Murder suspect nabbed in Belleville hotel: MCPO BELLEVILLE – A man wanted in connection with a homicide in Mercer County was arrested at a motel in Belleville last week. Det. Capt. Dan Ward, of the Belleville PD, said that members of the N.J. State Police and Mercer County Prosecu-

tor’s Office came to BPD HQ at 4 a.m. last Wednesday, Aug. 17, to request assistance in apprehending a murder suspect believed to be staying at the Belleville Motor Lodge on Washington Ave. The suspect, Carlos Ortiz, 50, was wanted in connection

with the violent death of Rufina Castro, 51, whose lifeless body was found in a first-floor bedroom in a Ewing Township home just before 3 a.m. by Ewing PD who had gone there to check on Castro’s welfare in response to a call, according to a press release issued by Act-

ing Mercer County Prosecutor Angelo J. Onofri. Investigators from the Mercer County Homicide Task Force and Ewing PD determined that Ortiz had argued with Castro in the bedroom on Aug. 16 and that he allegedly hit her in the head with a glass

beer bottle, then strangled her with a cell phone charging cord and tried to hide her body under a pile of clothes and blankets, Onofri said. The suspect then fled in his Ford Explorer, Onofri added. see MURDER page

hanks to an alert by a concerned town resident, a Newark man was remanded last week to the Hudson County Jail on charges including credit card theft, Kearny police reported. At 8:30 a.m. on Sunday, Aug. 14, Officer Leroy Bibbs was on patrol near Highland Ave. and Patterson St. -- an area that has suffered a rash of recent car burglaries -- when the citizen told him that a man walking south on Highland was peering into parked vehicles. Checking the location, Bibbs spotted Javier Acevedo, 36, who reportedly ducked between two cars when he noticed the officer. Police said Acevedo was holding a black wallet, which had magically disappeared when he emerged from his hiding place. During Bibbs’ field inquiry, Acevedo was found to be holding an ATM card and a Dunkin’ Donuts card, neither in his name, police said. Meanwhile, back-up Officer Jose Perez-Fonseca located the aforementioned missing wallet, the contents of which reportedly matched the name on the aforementioned cards. Police said that when they contacted the wallet’s owner, he told them he had just discovered that his car had been burglarized. Acevedo was arrested for receiving stolen property and was subsequently charged with credit card theft, tampering with evidence and on a $10,000 (no 10%) criminal trespass warrant from Newark. Kearny Municipal Court Judge Thomas D. McKeon added another $25,000 (no 10%) bail, and Acevedo was headed for the jail by noon. ••• Other recent reports from the Kearny police blotter

As they approached on foot, suspect Victor Diaz, 51, of Kearny, reportedly threw a bundle of heroin back inside the car. Ignoring an order to put the Chevy in park, police said, the female driver sped off, heading north and then west toward Belgrove Drive, where police lost sight of her. Diaz was arrested for hindering apprehension and for possession of heroin and paraphernalia. But the investigation into the car and driver continues. ••• Shortly after 10 p.m., Officer Mina Ekladious spotted Miguel Vargas, 51, of Kearny, guzzling a 24 oz. can of Keystone Light beer on Kearny Ave. near Johnston Ave., police said. Prior to issuing a town ordinance summons, the officer conducted a warrant check and reportedly found that Vargas had six -- all for ordinance violations. Two -- from Newark, $200; from Rahway, $70 -- were in his real name. Police said the other four were under an alias, Juan Varela, and included one from Kearny, $250, and three from Harrison, $250, $50 and $50. Essex County bond rating increased by 2 steps, county exec says

F

itch Ratings has increased Essex County’s long-term bond rating to AA-plus, which is a twostep improvement over the former rating of AA Stable that was assigned in 2013, Essex County Executive Joseph N. DiVincenzo Jr. announced last week. This is the second positive bond ratings increase Essex County received this year; in March, Moody’s Investors Services, another financialrating agency, improved Essex’s rating to an Aa2 with a positive financial outlook. “This two-step ratings upgrade is incredible news for Essex County and validates the conservative budgeting and innovative revenue creation approach we have been following for the past 14 years. My administration has revitalized our parks system, modernized our infrastructure and continued to provide supportive services to our residents, but none of this would be possible if we did not stabilize and strengthen our financial standing,” DiVincenzo said. “The ratings we get from agencies such as Fitch are our financial report cards and demonstrate the confidence that Wall Street has in us. It is also an indication to our residents about the positive direction in which we continue to move. This is great news, but obtaining a triple A rating continues to be my ultimate goal.” The two-step upgrade reflects “the county’s exceptionally strong gap-closing capacity, stable but slowgrowing revenue base, and solid operating performance. The county’s strong financial profile reflects a wealthy property tax base, manageable expenditure growth demands and a demonstrated ability to reduce expenditures during economic downturns,” according to a Fitch news release. In its report, Fitch said it has confidence in Essex County to continue strengthening its financial standing. “During the most re-

cent downturn, the county demonstrated its ability to reduce spending through cost controls and staff reductions, and Fitch expects management would take similar actions to maintain its strong financial resilience in future downturns,” the report said. While the county funds its budget mostly through property taxes, Fitch credited the county for developing recurring revenue streams, which includes accepting federal prisoners and immigration detainees at its correctional facility, accepting juvenile detainees from Passaic County at its Juvenile Detention Center and generating revenue from its parks and recreation facilities, which includes Turtle Back Zoo. “The county has entered into shared-services agreements with other governmental agencies helping to generate new recurring revenues and also benefits from park and recreation facilities which generate admission and user fees helping offset increases in operating costs,” the Fitch report said. Essex County also maintains a fund balance, which amounts to about $77 million. This fund has helped improve the county’s cash flow and has enabled Essex to discontinue the use of tax anticipation notes since 2014. This practice has saved the county from paying millions in interest payments and makes its bonds more attractive to private investors. The rating upgrade was assigned to $107 million of general-improvement bonds for Essex County ($24.5 million), the Essex County Vocational Technical School District ($80 million) and Essex County College ($2.5 million). The bonds are scheduled to be sold on or about Sept. 1 and are being used for various capital improvements. Another fiscal initiative that has helped restore the confidence of Wall Street in Essex County is a comprehensive debt restructuring

that occurred in 2007. Essex took advantage of low-interest rates to refinance its existing debt without extending the deadline to pay off the debt. In addition, it set a policy to not exceed a total of $20 million in annual

capital spending for Essex County. Before DiVincenzo took office, Moody’s had downgraded Essex County’s bond rating to Baa2 with a Stable Financial Outlook in November 2002 and threatened to

downgrade the bond rating again. By 2005, the county’s bond rating had climbed to an A rating with a Positive Financial Outlook, which was its highest rating since 1994. – Kevin Canessa Jr.

Celebrating wretched writing By Karen Zautyk

I

t was a dark and steamy night when I logged on in hopes of finding -- finally -- the announcement of the 2016 Bulwer-Lytton Fiction Contest winners. The competition deadline is in June, but it takes the judges in the English Department at San Jose (Calif.) State University a couple of months to pick the champs. Last week, there they were at last! I look forward to this every year for two reasons: 1) A few good laughs, and 2) A way to fill this space with wretched writing other than my own. The contest, launched in 1983 and named for 19th century author Edward George Bulwer-Lytton, challenges entrants to compose the worst opening sentence to the worst of all possible novels. (BulwerLytton is guilty of “It was a dark and stormy night . . . “ but, to give him credit, he also coined “The pen is mightier than the sword.”) This year, as usual, I found the runners-up and dishonorable mentions to be cleverer than most of the first-place winners. Here are my faves:

49-year-old North Arlington man was arrested on numerous drug charges due to the combined efforts of the Kearny PD, North Arlington PD and Bergen County Prosecutor’s Office, authorities reported last week. Pursuant to the multi-agency drug-distribution investigation, the Kearny Vice Unit earlier this month secured a Hudson County Superior Court search warrant for suspect Joseph Soto’s residence. On Aug. 11, officers from the three departments set up surveillance on the 100 block of Morgan Place in Kearny and, at 5:30 p.m., spotted their target driving a 2015 Honda. As they approached the vehicle, Soto was observed discarding a plastic jar on the floor of the car, a jar found to contain seven plastic bags of suspected marijuana, police said. After Soto was arrested, the search warrant was ex-

gas station convenience store was robbed Wednesday morning, Aug. 17, and the suspect was able to get away with nearly $2,000 in cash, the Lyndhurst Police Department said. Det. Drive-by shooting injures victim: HPD T HARRISON –

he Harrison Police Department is investigating a shooting incident that occurred in town this past weekend. Det. Lt. David Doyle of the HPD provided this account of the incident: At about 1 a.m. Saturday, Aug. 20, a 28-year-old Kearny man was shot in the shin area of his right leg in the area of Fifth and Hamilton Sts.

The victim told police that a vehicle occupied by four people drove up to the intersection and stopped. One male exited the vehicle and began spraying bullets in his direction, he told officers. The victim could not provide a detailed description of the shooter or the vehicle. Police recovered about a dozen bullet casings from the area and numerous bullets were also recovered from at

least three parked vehicles and the street, Doyle said. Investigators identified the bullets as 9mm, according to Doyle. The victim was taken to University Hospital, Newark,

for treatment and subsequently released, Doyle said. “We will continue to interview witnesses and the victim, investigate suspects and other involved persons to attempt to identify the suspect vehicle,”

Doyle said. Since the beginning of the year, there has been one prior shooting in town which resulted in no injuries, he said. – Ron Leir

cab and saw flames — so he immediately ran from the area. Because of the severe damage to the truck, Viscuso said the KFD hasn’t yet been able to determine the source of the fire’s ignition. “The guys did an aggressive attack,” Viscuso said. “Well done by all.” No injuries were reported.

NA’s Vikings look to build off playoff year Last year represented a season to remember for the North Arlington High School football team. For the first time in 19 seasons, the Vikings qualified for the NJSIAA state playoffs, punching their ticket to play in the North Jersey Section 2, Group I playoffs before falling to Brearley Regional. “We’re very proud of that fact,” said veteran head coach Anthony Marck. “It was a goal of ours to reach the state playoffs and we did. We would have liked to go further than just the first round, but we absolutely talk to this year’s team and make it a goal again.” It won’t be easy, considering that the Vikings lost 16 seniors from last year’s team (a gargantuan loss for a Group I program), including the electrifying quarterback Michael Manzo-Lewis, who compiled close to 3,000 yards in total offense last season. “We tell them in team meetings that our goal is to get back to the state playoffs,” Marck said. “We have to think that way. If you don’t set your goals high and

you fall short, then there’s disappointment. We have to get back to the states, but we know it’s going to be a tough climb.” With that, Marck has taken a different approach to coaching this season. “When a player comes up to me and asks, ‘Coach, what are we doing tomorrow?,’ I have to answer that I just don’t know,” Marck said. “I don’t want to talk about tomorrow. I have to worry about today. Let’s talk about right now. We have to concentrate on that.” Leading the Vikings this season will be sophomore Will Cruz (5-6, 160). It’s a lot to ask a raw sophomore to step in and take over for someone who did everything, but that’s what Marck is doing. “The one attribute he has is moxie,” Marck said of the youngster. “He has moxie. He has toughness. He’s a totally different player than Mike was. But he has a strong arm and he’s built like a fullback. He’s not afraid to put his head down and get the see VIEW page

We’re just changing the player in that position.” The halfback will be senior Nick Gugliuzza (5-10, 210). Don’t worry about trying to pronounce the name, just realize who he is. “He played linebacker for us,” Marck said of Gugliuzza. “He did get some varsity carries for us. He’s a tough kid, a good football player.” The fullback is junior Nick Fernandez (5-8, 165), who has already carved his niche as a wrestler for the LyndhurstNorth Arlington wrestling cooperative in the winter months. The slot receiver is junior Glenn Full (5-6, 150). The Vikings have some nice size at wide receiver in senior A.J. Ford (6-1, 170) and sophomore Greg Checo (5-9, 165). Checo is the younger brother of Jose Checo of North Arlington basketball fame. The offensive line has some experience, especially at tackle, where seniors Vinnie Crawford (6-0, 230) and Lance Laskowski (5-11, 270) reside. Crawford started every game last season, with Laskowski getting in some games. Marck knows that this season could be a trying one for the Vikings. “Without question, this is the youngest team that I’ve ever put out there,” said Marck, who begins his 11th season as head coach. “It’s definitely the team with the least amount of varsity experience. But you do what you have to do when you don’t have experience.” Marck likes what having a young team has meant to him. “I am running around with more energy,” Marck said. “These kids give it their best and that’s all I can ask of them. POOLING TEARS

When the small chamber (lacrimal sac) into which the tears drain from the eye becomes infected, tears become trapped and form a pool. This condition (known as “dacryocystitis”) blocks tears from flowing from the inner corners of the eyes, along the nose, and out through the nasal passages. As bacteria grow in the pool of blocked tears, infection sets in and reddening, tenderness, and swelling develop at the inside corner of the eye. This most commonly occurs in infants and older adults. Treatment may begin with warm compresses and gentle massage, followed by probing of the nasolacrimal duct (tear duct) and a course of oral antibiotics. If the probing proves ineffective, “dacryocystorhinostomy” (DCR) surgery may be recommended.

ario Cuniglio has been the head football coach at Belleville High School for five months now, so the newness of being the head man of the Buccaneers is beginning to wear off just a bit. “It has been a smooth transition,” said Cuniglio, the former assistant coach who took over for Joe Fischer. “I have all great people around me. So the transition has been flawless. At first, the kids were little resistant, but they realized that things needed to be done to be successful. They had to change the culture and embrace it.” The 36-year-old Cuniglio, who has been in the coaching profession for the last decade, said he felt different taking over the Buccaneers. “To be honest, it was

surreal,” said Cuniglio, who attended Steinert High School in Hamilton Township near Trenton and played there behind All-State player Dominic, currently the head coach at Jonathan Dayton in Springfield. “I didn’t believe I was finally a head coach. It is definitely different, but I’m up to the challenge.” Cuniglio also spent time as an assistant with younger brother Marc at Burlington City High School. “I think I’ve learned a little bit at every stop I’ve made,” Cuniglio said. “I feel that change is a necessity and it’s a positive. I’m basically a guy who is made up from a bunch of different philosophies, including my brothers. I think I understood the game and I feel that this was my way to give back as a mentor. Once I got everyone on board, the culture

needed to be changed.” Cuniglio said that he met with his coaching staff to discuss a culture change right after he was hired. “We discussed what we could do to change the program,” Cuniglio said. “We needed to get our guys to realize that if they wanted to win, that the change had to be made. It’s going to be an uphill battle, but we’re starting to see the light. The staff has been tirelessly working to effect that change.” Cuniglio is looking to find a starting quarterback right now. It will either be senior Kyle Walsh (6-1, 185) or junior Gustavo Viana (6-0, 190) to earn the starting nod. “They offer two different styles,” Cuniglio said. “Walsh is more of a traditional quarterback with Viana more of an athlete.” continued next page

Spending less at college It’s no secret that college is expensive. Students spend 39% to 67% of their overall yearly budget on tuition and fees alone, according to figures from the College Board. However, studies now show that students are spending less on course materials than previously. Publishers and education companies are working to decrease college costs. Recent research from the National Association of College Stores found that students spent about $600 on course materials in the most recent school year, nearly $100 less than the average spent in 2007-2008. Put into perspective, books and supplies are 2-5 % of the overall budget for college students at four-year public and private schools (College Board). Students spent an average of $67 per textbook (NACS), but $367 per month on discretionary spending, according to independent research firm Student Monitor. One reason for the trend is that publishers are offering students less expensive and more engaging options than traditional textbooks. Digital course materials use personalized learning technology to help improve student grades and increase retention by including more enhanced content. Fred learned to love the water and developed navigational and seamanship skills in the Coast Guard. While working in New Bedford, Mass., and living in the Buzzards Bay town of Mattapoisett, he began sailing. After moving to Lancaster, he began crewing in lightning-class sailboat races at the Susquehanna Yacht Club at Long Level and purchased his first lightning in 1964. In 1992, shortly after retiring from the New Era, the family also purchased a 30-foot cruising sloop, which they kept on the Chesapeake Bay. In Lightnings, Fred raced at the Susquehanna Yacht Club and in regattas on the Chesa-

peake Bay. He was a member of the International Lightning Class Association and served as commodore of the Dixie District as well as at the SYC. For more than 40 years, he taught Coast Guard-certified introduction-to-sailing classes. Fred was active in Lancaster’s chapter of AFS, an international exchange program. His family hosted several foreign students for short and long-term stays. He and Kay participated themselves in an exchange trip between Lancaster and Krefeld, Germany, commemorating the arrival of Germans welcomed by William Penn to settle in see OBITS page

Pennsylvania in the 1680s. Since 1962, he was a member of St. John’s Episcopal Church, on Chestnut St., in Lancaster, Pa., where he volunteered at the weekly soup kitchen. He served on liturgical and music committees, sang in the choir and served as cantor for many years. His singing career began as a boy soprano in Newark Cathedral. As an adult, he sang tenor with the Lancaster Symphony Chorus, Lancaster Chamber Singer, Musica Sacra of Lancaster and Homestead Village Chorus. A particular highlight was singing in the chorus for a performance of Carl Orff’s Carmina Burana at New York’s Carnegie Hall in 1991. Since moving to Homestead Village in 2004, he served as a Rohrerstown Precinct Democratic Committeeman, penning and distributing the precinct newsletter. He also worked regularly as a majority inspector at the Rohrerstown polls in East Hempfield Township, Pa. He is survived by three children and five grandchildren: Carolynn Luby of Carlisle, Mass., and her husband Jay and their sons Michael and Eric; Nancy Pierson of Larchmont, N.Y., and her husband Frank and their daughters, Abbie Mildenberger, Kristy Pierson and Melissa Pierson; Robert Bush of Wilsonville, Ore., and his wife Anne Sterling. He is also survived by three great-grandsons. He was predeceased by his wife Kay, a son William and a sister Anne Cathcart Lemp.
