The list is based on information provided by the website of the Maryland State Department of Education and by the schools themselves. In many cases, we talked to school representatives; in some cases, we relied on school websites. Our list does not include independent schools that offer only nursery school or kindergarten classes. However, those schools are listed by county on the MSDE’s website, www. marylandpublicschools.org; phone 410-767-0100. Tuition figures are the latest available. Schools often charge fees that are not considered part of tuition. We recommend that readers contact schools directly to check on tuition and to ask about additional fees, enrollment policies and waiting lists. Readers also should be aware that just because the state licenses a school to teach certain grades, that does not mean all of those grades are offered.

New superintendent brings a passion for Catholic education to Baltimore BY PATRICK BRANNAN pbrannan@TheDailyRecord.com
Choosing between public and private education for your child can be one of the hardest decisions a parent has to make. But for Dr. Donna Hargens, the new superintendent of Catholic Schools for the Archdiocese of Baltimore, it’s an investment worth making. “Education changes the trajectory of a life,” Hargens said. “I always say that education is the best improvement strategy. If you’re going to invest in anything, invest in education because education is going to last for a lifetime.” Hargens brings about four decades of education experience with her to Baltimore. Most recently she served as the superintendent of Jefferson County Public Schools in Louisville, Kentucky. She also served as the chief academic officer and also interim superintendent for Wake County Public Schools in North Carolina. Hargens said her faith, family and being able to do the purposeful work that’s she spent her life doing drew her to Baltimore. She is a product of Catholic education, and her children went to Catholic schools. With family less than an hour’s drive away in Virginia and an hour flight away in North Carolina, it was a good fit. The history of Baltimore in the Catho-
lic Church was a draw, too. The Archdiocese of Baltimore was established as a diocese on Nov. 6, 1789, making it the first in the United States. In 1810, Saint Elizabeth Ann Seton opened a school for girls in Baltimore that many look at as the foundation for the Catholic school system. In 1829, Mother Mary Lange founded the first Catholic school for girls of color. “The history of the Archdiocese of Baltimore, in terms of being the first diocese in the United States and being where, really, Catholic education began,” Hargens said, “that is not lost on someone who is a Catholic.” The Archdiocese of Baltimore has seen some struggles in recent years as it has closed 16 schools and merged two others since 2010. But plans are in the works to open a new K-8 school in Baltimore city, possibly for the 2020-21 school year. That puts Hargens in the middle of an exciting time for the Catholic education system in the region. One of Hargens’ focuses in her first year is getting the message out about Catholic education. She said the focus for the 2018-19 school year is on the “Year of Service,” and it will provide ways for schools and students to demonstrate what Catholic education is about and for doing good works. When she met a father at a meet-andgreet recently, he spoke to her about how
he was excited that the skills learned in Catholic schools were what employers were looking for in employees. “The sense of teamwork and compassion and the ability to get along with others and self-discipline,” Hargens said, “all of those things that a Catholic education equips students with … are things that employers want in their workforce.” In her experience as an educator, Hargens has seen technology expand and become a larger part of the tools available for teachers and students. She credits James Sellinger, chancellor of education for the archdiocese, for helping to build an infrastructure that can support expanding technology. “You can really bring the world into a classroom through the use of technology,” Hargens said. “The other thing technology does is individualizes. It will never replace a teacher, but what it can do is be a tool for a teacher to help individualize learning.” Hargens said she sees things like makerspaces, places where students can get hands-on learning with different types of materials and technology, in more and more schools. Technology has also helped improve communication between parents and the school. Hargens said there is a team that helps train teachers and shows them the different resources available through

the technology. There are a variety of aligned resources that teachers and students can use to help with learning. Even when students may have to miss school, there are ways they can still be engaged or continue to learn through technology. In addition to her time in school administration, Hargens also served as a high school Spanish and English teacher as well as a principal and assistant principal. She has a strong commitment to working to make sure the teachers have what they need to help each student. “That’s the art of teaching,” Hargens said. “You have to have enough in your tool belt … to be able to provide somebody with more around an area or to provide enrichment.”

Technology in schools helps to expand educational opportunities BY CHRISTINE HANSEN Special to The Daily Record
Technology in schools used to mean students performed tasks on a computer in a computer lab during a lesson, but in this digital age where nine in 10 Americans own some sort of cell phone, technology in schools means much more. In today’s world, students are immersed in social media, and already have some savvy of technological use, so private school educators see it as a tool to revolutionize education. Peter F. Baily, executive director of the Association of Independent Maryland and DC Schools (AIMS), says that not using technology in classrooms would be irresponsible. “It’s a critical piece of what we do as educators,” says Baily. AIMS member schools use technology as a form to conduct research, work collaboratively and communicate. In some schools and some disciplines, he says, classrooms have “flipped” where teachers record lessons that students have to watch on their own time, and then classroom time is used for practice. “That allows teachers to use that time for extra assistance,” Baily says. The “flipped” classroom idea may be best suited for Generation Z, those born between 1997 and 2015, as students in this generation prefer video content. A recent study by The Center for Generational Kinetics reported that 85 percent of Generation Z students watched an online video to learn a new skill. Some schools have programs where students can own or lease a portable device. Some schools recommend particular types of portable devices that are purchased independently outside the structure of the school. The school may provide some financial aid to defray the expense. Most schools have a technology fee as a line item in tuition costs, but that doesn’t always mean a student comes home with a device. “Our technology is not tied to a device. Instead, all of our students have access to a cloud-based identity, which can be used on any device,” says Joe Oleszczuk,

Director of Educational Technology for the Archdiocese of Baltimore. As director, Oleszczuk is overseeing the process to standardize technology solutions at each of the archdiocese schools, and makes sure the technology supports the curriculum. Technology has allowed schools in the archdiocese network to learn in a more collaborative manner. For example, he says, if a fourth-grade teacher was doing an English language arts lesson on fairy tales, they may take what they read and create a 3D castle in the STEM lab. Then the students may take that 3D castle to art class and sit down with charcoal and paper and do drawings of it. Then they may take photos with cameras or iPads to create a Goo-
gle slide presentation to describe their fairy tale and its characters. The point, Oleszczuk says, is that the curriculum is more project-based and technology allows a lesson to become a whole package. The technology also allows for what Oleszczuk calls differentiated instruction. The technology programs become a vital tool to collect formative data for teachers to adjust their instruction — giving more attention or guidance for a student who may not be grasping the concept, or challenging students who are excelling — something that teachers cannot always detect right away. The technology also provides live time feedback and takes into account how hard the students are working, he says.
In addition to advancing educational practices, schools are using technology to arm students with the knowledge on how to be a good digital citizen. Oleszczuk says these lessons — which includes cyber safety and cyber security — extend to parents as well. In today’s world, where students have never known a world without the Internet, Oleszczuk views technology as a necessary utility. “Technology is a tool. A teacher should be able to flip on a light switch and any available technology should just come on for them to use at their disposal. It’s our job to ensure our teachers have these tools, and our students leave with the knowledge on how to use them,” he says.

Tips for financing a private school education BY CHRISTINE HANSEN Special to The Daily Record
Maryland is home to nearly 900 private schools, many of which are award-winning educational institutions. With an array of options, parents looking for a private education for their children have a wide list in which to choose — but financing a private education can seem daunting. Peter F. Baily, Executive Director of the Association of Independent Maryland & DC Schools, says that one of the great strengths of independent schools is their robust financial aid programs. In other words, parents should not shy away from exploring the possibility of an independent school simply because of price. “Prospective families will find that schools are eager to make independent education as affordable as possible within the scope of the families’ financial circumstances,” Baily says. Experts advise parents follow these tips to help finance a private education: 1. Apply. This seems like a no-brainer, but many parents do not realize that the application process for financial assistance is usually separate from the application for admission. Most schools use an online portal, School & Student Services, or SSS, for parents to submit their financial information. Independent schools want to make the process as easy as possible, Baily says. Parents submit a financial statement through the online portal and it estimates an amount the family can contribute to school expenses. The portal then forwards that estimate to the schools in which families apply. Families only have to submit their financial statement once — one form, one fee, for any number of siblings, for any number of schools. “Typically families complete these financial aid forms as soon as they have completed their tax returns. Families should start the process using their previous years’ return, and as soon as they have the ability, update their information with their most recent return,” Baily says. 2. Tax returns don’t tell the whole story. Financial aid counselors understand that tax returns don’t tell the full story of a family’s finances.
Baily says parents should complete the online financial submission, but should also be prepared to meet with financial aid counselors to discuss their needs. In general, he says, independent schools provide an opportunity for families to describe any special circumstances they think the school should be made aware. For example, is the family supporting a child with special needs, or taking care of a grandparent? Or did the family receive a one-time family inheritance that will skew their financial outlook for that one year? Schools look at the salaries of the parents, other educational expenses, business and medical expenses, for example, to get the full picture. 3. Financial aid is available. Schools provide varying amounts to families across a broad income spectrum. “We are always looking for ways to help our families and we know that a private education is not always affordable,” says James B. Sellinger, Sr. Chancellor of Catholic Schools for the Archdiocese of Baltimore. Baily agrees and says that families should be aware that financial aid is available to a much wider range of family financial circumstances than people may suspect. For example, St. Paul’s Independent Day School in Brooklandville, Md. provides 50 percent of its grants to families who annual income exceeds $130,000. 4. Maryland has income-based scholarship programs available. The most well-known income-based scholarship program is the BOOST scholarship. Created in 2016 by the Maryland legislature, BOOST, or Broadening Options and Opportunities for Students Today, provides tuition assistance scholarships to students to help them attend a nonpublic school of their choice. The State of Maryland has allocated $7.6 million for scholarships for the 2018 to 2019 fiscal year. Families can apply through the Maryland State Department of Education. Sellinger says that more than 800 students will receive some form of assistance from the state to attend one of the schools in the archdiocese network. 5. Don’t be afraid to ask. Both Sellinger and Baily agree that private schools do all they can to
make a private education as affordable as possible. “Socioeconomic diversity is an important value for our schools. Parents should not hesitate to consult with the admissions and financial aid personnel for the schools in which they are interested. Schools try to do everything possible to make tuition as affordable as possible,” Baily says. Sellinger advises parents to apply early. “Demand for tuition assistance is insatiable. The sooner a family ap-
plies, the better,” he says. Also, as part of the tax reform passed by Congress in December 2017, 529 savings plans have been expanded to include K-12 tuition. Investors are now able to take up to $10,000 per beneficiary from the college savings plan. Distributions are not available from the Maryland Prepaid College Trust.
