Before members of the Kernersville Board of Aldermen take the plunge and purchase more than 11 acres of land along Harmon Lane from Novant Health, they want to know what citizens think about the opportunity to purchase the land for $1.25 million.
Board members said they have reached an agreement with Novant to purchase the land for approximately $100,000 per acre and have sorted out any and all concerns related to the restrictive covenants, including who has the authority to change those restrictions in the future. In addition, Board members still plan on gifting three acres to the Forsyth County Board of
Commissioners for the construction of the new Kernersville Library. “As long as the LGC (Local Government Commission) agrees to our proposed financing packaging, we will only be financing one of the four tracts of land, which means we will own the other three parcels outright,” See “Land deal” Page 3

Duct tape has a mind of its own. If you don’t carefully hold both ends of a strip as you wait to duct tape your principal to the wall, chances are good the strip will tangle itself up, rendering it useless. That’s what happened to the first piece of duct tape that Dawn Rhymes, president of the PTA at Caleb’s Creek Elementary School (CCES), gave to kindergarten student Kenley Hamma. So, Hamma took great care
with her second piece before successfully using it to help tape Principal Judy Jones to the wall. This was a first for Hamma. “I haven’t really duct taped anybody to the wall,” she said. An informal survey of students revealed that none of the other students had either, which is not surprising, given that duct taping someone to a wall is not something people do every day. Why, you might naturally ask, were they doing it on this particular morning – Friday May 1, to be precise?
When the 850 students at CCES set out with the help of its PTA to raise $20,000 for books, Jones told them they could tape her to the wall if they were successful. Before students were done, they had raised $21,955, thanks to parents, grandparents and other sponsors who made pledges to support students committed to reading for a certain amount of time each day for 10 days. A life of hard work Jo Flinchum celebrates turning 100-years-old By Jennifer Owensby Eminger Lifestyles Editor
Josephine (Jo) Tuttle Flinchum celebrated her 100th birthday on Friday, May 1 with friends and family at Kerner Ridge. Flinchum was born on May 2, 1915 in Stokes County to Samuel Joseph Flinchum and Lola Southern Flinchum and had four brothers, two sisters and one half sister. She said she was named after her father’s first wife, Josie. Flinchum attended Meadow Josephine Tuttle Flinchum School through the ninth grade. “We walked to school and burned down when I was in the back everyday until the school ninth grade,” Flinchum said, not-
ing that she then attended Walnut Cove High School until she graduated. “That was the first time I rode a bus to school.” Flinchum recalled living near a prison camp in Meadows, a small community between Danbury and Walnut Cove. “It was a minimum security prison,” she said. “We had to go outside to (empty our chamber pot) and I was afraid to go out in the woods by myself.” Flinchum recalled the cost of things was different when she was younger. “I remember I wanted to go somewhere and my father gave See “100 years” Page 6

Declan’s Dash 5K and ½ mile Fun Run will be held Saturday, May 9 at Harmon Park to raise money to build a playground in memory of Declan Donoghue. After the passing of their son, Declan Donoghue, Nicole and Rich Donoghue wanted to do something special to honor their son’s legacy. After Declan’s passing in September 2010, they
decided to start Declan’s Foundation five months later in February 2011. The foundation is aimed at keeping Declan’s spirit of play alive by building playgrounds throughout the Triad area. Nicole and Rich have another son, Alex, who is now two-yearsold. Declan was born on May 30, 2008. Nicole said he loved being around people, watching his favorite movies and playing out-
side. However, he suffered many medical ailments, including pneumonia, abnormal bloodwork and unexplained fevers. While his parents and doctors tried everything they could to help him, they weren’t able to save him. Glenn High School Principal Brad Craddock added a sobering program to the message leading up to prom by inviting the Vehicle Injury Prevention for a Very Important Person, an organization that uses accident simulations to get students’ attention. A wrecked BMW, donated to the program by the parents of a young girl killed only months after getting her license, sat outside the school’s cafeteria this week. The U.S. Small Business Administration has named Glenn Flaherty and Tom Robinson, of ERD Ltd., Inc. in Kernersville, the N.C. Exporters of the Year for 2015. ERD is an engineer owned and operated electronic repair company. Oak Ridge Elementary School teacher Karen Brendle has been named the school’s Teacher of the Year. “I love watching the children come in at ground zero and seeing the lightbulb come on as they make the connections and seeing their excitement for learning,” she stated. To help Bodford defray some of the costs of medical treatment, her friends and family are sponsoring the Fat, Happy, and Kinda Dancey Benefit Blowout at the Empourium in Kernersville on May 9. During their Monday night meeting on April 27, the Forsyth County Board of Commissioners unanimously approved providing Herbalife with $150,000 in economic incentives to expand the Los Angeles based company’s new distribution facility off Union Cross Road. In 2010, an earthquake that registered a magnitude of 7.0 devastated Haiti, destroying residences, lives, and families. The THaKO orphanage was prompted by that earthquake to house some of the children who had lost their families during the disaster. Several members of Bunker Hill UMC will be going on the next mission trip to Haiti. Linda Gallina was recently named the Newcomers Club president. She is looking forward to getting more involved with the community and bringing in more members, including those new to town.

Rusty LaRue to speak during YMCA event Thursday On May 7, the Kernersville YMCA will hold their 23rd annual Prayer Breakfast at Fountain of Life Lutheran Church, featuring Rusty LaRue as the guest speaker. The Prayer Breakfast is held in conjunction with National Day of Prayer and will feature numerous prayers by Pastor Rick Meyer. The morning will begin with breakfast for those who have made reservations, followed by prayers and a message from LaRue at 7:15 a.m. in the sanctuary, and an optional prayer vigil.
“There will be prayer stations around the altar for those who would like to remain after the event,” said Bruce Boyer, Fountain of Life Lutheran Church member and former YMCA executive director. LaRue, a native of the Kernersville area, played youth basketball at the Kernersville YMCA, high school basketball at Northwest
Guilford, and collegiate basketball at Wake Forest University (WFU). Following an NBA career on the Chicago Bulls, LaRue returned to WFU as an assistant basketball coach. He is now developing his own business in Kernersville. Boyer said that while the Prayer Breakfast is being held at a Lutheran church, it will be a

Food Drive The National Association of Letter Carriers Food Drive will be held on Saturday, May 9. Postal workers will collect donations at residents’ mailboxes. Mom Prom The First Annual Mom Prom will be held on Friday, May 8 in the old gym at East Forsyth High School. The event will celebrate moms and sons of all ages, grandmothers and grandsons. Land deal Continued from Page 1 said Curtis Swisher, Kernersville town manager. “When we had the land appraised, tract three appraised for the same amount as we are purchasing all four tracts, which highlights just how great of a deal we are getting.” Kernersville Mayor Pro Tem Joe Pinnix echoed those remarks. “It also shows just how wonderful our partnership with Novant truly is,” he said. “I can’t say thank you enough to Novant for offering us such a great deal for this property, and I want to thank you (Town Attorney) John (G. Wolfe, III) for all of
your work on this project.” When the aldermen met with Novant officials last year to discuss details of the transaction, it came to everyone’s attention that both sides had numerous questions about the deal. In particular, they wanted to know who retained control over the architectural standards of the land and how that would fit into the County’s plan for the new library. Board members didn’t want to spend taxpayer dollars only to find out they had no control over the land. They also had some questions about the land
use plan for the property and what would happen if a business moved into the location that competed with Novant’s mission. Wolfe said these issues have since been resolved by providing Novant with a list of their intended uses, which includes the library, a civic center and/or a senior center. They have also sorted out the details about how to change the restrictive covenants should they need to be amended in the future. In addition, Wolfe said both the Town and Novant are in agreement that they want to maintain quality buildings as
that area of Kernersville serves as a gateway into the historic downtown. “We all have the same goal here,” Pinnix told Novant officials during a meeting last year. “What we need to do is come up with a plan that covers as many of our questions and concerns as possible and then deal with the rest later.” As for dealing with those details, Wolfe said most of the issues have been worked out behind the scenes, and if all goes as planned, the Town could close on the property in early to midJune. He said that depends, of
course, on whether the aldermen vote to move forward with the purchase during tonight’s meeting and if the LGC signs off on the proposed financing package during their next meeting. “We’ve been in touch with the LGC over the past several weeks, and it all looks to be going as planned. Their next meeting is in early June, so we will find out then,” Swisher said. Crowded field of contenders The field of 2016 presidential hopefuls expanded over the weekend and is expected to continue to grow in the next couple of months. However, the qualifications and electability of some of the candidates is certainly open to question. Last week, former U.S. Representative and current U.S. Senator Bernie Sanders (I-Vt) declared his intentions to run for president. The fact that he is an independent is refreshing. The fact that he deems himself to be a democratic socialist is not. Sanders was asked on ABC This Week whether the country was ready to elect an avowed socialist. Apparently Sanders believes this nation is ready for a socialist president “as long as we know what democratic socialism is.” While the last thing this nation needs is a proud socialist in the White House, it bodes poorly for this nation that there are enough people willing to support a proud socialist for president. Some experts even believe Sanders could give Hillary Clinton some competition for the Democratic Party Presidential nomination. We do not think so! On Monday, former Hewlett-Packard CEO Carly Fiorina announced her intentions to run for president. Fiorina is a Republican that has never held elected office, but she did run an extremely large company. Fiorina would present a very stark contrast to Clinton. She has stated that she would cancel out one of the most used weapons Clinton would use on campaign trail, which is the faulty notion that the GOP is “waging a war on women.” Fiorina also made a valid point in her video announcing her presidential intentions. “Our founders never intended us to have a professional political class. They believed that citizens and leaders needed to step forward.” Fiorina stated that “Clinton is the personification of the professional political class,” and she is correct. But the question is: Does anyone care? It seems that far too many are unconcerned about the plethora of untruths said by Clinton over the years, her role in the Benghazi disaster, the literally years worth of lost emails when she was the Secretary of State or the very questionable ways that millions dollars have been used by the Clinton Foundation. Fiorina’s business experience is deemed as positive by many, however it is a double-edged sword. The fact that Fiorina laid off 30,000 workers while she ran Hewlett Packard does not en-
dear her to many people. Former Florida Gov. Jeb Bush is also expected to run for president, and like Clinton he is the personification of the professional political class. He is the son of former President George H.W Bush and the brother of former President George W. Bush. He appears to be less conservative than some of the GOP presidential hopefuls, and was considered to have done a good job by most residents in Florida when he was governor from 1999 to 2007. Jeb Bush might be the GOP’s best option to win the presidency. He would be the best at trying to match the $2.5 billion the Clinton campaign is trying to raise, and he might actually be the best GOP candidate. However, two Bush’s in the White House is enough, and one Clinton in the White House is enough. Former Arkansas Governor Mike Huckabee is expected to announce his intention to run for president today. His conservative positions on social issues are well known, and he was an ordained Southern Baptist minister. We do believe that Huckabee is a good person, but we also believe that he will have a very difficult time defeating Marco Rubio or Bush to claim the GOP presidential nomination. Ben Carson, a retired pediatric neurosurgeon at John Hopkins, announced his candidacy for president over the weekend in Detroit. Carson is obviously intelligent, and is obviously conservative. While he is very noted for his objections to Obamacare, some of his views on other issues are unknown at this time. Carson is also viewed as an enticing candidate by some independents and members of the GOP because he is an African-American. Carson is also a long shot for the GOP presidential nomination. These candidates, and many others including New Jersey Governor Chris Christie, are expected to run for president. In the case of Christie, his extremely outspoken nature is not likely to survive the rigors of a very long presidential campaign trail. Who will be the next president is very much up in the air, although the clear frontrunners unfortunately appear to be Clinton and Bush. We hope the best candidates in both parties are nominated, and we hope they are not nominated for politically correct reasons or to make politically correct history. What this country needs is the best candidate regardless of political affiliation, gender or race.

Clinton Defenders Advance an Unpersuasive Argument Some of Hillary Clinton’s defenders have taken to saying that voters shouldn’t pay attention to the latest Clinton scandals -- the gushing of often undisclosed millions to the Clintons and their organizations by characters seeking official favors -- because the charges are just one more in a long series: Whitewater, the Rose law firm billing records, the Buddhist temple fundraising, the Lippo Group. So, the theory goes, because the Clintons have been accused of so many scandalous doings before, people shouldn’t be concerned now about Secretary Clinton’s actions that helped certain donors turn over 20 percent of U.S. uranium reserves to a state-run Russian company. Common sense might tend to make you more suspicious of those who attract many accusations. But the Clintons’ defenders expect and hope in their case that you will instead be suspicious of those who make so many accusations. After all, they’re always saying nasty things! In this view, even charges advanced and amplified by the New York Times may be summarily dismissed as the products of a vast right-wing conspiracy. Of course, for some voters, the just-one-more-scandal argument may cut the other way. They may decide that they’ve endured enough Clinton scandals. Still, Clinton defenders have some basis for thinking that the just-one-more-scandal argument has worked for the Clintons before. Bill Clinton may have been

Instead, Newt Gingrich was knocked off the speaker’s chair days after Republicans lost seats in the midterm election. But there’s a big difference between then and now. Bill Clinton was the incumbent president when he was impeached. Hillary Clinton is a private citizen who is running for president. Most voters wanted Clinton to remain in office. He was re-elected in 1996 by an eight-point margin over Bob Dole. Before the Monica Lewinsky scandal broke, his job approval was in the high 50s. Once he was threatened with removal, that bounced up to 70 percent. In effect, a crucial number of Americans were saying not to boot him from office. He’s been elected to two terms; he’s been performing tolerably well -- so what if he lies under oath about conduct that is personal and outside his official duties?
(That doesn’t mean that Clinton’s conduct didn’t have political consequences. The Lewinsky revelations put an end to negotiations between Clinton and Gingrich on serious entitlement reforms. They’ve been delayed now going on 20 years.) But that doesn’t mean voters were necessarily buying the Clintons’ defenses. Even as his job approval rose, Clinton’s favorable/unfavorable ratings declined. People thought less of him personally, but they also couldn’t accept the idea of pushing him aside. Hillary Clinton is in a different position. She is a candidate, not an incumbent. Candidates are easily dispensed with, as former Sen. Gary Hart learned when the photos of him sailing on the “Monkey Business” appeared in May 1987 when he was seeking the Democratic nomination for president. His staffers vowed he would hold onto his support, but it wasn’t his to hold on to. He quickly withdrew and faded from view. Hart’s position in 1987 was weaker than Clinton’s position today. His lead in Democratic primary polls was not overwhelming, and there were other serious active or potential candidates in the field or just over the horizon. That’s because even in Ronald Reagan’s 1980s, Democrats of varying ideological stripes were winning major offices around the country. Democrats had reason to think they had a good chance of nominating a strong ticket without Hart. Today’s Democrats fear they are
not in this comfortable position. They’ve been losing most elections lately in constituencies beyond those where their core constituencies -- blacks, some Hispanics, gentry liberals -- are clustered. They don’t have many prominent plausible alternative candidates. Absent Hillary Clinton, they would be faced with a choice of tax-raiser Martin O’Malley, socialist Bernie Sanders, Reagan appointee Jim Webb, former Republican scion Lincoln Chafee or the gaffe-prone Joe Biden. None run as well as Clinton in general election polls. But how strong is Clinton? Her numbers have been declining, and she runs under 50 percent against lesser-known Republicans in most national and target-state polls. All voters know her, and most don’t favor her. She runs stronger in polls of all adults, not just registered voters. That gap suggests she could have a hard time inspiring maximizing turnout. The argument that the Clintons have always faced scandal charges is intended to shore up her support. But it may have the opposite effect. Hillary Blames the Cops Had Freddie Gray been robbed, beaten and left to die in the streets of his Baltimore neighborhood, no one would be mourning him today. No one would be marching for Freddie. No one would be using Freddie as the new poster child of “Black Lives Matter!” No one would care, three weeks later, but his family and friends. It was the manner of his death, suffering a fractured spine in police custody, that makes Freddie matter. But Trayvon died when he was shot sitting on top of and beating senseless a neighborhood watch guy, “martial arts style,” and banging his head on the sidewalk as he screamed for help. Michael Brown died of gunshot wounds when, after knocking over a convenience store and throttling the clerk in Ferguson, Missouri, he tried to wrestle a gun from a cop, and, told to halt, charged the officer. This latest great narrative
against America -- that the men in blue are a threat to us all, especially black America, rather than the last line of society’s defense from its criminal class -- is but another big lie, rooted in a tiny truth. Yes, some black men and boys are killed every year in clashes with cops. And, yes, blacks are incarcerated in far greater proportions and suffer, on average, more early deaths. But who is killing them? When black men and boys are shot to death, overwhelmingly, it is by other black men and boys. Their premature deaths are due to the violent culture in their own communities, not rampaging white cops. As for incarcerations, every imprisoned male has confessed to or been convicted of a crime. And many of the drug charges for which blacks are in prison were a result of their being allowed to plea bargain to a lesser offense. Freddie Gray had a rap sheet of a dozen arrests. Fifty years ago, Lyndon Johnson declared at Howard University, “We seek ... not just equality as a right and a theory but equality as a fact and equality as a result.” In pursuit of equality of result there began one of the most massive transfers of wealth in all history. Trillions of tax dollars were plunged into programs of social uplift. The results in black America? Where the illegitimacy rate was
23 percent in 1965, it is 72 percent now, and the gap between black and white test scores endures. In the black community, the dropout rate, crime rate, drug use rate and incarceration rate are now far higher now than in 1965. And one notices something else in America. The lawns are being mowed, potholes filled, ditches dug, fast-food served, dishes washed and buildings cleaned increasingly by folks who are newcomers. It is they who are, in Jesse Jackson’s phrase, “movin’ on up.” Looking back to when LBJ’s Great Society was launched, and the moral, social and cultural revolution of the 1960s began, what has liberal ideology done for black America? Their work ethic has been eviscerated by an endless flow of social welfare benefits. Those benefits have often removed the incentive to find or hold a job, and the necessity to have a breadwinner, a father in the home. The social and cultural revolution of the 1960s undermined the black churches and depopulated them of their young. The expulsion of the Bible and of all religious and moral instruction from public schools left black children defenseless against the lure of the lifestyles of gang leaders and rap singers. The conscience- and character-forming institutions that inculcated the beliefs and values that sustained black families through the Depression, the war and the 1950s have collapsed. Result: Many black neighborhoods are unsafe for those who live there. Hillary’s answer: “It’s time to end the era of incarceration in America.” But how will returning scores of thousands of convicts to their home communities make them safer -- not to mention ours? Given how it all worked out, are we really ready for Hillary and another giant leap forward into Great Society liberalism? Patrick J. The Spirit of Play It is heartwarming to see children excitedly playing at a playground. Running with their friends around the equipment, racing from the bottom of the slide up the ladder for “just one more time” down the slide, and the encouragement of parents or grandparents as the child tackles a new challenge. Certainly, one of the most popular places for families of young children is a playground. On Saturday, May 9 at Harmon Park there is an opportunity for the community to become involved in helping to raise funds to build playgrounds. Declan Donoghue was a little boy who lost his battle with a rare genetic disorder in 2010, at just two years of age. Declan loved to play, outside, at the beach, and with his toys. Declan’s family worked in partnership with the Town of Kernersville and Ernie Pages, director of Kernersville Parks and Recreation, to design and install a playground at Harmon Park that would honor his memory, and celebrate the spirit of play that Declan exhibited throughout his life. As a symbol of the special beauty of Declan’s life, there are images of butterflies in various places in the design of the structure and playground signage. This first playground at Harmon Park, built in honor and memory of Declan, was dedicated in September, 2011. Two years later, the Donoghue family and the Declan Donoghue
Foundation worked again with the Town of Kernersville to develop a second playground, this one at Ivey M. Redmon Sports Complex in Kernersville. As the home fields of the Kernersville Soccer Association, Ivey M. Redmon Sports Complex provides the facilities for approximately 1,200 children each year to play soccer. Soccer attracts a wide range of talent, from fouryear-olds just learning to play, to middle and high school students. Recreational and tournament play is held on the softball/baseball fields. Redmon Sports Park also includes a championship high school cross-country course and a middle school cross-coun-
try course, but prior to the construction of Declan’s playground, there was little for young children to enjoy at the park. Declan’s playground at Ivey M. Redmon Sports Complex was dedicated in 2013. With the upcoming 5K run and ½ mile family fun run, the effort to honor Declan’s memory, and build playgrounds that create opportunities for families to enjoy spending time together continues. It’s a wonderful gift for children and a very special legacy to honor Declan Donoghue and to remember always his spirit of play. Starting Point on Road Fund Republican lawmakers in Raleigh have spent the past several months grappling with two conflicting desires: 1) addressing the demonstrable need to repair and expand North Carolina’s system of roads and bridges, while 2) maintaining their commitments to fiscal restraint and North Carolina taxpayers. In principle, all transportation systems should be as much as possible funded in proportion to use. Airports should derive their revenue from charges and fees on tickets, parking, concessions, and cargo operations. Railroads and seaports should derive their revenue similarly. When it comes to automotive transportation — by far the largest and most important means of
moving people and goods — the user-pay principle should remain our guide. Although this is often overlooked, motorists bear the vast majority of the cost of the system when they buy, fuel, service, and insure their private vehicles. As far as the highway grid itself is concerned, the principle calls for tolls on suitable limited-access highways, charges per mile traveled on other roads (typically levied as a tax per gallon of fuel), and per-vehicle charges adjusted for weight (because heavy vehicles put more wear and tear on pavement) and perhaps value (because maintaining the roads to reduce wear and tear on vehicles is a service worth more to those who own more valuable vehicles). Compared to the average state,
Carolina Journal By John Hood North Carolina relies more on gas taxes and less on per-vehicle charges such as sales taxes, property taxes, and Division of Motor Vehicles fees. Technological progress has ac-
tually made the tolling component of the revenue mix easier. Electronic collection has eliminated traffic-snarling toll booths. But when it comes to the backbone of North Carolina’s system, taxing fuel, technology has subverted its ability to serve as a stable approximation of a user fee. Cars traverse more miles per gallon. And some cars are now partially or entirely fueled by other, non-taxed means. Thus over time, actual revenue collections adjusted for inflation and miles traveled have gone down. Combine that with the routine under-pricing of heavy trucks and the diversion of gas taxes to non-highway uses, and you produce the conflict: unmet road needs coupled with (understandable) resistance to gas-tax hikes.
Decades ago, lawmakers partially adjusted the gas tax rate to changes in the wholesale price of gas. The idea was that because asphalt is itself a petroleum product, gas-price spikes also signify spikes in construction costs. However unpopular the variable-tax policy was among motorists during rising prices, it proved even more unpopular with highway boosters when gas prices fell. Early in the 2015 session, the General Assembly took an initial stab at resolving the conflict. Lawmakers combined a short-run cut in the gas tax with a new floor under which the gas tax would not be allowed to fall, as well as a formula for increasing the rate in the future to keep up with inflation and population growth. During the inevita-
ble political blowback, lawmakers promised to come up with a better solution. House Transportation Committee Chairman John Torbett is trying to do that with House Bill 927. It’s a sprawling package that includes lower gas taxes, higher taxes on vehicle sales, higher DMV fees, a new tax on auto-insurance premiums, and a phase-out of the transfers of highway-tax revenue to the General Fund for operating the Highway Patrol, among other things. According to its fiscal note, House Bill 927 would allow for about $477 million in additional transportation expenditure in FY 2016-17, growing to $732 million by FY 2019-20. Winston-Salem/Forsyth County Schools budget Preliminary Budget of $453 million approved; changes likely

The Winston-Salem/Forsyth County Schools (WS/FCS) Board of Education approved a preliminary budget for the 2015-16 school year totaling $453 million, but unknown factors could impact what the district ultimately needs. “With all of the unknowns we have this year, we know there are going to be a lot of changes to this budget,” said WS/FCS Budget Director Kerry Crutchfield during his annual budget presentation to the Board of Education last week. In a budget overview, Crutchfield told the Board that the district is facing some unusual and large state spending mandates
and they have to be prepared for additional state cuts. He also told the Board that additional funding from Forsyth County has been promised, local priorities will require refocusing of resources, some money will need to be allocated from the district’s fund balance and that in order to reduce reliance on the fund balance, the district will have to continue looking for budget efficiencies in coming years. Crutchfield explained that at the time the district convened this year’s finance committee, there was no state planning allotment, but they did receive some communication from the state during the committee’s meeting. “It remains to be seen how good of a document it will be, because it is based on the gov-
ernor’s budget proposal, and the governor’s budget proposal traditionally has not borne a whole lot of resemblance to the final budget of the General Assembly,” Crutchfield said. “So, we will withhold judgment and see what the General Assembly does.” The governor’s budget does give the district a little information about what would happen if the General Assembly approves the enrollment increase funding that is no longer in the base budget. In addition, Crutchfield said the district has no firm information about the General Assembly’s budget nor any firm information about the county’s budget other than initial numbers showing at least a $1.7 million increase over last year’s allotment, and no allot-
ments from the federal level at this time. “They are promised for midMay,” Crutchfield said, adding that there are rumors of significant cuts to the Department of Public Instruction. The district is asking Forsyth County for at little more than $114 million, a $2.2 million increase over last year. Crutchfield said the district is assuming that beginning teacher salaries will increase from $33,000 to $35,000 under the state’s new salary schedule approved last year, while other legislated pay and benefit rate increases will be none or fairly small. The district is moving forward assuming the General Assembly will cut some public school fund-

ing, which, at a minimum, would be some additional teacher assistant funding. “One of the main differences between the governor’s budget proposal and what we’re expecting out of the General Assembly would be that issue of teacher assistant funding. The governor’s budget proposal increases teacher assistant funding by 10.4 percent. My expectation is that teacher assistant funding will be cut by at least one percent,” he said. Crutchfield said the local cost of beginning teacher salary increases will cost the district $915,000. The impact of increased charter school enrollment and the expected impact of new virtual charter schools will cost the district $650,000. An estimated $600,000 deficit will come from the loss of being able to transfer CTE (Career Technical Education) months of employment that the district could not use to other categories. Other expected increases to the budget for things such as insurance, workers’ compensation, utility rate and usage increases, legal and human resource contracted services and the increased cost of athletic trainers total $1.07 million. The district is losing another $500,000 on mobile phone rebates and a decline in county fines and forfeiture re-
ceipts. “All told, we think all of those unavoidable increases or costs add up to about $3.7 million on top of the fund balance that we’re using to balance this year’s budget of $4.7 million, that’s about $8.4 million of new funding we would need if we did not have to cut anything or did not have to use fund balance,” said Crutchfield. Of that $4.7 million, a total of $2 million was a one-time expense for technology purchases that does not have to be repeated, and an additional savings of $650,000 bring the budget increase for next year down to $5.8 million in needed funding.

He was born August 17, 1924 in Forsyth Co. to the late John Lewis and Gertrude Kerner Smith. He was married to the late Norma Robbins Smith for 65 years. He was known affectionately to those who loved him as Joe Buh. Mr. Smith was a member of Kernersville Moravian Church where he sang in the choir, played in the band and served on numerous boards. Flinchum also remembered that her father had a Model-T and it was the only car the family had. “I didn’t learn to drive until I was married,” she remarked. Soon after graduating from high school, Flinchum married her husband, the late Arthur Gilmore Flinchum, on December 23, 1933. After living with his parents for a while, Flinchum said they rented a place and raised a crop of tobacco. When her husband was drafted into WWII, Flinchum said she followed him while he remained in the U.S. “The first year he was in, we went to Fort Jackson, South Carolina for base training and then Camp Wallace, Texas. After that, we went to Fort Meade, Maryland. That’s where he left to go overseas,” she said. “He served in the European Theatre and was almost sent to fight in the Pacific Theater; however, the war ended before he arrived.” While her late husband was in the war, Flinchum began her first job. “My first job was working in an old fashioned rug mill in Kernersville,” Flinchum shared. After that, she took a job at Hanes Hosiery Mill in Winston-Salem, where she worked for 27 years. She shared some of the things she remembers about Kernersville, as well as some stories over the years. “Kernersville had long narrow

Having lived most of her adult life in the Union Cross area of Kernersville, Flinchum shared that the roads leading into downtown Kernersville were dirt and gravel. “They were bumpy like a washboard,” she remarked as she shared a story of just how bumpy they were. “My neighbor was having a baby and I was driving her car (a Hudson Terraplane) to get a doctor and on the way I flipped the car near my mother-in-law’s house. I was okay, but I had to squeeze out of the door. Instead of getting a doctor for her, I had to go to the doctor.” In town, Flinchum most frequently dined at Charlie Snow’s
café “I also went to Dr. Walker,” she said, adding that the other doctor she remembers being in town was Dr. Whitaker. “We also shopped at Coltranes.” She said she lived on a farm and helped her father and brother raise 17 acres of tobacco. “We got a third of it,” she stated. Flinchum said there wasn’t a lot to do in Kernersville for fun at the time and with the little bit of money they had, she couldn’t really afford to attend the Justice Theatre. “We often met with two other couples and played rook,” she recalled. She mentioned a couple of her travels. “I went to Washington State
several times to visit two of my brothers. We would go to the beach to go fishing with family in the fall and I went to Jerusalem once,” she shared. Flinchum’s nieces, Susan Walden and Tamara Lewis, shared some of their memories of growing up with their aunt. “Her house was in Union Cross next to the old Union Cross Fire Department, where Union Cross Moravian Church is now,” they said. “Every child that was within walking distance called her Aunt Jo.” Flinchum said she often tried to attend the Fourth of July and Christmas parades with her nieces. “She used to take us to Kermit’s Hot Dogs in Winston-Salem,” Walden recalled, noting that the establishment was a drive-in. “I remember she made a lot of my clothes,” Lewis said, as Flinchum chimed in that she sewed most of her own clothes as well. “We used to spend the night and she would make homemade pancakes and spoil us,” Lewis added. “I tried,” Flinchum smiled. “I didn’t have any kids of my own, so I had to spoil somebody.” “She had the most fascinating trinkets and cool jewelry box. It was full of sparkly jewelry, though not the expensive kind. But, we didn’t care and she’d let us play in it,” Walden and Lewis recalled. When asked what she contributes to having lived to be 100, Flinchum said, “Hard work.”

A man was killed and his wife critically injured after the motorcycle they were riding collided with a SUV on Graves Street on Sunday, Kernersville police reported. According to the Kernersville Police Department (KPD), officers responded to the intersection
of Graves and Spring streets on a reported motorcycle collision with injuries. Police said the driver of a 2010 Cadillac Escalade, identified as Patricia Hickman, attempted to make a left turn from Spring Street onto Graves Street. A 2012 Harley-Da-

Declan’s Dash Continued from Page 1 matous Disease. “For all the pain Declan experienced in his two short years of life, he was most happy when he could play with his toys in the waiting room or outside,” Donoghue said in an earlier interview. “It is now our hope that these playgrounds will provide that same joy to children of all ages.” Nicole said they decided to use a 5K and ½ mile fun run to raise money for the foundation after being given the idea by friends of theirs who were avid runners. “We have been successful at having a nice balance for a family-friendly event. We added the half-mile fun run because our foundation and this event is ultimately about children and celebrating Declan’s spirit of play,” she explained. “The fun run and the activities during the event, like arts and crafts, fire truck rides, race car for the kids to see and get in, and balloon animals, are all designed for the kids’ enjoyment. When we hear their laughter, we believe Declan’s spirit soars.” Nicole and Rich decided to hold the event at Harmon Park because it is where Declan’s first playground was built. She shared that the playgrounds are a physical representation of Declan to them and there is no better way to share that with others than to start and end Declan’s Dash at his playground. “The thing we love most
about Declan’s Playground at Harmon Park is that all the items at Harmon Park are in honor of a loved one. It makes the park so special,” explained Nicole. Declan’s Foundation has built a second playground at the Ivey M. Redmon Sports Complex in Kernersville and another at Griffin Recreation Center, also known as Griffin Park, in Greensboro, which they completed in October 2014. “We are planning and evaluating two new locations, one in Winston-Salem and one in Greensboro. We hope to have the projects done in 2016,” Nicole said. Although they are building more playgrounds outside of Kernersville, Nicole noted that they plan to stay active in Kernersville since the foundation started here. “We hope to continue to give back in Kernersville, where it all started,” she said. “We are giving out scholarships for summer camp. Last year, we were able to give 12 camp scholarships to kids that were not able to go otherwise. We are donating to the Kernersville Parks and Recreation Department so that another group of kids can go to summer camp this year.” The event is timed and awards will be given in the 5K for the top three overall male and female runners and the top three runners for eight designated age groups. “We always have a lot of fun
on race day,” Nicole remarked. “There will be door prizes and some that will be great for Mother’s Day, and everyone gets five raffle tickets with their entry.” The 5K run and walk will begin at 8:30 a.m., followed by the ½ mile fun run at 9:30 a.m. Awards will be presented
at 10 a.m. The race is chipped timed by Trivium Racing. Race day registration is $35 for the 5K and $15 for the fun run. The cost online for the 5K before the race day is $30. To register for the event, visit www.declansfoundation.com to register.

On hand with Rhymes to help with the process were PTA members such as Vice President Tenesia Smith-McNear, Secretary Sam Reid, Treasurer Nancy Morris and Kim Smith, the Spirit Wear representative. They had set up a kid-size chair for Jones to stand on. The plan wasn’t simply to tape her to the wall, but to do it so effectively that at some point they could remove the chair and have her dangle above the floor. When it came time for the students to start duct taping, the main rule was that no one could tape Jones’ hands or face. More than one student learned the rule when he or she asked whether it would be okay to tape Jones’ mouth. “No,” she remarked. A teacher or two played with the rule, too. When Ramon Alonso, who teaches fourth grade, pretended he was going to tape Jones’ mouth, Jones gave him a first-class mock dirty look. In a gap between classes, Jones said she likes to do fun things for the students. “It’s all worth it,” she said. She went on to joke that, if she let someone tape her eyebrows, she could get her eyebrows done for free. Alonso said Jones makes CCES a fun place to come to work. Purple is one of the school colors at CCES, and, to add to the overall effect, the PTA members brought in a can of purple spray and applied it to Jones’ hair. The adults on hand agreed that it was quite becoming. As students arrived, PTA volunteers or teachers would tear off strips of duct tape and hand them to the students. If one strip was longer than another, it did not go unnoticed by the student with the shorter strip. So the women took care to have the strips be uniform. After it became clear just how wild duct tape could become if one end was left unattended, they told the students to be sure to hold both ends. Now, if one of your goals is to have as many students as possi-
ble to be smiling at once, it turns out that duct taping the principal to the wall is an excellent way to reach that goal. As students from class after class stopped by for their turns on the way to the cafeteria for lunch, almost all of the students were smiling. If they weren’t smiling, it was only because they were too busy jumping up and down in excitement or staring open-mouthed for a moment before declaring, “Look at Miss Jones!” “They worked really hard reading,” said kindergarten teacher Deeann Kidd. “This is an awesome treat. They love it.” Kindergartener Mario Rodriguez said that applying the duct tape was hard work. Kindergartener Garrett Shaffer thought it was funny work. After applying their tape, students would head off to the cafeteria. They got a bonus look when they passed by the spectacle on their way back to their classroom from lunch. Every so often, there would be a gap as one class left and another had not yet arrived. During those gaps, the members of the PTA would add long strips of tape to affix Jones more securely to the wall in anticipation of the time when the chair would be removed. After about an hour of strip after strip of duct tape being applied, the PTA women decided to see whether Jones was sufficiently attached to the wall to remain in place if the chair was removed. The answer was a slow-motion “No.” For a moment after the chair was removed, Jones remained in place. Then, ever-relentless gravity began pulling her down the wall. With her arms taped to the wall and her feet well above the floor, Jones could do nothing to stop the turtle’s-pace slide. The PTA women tried to slip the kiddie chair back under Jones’ feet but by then, she had gone too far down. A scramble produced a stool that did the job quite nicely. When order was restored, everyone went back to smiling. And by the end of the lunch period, 850 students could say, “You bet!” should anyone ask them whether they had ever duct-taped anyone to a wall.

Glenn Bobcats take Ragsdale and move into third in PT 4-A A key hit in the bottom of the seventh inning lifted the Glenn varsity baseball team to a crucial 8-7 win over visiting Piedmont Triad 4-A (PT 4-A) Conference rival Ragsdale on Saturday afternoon. “It was exciting for the fans, but was tough on the coaches. Both teams hit pretty well and they outhit us 11-9,” said Bobcat head coach John Fowler. “We
only had one error and they had four, so that made a difference at times and gave us some extra base runners who did score.” The Bobcats’ Jackson Striplin started on the mound and was relieved in the third inning by Alec Widmer. Widmer pitched through the sixth inning. Davis O’Brien pitched the final inning and collected the win. Glenn’s Christian Kampfer,
the Bobcats’ only senior, was honored at the Senior Night game. Kampfer excelled in his final regular season home game and gave the Bobcats a 2-0 lead in the bottom of the first inning with a two-run homer. Burt Myers held his own during the next eight restarts, fending off Jason Myers for each double-file challenge. “The car was awesome. The car did exactly what we needed it to do. When we dialed the car in, it was on older tires - so we knew what to expect late in the run,” said Burt Myers. The closest Burt came to losing the lead wasn’t due to the competitors behind him itching to pass – it was due to slower traffic that Myers was preparing to lap. Long-time rival Junior Miller, of Winston-Salem, spun into the infield and resumed the pace at the tail end of the lead lap right in front of leader Burt Myers. Myers held back for nearly 50 laps, unwilling to go around Miller. “I was just trying to set a good pace and not trying to run hard. You run as hard as you have to run,” said Burt Myers. “I was content there for a little while, and the pace needed to be picked up a little bit, so I made a move.” As the laps ticked by, Jason Myers waited patiently for the chance to make his move. With 10 laps to go, Jason slammed the gas from the outside row in a double-file restart, riding door to door with older brother Burt for almost a lap. At times, Jason got a nose ahead of Burt, but the younger of the Myers brothers couldn’t complete the pass. “I was saving tires and trying to beat him on the restart. I knew I wasn’t going to pass him just racing, because we were too even,” said Jason Myers. “I knew
I had a shot. Just making it stick was the whole thing. And both of us were on worn out tires, we were both sliding around.” Burt Myers went on to grab the checkered flag in the Hayes Jewelers 200, the longest race of the season for the Brad’s Golf Cars Modified Series. Jason Myers finished second. Brandon Ward battled back and forth with Tim Brown to take third. Tim Brown had a rollercoaster ride of a race, running in third in the early stages before falling back to eighth – only to fight back to a fourth place finish. “We had an ignition problem,” said Brown. “And I think I was in like four different wrecks.”
In the Farm Bureau Insurance Sportsman Series, Zack Ore, of Winston-Salem, put the pedal down to win an uncharacteristically caution-free 40-lap race. John Holleman, of Winston-Salem, came in second. Kernersville’s Derrick Rice flew from fourteenth up to the front to win the 20-lapper for the Q104.1 New Country Street Stock Series. Father and son, Jacob Creed and David Creed, of Ararat, finished second and third. In the McDowell Heating & Air Stadium Stock Series, Daniel Yates, of Lexington, won the first 15-lapper. A.J. Sanders, of Mocksville, claimed the checkered flag in the second 15-lap race.

This week’s Athlete of the Week is Villain JV Baseball Player Brian Beckham. Brian, a sophomore, is the number one starter pitcher for the Villains’ JV team against the best competition. He regularly bats second in the order and can be counted on to come through with men on base. He does double duty on defense playing both first base and center field when needed and has been an anchor for the team this season.
