3% council tax rise - and higher parking fees too PARKING charges are set to be hiked and 30-minute free stays at residents’ parking zones (RPZs) scrapped by Bristol City Council to help balance its budget. Council tax will rise by three per cent from April, including one per cent for adult social care, under proposals revealed by mayor Marvin Rees and his deputy, Cllr Craig Cheney on January 10. Managerial jobs at the authority will be cut and offices and buildings sold off, some of which Mr Rees admitted the organisation’s corporate leadership had “lost track of” over the years in exactly what it owns and how efficient or even essential they were. The measures, along with other savings in how the council operates, will claw back a £19.5million deficit for 2022/23 to deliver a legally required balanced budget. Council tenants’ rent will go up by the cost of inflation plus one per cent but there will be no cuts to frontline services, including libraries and children’s centres. Details were published in papers in preparation for a cabinet meeting on Tuesday, January 18, where the Labour administration will formally agree its financial plans for the next five years. But ahead of that, the authority has said higher parking fees would raise an extra £2.3million, along with £1million from bus shelter advertising. The budget balances not only a £19.5million deficit for 2022/23 but a total of £33million over five years. By Adam Postans, Local Democracy Reporter

Green light for changes to Muller Road junction A CONSULTATION on proposed improvements and changes to Muller Road and streets which intersect with it is open for comments until Friday 28 January. The proposals affect traffic flow at the Muller Road junction with Brent Road, Draycott Road, and the southeastern end of Springfield Avenue. Full information can be viewed on the Bristol City Council website www.bristol.gov.uk/streets-travel/trafficregulation-orders-tros Bishopston councillor Emma Edwards said: “We welcome the news that the work on Muller Road is finally approved and starting this year, we have been putting pressure on, especially regarding Springfield Road being closed to through traffic and traffic signals on Ralph Road. These are two issues that residents have been wanting for a while, to tackle the issue of ‘rat running’ and dangerous driving. “While we welcome these updates we must also keep an eye on how they impact the streets around Muller Road. I would like to see a holistic approach, which also takes into account parking issues, traffic being pushed into other areas and active travel. Queen honours cricket stalwart A CRICKET coach who has helped young players into the game for more than 30 years has been honoured for his work. Ian Crawford, from Bishopston, was awarded a British Empire Medal in the New Year Honours list. Ian played professionally for Gloucestershire between 1975 and 1978 but played the majority of his games for Stapleton Cricket Club, which he joined as a boy. He played his first game for the club in 1969 and continued as a bowler until 2010. But it is his work helping develop young players at Stapleton, where he has been youth coordinator since 1987, and across the wider Bristol area – he has been the president of the Bristol Youth Cricket League since 2012 – which brought Ian his BEM for services to sport and the community. Among the generations of players who have been helped are several teenagers who came to the Bristol area as refugees from Afghanistan. Ian said the connection started when a young player's parent, who worked for the city council, mentioned that a refugee who had arrived in the city liked playing cricket. The teenager came to the club to play and several more followed, becoming established players. Ian said: "They have loved playing cricket and are very talented. English is often a problem at the start but they soon pick up cricket terms!" Ian, who worked in Airbus's finance department until he

retired in 2016, said it was "quite a shock" to receive the letter informing him of his award in early December, "totally out of the blue". He said: "It's nice to think someone was good enough to put me forward and since word got out, some people have been in touch with me who I haven't seen for years, so it's been nice. "We've got a club in Stapleton where a lot of people work very hard at creating what we've got, from the chairman downwards. The committee work very hard and we've got a lot of coaches who come along and give their time." Ian said that the number of young players joining had increased since the pandemic lockdown as more families saw the appeal of the sport. Stapleton CC chairman Andy Chidgey said: "Ian is one of the most incredibly kind, conscientious and selfless people you will ever meet. "He holds the respect of every person who knows him in the Bristol cricket community because he is amazingly patient, committed, kind and, above all, totally, totally fair. "He is simply one of life’s unsung and understated legends and truly deserved the recognition of the British Empire Medal for his endless service to our club and the wider community. "As a cricket club we consider ourselves very, very lucky to have someone as brilliant as Crawf at the club. "He has done so much for the club over so many years, as

a player, captain, committee member, benefactor and youth coordinator (as well as all of the many other jobs he helps out with). "I am deeply proud to call him my friend and I'm sure I speak for everyone when I say that they threw away the mould when they made him. He simply is our hero."

n NEWS THE area's former police and crime commissioner has been made an OBE in the New Year Honours list. Sue Mountstevens has been recognised for her services to the community in Bristol, Somerset and South Gloucestershire in her role as the first Avon & Somerset PCC, which she held for eight and a half years. Elected as an independent, Ms Mountstevens oversaw the force during the first year of the coronavirus pandemic, with her term of office extended for a year after elections scheduled for May 2020 were postponed because of the first lockdown. A magistrate and police authority member before her election, she was also previously a director of the Mountstevens Bakeries chain. During her time in office Ms Mountstevens had a particular focus on victim support, securing extra funding for services helping survivors of domestic abuse and sexual violence during the lockdown. She was also made the chair

Former police boss awarded OBE of the Quartet Community Foundation, which supports charities and promotes philanthropy in the region, in March 2020, leading the organisation through a time of "exceptional growth" as it responded to the pandemic. The foundation awarded 930 grants, worth £5.2 million, to support community activities between April 2020 and March of last year, benefiting more than 590,000 people in the region. Ms Mountstevens said: "This is a tremendous honour, and one that I humbly accept on behalf of an amazing team at the office of PCC. "The role of the PCC is to listen to all, especially the quiet voices. "I continue to listen as chair of Quartet, to those who have been hit the hardest, and support those communities where covid has exacerbated the issues facing

Kellaway pharmacist given royal accolade BRISTOL Travel Clinic and Kellaway Pharmacy Superintendent Pharmacist, Ade Williams has been recognised with the award of an MBE in the New Year's Honours List, cited “for services to the NHS and the community, particularly during Covid-19”. The Bristol Travel Clinic Team has been instrumental in helping to deliver Covid vaccinations across the region, with regular clinics at the local Kellaway Pharmacy in Westbury Park. Ade first hit the headlines early in the pandemic, when with the support of local members of the This Mum Runs group, they facilitated the delivery of medicines and other essentials from local pharmacies and GP surgeries. He is a regular face on national, and local media, with

a slot as the resident pharmacist on BBC Radio Bristol's breakfast show; he has also been one of the faces of the pandemic for the NHS. On receiving his award, Ade said: “I feel most undeserving. What I do is what everybody who works in the NHS does and replicates the generosity of our community. “This award brings into focus the story of multiple expressions of selflessness; such as people who have taken breaks from homeschooling and their own lives to stand in the cold for hours to welcome people for their vaccination or help deliver prescriptions. “The lesson is that when we all work together, we can make things better for everyone. It truly represents the community and the NHS at its very best. “What a privilege and

honour to have the opportunity to contribute to both. MBST: going from strength to strength

M

any of you have been reading about my experience of working with MBST over the past couple of years.I’ve actually been working with it here in Bristol for four years now and in that time, I’ve realised what an exciting and important development it is in the non-invasive and pharmaceutical management of musculoskeletal damage and injury. n NEWS THIS month, the existing congregation of the Church of the Good Shepherd has passed the baton on to Emmanuel Bishopston. The two congregations have shared the building on Bishop Road for the last six years but now B&A Church has formally sold the building, car park and hall to Emmanuel. Emmanuel Bishopston is a Church of England church that, up until now, did not own a building. It began meeting in January 2012 under the leadership of Rev. Jim Walford. Commenting on this exciting new milestone Rev. Jim says: “We are thrilled we were in a position to purchase the Church of the Good Shepherd from B&A Church. The transfer of ownership means that our growing church family can have the security and permanence we have been longing for and continue to build on the work we have begun. “Wonderfully, the purchase also means the B&A Church has the vital funds it needs to redevelop its other sites on St Andrews Park and the Gloucester

A new chapter in the life of the Church of Good Shepherd Road. B&A Church has been very generous to us over the years, allowing us to meet in their building and we are grateful that we can take the baton on from them and share the good news of Christianity with our neighbours in North Bishopston.” Emmanuel Bishopston currently consists of around 120 adults and 50 children. It meets on a Sunday at 10.45am and provides children’s groups for 0-3s (Scramblers), 4&5s (Climbers), 6-9s (Explorers) and 10-13s (Source). During the week, Emmanuel Bishopston hosts a Toddler Group at the hall on a Friday morning (no waiting list!) and a youth group for 10-13s on regular Tuesday evenings. It also has weekly Bible studies across the wider Bishopston area and investigating Christianity courses. Over the last couple

of COVID-affected years, it has organised the Emmanuel Nativity Window Trail and hosted several carol services in the car park! In partnership with its sister churches, Emmanuel City Centre and Emmanuel Westbury, it runs an English Conversation Café for internationals, actively supports the Bristol Churches Winter Night Shelter, a summer holiday club for children, blokes’ toddlers and a film club. The original Church of the Good Shepherd building was dedicated in 1927 and designed to last for only five years. It stood for 31 years and was known locally as the Church on the Hill. During the 1950s, the church community grew and began to explore the feasibility of building a more permanent structure. In September 1958, the Bishop of Bristol dedicated the new

stone structure and in 1967, the current church hall was opened. James Stevenson, vicar of B&A Church, adds: “It is a delight for us to see new life coming to one of the church buildings in this area. Six years ago, we decided that having three sites was a luxury we couldn't afford. Since then, we have been on a journey to work out how best those sites could be used. Both Emmanuel and B&A are now flourishing churches looking to serve their local communities. Action needed now on energy bills Rocketing energy prices demand rapid action AT the time of writing, there is a lot of attention on rule breaking parties in Downing Street during lockdowns. By the time you read it, things may have changed. Meanwhile, people are facing a cost of living crisis and in particular high energy bills. When the new price cap comes in, energy experts predict that bills could rise by 46%. This scenario will be very difficult for many, forcing impossible decisions between food and heating. Many of the lowest paid people live in poorly insulated housing with outdated boilers. There is a way to avert this crisis. I believe we need a windfall tax on North Sea oil and gas companies to cushion the expected price rise. On top of this, the government should cut VAT from home energy bills for a whole year. Those worst affected

- including pensioners and the lowest earners - also need more help with their bills. In Parliament, Labour managed to put some of these measures to a vote, but the Tories voted it down. We’ll keep pushing on this. From economic forecasts, I expect these rising costs will hit the constituents of every MP, so I hope to see growing cross party support for these kinds of measures soon. Cimate solutions I recently had a fascinating meeting with several people working in some of Bristol's most innovative small companies. These businesses all share a common mission: tackling the climate emergency and cleaning up the environment. Bristol already has a lot of expertise in this area. With the right support, these companies could help the UK lead the world

in developing solutions to climate change, plastic in our seas and air pollution. I’ll keep pushing for more government investment in this area. Our city is well-placed to become a hub for the companies – and jobs – of the future. Defending the right to protest Many of you have written to me about the Police, Crime, Sentencing and Courts Bill, which includes some very disturbing legal changes which would effectively criminalise protest for causing ‘annoyance’. I opposed this Bill in the Commons. As I write, it is with the Lords. Watch this space… Seven years of casework wins All MPs rely on a team of staff to help them serve their constituents. At the end of 2021, I was sorry to say goodbye to longstanding senior caseworker Michelle Boobier (an avid reader

To pick an example at random, she helped many members of the Windrush Generation living in Bristol. We were in fact the first MP’s team in the country to hold a surgery event with Home Office officials to help people get their papers sorted. More recently, we worked long days (and nights) together last summer, helping desperate people escape Afghanistan as the Taliban closed in. IT’S that time of year again when many neighbourhood streets of Bristol light up for a weekend, injecting some fun and colour into these long winter evenings. Window Wanderland returns to Chandos Neighbourhood on Saturday 26 February and Sunday 27th between 6 and 9pm. This will be the seventh year the event’s been held in the Chandos area, inspired by the success of Bishopston’s first event in 2015. It’s all very simple - local residents are invited to light up their windows and/or garden with displays. Anything goes as long as it is family friendly! Displays can be very creative or simple, even a string of fairy lights; taking part is the most important thing. One of the event organisers, Fiona McVey said: “Imagine if your whole street had twinkling lights in every window or garden. How welcoming and joyous that would be!

Chandos area gets set for Window Wanderland 2022 “Last year we had a record 65 participants with an exceptional variety of displays. It seems that the restrictions of lockdown life needed an outlet for those creative juices. There were windows inspired by Bristol icons, Banksy, nature, jungles and trees, projected videos, popular culture, even coronavirus itself. There was a lockdown disco, a sing-along Sound of Music and Darth Vader strutting his stuff with his lightsaber. We are always particularly delighted by displays made by local children with their amazing imaginations and artistic flair! During both evenings, people wandered around quite safely enjoying

Local bowls club competing for two national awards

Story of the Year nominee Pete Jones

A BRISTOL bowling club has been nominated for two national honours after a successful floodlit league and club expansion. Bristol St Andrews has been nominated in the Club of the year category of the Bowls England Awards. The panel for the awards night met on December 15 to conclude their shortlist of nominees and have now announced the shortlist. BE received around 150 nominations, and BSA member Pete Jones, who was given a life membership of the club at a recent AGM, has been nominated in the 'Story of the Year' category. The club has thrived despite the pandemic, with a highlight of our inaugural Floodlit League in September and October. The floodlights and the

league, along with so much more, were the brainchild of Pete, who has been instrumental in the development of the club and the facilities for more than a decade. He also runs the club's 'Monday Working Party', a group of member volunteers who have toiled in all weathers to improve the club inside and out. In the past year the club also reinvigorated play by fielding a women's team for the first time in many years and the annual Open 4s tournament was also a major success. Club chairman John Pearce said: "We are thrilled and so proud to be nominated for not one but two awards. "To be mentioned among the Club of the Year nominees is humbling but also a reflection of the hard work club members have put in over many years to

make the club what it is today. "Last year, despite everything going on with the pandemic, Pete Jones was single-minded in his vision of creating a floodlit league and he did just that, with the help of the amazing Monday Working Party. "It was an event which really got people in the bowls world talking and is set to be a fixture for years to come." Pete said: "I couldn't quite believe it when I heard as I had no idea I had been nominated for this award. It is an honour even to be mentioned in the final three. "It has been a labour of love at Bristol St Andrews from the days when this great club was not in such good shape. "Last year's floodlit league was the culmination of 10 years of hard work by many people and it is crucial to say that this is

n NEWS A GROUP campaigning for the sensitive and appropriate development of the former St Christopher's School site in Westbury Park says the latest proposals have attracted an “overwhelmingly negative response” from residents. Emails, social media messages and texts to SCAN (St Christopher's Action Network) reveal widespread anger at the plans for 120 new ‘extra care’ flats and houses, backed by London-based investors FORE. Spokesperson for SCAN, Robin Hambleton, a professor of city leadership at UWE, said: “Local residents have many concerns about this scheme but three main worries stand out. First, residents can see that introducing massive blocks of flats is not at all in keeping with the two-storey domestic architecture and townscape of Westbury Park which is, of course, a designated Conservation Area. Second, residents know that cramming far too many people onto this site, apart from being environmentally damaging, will

There are not enough parking spaces which will add further pressure to an area without a parking scheme.” With only 65 vehicle spaces for up to 200 residents plus staff and visitors, the impact on traffic and parking remains a concern. Mary, a resident of The Glen, said: " We worry that the resulting overspill into surrounding roads will add to the parking stresses. The increased traffic circling round looking for spaces will also increase road safety issues, particularly close to the primary school and nursery.” Plans were displayed at drop-in sessions in December,

but many of those who attended were disappointed by the lack of detailed information available. Prof Hambleton continued: “We look forward to discovering if the FORE Partnership team will transform their plans in response to the well founded concerns that local residents have expressed.” Two additional webinar sessions will be held on 20 January with additional images which should show more clearly the relationship between the proposed buildings, heights and surrounding houses. Elmfield School's new sites confirmed FURTHER steps have been taken to support and invest in services for children with special educational needs and disabilities (SEND) in Bristol. Significant improvements will be made to Elmfield School for Deaf Children, including a new, £8m state-of-the-art school building designed for the sensory needs of deaf children, following planning approval being granted. The city’s cabinet has also approved a decision to extend the SEND and You (SAY) information, advice, and support service (formerly known as SENDIASS) until March 2023 at cost of over £500,000 since the contract was first awarded in 2019. These steps form part of the council's approach to delivering improvements to SEND services which will see over £28m invested in Bristol’s special schools. They follow a damning report from Ofsted and the Care Quality Commission in 2019 on Bristol's SEND provision. Councillor Asher Craig, cabinet lead for children’s services, education and equalities said: “I am really pleased to see these exciting projects go ahead, and to know that the children and families who attend Elmfield School for the Deaf will soon have access to

a well-designed space that fully meets their needs. We are committed to inclusion and equality and our actions are testament to this. We have made a significant investment in our SEND provision and will continue to make improvements.” The SEND Sufficiency and Capital Investment programme includes major improvements to special schools through refurbishment and new builds, including the redevelopment of Claremont School plus a new Independent Living Centre at the City of Bristol College. As part of the improvement programme,

Elmfield Early Years and Primary will relocate to a new building on a shared site with Upper Horfield Community School, while Elmfield’s secondary unit will be moving from its current base within Fairfield High School to a more spacious site on the Redland Green school site in a separate but joined, large building which is currently occupied by Claremont Secondary School. Claremont, which is also a special school, is soon to be in a new, purpose-built £15m building in Henleaze. The council says the projects will create approximately 50 new special school places, for students with certain types of SEND. It comes as new figures show Bristol is still failing to meet its legal duty to issue all education, health and care plans for children with SEND within 20 weeks of a request Along with other local authorities, the council is coming under “unprecedented” demand for the plans while facing a growing black hole in its schools budget. Pupils create soup kitchen AS part of their enquiry 'How do we live a healthy life?' Year 2 pupils at Fairlawn Primary School hosted a pop-up soup kitchen. Using the six new ovens funded by the Society of Merchant Venturers endowment fund and a huge amount of cooking equipment provided by the Friends of Fairlawn the pupils chopped, peeled, boiled, stirred, simmered and seasoned their own vegetable soup. The vegetables were provided by Secret Soup Society and the end result was a truly delicious meal. Erica Thomson from Turing Class said: "It was fun making everything and I really enjoyed serving the mums and dads who came along.”

Protect your child from flu PARENTS and carers are being urged by the NHS to protect their two and threeyear olds against flu and serious complications. As a result of Covid-19 restrictions, influenza activity levels were extremely low globally last year. With social mixing and social contact returning towards pre-pandemic norms, it is expected that this will be the first winter that flu and Covid-19 may co-circulate. If you get flu and Covid-19 at the same time, research shows you're more likely to be seriously ill. Health officials say that if you have a 2 or 3-year-old pre-school child, you can make an appointment with your GP practice for them to have their free nasal spray flu vaccine.

Concern over free school meals CHILDREN could be missing out on free school meals in Bristol because their eligibility is not checked often enough, according to a manager at a local school. Pupils may qualify for free school meals if their parent or carer receives any of a number of benefits, such as income support or Universal Credit. Chris Pring, business manager at Cabot Primary School in St Paul’s, said eligibility checks used to happen weekly but now occur once and “that’s the end of it”. He said schools could check eligibility more regularly but it is a time-consuming process without the right software, which smaller schools do not have. “I think pupils in Bristol are significantly missing out on potentially being eligible for free school meals because that check isn’t being done on a weekly basis,” he told Bristol Schools Forum on January 13. Mr Pring said that with the

right software, the check is run weekly “forever and a day” and flags up whenever a child becomes eligible. “That software is freely available to purchase outside. It’s too big really for a small school to purchase, but I know bigger schools who’ve purchased it and

are reaping the rewards in the fact that that automatically gets checked on a weekly basis. Bristol City Council’s education director, Alison Hurley, said she was interested in hearing more about the software from Mr Pring after the meeting.

n SPORT GLOUCESTERSHIRE Cricket has signed 18-year-old Pakistan pace bowler Naseem Shah. A rising star of the international game, Naseem will be available to play in all formats of cricket for The Shire for the first few months of the 2022 season, up until the end of the Club's participation in the T20 Vitality Blast tournament group stages. If Naseem, however, is called up for international duty from June onwards, he will be released back to Pakistan for participation with his national team. As an exciting talent, Shah has already played in nine Test matches for Pakistan since making his debut against Australia in 2019, aged 16, in a match that saw him claim the wicket of David Warner. Just a month after making his debut, Shah became the second youngest player in history to take a five-wicket haul in a single innings, with 5/31 against Sri Lanka. In summer 2020 Shah was included in Pakistan’s squad for their tour of England. Featuring in the first Test match at Old Trafford, which England won by

n FROM YOUR COUNCILLORS In Redland this month... Clean air zone Greens have been trying to get action on Dirty air for years - we got a motion approved by council to take urgent action - in 2016. The toxic air shortens hundreds of lives in Bristol every year and this summer the long awaited Clean air zone is due to be implemented. You should have received a postcard through your letterbox by the end of January with details of where to find further information. It's important to note that this is not a congestion charge - not all cars will be affected, only the more polluting ones. You can find out more about the zone, the charges and support package for cleaner vehicles here: www.bristol.gov.uk/ cleanairzone More news on charges for organisations using parks We don’t want people to be deterred from using our open spaces by charges, as we said in our column last month, but fees for some commercial users are to be introduced from April to contribute to parks maintenance. We’ve been trying to find out more since the scheme was revealed in a recent scrutiny session chaired by Martin. The scale of charges should be prepared in January and we shall be publicising this when we hear

more. We’ve been assured that smaller traders should be charged less due to stepped fees. We’re also glad to say the threat of non profit activities being charged seems to have been removed. Frustration on missed waste collections There have been recurring problems when recycling and refuse trucks can’t navigate some local rounds due to blocked corners caused by obstructive parked cars. Action to protect corners was promised when the outgoing cabinet member for transport refused to take wider action on parking problems. But nothing has been done yet. We raised the need for this with the Mayor at our recent forum for councillors. He said it would be considered in the capital programme for the next financial year. We shall be pushing for this to be prioritised as providing reliable services should be a priority. Consultation expected on Cranbrook Rd crossing We are expecting the consultation on plans for a crossing on Cranbrook Road imminently. We’ve anticipated this for some time but it looks like it is about to be made public – now with two options that are going to be offered, one with

Muller Road The big news recently is that the improvements and changes to Muller Road are going ahead; which will impact the Ashley Down side of Muller and the streets off it. Springfield Road will be blocked off and we know that this is something that the residents have been pushing for for a while, so we really hope it has the positive effect we imagine it will. Ralph Road will be getting a traffic filter, which we hope will go some way to calming rat running. Ashley Down Road It has been brought to our attention how bad the issue of speeding has become on Ashley Down Road, and how this is particularly impacting a safe route to school for pupils for Brunel Fields Primary School. The brand new bollard that was replaced on the corner of Kennington Rd has already been hit, and there is a concern for the safety of children and other road users on the road. We will be campaigning for a speed camera for Ashley Down Road as well as working with officers to see what we can do to stop this issue of speeding in the area; as well as making sure people know that there is a Primary school

build outs and an island half way and one with a cycle safety route incorporated for uphill cycle users as well as the island. We hope once the final design is picked there will be no more delays in this longawaited project. Covid and Council services Like many organisations, the City Council has been affected by large numbers of staff absences due to Covid. This has led to a backlog in some services which has understandable been frustrating for some residents. If there is an issue that you really feel can’t wait, please do get in touch with us and we will do what we can to get it prioritised. Changes to the Mayoral system in the pipeline? In a meeting on December 7 Bristol Council voted to hold a city-wide referendum on scrapping the Mayoral system and moving to a committee system, following a Lib Dem motion supported by Greens. This motion is legally binding and Bristol will now be holding a referendum in May 2022 and putting the choice of Mayoral or Committee system to Bristol’s public. Nearly all Green Councillors supported the Lib Dem motion there. If you are concerned about this issue then do drop us an email. Tackling Bad Parking Illegal and dangerous parking has long been a problem in the ward and Emma took a question to Members Forum on the 11th January to ask the mayor about enforcement of parking violations outside of residents’ parking zones. The mayor has agreed this is something that could be looked at and Emma is intending to speak to the police and the cabinet member for transport about how we can improve enforcement in future. School Streets Lily also asked a Members Forum question about the possibility of getting School Streets schemes in the ward, as out of the 36 schools that applied, only four schools were approved. Lily says: “School Streets are a really effective way to get children to safely walk and cycle to school. We’ve seen their success in other areas, and want

as we support the public having their say on the future of the Mayoral system. We favour a committee system as the most democratic of the two alternative options whereby decisions are made by committees made up of a proportional mix of councillors – so each party’s share of council seats determines their influence in council decisions. In the current system the elected Mayor holds all executive power and only those councillors chosen by the Mayor to be in their cabinet have a direct role in policy-making. Speaking in favour of the motion and seconding it, Cotham Green Councillor Guy Poultney said: “As Greens, we support giving people a voice in the decisions that affect their city and their lives. Imagine if this council’s policies were motivated by the desire to fix the issues we see every day in our communities." Delivering the homes Bristol needs THE issue I’m contacted about most often by people is their need to find a home and give their families the best start in life. With over 16,000 people on our housing waiting list, and over 700 families in temporary accommodation not building is not an option. But bringing forward new homes to tackle this demand can sometimes bring disruption through construction works, additional pressures on local services, and concerns about the impact building homes has on our environment. We work with partners in construction to reduce the noise of works wherever possible, and to minimise disruption to our transport network, while of course giving people the space they need to carry out their work safely. Our priority is to keep the city moving, and in particular, protecting bus routes so those

that depend on public transport can continue to do so. Our city’s population is set to grow by over 100,000 people by 2050. It is crucial we plan our services, including schools and healthcare, on this basis. In many cases, we must build homes first in order to unlock the funding, raised through levies on developers, to increase capacity in these vital public services. Without building new homes, we cannot open new facilities to manage the growing demand. It has been claimed that building new homes is incompatible with our need to tackle the climate and ecological emergencies. In fact, the type of homes we build, and where and how we build them, will be the biggest determinant of the price the planet pays for Bristol’s growth. So we are prioritising building densely on brownfield land in sustainable central

locations in our review of the Local Plan document. This will mean people can walk or cycle to their work or school, rather than relying on a car to access the city centre. And we’re pioneering new low-carbon methods of construction and pioneering technology such as heat networks and renewable energy so we can build and power new homes so we’re building our city as sustainably as possible. The debate around development in Bristol often ignores the need for homes across the city. It has been the historic failure to plan for this demand that has driven up rents, pricing people out of the areas they grew up, and in the worst cases, driven people into insecure housing and homelessness. Doing nothing does not mean that everything stays the same. Ultimately, it is only by sustainably building the homes

Curbing your cat's killer instinct CATS are responsible for hunting and killing many birds and small mammals each year and in areas of high density of cat populations this can have a significant effect on wild animal numbers. Predation by cats can be a threat to biodiversity and cause distress to owners but traditional methods to reduce cat hunting are not very successful and not always accepted by owners. The only way to prevent cat hunting is to keep them indoors however this is not acceptable for most owners and prevents the cats from showing their normal behaviour. Last year a survey of cats by Exeter University showed some results suggesting owners can help to reduce predation by a few simple measures. The cats in the study were regular hunters and divided into six groups, wearing a collar with a traditional bell, wearing a Birdsbesafe collar, feeding using a

‘puzzle’ feeder, feeding a grain free food with meat as the principle protein and cats who had five to ten minutes of play each day with their owner. The results showed a dramatic decrease in hunting activity in the cats who had five to ten minutes of play each day, so much so that they caught 25% less prey. The cats fed the high meat diet had an even greater decrease in animals caught with 36% less prey. It is thought that both of these strategies reduced the tendency

to hunt rather than impeding the hunt. It’s not known why the high meat diet worked but maybe a micronutrient is responsible in the meat - a further study is proposed. A combination of play as well as a high meat diet may have an even greater effect but more studies are needed. Cat collars with bells were shown to have no effect on prey caught but the BIrdbesafe collars ,which are a brightly coloured soft wide collar that fits over a cat’s usual collar, was shown to reduce the numbers of birds caught. However, it didn't have a significant effect on small mammals caught. The puzzle feeder group of cats actually showed an increase in predation, thought to be because the cats got bored with the puzzle feeder and as they were then hungry would then go out and hunt instead. So, if you have a cat and wish to reduce its hunting behaviour do try increasing the time you spend playing with your cat, use a fishing toy or a laser pen, for example. Only ten minutes of play a day can make a significant difference. Consider checking the content of your cat’s food and look for a diet that has a high meat protein content and take a look at the

We also traditionally suggest that owners keep cats at home at dawn and dusk when small mammals are most likely to be active and caught. n LIBRARY BOOK REVIEW To The Lake by Kapka Kassabova Review by Bob Deacon of Bishopston Library Lake Ohrid and Lake Prespa are the oldest lakes in Europe, having existed for over a million years. The lakes, which are less than six miles apart and connected by underground streams, form part of a tripartite frontier between the present day states of Albania, North Macedonia and Greece. Kapka Kassabova is the fourth generation in her family to emigrate. Her great grandmother and her grandmother moved from Yugoslavia to Bulgaria, her mother journeyed from Bulgaria to New Zealand with the author then moving from New Zealand to Scotland. These migrations were triggered by historical events including the fall of the Ottoman and Austro-Hungarian Empires, the rise of the Balkan states, two world wars, the Cold War including the repressive regimes of Albania and Yugoslavia and the subsequent disintegration of the Soviet bloc.

The author travels around the villages and towns surrounding the lakes, meeting family relatives as well as complete strangers from different ethnic and religious backgrounds. She gathers stories from local poets, fishermen and caretakers, as well as those returning home on brief visits from living abroad, highlighting the darkness and pain of exile, with families driven apart by historical events and regime change. A familiar pattern of male

members fleeing the country of their birth to escape persecution, with their wives and children left behind to face discrimination and imprisonment in internment camps, is revealed. The book is both a personal memoir and a social and political history of the Balkans. We hear about her family including her grandmother, Anastassia, who grew up around Lake Ohrid and who fell in love with a Bulgarian army officer during the Second World War. Kassabova deftly chronicles the numerous reincarnations of Macedonia over the past two thousand years from the ancient kingdom of Macedon to the present-day state of North Macedonia created only two years ago. We hear about the thousands of British troops who died on the Macedonian Front during the First World War as well as Churchill and Stalin secretly meeting in 1944 when they agreed the post war division of The Balkans using a restaurant napkin. Kapka Kassabova has produced a haunting, captivating and beautifully written family memoir, making imaginative use of songs,

folk tales, poetry and myths, showing how national borders and historical events as well as the natural landscape of the lakes and mountains of her family’s homeland have affected the souls and psyches of successive generations including her own journey from Sofia in Bulgaria to the Scottish Highlands. n VINEYARD NEWS with INGRID BATES

Raising a glass to the peaceful life! AFTER the excesses of Christmas and New year, life for a wine producer feels quite nice and peaceful. I’ve been catching up on a bit of admin but have still been heading out to the vineyard as much as possible to get ahead with the pruning and prepping for the spring and summer ahead. I find it really good to get outside even on the dullest of days and to try and complete a few tasks before the light fades. As long as it’s not pouring with rain I can carry on with all the usual pruning and removal of the old Pinot noir plants. I’m hoping to have time to place a small area of cardboard and mulch around the base of most of the younger vines to help them compete with the surrounding grass without needing to use weedkiller or chemicals. We have a small group of sheep in the vineyard at the moment who are helping to break down the coarse grass that grew last summer and are providing some lovely free fertiliser in the process! They belong to a local farmer who pops them in the vineyard field for a few weeks each year. They don’t damage the vines but would start to have a nibble at them if the grass ran out. I keep a close eye on them and make sure things never get to this stage. It’d be a different story in the summer

if the vines had leaves. The sheep would love to eat the luscious green vine leaves which is a shame because they make quite good lawn mowers. There’s not much wildlife visible at this time of year apart from birds so I spend much of my day watching them as I work. With no leaves of the vines, the vineyard feels very open and you can see everything that’s going on around you in the field. On the wine front, I’ve had word from the

winery that our new rosé is tasting very good. Our winemaker is a man of few words so this statement is highly significant! Bringing public transport together I FINISHED my last Voice column welcoming the new more frequent half-hourly train services between Temple Meads and Severn Beach. Transport issues continue to dominate my New Year work for you, too. January 15 was ‘National Pothole Day’ and I know the huge frustrations people have about this issue. The statistics show they cost West of England motorists over a million pounds a year in repairs, and for cyclists they can be very dangerous. So I’m pleased to be allocating up to £125 million to help local councils across our region repair potholes over the next five years. Last year I was deeply proud to secure for the West of England the biggest per head investment in transport from the government in the country – over half a billion pounds. In 2022 we will see the first of that £540m invested, with an initial focus on buses. I am also creating West of England Sustainable Transport, which will gradually bring togeth-

er buses, trains, e-scooters and other new public transport under one umbrella. The aim is to give you and your family and friends more reliable, affordable, greener and safe ways to travel – especially for the 23% of local people without access to a car. In time, you will be able to travel from A to B much more seamlessly as different types of transport become integrated. We will begin by improving some existing routes, and as more money becomes available, expand to new places. Sadly, such improvements are complex, so won’t happen overnight, and we will need to make big choices together, but I’m truly excited about what this significant sum of money can do to improve our local travel. Just as the classic ‘roundel’ design is iconic in London, our transport network needs a great logo too. I want the design to be inspired by you – West of England residents and passengers. So

n NATURE WATCH With Dawn Lawrence AFTER a rather gloomy winter, with dull, grey days heavily outnumbering bright, sparkling ones, I think we are all longing for signs of spring. So let us consider the blackthorn. This lovely shrub flowers very early and February is not too soon to look for its blizzards of snowy blossom, borne bravely on the bare twigs. There is an old tradition which recognises the “blackthorn winter”: this hardy plant often flowers in a bitterly cold period following the milder weather of a false spring, almost as if to affirm that, despite the setback, spring really is on its way. A native shrub, blackthorn is closely related to our wild plum and to domesticated plums (from Asia). The wood of blackthorn is extremely strong and bears long, tough spines which are known for culturing nasty bacteria on their tips, all the better to hurt you with. This hard wood is most famously used for walking sticks, having a shiny bark that needs no polish and often bearing large knobbles which can form the handle, producing a strong and attractive stick with minimum effort.

Expert explains how the GWR Badminton Line was built ALAN Freke will give another of his fascinating talks about the Great Western Railway at the first group meeting of the Bristol Advanced Motorists society. Members of the public are invited to come along on 25 January, at 7.30pm. Some will remember Alan's previous entertaining talks about JS Fry & Sons and his ‘Sixty years as a Bodger’. Opened on 1st Jan 1903, the Badminton Line was the last major part of the GWR to be built. It runs from near Wootton Bassett in Wiltshire to near what is now Parkway Station. It significantly improved journey times to and from South Wales and Bristol. Alan has created this talk to mark the centenary of the opening and he looks at how the line was built and how it has changed down the years. A spokesperson for BAM said: “We know there are many railway enthusiasts in Bristol and this sounds like a very interesting evening so please make a date in your diary. As always, entrance is free, and coffee refreshment will be available at £1 a cup.”

New plan sets out priorities for police I AM delighted to announce that I have recently published my new Police and Crime Plan, which will set the strategic direction for how policing and crime services should be delivered in Avon and Somerset. As I mentioned during the consultation process last autumn, I have a legal duty to produce a plan that sets out my police and crime priorities for the force area, as well as how I will hold the Chief Constable to account. After consulting with local people, working with my team and Avon and Somerset Police, my four police and crime priorities are: • preventing and fighting crime; • engaging, supporting and working with communities, victims and partner organisations; • leading the police to be efficient and effective; • increasing the legitimacy of, and public confidence in, the police and criminal justice system. Finally, I want to urge family members of online daters to help protect their relatives from becoming a victim of romance fraud, as new figures show almost £92 million has been lost nationally through dating scams over the past year. Across Avon and Somerset, losses of £2.4m were reported in the 12-month period up to and including October 2021. Romance fraud is an awful, heart-breaking crime; victims invest time into someone and think they have a genuine connection when, in fact, it has been a cruel lie to commit fraud. Criminals often use a range of stories to get victims to transfer money without raising suspicion.
