Kernville’s popular fall car show is just one of the many great things happening this weekend in the Kern River Valley. You can also enjoy a fall festival with all kinds of sales and auctions and contests, as well as goods for sale, at St. Jude Church at the north end of Wofford Heights. Or if classical music is your thing, on Saturday the 9th Sierra Performing Arts plays tribute to musical giant Chopin at a concert at 7 p.m. at the Kernville United Methodist Church. Whatever you like to do, there are lots of places to go and things to see and do in the valley. Turn to page 2 and the Courier Calendar every week and plan your activities.
Corps plans to add on to end of Auxiliary Dam Project would be interim risk reduction Mike Devich Kern River Courier
The U.S. Army Corps of Engineers wants to make a quick addition to Isabella Lake’s Auxiliary Dam in case we get a historic flood this winter. According to Col. William J. Leady, Corps District Commander, “The project would involve restoring the height of the Isabella Auxiliary Dam at its junction with the left abutment through the construction of a 200-foot-long earthen embankment between the eastern tip of the dam and Highway 178. This work is necessary to correct a potentially dangerous low spot at the left abutment of the Auxiliary Dam which, during a major flooding event, could result in overtopping and the breach of the dam.” The U.S. Corps of Engineers is asking for public comments in a very narrow window of time (they must be received by Oct. 18) in order to get the project completed before the rainy season starts. As Barbara Hinkey noted on the Courier’s Facebook page, “They’d better hurry!” The valley has already been experiencing rain showers.
Comments received on the draft document will be considered for the final Environmental Assessement. Comments should be directed to U.S. Army Corps of Engineers Sacramento District, Attn: Mr. Mitch Stewart (CESPK-PD-RP), 1325 J Street, Sacramento, CA 95814. Questions or comments may also be addressed to Stewart at (916) 557-6734 or Mitchell.W.Stewart@usace.army.mil. The Corps has already addressed concerns of Native Americans, both at the construction site and at the area in Kelso Valley from which the fill material will be taken. Highlights of the 124-page document • The draft EA may be accessed on the Internet at http://www.spk.usace.army.mil/projects/civil/Lake_Isabella_Dam/Re ports.html • 2006: “pressures in the foundation of the dam had reached very high consequences associated with dam failure.” • An emergency deviation from the water control plan was implemented on April 27, 2006 in order to reduce the foundation pressures and provide an adequate factor of safety. The deviation consisted of quickly reducing the lake capacity to elevation 2,685.5 feet from

Bikeway around the lake now a bit closer to reality Kern River Courier
A bikeway clear around Isabella Lake, off the highway, has been an idea that has been discussed for a number of years. Now it might become closer to reality. A bikeway committee was just established Tuesday. The board for the newlyopened KV Bike Park, a community-built project that has been wellreceived, decided to form the grass roots committee for the proposed bikeway. It is being chaired by Richard Rowe of Wofford Heights. The bikeway would be built around the lake as part of the U.S. Army Corps of Engineers Isabella Lake Dam Modification project, Rowe said.
He added that the Lake Isabella Bikeway would be a "multipurpose lane." Its uses could include bicycle riding, pedestrian walking/running, and other non-motorized activities. It could provide improved safe access around the lake for recreational uses such as canoeing/kayaking, fishing as well as greatly improved emergency and fire-fighting access. A bikeway around the lake has been discussed at many land use and transportation planning workshops and hearings, including the Kern River Valley Specific Plan, KernCOG's Kern Regional Blueprint Program, and the updates of the Regional

Things I Have Noticed...
Old times, good times Rod Middleworth Kern River Courier Columnist
I was talking with a grandchild the other day and was asked what it was like in "the old days". Being a father, a grandfather, and a great-grandfather, I noticed that I had lived in, and was truly a part of, “the old days”. I hadn't really Middleworth thought of my years as the olden times until I started reminiscing and mentally listing some of the changes I have witnessed and lived through and which now have become “long ago”. I remember my first Reynolds ball point pen and how amazed I was that a little ball bearing covered with ink could write. I remember recess at school where we played kick the can, capture the flag and follow the leader, and we sculpted bars of Ivory soap with a dull knife. I remember taking a dime to grammar school, putting it in the Red Cross collection box and receiving a tin button with a red cross on it to wear and show I gave. I remember making valentines and giving them to friends in class. We later counted them to see who got the most. I remember gasoline at 18 cents a gallon. And for entertain-

ment our folks taking us for a drive on Sundays. I remember my first car, a ‘36 Pontiac, my second car (a ‘41 Willys), my third car (a ‘40 Ford) and my fourth car (a ‘39 Plymouth). All owned before I was 20. I also remember the first television I ever saw in the window of a radio repair shop. I remember the corner drug store and cherry phosphates for a nickel. On highways at cross streets were signals hanging from a wire, or at some intersections the traffic signal had paddles that would extend and say Stop or Go, dinging very loud and letting drivers and pedestrians know when the signal changed. I remember placing my daughter Bonnie (2 years old) in her stroller and Vicki's brother placing his son, Bruce (also 2), in his stroller and racing around our yard. Nobody won because our wives made us stop. I remember that our first house cost $9,800 and how big it seemed after living in a 27-foot trailer. I remember the first freeway I ever saw (the Arroyo Seco in Los Angeles), and I especially remember my first issue of Mad magazine and Alfred E. Neuman’s "What, me worry?" (Ed. note: the magazine still exists today.) Wofford Heights resident Rod Middleworth, a retired security manager for Pacific Bell, is an instructor for the local AARP Driver Safety Program.
Although the hours of the local libraries have been reduced, there are still plenty of activities going on for those who want to “fall” into reading during this autumn season. Quality programs that are great for children and the family are still being held. For instance, at the Kern River Valley Branch, 7054 Lake Isabella Blvd, the happy program planners are inviting kids to come to a “Singing Stories” story time and craft session on Thursday, Oct. 14 at 3:30. The following day, Oct. 15, the Kernville Branch will host a “Fall Into Reading” story time at 10:30am. The valley’s librarians are also going out to kids by visiting kindergarten classes in the Valley to talk about libraries and books. Each class is getting to hear some great stories and is receiving coloring sheets and bookmarks too. Thanks to the efforts of two fabulous volunteers, preschoolers are not left out! The Wallace and South Fork preschools, and Rush to Learning and Me & My Friends groups are receiving visits from the

DAM continued from page 1 March through September of each year as an interim risk reduction measure (IRRM) until a more permanent solution could be implemented. The Auxiliary Dam Left Abutment Project (proposed action) is an additional IRRM towards providing an adequate factor of safety. • The USACE proposes to restore the height of the Isabella Auxiliary Dam at its junction with the left abutment. The existing ground elevation at the left abutment is approximately 2.5 feet lower than the designed top of dam elevation. The proposed action involves raising this area to design height through the construction of an earthen embankment between the eastern tip of the dam and the existing Highway 178 embankment. • The proposed corrective action is necessary to reduce the risk of dam failure and provide the level of flood protection of the original dam design. At the current condition, the Auxiliary Dam east abutment is 2.5 feet below the design elevation. This creates a potentially dangerous low spot which, during a major flooding event, could result in overtopping of the Auxiliary Dam and the breach of the dam. • Only alternative is No Action. • Egress from the construction site would be over the left dam abutment to Eva Avenue (0.5 miles), to Barlow Road (0.9 miles), and to Highway 155 (0.1 miles) back to Highway 178. • Project implementation (was planned for the) fall of 2010 after the Labor Day holiday to minimize construction impacts to recreation activities in the area. The actual construction duration is estimated to be 30 calendar days. Construction would be completed by November 2010 before start of rain season. • The Auxiliary Dam Recreational Area would remain open and available for the existing levels and types of recreational activities during construction and implementation of the proposed action.

A new spin on ‘Predators’
‘Men’ picked up again
New DVDs reviewed in this column will be available in stores the week of Oct. 18. PICKS OF THE WEEK "Predators" (R) -- Produced by, and based on a script by Robert Rodriguez ("Grindhouse," "From Dusk Til Dawn"), "Predators" breathes new life into an embarrassingly awful franchise and offers up a healthy dose of Anthony Perkins cheesy good fun. A buffed-up Adrien Brody stars as the leader of a group of eight people who are mysteriously deposited on an alien planet to be hunted as sport by an alien species. Thanks to an R rating, there's gore aplenty, but also a few laughs, a couple of shocking moments and twist ending. "Predators" isn't a great film by any stretch of the imagination, but it's a solid B-movie and ripping good guilty pleasure. "Apocalypse Now Three-Disc Full Disclosure Edition" [Blu-Ray] (R) -- This collection is a musthave for fans of Francis Ford Coppola's opus set during the Vietnam War. The three-disc collection contains "Apocalypse Now" and "Apocalypse Now Redux" in 1080p high-def and -for the first time -- in their original aspect ratio. Included is the riveting making-of documentary "Hearts of Darkness," which contains a commentary track with Eleanor and Francis Ford Coppola. There also are tons of new special features, including interviews with Martin Sheen and John Milius, a 48-page book with behind-the-scenes photos and too many more goodies to mention. "Psycho 50th Anniversary Edition" (R) -- You probably could fill a library wing with all the
BIKE continued from 1 Transportation Plan. It was also mentioned at the initial Lake Isabella Dam Remediation Public Scoping Meeting in Kernville in May. The Army Corps of Engineers has a long history of building similar bikeways as part of larger projects. In many cases, they have often paid for 65% of the bikeway costs, with local government sharing the remaining costs. The developed a plan showing trails around Isabella Reservoir more than 30 years ago, before they transferred the management of land around Isabella Lake to the Forest Service. material that's been written about this movie, and given the many, many releases of "Psycho" on home video through the years, chances are you've seen most of the special features included in this version. That said, if you're a film purist, then you'll want this new BluRay release because it's the only video release of the movie in its original aspect ratio. "Vampire Girl vs. Frankenstein Girl" (Unrated) - This is the latest in the new wave of low-budget Japanese extreme schlock cinema ("Machine Girl," "Robogeisha"), a genre that features shocking scenes of over-the-top gore and horror so extreme that it goes beyond grotesque into the realm of the ridiculous. Because this is a family-friendly column, I can't even begin to describe how deliciously bizarre this movie is. Trust me though, watching this movie could screw you up for life. She returned to the acting forefront in the 1997 epic romance/disaster film "Titanic," and both she and Kate Winslet were nominated for an Academy Award for the same role (Kate playing Young Rose, and Gloria playing Older Rose), which was an Oscar first. Upon hearing of Gloria's passing, Kate released this statement: "I feel blessed to have met her, known her and to have acted alongside her. She will be deeply missed."

Salome’s Stars ARIES (March 21 to April 19) Some flashes of Aries ire might erupt as you confront an unusually bewildering situation. But you should be able to keep your temper under control as you work through it. TAURUS (April 20 to May 20) That marriage 'twixt the arts and practicality that Taureans excel at once again highlights your enjoyment of much of the week. However, you need to watch your splurging. GEMINI (May 21 to June 20) Even with all the plusses apparently outweighing the minuses, you still might want to defer an important decision to make sure you have all the facts you need. CANCER (June 21 to July 22) One or two problems might threaten to derail otherwise smoothly running situations at work or at home. But a few well-placed words should get things back on track. LEO (July 23 to August 22) This could be a good time for all you Leos and Leonas in the spotlight to open your generous Lion's hearts and share the glory with those who helped you accomplish so much along the way. VIRGO (August 23 to September 22) You might want to get advice from someone who's been there and knows these situations better than you do, before investing in a questionable matter.

LIBRA (September 23 to October 22) Be careful how you handle a workplace matter that seems out of place in the schedule you've prepared. Before you act, find out who set it up and why. SCORPIO (October 23 to November 21) Your entertainment aspect is strong this week. Sharing fun times brings you closer to those you care for. SAGITTARIUS (November 22 to December 21) Having a weekend fun fest? Your friend or relative who's down in the emotional dumps could perk up if you find a way to include him or her in your plans. CAPRICORN (December 22 to January 19) If you're in one of those "the Goat knows best" periods, you might want to ease up and try listening to what others have to say. You could learn something. AQUARIUS (January 20 to February 18) That new challenge is getting closer, and you should be out there now showing facts and figures to potential allies to help persuade them to rally to your support. Good luck. PISCES (February 19 to March 20) Getting a head start on holiday plans could help free up some time later to spend on other projects. Meanwhile, a colleague has some ideas that you might discuss. BORN THIS WEEK: You are always there for others, and sometimes you need to be reminded that you need to be there for yourself as well. Kern River Courier Our Valley, Our Earth
Lakes have vanished Ron Bolyard Kern River Courier Columnist
This week's block diagram depicts an advanced view of the present day California coastline where the Coast Ranges are still tectonically active. The San Joaquin Valley has received millions of tons of sediments from the eroRon Bolyard sion of the Sierra Nevada Batholith by the development of many familiar rivers (including the Kern) reaching westward into the central basin. The Coast Ranges have also contributed sediments to the Central Valley. It is interesting to note that the diagram shows the two main bodies of water within the basin. Namely, the Tulare
Lake and the Buena Vista lake beds. The lake beds were formed in the lowest areas of the valley floor from the Kings and the Kern Rivers, respectively. Today the area where these lakes were is under cultivation and they do not exist as lakes any more, but are mere marshy area. In some places, they support wildlife preserves and are riparian wetlands. Please retain this diagram, along with the others for next week's discussion. UNTIL NEXT WEEK ….. Ron Bolyard is a retired geologist and has developed an “acute interest” in the geology of the southern Sierra Nevada since he moved here in 1999.
