local funds, with state funds to invest in workforce training,” Salinas said. “Really what you’re doing is you’re investing in a local asset. If a company packs up and leaves you have a trained workforce.”
The challenge for Salinas and others has been a chronic shortage of affordable housing, including rental properties. The entrance of D.R. Horton, along with smaller builders, may turn the tide in the market, which has witnessed historically low housing starts since the Great Recession.

“We’ve put this in our economic development area as well, which is housing developments,” said Salinas, adding that as many as four major projects, including the D.R. Horton development, in the works. “Some of the others are more on the multifamily side.” From an economic development perspective, Salinas’ focus isn’t so much on the next big box retailer, which drove plenty of activity across the state and country before the recession, but on job creation.
“Today it has now transitioned into workforce,” Salinas said. “It’s all about workforce and talent. There is a distinction between the two. The companies now are going to areas that have the talent that they need.”
Salinas said two of the key factors in driving development here is quality of life and
quality of place. They sound similar but they are unique in their definition.
“Today it’s not quality of life but quality of place,” Salinas said. “So, quality of life is the different amenities that you have — the river, places people can go. Kerrville is a perfect example of where we can build a quality of place. There are things like the river trail. The river trail is now connecting all of these quality of life amenities. It’s connecting places where people live and to the downtown area. Now, it’s about mobility and that’s the quality of place.” Salinas said that a company recently visited Kerrville to determine if the city was suitable to open up shop, and they were immediately impressed with the city’s beauty and connectivity to the river.
“That was a great example of how Kerrville is ahead of the curve when it comes to quality of place,” Salinas said. “A lot of communities now are trying to figure out how to go from quality of life to quality of place, which five years from now all of the companies are going to be looking for that.” Salinas said the expansion of the Guadalupe River Trail to Schreiner University is an example of a quality of place project that will provide greater connectivity to the city’s vital recreational assets and its downtown.

The beginning of 2020 has already seen landmark decisions and developments that will bring positive impact to our economy and to our community for decades to come. From the establishment of new businesses and the expansion of our current business base to the green lighting of major workforce housing projects — as a community, we have already seen significant progress in 2020.
One of the key themes of our Kerrville 2050 Comprehensive Plan is the implementation of projects that drive higher and better use for our community land resources. Already in 2020 we have seen the opening of new businesses that deliver the highest and best use of the properties that they occupy. In January, we all celebrated the Grand Opening of Hobby Lobby...a world class retailer. This project converted an end-of-life motel that had become an eyesore at the gateway of our city to a vibrant economic engine that will provide good jobs, increased tax revenues and fantastic shopping options to our community for decades to come. This business will also keep our local shoppers local, while drawing customers from other communities into our town. The spill over effects of these out-of-town shoppers to other local Kerrville businesses will be substantial.
The Chamber was fortunate to spend a great deal of time with the Hobby Lobby local and regional executive team and they couldn't be happier with their 40 new local employees
and with the way that they have been greeted by our community. The Kerrville Store is
number 893 in their highly
successful chain. According to Hobby Lobby, this was one of the best launches that they have ever had. With their grand opening in 2020, the gateway to our city now also includes another powerful regional retailer, Harbor Freight. The Kerrville location is added to the Harbor Freight chain of over 1,000 stores. The aisles at Kerrville’s new Hobby Lobby store were ready to go for the first day of shoppers on Jan. 27, 2020.

Hobby Lobby opened on Jan. 27, 2020 with a line out the door. Customers were greeted with coffee and breakfast treats.
Harbor Freight’s mission is to bring quality tools to working people at attractive prices. Kerrville already is the regional retail hub for home improvement products. Harbor Freight’s inclusion in our local retail landscape will further solidify Kerrville as the go-to place for this critical and growing market.
We also made important moves to fulfill another important objective of the Kerrville 2050 Plan ... the expansion of our work force housing inventory. By unanimous vote, our city council agreed to approve the actions necessary to move a project forward that will provide 510 brand new homes for our local workforce. The council, city staff, developer, adjacent communities and the business community came together to hammer out this complicated deal.
This housing development joins a number of approved and planned projects that will dramatically increase housing options for all of the residents of Kerrville there by facilitating further economic growth. Many communities struggle with workforce housing issues. Kerrville is taking definitive and significant actions to address these complicated issues and real, demonstrable progress is being made. Having a city team that consists of all important constituencies — government, business and the community at large -- is a huge competitive advantage in the attraction of companies and customers to our community. In Kerrville, we have a demonstrated willingness and ability to work together to conclude complicated and innovative projects. We are now establishing a track record and reputation as a place that is not only business friendly but business enthusiastic. The year will indeed be a great year for Kerrville’s economy.
