parchment paper. Roast on the middle rack of the oven for 20 minutes. Turn the wings over and cook another 20 minutes or until meat is cooked
12 whole chicken wings (about 2-1/2 pounds) 1/3 cup all-purpose flour 1/3 cup cornmeal 1 T ground cumin 1-1/2 tsp salt 1-1/2 tsp pepper 3/4 tsp cayenne pepper Dip: 2-1/2 cups (20 ounces) sour cream 3 cups fresh cilantro leaves 6 green onions, cut into 3-inch pieces 4 jalapeno peppers, seeded 3 tsp salt " Cut chicken wings into three sections; discard wing tip section. In a large resealable plastic bag, combine the flour, cornmeal, cumin, salt, pepper and cayenne. Add the chicken wings, a few at a time. Seal bag and shake to coat. Transfer to a greased 13-in. x 9in. baking pan. Bake, uncovered, at 375° for 25-27 minutes on each side or until juices run clear and coating is set. Meanwhile, in a blender, combine the dip ingredients; cover and process until blended. Refrigerate until serving. Serve with wings. Yield: 2 dozen (3-2/3 cups dip). Columnist launches a dam question Mike Mencarini Kern River Courier Columnist I have a dam question that pertains to what will be provided to those who have boats and still want to fish and recreate. Here is the question. During the time when the main boat launch area Mencarini will be under construction, will there be a back up plan for launching boats even under extreme low water levels? Because Camp 9 and Tillie Creek are not functional during low lake levels and shore launching obviously is not a second choice. If there is a plan, I hope it includes plenty of parking, and a floating dock with a portable toilet for those who launch by themselves. The 25th Isabella Lake Junior Pheasant Hunt is a little over a month away. If your junior hunter is interested now is a good time to make sure that you have the proper credentials in hand. A California junior hunting

The crappie bite is still very good for those who can get on the lake. There are lots of limits with some large slabs being taken. I was fortunate to land a 16 and ½ inch crappie this past week. The bass action has been good with mostly smaller fish being caught. The catfish bite is also good with lots of small fish. No report on the trout bite this week but with the cooler weather on the way it shouldn't be very long before the trout will be able to be caught from the shore. Upland game season will open this Saturday October 13th. It looks like there will be plenty of birds this year. Don't forget your Upland bird stamp. Walk to prevent suicide A Kern Valley team, “Team Whisler” is being formed to participate in the 2012 Out of the Darkness Community Walk for Kern County on Oct. 20. The walk will be held in Bakersfield and begin at Beach Park at 9 a.m. with the sign-in starting at 7:45. It will end at approximately 11 a.m. Kelsey Thomas from Channel 17 will host the event and speakers will include Mayor Harvey Hall and Msgr. Craig Harrison. The walk benefits the American Foundation for Suicide Prevention. “Much more needs to be done to prevent suicide,” said Ellen Eggert, Kern County Walk chair. “Yet, suicide and the underlying mental disorders that can sometimes lead to suicide continue to be surrounded by misinformation and stigma. This walk is about reducing that stigma, raising awareness and raising needed funds for research and local prevention programs.” To register or donate or more information, call Heather Berry at 760-417-2392.
Children’s Christmas Musical begins practice Practice and play assignments will begin on Tuesday, Oct.16 at 4 p.m. at the Kernville First Baptist Church, at 46 Valley View Drive in Kernville. “Star of Wonder” is open to all children of all faiths age 6 and older. There will be lots of songs, dancing and various parts available. This is a musical about star characters who are all excited because “the biggest news this side of the Milky Way”is about to happen. Since stars are always hanging around in the heavens, they have a great view of the “Big Event”. If your child is interested, please attend the first practice for more information and play part assignments. We will be practicing every Tuesday from 4 to 5 pm.
