Air tanker support is supplied to the Split Mountian Fire in Wofford Heights Tuesday.

A vegetation fire broke out in Wofford Heights Tuesday at approximately 11:20 a.m. The Kern County Fire Department responded to a fire on Split Mountain, north on Hwy 155 and west of Wofford Heights. Approximately 150 firefighters responded from KCFD, BLM and USFS with air support provided by KCFD helicopter 407, USFS 522 and CAL Fire. The fire is estimated to be 20 acres with 100% containment. No structures were damaged by the fire. Local residents were warned of a potential evacuation and an evacuation center was opened and subsequently closed at 3 p.m. The fire was determined to be human caused by a local home owner using a metal grinder. One adult male received minor burns and one adult female received smoke inhalation injuries when attempting to fight the fire.

CARE Ambulance purchased by Liberty Ambulance of Ridgecrest

Liberty Ambulance of Ridgecrest announced Monday the purchase of CARE ambulance based in Kernville. Liberty Ambulance, which serves the northeastern part of Kern County including Randsburg, Ridgecrest and Inyokern, will buy CARE Ambulance and take over its operations which includes Alta Sierra, Bodfish, Kernville, Lake Isabella, Mt. Mesa, Onyx, Riverkern, Southlake, Squirrel valley, Weldon, Walker Basin and Wofford heights on November 1. The sale of CARE , and the merging of its service area to Liberty, requires approval from the Kern County Board of Supervisors under the county's exclusive operating agreement system, that governs each of the ambulance company’s operating teritory with the supervision of the County’s Emergency Medical Services Department. The Emergency Medical Services Department monitors how each ambulance company performs and whether it meets standards that include emergency responce times to calls and compliance with staffing standards. Failure to meet standards can cause the county to revoke a company's right to its exclusive operating territory. The two companies sit right next to each other and share a common service area border with one another. According to Emergency Medical Services both companies need to run 3 1/2 ambulances to serve their areas well and, together, they now could share the cost of that extra vehicle. Liberty and CARE are two of Kern County's five ambulance companies. CARE Ambulance, has been owned by the Bohn family since the 1950s. Company officials did not diclose the terms of sale or other details of the purchase.

The Kern River Canyon State Route 178 lost some of its stripes recently when it was repaved and re-striped. No longer will there be eastbound legally established passing areas from the end of the four lanes of freeway at the Deloniga bridge until after exiting the canyon entrance. According to Jose L. Camarena, Chief, Office of Public Information at Caltrans District 6, the State's most recent project on that stretch of SR 178 was repaired of existing surface cracks and asphalt pavement pot-holes and a layer of new asphalt was placed over lanes and shoulders through most of the canyon. Drainage culverts and guardrailing were also reconstructed, repaired or replaced where necessary. “Another notable improvement to the level of safety on this section of 178 is the installation of striping patterns superceding the passing zones which existed previously,” Camarena said. “This new striping pattern is designed to maintain safer and more moderate vehicle speeds through that section of highway known for its winding turns and sharp curves which frequently lay close to steep canyon drop-offs. “This operational improvement project brought that section of freeway to current safety standards which had not been possible with past minor-repair projects. “State Route 178 through the Kern River Canyon is known for its

beautiful views - as well as a history of accidents usually attributed to vehicles traveling at higher rates of speed,” Camerena said. “The new striping pattern will allow drivers to maintain comfortably safe rates of speed through the canyon and still allow slower-moving traffic the use of the many various turn-outs so faster-moving vehicles are allowed to pass. “The pavement repair and other various upgrades to this facility will greatly increase the level of safety for daily commuters and weekend tourists alike," California Motor Vehicle Code 21656 Slow Moving Vehicles ■ A slow moving vehicle is any car, bus, RV or other vehicle that is operating slower than the normal flow of traffic. Be courteous ■ There is no set speed to determine if you are a slow moving vehicle. If you are traveling at a speed slower than the rest of traffic on the roadway, and if you notice a line of cars behind you who look anxious to pass, then you are a slow moving vehicle and you must get out of the way as soon as it is safe to do so. Use turnouts ■ On a two-lane highway where passing is unsafe because of traffic in the opposite direction or other conditions, a slow-moving vehicleshall turn off the roadway at the nearest place designated as a turnout.

Community announcements Lakeshore Farmers market receives grant Saturday, October 15, Kern Valley Growers Association (KVGA) President, Sharon Bonorden announced that the USDA has awarded KVGA a grant of $53, 903. The Association sponsors the Lakeshore Farmers Market. Nationwide, 149 of these grants were distributed across 42 states and this local award is one of only 19 granted in California. The USDA website says the grant is awarded to increase the use of fresh, locally grown food in meals prepared by local residents and to increase the size of the farmers market in Wofford Heights to include more farmers and offer more choices to customers. This award celebrates the monumental efforts of the founding members of the Lakeshore Farmers Market who have grown the market in its first year. In addition to setting up their booths every Saturday morning, rain or shine, the market accepts EBT or SNAP benefits cards and the Senior Farmers Market Nutrition Program Checks distributed by the California Department of Food and Agriculture. This summer, KVGA members also provided fresh produce for the valley's MealsOn-Wheels program. The successes of this past year show that the Kern Valley Community can look forward to more food and fun as the Lakeshore Farmers Market begins its second year. The Lakeshore Farmers Market is Kern County Certified and operates under the Rules and Regulations of the Kern County Board of Environmental Health. Local Kern Valley growers and the Organic Fruit and Produce are certified by Kern County. The Lakeshore Farmers Market is open year-round on Saturdays, 9am to 1pm, across the street from St. Jude's Catholic Church in Wofford Heights, at the Lakeshore Lodge covered pavilion. The Market is also the Abundant Harvest Boxpickup for the valley. For more information visit the KVGA website: www.kernvalleygrowersassociation.com

Forest Service to Begin fuels reduction projects Fuels Reduction projects will begin mid October in the Greenhorn Mountains of Kern County surrounding the community of Alta Sierra, at elevations between 5,000 and 7,700 feet. The forest surrounding the community of Alta Sierra is overly dense, has high amounts of hazardous fuels and represents a high risk of hazard to the community. Fuel reduction activities on the project will have beneficial impacts on health and safety in the project area by reducing the risk of a stand-replacing fire and restoring ecosystems while improving public safety. This project is one of several fuel reduction projects in and around the community of Alta Sierra coordinated between the Forest Service, Kern County Fire Department and the Kern River Valley Fire Safe Council. This is the first phase of a 5 year project that will encompass up to 4,000 acres at completion. The Forest Service expects to burn 1,500 acres this year in small units designed to minimize effects of smoke on the community while reducing the potential for large, stand replacing wildfires. Smoke will be visible from most communities surrounding Isabella Lake. Road and/or trail closures are not anticipated. Fire Managers will work closely with the Eastern Kern County Air Pollution Control District to manage smoke production and reduce any local impacts. Several other hazardous fuel reduction projects are scheduled for this winter on the Kern River Ranger District. These projects include the Piute Mountains, Kern Plateau, Upper Kern River campgrounds, and Camp 9 on the eastside of Isabella Lake. Prescribed burn efforts will continue throughout the winter as weather and available resources permit. For further information please contact the Lake Isabella Ranger Station at 760- 379-5646 or the Kernville Ranger Station at 760-376-3781, Monday through Friday, 8:00 a.m. to 4:30 p.m.

Things I Have Noticed...

Not sold on sailing Rod Middleworth Kern River Courier Columnist Not too many years ago I was driving past a boat shop in Bakersfield and there, on the backlot, was a Westwight Potter. It was an 18foot pocket cruising sailboat. And there it sat -- all Middleworth dusty and grungy. Because it looked forlorn (and because I wanted a sailboat) I made a ridiculously low offer and was floored when I was told, “It’s a deal.” When I got it home and really looked it over, I realized why I got such a deal. Everything that could rust, was rusted. Everything that should be oiled, wasn’t. And there was a foot of water on the cabin floor. They had evidently left the hatch cover open, allowing winter rainwater down the hatch and into the bilge. At least I knew the boat didn’t leak, because all that water inside wasn't leaking out. My spare time (along with lots of money) for the next few months was dumped into that sailboat. It’s often said that “a boat is a hole in the water that you pour money into.” And it’s true. Not being a deepwater sailor, I bought every book I could find that promised me that by reading it I could become a helmsman first class. But he more I read, the less I knew. Lake Ming. It’s hard to get in trouble there, but I did manage to run aground. I learned later that when the wind dies, so does your speed. If you are at the far end of the lake without a paddle, getting home could necessitate a tow. There is nothing a sailboat sailor hates more than being towed to shore by any kind of motorcraft. We call them “stinkpots,” and they call us “nuts.” A small crowd awaited and clapped and whistled when I arrived under tow, and in darkness. The next day I bought a paddle and a flashlight and stowed them in the cabin. I also swore to myself that from now on, my learning would be done without family and friends present. During the next year I sailed out of Oxnard Harbor onto the briny blue ocean. It was then I noticed that wind was not dependable; that sailing to Santa Cruz Island took all day while power boats (stinkpots) could make it in an hour; and that if the water is roily and windswept, I would get seasick. In another story some day I will recount my sailing trip from Oxnard to San Diego, and almost getting run over by an aircraft carrier steaming out of San Diego harbor. It was shortly after that, that I decided to sell the damn sailboat before I killed someone or drowned. Piano concert to be performed for textbook fund Special to the Courier On Saturday, November 5 , 7 p.m., Jody Steel, pianist, will be performing in a concert at the Kernville United Methodist Church to benefit and support the textbook fund which the Kern River Valley Education and Cultural Foundation is conducting on behalf of the Kern River Valley campus of Cerro Coso Community College. Jody Steel is well known in the area and is an accomplished pianist and musician, at both the Weldon Methodist Church and as a member of the Kern River Valley Community Orchestra. Spearheading the reason for this concert is the need of some limited income students, enrolled in basic skills classes, who for a variety of reasons do not qualify for financial assistance toward the cost of textbooks. Too often they are choosing between buying textbooks or paying for food, sometimes for both themselves and their families. Dr. Erie Johnson, Director of the Kern River Valley Campus has requested assistance from the Education and Cultural Foundation through a textbook fund established by the Foundation, and Ms. Steel is supportive of this endeavor. You are invited to support this valu-

able program, while enjoying the piano concert. Contributions to the text book fund should be sent to the Kern River Valley Education and Cultural Foundation, PO Box 405, Kernville, CA 93238-0405. Following the concert, there will be a reception in the church Fellowship hall with refreshments provided by the Kern River Valley Associated Students of Cerro Coso Community College. Tickets are available at Cerro Coso Community College or Golden State Surplus and Mercantile Company in Lake Isabella; or, at Kernville United Methodist Church, located on the corner of Big Blue and Sirretta Streets, on Monday, Tuesday and Thursday mornings. Admission to the piano concert will be $10 per ticket, $7 for students. Seating is limited; you're encouraged to purchase your tickets prior to the day of the concert, if possible. Tickets will be available at the door the evening of the performance. However, to be assured of a seat, get your tickets as soon as possible. For additional information call Chuck White, President of the Kern River Valley Education and Cultural Foundation at 760-379-0764.

Courier Antler, Fin & Feather Report

Volunteer fish feeders needed Mike Mencarini Kern River Courier Columnist On the fin side I have a special request for anyone who may be interested in becoming a volunteer feeder for the Derby fish due to arrive in early November. This year the Derby Mencarini committee has decided to feed the fish 3 times a day rather than the twice a day as in previous years. Personally, I think this a great idea. This program should produce fish that are bigger and that should make the fisherman a little happier. Adding a middle of the day feeding, will require another shift of volunteers. If you are interested in volunteering please contact the Kern River Valley Chamber of Commerce in Lake Isabella at this number: 760379-5236. There is a special Derby shirt and an end of the Derby barbecue given for all feeder volunteers. I have had only limited time this week for fishing but I managed to get some crappie fishing in and it was better than I was expecting. I didn't have time to catch a lot but the ones that I did catch were impressive. Most of the crappie I caught were 13 inches long and a very thick body with a lot of energy. I still think that

with the loss of standing timber in the lake, which happens every year the crappie are losing some habitat which in effect will grow them larger but a few less of them. Some people I know have time on their hands and are able to take advantage of what the lake is offering these days. I'm speaking of the "Fishing Father" my good friend Pastor James. He did it again this week. He and his son Jim went out Tuesday and caught 13 bass with the largest tipping the scale at 5 pounds. Crank baits were the bait of choice, "water depth was not an issue" says the Pastor "shallow or deep both held fish that were hungry". The catfish bite is still good with shore anglers doing ok. I haven't seen many trout fisherman so I'm not sure of the action. On the antler side Sierra Gateway Market reports that deer season has been very good with a full locker of deer taken by local hunters. Cody told me they had some big ones. That should do well for John Stranges' Big Buck contest. Don't forget to register for that big buck, there is still time. Mike Mencarini is a Wofford Heights resident and a volunteer at the Kern River Fish Hatchery. For questions or comments you can reach him through the Kern River Courier, office@kernrivercourier.com.

U.S. Fish and Wildlife Service Special to the Courier The U.S. Fish and Wildlife Service announced Friday that the California golden trout does not warrant listing under the Endangered Species Act (ESA). Since the petition to list was filed, conservation efforts throughout the trout's High Sierra range have done a lot to protect the species from listing. In a large part because of those measures, the Service determined that the intensity of threats do not indicate the species is endangered, or likely to become so, in the foreseeable future. The Service reached this conclusion because a cooperation conservation agreement signed in 2004 between private groups and government agencies is in place and providing significant benefits to the species. Golden trout are found in many streams and lakes of Sequoia National Forest and the Golden Trout Wilderness itself. Designated the official state fish in 1947, California golden trout have experienced population pressures for more than a century. They have been subjected to habitat degradation from grazing on numerous occasions since the 1800s; hybridization threats from introduced rainbow trout for at least 75 years, and predation and competition from brown trout since the 1940s. In 2000, Trout Unlimited petitioned the Service to list the subspecies based on those threats. In 2004, the Service, the U.S. Forest Service and the California Department of Fish and Game signed a landmark agreement to protect the species. Government agencies and key local stakeholders, including Trout Unlimited, the Orvis Company, CalTrout, and the Federation of Fly Fishers, have undertaken numerous habitat restoration projects, curtailed cattle grazing in the area, and stepped up studies of the fish. Other actions undertaken as part of the Conservation Strategy have also made a difference to the health of the population. They include removal of introgressed trout (trout whose genetic makeup has changed due to hybridization with non-native trout) from the headwaters of Golden Trout Creek as well as repair, maintenance and monitoring of three important fish barriers on the South Fork Kern River. Those barriers help to prevent competition and predation from brown trout and also prevent further hybridization of the species with rainbow trout downstream.

Health Insurance Matters

Television advertising Harry P. Thal Kern River Courier Columnist Last week my travels took me to Northern California, where I was the guest speaker in Santa Clara and in Sonoma counties, for their respective chapters of the California Harry Thal Association of Health Underwriters. I spoke of Medicare, training insurance agents about Medicare so they could more effectively help their clients through this maze of confusion and regulation. It was a good trip, and gave me some off time where I found myself viewing innumerable television commercials touting the virtues of a variety of Medicare prescription plans. One of these commercials featured the low premium of $15.10 a month, while another spoke of how many generic medications have a $0 co-pay when you pick up at your local pharmacy, while still another spoke of getting a month’s drugs free when you used the plans mail order pharmacy. All of these advertised plans are great. I recommend them. There are a total of 33 plans available in California for those people who are

either on Medi-Cal and only need prescription coverage, just have the original Medicare and self insure the deductibles and co-payments, and those folks on Medicare with a Medicare supplement. The pity of the situation is that most people who hear the commercials and then call the toll free 800 number will not ask the right questions. There is only one real question, and that is “What is the true cost of this program out-of-my pocket?” The bottom line is: you must compare the benefits of all plans being considered, and select the plan with the lowest annual cost. While a $15.10 plan may be ideal for a person using no or just a few generic drugs, it may be a very poor investment for a person using costly brand name drugs or non-covered medications. Making the proper plan selection is important. Last year’s plan may have been wonderful, but will it cover your medications in 2012, and with what new restrictions? Harry P. To Your Good Health

Foot swelling sign of heart problems Paul C. Donohue, M.D. Syndicated columnist Dear Dr. Donohue: I have a problem with my feet swelling. They get so big that they hurt when I walk. My doctor is puzzled. He thinks maybe it's due to my heart pills, but he can't change them -- my heart doctor has to. I have had two heart attacks, bypass surgery and a defibrillator put in my chest. When I'm in bed, the swelling goes down to almost normal. When I am up, it returns, even if I am sitting. I'd appreciate any suggestions. -- E.L. ANSWER: I believe I'm safe in saying your problem is chronic congestive heart failure. Your heart is pumping so weakly that blood circulates sluggishly. When you're up or when you're sitting, gravity pulls fluid out of your leg's vessels, and it is the cause of your swelling. In the horizontal position in bed, gravity doesn't have this effect, and the fluid stays in blood vessels. The swelling is called edema (e-DEE-muh). During the day, take frequent breaks to lie down with your legs propped up higher than your heart. When you sit, rest your legs on the seat of a chair put in front of you. Walk as much as you can during the day. The contracting leg muscles push fluid back into circulation.

Limit the salt you eat; salt makes the body retain fluid. Read food labels. Most of our salt intake comes from the foods we eat, not from adding salt at the table or in cooking. But don't do either. Your total daily salt intake should be less than 5,700 mg, preferably 3,800 mg. If salt is on the label as "sodium," your total daily intake should be 2,300 mg or less. A better goal is 1,500 mg. Tell your heart doctor about your swelling. He might make changes in your medicines either by increasing the dose or switching to other medicines that make the heart pump with more force. There are other causes of edema, but this is the one that seems to fit you best. The booklet on edema explains its causes and treatments. Readers can order a copy by writing: Dr. Donohue -- No. 106W, Box 536475, Orlando, FL 32853-6475. Enclose a check or money order (no cash) for $4.75 U.S./$6 Canada with the recipient's printed name and address. Please allow four weeks for delivery. Dr. Donohue regrets that he is unable to answer individual letters, but he will incorporate them in his column whenever possible.
