Boat docks to get make-over
Funding has been approved to repair and restore the boat docks at Isabella Lake, the Forest Service announced Wednesday. The work will take place next year. Planned is the replacement of the boarding floats and gangway facilities at Launch 19, Old Isabella Road Recreation Area, South Fork Recreation Area, Camp 9 and Tillie Creek Day Use Area. There will be new hardware and anchoring systems. The improvements were proposed by the Forest Service, which manages the boat launches around the lake, and funded by the California Dept. of Boating and Waterways. The new funding is in the amount of $470,000. The money came from vessel registration fees, boating fuel tax dollars and boating facility construction loan payments, said the Forest Service. The Forest Service's local district ranger, Rick Larson, said, that the funding and work will help the Forest Service in that they won't have to spend time and money constantly repairing the existing docks due to wind, waves and fluctuating water levels. Cody Norris of the Forest Service said that officials from DBW visited the reservoir last year as part of the grant application process and they agreed the docks were worn, outdated, and in need of repair. Tehachapi’s Canyon Fire as viewed Sunday at sunset from hwy 395 over the Mojave Desert.
Willows Fire reported 70% contained U.S. Forest Service Special to the Courier The Willows Fire began about 18 miles up river from Kernville (about 2 miles past Fairview). On the opposite side of the river from Limestone campground which makes getting fire crews and equipment to the fire difficult. Some crews were shuttling to fire area by rafts but terrain is steep and rocky so, as of Tuesday, helicopters began transporting firefighters to the landing zones. The firefighters refer to this type of suppression as an "air show" - terminology for an area that is hard to reach by ground either by location or existing natural features - such as the Kern River - areas in which only aircraft can provide immediate access. The Kernville Helibase kept busy all day Monday as three helicopters dropped water on the fire. The Porterville Air
Tanker Base was equally busy as two Air Tankers assisted with retardant drops. Willows fire was reported Sunday evening, September 4, 2011 at 10:00 p.m. Latest report has the fire 70% contained with 306 acres burned. The fire is in extremely steep terrain burning brush and scattered timber. With the Lion fire still active, the Willows fire adds to the morning smoke the valley has endured for the past weeks. Unlike the "managed" Lion Fire, incident commanders plan to suppress the Willows fire quickly to alleviate much of the bad air conditions affecting residents. To expedite firefighting equipment and crew movement safely, traffic is limited to one lane with traffic control in place along the Kern River's, Mtn. 99. Two hundred personnel are assigned to the Willows fire at this time and law enforcement is investigating the cause.

Michael Batelaan Kern River Courier Abigaile Payne, Kern Valley High School freshman, is hoping to make some dough selling cookies for the high school choir fund raiser. The money raised will go towards field trips and events that the choir would like to attend this year. Abigaile, age 14, has lived in the Kern Valley since the second grade and fromLakeland Estates in Lake Isabella. For Abigaile the cookie dough sales have a special meaning as she hopes to break the national record of 701 cookie dough buckets sold to win the $1700 grand prize. She only had about 24 buckets sold at the beginning of this week. She’d like to be able to buy herself braces with her winnings. There are nearly a dozen varieties of cookie dough and the buckets sell for $15 each. Abigaile plans to be at the door of Vons daily after school to sell her dough, or call Kern Valley High School to contact her and to truly bring about a smile.

Things I Have Noticed...
Worry is my middle name Rod Middleworth Kern River Courier Columnist It all started long ago when I was 6 or 7 years old. At that time I was living with my grandparents, who wanted me to call them Nonna and Dodda. Nonna was alway worrying about something. She would Middleworth often make a statement about how worried she was because it might be snowing so hard we couldn't go to town, or did we have enough fuel oil until a delivery truck could get to our cabin. She would worry about what she was wearing or if the front door lock was strong enough to keep burglars out. There was worry about me catching a cold and worry about the war (WWII) and she'd worry about whether we had enough gas coupons for errands.. Dodda only worried that Nonna was worrying too much about nothing, and even at my young age I worried that I would never understand worrying. With this background, is it any wonder that I am a mass of worry, mostly about things that never happen, and things that happened but made no difference? I worry about driving in the
canyon, worry about getting fat, worry about my 48-month battery in my truck which is already 18 months past its guaranteed life. Should I just get a new one now, or wait for it to go kaput? And when it quits, where will I be when it happens? Will I be in the canyon waiting for help while I worry about rocks falling on my car and me? Lately I worry about my tomatoes which are puny and scarce. Will they recover, and what can I do to help them? I worry about the pills I take. Do I have to take them for the rest of my life, and what happens if I forget to take them? I worry about my septic tank. It's 28 years old and the septic guy says it's working fine. But I still worry about tree roots clogging up the leach lines and I worry on holidays about visitors that take long showers, putting a strain on the system. Lately I worry about the hot weather and whether our two coolers will last out the year. I worry about ground squirrels digging up our yard and if I'll get in trouble for catching and transporting them far away (Garlock?). To summarize, I think it's safe to say that my biggest worry is whether I am worrying too much about worrying. Kike Mencarini Kern River Courier Columnist One of the major jewels of the Kern River Valley crown is the California Fish and Game Hatchery/ Planting Base located one mile upstream from the town of Mencarini Kernville. A local sportsman founded the base in 1928 with the intent to enhance the local trout waters. After handing it over to Fish and Game in 1929, it was expanded and by the mid 1970's and it became one of California's largest with annual stocking of 250,000 or more rainbow trout each year in our local waters. So you could be wondering, now that we are nearing the end of 2011, what have they done for us lately? Besides being an integral part of the local economy, it maintains our High Country streams and creeks. The Upper and Lower Kern River and supplements Lake Isabella with thousands of rainbow trout for the angler's year round fishing itch. This covers the basic Fish and Game requirements, but I think it is time to give the staff of the Kern River Hatchery the attaboys they so deserve. Marvin Waters, Danny Zide, and Bret Tidwell, and the volunteers who help, have a program separate from the regular catchable fish program called the Trophy Trout Program. These are fish that are raised for a longer time period and weigh from 3 to 6 pounds and released in a timely way to keep all of our fishing guests happy through most of the summer. Having been a volunteer for
many years has given me the opportunity to work around these beautiful fish. You have to
get in the ponds with them and crowd them so they can be hand loaded into the truck. I can tell you that when you bump into one of them you can really feel their strength. Without the Hatchery staff's dedication and professional work ethic, the quality of fishing in our local waters would not be at the level it is now. I seldom hear anyone acknowledge their efforts, despite all of their hard work and dedication.

Kern River Valley information Emergencies This picture shows Marvin Waters and Danny Zide trying to hold and pose a couple of trophies that were stocked in the last section of the Upper Kern just prior to the Labor Day weekend. The last section starts at the diversion dam. These are men who work very hard to make your fishing experience one to remember. They are not just employees but they are members of the same community as we are. So take some time and visit the Hatchery and check out those trophy trout in pond A-1, and if you see any of the guys milling around stop and say hello. When getting a mortgage, the best way to go about it is to get a couple of quotes and compare them. And get one from a mortgage broker and another from a mortgage banker. Big difference between the two. If you go in person say to Bank of America, they only do retail loans out of their own branches now lending their own money, that is a mortgage Banker. A mortgage broker is also known as a loan originator. They have contracts with multiple banks, often hundreds of lenders that they can compare and contrast interest rates with to find the best deal for the consumer. They do not lend their own money but find the best bank to lend you the money to best fit your needs. With all of the recent economic instability that we have had and the talk of a new recession the Federal Reserve has decided to keep interest rates very low for the next 2 years. While this is not a sign of a good economy, it is a sign of a great mortgage interest rate market. Rates can change depending on what your needs are as a homebuyer as well, more on that next week. Ever get those annoying e-mails or phone calls that promise you the lowest interest rate ever if you refinance your home or for a new home purchase. Or the ads currently running for several banks that promise a "no fee" re-fi? The mortgage industry is highly competitive, almost to the point of absurdity. Freeman There is also a lot of fraud in the mortgage industry, hence so much government regulation. Recently in particular a lot of that has come to light so I wanted to clear up a few things about what usually gets people into a bad loan or situation in the first place, interest rate. Interest rate is usually the end all be all for a mortgage buyer, whoever gives the lowest gets the deal. Not a good way buy a home or do a re-finance. First of all in many ways it is a myth that one bank has a lower rate than another because all interest is based off of the ups and downs of the bond market and in the case of re-fi's a select list of economic indexes. Every bank basically starts out at par, the difference in rate is due to each banks own unique fees, costs and policies.

Shingles vaccine advised Paul C. Donohue, M.D. Syndicated columnist Dear Dr. Donohue: I am a 59-year-old female who had a severe case of chickenpox as a child. It has been recommended that I get a shingles vaccination after my 60th birthday. However, my husband never had chickenpox, and I have a 1-month-old granddaughter. Are my husband and granddaughter at risk for becoming infected when I get the vaccine? -- J.Z. Answer: The shingles vaccine Zostavax contains live but weakened virus. Transmission of the vaccine virus from someone who just received it is theoretically possible, but actually is a rare event. Your husband's chances of catching the vaccine virus are close to zero. Although your husband says he never had chickenpox, 99 percent of adults bear evidence in their blood that they did have childhood chickenpox. Many of these people have no recollection of being sick. That might be because the infection was so mild that they never knew they were infected. Furthermore, all adults, whether they remember they had chickenpox or not, are urged to have the vaccine after their 60th birthday. Your husband can get the shot along with you. As far as your 1-month-old grandchild goes, her chance of catching the virus from a recently immunized person is small. However, you can eliminate the risk completely by waiting to have your immunization until your granddaughter gets her chickenpox immunization at 12 months; you don't have to be immunized on the day you turn 60. Or you can be immunized before your granddaughter gets her chickenpox vac-
cine, and then wait to hold her and care for her for two or three weeks after you have the shot. Dear Dr. Donohue: I am a 78-year-old woman with a torn rotator cuff and arthritis in my left shoulder. My doctor says nothing can be done short of a complete shoulder replacement. Is this true? Should I get a second opinion? -- E.W. Answer: The rotator cuff is a "cuff" (much like shirt cuff) of four tendons that arise from four back muscles. Those tendons swing around the shoulder joint to hold it in place. Small rotator-cuff tears heal on their own. Large tears require surgical correction. Some tears call for shoulder joint replacement, especially when the joint itself is arthritic. More than 23,000 Americans will have their shoulder joints replaced this year. Almost all will have gratifying results. They'll be able to move their shoulder without pain. The shoulder has an excellent blood supply, so healing this joint is much faster than healing a knee or hip replacement. Furthermore, the shoulder, unlike the knee or hip, doesn't have to support body weight, another point in its favor. A second opinion is always worthwhile. If the second doctor agrees that you need a new joint, I say go for it. Dr. Donohue regrets that he is unable to answer individual letters, but he will incorporate them in his column whenever possible.
