STARTING POINT ‘From global to local’ The transportation and use of products from all over the world causes growing problems and costs in different fields: shortage and profusion of supplies, delayed delivery of specific products, disappearing local identities, loss of local knowledge such as crafts and less powerful smallcommunity economies. People feel less connected to their own direct environment: cities and buildings seem more and more similar despite of the different cultures they serve. In order to develop sustainable environments architecture should find its starting point in its close surroundings and connect to local communities. A PRACTICAL MULTI-USE METHOD Analysis In order to achieve the above mentioned on an urban scale the following topics are researched on: Re-use of existing voids In order to achieve the most durable foundation for the sustainable urban development, existing structures of the area will be used. These structures can be interpreted as lost and uninhabitable spaces which can be reinvented by giving them a new definition of use. In this way they form a unique base and a common starting point for design – already present in the urban fabric they don’t need to be demolished. Local toolbox To incorporate the potentials of the local environment in the new to develop areas, research on local supplies composes a toolbox. Ways of transport are of great significance to the sustainability of a product.
Simply by using materials from the area, including railways and rivers, sustainability is added to the project as a whole. The toolbox focuses on 5 issues, all site-specific: BASIC RAW MATERIALS, WASTEPRODUCTS, PRODUCTS, TECHNIQUES AND ECONOMIC MOTIVES. The toolbox provides input for the design on the different scales, from urban design to architecture. (examples are use of materials, energy efficiency from short transport, a recognizable local image and a positive impulse on local economies). PROJECTING ON REIMS: A4 AS A CONNECTOR – from void to central space Main issue of the project site is the barrier created by the A4. This highway obstructs the connection between the old city center and the newer outskirts of Reims on the south banks of the river. In the proposed transformation of the highway the river and the canal form a green potential to connect those different parts of town. Traffic is guided through 2 urban boulevards. The introduction of a southern boulevard creates a possibility for development in the city. The void of the former A4 becomes a central axis (territories regained). This regained corridor is inhabited and becomes part of the urban fabric. The north-south connections between the two sides of town are established by the introduction of 5 different zones. Each zone is defined by its own qualities and is connected through the central axis. The cycle path functions as a backbone and links the different green lobs and recreational functions. Furthermore the central axis bears the distribution of energy to the five zones. DESIGN The functions of the different zones are all derived from their existing use
and from the use of the surroundings. They fit within the urban scale. Each zone has it’s own typology and buildings are designed according to the toolbox. The 5 zones connect the city functionally in the north-south direction. In east-west direction the zones connect the green from both sides of town.

Removing the cars from a highway Removing the function of the highway from the A4 has an impact on the entire city. The connections to the city center, the north and the south of the city are reconsidered. This opens new possiblities for slow connections, integrating the track along the canal. Instead of generating voids a central axis is generated around which new projects radiate.

Central Axis as a basis for non-motorized traffic The TGV provides Reims with a reliable and fast connection to Paris. Reims will become an attractive location for Parisian commuters. Building a modern bike shelter at the station and providing an excellent connection to the bicycle network will improve the sustainable transport within the city. The track of the former A4 is the basis for a bike trail that connects the different zones to the city and to each other. Improving the network for slow traffic will be initiated.

THE CULTURE KNOT - A CENTRAL STAGE FOR CULTURE AND BUSINESS
Culture zone The culture zone forms the counterpoint to the city-center with the cathedral and the station. It lies on the junction of the new tram line, the congress center and the access roads towards the north and the south of the city. By preserving the fly-over and adding new buildings with cultural functions that form an ensemble with the congress centre on the other side of the canal a new public space is created. Open air theatre, concerts and meetings can take place in this public space. The flyovers become a part of this cultural space and establish a natural tribune for the happenings on the square. Its main function is the cycle path that continues as the red ribbon on the asphalt of the former highway. A pedestrian bridge improves the connection to the park and the train station.

The new heart with cultural functions and the existing congres center is an extension of the existing park and center. It forms a real counterpart to the chathedral.
The new sports and education zone is connected directly to a major city parc full of leasure and sport facilities. It is easy to reach by bike and on foot.

Riverside living with twinned buildings that are designed to balance each other to improve their sustainability. They are bridging the two parts of the city. Located on the former elevated highway they interact with the park on the riverside as well as the nighbourhood to the south. Through this they form an important link - visual as wel as physical between the north and the south part of the city.

Forest living west and east is catering to the new inhabitant brought in by the TGV looking for spacious houses in a green surrounding where the families can live with space for their kids and dogs but still work in Paris.

The energy zone is an extension of the ecobusines zone, offering accomodation for small companies with a sustainable mission. Connection to the ring highway, the canal and the city via the former A4. A new plant providing sustainable energy is located here.
RIVERSIDE LIVING - CONNECTING THE NORTH WITH THE SOUTH
Riverside living The heart of the new urban development forms a connection from the northern banks, the park between the waters and the southern city. The raised level of the former A4 generates a new typology of housing. The lifted asphalt deck of the former A4 forms an entrance square as a door mat. Entrances are accessed from the ground level through a staircase which is accessible from both sides of the former highway. Houses are configured around the A4 and the cycle path swings around on the deck, in between the entrance zones. Configuration of the blocks provides green areas in between them. These areas are public or serve the communities and are playgrounds, car parks and allotment gardens. The housing twin-blocks stand with their northern block in the park. They become part of the green. The recreational functions such as the canoe-club, the fishing places and the bridges are embedded in the park. Follies can form additional functions to the park. MATERIALIZATION AND TOOLBOX CONNECTION The buildings are built out of materials from the toolbox. Waste from the demolished buildings and asphalt from the former road-structure are used in the configuration of the entrance zone. In the north orientation these heavy materials are shaped into the construction of the entrance zone and accommodate the staircases and elevators. Meanwhile they form a buffer to provide cooling in the summer. In the twin building which is orientated towards the south, the entrance zone is glazed and buffers heat in winter. Heating and cooling services acquired by the two buffer structures are divided trough the former road structure and provide the whole block from a necessary climate adjustment. Typology of the housing masses is according to the regular durable configuration and according to most up to date techniques. Roofs are green to buffer the heat. Walls in these types of building are both of materials from the toolbox as of vegetation.

Sports and education zone The stadium is the starting point for the sports and education zone and functions as a gathering place for leisure- and professional sportevents. The former A4 is used as a base for different additional sport fields such as tennis courts, basketball fields, running track and skate park. The cycle track becomes a part of this sport-zone. During large sport-events in the arena the asphalt can provide additional parking spaces. The canal can both serve the sport facilities as well as a be a part of the park. It can facilitate a rowing-course and a small marina can be located here. The canal forms a natural entrance point to the park that stretches around the canal up to the front of the riverside living. Around the sport fields the asphalt is cut away to provide the connection between the stadium and the canal. Wooden decks connect to the riverside. The schools and the lyceum will attract more educational facilities. The space of the former highway provides playgrounds to these functions.

Energy zone In the eastern verges of the city an ecological business zone is located. It connects to the existing ecological business zone east of the highway. ‘Green’ businesses that work with local materials, up-cycle and that are committed to low pollution are offered sites for accommodation with good infrastructure. The circular highway and the canal offer means of transport in and out of the city. Here sustainable energy for the five zones will be generated and distributed via the route of the former A4. Ways of gaining energy can be through collecting heat from the asphalt surface, recycling of by-products of e.g. the champagne-production and a biomass-generator.
FOREST LIVING - URBAN GREEN LIVING
Forest living The green lobs from farmer land on the edges of the city will be prolonged into town. Combined with the former A4 route those extended green lobs also strengthen the non-motorized traffic. In the east and the west side of the area forest living will be developed. These zones have housing with a density up to 10 units per ha. Those houses are accessible by smaller roads connecting the urban boulevards on both sides of the area with the central axis. On the central axis big areas of asphalt are retained and given a new function: the Park&Play zones. They combine car parking facilities with playgrounds and green. The red ribbon of the cycle path is the continuous connection through the forest.
