All the disasters happening around the nation, earthquakes, floods, hurricanes and the like, should be a reminder that it is never too late here in the Kern River Valley to be prepared for a disaster. Locally we are subject to forest fires, earthquakes, flash flooding, lightning strikes, and the possibility of a dam rupture or catastrophic break. In addition we are in a rural environment. Outside assistance from close by sources like Bakersfield or Ridgecrest may not be available if greater Kern County were involved in such a disaster. These communities would be assisting their own needs. We would need to take care of our own needs. How can we do this and what is available locally? Be Prepared. First, there several agencies already prepared to assist in case of a local disaster, we have local Law Enforcement, Fire responders, CARE Ambulance, our hospital and clinics. Additionally you will have local assistance agen-

Richard Rowe Special to the Courier On Thursday, Sept. 22, Kern County’s Planning Commission considered the 140page Revised 2011 Kern County Zoning Ordinance Amendments (see http://goo.gl/1BjOq), most of which were approved and will be considered by the Board of Supervisors sometime in November. No changes in zoning district classification (like A, M or R) affecting public or private property were proposed. Every year or two, Planning Department staff brings recommended changes to the Planning Commission and then on to the Board of Supervisors to keep zoning regulations contemporary as well as to smooth out kinks and streamline the process. In 2006, at the urging of Kern Valley residents, the Board of Supervisors asked staff to prepare a draft “Dark Skies” chapter to the Zoning Ordinance that would, over time, reduce unnecessary night lighting and minimize lighting impacts on surrounding properties. It was included in the approved zoning changes to be sent to the Board of Supervisors for consideration. Over the last two years, several Public workshops have been held in Bakersfield, Ridgecrest, Mojave, Taft, Frazier Park and Lake Isabella to review the recommended changes and, where appropriate, the recom-

Kern County Fair closes Sunday The Kern County Fair ends its 12 day run this weekend on Sunday, Oct. 2. The shows and entertainment closing out the fair this year include rising country star Kellie Pickler who will perform in concert on Saturday, Oct. 1. Since bursting onto the country scene with the 5th season of American Idol in 2005, she released her first album in 2006 and it was certified “Gold” in just three months, yielding three top-15 singles on the country charts. She continues to shine in the country music field. Grammy-award winner Mariachi Los Camperos de Nati Cano will take the stage on the final day of the Kern County Fair on Sunday, Oct. 2. The nine-member group has been dubbed the world’s premier mariachi band and is led by USA Rockefeller fellow, Natividad Cano. Special guest Hector Dominquez will be joining them for this memorable event. Also Sunday is the annual Fiesta Rodeo. The event will begin at 6 p.m. in the grandstand and features roping, bull riding and other events of a traditional Mexican rodeo.

Changes include many things: • provisions allowing Community Gardens; • new water-efficient landscaping requirements for multi-family residential, commercial and industrial uses; • eliminating the acreage limitation for solar energy electrical generators when accessory to a permitted use and where the power generated does not exceed the total on-site demand in the A (Exclusive Agriculture), M-2 (Medium Industrial), M-3 (Heavy Industrial), and NR (Natural Resource) Districts. This would let a cotton gin or factory have more than one acre in solar panels to power those uses (no impact for single family homes). All the proposed animal-related zoning changes were withdrawn after a number of dog and cat owners strongly protested. The intent was to streamline the Planning Department’s regulations and make them more in line with those of the Animal Control Department. This was intended to ease the process to make it less of a burden on those seeking permits. Things I Have Noticed...

Many can, but I can’t Rod Middleworth Kern River Courier Columnist I’m living a pretty full life. I’m doing things I want, having a few close calls, but by and large having a good run knowing there are still some good years Middleworth ahead. However, there are a few things I want to do, but can’t. For some reason I hit a barrier when I try to do, for me, the undoable. For instance, I can’t whistle. Oh yes, I can get off an anemic tweet when I purse my lips and blow. But, to whistle like folks do at sporting events by sticking their fingers in their mouth and give a piercing “Twwwwwwwirp,” is beyond me. Oh, I’ve tried. But nothing comes out but a weak and ineffective “whirp.” As a result I never feel the thrill of sport whistling at athletic events. I’ve also tasted defeat when fishing with my son-in-law, Dave. For example we were trolling on the Delta a while back and he was getting bites, and hauling in fish while I sat there without a nibble. We changed places and still I caught zip. We compared bait, hooks, sinkers and set up and they were identical. Fishing from my old spot,

Dave got bites and hauled fish, while I got nada. We traded poles and he immediately caught a 5-pound striper while I continued to wait for my first bite. It’s that way whenever I fish with him. He catches the fish and he lets me release.. Swimming is another “can’t.” I try to drown-proof myself by staying in the shallow end of the pool. I’ve noticed that I have no natural buoyancy. When I enter the water I sink like a rock. Rocks don't swim, and neither do I. Another “can’t,” occuring when I’m hiking, is knowing which direction is North. If it’s cloudy, I’m toast. I could get lost forever. I have to hike with those who know direction, because I don’t. Using a compass is an exercise in futility. I’m usually off by several degrees. Folks get lost if they depend on me. So they don’t because I can’t. There are other “cant’s” like cooking, skiing, roller skating and bike riding. Yes, I still try to ride a bike, but find it hard to swing my arthritic legs over the cross bar and not end up on the asphalt. But luckily, when I sit back and take stock, I find thatmy life has a lot more “cans”' than “cant’s” and I can live with that! Dialysis analysis The Kern River Valley is in need of a dialysis center. We have people driving to Bakersfield three times a week to get dialysis. When the canyon is closed because of a rock slide, this puts people's lives in jeopardy. What we need is some of our county, state and federal elected officials to start helping our people in the Kern Valley. Some of us are veterans who have servicerelated disabilities. If you are on dialysis or going on dialysis please call your elected officials to get a dialysis center set up in the Kern Valley. I will be at the Senior Center at 7 p.m. every Wednesday for the dance. Please stop by and let me know if you are on dialysis or going on dialysis. The night the lights went out in Bodfish Recently, thunderstorms rolled through our neighborhood and a huge oak tree came down on some power lines, creating a power outage for a large area around us. We lost power for about five hours. We were scrambling around in the darkness, looking for matches, candles, flashlights, etc. We looked outside and noticed our solar lights shining brightly all around our patio, stairs, and deck. They were beautiful. Pat walked outside and brought several of the solar lights inside. We stuck the solar light pipes into plastic drink bottles containers and they made the nicest, brightest, safest lighting you could ever imagine. We put one in every room. There was plenty of light. There are all types of solar lights available. We put them all around our yard. They look nice and they do not attract flying bugs like the outdoor lights around our doorway. The lights we have fit into the small (20oz) water bottles and they also fit into most of the larger liter bottles. If you need a weight in the plastic bottle to keep them from tipping over, you can put a few of the flat marbles that they put in aquariums, and vases. (You can also use sand, aquarium gravel, etc.). The next day, you just take your solar lights back outside and they will instantly recharge and be ready for you to use again any time you need them. Perfect for power outages, hurricanes, etc. Even if you have solar panels on the roof, power goes out, you go out. Be prepared! Jack Robson Bodfish

Recipes for Dummies by Bodfish Bob Bodfish Bob’s Zucchini Chocolate Cake 1/2 cup butter 1/2 cup cooking oil 1 3/4 cups sugar 2 eggs 2 cups grated, unpared zucchini 2 1/2 cups flour 1/4 cup baking cocoa 1 tsp. baking soda 1/2 tsp. salt 1/2 cup sour milk or buttermilk 1 tsp. vanilla 3/4 cups chocolate chips 3/4 cups nuts, chopped

Bodfish Bob’s Barbecued Spam Sandwiches 1 12 oz. can Spam 1 1/2 cups barbecue sauce 1 cup prepared coleslaw 1 loaf French bread, cut into 4, split and toasted Slice the lunch meat into thin slices. Combine the sliced lunch meat and barbecue sauce in a large skillet over medium heat. Cook until heated through. Spoon meat and sauce onto the bottom halves of the toasted bread. Top with coleslaw, and then the other half of the piece of bread.

Mix together the flour, cocoa, baking soda and salt. Set aside. Cream in bowl with an electric mixer: the butter, oil and sugar. Beat in eggs. Add vanilla and beat in. Add flour mixture and milk alternately to creamed mixture, beating well after each addition. Pour into greased and floured 9 x 13inch baking pan. Top with chocolate chips and chopped nuts. Bake about 50 minutes at 325 degrees, or until inserted toothpick comes out clean. Cool and serve. This does not need a frosting. It’s very moist and delicious. On the Fin side, work finally began at the Kern River Hatchery this week on the basic infra-structure for the flow of water needed to spawn and raise the Kern River Rainbow as Mencarini well as other important projects that the updated hatchery will perform in the coming years. This piping project is only the first phase of the renovation albeit it is important, we must be reminded that the state bureaucracy is a slow machine, and the hatchery is moving down a long road, but we will take what they are doing with a smile. It seems to me this project is taking a very long time in getting going. It is imperative that the County of Kern finalize the lease agreement with D.F.G. This simple act is the major road block in the drilling of the wells needed for the back-up water used for the spawning and raising the native Kern River rainbow. Time is also critical for this grass root project, because the Heritage Trout program has mandated Fish and Game to raise and distribute 25% of there production in native trout (heritage). Should the hatchery lawsuit and subsequent

environmental impact report program change their minds, the future of our hatchery could be in doubt. There is in excess of $120,000 in grants that are earmarked for this project and available on demand that is not being utilized. I have to apologize for a limited fishing report this week but I have been very busy trying to finish up some projects and helping the hatchery with some new ones. With the Upper River flowing around the mid 400's and much clearer fishing should be as good as it can get, with feisty rainbows from the cemetery to Brush Creek, from Lloyd Meadow to Upper Peppermint there should be plenty of fish for everyone. The Lower River is experiencing its annual agricultural water demand so the flows are usually higher but fishing should still be good at the regular spots like, Sandy Flats, Delonegha, Democrat, and the Richbars. My best guess is that the catfish bite is probably still hot and should remain so for awhile. Clams and shad work well. On the Feather side, Upland game bird season opens Oct. 15th. Neukirchner’s celebrate 70 years Ed and Loretta Neukirchner were honored at the First Baptist Church in Lake Isabella on Sunday, Sept. 25 for their 70th wedding anniversary. The Neukirchners were married Sept. 13, 1941 in Yuma, AZ. In their early married years they lived in the Los Angeles area, and moved to the Kern River Valley in 1986. They have enjoyed the Valley by attending First Baptist and being a part of the Dam Dancers. Ed is a World War II veteran and enjoys the weekly men's Bible study at First Baptist and Loretta is active in the American Baptist Women and the Valley Quilting Guild.

They have two children, Sandy Orrell of Wofford Heights and Jim Neukirchner of Kernville. Ed and Loretta continue to live in their dream home that they built in Wofford Heights. “It’s unusual in this day and age to find people who have been married this long, but we are grateful to be a part,” Pastor Gerry Goodman said. “Words cannot express how we feel about our friends. Thank you so much.” Ed said, and then promised: “On our 100th anniversary we will be in heaven and I’ll have a crown and a robe and we will square dance all over.”

Duitsman Perhaps it is in the mystery that a key to life is found. Were every experience perfectly understood, the quest would be undone, and zest for living would be diminished possibly to a point of boredom. It is looking at a mountain range that stands majestically in our way, and wondering, “what lies on the other side,” that brings with it a sense that everything cannot and should not be known. Mystery is exactly what life is, and when seen as blessing, brings with it a keen perception that it is a wonderful life when all is said and done. King Solomon’s ventures into wisdom’s rarified altitudes brings this statement to startling poignancy: There are three things which are too wonderful for me, Yea, four which I know not the way of an eagle in the air; The way of a serpent upon a rock;

The way of a ship in the midst of the sea; And the way of a man with a maiden. - Proverbs 30:18-19 Notice the mystery aspect of Solomon’s words, and then fast forward to the last item mentioned on the list: “The way of a man with a maid.” For all the eternal march of love experienced in humanity’s history, there is just as much mystery surrounding the marital union between a man and a woman as there has ever been. And beloved, such will always be the case in that the heart of the Father is expressed in these mysterious bonds that tie hearts together. To limit love’s expression to what could be understood and explained would be to take the wings away from the eagle with the idea the great bird would be better served as a result. At the heart of love is the amazing reality that its depths, though familiar, will never be fully ours, nor if they were would it make love the better for it. As the love of God is fathomless in its ability to be explored and experienced to the full, so the sense of hearts binding together cannot and should not ever be limited to what has been experienced. In filtering our present experience, let’s unleash the romantic within us all to let go and be embraced by a love we will never fully fathom, nor which we can ever fully experience.

What health problems are caused as a result of an overactive gland? -- M.M. ANSWER: The thyroid gland, located in the neck, produces thyroid hormone, a hormone with many functions. At young ages, it fosters growth. It enhances brain activity. It's involved with the metabolism of carbohydrates and fats. It keeps body weight on the lean side. It prevents the heart from slowing down. It's involved with the production of body heat. It keeps cell chemistry perking along at the optimum rate. Hyperthyroidism, an overactive gland, pushes all the above functions into overdrive. People lose weight in spite of eating more food. The heart races even when people are at rest. Hands tend to shake. At a room temperature comfortable for most, affected people feel hot. The eyes often bulge. Menstrual periods are thrown off their normal cycle. I don't know of a way to treat the gland reliably without resorting to medicines or surgery.

Medicines for hyperthyroidism are methimazole or PTU. The medicine chosen is taken for six months to two years and then stopped. If a person relapses, the medicine has to be restarted. Radioactive iodine is another treatment. When people hear the word "radioactive," they cringe. In the decades of its use, radioactive iodine hasn't been responsible for cancer. The iodine makes a beeline to the gland and puts it out of commission. It's similar to having surgery without a scalpel. Surgical removal of all or part of the gland is the third option for this condition. The booklet on the thyroid gland explains both an overactive and underactive gland. These agencies are ready to open an emergency shelter or shelters, to keep track of missing persons, provide medical treatment, feed those in or out of a shelter, provide clothing and spiritual comfort. These operations may be sustained for about 30 days without outside resupply. So, what can you do? First you need to make a family plan, in an emergency. This is what to do if the family is together at the time of the emergency or if you are in different locations. How do you find each other, where do you meet. What food, medical supplies, prescription medication, water, and food for pets do you have on hand. How many days of these supplies do you have, or should you have? If you are like me I needed a source where I could get the information I needed.

One good source where you can get the information is READY.GOV a FEMA website where every piece of information anyone could need is available. Simply go to READY.GOV on the internet. Here you can get planner forms to assist you with your family plan plus valuable information on just about everything you may need to have on hand. Second the Salvation Army, CERT and The American Red Cross can provide localized information. Each of these agencies are manned by local volunteers. You can step up, become a volunteer and be a valuable help in time of emergency. The Salvation Army is providing the family planning forms free to anyone who comes in at 6105 Lake Isabella Blvd. any Monday through Wednesday, from 9 am to 2 pm.
