1. Executive Summary Detroit has many names. The Motor City. Arsenal of Democracy. Motown. The Birthplace of Techno. The Mecca of Street Art. By August, the world will know that Detroit is also international stage of the X Games.

skate parks, and once vacant buildings are now theaters and art galleries. Regardless of whether venues used for the X Games are conventional or unconventional, they will be accessible.

This city’s bid to host the 2014-2016 ESPN Summer X Games is bolstered by three things that exist with or without the X Games. First, Detroit has the experience and expertise to host a great event. Second, Detroit’s built environment, from world-class venues to adaptively reused public spaces, provides a unique and compelling backdrop for action sports fans to see on TV or in person. Finally, the people in Detroit make all the difference. Detroit is a sports crazy town that is reinventing itself with elbow grease and a do-it-yourself attitude. Few cities have more experience holding large sports events than Detroit. In the last 10 years, the Detroit area has hosted the World Series twice, the NCAA Final Four and Frozen Four, the NFL Super Bowl, the Red Bull Air Races, and countless other events. Stakeholders in Detroit have a long history of forming the public/private partnerships necessary to financially support and execute these events successfully. This bid exemplifies a continuation of that tradition. Detroit has the infrastructure to support complex events. We have worldclass conventional venues. Ford Field is a one-of-a-kind indoor stadium that sits 65,000 people and has held events ranging from the Super Bowl WrestleMania to Monster Jam. Joe Louis Arena is Hockeytown’s pride, and has hosted multiple Stanley Cup Finals. Detroit’s riverfront park, Hart Plaza, hosts 100,000 electronic music fans during the Detroit Electronic Music Festival, and our city-center park, Campus Martius, holds the same attendance for Jazz Fest.

Detroit is an easy drive from many major midwestern markets, and some Canadian markets as well. Detroit’s newly renovated international airport, a Delta hub, also makes air travel convenient. Detroit Metro Airport is a 90-minute flight from 60 percent of the U.S. population. Detroit’s X Games bid goes beyond tangible infrastructure and experience—this bid is about Detroit’s people. Detroiters are passionate about sports and entertainment. They will be proud to host the X Games and proud to show off their city on an international stage. We are reinventing this place. Today, Detroiters combine a blue-collar work ethic with a creative attitude, establishing innovative small businesses, a music scene that is second to none, and a world-famous avant-garde arts scene. With this in mind, Detroit offers an aura, an authenticity, and a sense of credibility to the X Games brand that few cities can match. There are some that have written Detroit off — that say Detroit’s story is complete. We know otherwise. With this bid, we are rolling up our sleeves and taking the next steps in Detroit’s revitalization. More importantly, we are doing it the Detroit way. Started as a an idea amongst friends, with little money and a lot of hard work, Action Sports Detroit has built a coalition of Detroit’s most influential stakeholders. It is a growing coalition that understands the potential impact of this event.

Detroit also has unconventional venues. Grassroots citizens are adaptively reusing space in creative ways — once desolate lots are now vibrant

LEAD organization Description

Action Sports Detroit Action Sports Detroit (ASD) serves as the lead organization in the submission of Detroit’s bid for the 2014-2016 ESPN X Games. In the summer of 2012, Ian Studders read about the X Games global expansion. As a real estate and community development specialist with an appreciation for the impact big sporting events can have on a city, Studders developed the original vision for a partnership between the X Games and Detroit. He discussed the idea with Kevin Krease, a close friend and Detroit native, who realized the potential it could hold to create an attractive urban environment that brought young people back to the city. Studders and Krease began the discovery process behind an organization they created to formalize their initiative, Action Sports Detroit LLC. During this process they connected with Jack Wienert to discuss Detroit’s potential candidacy as a bid city, and Susan Sherer, the architect of Detroit’s successful Super Bowl bid and the executive director of the Super Bowl LOC. Sherer, Studders and Krease were able to procure the necessary letters of support to have Detroit named a qualified bid city, with Action Sports Detroit as the representing bid entity. Garret Koehler — a friend working as a project manager in Chicago — quit his job and moved to Detroit to project manage what had become a Detroit-style do-it-yourself bid for the X Games. Since December, Krease and Koehler have worked full time on this bid as Action Sports Detroit, getting help along the way from Studders, Sherer and a growing cohort of supporters and resources. Outside of completing the proposal ESPN requested by April 2, Action Sports Detroit’s main objective has been to make Detroit’s private, public and civic stakeholders see that a three-year agreement to host the ESPN Summer X Games is an

integral part of Detroit’s revitalization. We’re pleased to turn in a bid that demonstrates the evolving realization of this objective. Whether expressed as a financial guarantee, a commitment of experienced resources or a general statement of endorsement, these stakeholders have come to believe that a Detroit’s X Games bid is worth their support. Over the last few years, Dan Gilbert has invested more than $1 billion in the city of Detroit. He has committed to chairing the board of our LOC and financially backing X Games Detroit with a growing group of supporters. His commitment affirms the value of this bid, a bid informed by a group of experienced organizations and individuals that have coalesced around one vision. This group contains the foundational pieces of the future LOC to be formalized during the finalist stage. We’ve included brief bios of each organization and key contributors below for your reference. Action Sports Detroit has one organizational mission: Bring the X Games to Detroit. We’re confident that we will do so by 1) putting the best value proposition for ESPN on the table, and 2) creating an LOC that can clearly plan and execute a worldclass event. Kevin Krease is the team’s executive project director, focused on organizing and selling the vision to bring the X Games to Detroit. He graduated from Miami University of Ohio in political marketing and has a background in educational technology. Locally born and raised, he sees this event as a major catalyst to help bring back native Detroiters who have moved away. Continued

Action Sports Detroit Garret Koehler is the team’s project manager, focused on creating the structure and form necessary for every aspect of the bid to be successful. His project management skillset is particularly tailored to creative ventures that are unlikely to succeed. His experience ranges from building custom trading software in Chicago and managing a micro-lending initiative in the Middle East, to building out Groupon’s first proprietary data center and integrating web and mobile platforms across their global markets. Ian Studders is the co-founder of Action Sports Detroit and an advisor to the team. He’s a real estate and community building specialist interested in developing local platforms for sustainable development. Working at Wayne State University, He is responsible for managing and improving the university’s commercial real estate portfolio. He is also a member of the Detroit Revitalization Fellows Program.

The Detroit Sports Commission The DSC was formed in 2001 to serve as the leader in the Detroit region to attract and host sporting events that create economic benefit and an enhanced image for the region. The DSC is a 501(c)3, wholly-owned subsidiary of the Detroit Metro Convention & Visitors Bureau (DMCVB), and whose operation is fully funded by the DMCVB. The DMCVB just celebrated its 117th anniversary as a leader in the tourism industry.

The DSC employs five full-time staff, as well as interns that support its events throughout the year. The DSC also has the resources of the DMCVB’s 55 full-time employees to enlist as needed. The DSC has played various roles in the region’s hosting of some of the most prestigious sporting events, serving on the local organizing committees of Super Bowl XL and the 2009 NCAA Men’s Final Four, and has also spearheaded LOC efforts for two AAU Junior Olympic Games and the 2007 NCAA Division I Wrestling Championships. The DSC also co-hosted the 2010 NCAA Men’s Frozen Four at Ford Field. Sean Krabach has more than 15 years of experience in the sports event industry including ten years at the Detroit Sports Commission, where he currently serves as the director of Event Operations. Since his arrival, he has led the Detroit LOC for the 2010 NCAA Men’s Frozen Four, served as vice president of Internal Operations for the 2009 NCAA Men’s Final Four, and worked on volunteer logistics and operations with the Super Bowl XL LOC. Kris Smith works on event development with the Detroit Sports Commission as its sales manager. He brings years of experience in event procurement to the table and has a deep understanding of what’s involved in bringing major events to a city. He has played a crucial role in preparing significant portions of Detroit’s X Games proposal.

Paxahau, Event Productions and Management From bare-boned yet high-reaching beginnings, Paxahau has become a world-class production and promotion company. While experiencing consistent growth and prominent industry recognition, the company’s primary focus has always remained the same: to support and encourage creative culture and the related community of artists and visionaries while expanding the legacy of Detroit’s innovative heritage. Founded 15 years ago as a grassroots organization working from a basement office, Paxahau’s remarkable progress is due to the unique strengths of its experienced team. Since joining forces, this team, with a combined total of 80 years of experience in event management, has established a reputation for excellence. Paxahau enhanced its worldwide footprint by assuming complete management responsibilities for the Movement Electronic Music Festival in 2006, and was then able to stabilize the festival’s finances and increase its popularity universally. Movement enjoyed a record number of more than 100,000 attendees in 2012 and looks forward to eclipsing that mark next year. In addition to producing numerous live events including Movement, Paxahau has also established the Detroit Techno Foundation, a nonprofit group dedicated to promoting electronic music’s creative communities. Paxahau is also active in the Detroit community serving as advisory committee members to numerous special events and parks and recreation initiatives.

Paxahau is also responsible for the Detroit Jazz Festival operations, Detroit Restaurant Week and has provided talent, production and creative direction for: the North American International Auto Show, the Museum of Contemporary Art Detroit opening event, the Red Bull Air Races, BravoBravo! and the Westin Book Cadillac grand opening. As producer and promoter of Movement, Paxahau has been honored with numerous awards and mentions, including: Resident Advisor’s “Festival of the Month” for May 2012, 2011, 2010, 2008 and 2007; “Best Niche Festival” 2011 by Rolling Stone; and “Number One” on the 2010 New York Post list of “10 Outstanding Music Fests.” Additional recognition for Paxahau and the festival includes being named the nation’s “Top Promoter” and “Festival of the Year” by Urb Magazine and “Promoter of the Year” by Real Detroit Weekly. Sam Fotias is the operations manager for Paxahau, which means his current portfolio includes, but is not limited to, operations management for the Detroit Jazz Festival, Restaurant Week and the Movement Electronic Music Festival. Jazz Fest and Movement have an almost identical footprint to the one proposed for Detroit’s X Games, and there is no one who better understands the logistical and production components of activating those spaces.

Rock Ventures is an umbrella entity formed to provide operational coordination, guidance and integration to Dan Gilbert’s portfolio of companies and investments. Members of the Rock Ventures “Family of Companies” include Quicken Loans, the Cleveland Cavaliers, Fathead, RockBridge Growth Equity, Detroit Venture Partners and 60+ other companies.

Susan Sherer has advised the team as subject matter expert. She crafted the winning bid and presentation for Super Bowl XL (2006) in Detroit and was later appointed the executive director of the Super Bowl Host Committee. Susan wrote the NFL’s Host Committee guide and provided project consultation regarding Super Bowl for Indianapolis, Tampa and London, England. She is currently a tourism commissioner for the State of Michigan and CEO of THAW - The Heat And Warmth fund, a Detroit nonprofit.

Rock Ventures is committed to transforming downtown Detroit into a place where people want to live, work and play. Through the Rock Detroit initiative, Rock Ventures is investing, building and energizing Detroit’s Woodward Corridor to create economic density and activity. While creating the technology hub known as Detroit 2.0, Rock Ventures is engaged in economic and real estate development, marketing and communications, philanthropy and government relations. RJ Wolney has more than 10 years of experience working with public and privately-held businesses in various areas of finance including mergers and acquisitions advisory, equity capital raising and debt financing. He currently serves as director of Business Development for Rock Ventures focusing on strategic analysis, investment opportunity evaluation and the execution of acquisitions and financings. Prior to Rock Ventures, he worked in the Corporate Finance Department of William Blair & Company, a global investment banking and asset management firm based in Chicago, working with Consumer & Retail businesses primarily offering M&A and equity capital raising advisory services. He is creating comprehensive financial models for Detroit’s X Games bid.

B) Demographic Information

Detroit is at a turning point and the outlook is positive. The auto industry is hiring again after its collapse in 2008. Entrepreneurs, artists and longtime residents are taking ownership of their neighborhoods, and the city is alive with grassroots creative energy. Detroit’s larger stakeholders have begun to take notice. Local entrepreneur Dan Gilbert has purchased 22 buildings in downtown Detroit, and has moved more than 7,000 of his own employees to the central city. Blue Cross Blue Shield of Michigan, Wayne State University, Henry Ford Health System and DTE Energy have made similar commitments and incentivize their employees to live in the city. Detroit’s 2-million-square-foot convention center is currently undergoing a $300-million transformation that will be completed in 2014, and will cement it as one of the premier event spaces in the world. With two new stadiums already in place and a third one in the works, the conversations surrounding downtown Detroit have changed — the city is coming alive with a dense, vibrant and active downtown core. The time to invest in Detroit is now, and people and companies are acting on that realization.

Metro Detroit is a large metropolitan area, home to more than 5.3 million people and 300,000 businesses. If Windsor-Sarnia’s 619,056 residents are counted, the metro Detroit regional population jumps to 5,930,505 residents — all located within an hour and a half’s drive of downtown Detroit. Metro Detroit is one of the most resilient sports and entertainment markets in the United States. Pollstar continues to rank Detroit’s concert venues as among the best attended in the country. Last year; the Detroit Tigers drew 3,028,033 fans, a better draw than both Chicago clubs and the New York Mets. In their history-making winless 2008 season, the Detroit Lions still drew 435,979 fans to Ford Field — 84.5 percent of the venue’s seats. In nearby Ann Arbor, the University of Michigan continues to set attendance records, selling more than 114,800 tickets for the 2011 Michigan vs. Notre Dame game. Finally, with a winning team that connects with Detroit’s blue-collar fans, the Detroit Pistons topped the NBA in attendance for four straight years, while the Detroit Red Wings are one of the NHL’s top draws, placing in the top five in league attendance nine out of the last 10 years.

Detroit has a rich history in motorsports. Open-wheel racing made its downtown Detroit debut in 1981, when Detroit hosted Formula 1’s Detroit Grand Prix on a difficult street course. The race was taken over by CART in 1988 and moved to Belle Isle in 1992. After a decade of turmoil due to the decline of open-wheel racing, track problems and Detroit’s economic crisis, the Detroit Grand Prix is back on solid footing due to Roger Penske. Last year, the event drew more than 100,000 racing fans. Detroit is also home to the APBA’s Gold Cup, an unlimited hydroplane boat race. The Gold Cup is the oldest active trophy in motorsports, and the annual event has become a Detroit tradition.

Thanks to Detroit’s location, ESPN can leverage the purchasing power of an entire region. Detroit is centrally located within the Great Lakes Mega Region, home to an estimated 55 million people. Large metro areas such as Buffalo, Cincinnati, Cleveland, Columbus, Chicago, Indianapolis, Milwaukee, Pittsburgh and Toronto are all less than a six-hour drive from Detroit. Detroit enjoys excellent highway access — five toll-free, long-haul highways serve the city center and connect the city with the midwestern heartland. This region has yet to host an event like the X Games, and the LOC and ESPN will be able to sell tickets to action sports fans throughout the region. Also, the Detroit region is connected to Canada (and its most populous province — Ontario) by three international border crossings. Detroit’s border location allows ESPN to tap into the Canadian marketplace and gives the X Games Detroit games a unique, international dimension in the North American arena.

The X Games in Detroit will have the best of three worlds. Thanks to the presence of traditional sports and mainstream concerts, Detroit has the venues and avenues to promote the X Games to a wide audience. X Games motocross and rally car events will bring something both different and desired to Detroit’s motorsports fans. Finally, the X Games will be able to tap into Detroit’s action sports community — a community that may not be interested in the more traditional sporting events listed above. With these three communities in mind, and the size and location of the Detroit market, the Detroit X Games are primed to reap the benefits.

D) Transportation Infrastructure Travelers to Detroit have many options beyond a car. Amtrak runs three trains daily to and from its largest hub in Chicago, and Megabus and Greyhound both operate daily bus service from every major Midwest city. For Canadian fans, the VIA Rail and the Windsor International Airport offer daily access to Toronto, Canada’s largest transportation hub. Welcoming more than 30 million visitors per year, Detroit Metro Airport (DTW) is one of the busiest airports in the United States. DTW is newly renovated, and offers direct flights to the top 50 Census MSAs in the United States and many other direct flights to smaller regions. Detroit is also a hub for Delta Air Lines, which means a flight here is either direct or a one-stop endeavor. DTW also has direct flights to international hubs such as Amsterdam, Beijing, Frankfurt, London, Nagoya, Paris, Sao Paulo, Seoul, Shanghai and Toronto. DTW is also convenient for ESPN staffers, with four daily flights to and from Hartford. Fans can take a regional bus, livery, or taxi from the airport to downtown Detroit. Once downtown, the Detroit People Mover — a fully automated monorail with $0.75 tickets and stops near all of downtown Detroit’s landmarks — can shuttle fans to and from events. We’re also excited about the recent arrival of Uber to the Detroit market, a web company that leverages innovative mobile technologies to ease and expedite taxi service. We anticipate that the web-savvy X Games spectators will find Uber’s availability in Detroit especially helpful for transportation to and from X Games after-parties. Finally, as we mention elsewhere in this proposal, we are designing a completely walkable downtown X Games footprint so transportation once you have arrived is a non-issue. Continued

Action sports affinity Please describe the extent to which there is an affinity towards or interest in action sports in your city or region. Please be sure to explain specifically if the interest in action sports encompasses participation and/or viewership. “Affinity” is an understatement. Detroit presents a unique opportunity for ESPN to partner with the most significant action sports market in the Midwest. There are more than thirty official motocross tracks in Michigan, some of which are the most highly regarded tracks in the world. Every weekend from March through November, you’ll find races at two or three of those tracks, with participation consistently around 1,000-1,500 racers. The most famous track, Redbud, is the centerpiece of the Lucas Oil AMA Pro Motocross Championship, which has bragging rights to the largest attendance for any yearly MX race, drawing in more than 20,000 attendees with a $35 ticket ($200 VIP). When Supercross events were held at the Pontiac Silverdome, attendance was consistently ~60,000 people. The uniqueness of Detroit’s urban environment makes it the perfect backdrop for skating and BMX, and as such it has become a destination city for athletes and the major action sports blogs that cover the scene. Participation is high because the traditional impediments to participation are low. There is no shortage of skateable space, and the city has taken a tolerant approach to skaters utilizing most of that space. One city skatepark in particular epitomizes the creative re-use of space — Ride It Sculpture Park. The park is the brainchild of Power House Productions, a group of artists committed to revitalizing the disinvested NoHam Neighborhood. Powerhouse

Productions partnered with local skate shop Chiipss and Good Wood to auction off 80 skateboard decks that were painted by local and national artists, raising more than $25,000. Following an Emerica’s Wild in the Streets event last summer, where 2,000 skaters took over the streets of Detroit, an after-party hosted by Modern Skate and Surf raised additional funds, while another nonprofit, Boards for Bros, distributed 60 free skateboards to NoHam neighborhood children. The park is the result of Detroit’s creative class and action sports community working together, and it’s already a game-changer for the community. In less than one year, Ride It has turned a desolate, vacant lot into a vibrant public space that combines art and action sports. While much of nearby infrastructure is rundown, kids in the neighborhood finally have something to hang their hats on and be proud of. Ride It Sculpture Park also breaks down barriers. It draws skaters and riders from the suburbs to the city, creating a unique cross-culture dialogue that is essential to this city’s revitalization. The potential for the X Games to play a similar role in metro Detroit’s cultural landscape is exciting. Finally, no city is more prepared to host and attend a rally car competition than the Motor City. Last year, Roger Penske resurrected the Detroit Grand Prix, where 100,000 people came to watch the IndyCar race on Belle Isle. Ticket prices started at $40 and viewing suites were sold for $100,000. This event continued the long tradition of racing and automotive viewership in Detroit and the greater Detroit metro area. Detroit presents ESPN with a huge action sports market, as well as access to a traditional sports market that will be more than excited to support a major sporting event in a city they love.

Uniqueness Please describe what makes your city unique and a good “fit” as the Host City of the X Games. In the summer of 1995, ESPN discovered what is possible when you combine reckless passion with vision and capital. The X Games needs to be a part of Detroit’s story because the X Games are Detroit. No city embodies the spirit of the X Games and offers more brand alignment with your product than the city of Detroit. There is a grit, hustle and perseverance to this city that is visible and palpable. Tomorrow’s Detroit is the X Games: We are young; we don’t ask for permission; we reappropriate spaces and activate them in innovative ways; and we are creative; we recognize opportunity where others haven’t, and we hustle harder to realize that opportunity. Detroit’s outside reputation is not always positive, and we are not going to sanitize our image or sugarcoat our problems. Macroeconomic shifts over the last few decades and the restructuring of the US auto industry have not been kind to this city. Living in Detroit is not always easy, and the people who do have given the city a much deserved image of toughness, resiliency, and pride. This pride and sense of place combined with the emergence of a serious Do-It-Yourself artist and entrepreneurial culture have created a kinetic energy you won’t find anywhere else on the world. This energy has transformed into serious opportunity when combined with the capital resources of Detroit’s most ambitious investor and the chair of our LOC board, Dan Gilbert. The story of Detroit’s revitalization is not a fairytale. It is real, it is palpable, and it is now. As ESPN expands the X Games globally and increases the frequency of broadcasts, the value of the brand for you and your advertisers will become increasingly dependent on unique and compelling storylines that tie the event to something beyond the competition courses. Vision Please describe your vision of an X Games event in your city and briefly explain your thoughts for integrating this vision across all aspects of the event including sport, entertainment (music, style, film) and city activities. Our goal is to create an immersive event that targets a culturally diverse audience by providing a breadth of programming in different downtown spaces. The Detroit X Games will be an entirely walkable, urban and sustainable event centered on action sports competition and progressive cultural programming. All facets of culture — sports, fashion, film, art, music — ­ are seeing a convergence experienced like never before. The disruptive nature of social networks are creating whole new genres of experiences. Our goal with this event is to own that disruption and channel it into an unprecedented event experience. This synergy will connect the local event and the global broadcast in a manner that builds the brand of the X Games (ESPN), its sponsors and Detroit alike.

We propose seriously expanding the breadth and depth of the X Games experience in three ways: 1. Culture - Festival Experiences • Music Festival experience - Ticketed showcases in Hart Plaza that exemplify cross-genre nature of demographic, with an emphasis on electronic, hip-hop and punk/garage-rock. Nonticketed space in Campus Martius for local artists who wish to play. Detroit is the home of electronic music, created a worldfamous underground hip-hop scene, and has played in seminal role in the development of most rock and punk genres. We plan on showcasing this in a major way at the X Games. • Cinema Tent showcasing up-and-coming indie films - Campus Martius • Fashion Show, showcasing current trends in action sports style - Carhartt & Nike partnership; after-party @ RedBullGallery • Tashmoo Bier Garten - all Michigan beers • Food Truck Alley - showcasing Detroit’s burgeoning Food Truck culture • Outdoor Street Art Gallery - Curated by Anthony Curis and the Library Street Collective • After-Parties - connecting the organized chaos programmed into the X Games experience with the informal, do-it-yourself gallery and pop-up experiences that Detroit is famous for.

Legacy Please describe what kind of lasting impact or legacy, if any, you believe the X Games would leave on your city or its inhabitants. The City of Detroit is at a critical turning point and we strongly believe that this event will be a major catalyst in helping rebuild and revitalize this city and region. The X Games coming to Detroit would cement the central role of youth culture in Detroit’s revitalization story, it would help develop that story by offering it a medium to express itself, and it would broadcast that story to the world. Detroit needs the X Games to broadcast this re-branding. Changing the narrative around Detroit by exposing its young energy is fundamental to bringing business back to this city, and it will greatly contribute to widespread efforts aimed at retaining and attracting creative young professionals. The X Games as a whole will have a far greater impact on the city than any specific philanthropic component associated with the event. That said, we’ve already used the exposure of this bid to plan out the construction of a permanent skatepark on the Detroit riverfront, and intend on using events between now and August to raise money for the completion of another community skate plaza in the Corktown neighborhood at Roosevelt Park. Action Sports Detroit, the organizing entity of this bid, is passionate about sustainable social change, as are our partners in this bid process. Our LOC’s nonprofit designation will be representative of that.

As for the impact it would leave on the inhabitants of this region, there is an intangible value to bringing the X Games here that is almost impossible to quantify. With little time invested in actually building a social media presence, our bid page on Facebook has already garnered more than 1,200 likes. When we prompted our followers with the question “what would the X Games in Detroit mean to you,” the following answer seemed to embody the general sentiment expressed by our growing cohort of supporters: “It would mean I’d be spending an entire weekend in Detroit, hanging out at the event, parks, restaurants and bars. it would mean making some great memories with my family and meeting some of the best athletes in the world. It would symbolize that Detroit is still a world class city with world class people coming together as one. I want them here because not only would it be one of the coolest events to see live, but it would also do so much for the city.” For both ESPN and the LOC alike, an X Games in Detroit would embody the notion that you can do well by doing good.

Philanthropy Please describe your ideas for incorporating a philanthropic component into your overall event plan for the X Games. Philanthropy and sustainable social change are at the core of this bid. We see the X Games as an event that will have a legacy of positive social change for the long term, and will pay dividends for Detroit and ESPN for years to come. While our vision for the legacy of the X Games is outlined in Question 4, we are also excited for the immediate impact the X Games can have on our city. In the face of adversity, there are many nonprofits and community organizations that work tirelessly to make Detroit a better place. Focus: HOPE offers food programs for Detroit’s most vulnerable residents and provides underemployed city residents job training and placement services. WARM Training Center combines environmental activism with job training, recycling wood and bricks from abandoned homes into new building materials while training young men and women in the building trades. Neighborhood organizations such as Southwest Solutions, Urban Neighborhood Initiatives, Grandmont-Rosedale CDC and others are taking ownership of their neighborhoods — rehabilitating parks, eliminating blight and rejuvenating commercial districts.

To drive social change, Action Sports Detroit will work hard to forge partnerships between Detroit’s community organizations and the fans, sponsors, and athletes that make the X Games possible. Imagine a rally car race team partnering with Focus: HOPE to train the next generation of race mechanics. Imagine using recycled wood from WARM to build vert ramps. Imagine X Games athletes teaching neighborhood children the fundamentals of BMX riding, while a sponsor distributes new bikes. Imagine a new skate park going up in an old neighborhood. With Detroit as host, the X Games no longer has to imagine. With ESPN and Detroit stakeholders working together in partnership, the X Games can make a direct impact on the quality of life for Detroit’s residents, especially its children. More importantly, while Detroit will be the clear beneficiary, ESPN and the X Games will benefit as well. Any and all work done in Detroit is a compelling story, and will bolster the name and reputation of ESPN, the X Games and its sponsors before, during and after the competition.

LOC Staff Please describe how you envision staffing the Local Organizing Committee with experienced executive management and event staff positions. Please refer to the Financial Proposal Event Requirements document, Services & Staffing section. The LOC created for the X Games by Action Sports Detroit will be a nonprofit entity comprised of a board of directors and a staff that meets the needs outlined in the Services & Staffing Section of the Financial Proposal document. Dan Gilbert has made the most significant investment in downtown Detroit, and has signed up to be a financial backer of the Detroit X Games and the chair of the LOC board. Other parties that contribute to the event’s Financial Guarantees as well as significant public and civic stakeholders will be represented on the board of the LOC alongside Gilbert. Both the board and the LOC staff will be formalized during the finalist stage of the bid process. Unique public/private partnerships have a proven track record of success in Detroit, both as relates to large-scale event hosting and urban development initiatives. Examples of this include the 2006 Super Bowl LOC, the 2009 Final Four LOC, and more recently, the M1-RAIL initiative, which saw private, public and philanthropic organizations come together to plan and raise $125 million for a light-rail transit system in downtown Detroit. A partnership of this sort will be especially advantageous in the context of the X Games LOC because the committee will be able to leverage the resources, expertise and network of all participating groups while planning and managing the event. Confirmed board seats currently include a representative from the following organizations: Quicken Loans, The Detroit Metro Convention & Visitors Bureau via the Detroit Sports Commission, Penske Corp, Action Sports Detroit, the State of Michigan via the Michigan Economic Development Corporation.

Detroit presents a unique host city in the fact that the event will utilize both traditional event venues (e.g. Ford Field) and nontraditional outdoor venues (e.g. Hart Plaza). The LOC intends to use Detroit-based Paxahau Event Production and Management as the overall management vendor for the X Games, and they will work closely with the standalone venues to establish a consistent and efficient event staff hierarchy that enables fluid operation across venues. Paxahau Operations Manager Sam Fotias has played a critical role in preparing this bid, and would most likely fill the role as operations director, as he has experience in this role for Detroit’s Electronic Movement Fest, Jazz Fest and Restaurant Week. He will work within and outside of Paxahau to fill supporting LOC positions. The LOC’s financial management will most likely be spearheaded by RJ Wolney, the director of Business Development for Rock Ventures, a Quicken Loans company. RJ has already begun creating comprehensive financial modeling for the Detroit X Games, and will be able to build upon this work in a robust way during the finalist stage. Action Sports Detroit will likely staff a director of Event Production, as our primary concern is content curation and delivery in the context of Detroit’s story. Additional staff will be added from inside and outside the bid’s supporting organizations. Again, the LOC model is not new to Detroit’s event space. The city saw LOCs created for the Super Bowl, The NCAA Men’s Final Four, and The NCAA Men’s Frozen Four. We are certain that over the next period of the bid phase we will finish creating a cohesive and effective LOC staff and board for the X Games around the competent core described above and elsewhere in this bid. It should be very apparent that our cohort of financial and institutional supporters have the experience and resources to ensure this LOC is prepared to execute a successful X Games event.

Organizational Involvement Please identify all national, regional and/or local government organizations and public authorities involved in your X Games proposal. What roles and responsibilities will they have in the planning and organization of the X Games event? At this point in the bid process, the roles of the various governmental organizations involved in the planning and organization of an X Games event have yet to be formalized. Action Sports Detroit and the emerging LOC has actively engaged all the key public stakeholders, and have financial partnerships with the Detroit Metro Convention & Visitor’s Bureau (DMCVB) and the Detroit Sports Commission (DSC). Both these groups have played active roles in forming and participating in LOCs for major sporting events, and work very close with the City of Detroit and regional government offices. Our proposal to build a permanent superpark on the riverfront has also been endorsed by the Michigan Department of Natural Resources, which owns the state park property we plan to build on. This property is managed by the Detroit Riverfront Conservancy, a nonprofit entity that works closely with the City of Detroit and manages Detroit’s downtown riverfront properties.

It’s important for ESPN to realize that our bid exemplifies the intimate and effective relationships that exist between the private business and non-profit entities and the public organizations and authorities in Detroit. We’ve previously referred to the M1-RAIL project as evidence of this partnership. Similarly, this spring a cohort of the private business community pledged $8 million to purchase public safety vehicles for the city of Detroit. This initiative was spearheaded by Roger Penske, and was financially supported by Dan Gilbert. Both of their entities have supported this bid and will be represented on the LOC. Working with the the city and regional public entities will be necessary to ensure a safe and successful X Games event that leverages all the public assets available. The LOC is very prepared to do so, and anticipates formalizing relationships with the following groups on some level: • City of Detroit • Wayne County • State of Michigan & Michigan Economic Development Corporation • Wayne County Airport Authority

Mass Transit Please describe the types of mass transportation available to access past events. What percentage of the spectators arrived by mass transit? People Mover – service in and around competition venues and downtown hotels. This 2.9-mile system serves all major downtown venues, hotels, casinos, restaurants, etc. Fare is $0.75 per trip and daily, weekly, monthly and yearly passes are available. SMART Bus System – SMART is metro Detroit’s suburban bus system that also connects the city center to the suburbs. SMART offers service to suburbs such as Royal Oak and Birmingham, and offers a route from Detroit Metro Airport to downtown Detroit. Fare is priced at $2.00 per trip, and discount passes are available. DDOT Bus System – DDOT is the city-based bus system — offering transportation to and from the city center and to some suburban destinations. Fare is priced at $1.50 per trip, and discount passes are available. Transit Windsor – Transit Windsor operates the Tunnel Bus, which shuttles passengers to and from downtown Detroit to downtown Windsor. Transit Windsor commonly offers increased service for Detroit Red Wings, Lions and Tigers games. Other Routes – Around metro Detroit, many bars and restaurants offer shuttle services to and from big events. Detroiters have also taken transit matters into their own hands. The Night Move and Detroit Bus Company offer eco-friendly bus service to select events. Previously, SMART has operated Park and Ride services for Detroit Lions games, and AMTRAK offered a one-off commuter rail service for Detroit Tigers fans. These arrangements could easily be replicated given the high-profile nature of the X Games. The overall percentage of spectators that will use mass transit to get into downtown Detroit would be minimal, however the majority of spectators will be able to walk to all proposed venues and/or take the People Mover to travel to venues and downtown hotels, bars, restaurants, etc.

Transportation: Because the event will be contained within the downtown area, we will encourage people to walk whenever possible. In addition, hopefully by 2014 the new M1 light rail system will be operational along the Woodward Corridor which will allow people to park further out from the city center and utilize that system for getting into the event zone. It will also be prudent to look into LP powered athlete and staff shuttles as well as contracting Pedi-cab companies, (bicycle rickshaws), for giving people lifts to different parts of the event site. There is also the existing People Mover, which will work wonderfully in tandem with these other ideas. Air and Noise Pollution: We will do everything we can to mitigate the amount of air and noise pollution site wide. There are many options that can be looked into regarding alternative fuel vehicles and equipment, as well as having all event staff utilize bicycles instead of golf carts.

Water and Waste Management: Since 2008, Paxahau has engaged in an extremely aggressive waste management program for both of our major events, the Movement Electronic Music Festival and the Detroit Jazz Festival. This program works in tandem with the local janitorial organizations in the city areas planned on being utilized for X Games to help divert five different streams from land fills, including waste water, grey water and beverages that are not finished being consumed that get thrown into the recycling containers. Additionally, we’ve created a composting stream that goes to local urban farms. We are confident that this system can be executed in the outdoor areas for the X Games. Furthermore, the LOC will look to donate supplies and equipment to local charities if they are not needed year-over-year. We will also donate unused food to local food banks where appropriate. Energy Usage and Management: Depending on where you are at within the outdoor areas that are planned to be utilized for the X Games footprint, you have limited availability of dependable and clean shore power. Because of Paxahau’s experience with Jazz Fest and Movement, we have been able to finely hone an efficient and cost effective generated power plan for the Woodward Corridor, Cadillac Square and Hart Plaza. Protection of Significant Natural Environment Features: Since Paxahau began producing large-scale events in the city more than 10 years ago, it has been part of our mission to always maintain the integrity of the spaces we utilize. There is no reason why this would not be implemented for X Games.

Additionally, the LOC will work with local and state authorities in the permitting of all construction and will adhere to all occupancy requirements. To better foster these relationships, the LOC will work to have members of the local building and safety departments, as well as the local fire marshal and public safety members on all committees related to venues and operations.

Venue Rights and Guarantees Each Qualified Applicant is required, via a guarantee from each venue owner and counter-signed by the Proposal Committee, to secure not only the use of all competition and non-competition venues (including the media center), but also the control of broadcast, sponsorship or other multimedia rights for ESPN and/or the future Local Organizing Committee of the X Games, for the period the LOC has control. The broadcast, sponsorship and other multimedia rights to be granted to ESPN and the Local Organizing Committee (LOC) will be governed by appropriate agreements with Ford Field and Joe Louis Arena. Both venues are accustomed to granting such rights in connection with major sporting and broadcast events. The rights would be subject to customary carve-outs and exceptions, all of which are difficult to identify until each venue reviews an event plan and proposed agreement with the LOC. For example, each venue may be subject to contractually binding sponsorship obligations that cannot be modified without the consent of a third-party sponsor. Until such time that each venue understands the proposed scope of the broadcast, sponsorship and multimedia rights sought by ESPN and the LOC, it would be premature for the Applicant to guarantee any rights associated with the same.

Power Requirements Further to the power supply requirements outlined in the Event Requirements – Equipment & Materials worksheet, please identify any potential concerns about the ability of the existing power distribution system to meet the anticipated demand in terms of load and reliability. If applicable, please also describe briefly any improvements planned to the power supply infrastructure prior to the proposed X Games event date. Campus Martius and Hart Plaza: As stated in the previous question, there is limited reliable shore power available in the outdoor areas that are planned for use in the X Games Detroit footprint. However, Paxahau does have extensive knowledge of designing and executing an in-depth and efficient power grid for the large events they do in those areas on a regular basis. Ford Field: No Concerns. Joe Louis Arena: Currently Joe Louis Arena has two main 4,800 volt feeder lines that create a double-ended substation. The arena uses power from each of the two feeder lines. This provides redundancy in case of a catastrophic failure. Detroit Edison is the electricity provider and has been very reliable over the past five years. They have multiple 480 volt portable transformers that can be located around the arena floor. We recommend that in the TV truck compound, we bring in portable show generator power systems. In the past for NHL hockey playoffs and major television shows, generator power has provided our clients safe and efficient power with redundancy.

Ambush Marketing Prevention Please provide (a) written guarantee(s) from the appropriate and qualified government authorities (including, but not limited to, police and customs authorities) confirming their cooperation with the Local Organizing Committee to provide best efforts to enforce restrictions meant to reduce and sanction ambush marketing (including, but not limited to, intellectual property abuses and unfair competition) and eliminate street vending during the period beginning two weeks before the X Games and throughout the duration of the event for all three years the event will be held in the Host City. The Detroit Sports Commission along with members of the LOC have experience working with local municipalities on protecting an event organizer’s rights. For both Super Bowl XL and the 2009 NCAA Men’s Final Four, the Detroit Sports Commission had members on the LOC that worked with city and state government to enact “Clean Zone Ordinances.” These ordinances limited the amount of commercial advertising and vending that could take place in and around venues involved with the events, and were enacted specifically for the purpose of eliminating ambush marketing. The LOC for the X Games would involve local and state governing bodies to enact similar ordinances during the X Games. This will not be a problem.

Communications Strategy Please describe your communications strategy and provide examples of the programs you intend to initiate, potentially leveraging ESPN’s existing media platforms, in order to promote the X Games and reach out to young people before and during the event. Continuing on the theme of partnering old with new, institutional with grassroots, and traditional with progressive, the X Games Local Organizing Committee will be building out a communication strategy that weaves all of these demographics together. 1. Established Marketing Channels - we plan on utilizing all the existing marketing structures and strategies in place with our venue partners, newspaper & television contacts, and organizational relationships (Tourism bureau) to target the traditional demographic segment they speak to. 2. New Media - as a truly grassroots effort we intend to aggressively build out our social media presence and relationship with the blogosphere. We believe that by driving interesting content creation, we’ll be able to drive engagement, and by driving engagement with the movement, we’ll drive ticket sales. We’ve done minimal, but still significant work with our Facebook, Instagram, Twitter, and webpages thus far, and plan to ramp up all that work after April 2nd. Mobile engagement will be an key point of investment for the LOC. Mobile drives participation, and trends show that it’s becoming the conversion space for the X Games demographic as well. 3. Events - as event producers, we inherently believe in the value that events have to achieve goals. Therefore we’re already building out an event schedule throughout the spring and summer to help us with our bid, and then upon winning, we’d ramp those efforts up into a more comprehensive strategy. By creating low-cost, high-touch community events, we can build the X Games brand’s relationship with the city which will naturally influence and help drive ticket sales during the event weekend. How our approach differs is that the type of events we want to host are going to interweave all of our cultural programming envisioned for the X Games weekend. The X Games in Detroit will be a year round experience and relationship, not a singular weekend activity.

Marketing Please describe your ideas for marketing the X Games, offering specific examples of marketing channels and/or assets to be included in your overall marketing plan. Please also provide specific promotional ideas for targeting both local residents and visitors from farther afield – domestically or internationally – to generate interest in and excitement about the event. Multiple groups involved with Detroit’s X Games bid have substantial marketing experience and resources. Paxahau manages marketing for what is arguably the most globally respected and attended electronic music festival hosted in the US. The demographic for the Movement Festival aligns perfectly with the X Games demographic, and their experience will be applicable in an almost turn-key way. The Detroit Sports Commission has established a basic template for marketing and publicizing big events with local and regional media, and have applied this template to events ranging from Super Bowls and Final Fours to the North American International Auto Show. They apply their strategies across both digital and physical marketing channels, and bolster their efforts by partnering with different groups across the bridge in Windsor, Canada.

Supplementing the marketing efforts of Paxahau and the Detroit Sports Commission will be the marketing traditionally associated with the major venues: Ford Field and Joe Louis Arena. Furthermore, our LOC will be comprised of organizations that have significant and comprehensive in-house marketing capabilities. There is an entire group within Dan Gilbert’s organization dedicated to marketing Detroit to businesses and young people around the country; utilizing this group’s marketing prowess is just one example of how the LOC will activate existing resources to meet our marketing needs. When the LOC appoints a marketing manager, his or her main responsibility will be strategizing the most effective way to leverage and channel the wealth of marketing capabilities the LOC represents as a group of major actors in Detroit, the US, and in some cases, around the globe. The potential to successfully do so offers the X Games brand marketing support that no other bid city can offer.

Ticketing Strategy Please describe your overall ticketing strategy for the X Games. Paxahau has vast knowledge of planning and executing food and beverage in both the Woodward Corridor and Hart Plaza. Their F&B management partner has a stable of popular, healthy food options and providers that love to take part in downtown outdoor events. They also have great partnerships with local distributors for beverage partnerships. Ford Field and Joe Lewis arena both offer traditional concession-style F&B for guests, with specialized hospitality services available at the request of the LOC for our VIP experiences. The LOC will try and schedule events in a way that encourages F&B consumption outside of the standalone venues to capture as much of that revenue as we can. Unconventionally, there is also a burgeoning mobile food truck industry in Detroit that we believe could be plugged in to the X Games event in a unique way.

Transportation Plan Please describe: • Your transportation strategy as it relates to accredited personnel, X Games spectators and the local population, and • Your operational objectives with respect to managing traffic flow.

As mentioned previously, we will encourage all attendees to utilize the available public transport as much as possible throughout the games, and the entire footprint will be in a walkable urban core. Accredited personnel should have a separate system that gets them to where they need to be. Some staff can utilize golf carts and bicycles while others may be able to use a rotating circuit of shuttles if deemed necessary. It is understood that by closing such a large amount of roads there will be traffic congestion during the games. However, considering Detroit’s experience hosting events, we are positive that the LOC will be prepared to form a Traffic Committee that creates a comprehensive traffic management plan similar to those put in place historically. Our overall objective for traffic and pedestrian traffic will be to minimize delay and maximize movement to make getting into and around downtown seamless for participants, spectators and downtown residents and workers. Realizing this objective will involve coordination between several local, state, and national agencies including the Detroit Police Department, Wayne County Sheriff, Michigan State Police, Customs and Border Protection and Homeland Security. Again, participants in the X Games bid have experience with this type of coordination.

The LOC also has security estimates from Paxahau based on security for the festivals they produce and manage in Hart Plaza and Campus Martius. During the finalist stage of the bid process, the LOC will bring all parties together to compose a fluid security plan that shares resources between the venues while effectively ensuring the safety of event participants, staff and attendees. Historically, the LOC, for major events held in Detroit, has put together a Security Committee dedicated to creating and executing a plan that involves all private and public security resources participating in the event. The same will be the case for the X Games.

Information Technology Networks Please describe the existing infrastructure and technology networks (encompassing voice, data, audio and video) that connect competition and non-competition venues and which will support the X Games. Please also identify any alternate paths offering ESPN the assurances of essential backup networks and contingency plans. There are fiber connections in or in close proximity to all the major venues, including the outside venues. The LOC will work with ESPN’s technical production team to ensure that all needs are met as far as connectivity between venues, as the specific needs are not yet established with that team. Quicken Loans has a fiber network downtown, and is represented on the LOC. The Penske Grand Prix has a fiber network on Belle Isle, and is represented on the LOC. Coordinating between these parties and the standalone venues will be the responsibility of the technical hired by the LOC.

Financial Guarantee Please provide a financial guarantee from the appropriate and qualified authorities confirming that ESPN will not be responsible for a potential economic shortfall of the Local Organizing Committee. The bid committee anticipates that this guarantee will follow a serious negotiation period with ESPN where both parties gain a more accurate understanding of events costs, the Host City Contract, and all risks pertinent to this question.
