Wikipedia Courier Buzz N a t i o n a l Procrastination Week is a national holiday devoted to procrastination and putting-off important tasks. It is an annual event that takes place during the first two weeks of March, but, in spirit of the holiday, the specific dates change annually. In 2017 it is March 5 through 11. There are several expressed goals for the week. The first is to celebrate the act of procrastinating by leaving necessary tasks to be done at a later time. There are, however, other purposes for the holiday. One claim is that the week of putting-off provides a mental and emotional break causing a decrease in stress and anxiety. However the holiday does not advocate sloth and inaction. Instead it places emphasis on accomplishing tasks and leisurely activities that could not be accomplished while one had other responsibilities. These may include reading, cooking, cleaning, and exercising. There is a significant amount of opposition to and disagreement with the holiday. Mostly, those against the holiday state that the week promotes negative and selfdestructive behavior. One article expressed "we could even add a week for problem drinkers as well. In fact, I'm sure we could find something for at least one week a month to celebrate all the flavors of our selfregulation failure". Many claim that even in a week, procrastination can develop into a difficult-tochange habit. The opposition claims that through procrastination, one harms all aspects of their lives, at work and home.

Mother Nature approves of the new and improved Fishing Derby Michael Batelaan Courier Update On February 8, Lake Isabella surpassed a level not seen since September 18, 2011 according to Bakersfield news outlets. The lake's water levels went up about 30,000 acre feet the first three days of that week sparked by the numerous atmospheric river events in January and the storms in early February. The lake's levels are now above 325,000 acre feet. Nature must have smiled upon the improvements made to this year's Derby. The 28th annual Isabella Lake Fishing Derby will take place Saturday, Sunday and Monday April 8, 9 and 10. The Derby promises to be bigger and better
this year. And the water is promising to be bigger and better along with it. 2,000 lbs of fish that averaged five fish per pound at about 6 inches average length are being fed and raised to full size by volunteers for release for the Derby. In addition to these fish, 5,000 lbs of trophy sized Nebraska Tail Walkers will be delivered in April. Nebraska Tail Walkers are farm raised to become well muscled Rainbow Trout. They are of the finest
quality Rainbow Trout. They are called "tail walkers" because they have their own unique dance as you reel them in. They give a fight while an angler is trying to reel them in, giving the angler an adrenaline rush never experienced with other trout. The 2017 Derby is new and improved and registration is now open. Everyone who registers by March 20 will be entered for a chance to win $500. Proposed parcel tax lowered Michael Batelaan Courier Just in Kern Valley Healthcare District CEO announced that the KVHD board of directors has proposed to cut the reported $138 per year parcel tax for hospital improvements to an estimated $132, and now down to $98 per year per parcel. He said that the District made this modification in response to the surveys and town hall meetings that have been conducted around the Kern River Valley. The Hospital is being mandated to upgrade its

facilities to meet earthquake standards but the state and federal governments will not be assisting financially. The June 6 ballot measure is drafted to read as follows: "To maintain local access to advanced, lifesaving emergency medical care at Kern Valley Hospital for victims of accidents, heart attacks, strokes and other medical emergencies; keep medical equipment, technology and hospital facilities up-to-date; expand the Emergency Room; and attract and retain quali-

fied doctors and medical specialists; shall Kern Valley Healthcare District establish a parcel tax of $98 per year, with independent citizens' oversight, mandatory audits, no money for hospital salaries, and all funds dedicated to improving Kern Valley Hospital?" If the ballot measure fails, and the property tax is not approved, many are concerned that Kern Valley Hospital will not be able to operate after 2030, due to earthquake regulations. The measure requires 66 percent plus one vote in favor to pass.

Hospital Foundation holds annual walk for purchase of new van Michael Batelaan Courier All about it The weather cooperated Saturday for the well attended 19th Annual Jeanette RogersErickson Heart Walk. The Heart Walk that is held by the Hospital Foundation plans to use the funds earned at this year's Heart Walk to purchase a new van for the hospital that can accommodate wheelchairs along with seated passengers to transport residents from the hospitals Skilled Nursing Center on outings. The walk was opened with the colors presented on horseback carried by Stacy Vanrensselaer and Kristen Mullen. Kern Valley High School student Revel Marshall sang the National Anthem and Sheriff Donny Youngblood led the Pledge of Allegiance. Community members Marlene Rock, Ed Bundy, Dave Jones, Jack Scott, John Hanley, Catherine Madden and Charlie Erickson were remembered and the walk was started by newly elected Whiskey Flat Mayor Sarsaparilla Sue, aka Susie Seeger. Burglary and vandalism in Wofford Heights area On Wednesday, deputies from the Kern County Sheriff's Office Kern Valley Substation arrested three juveniles for numerous felonies related to the arson investigation on Evans Road, the shooting at the Wofford Heights Movie Theater, and numerous burglaries and vandalisms that have occurred in the Wofford Heights area. Deputies arrested one 13 year old male and two 14 year old males for charges including arson, multiple counts of burglary, multiple counts of felony vandalism, and the illegal discharge of a weapon. These arrests were made after a lengthy investigation conducted by deputies from the Kern Valley Substation. During the investigation multiple items of evidence and stolen property were recovered. The investigation is ongoing and deputies anticipate additional charges. Deputies are attempting to identify additional victims in the area. If anyone has information on this investigation they are asked to call the Kern Valley Substation at 760-549-2100, the Sheriff's Office at 661-861-3110, or Secret Witness at 661-3224040.
Rescue operation in Greenhorn Mountains On 2/28/17 at around 8:00 pm the Kern County Sheriff's Office received a 911 call from a subject who stated he and his wife were lost in the mountains somewhere between Hwy 178 and Rancheria Rd. The 65 year old man and his 68 year old wife became lost after getting their vehicle stuck in the mud and leaving it on foot hours earlier. They had no food, water, warm clothing, or a flashlight, and the temperatures had dipped into the high 20's. Volunteers from the Kern County Sheriff's Office Bakersfield and Kern Valley Search and Rescue groups responded and began a ground search for the victims. Due to the deteriorating conditions and the ages of the victims, the Kern County Fire Department rescue helicopter was requested to assist with the search. The helicopter crew located the victims and effected a hoist rescue of both victims. Due to their prolonged exposure to the cold, the victims were flown to an awaiting ground ambulance and transported to a local hospital for treatment.

Recyclemania E-Waste Drive at CSUB Saturday Do you have old electronics lying around the house that you'd like to get rid of? Associated Students, Inc. (ASI) at California State University, Bakersfield (CSUB) is partnering with Alianza Recycling and Metro Shredding to host an E-Waste Drive on Saturday, March 4 from 9 a.m. to 1 p.m. on the CSUB campus. The event will allow members of the greater Bakersfield area to drop off their old digital and electronic items and allow them access to FREE paper shredding at the empty lot location near the Camino Media entrance. Attendees will turn at the large green flags with the words "recycle here" written on them, and follow the green directional signs to the entrance of the lot. Items suitable for drop-off, include: old televisions (no limit on quantity or size); cell phones; flat screens; DVDs; game consoles; printers; and household appliances. Items that will not be accepted are: large appliances; light bulbs; fluorescent tubes; and alkaline batteries.

Last weekend was the Academy Awards and due to a giant miscalculation the wrong best picture award was announced and two minutes later the Middleworth right picture was announced. Confusion abounded as someone kept running around the stage hollering "Moonlight" is the winner. I've never seen either picture but what that did was kick my memory into gear about the La La Land that I lived in. Let me tell you about the Los Angeles basin that I remember. These snippets of memory are not in order but they are thoughts that might give you an idea of the things I saw and did during those years. One thing that comes to mind was the fact that we used to go to the real Mel's Drive-In (the perfect place to get a Coke or a hamburger), which was often the base from which we would go to all parts of the Los Angeles basin. Sometimes we would search the 'search lights'. A group of us would pile in a car and head for the searchlights which criss-crossed the sky. These lights were huge war surplus lights that were powerful and were used as advertisement to draw people into places like, the Academy Awards, New Car showings, Restaurants and any of the Grand Openings throughout the Los Angeles area. Many times we would get our gas at a well lit station which featured

pretty young girls on skates. They would skate to your gas pump, reset it to zero and then come back later after you signaled you were through, take your money and skate away. As teenagers oftentimes we would get a dollar's worth of gas just to check out the girls who might be working that night. It was during this time that I got my first half way decent car, a 40' Ford. My best friend and I had followed a searchlight to a used car lot that had two Fords sitting side by side. One for my buddy Rich, and one for me. Shortly after graduation I struck out on my own and found a boarding house with reasonable prices for a room, $20 a week, which included breakfast and dinner. The landlady was Gramma Gunderson (no relation) and she spent a lot of time visiting the various grocery stores where she would find bargains to use as she cooked dinners. One day I heard a lot of noise three or four houses south of us, I went down and looked through the huge fence and there was some large equipment digging, smoothing and concreting. It was the beginning of construction for the Santa Ana Freeway! The neighborhood was never the same. La La Land had lots of beaches, orange groves, amusement parks, pay-as-you-catch fish lakes, places to rent horses and a host of other entertainment. As a father or mother, you can pray that your children will focus on the five purposes of God. God's five purposes for your children are the same as God's five purposes for your life. Jesus prayed for all five purposes in the lives of those he was leading: "I pray for them. I am not praying for the world, but for those you have given me, for they are yours" (John 17:9 NIV). We can pray that our children will live for Christ joyfully: "I say these things while I'm still in the world so that they will have the same joy that I have" (John 17:13b GW). We can pray that our children will
grow strong spiritually: "I'm not asking you to take them out of the world, but to keep them safe from the evil one" (John 17:15 NLT, second edition). We can pray that our children will serve Christ effectively: "Make them ready for your service through your truth; your teaching is truth" (John 17:17 NCV). A matter of choice Ben Richey, Courier Columnist These days you hear a lot about the biological reasons behind what we do. Now that we've developed a greater understanding of genetics, how our Richey biological coding governs much of our lives, everyone wants to pin behavior on something deeper and more ingrained than just choices. In my early 20's I had a friend with a pretty impressive temper. One day, after he exploded, he said "I'm Irish, I can't help it." Several years ago, I read an article blaming marital infidelity on genetics. Without altogether dismissing what our genetic make-up might actually be telling us, it does seem convenient no one ever claims "I don't know why I'm so happy, must be genetics," or "I guess I'm just predisposed to self-control." We seem content to give genetics the lion's share of the blame for poor behavior, and take the credit when we're responding well. While I believe our biological make-up has something to say about predispositions, it has become a convenient scapegoat to let us skirt the consequences of actions that history shows we really can control. I'm convinced many of us are just not great at making the right choice. The first five books of the Old Testament tell us about the calling and collecting of God's chosen people. Those early years were rough! Over and over, God did amazing things so
that Israel promised allegiance to Him. Yet, they continually found themselves chasing other things. I imagine poor Moses was nursing a substantial number of ulcers wandering the wilderness with that crew! Again and again they grumbled about circumstances, blamed God and Moses, gravitated toward other gods, and broke promises. It was almost like they couldn't help it. I'm convinced if those events took place today, someone would say "Look, it's obvious they are predisposed to spiritual infidelity. It's genetic." Once Moses passed away, Joshua took command and they finally acquired the land God promised them. In his powerful farewell statement in Joshua 24:15, he challenged Israel to "Put away the gods that your fathers served… and if its evil in your eyes to serve the Lord, choose this say whom you will serve… as for me and my house, we will serve the Lord." Despite your repetitive failure, you're not chained to a certain response- faithfulness to God is an option. But getting it right meant making a better choice, and by God's grace and empowerment, following through on it. If we are followers of Jesus, we have a powerful ally in the Holy Spirit to overcome even our own sinful proclivities. In our day, we need this kind of challenge to remind us that "predisposed" or "well-rehearsed" does not mean "set in stone." God desires faithfulness, and for most things, that begins in intentionally making a better choice. Ben Richey is the lead pastor of Kernville First Baptist Church.

Ranger District to conduct pile burning operations The Kern River Ranger District is planning to conduct pile burning operations, as weather, and air quality conditions permit, at the following locations: ■ Recreation sites along the Upper Kern River above Kernville (Mountain 99), starting at Fairview Campground and working south towards Kernville. ■ Alder Creek Campground in the Greenhorn Mountains. ■ Along the Shirley Loop Road in the Greenhorn Mountains. ■ Pile burning may also be conducted on several administrative sites. The projects have a planned completion date of April 1.

American oceanographer and explorer David Gallo will be the keynote speaker to kick off the 29th annual Kern County Science Fair March 14 at the Rabobank Convention Center. The annual event is the culmination of months of hard work for hundreds of local 4th through 12th graders who have risen through their school and district ranks for a chance to showcase their science projects and compete at the county Gallo level. For more than 30 years, Gallo has been at the forefront of ocean exploration, participating in and being witness to the development of new technologies and scientific discoveries that shape our view of planet Earth. He has participated in expeditions to all of the world's oceans and was one of the first scientists to use a combination of robots and submarines to explore the deep sea floor. Gallo feels strongly that instead of taking the oceans for granted we need to recognize the oceans' critical role in providing the air we breathe, the water we drink, and the food we eat. Gallo's keynote address will begin at 9 a.m., before judging of student projects starts at 10 a.m. The public is invited for viewing of student projects from 1 p.m. to 3 p.m. Judging will concentrate on scientific

PICKS OF THE WEEK “Passengers” (PG-13) - On a luxurious spaceship traveling to a distant planet, scores of passengers rest in a 120-year-long hibernation. Then something makes Jim (Chris Pratt) wake up 90 years too early. With the certainty of dying alone, he selfishly wakes up another passenger, a beautiful writer named Aurora (Jennifer Lawrence). A complex dynamic forms, or starts to form, but then an outside threat takes priority and that other stuff gets smoothed over. It's an interesting concept for a sci-fi drama, and the ship seems on course for a while. Bodfish Bob Bodfish Bob’s Shrimp Mold Salad 1 (3 ounce) pkg. lemon Jell-O 1 cup hot water 1 (8 ounce) can tomato sauce 1 tablespoon Worcestershire sauce or seafood sauce Salt to taste 1/4 to 1/2 cup each celery, green pepper and onions 8 ounce cooked shrimp Place shrimp and vegetables in bottom of mold. Add cooled Jell-O. Use some lemon juice and hot sauce to taste.

Strawberry Jell-O 2 cups boiling water 2 package frozen strawberries with juice 8 ounce cream cheese 1 cup sugar 8 ounce Cool Whip 1 1/2 cup crushed pretzels 1/2 cup melted butter 2 tablespoons sugar Dissolve Jell-O in boiling water and add strawberries. Pour into an oiled pan or mold. Let it set for 1 1/2 hours. Then mix the cream cheese, sugar and Cool Whip together and spread it over the Jell-O. Extinction is forever, but you and the California Department of Fish and Wildlife can join forces to prevent it. Help save California's native plant and animal species when you file your state income tax return by making a voluntary contribution to the Rare and Endangered Species Preservation Program and/or the California Sea Otter Fund. Just enter any dollar amount you wish on line 403 for rare and endangered species and on line 410 for southern sea otters. Money donated by California's taxpayers supports programs that benefit these at-risk species. "Taxpayers' donations make more of a positive difference than one might think," CDFW Wildlife Branch Chief T.O. Smith said. "Voluntary contributions also help CDFW acquire federal matching funds, increasing the actions we can take for threatened and endangered species and their habitat." California has 219 species of plants and 83 species of animals listed as rare, threatened or endangered. Money raised through the tax donation program helps pay for essential CDFW research and recovery efforts for these plants and animals, and critical efforts to restore and conserve their habitat. Endangered species face many different threats, such as the unprecedented tree die-off occurring in the Sierra Nevada mountains due to a combination of past forest management practices, warming climate, severe drought and bark beetles capitalizing on the dying trees. Past donations to the RESPP have enabled biologists to analyze data on the Tricolored blackbird (Agelaius tricolor) - North America's most highly colonial land bird - to assess factors that may be affecting the species' ability to survive and reproduce. Ninety-nine percent of the world's Tricolored blackbird population lives within the State of California and statewide surveys have revealed that the species has declined by more than 60 percent in the past decade. CDFW has been working with multiple stakeholders to study the current distribution and status of the Giant garter snake (Thamnophis gigas) - a highly aquatic threatened
species - and to improve habitat suitability and stability in areas hardest hit by the drought. Staff have participated in the California tiger salamander (Ambystoma californiense) Science Advisory Committee's efforts to recover the threatened species, beginning with tackling the issue of how to reduce their hybridization with non-native tiger salamanders. CDFW is in the final stages of completing a conservation strategy for the state-listed Mojave ground squirrel (Xerospermophilus mohavensis), which will guide conservation and research projects to help ensure recovery of the species. With the assistance of biologists from other agencies, CDFW biologists have been monitoring endangered Desert pupfish (Cyprinodon macularius) populations and water quality in natural and artificial habitats. Pupfish have been rescued from natural habitats that have dried during summer months and have been relocated to other areas. Recovery actions have included identification of habitat in need of restoration. The past five drought years have put endangered species at even greater risk as rivers and creeks have been impacted and seasonal and some permanent aquatic habitats dried up. CDFW has documented extremely low numbers and/or reproductive rates for winter-run Chinook Salmon (Oncorhynchus tshawytscha), Delta Smelt (Hypomesus transpacificus), Mohave ground squirrel, Giant kangaroo rat (Dipodomys ingens), Giant garter snake, Santa Cruz long-toed salamander (Ambystoma macrodactylum croceum; drought rescue story on our website), California tiger salamander and Sierra Nevada yellowlegged frog (Rana sierrae), among others. There is no upper limit to voluntary contributions; any dollar amount is welcome. These plants and animals are part of our heritage and need your support to survive and thrive.
