Community eyes and ears Ken Becas, KRVCSU Courier Release The Citizen Service Unit is a volunteer group within the Kern County Sheriff's Office. This program brings people into law enforcement from all walks of life and uses their experiences in service to the community. There are several Citizen Service Units throughout Kern County who assist the Sheriff's Office in various ways. The Kern River Valley Citizen Service Unit assists the local deputies in many ways. ■ Patrols: Two member units, patrol various

areas of the valley acting as the eyes and ears of the Sheriff's Office. They are not law enforcement personnel and they do not take any kind of law enforcement action. The Kern County Fair is open and in high gear this year. This year's organizers have announced a series of special days for fairgoers. ■ Every day there is free admission for active and retired military. Visitors with military IDs will receive free admittance to the Fair throughout the twelve day run. ■ Through Kern County's Reading Round-Up, qualifying young readers will receive a free ticket to the Kern County Fair. ■ And every day there is a senior discount of $1 off the general admission price, so seniors get in for $8. ■ Children age five and under are free every day. ■ Friday, Sept. 20 Gemcare presents Senior Day. The program begins at 9 a.m. and there is free admission for seniors 55+ and free parking for seniors until 4 p.m. At the Grandstand that day see High School Rodeo, Budweiser Pavilion that night is Zendaya. ■ Monday, Sept. 23 is Monday Madness, which means admission is only $5 for anyone until 9 p.m. That night at the Budweiser Pavilion

Safety tip: Safe Driving Throughout the summer here in the Kern River Valley, law enforcement has noticed a trend in almost all traffic collisions. Speed and inattention have been a factor in almost 90% of the collisions this summer. We are asking everybody to slow down, especially if you're unfamiliar with the road you are traveling on. We also want everybody to limit distractions that can take your attention from the road. Please do not use your cell phones while driving. Also, driving tired is extremely dangerous and we would advise anybody who is fatigued or sleepy to pull over and rest. The California Highway Patrol wants to minimize the risk of every citizen here in the Kern River Valley. We want to keep everybody safe. Please drive cautiously and avoid distractions while driving.

Supervisors authorized up to $100,000 to assist qualified non-profit groups with efforts enticing visitors to bring their travel dollars to Kern County. The popular program has provided 259 grants totaling $1,975,000 since its inception in 2001. Applications are now being accepted from any Kern County 501c organization engaged in the promotion of tourism. Deadline for applications is 5 p.m. on October 18. Pre-existing Condition Dan Schlensker, Courier Columnist In July a dermatologist in Bakersfield addressed some skin irregularities for me. When I handed the receptionist my credit card as I left the Schlensker office I was told, "Oh, don't worry; we'll bill your insurance company." So, I didn't worry. The other day, however, I got a report from my insurance company announcing that they would not pay anything for these procedures, since the dermatologist was treating a "preexisting condition." Although the condition has not been treated in the last 5 years, which is the company's definition of the time limit for pre-existing conditions, they say they're not going to pay. We'll see. There is a far more serious "preexisting condition," though, from which we all suffer. That condition is what the Bible calls "sin," people's tendency to focus on themselves and to essentially make gods of themselves. This "sin" is pre-existing, because every naturally born person in the history of the world - except Adam and Eve, the first two people, whom God originally created - has inherited this condition. God tells us through King David in his penitential words of

Psalm 51 that people begin to suffer from this condition at the time of their conception. He says, "In sin did my mother conceive me" (Ps. 51:5). And this particular pre-existing condition has a very devastating prognosis: death ... eternal death! In spite of the fact that sin is a preexisting condition, though, this condition is treatable, and it's also covered under God's eternal assurance program! The remedy for our sin was Jesus' death on Calvary's cross for us, since there He suffered the devastating, yes damning, effects of this deadly malady in our place. And best of all, although it cost Jesus His very life, it's free to us for the receiving through faith in Him - simply trusting that His suffering and death covered the cost of our sin! There's no paperwork to fill out, no applications to submit, no preliminary examinations to go through, no monthly premiums to pay. Just believe in Jesus, and you freely receive the forgiveness of all your sin. I don't know whether I'll be able to get my insurance company to cover my dermatologist bill, but I do know that my Savior has already covered the entire cost of my sin-sickness treatment and has made me eternally healthy in God's sight through faith in Him. Seven Godly virtues, No. 6 Janet Kutzner, Courier Columnist This is a continuation of the examination of the Seven Godly Virtues with a look at the most blessed of virtues Temperance. Some people think of the Kutzner Temperance Movements of the eighteenth and nineteenth centuries. The virtue of Temperance is indeed about self-control, but so much more than just in regards to alcohol. Dictionary.com defines Temperance as: "1. Moderation or self-restraint in action, statement, etc.; self-control. 2, Habitual moderation in the indulgence of a natural appetite or passion, especially in the use of alcoholic liquors." The virtue of Temperance is a vital foundation for all other virtues. When a person is unable to refrain from immediate self-gratification or proper conduct, they then fall into sin over and over again. One problem with our lack of virtue of temperance is that we rely upon our own strength. We tell ourselves: I won't drink, I won't look at pornography, and I won't etc. etc. Upon dependying on our own strength, we find ourselves missing the mark. When we rely upon God, we hit the mark. St. Peter said it clearly in his second epistle when he wrote: "His divine power has granted to us all things that
pertain to life and godliness," (2 Peter 1:3 ESV). God's divine power allows us that self-restraint and moderation which is the virtue of Temperance. "For this very reason make every effort to supplement your faith with virtue, and virtue with knowledge, and knowledge with self-control, and self-control with steadfastness, and steadfastness with godliness, and godliness with brotherly affection, and brotherly affection with love." (2 Peter 1:5-8 ESV). St. Francis prayed for the virtue of Temperance in the famous prayer attributed to him: "Lord, make me an instrument of your peace. Where there is hatred, let me sow love; where there is injury, pardon; where there is doubt, faith; where there is despair, hope; where there is darkness, light; and where there is sadness, joy. O Divine Master, grant that I may not so much seek to be consoled as to console; to be understood as to understand; to be loved as to love. For it is in giving that we receive; it is in pardoning that we are pardoned; and it is in dying that we are born to eternal life. Amen". The virtue of Temperance seeks first for the benefit of others prior to one's own benefit. I pray the Lord will grant us the virtue of Temperance, and that we may practice this virtue daily in our own lives. Reprinted in part, from Bishop Eric Menees, of the San Joaquin Diocese. Slow and by-the-book By Sam Struckhoff PICKS OF THE WEEK “Frozen Ground” (R) — In Alaska, state trooper Jack Halcombe (a surprisingly restrained Nicolas Cage) is on a mission to bring down a ruthless serial killer (John Cusack.) Over the course of 13 years, the killer has abducted and murdered more than 20 young women -- until one (Vanessa Hudgens) manages to escape and identify the monster. Slow and by-the-book, "Frozen Ground" probably won't astound you, even though it contains strong performances from all three stars.. “The Croods” (PG) — This animated adventure follows a prehistoric family on a trip through a colorful and dangerous world. Grug (Nicolas Cage), the head of the family, just wants to keep everybody happy and safe, sleeping in a pile in a cave. Teenage daughter Eep (voiced by Emma Stone) wants to see the land beyond the family cave. Geological activity forces the family into the big, wide world, guided by an eccentric stranger called Guy (Ryan Reynolds.) It's pretty much "Ice Age" with a bit of Flintstones mixed in. And much like the former, you can expect this movie to be milked for every last sequel, toy, cartoon and promotional tie-in for a few years to come. While the visuals are impressive, the comedy keeps it

This foul-mouthed mess of stoner-comedy is somewhat smarter than it looks. Written by Seth Rogen, the movie welcomes you into a tight-knit group of friends who bond by cutting each other down. Recipes for Dummies by Bodfish Bob Bodfish Bob’s Dijon Chicken 6 whole boneless skinless chicken breasts 1/2 jar Dijon mustard (approx. 5 oz.) 1 c. sour cream Butter 1 cup Corn flakes
Bodfish Bob’s Fried Mexican Ice Cream 1 pt. vanilla or other flavored ice cream 1/2 c. crushed corn flakes or cookie crumbs 1 tsp. Cinnamon 2 tsp. Sugar 1 egg Corn oil for frying Honey Whipped cream Scoop out 4 to 5 balls of ice cream. Return to freezer. Mix corn flakes crumbs, cinnamon, and sugar. Roll frozen ice cream balls in half the crumb mixture and freeze again. Beat eggs and dip coated balls in egg, then roll again in remaining crumbs. Freeze until ready to use. (For thicker coating, repeat dipping and rolling in crumbs.) When ready, heat oil to 350 degrees. Place a frozen ice cream ball in fryer basket or on a perforated spoon. Lower into hot oil for 1 minute. Remove immediately, place in dessert dish. Drizzle with honey and top with whipped cream. Serves 5..
Combine sour cream and mustard. Dip chicken breasts in mixture. Roll in crushed corn flakes. Line baking dish with aluminum foil. Place chicken in dish and dot with butter. I sprinkle just a tat of salt on top. Cover with aluminum foil and bake at 400 degrees approximately 1 hour. Remove foil and increase to 450 degrees for about 20-25 minutes until browned. Bodfish Bob’s Crispy Oriental Wings 1 1/2 lbs. chicken wings, disjointed 1 med. Egg 1/2 c. soy sauce 2 tbsp. garlic powder 1/4 tsp. ginger powder 1 med. onion, finely diced 2 c. finely crushed corn flakes Mix together egg, soy sauce, garlic powder and ginger powder. Set aside. On wax paper, mix together crushed corn flakes and diced onion. Dip each wing in soy sauce mixture, then roll in corn flakes and onion. In glass baking dish, cover and cook wings on high (9) for 20 minutes, or until cooked. Remove covering halfway through cooking. Use 13"x9" baking dish. Yield: 24 appetizers.

Harry P. Thal Courier Columnist The Benefits Part 3 of 5 parts. For the past several weeks I have been discussing the Affordable Care Act Thal and how it will impact us here in Kern County. California is divided into regions, and here in Kern, we are region 14. The plans available here are unique to Kern County. If you have a friend in Los Angeles, the same company may be offering different coverage at a different monthly premium. We will have four "Metallic" plans and a Catastrophic plan. ■ Catastrophic plan will be for young adults under age 30. This plan will have a $6350 deductible individual/$12,700 for a family. There will be a $0 co-pay for office visits up to 3 visits per family member per calendar year. Then all is out of pocket. Once the deductible is reached, then the plan pays 100% of all allowable charges. Preventative benefits as well as pediatric vision are covered prior to meeting the deductible. ■ Bronze Plan will cover the first three visits to your primary care physician with a co-pay of $60. Then you pay until the deductible is satisfied. $70 for specialists. Most benefits after the deductible at 70%. ■ Silver Plan is the least expensive metallic plan offered from Covered
California which enables the government supported tax credit. There will be four levels of coverage, three with a subsidy. Primary care office visits will range in cost from a $3 copay to a $45 co-pay; specialists, more. ■ Gold Benefit will have a $30 office visit co-pay and a $50 specialist copay at participating providers. Most benefits will have a fixed dollar copay rather than a percentage. ■ Platinum Benefit will cost the most per month, but will have the least expense out of pocket when using the plan. Primary care office visits will be $20, specialists $30. For those individuals wanting an HSA Compatible Plan, once a $4,500 deductible (individual) or $9,000 (family) has been satisfied, there will be 60% coverage, with a maximum out of pocket of $6,350 / $12,700. Dental is required for children under age 19. There will be several plans available at different costs and coverage. You may have noticed I have not listed much in the way of benefits, deductibles or monthly premiums. The above is only a sample. Actual benefits, costs and premiums are yet to be disclosed. Next week I will provide some sample monthly premiums. Harry P. Giving from grandfather's wealth David Ramsey Courier Columnist Dear Dave, My grandfather died about a month ago, and I recently learned that in his will he distributed his money unevenly Ramsey between his children and grandchildren. I received significantly more than other members of the family, but I make $140,000 a year. I'd like to give them some of my inheritance to even things out. How would you approach this? Kate Dear Kate, You're obviously unselfish and have a really good heart. But honestly, it was your grandfather's decision and his money to do with as he pleased. It wouldn't be wrong or greedy to simply keep what you have without worrying about it a second longer. If some of your relatives are having financial troubles and you feel that making a gift of a portion of your inheritance will help, you can do that. With your income, it's probably not going to change your life in a big way. My advice would be to look at your relatives and their situations objectively and see if something like this would really be a blessing. Then, if your heart and your head still tell you it's a good thing, do it. - Dave
Dear Dave, My father co-signed for my niece's student loans, and recently he passed away. My mom didn't sign for the loans, but would she be held responsible now? Denise Dear Denise, I'm really sorry to hear about your dad. But no, your mom is not on the hook for the loans. Your dad's estate could be held responsible though. When you die, what you own stands good for what you owe. So anything he owned-perhaps his and your mother's home-would have to stand good for it. This means that while your mom isn't liable, the student loan would have to be cleared as if it were a normal debt in order for your mom to keep, free and clear, any of the stuff your dad owned. There's another possibility also. Federally insured student loans do not count against your estate when you die. If you pass away or become permanently disabled, the loan is forgiven. I believe that's true for cosigners as well, but make sure you check into the situation carefully. Now she has doubled the space and offers ten classes. Ussery is a family gal. She is the type of person that will always greet you with a smile and hug. She is kind and generous with her time. She gives all her energy. She said that it's because she loves to be healthy and have fun. The support and encouragement of her friends is what keeps her going. "It's not about money, it's about feeling good." Keeping on top of the latest songs and choreography is always on her list. Monday and Wednesday is "Zumba Atomic" class for kids. They absolutely love it and its so much fun to watch. They play games and learn choreography together.

After her first year in the US, Vitaliia injured her back and took up Belly Dancing to help her heal. She liked it so much she went to Turkey to study with an authentic Belly Dance instructor. "In the future I look forward to performing on the big stage. I love to perform," Ussery said. She is always looking for a place to dance, be it Line Dancing or Belly Dancing she'll be there teaching the crowd how it's done and having a blast. She does not worry about people looking at her funny because with some confidence, a wink and a smile they will love it even if it's not their cup of tea. Like her name suggests. Vitaliia means "Life" in Latin. Her favorite color is bright green the color of the heart chakra and seems like she has a lot of heart. Classes available are: Belly Dancing, Zumba, Zumba Gold, Aqua Zumba, Zumba Atomic, Pilates, Yoga Stretch, Body Burn, Group Spinning, Line Dancing and Take it Off.
