Community transport faces major challenge

Bus pass restrictions lifted RESTRICTIONS on concessionary bus passes have been relaxed to enable older and disabled people to shop early during the coronavirus crisis. Holders of the Diamond Travelcard can now travel free at any time on journeys starting in the the West of England Combined Authority (WECA) and North Somerset areas. Previously, holders of a Diamond Travelcard bus pass for eligible older and disabled people could travel on any local bus for free after 9am Mondays to Fridays and all day at weekends. But WECA has made the change with the support of its constituent councils, Bath and North East Somerset, Bristol and South Gloucestershire, as well as North Somerset Council and local bus operators, to enable vulnerable groups to access early shopping opportunities. West of England Mayor Tim Bowles said: “I want to make sure that our most vulnerable members of society are still able to get essential supplies. Our retailers have stepped forward to make sure older and vulnerable people have the opportunity to get what they need and these changes will make sure they can make the most of that opportunity. Of course, we would urge everyone to follow the Government’s advice and only travel if it is absolutely essential.” Leader of South Gloucestershire Council Cllr Toby Savage said: “We are very pleased to be able to extend the hours of the Diamond Travelcard, which will help our older residents get to the local shops for their dedicated early morning shopping times. We all need to pull together to do all we can to help each other at this challenging time, and we will be working closely with WECA and other partners as we work to keep our most vulnerable residents safe and well.” The initiative will be reviewed at the end of June.

Panic buying: Shoppers empty shelves THESE photos show the extent of panic buying across the area in the wake of the Covid-19 pandemic. Taken at Asda Longwell Green and Sainsbury's and Wilko in Kingswood, all show empty shelves as customers rush to stock up on essential items. Toilet roll, handwash, paracetamol, mince, life-long milk, pasta and tinned items were among the most sought after goods. Many shops put restrictions

on the number of items which could be purchased, as the Government urged people not to stockpile and to buy only what they need. Some chains, including Iceland, Lidl, Marks & Spencer, Sainsbury's and Tesco, have brought in special shopping times to enable the elderly and most vulnerable members of the community to buy food when it is quieter. Some have extended this to NHS and emergency workers

following a national outcry after critical care nurse Dawn Bilbrough urged people to stop panic buying when she was unable to find basic food items following a 48 hour shift. Asda chief executive Roger Burnley told customers: “We’re working around the clock to make sure we’re doing everything we can to keep products available – and in

some cases, such as with hand sanitiser, cleaning products and baby formula – we have implemented a limit on the number of items that can be purchased to make sure everyone can get what they need. I’d also ask that you try to shop responsibly and not buy more than you need so that everyone, including the vulnerable, have access to the essentials.”

Community transport Hanham Common Fayre cancelled

From Page 1 obtaining the grant from the WECA - with the huge level of cancellations we now have spare vehicles and we are having to send home our volunteer drivers. “We continue to run our dial-a-ride service for essential journeys, shops and medical appointments. We have been operating a ‘doctors shuttle’ to the Hanham and Oldland Common surgeries for the last nine months and due to the current situation we are opening up this service to all who live in our area. Anybody who will struggle with transport to get to their surgery can ring us on 0117 961 6016 to book a ride.” Group hire is a major part of income generation for Kingswood Community Transport, offering accessible and affordable minibus services to 120 groups. The charity covers the entire South Gloucestershire area including more isolated areas such as Tormarton, Doynton and Acton Turville. Transport groups Green Community Travel in Yate and Four Towns and Vale Link

Transport in Thornbury also received two new minibuses each at the handover on March 3. A further two vehicles for each group are scheduled for delivery later in the summer. South Gloucestershire Council secured £740,000 of funding in 2019 for the 12 buses, which comes from the West of England Local Enterprise Partnership through the Local Growth Fund, administered by the West of England Combined Authority. The new minibuses are equipped with Euro 6 engines and will replace some of the oldest vehicles in the operators’ existing fleets, helping to reduce harmful emissions, as well as lowering fuel consumption and reducing ongoing maintenance costs. Mr Vernon said: “The next few months will be very challenging for us and our members. “Loneliness and isolation is already a big issue for our elderly population, so a lockdown will only make this worse. We are looking at how we can help with this issue in any way we can.”

History society halts meetings KINGSWOOD History Society has cancelled meetings due to coronavirus. Secretary Paul Hanmore said: “Due to the unprecedented situation brought about by the Covid-19 pandemic, we regret that all scheduled meetings of the Kingswood History Society are suspended for the time being. Hanham Common Fayre draws in thousands of visitors each year ONE of Hanham's most popular annual events has been shelved for this year in the wake of the Covid-19 pandemic. Hanham Common Fayre had been scheduled for Saturday May 16 with many stallholders and activities already booked. Hanham Abbots Parish Council, which organises the event, announced on social media on March 18 that the fayre would be cancelled until 2021. Anyone who booked a pitch will be given a full refund. Council chair Steve Hicks told Hanham and Longwell Green Voice: “I am sorry to have to announce that the parish council has decided to cancel this year’s Hanham Common Fayre due to the current coronavirus crisis. “Our clerk is issuing refunds to all stallholders who have reserved pitches for the popular May event. I am sure that everyone concerned from booters to visitors will share the council’s disappointment but be assured that we will be back bigger and better than ever in 2021! Stay safe everyone.”

Residents rally to support the needy NORMAL life has been put on hold as restrictions put in place to fight coronavirus affect every aspect of society and the economy. From schools to pubs to churches, places that are part of the everyday fabric of life have been closed, while long-planned events that form part of the Hanham area’s yearly calendar are postponed or cancelled. Supermarket shelves are emptied in panic and loved ones are unable to see each other. But across the area people are coming together to offer support to neighbours in self-isolation, give advice and suggestions for things to do at home - and simply cheer each other up. People are joining together to help neighbours in need. Thousands have signed up to volunteering Facebook groups, where residents can ask for and offer support. Groups have been set up to cover areas by postcode, with residents encouraged to join up to their local group so they can see who needs help in their area. From offering to run errands and buy shopping for people who are self-isolating to organising activities children can do at home, the pages have seen an outpouring of goodwill.

About 40 groups, with more than 5,300 members as the Voice went to print, were being coordinated via the COVID-19 Help, Support And Volunteering South Glos and Bristol page. South Gloucestershire Council is setting up a directory of groups and was making available a support pack for community aid groups, via parish councils and online at www.southglos.gov.uk/communityaid. The council is asking community groups to email their details to CommunityAid@ southglos.gov.uk so it can offer support. Council leader Toby Savage said: “This outbreak is absolutely unprecedented and will impact in some way on almost all aspects of almost all of our lives. It is vital that we follow the expert advice, but as restrictive as that may sometimes feel, I am so delighted to see our communities responding with displays of open-hearted generosity to each other. Self-isolation can have a greater impact for those who already feel lonely, which is why it is so heartwarming to see communities rallying round during the outbreak to ensure that no one is forgotten. “I want to express my thanks to everyone for the way they are facing this challenge."

Meanwhile, Bristol, North Somerset and South Gloucestershire Clinical Commissioning Group, which funds the area’s GP surgeries and hospitals, is reiterating NHS national advice to anyone with COVID-19 symptoms, which include a new continuous cough and a high temperature. The advice is: • Stay at home for 7 days. • Do not book a GP appointment or attend your GP practice. • If you live with other people, they should stay at home for at least 14 days, to avoid spreading the infection outside the home. After 14 days, anyone you live with who does not have symptoms can return to their normal routine. • If anyone in your home then gets symptoms, they should stay at home for 7 days from the day their symptoms start – even if it means they're at home longer than 14 days in total. • If your symptoms are serious, or get worse, NHS 111 has an online coronavirus service at 111.nhs.uk/service/COVID-19/ that can tell you if you need further medical help and advise you what to do. • Only phone 111 if you are advised to do so by the online service or you cannot go online.

Wild trip for youngsters CHILDREN from anafter-school club had a day out at Bristol Zoo’s Wild Place Project. The club has been running for two years. The trip took place before club activities were suspended on March 16. Helen said: “We loved seeing all the animals at the Wild Place and thoroughly enjoyed it!”

Roy’s legacy to schoolchildren in Nepal A GROUP from Kingswood Rotary Club travelled to Nepal to witness the legacy of one of their members. Roy Stone MBE died in 2013 leaving a bequest to the club which he had been a member for more than 25 years. It was Roy's wish that it should be used to support the education of children in the Third World. The club decided his legacy should go towards rebuilding a primary school in Nepal which had been severely damaged in the massive earthquake of 2015. After joining forces with the Rotary Club of Pokhara Midtown, the Pahar Trust Nepal and Rotary International, work on the school finally started. This year nine members finally travelled to Nepal to celebrate the opening of the rebuilt Shree Amar Jyoti Basic School, which serves Arba village in the hills outside the city of Pokhara. David Lewis, from Kingswood Rotary Club, said: “The new building was vital for the education of the local children. There are 46 pupils at the school, some of them have to walk two hours each way to get to their classrooms. The roads can be steep and very

occasion when we arrived at the school. We were welcomed by children with smiles and flowers and enthusiastic music. Parents, teachers and villagers were there to celebrate the opening. There were garlands, singing, dancing and local music. The place was full of colour and cheerfulness. The school is clearly at the very heart of the community.” Rotarians presented essential items to the children – rucksacks, pencil cases, uniform, writing kit and lunch box; and a Wi-Fi printer and paper for the school. David said Kingswood Rotary Club would now work with Cadbury Heath Primary School, where Roy was a former pupil and chair of governors, to set up a 'friendship link' with Shree Amar Jyoti Basic School. “Kingswood Rotarians will help to sustain that link and of course we will have a keen interest in the Nepal school,” he said. “The nine travellers from Kingswood Rotary Club learnt so much about the life and culture of Nepal and grew to appreciate how cheerful and resilient the Nepalese are in the face of challenges. We hope that Roy Stone would have been proud of what has been done in his name at Shree Amar Jyoti School.”

Celebrity judges bake-off CELEBRITY chef and cookery teacher Romy Gill helped judge a bake-off competition at the Cabot Learning Federation. Students from 22 schools and settings took part in the contest, in which participants were asked to design and bake a cake that represented the CLF’s heart values. The winning cake was created by students from John Cabot Academy in Kingswood and featured rainbow colours to represent LGBTQ+. The runners up were from Bristol Futures Academy in Barton Hill. Romy Gill, who was owner and head chef at Romy”s Kitchen in Thornbury, was joined for the judging at Bristol Brunel

Academy in Speedwell by the federation’s chief executive Steve Taylor. All the cakes were later sold and raised more than £50 for the CLF’s big trip. Executive principal Kate Richardson, who organised the event, said: “The judges were most impressed by the way the students made decisions about

what to bake by incorporating our values of high expectations, equity, all children achieving, resilience and tolerance. “The cakes were delicious and the students were really proud to share the stories behind their bakes, they were also inspired to hear Romy talk about her love of baking and how she progressed

Traveller transit site remains a long way off A TRANSIT site where illegal traveller encampments in South Gloucestershire can be moved on to will take up to seven years to find, councillors have been told. There are no temporary stopping places for gypsy or travelling families in the district, making it harder for the police and local authority to tackle the problem, according to a report. But because it will take so long to identify a suitable location, council officers are set to hold talks with their Bristol counterparts to use the city’s transit site in Lawrence Weston on a formal basis. At present, travellers in South Gloucestershire who set up camp without a landowner’s permission on sites such as Siston Common are moved there on an ad hoc, case-by-case basis. A report to scrutiny commission members said any encampment on public or private

land without a landowner’s consent is considered unlawful. “However, the council’s ability to address these instances (working with the police) is more limited than it otherwise might be, as there are no transit sites and no negotiated/ temporary stopping places on which gypsies and travellers are permitted to stop within South Gloucestershire.” It said the number of illegal camps had been falling for years, from 72 in 2014/15 to 21 last year. But the report said: “There are a number of locations where unauthorised encampments often occur, which include the areas around Siston, Webbs Heath, Chesley Hill, Yate and Alveston commons and also playing fields and sports grounds within the Kingswood area.” It said the reasons for the decline included practical

measures to discourage illegal occupation, such as physical barriers, and an increased use of permanent gypsy/traveller sites, including the district’s 39 pitches at Patchway and Winterbourne, where more families have stayed with relatives while passing through the area. The report saidva transit site in South Gloucestershire could “enable police to use their powers more effectively – any group that refuses to leave would be committing a criminal offence”, while a temporary stopping place, which has more basic amenities and is available only during peak demand, would also help. The council has rejected a number of sites suggested by the travelling community as unsuitable and is instead reviewing land it owns. “Owing to the potential complexities, officers consider

Teenagers select book prize winner YOUNG readers from Hanham were among the schools and library reading groups who formed the jury to pick this year’s winner of the Concorde Book Award. South Gloucestershire’s literature prize for young people was won by The Boy at the Back of the Class, a novel which tells the story of a boy who flees from a war torn country and makes new friends in the UK. Author Onjali Raúf was at the awards event, staged at the Bristol and Bath Science Park at Emersons Green on March 10. Hundreds of children from schools and reading groups across the area read their way through a shortlist of six titles, which also included The Truth About Lies by Tracy Darnton, Whiteout by Gabriel Dylan, Thunderstruck by Ali Sparkes, Potkin and Stubbs by Sophie Green and The Land of

Neverendings, by Kate Saunders, before voting on World Book Day, March 5. Eleven schools and book groups across South Gloucestershire took part in the awards, including Hanham Library Bookwurms and King’s Oak Academy. At the award ceremony, children gave presentations about their favourite books and interviewed shortlisted authors Ali Sparkes, Tracy Darnton and Gabriel Dylan.

Onjali said: “I’m so utterly thrilled to have the Concorde Book Award be gifted to Ahmet’s story - it means the world to me that the story is deemed worthy enough of this lovely award, and that the story is still striking a chord with so many hearts. Thank you so much.” The Concorde Book Award was first staged in 2007 and is one of the few literary awards that involves children and young people all the way through from choosing the longlist to the

winner, giving presentations and conducting at the award ceremony. Run by South Gloucestershire schools and public libraries, the scheme aims to promote a love of reading among 11 to 14 year olds in Years 7 to 9, encouraging them to join a group, read six books and talk about them with other group members, before voting for their favourite. Shortlisted books are put into South Gloucestershire public and school libraries. Council chair Brian Allinson said: “The Concorde Book Award encourages young people to maintain a passion for reading through a time in their life when some turn to alternative activities instead. “My thanks go to the organisers and to the young people for taking part, it is an inspirational event and I have really enjoyed being involved.”

Archie's dream comes true

IT'S March 6 and I am at Heathrow airport waiting to board a plane to India. Thinking about my carbon footprint I've battled as to whether or not I should fly 8,500 carbon producing air miles, but 18 months ago I made a promise to a group of health workers in a Delhi slum that I would go and teach them more about health care. So here I am. Looking around the airport there seem to be many fewer people about than usual, apparently due to the coronavirus outbreak. I find it strange that there are many people who cancel flights and holidays because of a virus but not for the sake of global warming and pollution that can do so much more damage to us, and all other life on earth. For those who are sceptical about global warming it's true that there could be a natural climate change occurring but it's also true that scientists have identified the greenhouse gases in the atmosphere that we have produced by burning fossil fuels and destroying our ancient forests. “WHO estimates that (world wide) at least 4.6 million people die each year from causes directly attributable to air pollution.” In the UK it's thought to be at least 36,000. Some of these are caused by indoor pollution due to burning fossil fuels in open ranges and fireplaces and toxic fumes given off by some household cleaners whilst others it's car fumes and gases discharged into the atmosphere. My reason for looking at indoor pollution was because I was fed up with having a blocked up nose and headache which seemed to be triggered by bleach based cleaners, mould remover and perfumes. When I looked at the ingredients I was

horrified to see lists of chemicals that I knew were harmful to the environment (even in perfumes) and they certainly seemed to be harmful to my health. Gradually I made changes, using up my toxic products as I went. It has certainly streamlined my products. White vinegar for cleaning, little mineral salt pellets in the washing machine, coconut oil on my skin and to clean leather around the house, deodorant stone, eco-friendly shampoo and conditioner and plant based washing up liquid and toilet cleaner. No blocked nose, headache or itchy skin and no environment damaging nasties going down the drain result! If you're not already walking this path then I invite you to join me. Maybe take one product at a time using up your current product before starting a new one. There's lots of choice out there so hunt around for ecofriendly products that suit you. Do please let me know how you are getting on and share your ideas with me as well as all your friends and family. Oh yes and don't forget Earth Day April 22. *I have returned early from India before this article goes to press so am adding a post script. After teaching in Delhi we travelled to the Himalayan foot hills and were in a place called Almora when we heard the news that Air India was cancelling flights. We made a 12 hour "dash" down the mountain to Delhi airport by car, rail & metro and managed to get seats on the last plane to Heathrow. There were a few people coughing and spluttering on the train & plane so I'm now self isolating for 2 weeks just in case. More about India next time. Happy unicycling. Penny prwaller29@gmail.com

A YOUNG teenager who has been living with renal failure since birth had a day to remember thanks to a rescue team and a charity. Archie Tantram’s kidney condition means that he has been in and out hospital since he was born. He has had countless operations, takes daily medication and needs to do regular physiotherapy. The 13-year-old, from Soundwell, has always wanted to be part of a search and rescue team, so charity Rays of Sunshine, which supports seriously ill children and their families, contacted the Severn Area Rescue Association, based on the other side of the Severn Bridge at Beachley, to arrange for him and his gramps to go along for an exclusive training session. Archie got to wear the rescuers’ special equipment and go out on the water with a team to take part in lifeboat training. His mum Jemma said: “In his words, it was the ‘best day ever!’ Thank you again for all you have done for Archie.” Rays of Sunshine chief executive Laura Barnett said: “We’re incredibly grateful to SARA for helping us make Archie’s actionpacked wish to be a part of the Search and Rescue team a reality. “This is truly a unique wish, and we’re so happy that Archie had such a fantastic day. SARA spokesman Richard Newhouse said: “We were delighted to grant Archie’s wish and include him in one of our lifeboat training sessions, on the Severn Estuary. We are so glad he enjoyed himself.” Rays of Sunshine, which was formed in 2003, was set up to brighten the lives of seriously ill young people and their families. n AROUND THE WIs Hanham Afternoon WI A RARE event at the end of February when a sunny but very breezy day greeted the ladies who were brave enough to cast doubt on the rain returning. This was the first meeting of the walking club and wrapped up, with hats, scarves, gloves and boots the walkers set off in the direction of Magpie Bottom. After a lot of mud squelching, Kingwood came into view. A short walk saw the return path to slide over again, however, we were fortunate to meet a very kind passer by who gave directions of a less muddy route to guide us safely back into Hanham High Street. A welcome mug of coffee was the reward for the exercise we had enjoyed during our 2.9 mile walk. A resounding success was the opinion of all the walkers who are now looking forward to our next walk. This is an event we hope to make a regular feature in our schedule and hopefully can meet again very soon for another local walk. Our March members meeting was advertised as The History of Chocolate Tasting. Much to the delight of our members they did

get to taste chocolate and enjoy a very interesting and amusing talk. I think the anticipation of the chocolate tasting was the reason we did not have enough seats for all the ladies who turned up. We were hurriedly putting out extra chairs as the meeting began. We welcomed two former Cadbury employees who had a combined service of 75 years with the company. The talk began with the origins of chocolate and where the cocoa beans are grown and how they are harvested. Primarily it had been used by European Royalty as a drink and when it came to the UK around 1650 it was drunk mostly by men. In 1756 a local Quaker apothecary/doctor named Joseph Fry used it as a medicine. Soon realising the benefits of the chocolate, he built a factory in Union Street. His two sons took over the business following his death and expanded the manufacturing within eight factory buildings in the Union Street area. Just after the First World War an alliance was formed with Cadbury and a site developed at Somerdale. The Union Street factories were closed and Somerdale continued

to operate until 2011 when it was purchased by Nestle who subsequently closed the whole factory site. Cadbury's name is still used on the chocolate made, but it is now produced in France, Poland and Bourneville, Birmingham. Members were in total agreement it was a very enjoyable afternoon. The March, April and May walks and meetings have been cancelled due to the coronavirus emergency. Details of future meetings will be notified via this column in the future. Ann Baulch

Longwell Green WI SADLY due to concerns around the coronavirus and the Government advice regarding social contact, Longwell Green WI have made the decision to cancel meetings and the events we had planned for the foreseeable future. Even though we are unsure when we will be able to meet again, our members are still keeping in touch and supporting each other as we stumble our way through this unprecedented situation. We are setting up

WhatsApp groups so that we can easily contact each other and will quickly know if support is needed and we are looking forward to the time soon when we can resume normal life and get together again. All our regular groups have also been suspended though the book groups are still reading and our knitting group knitting away even more so now with the enforced leisure time we have! On a positive note, the knitting group has a huge pile of hats, scarves and mittens to donate to the Seaman’s Mission in Portbury Docks and has already made a donation of knitted blankets to a care home. Longwell Green WI (usually) meet on the third Friday of the month at 7.30pm in the Ellacombe Room at Longwell Green Community Centre and new members are always welcome. Concerns over moving council services online RESIDENTS can soon access a whole range of South Gloucestershire Council services online. But the move has sparked fears the “most vulnerable” householders who do not use computers will be left “isolated”. The council insists more traditional methods, such as contacting local authority staff over the phone and in person, will still be available. About 1,100 people have already registered via the internet for the green waste bin scheme, which became the local authority’s first web-based service in

December. Others are being rolled out over the coming months. But Labour Cllr Adam Monk told scrutiny commission members his elderly dad had struggled to get to grips with the portal. He said: “We are at risk of isolating the most vulnerable in society. “I’ve always had concerns around the digital programme but now having had direct experience of somebody who is affected by the lack of contact with services, that has increased.” Conservative cabinet member for corporate resources Ben Burton told the meeting on March 4: “When we talk about

Well done to all our local heroes UNSUNG heroes from across South Gloucestershire were presented with a 2020 Chair’s Community Award. The annual honours are held to recognise and celebrate the valuable contribution that local unpaid volunteers make to life in the district, by giving up their time to help others. The event was held at South Gloucestershire and Stroud College’s WISE campus and certificates were presented by the chair of South Gloucestershire Council Brian Allinson and the college’s principal Sara-Jane Watkins. Among the winners was Roger Humphries, who was said to always go the extra mile in his role as a volunteer driver with Kingswood Community Transport. Councillor Allinson said: “The people here are stars of South Gloucestershire and it is a pleasure to be able to recognise them for

Bugsy Malone goes down a storm JOHN Cabot Academy staged their own version of the West End musical Bugsy Malone. The annual production provided a nonstop performance of fun, entertainment and charmingly madcap routines, The story follows the rivalry between two half-witted street gangs and the wellintentioned, one-time boxer who steps in to take control of Fat Sam's gang and tackle Dandy Dan and his boys. Year 10 student Harry Bowley as Bugsy Malone was supported by a strong cast. Blousey Brown was played by Mabel Hutton and Flo Tunstall. Tallulah was played by Mariama Sanneh and Callie Brooks-Davis. Fizzy was played by Alassan Singhateh, Fat Sam by Cassidy Bryant and Dandy Dan by Jasmine Gotts. More than 50 students from Years 7-11 were on stage, four in the sound and lighting team led by Year 10 student Ethan Leaman and five students backstage working on set design and stage management. In addition, there was a live band featuring three Year 11 GCSE music students, a Year 10 GCSE music student and flute teacher Mr Shepherd.

Charlotte Grierson, curriculum leader for performing arts and Shousha Nady, teacher of drama, said: “We are incredibly proud of all of the students and all of their hard work and commitment over the last few months. “They have been learning their lines,

songs and cues tirelessly, and we really enjoyed three fantastic performances. Students from Boomsatsuma Film & Media also came along to professionally film and record the audio so that we could make top quality DVDs.”

he backdrop, as I am writing this, is very worrying. Cases of the coronavirus have been rising, sadly deaths also. One of our pharmacists Ade Williams, has been providing reassuring insights on national TV and radio. With panic, the legendary British reserve has been cast aside - bringing amusement, shock and disappointment. From stockpiling loo rolls, desperate efforts to obtain hand sanitisers, even driving some to steal from local hospital wards then the selfish overbuying of food with no thought for neighbours and friends. Why this meltdown? Fear. It is unveiling the worst of our flawed survival instincts. However, when the story is told of how we prevailed in this crisis, it is not those sitting on the towers of loo roll or even the pasta niggards that will be remembered. It will be our community effort - all of us doing our best for each other. We will all be significantly inconvenienced and made poorer for the collective good, but we must rally around those self-isolating with practical and emotional support. Especially showing love for the elderly and vulnerable in our community. If needed to help

School vows to improve after staffing turmoil A PRIMARY school has been told it “requires improvement” following a visit by education watchdog Ofsted. Inspectors Michael Merchant and Adam Matthews visited Cadbury Heath Primary School in Lintern Crescent at the end of January and have now released their findings. Their report highlights how the “many” staff changes, including changes to leadership, has caused instability which has had a detrimental impact on standards. The curriculum lacks ambition in some years which means some pupils, especially those with special educational needs and disability (SEND) do not always reach their full potential. Describing provision for pupils’ spiritual, moral, social and cultural development as “erratic”, the inspectors said: “Leaders have not enhanced pupils’ experiences. Although pupils have some understanding of other faiths and cultures, their knowledge is weak across different year groups. This is because leaders have not had a clear and consistent approach to pupils’ personal development through the wider curriculum.” The report was not all doom and gloom, however. The behaviour and attitudes of

pupils was rated as “good”. “Pupils enjoy coming to school. They feel safe and say that adults take good care of them. Pupils’ joy of learning is plain to see. They do not give up if they find something difficult. Adults have high expectations for how pupils conduct themselves in and around school. Pupils are polite and show respect for each other.” According to pupils, bullying is rare and they believe that if it did occur then staff would sort it out. The early years curriculum is well thought out and this gives youngsters a good start. “Teachers are ambitious for children. They make sure that adults work with any children who are not keeping up. As a result, most children are well prepared for Year 1.” The report offered hope that changes were afoot, highlighting the work of interim headteacher Annie Harris: “Staff at all levels, as well as pupils, welcome her presence around the school and the sense of purpose she brings.” It also said Mrs Harris is building a team of dedicated staff: “They are learning from each other and from the support provided by the local authority. Staff say that they feel respected and appreciated by leaders. They

also say that leaders take full account of their welfare when making decisions. Governors are playing their part too. They recognise that the school has not done as well as it should have in recent years.” Arrangements for safeguarding were judged to be effective. Mrs Harris said: “The outcome is very fair and we are really pleased that Ofsted recognised how wonderful our children are and how hard we work to support them to be ready for learning. But, we do know we need to do better. We have experienced some significant turnover in terms of staff and that has been disruptive, but we now have a really dedicated team in place and we are all fully committed to working hard, supported by the governors and council, to make the changes we need to so that all of our pupils can achieve their fullest potential. “We are all pleased that Ofsted saw how ambitious we are for our pupils, who enjoy coming to Cadbury Heath Primary. We are particularly pleased that they recognised how great a start our children get. The focus on reading, for example, from early years onwards, is such a crucial step in being able to learn as pupils progress through the school.”

E-scooters trial hopes E-SCOOTERS could be seen on roads in South Gloucestershire under a pilot scheme to test the transport of the future. The West of England Combined Authority is spearheading a £28 million project to test new ways of getting around. It includes trialling e-scooters – currently illegal on UK roads and pavements – that commuters could hire for the first and last mile of their journey to the workplace and home. Weca will test new technologies to make it easier for people to hop between buses, taxis and other transport on a single ticket, with the goal of cutting congestion and improving air quality. The Government has chosen the region to be one of three new “future transport zones” and awarded it £24m, with the combined authority providing the rest.

Plans put on hold for 'mini stadium' A DECISION on whether to lift restrictions on AEK Boco FC's controversial plans for a “mini stadium” has been put on hold. The Hanham club was granted permission for two 50-seat stands, four 18-metre floodlights, and a 1.2m pitch perimeter fence last year. Now it has asked South Gloucestershire Council to lift restrictions on floodlighting times to avoid “discrimination” and to permit a 1.83m fence to allow it to get promoted to the next division. The move has sparked fears the changes would enable the club to host matches every night of the week if they are approved. It has also re-ignited a row with residents who have opposed the club’s plans from the start and feel their concerns have so far been ignored by the council. And it has provoked an argument between planning officers and councillors, who wanted to control the number of evening matches to protect neighbours from excessive disturbance from noise and light pollution and anti-social behaviour. Officers had recommended the approval of the club’s application to vary two of the conditions attached to the consent granted by the council’s spatial planning committee in July 2019. But members of the development management committee voted on March 5 to defer their decision until they know how many evening matches are currently permitted by the club’s lease agreement with the landlord, which happens to be the council. AEK Boco originally applied for permission for four 18-metre floodlights, two 50-seat stands and a 1.8m pitch perimeter fence to meet FA requirements for promotion to the next tier of the English non-league for both its men’s and women’s teams. It would have also meant the club could enter youth sides in the Under-18s Somerset Floodlit League. The application was rejected by the development management committee in June 2019 because of the potential impact on neighbours, but was overturned

The spatial planning committee attached a number of conditions to the consent. One restricts the height of the fence to 1.2m because of the “visual impact”, but the club has argued it needs a fence at least 1.83m to meet the Football Association’s “national ground grading – category H” requirements. Another condition restricts the hours of floodlight use to “the duration of the Toolstation Western League matches” with switch-off times varying with the seasons to protect neighbours and local bats from light pollution. But the club wants the reference to the men’s league removed from the floodlighting condition arguing its inclusion is “unnecessary, too restrictive” and discriminatory. Club chair John Winter told the development management committee: “Our reasoning for removal of this wording is to allow our ladies and youth teams to also use the floodlit facilities, as to only be used by men’s teams is discrimination against our ladies and youth, which goes against our club values. “We are not asking for any of

the approved lighting times to be altered.” Club member and Hanham resident Denis Kerr said the sought after changes were “essential” to the development of the club. “This is about the development of the game for kids, through to youngsters, through to youth, through to men and ladies,” he said. But the council’s own environmental team advised removing the reference to the Toolstation league from the floodlighting condition “could allow for lights to be used nightly” and suggested restricting their use to a “limited number of evenings”, council papers show. The club originally said the floodlights would be only be used for matches on Wednesdays and Saturdays during darker months, the papers show. Councillor for Hanham, June Bamford, who referred the application to the committee, told members: “Residents are rightly very concerned this will give AEK Boco the green light to using the floodlights for seven days a week. “Although Boco only asked for two nights a week in their original application, if there is no condition limiting the number of

floodlit evenings then Boco could effectively let matches take place all week.” She said residents already experience disturbance such as “swearing and shouting” from those using the field clubhouse, “so they’re naturally concerned late-night matches will increase the general disturbance”. James Brown, who lives close to the Greenbank playing fields where the club has its home, said the council had so far demonstrated “total disregard” for residents’ concerns about noise, light pollution, parking and “unruly behaviour”. “One has to ask the question why SGC [South Gloucestershire Council] are proposing to allow the extensive use of this facility which has the potential to double the noise and light levels,” he said, noting the council’s role as landlord. The club’s original application drew 125 objections and 240 comments in support. Its latest application attracted 67 objections and 48 letters of support. Hanham Parish Council objected to both applications. Members of the development management committee wanted to impose a condition restricting the number of evening matches but were told it was not their job. A planning officer said the number of matches was controlled through the council’s lease agreement with AEK Boco and the club had applied for two extra matches a week “over and above the existing situation”. “We cannot control the lease here at this committee, it’s not within our remit,” she said. Councillor Michael Bell told the officer she was “missing the point”. Councillor Sarah Pomfret proposed refusing the application if that was the only way to restrict the number of night games. The planning officer was unable to confirm how many matches were permitted under the current lease agreement, so the committee voted to defer their decision until the information could be provided.
