Settlement: team stays, pays PILOT By Ron Leir Observer Correspondent HARRISON – The Red Bull Arena property will be tax-exempt but Harrison will collect an annual PILOT (Payment in Lieu of Taxes) fee and the soccer team will stay in town for at least the next two decades. Those are some of the key ingredients of a proposed settlement of the longstanding tax appeal filed by the Red Bulls, involving the team owners, the Town of Harrison, the Harrison Redevelopment Agency and the Hudson County Improvement Authority. If all the parties sign on to the deal and if the state Supreme Court agrees, it will end the Red Bull ownership’s six-year court fight for taxexempt status as a “public entertainment” enterprise. Along the way, the state Tax Court and the state Appellate Court ruled, for different reasons, that Harrison had the right to collect property taxes from the owners, with the appeals panel concluding, in a 3-0 vote, that right extended not only to the stadium but also to the land. NUTLEY – The township continues to see a spike in thefts from vehicles, and the police chief says most could have been avoided if residents had simply locked their cars.

Between March 12 and 18, 20 vehicles were broken into — and over the last few months, there have been nearly 50 such incidents in the township. In response to these events, Chief Thomas Strumolo has instituted a “Lock Your Door” campaign. “Unlocked vehicles have

contributed to close to 50 thefts over the past several months, all of which could have been prevented if doors were locked,” Strumolo said. “Never leave valuables in cars where they can be observed. “Anyone who has a homesurveillance system, please send your contact information

Here’s how to avoid online shopping scams NEWARK – N.J. Attorney General John J. Hoffman and the state Division of Consumer Affairs have joined forces to offer advice for consumers on how to avoid scams while shopping online: • Know who you’re dealing with. Anyone can set up shop online under almost any name. If you’re not familiar with the seller, check with the Better Business Bureau to confirm the site is legitimate. Before you do business, get the seller’s physical address and phone number in case you have problems later on. • If the site looks poorly designed, if you can’t find an address or phone number for the business, or sales and return policies are hard to find, the site might not be legitimate. • Make sure you’re shopping on secure sites. Never buy anything online using your credit card from a site that doesn’t have SSL (secure sockets layer) encryption installed. You’ll know if the site has SSL because the URL for the site will start with HTTPS:// (instead of just HTTP://). An icon of a locked padlock will appear, typically in the status bar at the bottom of your web browser, or right next to the URL in the address bar. That means your credit card information will be encrypted. • Be sure of what you are buying. Pay attention to the description of the product, especially the fine print. Words like “refurbished,” “vintage” or “closeout” may indicate that the product is not brandnew. • Be skeptical of incredibly low prices. Brand names at

rock-bottom prices could be counterfeits or may not exist at all. Or the seller may be going out of business and never deliver the merchandise. • Check out the terms of the deal, like delivery dates and refund policies. Can you return the item for a full refund? How long do you have to return it and who pays the shipping or restocking fees? When will your order arrive? The Federal Trade Commission requires sellers to ship items as promised or within 30 days of the order date if no specific date is promised. • Resist pressure to act quickly on a purchase. Legitimate companies will give you time to make a decision. Pressure to act quickly is the hallmark of a fraudster. • Beware of unsolicited emails with amazing deals. Responding to an unknown sender may open you up to fraud. If you don’t recognize the company making the offer, be vigilant about doing your homework before doing

Fire damages Washington Ave. home By Karen Zautyk Observer Correspondent KEARNY – midday fire in a twofamily Washington Ave. residence on Friday resulted in significant damage to the home and displaced its three residents, Kearny fire officials reported. KFD Deputy Chief Bruce Kauffmann said the first alarm came in at noon, and the blaze — at 150 Washington, just east of Kearny Ave. — was declared under control within an hour. However, when The Observer

spoke to Kauffmann by phone at 6:30 p.m., he and other firefighters were still at the scene. The fire is believed to have started on the second floor, which suffered the heaviest damage, although there reportedly was water damage to the first floor and the basement. Kauffmann said there was also some exposure on the third floor, since fire had spread into the walls of the woodframe building and KFD crews had to vent the roof to reach those flames. “On our arrival,” he also noted, “there was significant

fire coming out of the back windows.” The blaze “did touch the house next door,” Kauffmann said, but that damage appeared limited to a couple of broken windows and charring on the neighboring home’s exterior. No injuries to residents or firefighters were reported. Officials said a teenager who had been on the second floor was

able to self-evacuate without incident. Kauffmann credited the crew of Engine 3 — which was the first on the scene and quickly got the initial hose line into the house — for their “aggressive interior attack.” “Getting that first line in operation as quickly as you can is the difference-maker,” he said, adding, “That was the case

here.” As of press time, the cause of the blaze was still under investigation, but the KFD stated that “it was not deemed suspicious.” Two of the residents displaced were a Lincoln School teacher and her son. The KFD’s Facebook page has links to a GoFundMe site that has been set up to assist them.

fatal drug overdose using Narcan on March 12, the Nutley Police Department says it’s saved a total of nine lives in total since deploying the overdose antidote a year ago.

2015 has proven to be one of the department’s most valuable tools in combatting opiate overdoses, the NPD said. The use of the drug has given several victims a second chance at life. When administered, Narcan reverses the effects of drugs such as heroin, morphine, Dilauded, Vicodin, Percocet and other potent narcotics. The Narcan — also known by its brand name, Naloxone — was first put to use in Nutley on March 15, 2015, when it saved a 48-year-old township man’s life. That was followed by saves of a 22-year-old man on May 1, 2015; a 52-year-old man on May 3; a 27-year-old man on Aug. 15; a 31-year-old man on Aug. 17; and four saves already this year, including a 24-year-old man on Feb 25; a 28-year-old woman on March 1; a 26-year-old woman on March 8; and the

latest, a 52-year-old man on March 12. Cops credited for the lifesaving responses include Officers Ted Durand, Eric Stabinski, Andrew Basset, Mark DeLitta, Mathew Murphy, Nicholas Albanese, Joseph Bigg, Gerard Tusa, Christopher D’Alessio, Richard Schwarz, Theodore Reilly, Anderson Antonio and Anthony Osetto. Chief Thomas Strumolo commended all the officers — and he credited their life-saving actions to their training and quick administration of the antidote. He said calls that require CPR, rescue breathing and advanced-medical support usually require two officers and in some cases, a third cop or a supervisor. “They usually arrive first and provide the victim with their best chances of recovering from an overdose,” Strumolo said.

Belleville woman pleaded guilty last week in Newark Federal Court to leading a conspiracy to illegally obtain and distribute oxycodone in New Jersey, U.S. Attorney Paul J. Fishman announced. Victoria Horvath, 43, faces up to 20 years in prison and a $1 million fine when she is sentenced June 20. According to Fishman’s office, Drug Enforcement Administration investigators — using confidential sources, physical surveillance and recorded text messages and phone calls -- discovered that members and suppliers of a drug-trafficking organization secured prescriptions for the painkiller oxycodone and other controlled substances from various doctors in New Jersey, filled them at pharmacies in Belleville and elsewhere, and sold the drugs for a profit. The investigation identified Horvath as a

senior member of the trafficking ring. Authorities said Horvath admitted that, between Feb. 5 and Aug. 13, 2014, she personally went to various doctors’ offices, obtained oxycodone prescriptions, had them filled, and sold the drugs to members of the conspiracy and others. She also drove conspirators to doctors and assisted in getting their prescriptions filled and the pills sold. For example, in February 2014, Horvath reportedly sold 119 oxycodone pills to an undercover law enforcement officer in exchange for $2,020. Fishman’s office reported that individuals originally charged with

Brian Perez, 23, was sentenced to 40 months in prison in September 2014, and Luis Rivera, 25, was sentenced to 54 months last August. Charges were dismissed against Belleville pharmacist Vincent Cozzarelli after his death in April 2014. The indictment remains pending against six other alleged conspirators. – Karen Zautyk

KPD: Dial ‘R’ for robbery A

Kearny man who was transporting a batch of Apple iPhones in his car was the target of robbers who relieved him of the devices and approximately $2,000 in cash, Kearny police reported. Police said the crime report came in shortly after midnight on March 11. Officer Kevin Arnesman responded to the scene, at Oakwood Ave. and Devon St., where he interviewed the 26-year-old victim, who stated he had just parked his vehicle and, as he exited, was confronted by two men, one of them armed with a handgun. The bandits forced the man to open the car trunk, in which there were approximately a dozen brand-new iPhones. The assailants reportedly took all of them, along with the victim’s personal cell phone, his car keys and the cash. They then ran west on Oakwood and entered a waiting vehicle, which fled north on Devon. During a search of the area, on foot and by car, police recovered the victim’s personal phone, which apparently had been thrown from the fleeing auto. Police said the robbers were described as two black males, one tall and thin, one short and heavy-set. The getaway car was described only as a dark vehicle -- no make, model or plate number. KPD detectives are following up and the investigation is ongoing. ••• Other recent reports from the Kearny police blotter included the following:

Eager was arrested, taken to headquarters and remanded to the Hudson County Jail. Officer Stephen Podolski arrested Jose Fernandez, 23, of Lebanon, N.J., on a charge of disorderly conduct. The town began planning for improvements to the field fronting along Belgrove Drive more than a year ago after identifying significant recreational program demands that would not be met while much of the Gunnell Oval athletic complex was off-limits while awaiting an expensive makeover. As a result, town officials opted to move forward with conversion of Veteran’s Field, from dirt to artificial turf, and increased field availability while continuing to search for funds to fix the Oval, which figures to be closed down altogether when work is expected to begin in 2017. With the completion of the job at Veteran’s Field by

infield – now accommodates two Little League fields with 50-to-70-feet field overlay flexibility, one softball field and one mixed-use football and lacrosse field which overlays both the softball and one of the two Little League fields. The $1,552,500 cost of the project was underwritten by funding from the Hudson County Open Space Trust, the Community Development Block Grant program and municipal bond ordinance. The contractor broke ground last August and finished much of the job by the end of November, leaving only some patchwork items to be done. The work was completed ahead of schedule and within budget and now

Further evidence that the landfill was being run more efficiently, according to HMM, is found in a significant decline in Biological Oxygen Demand (BOD) – which measures the level of organic material and bacterial activity within the leachate – between April 2010 and October 2014. That’s all to the good; however, those mounds of wastes – much of it industrial and bulk – that permeate the

site will be an obstacle to new infrastructure development, the consultants caution. And the degree of difficulty will increase if the landfill operator – the NJSEA – further elevates the height of those mounds, from the current 60 feet to a proposed 100 feet. Adding an additional 40 feet “will cause the upper plateau to decrease in [the] footprint area due to the need to slope to this height. Also, this additional fill will surcharge previously placed waste layers and cause time-dependent settlement,” HMM says.

The consultants say the six acres of flat ground – now occupied by the NJSEA weigh scales and offices – could accommodate “managed open space use, such as sports fields/golf course,” and using the site perimeter road could offer public access to the Kearny Marsh. Another option suggested by HMM is using the site “for the storage of bulk materials [like] stone or commercial parking” atop the 50-acre plateau. But even these proposed enterprises would be hard to execute, the consultants

say, for this reason: “Due to the large loads imposed by bulk-stockpiling operations, a significant standoff distance from slope top would have to be maintained, which will limit the usable area.” Also, any operational offices “would need good ventilation due to ground gas hazard.” Any larger commercial structures could be impractical, the consultants say, since, “pile foundations [to support those structures] may have to be in the order of 200 feet deep to reach bedrock and would need to be engineered and constructed to avoid damage while installing through waste layers, and ensure sufficient lateral support …” As for the presence of subsurface gas, HMM notes that during a site visit on Nov. 12, 2015, “a moderate odor of hydrogen sulfide was detected.” To address the issue, the consultants say, “It may be necessary” to place an impermeable vapor barrier across the closed landfill to “limit the migration of odors or ground gas” into the air and/or to periodically arrange for “venting” of any trapped ground gas. In any event, HMM says even after the landfill is shut down, the Kearny Municipal Utilities Authority will still have to arrange for “off-site disposal” of leachate for treatment by the Passaic Valley Sewerage Commission, and that, “It is expected that all development options will share this common requirement.” One other possible scenario offered by HMM is for “light industrial (i.e.: warehouse)” but the consultants caution

that this proposed use “would likely be the most involved of all the available options,” particularly considering health issues and costs. “Any enclosed structures [atop the plateau] would require significant ventilation due to the ground gas risk, and costly deep foundations or a mat foundation system will need to be proposed to support structures,” HMM says. Or, “Should standard shallow foundations be considered, the foundation system would likely lead to construction and maintenance costs significantly higher than those of a non-landfill site.” But no “complex land use” at the site should happen overnight because the landfill property needs time to settle, the consultants advise. “An option should be considered to not attempt any complex land use immediately,” they say. “If the land is left to settle for a number of years and then revisited for development, the issues faced [now] may be significantly reduced. The filling operations since 2009 have been rapid. The fill material and the natural soils beneath will take time to respond to this additional loading.” Kearny should undertake a “cost-benefit analysis” to “determine when the viability of certain routine construction and development techniques could be feasible,” they say. Meanwhile, Kearny is faced with the NJSEA's refusal to surrender the site after its lease runs out on June 30, saying it will exercise eminent domain to extend the life of the dump.

Kearny softball: Veteran group looks to repeat solid season The Kearny High School softball team had a great 2015 campaign, posting a 17-7 record, only to suffer postseason losses to North Bergen in the Hudson County Tournament playoffs and to Hackensack in the NJSIAA North Jersey Section 1, Group IV playoffs. The Kardinals return seven starters from last year’s squad, including All-Hudson County hurler Caralynne Rivera, one of the best pitchers in Kearny softball history. “I think the losses in the playoffs stung,” veteran Kearny head softball coach Jimmy Pickel said. “They stuck around with the team for a while. It was a burning sensation that got the best of us. I think not having Caralynne at 100% hurt us. A lot of our players have dedicated themselves to having a good season this year.” Pickel said that many of his players worked hard in the offseason at the Lyndhurst speed school facility FASST. “They put in the time with their workouts,”

Pickel said. “They all attended the workouts. I think if we had to play games on the very first day of practice, we would have been successful. That’s how ready I believe they were from the very first day. No one would believe it.” Pickel said that having a veteran team makes his job easier. “It does make things a lot more relaxing,” Pickel said. “They made the preparations, what they need to do. It’s helped a great deal.” Having Rivera back for her final season is another reason for optimism. “She’s definitely one of the best pitchers,” Pickel said of Rivera. “She’s been healthy so far this season and looks very good so far.” If Rivera needs help on the mound, she can get it from junior Jane Amadeo, who filled in admirably last year when Rivera was out of action. T

he Harrison High School baseball team won 15 games last year in head coach Jairo Mendez’s second year at the helm and the former Kearny and William Paterson standout hurler believes his team has the potential to be even better this year. “We have a strong pitching staff coming back,” Mendez said. “So that definitely helps. I’ve been working with these kids for the last three years now. It’s always a pleasure to get to the field and work with them and see them grow. So I should have big expectations this year. I should expect bigger and better things.” However, Mendez doesn’t want to look any further ahead than he has to. “I like to look at things more on a day-to-day operation,”

Mendez said. “If the kids work hard and they do so every day, they will be fine. I tell them every day that they have to stay focused and disciplined. If they manage to do that, we’ll have a nice ball club.” Mendez welcomes back senior right-hander Marquis Valentin, who won six games last year as a junior. “He’s going to be our ace this year,” Mendez said of Valentin. “He’s been very effective so far in our scrimmages. I’m trying to have him focus on his fastball and his change-up. Both are very good pitches for him. He’s been doing great. He has to keep his command and limit his walks.” When Valentin is on, he’s very tough to beat. Another senior right-hander is Craig Ruff, who won four games last year. “He was very inconsistent as a pitcher last year,” Mendez

said. “He needs to stay in the zone and throw strikes to help us out.” Senior Rodney Diaz isn’t the biggest kid around, but the right-hander is crafty and knows how to work his way out of tight situations. “He keeps the ball down,” Mendez said. “He’s in the strike zone and pitches to contact.” It’s good to have pitchers who realize where they are pitching. There are no fences at the high school field, so if the pitchers can induce batters to hit the ball in the air, chances are that a fielder will catch it. “I tell that to my pitchers all the time,” Mendez said. “We have the biggest ballpark around, so I tell the pitchers to let the batters hit the ball and we’ll get it. bounced from the freshman to the junior varsity team last year. “She came up to the varsity at the end of the year,” Pickel said. “I have a lot of faith in her. She’s done a great job behind the plate defensively as well as hitting.” Amadeo is also seeing time at first base, along with junior Giovanna Scrimo. “Both are learning the position, but they’re coming along well,” Pickel said. Senior Caitlyn Crespo is the returning starter at second base. “Our infield play is probably our strongest point,” Pickel said. Junior Sydney Pace, who didn’t play last season due to injury, has returned healthy and will play shortstop. Pace is a sensational athlete and will be a major force this season. “She’s a very good softball player,” Pickel said of Pace.

Vilar will try to keep as many groundballs in front of her during the softball season like she kept soccer balls in front of her in the fall. “She keeps the team very loose,” Pickel said of Vilar. “She’s also very good at third.” Senior Melissa McAndrew returns to her starting slot in left field. The centerfielder is returning starter Ryelle Seda, another standout soccer player. Seda is a very good outfielder who covers a ton of ground. “She’s also our leadoff hitter,” Pickel said. “She gets on base and she can run.” Right field is being shared by seniors Erica Greenlee and Brianna Serrano. Both played a considerable amount last season. Senior Jillian Cullen is battling for playing time in the outfield.

“She’s a good contact hitter,” Pickel said of Cullen. Others who might get a chance to play include senior second baseman Olivia Papa, senior outfielder Alex Matta, sophomore outfielder Gianna Hoch and sophomore infielder Mackenzie Byrne. The Kardinals are off to Myrtle Beach, S.C. for a stretch, getting seven scrimmage games there before they open the regular season. “It’s the third year that we’ve gone to Myrtle Beach before the season starts,” Pickel said. “I think it helps team chemistry. We have a fun time, but we also get great competition. It really brings the entire team together.” And the Kardinals will be together all spring, winning their fair share of softball games, thanks to the girl with the ball in her hands.

tive.” Sophomore Julio Ortiz is the fourth member of that talented Blue Tide pitching staff. “For a sophomore, he has good command,” Mendez said. “We can always use more pitching. He’s doing very well. He’s still learning and learning every day. He’s like a sponge, soaking it all in and retaining everything. He’s learning how he can be more effective and help us. He’s a good guy to have on the team, because he does so many things.” The catcher is junior doeverything Mike O’Donnell, who swung a torrid bat at the end of last season. O’Donnell, who can also pitch in a pinch, played third base and the outfield a year ago, but he’s being asked to be the Blue Tide’s backstop this year. “He has played catcher before,” Mendez said. “He’s just an outstanding athlete.” O’Donnell is also the quarterback on the football team. “He just exploded at the end of last season,” Mendez said of O’Donnell, who had a five-hit, six-RBI, six runs

scored game against Bergen Charter last season. “I just hope it continues this season. If he stays hot like he did at the end of last season, he’s going to have a great year.” The first baseman is senior Chris Velazquez, who was a key reserve last season. “He’s worked hard to learn the position,” Mendez said. “He’s a good team player.” Eddie Mieles is a sophomore newcomer who is winning the battle to become the team’s second baseman. “He has a good glove and he’s a little nervous about playing varsity,” Mendez said. “But the more time he plays, the better he’ll be.” The shortstop duties will be a parade of characters like Valentin, Ruff and senior jack-of-all-trades Juan Lopez, who seriously could play anywhere on the field. Diaz will also get time at shortstop. “It all depends on who’s pitching,” Mendez said. The same can be said for third base, with Valentin, Ruff (who played third last year) and Lopez all bouncing back and forth. Senior Andrew Gomez is the left fielder, with standout senior Felix Calderon returning to his starting spot in

center field. “He can go and get it,” Mendez said of Calderon. “His game is his speed. He had three infield singles one scrimmage. He has tremendous speed and we’re working on using it.” O’Donnell will be the leadoff hitter, with Calderon batting No. 2. That’s a lot of

talent at the top of the order. Junior Julio Ortiz will see time in right field, but look for junior Jacob Ruiz to get some time in the outfield. “He’s been hitting the ball real well,” Mendez said. “Maybe he’ll be a DH (designated hitter) for us. We have to find a way to get him in the lineup. If you can hit, you

can play. We’ll find a spot.” Others who will see time include senior outfielder Andrew Cartegena, junior second baseman Emmanuel Valerio, junior outfielder Adam Mobus and sophomore first baseman Andrew Valente. The Blue Tide suffered a huge setback when it was learned that Dustin Huseinovic, another player who was torrid hot at the end of last season, hurt his elbow and will miss significant time this season. “It’s a loss,” Mendez said. “We hope to get him back. If he comes back, we have Lopez, Calderon and Huseinovic who can all hit the ball. I think we can have a good season. Most of the kids have been around, so they know me and what I expect. Mentally, we have to come in with a positive attitude.” The Blue Tide begins the season against University Charter of Jersey City April 1, then Harrison takes on Queen of Peace April 3, followed by New Milford and Lyndhurst. The Blue Tide will be tested right away.

Lyndhurst softball wants to keep winning tradition going By Jim Hague Observer Sports Writer

T

he Lyndhurst High School softball team won 18 games last year in head coach Emily Ringen’s second year at the helm. Because of some huge losses to graduation, it would be tough for Ringen and the Golden Bears to duplicate the feat. After all, the Golden Bears lost ace pitcher Jenn Tellefsen, who is now at Florida State College at Jacksonville and doing extremely well, pitching to an 8-2 record with a 2.18 earned run average there. “It’s hard to lose someone

like Jenny,” Ringen said. “It’s like losing five players in one. She certainly was a key figure for us.” Ringen is going to work at trying to prove that the Lyndhurst softball program is more than just Tellefsen. “I think we have a good solid defense,” Ringen said. “I like what we have in pitching.” Junior Olivia McMullen has the daunting task of stepping into the circle where Tellefsen once threw. “She pitched here and there last year,” Ringen said of McMullen. “She was playing left field as well and then she got hurt and missed some time. But she knows the game of softball. She’s

although sophomore Ava Ruggier also plays first. “It’s a healthy competition going on there for playing time,” Ringen said. Second base duties belong to newcomer Makenzie McMillan, who worked especially hard in the offseason to get ready. “I tried to calm her down,” Ringen said. “She was so excited to go to FASST twice a week and went to regular workouts. She’s ready.” Senior Haley Duffy, the

team’s slugger and resident shortstop, returns to the position this season. “She’s the captain, the go-to person,” Ringen said. “Whenever we need something, we’re going to her. She’s the top senior.” Third base duties are currently being shared by a pair of juniors, namely Olivia Cairns and Jessie Bolton. “They bring something different to the lineup,” Ringen said. “But they’re both willing to field. Both will play a con-

siderable amount.” Left field duties are currently being shared by senior Melissa Torres and junior Jennifer Wartel. Monica Laverty, who was the team catcher a year ago, has been moved to center field. Laverty was an undersized catcher, but she hit close to .400 and she’s a good leadoff hitter for the Bears. “I believe I will keep her in the lead off slot.” Three players are battling for playing time in right

field, namely freshman Angel Downey and sophomore Gabby Schrnur, who will also serve as the No. 2 pitcher, and junior Christina Porta. Junior Mia Luna, who is also a soccer standout, is another pitcher on the team and sophomore Kelly Weckstein is an outfielder with speed to burn. The Golden Bears open their season April 1 against Wood-Ridge and will be tested right away, facing perennial power New Milford on April

4. “I think we’re ready,” Ringen said. “The weather has been so cooperative. We were able to get outside and practice real life situations. This is Team 3 for me. Every year is a different team. This is Team 3 and they’re going to come out swinging. The kids all do well in school. They have fun here. If they’re having fun and learning something, then that’s winning to me. the lawyers for both sides by agreeing to hear the case. That decision, in turn, set in motion a protracted series of meetings by the lawyers in an effort to strike a legal compromise and when those talks continued to drag on, the state’s highest tribunal assigned a mediator to assist the disputants. What Harrison feared, according to Mayor James Fife, Town Attorney Paul Zarbetski and CFO Gabriel Simoes, was that if the case did go to trial and the justices ruled in Red Bull’s favor, then the town would likely have to refund more than $15 million in back taxes it collected from 2010 – when the stadium opened – through the end of 2016, plus 5% interest, plus the costs associated with issuing bonds to pay out that money over time. So, to avoid a worse-case scenario, the mayor and Harrison Town Council voted to ratify the proposed settlement which, according to the town’s special counsel Stephen Pearlman, provides that: • The Hudson County Improvement Authority (which, in 2006, sold $40 million in bonds in 2006 to finance the acquisition, clearing and remediation of a 12.34-acre parcel in a redevelopment area to allow for construction of the Arena) will take over ownership of the land and Arena. • The HCIA will enter into a lease agreement with Red Bull for the use of the land and Arena and will use

the income from the lease fees to give Harrison an annual PILOT starting in 2017 at $1.3 million and, thereafter, “escalated annually” to the yearly Consumer Price Index, through the duration of the team’s stay in Harrison. • Within six months of the settlement’s approval, the HCIA will issue bonds for up to $1 million, with the proceeds going to pay for certain types of capital improvements to the stadium, including “guest service kiosks, pavement replacement plaza level, [surveillance] camera system upgrades, concourse concrete repair and resurfacing, hospitality areas on plaza level upgrades, concourse lighting upgrades, Wi-Fi in seating bowl upgrades and distributed antenna system/cell phone service in seating bowl upgrades.” A Red Bull affiliate will pay the debt service on those bonds. • The Red Bulls will agree to remain in Harrison at least through 2038, with options for four 5-year extensions through 2058. (By 2038, the town – which is responsible for paying the debt service on the $40 million bond issue – expects to have paid off that debt. Currently, there remains an outstanding balance of about $29 million). • The HCIA and Harrison can use the stadium field and the grounds for up to 48 annual “public use events,” including “local soccer games, concerts … trade shows, arts or cultural events,” among others at times that will not

interfere with the soccer team. • If, at any time between 2038 and 2058, Red Bull opts to buy the stadium and land at fair market value, Harrison can control the future development of the property by vetoing the proposed use. Or, the town has the right to use the property for a school or for some public purpose. Pearlman said the Harrison Redevelopment Agency approved the settlement last Monday. The HCIA was expected to consider ratification on March 23, he said. When the Red Bull ownership in Austria will act is not yet known. After having granted two previous adjournments to permit settlement conferences to continue, the state Supreme Court has scheduled the tax case for review April 11, Pearlman said. At that time, if all parties have signed on to the settlement agreement, Pearlman said the court will be asked again for an adjournment “to implement the settlement.” But Pearlman cautioned that the justices may, nonetheless, elect to hear arguments and, ultimately, impose their own outcome.

Myers, archbishop of Newark, will offer a special liturgy for couples celebrating five or 25 years or more of marriage. The archbishop also will be the celebrant of Mass for couples celebrating 50 or more years of marriage on Sunday, May 1, at 3 p.m. “Every couple in the Archdiocese deserving of such recognition is invited to be

present at the appropriate liturgy,” Myers said. “The presence of a large number of couples will give favorable witness to the strength and stability of Christian marriage in today’s society.” Registration to attend these two special Masses is required in order for the Archdiocese to extend appropriate recognition to their vocation of marriage. All interested couples are encouraged to contact their local parish by Sunday, April 10, to be part of this special day. The Archdiocese of Newark comprises all Roman Catholic churches in Bergen, Essex, Hudson and Union counties. A Belleville educator has become the first recipient of the Driver Education Teacher of the Year Award from the New Jersey Association for Health, Physical Education, Recreation and Dance. Belleville’s Deborah Strano was honored at the NJAHPERD Awards Banquet on Feb. 21 at the Ocean Place Resort & Spa, Long Branch. NJAHPERD promotes “healthy, active lifestyles” for students, teachers and community members. The association said the award recognizes teachers who conduct high quality driver ed programs that incorporate state core-curriculum content standards while applying various teaching methodologies to plan innovative learning experiences to meet the needs of all students. These teachers, the association said, “serve as positive role models for school and community” by promoting safe driving habits. Strano, an 18-year employee with the Belleville school system, came to education after working, initially, as a police officer — her expertise was investigating motor vehicle crashes resulting, primarily, from drunken and/or distracted drivers.

Working with colleagues from the Belleville Police and Fire departments, Strano and a student developed a mock motor vehicle accident scenario involving an actual collision leading to a response by Belleville EMS to treat and transport a “victim,” and an “arrest” of the driver for consumption of alcohol and texting while operating a motor vehicle which “sent a powerful message to the students of Belleville High School,” the association said. Following her work in law enforcement, Strano became a private insurance adjustor, investigat-

ing, evaluating, negotiating and settling bodily injury claims resulting from motor vehicle accidents. before entering the education ranks. Currently, Strano is collaborating with BHS mass communications teacher Ryan Sheridan on a public service announcement sponsored by Toyota and Discovery Education for the Teen Driver 365 Video Challenge promoting safe teen driving practices. In accepting her award, Strano said: “Always follow your dreams. Never be discouraged. Most importantly, always place your students first.”
